AbstractThis introductory discussion establishes the notion of intervention as a ‘social practice’ and carves out the contextual and conceptual space for the Special Issue as a whole. The first move is to recontextualise intervention in terms of ‘modernity’ as distinct from the sovereign states system. This shift enables a better appreciation of the dynamic and evolutionary context that generates variation in the practice of intervention over time and space and which is analytically sensitive to the economic and cultural (as well as Great Power) hierarchies that generate rationales for intervention. The second move is to reconceptualise intervention as a specific modality of coercion relatively well-suited to the regulation or mediation of conflict between territorially bounded political communities and transnational social forces. Third is to ‘historicise’ the practice of intervention through showing how it has changed in relation to a range of international orders that have defined the modern world and which are each characterised by a different notion of the relationship between social and territorial space. Fourth and finally is a brief consideration of the possibility of intervention's demise as a social practice.

Abstract:
This paper presents the study of the intervention for the acoustic correction of a modern church. The investigated church was built in the 1960s, with a brutalist style and with a squared plan. The hard materials, including a marble floor and hard plastered walls, were responsible for its reverberation time of over 5 s, resulting in poor speech comprehension. As common in worship spaces, the acoustic improvement interventions were challenged by the denial of covering the walls and the vault with conventional sound-absorbing materials due to aesthetic and architectural reasons. In order to carry out an adequate acoustic correction, while involving minimal interventions, the possibility of using light sound absorbing ceiling sheets was analyzed. The study is divided into three phases: Firstly, the acoustic characteristics of the current building were measured; then, new materials for adequate sound absorption were studied; finally, acoustic simulations were used to evaluate the effects on the acoustic characteristics for different intervention scenarios. The final room was able to shorten its reverberation time to about 2.0 s.

Agriculture sector is the single largest employer in the world. Even in Nepal, agriculture sector provides net employment to 60 percent people. In this contexts, this study highlighted importance of technological intervention in agriculture development. However, focus was given to assess socio-economic situations of the farmers and impact of modern technological interventions. In so doing, the survey was conducted in Lele Village of Godavari Municipality. The respondents were randomly selected 152 sample households using modern/traditional agriculture technologies. The necessary primary data collected through households’ survey questionnaires, observation and informal communications whereas secondary data generated from published/unpublished books, journals, inter/national reports and local level profiles. The study found that modern technological intervention has been fostering commercial farming activities in Lele village and increased family income, creating self-employment and generating rural economy in particular and supporting to the rural development process in general. Further, local development stakeholders need to provide technical/financial supports to the farmers for mounting intervention of modern agriculture technology in Lele village. Theobjectivewas to determine the optimal therapeutic and diagnostic algorithm for thoracoabdominal injury.Material and methods. The results of the examination and treatment of 389 injured patients with combined stab wounds of chest and abdomen were analyzed. The injuries were thoracoabdominal in 54 (13.9 %) cases.Results. We analyzed instrumental invasive and non-invasive diagnostic methods. The sequence of surgical interventions was determined.Conclusion. We revealed that the correct sequence and volume of surgical intervention ensured the success of treating the injured patients, while in cases of competing sources of bleeding, priority should be given in favor of performing thoracotomy.

AbstractEarly modern Portuguese women had the legal right to engage in a number of official transactions, including granting and receiving sureties and powers of attorney. This was not the case for women in many other parts of western Europe, making the Portuguese example worthy of scrutiny for comparative purposes. This article looks at the unique position of women in early modern Portugal, and shows that upon close examination of the archival sources, the evidence points to a significant gap between women's legal rights and the cultural limitations that were imposed on women.

This article discusses the moral principles underlying the idea of humanitarian intervention. The analysis is in two parts, one historical and the other philosophical. First, the article examines arguments made in late medieval and early modern Europe for using armed force to punish the violation of natural law and to defend communities from tyranny and oppression, regardless of where they occur. It seeks to understand how moralists writing before the emergence of modern international law conceived what we now call humanitarian intervention.In the context of international law, humanitarian intervention is usually understood to be an exception to the nonintervention principle. However, the natural law tradition regards international law as less important than the moral imperative to punish wrongs and protect the innocent.Second, the article considers how humanitarian intervention is justified within the reformulation of the natural law tradition displayed in recent efforts to theorize morality along Kantian lines. In this reformulation, humanitarian intervention is a product of the duty of beneficence and, more specifically, of the right to use force to protect the innocent. The article draws upon the biblical injunction “Thou shalt not stand idly by the blood of thy neighbor,” which has become a centerpiece of the modern reformulation, and briefly explores its application to humanitarian intervention in the context of international relations today. This reformulation of natural law explains why, despite modern efforts to make it illegal, humanitarian intervention remains, in principle, morally defensible.

Abstract I investigate the Intervention Effect in Late Archaic Chinese (LAC) and modern Mandarin. In LAC, negation displays the Intervention Effect on wh-phrases. There are two types of wh-items that are subject to the Intervention Effect triggered by negation, namely, wh-arguments and wh-adverbials that are supposed to move to a lower focus position below the negation; and those that have the option to stay in situ. Due to the intervening negative barrier, these c-commanded wh-phrases have to rise to a higher focus position above the negation so as to circumvent the Intervention Effect. I propose that the Intervention Effect in LAC is a consequence of Q-binding as a feature movement of [wh], interacting with movement into the hierarchy of clause-internal positions driven by [Topic] or [Focus] features. By contrast, focus or quantificational phrases do not display the Intervention Effect in LAC. In modern Mandarin, focus phrases, but not negation or quantified structures, impose the Intervention Effect on wh-items; negation, but not focus phrases or quantified structures, imposes the Intervention Effect on temporal wh-adverbials. I also propound three obligatory requirements for the Intervention Effect to take place in LAC, namely, interrogativity of wh-items, the possibility of feature wh-movement, and a hierarchy of clausal positions. Although the Intervention Effect in LAC and modern Mandarin are triggered by different barriers, it always needs to meet the three requirements. Data from both LAC and Mandarin justify previous analyses regarding feature movement.

The word "context" originates in "contextus", which is Latin for "weaving." An architectural question arises as to how a building can so integrate itself with a community that is it truly woven into the urban fabric. The Shaw Neighborhood branch of the District of Columbia Public Library system closed in 2004. The building at the intersection of 7th Street and Rhode Island Avenue could no longer serve the needs of the community, and shall be replaced by a new facility on the same site. What are the needs of the community that should be addressed, and by what methods? As a civic building, what role will the new library play beyond that of a place to find books? What are the contexts that the new architecture will confront, and how does this building transcend the contexts of the present to endure as something equally valuable in the future?

Abstract:
The Architect's first drawn line marks a significant moment where alteration to the site is conceived and intervention with nature is beset. Equilibrium of the natural order; vegetative, habitat, hydrology, and geology are all in a vulnerable state. Rarely do these develop into harmonious balances. More often they are imposed instances. The Industrial Revolution forever changed the relationship between humans and nature, tilting the weight of power towards man. While humans capacity for innovation and destruction have grown enormously, our dependence on the natural cycles and resources of the planet remain and grow more voracious. Yet simultaneously, modern progress has facilitated the physical and psychological detachment of that interdependence. The fundamental elements of our existence are veiled through the efficiency of urbanization and its derivatives of specialization, mass-production, and globalization. This project is an examination of the interrelationship between humans and nature through the lens of civic architecture within a naturalistic setting. The fundamental thesis of this project is that there is a primal biological thread that connects human beings to the natural order, whether on a visceral or conscious level. This project explores the belief that humans intrinsically yearn to reinforce that bond - awakening primordial instincts developed over millions of years of evolutionary survival that have been suppressed by the artifice of modern life. Through a process of retreat and contemplation, this project offers the opportunity of individuals to evaluate and rebalance their own scales with nature and find their own accord and harmony.

Abstract:

The purpose of this study is to analyze how the parties (USA, Great Britain, UN and the European Union) legitimize their intervention in Bosnia-Herzegovina as seen from without the conceptions of sovereignty and intervention.

USA and the UN have legitimized their intervention on security reasons. The American president, George W. Bush, claimed that democracies never engage in war with each other and that democracies were prosperous just because they were democracies. According to the president, that is why it is important to democratise the whole Balkan region to protect the international community from terrorism which grows in unstable and undemocratic states. UN resolutions claim that the situation in Bosnia is a threat to international peace and security and urged all state members to do everything they can for stability in Bosnia-Herzegovina.

European Union and Great Britain saw the organized crime that spreads through Balkan as a major threat to Europe. To be able to deal with his problem, EU is asking for more cooperation among the European states. Bosnia is a member of the Council of Europe and is also involved in the Stabilisation and association process for South eastern Europe with the EU. The purpose of these memberships is to foster the political and economic development in Bosnia and lead to full membership in the European Union, but only if Bosnia fulfils all the reforms that EU demands. To get economic aid from the EU, Bosnian leaders are forced to reform and engage in regional cooperation.

In the long run democratisation is the goal for all the parties, while security is the main issue at short-term. That is why the main concern for USA is for now the war on terrorism and organized crime for the EU. When signing the Dayton peace agreement, Bosnian leaders have agreed upon sharing sovereignty with the international community indefinitely. Dayton agreement calls also on all the parties to help Bosnia develop stable and democratic institutions and help the Bosnian leaders in theirs strive for peace.

The international community is based on principles of state sovereignty and non-intervention. Sovereignty can be defined as the right for autonomy and the right for non-intervention. These principles are not as important today as they were during the Cold War. Globalisation and marginalisation has made it more acceptable to intervene and share sovereignty with other states and ganisations. That means that the traditional view on sovereignty as a mean for maintaining order and view on interventions as a threat to the sovereignty is less significant in modern times. The reason for this is that the definition on sovereignty and intervention changes to able to adjust its self to the political situation in the world. That is, definition on sovereignty and interventionwill differ from time to time.

The recent debate on the conservation of modern heritage and the controversies raised in this regard have been, to some extent, fueled by the experiences of intervention in modern buildings, which have intensified in the last two decades. This paper examines the main issues raised by this debate, pointing to specifics, dilemmas and paradoxes related to the conservation of this architecture, its assumptions and its new status as historical patrimony, collated with some works of intervention carried out in this collection. It aims to understand how the issues related to conservation of this heritage are being resolved in practice, which means, to understand, from the works of interventions, how such architects are solving the dilemmas raised in the debate and what knowledge or theories are grounded.
O recente debate sobre a conservação do patrimônio moderno e as controvérsias suscitadas a esse respeito, vem sendo, em certa medida, alimentado pelas experiências de intervenção em obras modernas, que se intensificaram nas duas últimas décadas. Este trabalho examina as principais questões levantadas no debate, que apontam para especificidades, dilemas e paradoxos, relacionados à conservação dessa arquitetura, seus pressupostos e sua nova condição de patrimônio, cotejadas com algumas obras de intervenção realizadas nesse acervo. Objetiva perceber como as questões relacionadas à conservação desse patrimônio estão sendo resolvidas na prática, ou seja, compreender a partir das obras de intervenções, como os arquitetos estão solucionando os dilemas colocados no debate e em quais conhecimentos ou teorias estão ancorados.

Abstract:
This thesis seeks to identify the factors necessary to drive the United States to intervene in a humanitarian crisis. While some scholars have argued that humanitarianism in and of itself is a sufficient reason for an armed military intervention – I challenge this assumption and argue that while the United States can exhibit humanitarian impulses at times, that there are very observable limitations to these impulses. I argue that while humanitarianism can be a factor in the decision to intervene, that ultimately either national interest or another domestic political channel must also fervently push for intervention in order for action to occur. In testing my hypothesis, I examine American foreign policy in four modern humanitarian crises – Somalia, Rwanda, Bosnia, and Syria.

This Emerging Evidence Report describes the availability of evidence on modern slavery interventions in Myanmar presented in the programme's interactive Evidence Map. This report on Myanmar uses the same methodology and complements the evidence map on interventions to tackle trafficking, child and forced labour in South Asia for Nepal, India, Pakistan, and Bangladesh. The Evidence Map provides an outline of where evidence is concentrated and where it is missing by mapping out existing and ongoing impact evaluations and observational studies exploring different types of modern slavery interventions and outcomes for specific target populations (survivors, employers, landlords, service providers, criminal justice officials) and at different levels (individual, community, state). It also identifies key ‘gaps’ in evidence. Both the Evidence Map and this report foremost target the UK Foreign, Commonwealth & Development Office (FCDO) and its partners in the CLARISSA research programme to support evidence-informed policymaking on innovations to reduce the worst forms of child labour. We hope that it is also useful to academics and practitioners working to address modern slavery, or in the intervention areas and locations described.

The primary purpose of this paper is to introduce essential elements of cognitive information processing (CIP) theory, research, and practice as they existed at the time of this writing. The introduction that follows describes the nature of career choices and career interventions, and the integration of theory, research, and practice. After the introduction, the paper continues with three main sections that include CIP theory related to vocational behavior, research related to vocational behavior and career intervention, and CIP theory related to career interventions. The first main section describes CIP theory, including the evolution of CIP theory, the nature of career problems, theoretical assumptions, the pyramid of information processing domains, the CASVE Cycle, and the use of the pyramid and CASVE cycle. The second main section describes CIP theory-based research in examining vocational behavior and establishing evidence-based practice for CIP theory-based career interventions. The third main section describes CIP theory related to career intervention practice, including theoretical assumptions, readiness for career decision making, readiness for career intervention, the differentiated service delivery model, and critical ingredients of career interventions. The paper concludes with regularly updated sources of information on CIP theory.

Abstract:
This paper discusses the role of sterilized foreign exchange (FX) interventions as a monetary policy instrument for emerging market economies in response to external shocks. We develop a model for a commodity-exporting small open economy in which FX intervention is considered as a balance sheet policy induced by a financial friction in the form of an agency problem between banks and their creditors. The severity of banks agency problem depends directly on a bank-level measure of currency mismatch. Endogenous deviations from the standard UIP condition arise at equilibrium. In this context, FX interventions moderate the response of financial and macroeconomic variables to external shocks by leaning against the wind with respect to real exchange rate pressures. Our quantitative results indicate that, conditional on external shocks, the FX intervention policy successfully reduces credit, investment, and output volatility, along with substantial welfare gains when compared to a free-floating exchange rate regime. Finally, we explore distinct generalizations of the model that eliminate the presence of endogenous UIP deviations. In those cases, FX intervention operations are considerably less effective for the aggregate equilibrium.

Based on their findings, six recommendations were developed for a change in Austrian RTDI policy as outlined below: 1. to move from a narrow to a broader approach in RTDI policy (links to education policy, consideration of the framework for innovation such as competition, international perspectives and mobility); 2. to move from an imitation to a frontrunner strategy (striving for excellence and market leadership in niche and high-quality segments, increasing market shares in advanced sectors and technology fields, and operating in segments of relevance for society); 3. to move from a fragmented approach to public intervention to a more coordinated and consistent approach(explicit economic goals, internal and external challenges and reasoning for public intervention); 4. to move from a multiplicity of narrowly defined funding programmes to a flexible, dynamic policy that uses a broader definition of its tasks and priorities (key technology and research segments as priority-action fields, adequate financing of clusters and centres of excellence); 5. to move from an unclear to a precisely defined allocation of responsibilities between ministries and other players in the field (high-ranking steering group at government level, monitoring by a Science, Research and Innovation Council); 6. to move from red-tape-bound to a modern management of public intervention (institutional separation between ministries formulating policies and agencies executing them, e.g., by "progressive autonomy").
