Abstract:
In Bangladesh, a large number of children are deprived of their basic human rights due to unacceptable health, nutrition, education as well as social conditions. In addition, children are exposed to severe forms of sexual, physical and mental abuses at home, in the work place, in institutions and other public places. The nature and extent of violence against children irrespective of age, sex and class has been increasing day by day. These include physical torture, rape, homicide and sometimes heinous attacks with acid. Children are also victims of child labor and trafficking, both of which are treated as the most severe form of child exploitation and child abuse in the world today. This review article is aimed to focus on the present situation of various forms of child abuses in our country. Data collection is based on secondary sources of information from Dhaka Medical College Hospital, One Stop Crisis Center (OCC),UNICEF, Ministry of Home Affairs, Ministry of Women and Children Affairs, several Dhaka based organizations and news paper clipping.Ibrahim Med. Abstract:
The study is about international kinship care arrangements in Ethiopia, focusing on Ethiopian children who applied for an Australian Orphan Relative Visa. A qualitative case study research method was used. Study participants were nine children between the ages of 13-17 years and nine parents/guardians of those children. Other participants were five experts from the Ministry of Women, Children and Youth Affairs, and Federal First Instance Court. In-depth interviews were conducted using semi-structured interview guides. Additional data were also derived from observations and document reviews. Thematic data analysis was used. Data from all sources were triangulated and categorized under the themes that emerged from the data. This study identified two categories of children: those who cannot get proper care either due to the loss of parents or due to incapacity of parents to take care of them, and those children who use international kinship arrangement as a mechanism to access a better life in Australia. Children expressed their expectations to get a better education, employment, material benefits, and living conditions after placement abroad. They also expressed concerns about how well relatives abroad will treat them. The findings further revealed that the Ministry of Women, Children, and Youth Affairs was not appropriately documenting pre-placement and post-placement information. Since international kinship care is different from international adoption in its nature, there was a lack of clarity on the legal protection that should be given to children, which puts them in a precarious socio-legal situation. This study can be used as a starting point to understand and consider international kinship care arrangements as one important alternative child care option.

Abstract:
The establishment of the Court for Children in the juvenile justice system is to provide legal protection for children. This court consists of a Magistrate and two advisors which one of them is a woman as provided in section 11 (2) of the Child Act 2001. Basically, the role of the advisor of the Court for Children is to advise the Magistrate relating to the orders (punishment) to be imposed on children who are in conflict with the law and to advise the parents or guardians whenever necessary. However, Section 11 of the Child Act 2001 is the only provision as regards the advisor of the Court for Children in Malaysia. There are no other guidelines or regulations on the mechanism of execution of duties of the advisor, its appointments, and training requirements. Thus, this study aims to identify the issues and challenges relating to the position and roles of the advisor. An analysis is made of legal documents and academic journals. Semi-structured interviews were also conducted with the Social Welfare Department (JKM), Ministry of Women, Family and Community Development (KPWKM), Legal Affairs Division (BHEUU), Prime Minister Department (JPM), and five Children Court advisors (who are representing the urban and rural areas). The study found that the Children Court advisor was recognized in 1947 via the Juvenile Court Act 1947. However, there are several issues and challenges to be addressed including the jurisdiction, governance structure, a mechanism of execution of duties, appointment criteria, the appointment process, modules, and training for Children Court advisors. The absence of guidelines, specific regulations, or manuals has limited the functions and roles of the Children Court advisor. This study suggests a better legal framework for the Children Court advisors to increase their credibility and professionalism. Thus, they can play an effective role in the juvenile justice system in Malaysia.

Abstract:
The objective of the paper is to examine the current status, trend and growth of the social security program over the years in Nepal. The secondary data for four years has been used and data were obtained from the websites of the Ministry of Federal Affairs and Local Development. There are ten different categories of beneficiaries viz. senior citizens, senior Dalits, widow, single women, endangered indigenous nationalities, Dalit children, Karnali zone children, severe affected disable, fully disable, Karnali zone senior citizens who are receiving allowances as social security benefits. The study concludes that during the study period, all allowances except treatment for senior citizens (70 years and above) increased by 100 percent. The rate of allowances was lowest for children (Karnali and Dalit) and highest rate for fully disabled, Endangered Indigenous/Nationalities. It is seen that the government is more concerned towards the health of the senior citizens 70 years and above. The number of beneficiaries viz. senior citizens all (Dalits, Karnali and others), disable (Fully and severly affected), Endangered ethnic group is in increasing trend while Single/widow and Children (Dalit and Karnali) have been found in decreasing trend. Out of five clusters, the number of elder citizens is highest followed by single widow and children of Dalit and Karnali zone. Disable (Fully and severly affected) and Endangered ethnic group are only 4 percent of total beneficiaries in 2015/16. The growth of the total beneficiaries is less than 1 percent during three year period but number of disabled increased by 95% while widow/single women decreased by 10 percent in three years. Throughout the last three fiscal years, the largest number of beneficiaries were senior citizens followed by Single women/widow and children.

Abstract:
Children most times are vulnerable to abuse, unable to decide what happen to them and that is why intervention is necessary for the lives of children that are sold to unknown destinations in Nigeria. This study investigates social work intervention strategies against illegal child adoption in Enugu State, Nigeria. Mixed method design is used to authenticate data collected from questionnaire. Ministry of Gender Affairs (Welfare Unit Staff) Enugu and Welfare Office Nsukka were interviewed on the process of adoption and its efficacy. Two hundred questionnaires were shared to 200 respondents using availability sampling as method of their selection. The data were computed using the Statistical Package for Social Sciences (SPSS version 20). The findings show that majority 142 (71%) of the respondents saw adoption as acceptable and government approved while 58 (29%) said it stigmatizes and culturally disapproved. It also showed that majority 126 (63%) go for illegal adoption while 74 (37%) follow legal means. The reasons for illegal adoption – 88 (44%) said cheaper avoiding bottlenecked procedures at the social welfare; 81 (40.5%) said fear of being stigmatized by neighbours and 24 (12%) ignorance of its consequences. Some 72 (36%) said that some sell off their babies to avoid the stigma, shame, family/society’s prosecutions, 85 (42.5%) for economic reasons; 24 (12%) is to do away with the baby and continue with life and 19 (9.5%) supports all of the above reasons. Majority 157 (78.5%) said no serious attention has been given by the government to stop baby selling due to corruption of the law enforcement agencies. The entire 200 (100%) respondents agreed that social workers have many roles in preventing illegal adoption like working with the federal ministry of women or gender affairs to ensure proper child adoption and follow up after adoption to ensure the safety of the baby, since many baby buyers use them for rituals. These findings have obvious implications for social policies and future research on child welfare.

Abstract Objectives To evaluate the sensitivity and specificity of serum retinol (SR) and retinol-binding protein (RBP) in determining vitamin A deficiency (VAD) using the modified relative dose-response (MRDR) test as the reference. Methods Subjects included a subset of women and children participating in the Ghana Micronutrient Survey 2017. VAD was determined by the following cut-offs: SR or RBP < 0.7 mmol/L; MRDR ratio of 3,4-didehydroretinol to SR ³0.060. Sensitivity, specificity and the area-under-the-receiver operating characteristic (ROC) curve were calculated for unadjusted and inflammation-adjusted VAD cut-offs (based on C-reactive protein (CRP) and a1-acid-glycoprotein (AGP) for SR and RBP using the MRDR test as the reference. Results In 167 children and 178 women, inflammation (elevated CRP and/or elevated AGP) was present in 41% and 16%, respectively. Prevalence of VAD ranged, depending on the indicator used, from 7% (MRDR) to 40% (unadjusted SR) in children and 1% (RBP) to 4% (SR and MRDR) in women. Among children, sensitivity and specificity of unadjusted and adjusted SR and RBP were highly variable among the children. Highest sensitivity was achieved by unadjusted SR (80% of children with VAD correctly identified), while highest specificity was achieved by adjusted RBP (86% of children without VAD correctly identified). The best predictor of VAD in children compared with MRDR was adjusted SR, with a sensitivity of 78%, specificity of 73%, and an area under the ROC curve of 0.76. Among women, specificity was 97% for unadjusted and adjusted SR with an area under the ROC curve of 0.48; additional values could not be calculated due to lack of VAD cases. Conclusions SR and RBP were only moderately sensitive and specific for identifying VAD in children in Ghana. Low specificity—falsely identifying VAD—is especially problematic when populations are covered by one or more vitamin A interventions. Overlapping sources of preformed vitamin A can lead to hypervitaminosis, which may affect bone metabolism and growth. More accurate measures should be used in conjunction with SR and RBP for evaluating VAD especially in vulnerable populations. The objectives of this study are to: 1) find out and analyze the role of investigator of the Women and Child Protection Unit in applying diversion to children in conflict with the law, 2) determine and analyze the implementation of diversion carried out by the Women and Child Protection Unit against children in conflict with law, 3) identify and analyze the obstacles of investigators of the Women and Child Protection Unit in applying diversion to children in conflict with the law. This research employs the sociological juridical method, a research in the discipline of law that is based on the reality that occurs in society where the type of study in this study is specifically descriptive. The results of this study found that: 1) the implementation of diversion in Padang City Police had been going well where there were 14 (fourteen) cases that were successfully resolved through diversion channels throughout 2015-2017, 2) the implementation of diversion in Padang City Police was guided by the Law on the Criminal Justice System for Children (UU SPPA), Secret Telegram of the Head of the Criminal Investigation Agency of the Republic of Indonesia Police TR/1124/XI/2006 and TR/395/DIT,VI/2008, and Government Regulation No. 65 of 2015, 3) in applying the diversion, Padang City Police investigators faced several obstacles such as: the victim felt that his/her rights were not protected because the suspect was given privileges in the legal process and the victim or his/her family considered the law to be biased and favored the suspect. It is the reason for the failure of deliberation regarding diversion. To anticipate this failure, there are a number of suggestions in which human resources in the Children’s Criminal Justice Unit (PPA) of Padang City Police should be given training in collaboration with the Ministry of Social Affairs in the framework of developing human resource competencies. It is better if the internal police regulations relating to the implementation of diversion are revised and adjusted to the applicable laws and regulations.

The article analyzes the life path of Heorhii I. Khodorovskyi − Ukrainian public figure, diplomat, Ambassador Extraordinary and Plenipotentiary of Ukraine, People’s Deputy of Ukraine. The major areas of his activity at different life stages, academic interests, contribution to the development of medicine and diplomacy are studied. The paper examines the childhood of Heorhii Khodorovskyi, his parents, educators and school years. After school, Heorhii studied at Chernivtsi Medical Institute, pursued post-graduate studies and gained a degree of Doctor of Medicine. From 1961 to 1969, Heorhii Khodorovskyi – a postgraduate student, assistant professor, Associate Professor at Chernivtsi National University. In 1968, he was assigned to the Institute for Doctors Improvement in Moscow and later to the USSR Academy of Sciences to study foreign languages. Between 1969 and 1973, he was Associate Professor at the Faculty of Medicine of the University of Zambia. Heorhii also held position of a chairman of the local committee of the Embassy of the USSR in Zambia. The following stage of Heorhii’s life went in Afghanistan, where he gained experience of people management in a foreign country under hazardous environment, terrorist acts, kidnapping and military operations. Between 1987 and 1990, Khodorovskyi was an advisor to the Rector of Kabul Medical Institute, head of a group of scientific and pedagogical staff of the USSR in Afghanistan, advisor to the Minister for Health of Afghanistan; worked in the trade mission of the USSR in Kabul. In February 1989, he returned from Afghanistan to Chernivtsi, where the staff of the Medical Institute nominated him as a candidate for the Verkhovna Rada of Ukraine deputy. From 1990 till 1992, Heorhii acted as People’s Deputy of Ukraine of the 1st calling, was Chairman of the Verkhovna Rada Committee on Women Affairs, Family Protection, Motherhood and Childhood. Heorhii was also engaged in operations on eliminating consequences of the Chernobyl disaster, worked with foreign delegations, was a member of the escort group during the visit of the President of Ukraine to Kyrgyzstan. He frequently went on foreign business trips, in the course of which took part in international conferences. At the Verkhovna Rada sessions, Khodorovskyi invariably put an emphasis on the issues of health protection of Ukrainian women and children, working and recreation environment, labour compensation and family support. The Ministry of Health of Ukraine Committee headed by Heorhii Khodorovskyi adopted a decision on the creation of the National Family Planning Program. In October 1992, he was transferred from the Verkhovna Rada to the Ministry of Foreign Affairs of Ukraine. From 1992 to 1998, Heorhii Khodorovskyi served as Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of India. Zusammenfassung Seit 2015 viele Menschen mit Fluchthintergrund nach Deutschland gezogen sind, stand häufig deren Arbeitsmarktintegration im Zentrum des gesellschaftlichen, politischen und wissenschaftlichen Interesses. Lebenslagen und Lebensformen der geflüchteten Familien wurden hingegen viel weniger thematisiert. Dieser Beitrag präsentiert familiendemografische Daten für Geflüchtete der Herkunftsländer Syrien, Afghanistan, Irak und Eritrea und verdeutlicht den großen Anteil von Familien mit kleinen Kindern unter den nach Deutschland Geflüchteten. Daten zur Nutzung von Kinderbetreuungseinrichtungen von Kindern geflüchteter Familien zeigen, dass institutionelle Kinderbetreuung wesentlich zur Integration und Bildung beitragen kann. Der Wissenschaftliche Beirat für Familienfragen des BMFSFJ versucht, diesen für die Integration zentralen Aspekt in den Diskurs zu Flüchtlingen einzubringen und evidenzbasierte Handlungsempfehlungen zu geben. Abstract: Refugees, Families and Their Children Since 2015, many refugees have moved to Germany. So far, scholarly and political interests have focused on the possibilities of their labour market integration. However, the well-being and living arrangements of refugee families have been less investigated. This paper provides family-demographic data on refugees from Syria, Afghanistan, Iraq and Eritrea, and illustrates the high proportion of families with young children among them. The literature review of refugee families’ usage of public funded day care demonstrates the potential of positive effects of early childhood education and care services on the integration and education of refugee children. The Scientific Advisory Board of the German Federal Ministry for Family Affairs, Senior Citizens, Women and Youth aims to bring this important issue for integration into the discourse on refugees and to provide evidence-based policy advice.

Abstract:
The article publishes and analyzes the documents of the Soviet special services on the deportation of the group of Germans from Stanislav region (October–December 1946). Eight documents presented in this article demonstrate the circumstances of the deportation of a large group of Germans from the territory of Stanislav region of Ukrainian SSR in late 1946. These documents are stored in the State Archives of the Security Service of Ukraine. These are official correspondence between the heads of institutions of the Ministry of Internal Affairs (MIA) at various levels. The first of these documents is the report of one of the executives of the Department of the MIA in Stanislav region, Hrytsenko, on the case of the registration of Germans in Stanislav region who are subject to resettlement. It was reported that 38 German families (34 men, 51 women, 70 children under the age of 16) live in the Dolyna district of Stanislav region – a total of 155 people. They allegedly fled with the German Army as early as 1944, but were intercepted by Red Army and sent home. The Soviet authorities planned to send them to a special settlement in Aktubinsk region of Russia, but temporarily used this group of Germans to build a railway station. The Document № 3 is very important. The telegram was sent from Moscow to Kyiv on November 14, 1946, ordering the German families from Stanislav region of the USSR to be sent to a special settlement in the Mary Autonomous Soviet Socialist Republic in Russia. They were to be handed over to the Suslonger Forestry, which was a structural part of the “Marybumles” Trust. Personal farms and cattle were allowed to be sold. Employees of the Ministry of Internal Affairs of the USSR were obliged to find the required number of vans for the deportation of Germans. The conditions for organizing the deportation of these German families are disclosed in other documents. In the end, according to L. Pastelnyak, the Deputy Head of the Anti-Banditry Department of the Ministry of Internal Affairs in Stanislav region (document № 8), the echelon with the Germans was sent from the Dolyna station on December 29, 1946. Unfortunately, we do not know the circumstances of transporting the group of Germans to Suslonger railway station, as well as the circumstances of their stay at the special settlements and the subsequent fate after the liquidation of the special settlement system in the 1950-ies. Thus, the published documents reveal some circumstances of the deportation of one and a half hundred people of German nationality from the territory of Dolyna of Stanislav region to Russia at the end of 1946. Of course, the operation carried out by the Soviet repressive authorities should be called deportation, i.e. “forced eviction from the place of permanent residence of a person, group of persons or people”. Documents are published in the original language (Russian) in compliance with the necessary archaeographic requirements.

Abstract:
The Ministry of Social Family's Hope Program (Program Keluarga Harapan) is a conditional cash transfer program for poor families or known internationally as Conditional Cash Transfers (CCT). Social Family's Hope Program (Program Keluarga Harapan) is a social protection program that provides cash assistance to underprivileged households and for members of Keluarga Penerima Manfaat (KPM) Beneficiary Families who have health components (toddlers and pregnant women), education (elementary, junior high, and high school children), and welfare social (elderly and social disability).This program, in the short term aims to reduce the burden of underprivileged households and in the long run it is expected to break the intergenerational poverty chain, so that the next generation can get out of the poverty trap. The effectiveness of the Ministry of Social Family Hope Program is measured by several indicators, namely the accuracy of the targets, the implementation of program socialization, the achievement of program objectives, and program evaluation.This research was conducted in Medan Johor District. The methods in this research is descriptive research with quantitative research methods. Quantitative descriptive research uses words, images, and not entirely numbers when data is collected. The population in this research was 2,589 and using the multi-stage sampling method, through the proportionate stratified and simple random sampling stages a sample of 259 members of beneficiary families was taken.The results of the research indicate that in general, the implementation of the Ministry of Social Affairs' Family Hope Program in Medan Johor District has been running effectively. However, there are still some aspects that have not fully met the effectiveness of this program, such as officers (assistants) who have not performed their duties properly, Beneficiary Families who often do not attend group meetings, and issues such as zero balance, damaged or lost cards that there is no substitute yet, and the Beneficiary Families' behavior and point of view regarding assistance from the Government are not yet correct.

AbstractThe problem in this study is the extent to which the quality of the children of the Family Hope Program (KPM) Family Hope Program (PKH) after the parents, especially the mother, received assistance at PKH, known as the Assistance of Family Capacity Building Meeting (P2K2). PKH is a program of the Republic of Indonesia government in breaking the poverty chain in Indonesia. P2K2 assistance itself is the implementation of Out of School Education (PLS) because in practice there is a process of education and training, transfer of non-formal knowledge and skills in the fields of family management, education, health, and economics. When PKH KPM gets knowledge and skills in these fields, it is hoped that there will be an influence on the quality of KPM PKH children with indicators set by the Ministry of Social Affairs of the Republic of Indonesia, namely: (1) Poor nutritional status for children under five (2) Increase food consumption energy and protein for children, (3) Increasing average length of schooling for children, (4) Increasing the average number of children's school participation, and (5) Reducing the number of working hours of children or the absence of working children. This study uses a qualitative method with a descriptive approach. Based on the results of the study, the P2K2 mentoring program run by PPKH Bandung which began in 2017 has been able to improve the quality of children in the form of increasing numbers of children who are absent from school more than 85% and toddlers or pregnant women who do not routinely assess their health at the service health facilities between 478% -687% from before the implementation of P2K2 counterpart program in 2016. Even so, the number of school drop out (DO) children and malnourished children also experienced a significant decline, from 48 children who DO in 2016 to 17 children in the year 2017, while children with malnutrition 0 (none) both in 2016 and 2017. Even so, the process of P2K2 Assistance will run less optimally during 2017 as the average number of implementation is 62%, the presence of KPM follows P2K2 assistance 79%, and the delivered curriculum is only about 61%. Thus the P2K2 mentoring program needs to continue to be developed because the results are good and to further maximize the implementation process.

Currently, the prevention of family and domestic offenses is one of the priority areas of activity of the Ministry of Internal Affairs of the Russian Federation. Poor-quality and untimely response of police officers to this type of offense, as well as heinous crimes, garnered media coverage, preceded by family conflicts, create a negative public opinion about the activities of the police and the state as a whole. This work deals with the improvement of the effectiveness of the work carried out by the internal affairs bodies to prevent and suppress the facts of family and domestic conflicts, including those accompanied by the violence against children and women. Within the framework of the research, the authors pay special attention to the concept of family and domestic offenses, the analysis of the causes and conditions of the occurrence of family and domestic offenses, legal foundations of regulating the liability in the sphere of family and domestic conflicts according to the laws of the constituent entities of the Russian Federation. The authors analyzed the main directions of prevention of domestic crimes and administrative violations by district police officers, identified tactical aspects of work with people registered with law enforcement agencies when executing preventive patrolling in an administrative area. The paper proposes a mechanism of involvement of the public and specific categories of citizens in the assistance to law enforcement agencies to timely domestic violations detection and suppression. Following the analysis, the authors conclude that the insurance of effective work on the eradication of considered negative social phenomenon is the patrolling in an administrative area, preventive conversations based on the study of a psychological maker of persons, their past, and basic personality characteristics, as well as on the awareness of their immediate environment and relations carrying both positive and negative connotation. The study shows that the issues of protection of family members’ life and health against offenses should be solved holistically, in cooperation with other agencies and institutes of civil society.

The article deals with the problem of forming a tolerant consciousness. The purpose of the study is to assess the degree of expression of students ' own tolerance during the period of training in educational organizations of the Ministry of Internal Affairs of Russia. The research methods used were theoretical and comparative analysis, generalization, interpretation and reinterpretation of scientific data, existing practice; empirical methods: conversation, survey, method of expert assessments. The study sample consisted of cadets and students of higher educational organizations of the Ministry of Internal Affairs of Russia (94 respondents aged 18 to 22 years, 63 men and 31 women). The problems of forming a tolerant consciousness, the structure of tolerance, the importance of tolerance in the professional activities of police officers, as well as in the process of their training and professional development are considered. The results of the study of the degree of self-tolerance among cadets of educational organizations of the Ministry of Internal Affairs of Russia are presented. It is shown that despite a fairly high level of tolerance, the main problem point for cadets is the formation and development of their active life position. An adequate level of tolerance of cadets is an indicator not only of the social maturity of the individual, but also indicates the formation of their professional self-awareness. The obtained results and conclusions are relevant for the organization of psychological work in the internal affairs bodies.

The purpose of this study is to identify the component parts of the subjective vitality in the officials and other personnel of internal affairs divisions and to reveal the difference between these data and those of similar-ranked professionals in civilian organizations. On the conceptual level one's subjective vitality is viewed through the personality's attitude to the genesis of its inner forces compared to the scale and feasibility of one's projected plans in various areas of activity. Based on the subject-activity approach, the concept of personality's psychological safety and the resource-based concept of stress we actualize the role of subjective vitality in health behavior. 80 individuals were examined using the Russian adaptation (made by Alexandrova L.A) of the methodology for identifying the subjective vitality developed by R. Ryan and C.Frederic within the framework of the self-determination theory. The study found that civilian staff and officials of the internal affairs divisions have the lowest subjective vitality, whereas in the officers of internal affairs divisions it is near average. It is revealed that women working within the Internal Affairs are more distinguished by "unstable vitality".

Consequences of events in the Southern region of the Kyrgyz Republic continue to have impact on communities to the present day. One of the most significant is a number of undiagnosed cases of rapes and other types of gender-based violence (GBV), which happened during the events of 2010. Accurate prevalence rates of GBV cases is still unknown. According to official data of Ministry of Internal Affairs, there were only seven cases of rape, however, according to the crisis center reports, there were 325. Even more alarming, witnesses of the Osh events suggest one out of three women in Osh and Jalal-Abad were either raped or suffered from other types of GBV. Those acts included undressing and unveiling, and cutting women's hair to a shamelessly short length. Cultural stereotypes dictate women hide their ‘shame’, which is why only a small percentage of victims with PTSD symptoms that developed after GBV sought out services from professionals, such as from crisis centers, psychologists and psychiatrists and, of course, police. Author analyzed several cases of women raped during the Osh massacre and suffered from PTSD signs afterwards. The previous painful experience of GBV was uncovered during treatment. The problem is that mental heath care specialists are the last stop for applying for help. This paper analyses several ways of solving the problem, including creating a number of normative documents in collaboration with Ministry of Internal Affairs and Ministry of Health of the Kyrgyz Republic.Disclosure of interestThe author has not supplied his/her declaration of competing interest.

<p class="Default"> </p><p>The study is aimed at describing gender cognition phenomenon in religious discourse in thematic interpretation (<em>tafsir</em>) of the Holy Koran published by the Ministry of Religious Affairs of the Republic of Indonesia. Each interpretation book as a written discourse is different from each other due to author’s cognition frame. This study employs a constructive qualitative approach with technical framing analysis. The data are language data (religious text) that are obtainable from thematic interpretation of the Koran of the Ministry of Religious Affairs of the Republic of Indonesia. Data analysis was performed on the following topics: the origins of the creation of men and women, women's leadership, women and inheritance rights, women and ownership, and women's testimony. The research findings show: (1) The lingual and religious discourse containing gender cognition are present in the forms of words, phrases, and sentences. The lingual form of religious discourse is related to the meaning of technical vocabulary that contains appropriate understanding of the discourse topic. (2) Discourse representing gender cognition is found on three topics: women leadership (nation leadership), <em>waris </em>(inheritance), and women’s testimony. In terms of inheritance and women’s testimony, this interpretation refers to conditions that are explicitly stated in the Holy Koran. Meanwhile, this interpretation views leadership of the nation as more worthy to be given to men than women. book looks is more worthy of leadership in the countries was given to men than women.</p>

The population of the study consists of all skills acquisition graduates of Rivers State ministry of women affairs, a sample of 50 skills acquisition graduates in the ministry was sampled using stratified random sampling technique. The questionnaire was structured in the likert scale of four (4) points, ranging from strongly agreed to strongly disagreed. The simple percentage statistical tool was employed for data analysis. The result of the findings showed that majority of the people had a positive opinion towards skills acquisition and it was recommended that government should carry out proper sensitization programmes in order to re-orientate the minds of the youths towards skills acquisition programmes.

AbstractIn this article, Indian missiologist Lazar Stanislaus reflects briefly on the nature of ministry, whether lay or ordained. He then proposes a number of new ministries which are emerging out of the contemporary Indian context, among which are ministries to street children, drug addicts, prostitutes and their children, and the ministry of empowering women. In a third section the author suggests that commitment to Jesus, learning from the people, promoting individual initiative, working for the leadership of marginalized peoples and a knowledge of other religions are ways by which new contextualized ministries can emerge in the church. Finally, five challenges to such ministries are proposed. Only when these challenges are met will ministry in the Indian Church – or any church – be truly rooted in the local context, and so truly reflect the ministry of Jesus himself.

She has refused to accept a salary or make appeals for funds, depending, rather, on her personal trust in God to supply what is needed. Her efforts have focused on giving breakfast and Bible lessons to Lima's impoverished children, and by 1986, more than 2,500 children were being reached through the program. Her ministry is not without controversy and problems, but Rivera serves as a role model for women throughout the world who would commit their lives to sacrificial ministry among the poor.

This article presents the empirical research results of the level of legal conscience forming in law enforcement officials. The study of gender specifics of personnel is now becoming more and more relevant due to a constant increase in the number of women entering the Ministry of Internal Affairs service. The study involved 160 male and 120 female staff members. Analysis of the results revealed a general legal conscience trend typical for male and female employees which manifests in a high level of legal knowledge, adequate understanding of group relativity of moral and ethical norms, civic un-engagement and disinterest to leadership role. This trend reflects a certain viewpoint when human rights are considered to include only freedom, independence and personal self-assertion without responsibility and civic duties. It was found that female employees have higher level of legal conscience forming than male employees. This led to the conclusion of a high-availability of female employees to comply with legal regulations and requirements.

HIV/AIDS is a major public health problem in Cameroon and Africa, and the challenges of orphans and vulnerable children are a threat to child survival, growth and development. The HIV prevalence in Cameroon was estimated at 5.1% in 2010. The objective of this study was to assess the burden of orphans and vulnerable children due to HIV/AIDS in Cameroon. A structured search to identify publications on orphans and other children made vulnerable by AIDS was carried out. A traditional literature search on google, PubMed and Medline using the keywords: orphans, vulnerable children, HIV/AIDS and Cameroon was conducted to identify potential AIDS orphans publications, we included papers on HIV prevalence in Cameroon, institutional versus integrated care of orphans, burden of children orphaned by AIDS and projections, impact of AIDS orphans on Cameroon, AIDS orphans assisted through the integrated care approach, and comparism of the policies of orphans care in the central African sub-region. We also used our participatory approach working experience with traditional rulers, administrative authorities and health stakeholders in Yaounde I and Yaounde VI Councils, Nanga Eboko Health District, Isangelle and Ekondo Titi Health Areas, Bafaka-Balue, PLAN Cameroon, the Pan African Institute for Development-West Africa, Save the orphans Foundation, Ministry of Social Affairs, and the Ministry of Public Health. Results show that only 9% of all OVC in Cameroon are given any form of support. AIDS death continue to rise in Cameroon. In 1995, 7,900 people died from AIDS in the country; and the annual number rose to 25,000 in 2000. Out of 1,200,000 orphans and vulnerable children in Cameroon in 2010, 300,000(25%) were AIDS orphans. Orphans and the number of children orphaned by AIDS has increased dramatically from 13,000 in 1995 to 304,000 in 2010. By 2020, this number is projected to rise to 350,000. These deaths profoundly affect families, which often are split up and left without any means of support. Similarly, the death of many people in their prime working years hamper the economy. Businesses are adversely affected due to the need to recruit and train new staff. Health and social service systems suffer from the loss of health workers, teachers, and other skilled workers. OVC due to HIV/AIDS are a major public health problem in Cameroon as the HIV prevalence continues its relentless increase with 141 new infections per day. In partnership with the Ministry of Social Affairs and other development organizations, the Ministry of Public Health has been striving hard to provide for the educational and medical needs of the OVC, vocational training for the out-of- school OVC and income generating activities for foster families and families headed by children. A continous multi-sectorial approach headed by the government to solve the problem of OVC due to AIDS is very important. In line with the foregoing, recommendations are proposed for the way forward.

The article is devoted to teaching the Russian language to the pupils of schools at the embassies of the Russian Federation and the necessity of using the event-based approach for forming and improving communicative universal educational activities (hereinafter UEA). In modern educational reality, when children become pupils of multi-ethnic classes in Foreign Ministry schools regardless of their proficiency in the Russian language, it is necessary to create conditions allowing to form their communicative competence not only at Russian language lessons, but also in extracurricular time. One of conditions of learning Russian is the use of event-based approach to organizing language education, in particular, participation in network projects of Russian Foreign Ministry foreign schools’ interaction. The theoretical significance of the article lies in the fact that due to the conceptual properties of the event approach, its necessity and effectiveness for improving communicative UEA in a multi-ethnic school are justified. The practical significance of the article is that within the framework of the event approach, a model of a network project for Foreign Ministry foreign schools with rhetorical competencebased tasks has been developed. The model allows to achieve a synergetic educational effect in Russian language learning. The described educational event for pupils results in discovering personal and subject meanings through communication, as well as understanding the value of their own speech experience in Russian. The authors conclude about the need to use the event-based approach in a multi-ethnic school, which allows to create an open communicative situation in the Russian language. The directions of further scientific and methodological work could be expanding the list of communicative educational events implemented within this approach, creating the guidelines and their implementation in the practice of multi-ethnic schools.

Gender mainstreaming in the water sector in Malawi was analyzed using the Mzimba Integrated Rural Water Supply and Sanitation (IRWSS) project as a case in point. Information required for the study was obtained through interviews, administering a set of questionnaires and data collecting from existing documents. The results show that women in decision-making positions at head office of the Ministry responsible for water affairs only constitute about 11.1%. Assessment of the budget allocations has revealed that previously no budgetary allocations were made for gender issues, and that since the 2006/07 fiscal year about US$14,286 was allocated for gender mainstreaming. Women's involvement in local governance institutions and project activities in Mzimba is generally high. Most local water committees have 60% women and 40% men, whereas participation in project activities is highly rated at 97.2%. To improve gender balance, the Ministry responsible for water has to work with stakeholders in the education sector. Besides, great disparities still exist between men's and women's participation in water projects at a local level (97.2% for women) and a person's socioeconomic position greatly affects their inclusion in the local governance structures. Addressing these issues would, therefore, result in better gender integration in the water sector.

AbstractThe academic study of International Relations (IR) emerged in the context of transnational networks of scholars, diplomats, politicians, and activists. Contrary to conventional wisdom, women belonged to these networks in various capacities and, crucially, contributed to the intellectual formation of the discipline. Whether as members of pressure groups, such as the Women’s International League for Peace and Freedom (WILPF), as independent authors or academics, they discussed all major issues of IR. Drawing on a range of international authors – including Anna B. Eckstein, Agnes Headlam-Morley, Lucy Mair, Margery Perham, Helena Swanwick, and Louise Weiss – this article recovers the intellectual substance of their work, arguing that it constitutes a genuinely feminist approach to IR. Early feminist IR authors emphasised the interests of women, children, and other marginalised groups, they demanded female representation in government and diplomacy, they condemned imperialism and racism, opposed military capitalism, employed religious, emotional, and universalist rhetoric, and advocated the role of education. Despite widespread male domination, women taught at universities, published in academic journals, spoke at conferences, and organised international summer schools. This article explores the origins of feminist IR scholarship and contextualises this body of thought within the revisionist history of IR.

Domestic violence in marital relationships is against the law in the People's Republic of China (hereafter "China" is used), where progressive development to address domestic violence began after the Fourth World Conference on Women in Beijing in 1995. In this article, domestic violence is referred to as violence against women by their male partners and the complexity of domestic violence is seen to be influenced by socio-cultural, economic, psychological, and environmental factors. Community responses to domestic violence are largely led by the "residents' committees" under the Ministry of Civil Affairs, and the All Women's Federation in China. However, literature has documented the inadequacy of these community responses to prevent and intervene on domestic violence. A feminist perspective is used to examine the prevalence and perception of domestic violence in the local context, and discusses implications for prevention and intervention work in China.

Since 2004, all institutions, private as well as governmental, have undergone a quality evaluation process. A set of indicators was given by the Ministry, with the regional authorities expected to assess the institutions according to these indicators.The main purpose of the article is to discuss to what extent, and in which way, the new control system may exert an impact on the jurisdiction of social work and professional practice in the everyday life of the institutions. The discussion is based on empirical data from a project entitled, “A control regime in transition”, which is supported by the previous Ministry for Children and Family Affairs. The project work started at the end of 2004, and followed the new control regime for three and a half years.

The problem of malignant tumors in pregnant women is becoming increasingly relevant in recent years primarily due to the postponement of childbirth. In 2014, the mean age of Russian women at first birth was 28.1 years, whereas in 1995, mean age was 24.9 years (Russian annual demographic report for 2015). Cervical carcinoma (primarily preinvasive) is the most common gynecologic malignancy in pregnant women. The doctor and the patient have to choose between immediate treatment and preservation of pregnancy, and, therefore, delayed anticancer therapy. We analyzed 17-year experience of managing pregnant women with non-invasive cervical cancer followed up in the N.N. Petrov National Medical Research Center of Onclology, Ministry of Health of Russia, and also summarized the strategy used in the diagnosis, treatment and monitoring of such patients.

The aim of the paper is to present the results of the research in which we examined the professional integration and advancement of women employed in the Police Directorate for the City of Belgrade. The problem of integration and advancement of women in the Serbian police was investigated at the Police Directorate of the City of Belgrade, Ministry of Internal Affairs of the Republic of Serbia, in the period from 2016 to 2017, by using a qualitative and quantitative methodology. The results showed that there are objective circumstances that stop women at a certain stage of career promotion, which have origins and a multi-level stronghold, emphasized at the social level influenced by patriarchal relationships. The results suggest that circumstances of a formal and informal nature are aggravating and that they fundamentally confirm theories of gender inequality in the masculine professions, such as the police profession. In police services, in Serbia, women still constitute a minority that is covertly discriminated against and publicly segregated on the sidelines of the profession.

The research featured women offenders as a social phenomenon associated with the social role of women. The study was based on the socio-role approach. The authors defined women's crime as an integral part of all crimes committed by women on a certain territory over a certain time period. The statistics of female crime in Russia and its regions came from the General Prosecutor's Office of the Russian Federation, the Chief Directorate of the Ministry of Internal Affairs for the Kemerovo Region, and the Territorial Authority of the Federal State Statistics Service. The authors also analyzed cases of fraud related to maternity capital funds. Firstly, female crime proved an integral part of crime in general; it has its own specifics and is directly related to the roles that women play in society. Secondly, women commit mostly profit-related crimes, e.g. theft or fraud, while murder proved more typical of men. Thirdly, maternity fund fraud appeared to be a relatively new type of crime. Apparently, its female character is associated with childbearing and maternal function. Swindlers see new opportunities in maternal funds, and a woman in distress can easily become an instrument of their criminal activity.

This study investigated Kelompok Usaha Bersama (KUBE) which was managed by women or Poor Women Business Group Program was a social service program in economic field which was under supervised by Ministry of Social Affairs of the Republic of Indonesia to eradicate poverty, where entrepreneurship as an important successful key indicator of their business. Entrepreneurship also occurred in social service agencies and has long described with terms such as new, innovative, flexible, dynamic, creative, and risk taking. However, entrepreneurship did not yet a business spirit by most KUBE in West Java Indonesia. One of great opportunity in KUBE business which was needed an entrepreneurial spirit was waste bank. Decentralized waste banks, trash banks, garbage banks or Bank Sampah as they are called in Indonesia are a new convincing concept for waste management. This study used a survey to investigate the perception of women's business group at West Java who joined in Kelompok Usaha Bersama (KUBE) on waste bank. The respondent of this study were 111 (one hundred and eleven) poor women who received business aid in form of money and goods for the development of their business activities. The waste bank was still not popular among KUBE’s member, they are set up in neighborhoods typically for about 1000 residents and are usually run by poorer people who wish to increase their income. Bank customers bring all non-organic waste to the banks where it was treated like a deposit. Transactions were recorded preferably in a bank book that the customer hold or alternatively in lists kept by the bank. Ministry of Environment of Indonesia promoted Waste Banks as the new strategic program. According to the Ministry, Garbage Management with a lot of positive impacts through the waste bank development program was inseparable from the participation of people, especially from the grassroots level.

Violence in children is one of the issues that is most often found in news through electronic media and print media. Based on the results of the 2018 National Survey on Child and Youth Life Experience (SNPHAR) released by the Ministry of Women's Empowerment and Child Protection, showed that 6% of boys and 9% of girls had experienced sexual violence. 50% of boys and 60% of girls have experienced emotional abuse. Furthermore, 33% of boys and 20% of girls experience physical violence. The rise of various types of violence requires P2TP2A to be more proactive to reduce the number of violence against children in Mandailing Natal Regency. The purpose of this study is to find a picture of the strategy carried out by P2TP2A in Mandailing Natal Regency in preventing cases of violence against children. The method used is descriptive qualitative by interviewing respondents who come from P2TP2A devices Mandailing Natal Regency. The results showed that P2TP2A Mandailing Natal Regency had carried out its duties and functions based on the Standard Operating Procedures established by the Chairman of the Mandailing Natal P2TP2A Technical Team. The strategy undertaken is to conduct socialization to schools and villages to report acts of violence so that services can be provided in accordance with the needs of victims of good advocacy services, rehabilitation, health, counseling as well as complaints and assistance. The strategy carried out by P2TP2A in Mandailing Natal District has shown results but requires cooperation from various parties due to the limited facilities owned by P2TP2A

Based on the acquired knowledge, to suggest ways to overcome this problem, which will minimize the consequences of domestic violence. Materials and methods: The authors studied and analyzed international legal acts, Ukraine's legislation, and scientific publications on domestic violence. The method of statistical processing of analytical data of the World Health Organization (hereinafter - WHO), the Institute of Demography and Social Research at the request of the UN Population Fund, the Ministry of Social Policy of Ukraine, the Ministry of Internal Affairs and the Prosecutor General's Office of Ukraine (for 2017 - first half of 2020) were used. A comparative method of research was useful in comparing the number of cases of domestic violence in Ukraine and Europe during the COVID-19 pandemic. Conclusion: It is concluded that domestic violence is a socially dangerous act that negatively affects all family members, as it causes significant damage to health and life. The most dangerous are the consequences of domestic violence on the physical and mental health of women and minors, who are particularly vulnerable to this negative manifestation. Rehabilitation is said to help minimize the effects of domestic violence, restore the physical and mental health of victims, and return them to normal social life.

This study focuses on the effectiveness of State and Non-state actors in combating human trafficking and ensuring safe migration of Zimbabwean women. The study relied on qualitative research methodology while data was gathered through primary and documentary search. Respondents were purposively selected from victims of human trafficking and organisations that deal with combating human trafficking. These included IOM, Zimbabwe Republic Police (ZRP) Human Trafficking Desk, Ministry of Justice, Legal and Parliamentary Affairs. The study revealed that human trafficking in Zimbabwe thrives under conditions of vulnerability which are caused by various factors ranging from poverty, limited educational opportunities, poor economic conditions, gender and age. A strong relationship between Government and NGOs’ inadequate adherence to the Palermo Protocol standards and escalation of human trafficking was also exposed. Though Zimbabwean has several laws that deals with human trafficking, implementation of these laws still remains a challenge. AbstractUnder conservative Prime Minister Abe Shinzo, Japan has embarked upon a high profile ‘Womenomics’ foreign policy agenda to highlight Japan's official development assistance (ODA) contributions to women's empowerment worldwide. This paper examines the puzzle of why such an avowedly conservative government would pursue a feminist foreign policy agenda. The paper finds that Japan's Womenomics diplomacy cannot be explained simply by materialist or domestic political explanations, but is best understood as a strategic campaign stemming from elite concern about Japan's national identity and esteem about its status in the world. Through Womenomics diplomacy, Japan's Ministry of Foreign Affairs attempts to construct Japan as a leader on women's rights and gender equality in response to the twin stigmas of Japan's treatment of wartime ‘comfort women’ and perennial low rankings on international indexes of gender equality.
