By strengthening its internal strength over the years, the European Union as a supranational organization has shown interest and formed capacities for a stronger foreign policy and security influence on the environment in the last twenty years. The EULEX Kosovo mission was the first real and major test of European security policy in the field of civil affairs and internal security in conflict environments. The rule of law is one of the key civilizational achievements that are not easy to establish in modern societies, as was demonstrated in the case of Kosovo and Metohija, a part of the Republ

Abstract:
Abstract Low cycle fatigue (LCF) of jet engine disks is a major contributor to the maintenance costs of an engine. The current industry standard for the analysis of LCF is to use representative flight missions to reflect the in-service usage of engines. Based on the engine performance during those missions, the internal stresses and temperatures of life-critical components are calculated. These stresses and temperatures define the cyclic life consumption of a mission and determine the certifiable LCF life of the engine. The engine performance is defined by the power setting schedules of the en

Abstract:
European Union (EU) member states established a political compact in 2018 to strengthen the civilian dimension of the Common Security and Defence Policy (CSDP). Among other things, they committed to raise the number and share of seconded personnel in civilian CSDP missions to at least 70 per cent and to promote a better representation of women at all levels. The compact has been regarded positively despite mixed results. Personnel secondments have not substantially increased and there remains significant variation in burden sharing between EU member states. The share of seconded personnel actu

Abstract:
Civilian and military missions and operations represent one of the main activities of the Common Security and Defence Policy (CSDP). In twenty years of deployment abroad, the European Union (EU) has engaged in 40 deployments in Europe, Africa and Asia. Thus, CSDP is one relevant tool for the external action of the EU. This paper evaluates CSDP missions and operations in Kosovo, Bosnia and Herzegovina (BiH), Democratic Republic of Congo (DRC) and Mali. The pool of selected case studies includes missions and operations that represented institutional firsts, such as the EU Police Mission (EUPM) i

Abstract:
How can the UN optimise the contributions that locally recruited ‘national staff’ make to peacekeeping operations? Especially given intense pressure to reduce costs through ‘lighter footprints’, peacekeeping operations need to mobilise the full potential of all their personnel to accomplish mandated tasks. This includes civilian staff, of whom 61% are national staff. Missions depend on national staff both for cost savings (since national staff typically earn less than international staff) and for local expertise and access. Yet tensions arising from status inequalities between national and int

Abstract:
The European Union (EU) is doubling down on its efforts to strengthen the civilian dimensions of its Common Security and Defence Policy (CSDP) and increase the effectiveness of its civilian crisis management missions. Two thematic areas that received stronger attention in the newly updated Civilian CSDP Compact in May 2023 are gender equality and strategic communications. Yet in civilian CSDP missions, overlap between these areas—which come together as ‘gender-responsive strategic communications’—remains limited. There has also only been limited research on the overlap between gender expertise

Abstract:
In the wake of Russia’s full- scale invasion of Ukraine, European Union (EU) member states have taken decisions that have shifted the focus of civilian Common Security and Defence Policy (CSDP) more firmly to its Eastern Neighbourhood. This shift has raised the geopolitical profile and relevance of civilian CSDP, but it has also increased the stakes. Although civilian CSDP has become more geopolitical, it has not necessarily become more strategic, as decision making and action remain ad hoc and reactive. This raises questions about the EU’s capacity to use civilian CSDP more strategically and
