An approach based on constrained integer programming is proposed that permits a group objective function to be optimized subject to group quality constraints. A motivation for this problem is the partitioning of students, e.g., in middle school, into groups that target educational objectives. The method is compared to another grouping algorithm in the literature on a data set collected in the Poudre School District.</p>

Abstract:
The Sustainable Development Goal 6 targets are all dependent on capacity development as outlined in SDG 6a “Expand international cooperation and capacity-building support to developing countries in water- and sanitation related activities and programmes “. Massive Open On-line Courses (MOOCs) and distance learning in general have a significant role to play in this expansion. This report examines the role that MOOCs and similar courses could play in capacity development in the water sector. The appearance of MOOCs in 2010/11 led within 4 years to a huge increase in this type of course and in st

This report examines how Turkey has become a paradigmatic case of digital authoritarian convergence through the mechanisms of learning, emulation, and cooperative interdependence. Drawing on Chinese and Russian models—and facilitated by Western and Chinese tech companies—Turkey has adopted sophisticated digital control strategies across legal, surveillance, and information domains. The study identifies how strategic partnerships, infrastructure agreements (e.g., Huawei’s 5G and smart city projects), and shared authoritarian logics have enabled the Erdoğan regime to suppress dissent and reshape

Abstract:
At present, with the development of Intelligent Vehicle Infrastructure Cooperative Systems (IVICS), the decision-making for automated vehicle based on connected environment conditions has attracted more attentions. Reliability, efficiency and generalization performance are the basic requirements for the vehicle decision-making system. Therefore, this paper proposed a decision-making method for connected autonomous driving based on Wasserstein Generative Adversarial Nets-Deep Deterministic Policy Gradient (WGAIL-DDPG) algorithm. In which, the key components for reinforcement learning (RL) model
