State boards of pharmacy are generally responsible for the governance of the practice of pharmacy. While the regulatory process and methods for accomplishing this task may vary by state, all boards of pharmacy must address medication errors committed by pharmacists. The National Association of Boards of Pharmacy (NABP) has recommended that state boards of pharmacy implement best practices and enforcement actions that are aimed to promote patient safety and reduce medication errors. In order to understand better the development of the six-year professional doctorate degree in pharmacy, a brief summary of the history of phamacy education in the United States will be provided. In the early 1900's, a two-year diploma from a recognized school of pharmacy was recornmended before a candidate could stand for licensure to practice pharmacy in an individual state. Each state regulates the practice of pharmacy and a state board of pharmacy is responsible for granting a pharmacist the right to practice pharmacy. As with other health-related professions, the states regulate the practice of pharmacy through the oversight of a board of pharmacy. While the board is charged with policy development, actual implementation of day-to-day responsibilities is delegated to a chief executive officer who may or may not necessarily be a licensed pharmacist. The functions of this individual will vary as will the amount of autonomy granted by the board, though many duties are similar from state to state.
