Abstract:
Ethnic relations are an important feature of contemporary Russia. This is especially true in the North Caucasus where ongoing insecurity combined with a depressed economy has led to growing Russian nationalism, xenophobia, and fears over immigration. In Stavropol’skii krai, the only ethnic Russian dominated territory in the North Caucasus Federal District, the situation is especially acute. In this thesis I investigate how the geopolitics of ethnic relations in Stavropol’skii krai, as part of the wider North Caucasus situation, impact on the everyday life of citizens in Stavropol’. I do this through employing an eclectic methodology, including both qualitative and quantitative techniques. Through four research papers, I explore how the built urban environment, through the politics of naming place (for example, street names and monuments), has become a space through which ethnic identity can be (re)produced and contested. I show how ethnic relations are (re)presented and performed in Stavropol’ through the Den’ kraya celebration, a performance that is based on a Soviet-era idealised framing of ethnic relations, and one which is open to challenge. I explore how in summer 2007 ethnic relations turned violent as ethnic Russian and non-ethnic Russian citizens rioted, and I attempt to explain the geopolitics surrounding this. Finally, I show how everyday ethnic relations have turned increasingly violent in Stavropol’ since 1991, drawing on reports from non-governmental organisations and independent researchers. I situate this research within the context of the changing ethnic geography of the krai since 1991. Together, this research represents a geopolitics of ethnic relations in Stavropol’skii krai.

Abstract:
New states are often born in a volatile environment, in which the survival of the new country is uncertain. While analysis of the nationalizing new governments exists, research focuses mainly on domestic politics. I argue that the treatment of minority that remains in the new states is a function of the interaction of the dual threat posed by the minority itself domestically on one hand and the international threat coming from the mother state to protect its kin abroad on the other hand. Specifically, I argue that there is a curvilinear relationship between domestic and international threat and the extent of discrimination against the politically relevant minority. Most discrimination takes place when domestic and international threats are moderate because in this case there is a balance of power between the government, the minority, and the rump state. With time-series-cross-sectional (TSCS) data analysis this dissertation systematically tests the treatment of Russian and Serbian minorities in all post-Soviet and post-Yugoslav states between 1991 and 2006 and finds statistically significant results for the curvilinear hypothesis. Territorial concentration of the minority and the ratio of national capabilities between the mother and the seceded states prove to be especially important predictors of minority treatment. In addition, with most similar systems (MSS), most different systems (MDS) design methods, and directed case studies I apply the curvilinear hypothesis to the Russian minority in the Baltic States and the Central Asian Republics, and also to the Serb minority in the countries of the former Yugoslavia to present a detailed analysis.

Abstract:
Estonia and Latvia both have a sizeable Russian-speaking minority, share a similar Soviet past, and their democratic transitions were characterised by a similar nationalising rhetoric. The two countries, however, have different experiences with minority political representation and minority grassroots mobilisation. This thesis compares Estonia and Latvia to analyse the ways in which minority voices can be included or excluded from the political processes in ethnically divided democracies. The theoretical framework of this study is informed by the literature on minority representation (mostly US-based) and ethnic parties (which has a stronger Central and Eastern European focus). My approach reframes the insights of these debates to address the fundamental question of quality of democracy in ethnically divided societies. The underpinning normative assumption is that the legitimacy of a democratic decision depends on the inclusion in the decision-making process of those most concerned by it. The quality of an ethnically-divided democracy can thus be evaluated not least by the level of inclusion its policymaking process affords the minority. In this thesis I process-trace policymaking with regard to specific, minority-sensitive policies. Five potential channels for minority inclusion in policymaking are analysed and compared: parliamentary representation, recourse to international organisations, incorporation in city governments, institutionalised civil society consultation mechanisms, and minority grassroots mobilisation. The research’s focus on the policymaking process problematises the link between desirable policies and desirable processes. The cases of Estonia and Latvia show that a liberal minority policy can be the result of an exclusionary democratic process, while an inclusionary democratic process does not necessarily return policies that are favourable to the minority. By decoupling policy outcome and the policymaking process, this study offers a new framework to assess the effects of minority political presence and inclusiveness in ethnically divided democracies.

The dissertation focuses on Protestants in the Soviet Ukraine from the end of the Second World War to the collapse of the USSR. It has two major aims. The first is to elucidate the evolution of Soviet policy toward Protestant denominations, using archival evidence that was not available to previous students of this subject. The second is to reconstruct the internal life of Protestant congregations as marginalized social groups. The dissertation is thus a case study both of religious persecution under state-sponsored atheism and of the efforts of individual believers and their communities to survive without compromising their religious principles. The opportunity to function legally came at a cost to Protestant communities in Ukraine and elsewhere in the USSR. In the 1940s-1980s, Protestant communities lived within a tight encirclement of numerous governmental restrictions designed to contain and, ultimately, reduce all manifestations of religiosity in the republic both quantitatively and qualitatively. The Soviet state specifically focused on interrupting the generational continuity of religious tradition by driving a wedge between believing parents and their children. Aware of these technologies of containment and their purpose, Protestants devised a variety of survival strategies that allowed them, when possible, to circumvent the stifling effects of containment and ensure the preservation and transmission of religious traditions to the next generation. The dissertation investigates how the Soviet government exploited the state institutions and ecclesiastic structures in its effort to transform communities of believers into malleable societies of timid and nominal Christians and how the diverse Protestant communities responded to this challenge. Faced with serious ethical choices--to collaborate with the government or resist its persistent interference in the internal affairs of their communities-- many Ukrainian Evangelicals joined the vocal opposition movement that contributed to an increased international pressure on the Soviet government and subsequent evolution of the Soviet policy from confrontation to co-existence with religion. The dissertation examines both theoretical and practical aspects of the Soviet secularization project and advances a number of arguments that help account for religion's survival in the Soviet Union during the 1940-1980s.

Abstract:
The thesis analyses how, if at all, accession to international standards makes a difference to national minorities in Russia in the advancement of their cultural rights, focusing on the period 2000-2011. It further analyses the factors that influence particular forms of implementation of international standards. The study uses data from semi-structured interviews, as well as from legislation, legal judgements and Council of Europe documents. It focuses on three minorities as case studies: the Karelians, Mordovians and Tatars. The research is divided into three parts: 1) Practice and Law, investigating how the specific characteristics of the Russian domestic legal environment and of the relevant international standards generate a particular type of dynamics between the two; 2) Homogenisation, examining whether international standards can suspend or reverse Russia’s culturally homogenising tendencies since the 2000s; 3) Exclusion, investigating to what extent, if at all, international standards may modify the dynamics of majority-minority relations by facilitating the introduction of a form of participation that is effective, in the area of decision- and policy-making on minorities’ cultural rights. The thesis concludes that the role of international standards in the area of minorities’ cultural rights is restricted in scope in Russia. Two sets of reasons are identified. First, specific features of Russian politics and society: (i) Russia’s selective implementation of international law; (ii) the alternation of localism and centralism; (iii) Russia’s homogenising centralisation and ‘managed diversity’; (iv) the absence of guarantees for the upholding of minorities’ participatory rights, resulting in fictitious forms of participation. The second set of reasons relate to the complexities and weaknesses of international standards on minority rights themselves.

Elle étudie également l'expérience soviétique des grecs pontiques et les effets des fluctuations de la politique soviétique des nationalités. Ce travail démontre enfin comment l'identité de cette diaspora persiste malgré purges et exils et malgré les transformations considérables du matériau culturel et symbolique qu'elle referme. Aujourd'hui, on observe une réaffirmation de cette identité, étroitement liée à la revalorisation de la nationalité grecque en Russie et le contact établi avec la Grèce. This thesis situates a Pontic greek community of the Black Sea within the anthropological literature through a presentation and analysis of its kinship system, its cultural practices, the politics of its ethno-cultural association, and the professional activities in the context of a post-soviet economy in transition. It provides an overview of the soviet nationalities policies, and the fate of the particukar community within them. Finally, this work demontrates how the identity of this diaspora group that has suffered successive exiles and purges, persists despite the considerable transformations of this idebtity, closely related to the revalorization of greekness and the development of contacts with Greece. Today, the Pontic Greeks are "reinventing" their past and renegotiating their position within russian society

La politique de la langue azerbaïdjanaise doit être étudiée en suivant quatre aspects différents mais très liés : la politique linguistique à l’égard de la langue officielle, la politique linguistique à l’égard des langues minoritaires en Azerbaïdjan, la politique linguistique à l’égard de la Turcophonie et la politique linguistique à l’égard des minorités azerbaïdjanaises vivant surtout dans les pays frontaliers tels que l’Iran, la Géorgie ou bien la Fédération de Russie (également la République du Daghestan de la Fédération de Russie). Cet ensemble constitue pour la politique linguistique de l’Azerbaïdjan à la fois une intervention sur la langue officielle mais aussi sur les langues minoritaires de la part de l’Etat et un domaine de coopération internationale dans le cas de la Turcophonie. Par conséquence, l’aspect régional de cette politique est considéré comme une action ayant des enjeux essentiels pour le développement et le rayonnement de l’azerbaïdjanais comme langue minoritaire
Policy Azerbaijani language must be studied in four different but closely related aspects : the language policy towards the official language, the language policy towards minority languages in Azerbaijan, the language policy towards the Turcophonie and the language policy against Azerbaijani minorities especially in neighboring countries such as Iran, Georgia or Russia (also the Republic of Dagestan of the Russian Federation). This set is for the language policy of Azerbaijan in both the official language intervention but also on minority languages from the state and an area of international cooperation in the case of Turcophonie. Consequently, the regional aspect of this policy is considered as an action that key issues for the development and influence of Azerbaijani as a minority language

La thèse porte sur les stratégies et les tactiques d'organisation de la « vie privée » et des identités des personnes homosexuelles et bisexuelles face aux discriminations qui se sont trouvées renforcées en Russie depuis l'adoption récente des lois anti-gays. Les discours hostiles tenus dans les milieux politiques, religieux et médiatiques, ainsi que le comportement violent de groupes extrémistes ont connu une aggravation à la suite de ces réformes. La recherche a pour objectif de suivre les personnes concernées dans leurs trajectoires de manière à saisir comment elles font face à l'interdit et comment elles affrontent la stigmatisation dans leur pays d'origine. De plus, la question de l'émigration est placée au centre de la thèse : elle trouve en effet, un écho croissant depuis les lois de 2012 et 2013, surtout chez les jeunes qui se posent la question de rester ou de partir. En suivant une démarche qualitative et comparative, il s'agit, d'une part, d'analyser les stratégies de résistance ou de contournement de la loi par ceux et celles qui vivent en Russie ; d'autre part, d'étudier le cas des personnes qui émigrent soit en France, soit au Canada. On recherche quelles stratégies sont déployées pour s'installer à l'étranger et pour s'inscrire dans d'autres manières de voir l'homosexualité et la bisexualité ; on analyse aussi les obstacles et les différentes formes de stigmatisation rencontrés
The thesis focuses on the strategies and organizational tactics of the "privacy" of gay, lesbian and bisexual people face discrimination in Russia which found themselves strengthened in Russia since the recent adoption of anti-gay laws. Hostile speeches in the political, religious and media environments, as well as violent behavior of extremist groups experienced a worsening in the wake of these reforms. This research aims to follow gay, lesbian and bisexual people in their trajectories so as to understand how they face what’s forbidden, and how they face stigma in their countries of origin. Moreover, the question of emigration is placed at the center of the thesis: it is indeed a growing echo from the laws of 2012 and 2013, especially among young people who ask themselves the question of staying or leaving. Following a qualitative and comparative approach, we wish firstly to analyze strategies of resistance or circumvention of the law by those who live in Russia; secondly to study the case of people who migrate either in France or in Canada. We seek to understand which strategies are deployed to settle abroad and to register other ways of seeing homosexuality and bisexuality journeys; we also discuss the obstacles and other forms of stigma encountered

The thesis focuses on inter-ethnic relations in Latvia and Estonia. The aim of this paper is to analyze the position of members of Russian speaking minorities in social and political landscapes of the two Baltic countries. First chapter is devoted to the settlement evolution of Russian speaking population in Latvia and Estonia. Second part of the thesis provides a comparison of current Latvian and Estonian legal regulations related to citizenship, state language and protection of the rights of members of ethnic minorities. Last chapter analyzes the conditions of origin and spread of nationalism in Latvia and Estonia and the activity of nationalist subjects in the Latvian and Estonian political systems.

Abstract:
The first chapter of the thesis offers a short theoretical view on relations among small and big states. The second chapter deals with political relations of Estonia and Russia. The chapter also describes beginnings of independent Estonian political scene as well as Russian reactions on the newly given situation. The third chapter looks at security dimension of the Estonian-Russian relations. In the fourth chapter the readers can find information about ethnic minorities in Estonia with emphasis on the Russian minority. The whole mninority issue is put into political, economic, diplomatic and security context. The fifth chapter describes mutual conflicts between Estonia and Russia which appeared in recent past and their consequences on both internal and international political scenes. Economic relations between Estonia and Russian Federation are described in the sixth chapter where one can also find comparison of the basic macroeconomic aggregates and quantification of mutual trade. A part of this chapter is also an analysis of competitiveness of Estonia and Russia. The seventh chapter deals with the reality of mutual crossborder cooperation between Estonia and Russia.

L’Estonie, la Lettonie et la Lituanie sont les seules anciennes républiques soviétiques à être membres de l’Union européenne et de l’OTAN. Les obstacles semblaient pourtant nombreux. Les trois républiques baltes ont démocratisé leur société et converti leur économie au capitalisme, comme leurs voisines d’Europe centrale. Une fois indépendantes, elles ont dû gérer un double héritage : celui des troupes russes restées sur place après l’indépendance d’une part et celui des nombreux immigrés soviétiques qui s’étaient implanté en Estonie et en Lettonie. Or, la Russie, qui reste l’Etat le plus puissant de la Baltique s’oppose fortement à toute « intrusion » occidentale sur le territoire de l’ex-URSS qu’elle considère être son « étranger proche » et une sphère exclusive d’intérêts. Et les Occidentaux estiment que la démocratisation de la Russie est prioritaire. Et ils sont très réticents à l’idée de les accepter rapidement au sein de l’Union européenne et de l’OTAN. Tant et si bien que la situation semble bloquée au milieu des années 1990. C’est l’insistance des Occidentaux à inclure la Russie dans le processus et dans le règlement de la question minoritaire en Estonie et en Lettonie par le biais de l’OSCE qui leur permet de désamorcer l’opposition de cette dernière aux élargissements de l’UE et de l’OTAN dans la mesure où ces deux processus sont toujours accompagnés de compensations et d’association de Moscou. C’est ce phénomène régional qui a permis non seulement à la Russie d’adopter une stratégie plus positive en 1997, mais aussi d’en venir à considérer que cet élargissement était une mauvaise idée sans s’y opposer absolument au tournant des années 2000
Estonia, Latvia and Lithuania are the only former Soviet Republics that are members of the European Union and NATO. There seemed to be however many obstacles. The three Baltic Republics democratized their societies and converted their economies to capitalism, like their central European neighbours. Once they became independent, they had to deal with a double heritage: on the one hand, the Soviet troops that stayed on their territory after independence and on the other, the numerous Soviet immigrants that had settled in Estonia and Latvia. Yet, Russia, which is still the most powerful state in the Baltic area, refuses any western intrusion into the former USSR territory, which she considers as her “near-abroad” and an exclusive sphere of interests. And the Western countries reckon that Russia’s democratization is a priority. They are very reluctant about the idea of accepting them quickly into the European Union and NATO. As a result, the situation seems to be blocked in the middle of the 1990s. It is the Western countries, insistence on including Russia in the process and settlement of the minority issue in Estonia and Latvia, through the OSCE, that allowed them to defuse Russia’s opposition to the EU and NATO enlargements. In fact, these two processes are always accompanied by compensations and Moscow’s association. Not only did this regional phenomenon allow Russia to adopt a more positive strategy in 1997, but it also led her to believe that the enlargement process was a bad idea without absolutely opposing it in the 2000s

La première partie de cette étude est consacrée au cadre institutionnel dans lequel s’élaborent les politiques linguistiques américaines ; la Constitution des États-Unis, ainsi que ses amendements, s’avèrent déterminants dans leur formulation. Depuis l’adoption de politiques linguistiques nationales dans les années 1960, l’influence de l’État fédéral se trouve encore accrue. Néanmoins, la politique linguistique des États-Unis demeure lacunaire. La politique linguistique de l’État de New York, étudiée dans le deuxième chapitre, complète en partie cette politique en intervenant principalement dans les domaines de l’éducation et du droit de vote. La politique linguistique de l’État du New York est déterminée, d’une part, par un antagonisme structurel Ville-État et, d’autre part, par la lutte des Portoricains pour le respect de leurs droits linguistiques. La dernière partie de cette étude consiste en une étude de cas ; quarante entretiens semi-dirigés menés auprès d’immigrants russophones révèlent l’importance de la reconversion professionnelle dans le processus d’intégration linguistique
In a first part, this study analyzes the institutional framework in which American language policies are elaborated; the Constitution of the United States and its amendments appear to play a major role in their elaboration. Since the adoption of national language policies in the 1960’s, federal influence has grown further. However, the language policy of the United States remains incomplete. The language policy of the State of New York, which is studied in the second chapter, supplements it by intervening in the fields of education and voting rights mainly. The language policy of New York is determined by, on the one hand, a structural City-State antagonism, and on the other hand, by the activism of Puerto Ricans who mobilized to assert their language rights. The last chapter of this study consists of a case-study; forty semi- conducted interviews were carried out with Russian-speaking immigrants. As a whole, they stress the importance of retraining in the language acquisition process

Le sujet de ma thèse de doctorat est une biographie comparée entre Mirsaid Sultan-Galiev (1892-1940), Turar Ryskulov (1894-1938) et Elbekdorž Rinčino (1885-1937). A travers leurs parcours, je m'attache à retracer la formation du système soviétique et son évolution depuis les premiers jours de la révolution de 1917 jusqu'à la fin des années 20. Le cadre géographique de mon travail se fond dans l'ancien espace soviétique et recouvre plus particulièrement trois zones: la Moyenne-Volga, l'Asie centrale et la Bouriatie-Mongolie. Le dessein de cette étude est de mettre en évidence les dimensions structurelles et fonctionnelles du système soviétique, en insistant sur l'aspect dynamique de sa construction. L'approche micro-historique propre à la biographie permet d'aborder finement les questions du fonctionnemen interne d'une société et d' une administration, à travers le parcours d'une personne dans les rouages de ce mécanisme. La particularité de mon travail est de toucher à des régions et à des populations, turciques et mongoles, dont les problématiques diffèrent sensiblement de celles de la Russie européenne des Russes. Tout en étant partie prenante de la construction soviétique, les populations tatares, bouriates, mongoles et kazakhes s'inscrivent aussi dans d'autres histoires, qui les rattachent aux mondes musulman, turk et mongol. The subject of my phd is a compared biography of Mirsaid Sultan-Galiev (1892-1940), Turar Ryskulov (1894-1938) and Elbekdorž Rinčino (1885-1937). Through their life, I intend to recount the formation of the soviet system and his evolution from the first days of the 1917 russian revolution until the late tewenties. The geographical area of my work merges with the soviet controled territory and especially : Middle-Volga, Central Asia and Buryatia-Mongolia. The aim of my study is to highlight the structural and functional dimensions of soviet system, emphazing on the dynamics of its construction. The micro-historical approach of the biography helps to understand the society's and administration's internaI functioning, through personnal paths. The characteristic of my work is to involve mongolian and turkic regions and populations, whose issues are different from those of european Russia and of Russians. These kazakh, tatar, buryat and mongol populations are also related to different histories, due to their attachment to muslim, turkic and mongol realm. My study tends to seize the interactions of these elements

Many researchers say that the multiculturalism in Russia has emerged recently, but this term started to dеvеlop few dеcades ago. During this time period we have seen its significant change and improvement. Russian sociеty culturally is very divеrse. There are many different nаtions, culturеs, religions, and even civilizations living in Russia. The uniqueness of Russia consists in the fact that those different culturеs are its indigenous people. There is probably no other stаte in the world with such a high number of different culturеs living together relatively peacefully for centuries. Also, culturally diverse population of Russia is not composed of migrаnts as in the case of Europe or the USA. For this purpose the beginning of the thesis is dedicated to understanding of the term multiculturalism, cultural diversity, minority groups and similar. Multiculturalism developed significantly especially in the phase of last events which took place in the Wеst. The 9/11 has brought several changes. Also, the latest incidents (and the speeches of the several lеadеrs) in Europe have shown Europeans and the rest of the world that the situation in immigrаnt welcoming rеgions is not positive as before. 1 Abstract Thesis title: The legal status of minorities in Russia This work is an overview of the legal status of minorities in Russia and their mutual interaction with the dominant nation in individual historical stages. Its subject is to explore changes in the status of minorities in political, cultural, linguistic, religious and fundamental human rights. This is put in the historical context and the influence of the state's minority policy on state integrity is examined, including the assessment of the adequacy of the state-legal arrangement for the needs of national minorities. The space is also devoted to the administrative division of the country, which plays an important role in Russian terms. The pros and cons of period legislation are evaluated. Its impact on the practical life of minorities is illustrated by examples of specific minorities. The work is structured chronologically, presenting the history of Russia primarily in terms of milestones relevant to national minorities.
