Abstract:
Libraries today are coping with change and searching for tools to assist them to deal with it, as well as creatingstrategic partnerships with other libraries. Cooperation appears to be the key to library survival. Cooperationefforts vary depending on geographic areas and cultural traditions, but they appear to be present around theworld: on the one hand, nations with strong libraries that are used to strengthen cooperation and sharing haveseen a flourishing of new cooperative initiatives and formal consortia; on the other hand, nations, where thiscollaborative practise was not within their culture, have received a boast towards it. The first libraries wererepositories for the earliest sort of writing, clay tablets in cuneiform script discovered in Sumer, some datingback to 2600 BC. These written records mark the end of prehistory and the start of history. In the 1980s, theintroduction of online searching, i.e. digital databases, began to replace the library's print indexes andabstracting reference tools. While expensive and difficult to use, such resources were frequently mediated byhighly skilled librarians to provide broader access to print library materials (at least for the untrained).Although this finding was touted as revolutionary once more, it simply represented a more efficient and effectivemethod of offering basic library services.

Abstract:
Many organisations, including libraries and information centres are struggling to manage their records. Effective management of records ensures the public library’s ability to function effectively and provides documentary evidence of scholars and citizens. Recently, modern technologies such as blockchain, cloud computing and Internet of Things (IoT) have increasingly been adopted by various organisations to manage records while other organisations are slow to adopt them. Public libraries are positioning themselves to take this advantage by implementing innovative technologies to manage their records. This study utilised literature review to investigate the application of modern technologies in managing records in public libraries with the view to highlight how these technologies can revolutionise library practices. The study established that although public libraries acknowledge the importance of modern technologies such as blockchain, cloud computing and Internet of Things in managing their records, these technologies are being slowly adopted due to lack of information technology infrastructure, technical support, and knowledge and skills. Therefore, all these challenges made it difficult for librarians and information professionals to maximise the benefits of these technologies and they struggle to see how these technologies can be incorporated into their institutions. Public libraries thus need to better understand best practices for records management, which may go a long way in influencing library policy to support records-management processes. The study recommends that public libraries consider exploring collaborating with other sectors such as archival services to implement modern technologies for the purpose of managing records.

Abstract:
To what extent do academic and research libraries contribute to the work of their mother organizations, i.e. research institutes and universities? What is the role of libraries in scientific research? Which problems do hinder the development of librarianship? These and related questions were in the focus of an analytical study conducted in 2018 by Springer Nature, which sent many questionnaires to the libraries around the world with a supplementary limiting interview of 20 librarians. Some part of the responses was quite predictable, and respondents specified the library problems as lacking money, underestimation of the library services and libraries themselves, toughening requirements of university community, and expanding needs of research teams. The respondents often mentioned new, positive approaches in the work of libraries – support of researchers willing to publishing their papers, building and maintaining repositories, increasing independence of libraries in acquisition process and collection development. The study findings offer some solutions to the dispute about the status of libraries and their prospects, which is held by our reputable experts, e.g. V. K. Stepanov, Yu. N. Stolyarov, etc.

Abstract:
The article examines the formation and development of the library system in Japan. The article analyzes the genesis of Japanese libraries from the oldest to modern libraries. It is noted that the “law on public libraries” proclaims the modern concept of public libraries as free institutions that serve the needs of the community and are funded from the budget. One of its main principles was the freedom of libraries from external pressure and the affirmation of the importance of professional qualifications of librarians. The article also notes that thanks to the rise of industry, it became possible to replenish and improve library collections. It is noted that for several decades now, Japan has deservedly enjoyed fame as a world leader in high technologies. One of the most important post-war developments in Japanese librarianship was the digitization of library resources. Today, the libraries of Japanese prefectures are connected by internet networks with the largest academic and national libraries. The change in the role and purpose of modern libraries affects the library's relationship with society, leads to the transformation of methods and technologies for organizing services, the formation of various types and types of communicative competence, and the ability to constantly improve There is no perfect library system in the world, but every library strives for its own ideal. The advantage of studying the experience of foreign libraries is that it is possible to trace the ways and stages of their development, as well as see errors that can be obtained during transformations.

Abstract:
The authors examine the possibilities of bibliometrics enhancing and complementing information and library processes to support scientific research: applying bibliometric analysis of science organizations’ document flows to monitor publication activities; using bibliometric methods to design and support scientific research in various subjects, and to organize certain library processes, e.g. collection development and user information demand study; and dating ofrelevant information. The authors focus on the bibliometrics fundamental importance for exploring processes of document information flows. They argue that the introduction of bibliometric procedures in scientific libraries would increase their status and make them actors of academic communication system. The examples are given of using bibliometrics for detecting fraud and adulteration schemes in science practice. The key methods and procedures of bibliometric research in scientific libraries are characterized. Main risks due to the introduction of bibliometrics into scientific research are defined. The authors emphasize the scientific libraries’ need for competent librarians which means developing continuous professional education system; within this context workshops and training courses, instructional aids and recommendations, training professionals at universities are also important.

Abstract:
Practical work was the primary method for gaining professional competency as a librarian in Serbia prior to the foundation of formal education. The education level of librarians ranged from a short training to attending of specialized high schools (1948/1987), up to an academic level, which had establishment failures (1963/65, 1980/89) but became readily available since 1991. Today, the study programs for informatics and librarianship grant graduates the initial required competencies for employment in libraries (modern or otherwise), as well as a general readiness for continuous professional development. Employees who are graduates of other sectors will find that the professional exam serves as an extension of qualification for specialized librarian positions. In the 21. Century, the employment structure in Serbia's public libraries has shifted towards the highly-educated (around 45% in Serbia, around 58% in the Zlatibor district, around 95% In Public library Uzice). The constant professional refinement results in competencies which librarians wield to meet the demands of modern customers, and the acceptance of achievements made with non-formal and informal educations results in an increased motivation for participation in these programs.

These services have revolutionized the way libraries support educational and scientific processes in universities. One of the most important electronic services offered by modern libraries is online access to a wide range of academic journals, books, and other scholarly materials. This allows students and faculty members to access the latest research and information in their fields, regardless of their physical location. Another important electronic service is the use of digital databases, which allow users to search for and access a wide range of information on a variety of topics. These databases can be used for research, writing papers, and other academic projects. In addition to providing access to electronic resources, libraries also offer a wide range of services to support the use of these resources. For example, many libraries have reference librarians who can help users navigate the digital resources and find the information they need. Libraries play an essential role in supporting educational and scientific processes in universities by providing access to a wide range of electronic resources and services. These resources and services include online access to academic journals and books, digital databases, reference assistance. With the evolution of technology, libraries are also adapting and providing services such as e-books, digital library cards, and online library account management. The paper deals with aspects of the activities of the Trinity College Irish Library as an information, communication, educational and cultural center of Ireland. The possibilities of library search engine components to provide users with effective access to information sources and services are analyzed. It is noted that the library engages in the service of users of expert librarians, who provide advice and guidance on the intellectual search of materials and the organization of scientific research. It has been found that the library's information retrieval system provides support for research and a high level of use of information resources localized both in the library's own funds and available in other information systems and databases. It is emphasized that the library's experience in presenting information resources and providing means of navigation and search for information sources is certainly useful for improving information retrieval systems of scientific libraries of Ukraine, which provide information to all sectors of society, including research. It is noted that the definition of the optimal model of rational organization of online resources contributes to the further development and modernization of search engines of domestic scientific libraries.

The article highlights the results of the online survey “Librarians in Quarantine” conducted among fans of the page “Scientific and Methodological Department of the National Parliamentary Library of Ukraine” on Facebook. The survey was conducted to find out the readiness of librarians, representatives of different types of domestic libraries, to quickly adapt to working in an emergency and to establish high-quality remote provision of information, educational and cultural needs of users. The survey involved 601 respondents, such as librarians representing various collections of books: from national to rural and school ones. Among them, there are 18 representatives of libraries of higher education institutions (universities): directors and their deputies, heads of departments, and bibliographers / librarians. The studied issues are the following: the creation of closed groups on social networks for communication, online learning, online meetings, webinars; wages during the lockdown; types of work performed by librarians at home, remote customer service, the work of university libraries during the quarantine period, new habits of library users, readers’ perceptions of users during the quarantine period, the functioning of libraries after leaving quarantine. The results of the online survey shows that in a pandemic, many libraries have adequately responded to external challenges and restructured their work, which will enhance the importance of libraries in modern Ukrainian society. For libraries to function effectively in quarantine conditions in particular and in future in general, it is necessary to overcome digital inequality between libraries, provide libraries with computers, high-speed Internet, and modern gadgets for the development of electronic communication channels with users.

Virtual and augmented reality technologies provide access to learning materials and improve the organization of a modern library’s media space. This article aims to identify the significance and role of virtual and augmented reality technologies in the modern library's media space organization. The research uses a university library case study methodology to empirically investigate virtual and augmented reality technologies. Virtual and augmented reality technologies provide research and improve learning outcomes by engaging students and learners with significant interest in such technologies. Libraries offer users the opportunity to create their VR content through available software. Students can test their VR content in the libraries’ labs. Libraries support access to a variety of virtual and augmented reality content. The content is accessed using “virtual reality headsets” for viewing and workstations with “authoring software and loanable 360 cameras” for creating. The library lab is a space to support students’ digital creativity and research through virtual and augmented reality. There are 3D Design Labs within the libraries as a medium to large group design learning spaces with virtual reality technology. Libraries form a media space where users can create videos, podcasts, portfolios, edit media, and book tours, and students and researchers can explore different scientific knowledge. In this way, technology ensures that risks in learning are minimized as opposed to hands-on seminars and classes.

The Five Laws of Library Science as opined by Ranganathan came as a worthy contribution to the field of Library and Information Science, providing libraries and librarians with principles to guide their practices and decision-making. This study analysed these laws to ascertain if there is a gap between these laws and modern practices as obtained in academic libraries today. The study used a qualitative research approach with theoretical framework grounded in library science. Results on the analysis of the Laws and discussions of the laws in the context of modern academic libraries were given. The study concluded that the five laws of library science remain relevant to modern academic libraries, now seamless and intertwined in terms of service delivery especially to the present-day users.

<strong>Introduction.</strong>&nbsp;Integration of knowledge and communications, the movement for open access to knowledge lead to the emergence of factors that update the philosophy of functioning and development of university libraries. There is a need to comprehend the ongoing innovations in the activities of university libraries in the world.&nbsp;<strong>Purpose.</strong>&nbsp;The study assumes understanding of the substantial changes in the library services for scientists related to Open Access and the new role of university libraries &ndash; a partner in the production, preservation and spread of knowledge.&nbsp;<strong>Methodology.</strong>&nbsp;On the basis of empirical and theoretical methods, the features of modern university libraries are considered. They include shift of the priority vector towards the services for an author-scientist and support of the philosophy of open access to knowledge. The study identifies and analyzes the anthropological aspects of communicative and informational awareness of reality by university researchers and librarians. The realities of modern services for scientists of Ukraine are examined based on the experience of the Scientific and Technical Library of Dnipropetrovsk National University of Railway Transport named after Academician V. Lazaryan. The observations and surveys of scientists, librarians, publishers of scientific periodicals allow analyzing the anthropological aspects concerning new digital library services. The aspects affect: 1) relationship between communicants; 2) explanations of why it is the authors-researchers who have been at the center of the attention of libraries, why they are provided with exactly these services and exactly in this way; 3) levels of impact of new services on both scientists and librarians.&nbsp;<strong>Originality.</strong>&nbsp;It is established that in the process of communicative and informational awareness of reality, there are changes in the dimension of scientists and university librarians, namely, the ways of their behaviour and the communicative features associated with the development of Open Access and the new role of university libraries as partners in the production, preservation and spread of knowledge.&nbsp;<strong>Conclusions.</strong>&nbsp;The leading role of university libraries in the implementation of digital initiatives of scientific communication, based on free access to knowledge, leads to changes: 1) in the dimension of scientists and librarians, namely, the ways of their behavior and communicative features; 2) in the emotional, psychological, physical states of librarians as intermediaries between two conflicting requirements &ndash; ensuring stability in the activities of the library and the need for changes in the services it provides.

The purpose of the article is to analyze the approaches to the use of modern virtual and augmented reality technologies in the organization of the media space of a modern library. The research methodology is based on methods of semantic analysis of the subject area basic concepts. The main directions of the libraries’ transformation in the conditions of technological and information development of society are considered in the article. The novelty of the study is the analysis of innovative approaches to the use of immersive technologies in the organization of the modern library’s media space. The article presents ways to apply virtual and augmented reality technologies in the direction of storytelling, as well as the use of modern approaches to establishing social and communicative links between the library and readers. Conclusions. The use of innovations in modern libraries and the transformation of book collections into information media space promotes the interest of readers and the promotion of library institutions. Modern libraries are required not only to preserve the classical structure of the information institution as an institution for the collection and preservation of printed and manuscript works but also to become modern information and educational space. Presented approaches to virtualization and the use of augmented reality in modern libraries expand opportunities for the promotion of science, literature, promote the involvement of young people in scientific and cognitive activities.

Information literacy as a set of techniques and methods to work with diverse types of information is a necessary condition for s person to exist in the modern world, because it helps to develop personal, professional and educational skills. The concept of information literacy firstly appeared in the United States in the 1970th. It was a response to the development of information society. Up to now the idea has not lost its relevance, due to the intensive growth of information technologies, an increase in information volumes and the emergence of new educational paradigms. Since the 1990th libraries began to actively develop programs and implement methods of increasing information literacy, systematically train users in rational methods of search, analytical and synthetic information processing, extraction, evaluation and transformation, as well as in the grounds of information security. The purpose of this article is to identify current advanced practices of libraries on various training forms to develop users’ information literacy, taking into account the increase in information flows and the emergence of large amounts of misinformation, the expansion of information types, the capabilities of education technologies, including online, library directions of work activities. To get information use was made of the Scopus database (the selection criterion: journal publications from 2015 to 2019 on the topic “information literacy”). The publication analysis has shown that libraries choose various ways and methods to teach information literacy their users: embedding programs in the educational process (academic libraries); through game, interactive forms (public libraries), individual methods of work of subject librarians with readers, as well as online instructions that allow formation of skills for effective search and information processing in any format.

Many libraries offer some type of online research guides to their patrons, and large academic libraries in particular rely on online guides to make their holdings accessible to undergraduate students. In theory, online research guides have the potential to be superior instruction and outreach tools. In practice, however, many online guides do not receive much use, leading some librarians to question whether staff time and skills might be better used elsewhere. In this slim and readable work, Puckett argues that low use is most likely tied to lack of usability, and he advises librarians to simplify their guides if they want them to be helpful to students. Throughout this book, Puckett follows his own advice about simplicity, presenting his readers with succinct, well-organized chapters that define core instructional design and web usability concepts in plain language and explain how these concepts should be incorporated into research guides.

Library specialists having competencies in the field of modern information technologies and knowledge of information resources, capable to analyse and synthesize heterogeneous information, process data, solve non-standard tasks, are able to develop innovative trends, increase the importance and competitiveness of libraries in the information space. The purpose of this study is to determine the most important skills and knowledge of librarians for the development of new forms and trends in the activities of research libraries: assistant services to scientists, work with research data, creation of intellectual centres, centres of intellectual leisure, organization of communication platforms, etc. The author highlights the key knowledge necessary for librarian: knowledge of modern and advanced information technologies (social networks, cloud, mobile technologies, new generation analytics, etc.), knowledge of the world market of information resources, as well as technologies of collection and processing of information/data. The article presents competences of librarians in the research data management, who provide consulting and assistant services to scientists in the life cycle of research. It is determined that the research data management librarian should know the methods of data management plan preparation, management methods, categories, metadata standards and schemes, data classifications and identifiers, data citation requirements, copyright, data repositories, long-term data preservation technologies, etc. The author concludes that the possession of non-specialized over-professional (“soft”) skills (communication skills, emotional intelligence, thinking by “results” and “processes”, etc.) along with the complex of professional knowledge is the key to the improvement of efficiency and demand of libraries in the conditions of intensively developing environment.

The authors discuss the main challenges for the libraries related to the libraries’ mission, their role and place in the modern society. The brief historical review of librarianship is given; the key factors of its transformation are revealed. The focus is made on the libraries – government authorities interaction and, in particular, on the so-called optimization of public libraries which primarily means the decreasing library network. The well-shaped state policy in librarianship is lacking today which impedes development of an upgraded unified concept. By examining the ratio of information and cultural &amp;educational functions of the public libraries, the authors conclude on the need for some balance based on social demand, target and resource potential of each library. The transformation of the concept of the library profession and related problems of library education as the foundation for preservation and development of human resources in the library sphere, are also discussed. The libraries’ principal response to the challenges lies in the theoretical substantiation, testing in practice, mobility and relevance.

Traditionally, it is natural for a user in need of expert assistance to feel the need for support even remotely. Therefore, it is advisable to create a modern virtual (or digital) reference service in conjunction with the traditional information service. Along the way, the author explains some of the new services in the library system. The activities of libraries in blogosphere as a segment of their presence in the media space in respect of realizing a humanistic mission of a library is considered.The statistical data on the quantity of library blogs in 2010–2017 are presented. It is indicated that the total quantity of library blogs increases, but the quantity of those keeping updated at present reduces. The updated blogs (despite of relatively small amount of subscribers) operate actively enough which is proved by the year-to-year growing quantity of posts and users’ responses.The activities university libraries in blogosphere (2016–2018) in respect of contents of content and frequency of its updating, amount of user audience, level of interaction with users and their subject preferences are analyzed. The accent is made on the statement that contents of the majority of blogs is oriented towards education and cultural growth. The importance of interaction with user groups is highlighted. The conclusions are made on the necessity of activating libraries’ activities in blogosphere on the basis of searching the cross points of libraries’ and users’ interests, studying users’ requests and accenting the attention on humanistic principles of the society development.

Baker Library at Norwalk Campus, Connecticut State Community College, as a case study. Purpose – The purpose of this paper is to examine the monographic literature related to developments in research libraries within recent years and the strategies that they are adopting to deal with change. The main aim is to identify any visibly established directions along which research libraries adapt to their social and organizational environments. Design/methodology/approach – Qualitative content analysis was applied to identify topics emerging from the texts. The chosen texts were read and topics signifying directions of change in the immediate environment of research libraries were mapped. This initial topic map was used for ascertaining the reactions of research libraries to identified changes. The activities of libraries directed to future anticipated changes were noted separately. Findings – The review shows the surprising resilience of research libraries and their ability to change within a short period of time. This ability signifies that research and academic libraries as organizations perfectly adapt to the incessant transformations of current times, contrary to the widely spread stereotypical image of them as conservative institutions. At the same time, they seem to be keeping true to their core of mediating services to researchers and to their place in the chain of scholarly communication. Originality/value – The article identifies the main directions of transformation of research libraries and outlines their potential roles in the future of digital scholarly communication.

In the proposed article by Viktor Sokolov «Professional activities of a librarian in medieval Europe’s monastic libraries: characteristics, functions, peculiarities» the information concerning the activities of a librarian in Western European monastic libraries in the middle ages is analyzed and summarized. The relevance of this study is due to the need to study the specifics and development of the functional duties of monastic librarians, which have not been studied before, against the background of the formation and evolution of monastic libraries in the Early middle ages. The purpose of this article is to identify and characterize the features of the activities of librarians of monastic libraries in medieval Europe (mainly Western). The methodology of this scientific work consists in the application of both general scientific research methods (description, comparison, analogy, deduction, induction, analysis, etc.) and historical (historical-comparative, historical-typological, chronological, etc.) methods. Methods of terminological analysis, analysis of dictionary definitions, etymological and word-formation analysis, bibliographic and other research methods were also used. The article explores the main areas and areas of activity of a librarian in Western European monastic libraries, as well as some features of the development of book and library business in monasteries through the prism of the functional duties of a librarian. The content and significance of his professional activities in the dissemination of reading, education, development of book and library business are analyzed. The study made it possible to reveal the peculiarities of the interpretation of the terms that determine the activities of the librarian of Western European monastic libraries in the middle ages, in particular, the term «armarius» in modern book science and library research. The main factors and features of the formation of the meaning of the term «armarius» in the process of becoming a professional activity of monastic librarians are revealed. The scientific novelty of the work lies in expanding the understanding of the professional activities of the librarian of Western European monastic libraries in the period, mainly, the early middle ages and revealing the significance of his activities in the development of not only book and library science, but also the spiritual culture of the middle ages as a whole. The study shows that monastic librarians played an important role in organizing systematic reading among monks – both individual (including for educational purposes, in the form of obedience) and collective – using the method of reading aloud to familiarize themselves with the content of certain (predominantly theological) books. The position is confirmed that for the monastic librarian, a wide education, erudition and knowledge of books was considered an indispensable feature of his professionalism. Performing professional tasks at the proper level required from the monastery librarian certain analytical abilities in working with text, knowledge of several foreign languages (including ancient ones), detailed content of religious books, the ability to describe books and compile catalogs, as well as perform various functions that require conscientiousness, accuracy, ingenuity, etc. The article shows that the monastic librarian had to organize the work of the library at the appropriate level and monitor the proper use of books by the monks, as well as monitor their reading needs. The librarian not only supervised the work of the monastery library, ensured the preservation of books and control over their proper use, but also actively engaged in book business through the management of the scriptorium, controlling all stages of book creation. Conclusions. The activity of the monastic clergy, including monastic librarians, spreading the Christian doctrine, thereby contributed to the spread of literacy and reading among a certain part of not only the monks, but also the population as a whole. Gradually, writing became an integral part of monastic life, where books and libraries occupied an important place. The decisive place in these processes was occupied by the librarians of the monastery libraries as the keepers of book collections and bearers of the spiritual and educational mission, book culture among the clergy and laity.

Present day Slovenia has inherited a number of historic libraries and collections, one of which provided the foundations of the National and University Library at Ljubljana, the major library for arts and humanities. There are also a number of specialised art libraries within and outside the University of Ljubljana, including the library of the University’s Department of Art History, the Library of the Academy of Fine Arts, and the libraries of the National Museum, the Museum of Modern Art, and the Museum of Architecture, all in Ljubljana. Slovenian libraries have been or are being automated and linked together through the COBISS network; most of the academic libraries are connected to the Internet. Library training programmes are available at degree level, and students can study another subject, such as art history, as well. More art librarians are needed, as is an association of art libraries and art librarians.

Advances in technology have made access to information about library holdings a seemingly universal feature of interaction with modern libraries. However, this type of access does not exist evenly throughout the world. There is a vast “hidden heritage” contained in Arab libraries without online public access catalogs. This article reports and summarizes findings from research conducted as part of a year-long investigation into international library collaboration in Arab libraries. The research included: (a) a survey of online presence for Arab libraries, (b) a survey of Arab librarians, and (c) focused panel discussions with Arab librarians and library scholars. This study finds that the relatively small online presence of libraries cannot be explained by material factors alone: institutional factors also play an important role in keeping information about library collections offline.

The article considers the organization and management of the processes of digitalization of libraries. The authors give their definition of the concept of a digital library. The paper reviews the advantages of the introduction of information and communication technologies in modern libraries, the demand for innovative digital library platforms from users. The study formulates frequent problems associated with the use of digital innovations, among which are the difficulties of managing electronic library systems. The authors note the lack of compatibility of the functionality of different platforms, which makes it difficult to transfer and adapt them from one library to another, as well as the difficulties of collecting statistics on the attendance of electronic libraries, available to both operators and users.The research paper raises the question about the development of a single standard of statistics for modern digital libraries. The study notes the necessity of creating user-friendly and understandable interfaces in electronic library applications. The problems of financing the services of digital libraries, library personnel, copyright compliance and dissemination of information about the activities of modern libraries as educational and leisure cultural centers are relevant. The authors point to the rethinking of traditional approaches to library management and the work of librarians as one of the most important tasks of organizing library systems.

The author applies both general scientific methods of research (analysis, synthesis, deduction, induction, generalization, abstraction, comparative, structural-functional methods, method of system analysis, etc.) and special ones (method of analysis of analog objects, information processing, grouping). While researching the author concludes about necessity of the the following: to equip educational libraries technically; to update and strengthen the information base and book stocks of school libraries; to ensure the access of libraries to information resources, in particular the Internet; to form a unified electronic database of school library collections; to develop a form of resource integration with other educational libraries; to create a standing order on the status of libraries in basic schools; to develop a system for improving the skills of school library staff; to organize special training for school librarians to master their knowledge and skills of a healthy lifestyle. Therefore, the school librarian must be trained according to a separate professional specialization. The social life development requires librarians to know not only the valeology bases, but the ability to navigate in information technologies, school curricula and training courses diversitys. Modern problems of information education and forming a high level of valeological culture can be solved only by combining the efforts of general education institutions and school libraries, teachers and librarians. Pedagogical experience shows that knowledge on the health formation and preservation is a necessary and insufficient factor in students' personality development. To influence the behavior, informative methods should be combined with life skills of effective work and rest, physical activity, rational nutrition, an ability to analyze health issues and make appropriate decisions. Thus, forming health culture through library-information activities provides arming school readers and librarians with knowledge on social and individual health and applying certain information technologies in their activities.

The relevance of the cognitive approach to the libraries and bibliography in the period of the society transformation from the information to the cognitive one is substantiated. Several trends in Russian and foreign studies of cognitive aspects of academic libraries activities are identified. The structure of library cognitive activities, their subjects and objects, processes, instruments and results are described. For the first time, based on the concept of cognitive activities, the author introduces the concept of the scientific library cognitive environment that is defined as an anthropogenic component of the library’s information space where cognitive objects and subjects are interacting and self-organizing being supported by cognitive infrastructure and related to information retrieval and processing, knowledge storage and preservation. The structure of the scientific library cognitive environment is defined based on the system of knowledge processes transformation; the environment components are intended for nonverbal transmission of implicit knowledge; conversion of implicit knowledge into explicit knowledge; distribution of bibliographic products; translation of explicit knowledge into the implicit form. The content and instrumental components of the cognitive environment are specified on account of cognitive objects. Specific features of the components are described. The author argues that there is the demand for developing librarian’s cognitive communications within the evolving scientific library cognitive environment and integration of librarians, being cognitive objects themselves, into the information technological Internet space. Purpose – This paper aims to present an exploration of the potential utilisation of different information and communication technologies (ICT) in Indian academic libraries. Design/methodology/approach – A survey method was used for the collection of data. A structured questionnaire, containing close-ended questions, was sent by postal mail to 30 librarians of the Central University Libraries in India, of which 15 questionnaires were returned. Findings – Academic libraries in India have mostly been involved in applying traditional ICT-based solutions for the management of various library functions and services, particularly for organising and retrieving information. Use of modern ICT-based tools of knowledge creation and sharing such as web discovery tools, blogs, wikis, Real Simple Syndication feeds, social networking and social bookmarking seems uncommon in academic libraries. Lack of trained staff in ICT, low level of ICT skills among library users, unawareness of potential benefits of ICT and inadequate ICT infrastructure were found as the major barriers of ICT applications in academic libraries. Practical implications – Academic libraries in India are still in the early stage of understanding the importance of modern ICTs. Librarians should renovate existing library environment and develop knowledge and skills among their staff in the fields of computer programming, website or portal development, hardware maintenance and metadata or e-resource management for providing quality information services to their users. Originality/value – Because no empirical study on the use ICT-based knowledge management (KM) tools in academic libraries in India has been carried out before, this study closes this gap and provides guidelines for practising librarians, policy makers, management and the University Grants Commission of India to promote the use of ICTs in libraries, and to design courses of information communication technology and related skills.

The experience of Zonal Scientific Library of B. Yeltsin Ural Federal University in designing the model of professional interaction of the Urals university libraries is discussed. Various training and teaching formats are described, among them interactive research and methodological conferences, Ural Center’s ARBICON Projects, and publishing annual research and practice collection of works on the academic libraries’ problems. The author reviews in detail two programs being in high demand, namely Information Bibliographic Support of Academic Publications (updated since 2017) and Libraries in the Modern Information Education Space . She also emphasizes that the Ural ARBICON Projects Center invites expert lecturers and is focused on the newest trends in librarianship. The Center also promotes practical components of education. Beside the mentioned advantages, the students appreciate the low costs and dormitory housing for those who need it. The author concludes that the proposed model of advanced training of the Ural academic librarians is very viable, and that its components complement each other, is open for administration and motivates students’ creativity.

Findings – The study revealed that university libraries in Nigeria widely use library software such as KOHA, SLAM and VIRTUA for their library operations. Challenges such as lack of skilled manpower, lack of fund, absence of modern systems (computers) and erratic power supply were identified as the major problems university libraries in Nigeria encountered while using library software. Librarians recommended the use of KOHA, SLAM or VIRTUA library software for use by university libraries that are in search for library software to use. Originality/value – The findings of this study will provide useful information to librarians and library administrators in Nigeria and other developing countries who want to automate their library operations.

Abstract:
Thesis/purpose of the article – the purpose of this article is to present the impact of new information technologies on building and cataloguing library resources, and the ways modern research libraries have been functioning in the last 25 years. Methods – the analysis presented in the article is based on a thorough review of the literature, including conference proceedings, reports documenting the activities of research libraries, a study of statistical data illustrating changes in library holdings as well the author’s own knowledge and expertise acquired in the course of her work at the Jagiellonian Library and in cooperation with other libraries. Results / conclusions – the dissemination and implementation of new information technology has resulted in libraries starting to work in a hybrid model. Using modern tools they support both analogue and digital data as well metadata. Librarians, analysing the use of resources offered to users, favour to an increasing extent an access library model. The creation and development of this hybrid information environment has resulted in a wide cooperation of librarians that seems to facilitate meeting the coming challenges and changes in the way libraries will function in 21st century, where an important part will most likely be played by the further development of information technology.

This study actualizes the need to introduce new ways for libraries to transition into an open multifunctional, cultural and communication system to create an environment of education, communication and self-education. Currently, there is a need to create a new type of information space, more attractive for modern people, in particular for children. The issue of implementing modern approaches to the design of children's libraries is relevant, because The idea of library space is changing - it requires multifunctionality, adaptability, relevance for its audience and must meet global trends. The authors of the study identified the influence of urban planning on ensuring the efficiency of the library; the types and subtypes of placement of children's libraries in the city structure are determined; summarizes the modern range of services for children's media libraries; principles of adaptation to the changing needs of society are formulated, functional blocks are identified. An experimental model of a modern children's library in Samara has also been developed. As a result, it can be concluded that the children's library should be considered as a separate type among existing libraries, since it focuses on a specific audience - children and has certain characteristics and goals that distinguish it from other types of libraries.

The social media have become part and parcel of the modern society, as they are a social communication channel. Using social networks for connecting to potential users have been increasingly important for the libraries. The libraries have been setting up groups and accounts in the social media to connect to their users, to draw attention to their work and to widen its scope. The university libraries, like many other libraries of educational institutions, participate in the process. The author analyzes the experience of Perm State Humanitarian Pedagogical University with VKontakte network subscribers group in 2013-2018. The general statistical data characterize group evolution during the selected period; dynamics of views, and the viral coverage and subscribers group coverage are provided. The author examines the administration mistakes that result in the loss of subscribers; she reviews the experience of attracting users, and rules for content presentation. She concludes that group success is determined by interesting and quality content relevant to the group aims and tasks; that the librarian in charge must be familiar with the principles of social group administering and content generation in accordance with the library’s goals and tasks.

The purpose of the article is to investigate the transformation of the role and functions of modern university libraries, to study the impact of digital media integration on the traditional role of libraries in higher education establishments (HEEs), and to offer a comprehensive understanding of the new requirements that are put forward to them. Research methods. In the course of the study, general scientific research methods were used to reveal the current state of libraries at higher education establishments and the factors shaping their transformation, in particular, source research (for a thorough review of the literature, case studies of various university libraries), analytical (to analyze new trends in digital media), systematization and generalization (to summarize). The scientific novelty lies in identifying key trends, challenges and opportunities arising from digitization, as well as analyzing best practices for adapting to these changes. Recommendations and guidelines are offered for libraries seeking to overcome the challenges of the digital transition associated with updating library infrastructure to support user needs. The principles of successfully addressing issues related to information literacy and copyright, as well as managing budgetary constraints and navigation in a complex and changing ecosystem of digital resource providers are formulated. New opportunities that arise with the digital integration of HEEs and can contribute to the sustainable, adaptive and innovative network of university libraries’ development that can meet the demands of users in the digital age are emphasized. Conclusions. The study demonstrates that the digital media space significantly affects the role and functions of university libraries. These institutions should take advantage of the opportunities offered by digital technologies and adapt their services, facilities, and policies accordingly. This transformation not only brings new challenges but also improves the library’s ability to serve users’ information and educational needs, contributing to the success of students and researchers in the digital age.
