Open and un-built spaces can be argued as creating holes and abruptions in the urban fabric, or contradictory, as being spaces for opportunities and spontaneity. In contemporary urban ideals of density, spaces as these are rarely planned. In previous paradigms of urban planning however, as during the modernist era, open spaces were more often intentionally introduced as urban elements. This is a study of the unexplored layers of the Japanese practice of urban planning and architecture in urban Manchuria (current northeast China) during the first half of the twentieth century. I reframe my examination within a broader context of international imperialism and Japanese reception of modern architecture during the first half of the twentieth century and argue that the dynamic interactions among the Japanese, Russian, and Chinese politicians and architects mutually shaped the international cityscapes in Manchuria. Between 1960 and 1992, American artist George Tsutakawa (1910 – 1997) created more than sixty fountain sculptures for publicly accessible sites in the U.S., Canada, and Japan. The vast majority were made by shaping sheet bronze into geometric and organically inspired abstract forms, often arranged around a vertical axis. Centred on the architecture of the Winnipeg Civic Auditorium, this thesis tangentially investigates the presence of Anglo-Saxon race mindedness in a place civic planners call the metropolitan centre of North America (Watt, 1932). The introduction situates the building tangentially in Manitoba's history.
