Every citizen of Ukraine has a constitutional right to a safe environment for life and health. These inalienable constitutional rights and freedoms of man and society in general are objects of national security of Ukraine. In addition, Ukrainian legislation on the protection and management of atmospheric conditions is represented by an extensive system of regulations, most of which are bylaws. This includes 12 technological regulations, 2 instructions, 2 procedures, 2 lists, and at least 4 other regulations. All of them exist to ensure the regulation of a wide range of environmental issues, including the management of atmospheric air.<br>Конституція України визнає, що безпека людини, її життя та здоров'я є найвищою соціальною цінністю. Кожен громадянин України має конституційне право на безпечне середовище для життя та здоров'я. Ці невід’ємні конституційні права та свободи людини та суспільства загалом є об’єктами національної безпеки України. Крім того, українське законодавство про охорону та управління атмосферними умовами представлено розгалуженою системою нормативних актів, більшість з яких є підзаконними актами. Це включає 12 технологічних регламентів, 2 інструкції, 2 процедури, 2 списки та принаймні 4 інші нормативні акти. Усі вони існують для забезпечення регулювання широкого кола екологічних питань, включаючи управління атмосферним повітрям.

Through a series of three standalone yet related essays, this thesis theorizes effects of the government administration context in developing countries on situated IT-enabled practices. It develops arguments on the capacity of the institutional logics perspective for explaining complex interactions between the broader social context and IT-enabled practices carried out by situated actors in the public administration of developing countries. We theorize IT-enabled rationalization—a process through which inefficiencies, and dysfunctional institutionalized practices are transformed through IT—as the hybridizing outcomes from the resolutions in practice of often incompatible institutional logics of administration with those introduced by IT. Through a case study of IT modernization initiatives at Ghana’s customs organization, these arguments are developed by identifying historically formed administration logics and the consequences of their interplay with idealtypic public administration logics introduced through IT. We find that rather than forcing out dysfunctional practices and replacing them with IT-driven ones i.e., replacing old logics with new, as is often an implicit goal of IT adoption in such settings, the two sets of incompatible logics are instead comingled in practice through a process identified as blending. This suggests that IT adoption in the public administration of developing countries might enable rationalization, although not independently of countervailing broader institutional context.

Strategic planning can be a critical business process for today’s organizations, especially for IT organizations that are facing continually changes in technology. This research was designed to investigate IT organizations’ use of strategic planning and determine if the organization uses their strategic plan to set project priorities. The second part of this research was to determine if the IT strategic plans are aligned with the overall organization’s strategic plan. This research was conducted using a mail-type survey to IT Executives from organizations with sales/revenues under 100 million dollars, a maximum of 5000 employees, and SIC codes of 201 thru 399. The selected organizations were mailed a survey packet followed by a phone call for all non-responding organizations. The findings that resulted from this research showed that there is statistical evidence to support that organizations do perform the business process of developing a strategic plan. This research also showed that IT organizations do develop an IT strategic plan. However, there is not a high correlation between the organization’s strategic plan and the IT strategic planning process. If the IT organization has a strategic plan, then the plan is reviewed on a regular basis, referenced for project prioritization, and the IT employees are familiar with the plan.

This thesis focuses on the implications of New Public Management and Modernization reform policies in the National Probation Service. In an attempt to understand how National Probation Service employees .make sense of those reforms, actors' organizational context, their organizational identity and roles have been explored. The study takes interpretivist, qualitative approach. It is based on ethnographic data, collected over a one-year period in an English regional probation service (RPA). In the course of the fieldwork, forty. five employees were interviewed. Data were also collected through participant observation, and analysis of formal documents. Empiric,al and theoretical contributions emerge from this thesis. The former relate to control, organizational identity, and role issues in the probation service, while the latter relate to resistance.

<p> For decades, the United States (U.S.) Department of Defense (DoD) has developed, deployed, and operated hundreds of different types of systems as components of systems-of-systems. Achieving and maintaining joint systems-of-systems interoperability as new systems are added is a constant problem. The Army, Navy, U.S. Marine Corps, and Air Force each develop requirements, budgets, and acquire, field and operate systems that function as part of joint systems-of-systems. Technology and threats are rapidly evolving. These globally deployed systems and systems-of-systems employed by combatant commanders must be continuously modernized or risk becoming obsolete, resulting in potential mission failure and loss of life. </p><p> Using a wireless telecommunications interface standard case study, this research developed a unique method of planning systems-of-systems modernization using a system dynamics (SD) approach. This approach: a) accounts for key factors that influence the dynamic behavior of systems-of-systems modernization, impacting the ability to modernize systems-of-systems, and b) enables what-if analysis, and decision-making support of systems-of-systems modernization planning options. This research used a mixed-methods approach to demonstrate that the SD model is measurably superior to past practice. Quantitative statistical analysis was performed on 20 years&rsquo; (2001&ndash;2020) of data. A qualitative, scenario-based approach was used to develop an SD model. The results demonstrate that engineers, managers, and senior decision makers in the DoD can realize statistically significant gains by using an SD model to develop and explore systems-of-systems modernization planning options. This research&rsquo;s original contribution to knowledge is the development and validation of an SD model for planning systems-of-systems modernization using a mixed-methods research approach.</p><p>

Pastoral nomadism in arid and semiarid regions has evolved over many centuries as a rational response to uncertain climatic conditions and fragile ecosystems. Nomads are the main inhabitants of the bast area of marginal rangeland in Saudi Arabia. However, in the past few decades, modernization, in the form of improved transportation and access to water, combined with government subsidy of supplemental barley to the nomads of regions such as At-Taisyiah in the northern part of Saudi Arabia have provided the nomadic tribes with a buffer against uncertain climatic conditions and against the consequences of increasingly aggressive grazing of the range. In this study, an integrated approach is adopted to assess the impact of modernization and government intervention on the nomads and on the health of rangelands in At-Taisyiah. The approach consisted of interview with nomads in the region, a socio economic study of the region's nomadic lifestyle, analyses of several range capability assessment studies, and utilization of stochastic simulation models. Three major areas were identified in need of major improvements. These are the nomads' perception of range land resources, use of rangeland, and government policies towards nomads and rangeland. Improvement in these areas will play a major role in slowing the acceleration of desertification of marginal range lands in Saudi Arabia. comparison of Monte-Carlo simulations of four different grazing intensity scenarios and 12 different levels of government subsidies confirmed that lower grazing intensities provide the only means for sustainable utilization and for the combating of desertification of the rangelands in At-Taisyiah region.

Магістерська дисертація на здобуття ступеня магістра на тему «Управління модернізацією виробничої діяльності підприємства» містить 98 сторінок, 47 таблиць, 8 рисунків, 3 додатків. Актуальність теми дослідження зумовлена тяжкими конкурентними умовами, нечисленність фінансових ресурсів та малорозвиненість в організації виробничої діяльності. Причиною цього є також відставання у розвитку інформатизації, глобалізації та адаптаційних виробничих систем. У сучасній українській економіці спостерігається відсутність узгодженості між імовірними можливостями промислових підприємств, які, з одного боку, присутні у технологіях та техніці, а з іншого боку - у методиці організації виробництва. Необхідність вирішення порушених питань потребує розроблення організаційно - економічного механізму модернізаційного розвитку підприємства. Зв’язок роботи з науковими програмами, планами, темами. Робота виконувалася згідно з планом наукових досліджень кафедри менеджменту КПІ ім. Ігоря Сікорського у межах науково-дослідної теми «Управління розвитком інноваційного підприємництва в умовах неоіндустріальної економіки» (№ ДР 0118U100598). Автором узагальнено та обґрунтовано управління модернізацією виробничої діяльності підприємства, зокрема запропоновано процедуру управління процесом модернізації. Метою магістерської роботи є узагальнення теоретико-методичних засад та розроблення практичних рекомендацій з управління модернізацією виробничої діяльності підприємства. Об’єктом дослідження є процеси модернізації виробничої діяльності підприємства. Предметом дослідження є теоретичні, методичні та прикладні засади управління модернізацією виробничої діяльності підприємства. База дослідження: ТОВ «Нібулон». У процесі виконання магістерської роботи основою магістерської роботи виступив системно-структурний підхід, що розглядає процес управління модернізацією виробничої діяльності підприємства як цілісну структуровану систему, що є одночасно частиною управління підприємством в цілому. Вирішення поставлених у роботі завдань забезпечувалося використанням основних методів дослідження, а саме методів наукової абстракції, аналізу, синтезу, систематизації, узагальнення, логічного аналізу, системного підходу. Для розв’язання визначених завдань також застосовувалися наступні методи: монографічний – при вивченні літературних джерел та нормативно-правових актів, теоретичне узагальнення, порівняння та аналогії – для розкриття сутності понять “модернізація” та “управління”, балансовий та аналізу – для дослідження тенденцій функціонування підприємства, синтезу – для формування висновків та контролю господарської діяльності підприємства. Науковою новизною одержаних результатів полягає у розробленні практичних рекомендацій з удосконалення управління модернізацією виробничої діяльності підприємства, зокрема запропоновано процедуру управління процесом модернізації виробничої діяльності підприємства, що реалізується в межах розробленого проєкту. Практичне значення одержаних результатів полягає в обґрунтуванні напрямів підвищення ефективності системи управління модернізацією виробничої діяльності підприємства. In the process of master's work the basis was a system-structural approach, which considers the process of managing the modernization of production activities of the enterprise as a holistic structured system, which is also part of the management of the enterprise as a whole. The solution of the tasks set in the work was provided by the use of basic research methods, namely the methods of scientific abstraction, analysis, synthesis, systematization, generalization, logical analysis, systems approach. The following methods were also used to solve certain tasks: monographic - in the study of literature and regulations; theoretical generalization, comparison and analogy - to reveal the essence of the concepts of "modernization" and "management"; method of analysis - to study the trends of the enterprise; method of synthesis - to draw conclusions and control the economic activities of the enterprise. The scientific novelty of the results is the development of practical recommendations for improving the management of modernization of production activities of the enterprise, in particular, proposed a procedure for managing the process of modernization of production activities, implemented within the project of modernization of production activities. The practical significance of the obtained results lies in the substantiation of the directions of increasing the management system’s efficiency of the production activity’s modernization of the enterprise. Сформовано авторські класифікаційні ознаки у визначенні видового різноманіття модернізації підприємств, до яких віднесено об’єктність, характер і спрямованість впливу. Виокремлено понятійні інтерпретації імперативів модернізації економічних дослідженнях, що дозволило встановити їх місце і роль в розвиткових процесах на підприємствах інфраструктурної сфери. Обґрунтовано авторські концепції формування імперативів модернізації, що розкривають інноваційній, просторові та інтеграційні засади розвитку підприємства у процесі «модернізаційні зміни» - «системні зрушення» - «реформаційні трансформації» - «інноваційний розвиток» - «модернізація». Акцентовано пріоритетність стратегічної концепції модернізації підприємств інфраструктурної сфери, що спровокована необхідністю формування базових імперативів: ресурсоефективності, інтелектуалізації та інституційнійності. Виокремлено мотиватори та каталізатори модернізації підприємств, що детермінується інноваційним розвитком. Описано роль і вплив інноваційного розвитку на трансформацію активів підприємства у процесі «ресурсозабезпечення» - «інтелектуалізація» - «капіталізація» - «модернізаційний потенціал» - «модернізація», що забезпечує конвертацію інтелекту в інноваційні технології та реалізується при наявній інвестиційноінноваційній підтримці, достатнього рівня акумульованого модернізаційного потенціалу та інституційного сприяння. Обґрунтовано методологічні засади застосування інноваційно-когнітивної парадигми в управлінні процесами модернізації підприємств шляхом формалізації гіпотези і аксіоми, детермінанти, теоретичного і методичного, практичного базису забезпечення результативності модернізації в умовах інноваційно-цифровізованої економіки та зміни парадигмальних цінностей сучасного суспільства. Аксіомічним твердженням в методологічному базисі дослідження вважаємо, що концептуальні засади модернізації підприємств інфраструктурної сфери, ґрунтуючись на закономірностях та принципах інноваційно-когнітивної парадигми розвитку підприємства, цілеспрямовано впливають на ефективність активізації модернізаційного потенціалу та інтелектуально-цифровізовану трансформацію структури підприємств в напрямах нарощування прибутковості, конкурентоспроможності та безпековості розвитку. На основі дослідження закономірностей та факторів модернізації виокремлено в класифікації принципів модернізації інфраструктурних підприємств інноваційноформуючі (на базі формалізації специфічних принципів) та когнітивні. Когнітивні принципи модернізації згрупуровано у мотиваційні, корпоративні, холістичні, знаннєво-компетентнісні та соціальнокультурні блоки. Це дозволяє більш глибоко структуризувати пріоритети модернізації окремих підприємств інфраструктурної сфери. Встановлено, що модернізаційний процес на підприємстві відбувається за рахунок наявного модернізаційного потенціалу. Рівень ефективності реалізації модернізаційного потенціалу та його ресурсомісткість визначають результативність розвитку підприємства. Авторкою обґрунтовано інструментарій оцінювання та градацію рівня профілю реалізації модернізаційного потенціалу на підприємствах інфраструктурної сфери. Досліджено чинники інтеграційного впливу модернізації на конкурентоспроможність підприємств в контексті ресурсозабезпечення і ресурсоефективності, що формалізовано авторкою у моделі факторного аналізу інтеграційного впливу модернізації на конкурентоспроможність за параметрами швидкості, стійкості й просторовості модернізації (модель «3S»). Просторову трансформацію модернізаційного потенціалу запропоновано візуалізувати за допомогою моделі спіралеподібного векторного моделювання (модель «SVMM»). Запропонований підхід шляхом адаптації математичного інструментарію аналізу дозволив досліджувати секторальність площин модернізації, тривалість етапів та об’єктність впливів, а також параметри ресурсомісткості, пріоритетності та результативності модернізаційного процесу. Спрямованість та кут нахилу вектору від вісі в моделі «SVMM» дозволяє аналізувати рівень реалізованості модернізаційного потенціалу, що відображає освоєність модернізаційних технологій інтелектуалізації та цифровізації, інновацій та визначає стратегічні орієнтири. Запропоновано методичний підхід до оцінювання ефективності модернізації підприємств шляхом співставлення вартісних показників капіталізованих результатів із скорегованою вартістю реалізації складових елементів модернізаційного потенціалу результативності модернізації, що на відміну від існуючих, дозволяє аналізувати секторальну реалізацію складових потенціалу в модернізаційних процесах, залученість капіталізованого гудвілу та вплив на вартісні показники якісних характеристик модернізаційних змін: інноваційності, інтелектуалізованості, цифровізації, інтегрованості, нарощування якості, безпеки підприємств інфраструктурної сфери. Запропоновано механізм управління модернізаційним процесом, який включає підсистеми забезпечення стратегічності, інноваційності, компетентності. Економічно-організаційний механізм побудовано зі застосуванням положень реалізації інноваційно-когнітивної парадигми та стратегічного управління розвитком, що базуються на інтелектуалізації персоналу, цифровізації процесів, активізації модернізаційного потенціалу та спрямовуються на забезпечення конкурентоспроможності й інноваційності підприємств інфраструктурної сфери. Механізм управління модернізацією підприємств включає характеристики суб’єктно-об’єктних відносин та забезпечує загальну ресурсно-просторову цілісність, враховує фінансові, інвестиційні, кадрові та інтелектуально-цифровізовані аспекти функціонування підприємств інфраструктурної сфери в умовах інноваційної економіки. Сформовано механізм активізації модернізаційного потенціалу інфраструктурних підприємств на засадах концепції стратегічного управління, що, в результаті проведення стратегічного аналізу за авторськими моделями, забезпечує виконання векторних напрямів реалізації стратегічного набору, програмних функцій та результатів. Запропоновано систему ексклюзивних функціональних стратегій та методичний підхід до вибору стратегічних пріоритетів модернізації підприємства на основі параметричного аналізу і оптимізації преференцій в реалізації інвестиційно-інноваційних стратегій (модель «PIIIS»). Розроблено методичний підхід до проєктування стратегічного вибору напрямів активізації резервів модернізаційного потенціалу (модель «ARMP»), що базується на побудові критеріальної ієрархії модернізаційних змін, забезпечує удосконалення процесів проєктування безпекових, цифрових, інноваційних та енергозберігаючих стратегій і програми розвитку. Це дозволить обґрунтувати форми, джерела, способи ресурсозабезпечення та пріоритетності напрямів активізації модернізаційного потенціалу. Обґрунтовано систему соціально-економічних імперативів модернізації підприємств інфраструктурної сфери, що побудовано за рівнями їх формування і прийнятності: перший рівень – безумовні та базові імперативи – включає імперативи ресурсоефективності, безпековості та інтелектуалізації; другий – розвитковий – містить імперативи інституційності, інтеграції, конкурентоспроможності; третій рівень – результуючий – включає імперативи інноваційності, стратегічності та корпоративізації. Формування системи модернізаційних імперативів підприємства проходить ряд етапів: від дослідження закономірностей функціонування і запитів середовища до контролю за виконанням поставлених стратегічних цілей. Встановлено, що основними мотиваторами імплементації європейського досвіду регулювання модернізації підприємств інфраструктурної сфери є розвиток транс’європейських коридорів, приклади інституційного регулювання та мотивації, спільні інфраструктурні проєкти. Запропоновано методичний підхід до визначення спрямованості та мультизадачності регулювання соціально-орієнтованих реформ, інтеграції транспортно-логістичних функцій бізнесу з державними інституціями та практик стратегічного планування інноваційного розвитку інфраструктурної економіки. З метою проєктування процесів формування та імплементації імперативів модернізації розроблено економіко-математичну модель визначення векторності модернізації у спіралеподібному просторі розвитку модернізаційного потенціалу. Обґрунтовано, що базовими показниками проєктування є ефективність модернізації (висота вектору модернізації підприємства на спіралі), профіль модернізаційного потенціалу (площина та радіус витка на спіралі) та сектор реалізації модернізаційного потенціалу (градус кута витка спіралі від осі ординат в горизонтальній площині спіралі). The study of approaches to the interpretation of the modernization and civilizational development theory on the basis of innovative economy allowed expanding the conceptual and categorical apparatus of the modernization theory of economic systems and the definitive content of modernization of enterprises by deepening the certain concepts essence of scientific-technological and managerial changes, implementation of innovative transformations (through positive reform of the economic system in terms of effective and high-quality application of intellectual and digital technologies, activation of economic potential, actualization of sociocommunications) and cognitive-motivational perception through adaptation to dynamic-competitive reform. interactions provide diffusion of innovations, capitalization of intellectual capital and competencies, efficiency of realization of potential of economic systems, and also integration of separate territorial their spaces in world economic progress; “Enterprise modernization” – comprehensive management of synchronized and consistent implementation at all levels of innovative changes aimed at improving the efficiency of system-forming elements of the enterprise, technical and technological renewal of assets and digitalization of business processes, intellectualization of communications and personnel, improvement of quality products, which ensures the implementation of the goals of strategic management and increasing the competitiveness of the enterprise; “Modernization of infrastructure enterprises” – is a strategically oriented management of the processes of coordinated technical and intellectual-digital renewal of the enterprise through the use of infrastructure and market innovations, which ensures the quality and safety of infrastructure services, increasing the value of both capital and competitive position, competence and motivation. and complete customer satisfaction; “Modernization potential” – a set of resources and means (opportunities) to activate them in the process of modernization with subsequent innovative renewal of assets, technical support, service technologies and management systems of the enterprise, which in the synergy of influences forms the effectiveness of economic development; “Modernization imperatives” – are conceptual economic and normative bases of regulation of dynamism and efficiency of innovative adaptation and intellectualization through management of modernization potential and tools of modernization conversion of intelligence as an element of economic capital, in technology of management of investment-innovative processes and technicalinfrastructural renewal; “Innovation-cognitive paradigm” – worldview and values that form the methodological principles of modernization of enterprises in terms of accelerating innovation development and changing strategic guidelines for economic activity to ensure innovation, integration, strategic, intellectualization, commercialization and resource efficiency of modernization potential. Based on the study of the genesis of the modernization theory, six sub-stages in the innovation-technological stage of research have been identified, which allowed a comprehensive analysis of changes in approaches and concepts of modernization process management in enterprises. The author's classification features in determining the species diversity of modernization of enterprises, which include objectivity, nature and direction of influence. Conceptual interpretations of the modernization’ imperatives of economic research are singled out, which allowed establishing their place and role in development processes at the enterprises of the infrastructural sphere. Author's concepts of formation of modernization imperatives are revealed, which reveal innovative, spatial and integration principles of enterprise development in the process of “modernization changes” – “systemic shifts” – “reformation transformations” – “innovative development” – “modernization”. The priority of the strategic concept of modernization of enterprises in the infrastructure sphere is emphasized, which is provoked by the need to form basic imperatives: resource efficiency, intellectualization and institutionality. Motivators and catalysts of enterprises’ modernization, which is determined by innovative development, are singled out. The role and influence of innovative development on the transformation of enterprise assets in the process of “resource supply” – “intellectualization” – “capitalization” – “modernization potential” – “modernization”, which provides the conversion of intelligence into innovative technologies and is implemented with available investment and innovation support, sufficient level of accumulated modernization potential and institutional assistance. Methodological bases of application of innovative-cognitive paradigm in management of processes of modernization of the enterprises by formalization of a hypothesis and axiom, determinants, theoretical and methodical, practical basis of maintenance of efficiency of modernization in the conditions of innovativedigitalized economy and change of paradigmatic values of a modern society are substantiated. Axiomatic statement in the methodological basis of the study we believe that the conceptual principles of modernization of enterprises in the infrastructure sector, based on the laws and principles of innovation-cognitive paradigm of enterprise development, purposefully affect the effectiveness of modernization potential and intellectualization development. Based on the study of modernization patterns and factors, the classification of the infrastructure enterprises modernization principles innovation-forming (based on the formalization of specific principles) and cognitive are distinguished. Cognitive principles of modernization are grouped into motivational, corporate, holistic, knowledge-competence and socio-cultural blocks. This allows for a deeper structuring of the priorities of modernization of individual enterprises in the infrastructure sector. The factors of integration influence of modernization on competitiveness of enterprises in the context of resource supply and resource efficiency are investigated, which is formalized by the author in the model of factor analysis of influence of modernization on competitiveness on parameters of speed, stability and space of modernization (model 3S). It is established that the modernization process at the enterprise is due to the available modernization potential. The level of realization efficiency of modernization potential and its resource intensity determine the effectiveness of enterprise development. The author substantiates the tools for assessing and grading the level of the profile of realization of modernization potential at the enterprises of the infrastructure sphere. It is proposed to visualize the spatial transformation of the modernization potential with the help of the spiral vector modeling model (“SVMM” model). The proposed approach by adapting the mathematical tools of the analysis allowed studying the sectoral nature of the modernization planes, the duration of the stages and the objectivity of the impacts, as well as the parameters of resource consumption, priority and effectiveness of the modernization process. The orientation and angle of the vector from the axis in the model “SVMM” allows you to analyze the level of realization of modernization potential, which reflects the development of modernization technologies of intellectualization and digitalization, innovation and defines strategic guidelines. A methodical approach to assessing the effectiveness of modernization of enterprises by comparing the cost indicators of capitalized results with the adjusted cost of implementation of components of modernization potential of modernization, which, in contrast to existing, allows to analyze the sectoral implementation of components characteristics of modernization changes: innovation, intellectualization, digitalization, integration, quality enhancement, safety of infrastructure enterprises. The mechanism of modernization process management which includes subsystems of maintenance of strategicity, innovation, competence is offered. The economic and organizational mechanism is built using the provisions of the innovation-cognitive paradigm and strategic development management, based on staff intellectualization, digitalization of processes, and activation of modernization potential and aimed at ensuring the competitiveness and innovation of infrastructure enterprises. The mechanism of enterprise modernization management includes the characteristics of subject-object relations and provides general resource-spatial integrity, takes into account financial, investment, personnel and intellectually digitized aspects of the functioning of infrastructure enterprises in an innovative economy. The mechanism of activation of modernization potential of infrastructure enterprises on the basis of the concept of strategic management is formed that, as a result of carrying out the strategic analysis on author's models, provides performance of vector directions of realization of a strategic set, program functions and results. A system of exclusive functional strategies and a methodical approach to the choice of strategic priorities of enterprise modernization on the basis of parametric analysis and optimization of preferences in the implementation of investment and innovation strategies (“PIIIS” model) are proposed. A methodical approach to designing a strategic choice of directions for activating the reserves of modernization potential (model “ARMP”), based on the construction of a criterion hierarchy of modernization changes, improves the design of security, digital, innovative and energy saving strategies and development programs. This will justify the forms, sources, methods of resource provision and priorities for activating the modernization potential. The system of socio-economic imperatives of modernization of infrastructure enterprises is substantiated, which is built on the levels of their formation and acceptability: the first level – unconditional and basic imperatives – includes imperatives of resource efficiency, security and intellectualization; the second – developmental – contains the imperatives of institutionality, integration, competitiveness; the third level – the resultant – includes the imperatives of innovation, strategy and corporatization. The system formation of modernization imperatives of the enterprise goes through a number of stages: from the study of patterns of functioning and demands of the environment to monitoring the implementation of strategic goals. It is established that the main motivators for the implementation of European experience in regulating the modernization of infrastructure enterprises are the development of trans-European corridors, examples of institutional regulation and motivation, joint infrastructure projects. A methodical approach to determining the direction and multitasking of the regulation of socially-oriented reforms, integration of transport and logistics functions of business with state institutions and practices of strategic planning of innovative development of the infrastructure economy is proposed. In order to design the processes of formation and implementation of modernization imperatives, an economic-mathematical model for determining the vector of modernization in the spiral space of development of modernization potential has been developed. It is substantiated that the basic design indicators are the efficiency of modernization (height of the modernization vector of the enterprise on the spiral), the profile of the modernization potential (plane and radius of the spiral) and the sector of realization of the modernization potential (degree of the spiral angle from the ordinate axis). Applying the method of additive convolution in the formation of alternative planes in the space of spiral development, the variable points of change of the position of the modernization vector were determined, which allows to determine the probable cost of activation of modernization potential, scenarios and acceptability of modernization strategies

Today, mainframes contain a considerable portion of business applications worldwide. It is estimated that the current inventory of production COBOL running on mainframes is 150 to 200 billion lines of code. Despite the efforts to change within the mainframe environment, these mainframes, nowadays, face major problems for host organizations due to a combined set of financial, business related, technical and organizational problems. Moreover, the factors like diminishing resources (COBOL programmers), lack of documentation, inability to integrate with other systems, increasing maintenance costs, etc. have caused the organizations search for migration solutions. To overcome this problem within the context of modernization, over the years several main migration approaches that ranges from simple screen scraping methods to complete re-write of applications or re-hosting of platforms have been developed. To contribute to the solution of this overall problem, this thesis proposes a methodology framework specifically for the COBOL/CICS based mainframes. The research studies in this topic within this field are mainly focused on the technical aspects whereas our concentration is covering not only that but the other essential aspects of the problem domain. These are organizational view, project management view and process view. Within the thesis study, a special interest is given to the modernization strategy selection among migration, rewrite, packaged and do-nothing alternatives. Experimental results are also provided within the thesis to prove the usability of the approach for this selection.

Para isso é feita uma contextualização do município de Campos dos Goytacazes, no Estado do Rio de Janeiro, afim de demonstrar como algumas políticas energéticas nacionais afetaram diretamente a economia local, mudando a realidade regional e acarretando reflexos decorrentes das atividades implantadas por essas políticas. Foram utilizados os conceitos de modernização conservadora e de clientelismo para mostrar como os mesmos se aplicam de forma clara no contexto de Campos dos Goytacazes, decorrendo em parte da política energética de exploração do petróleo na região. Por fim, procura-se demonstrar como o processo da modernização conservadora continua operando de modo clientelista no município de Campos dos Goytacazes (RJ).<br>This study intends to contribute to the understanding of the role of political local players as drivers of energy policies in Campos dos Goytacazes (RJ), from a standard conservative modernization, with a patronage logic. For this, a contextualization of the city of Campos dos Goytacazes, in the state of Rio de Janeiro, was done to show how some national energy policies directly affected the local economy, changing the regional reality and led to reflections arising from the activities implemented by these policies. The concepts of conservative modernization and patronage were used to show how them apply clearly in Campos dos Goytacazes context but depends in part on the energy of the oil exploration policy in the region. Finally, it seeks to demonstrate how the process of conservative modernization continues operating with a patronage logic in the municipality of Campos dos Goytacazes (RJ).

At present, the scope of project management covers a significant number of situational and sequential activiities. This necessitates a series of specific project manager competencies in order to implement projects successfully in terms of cost, schedule and performance. Several studies have been made in this field, resulting in various outcomes. Among them Dr. Owen Gadeken's research, published in 1997 in the Army RandD magazine, summarizes the competencies of outstanding program managers based upon preceding studies analyzing successful defence program managers. The present report uses the case of the Land Reserve Modernization Program (LRMP) at Meaford, Ontario, Canada, in order to explore the competencies identified in the aforementioned research. The LRMP was a large infrastructure program consisting of four projects, the first of which was the implementation of a militia training support center at Meaford. This report analyzes the LRMP project in terms of the program manager's comptencies and explores them by highlighting the events that necessitated those comptencies." -- p. v.

Strategies and support programs to administrative modernization have been carried out in order to contribute to the development of a modern, efficient and qualified public administration. Given to this logic of action, the present project work, in the scope of the Master’s Degree in Management and Public Policy, intends to, upon an implementation proposal of a documental management system and workflow, contribute to the continuous improvement of the development process of the documental models, seeking significant improvement of the performance and quality of the provided services by the Directorate-General for Justice Policy (DGPJ).

This diploma work is focused on evaluation of opportunities to improvement and modernization of production process of castings in company ŽĎAS a.s. As base are in theoretical part informations about business process management and change management (Deming's improvement cycle, theory of constraints, reengeneering, concept of quality management). Practical part analyses concrete opportunity to modernization of molding section and compares it with technology which is now used.

У процесі апробації системи виникла проблема з керуванням двигунами постійного струму, що призводило до незадовільної точності переміщення зразка та встановлення необхідного положення мікрогвинта. Під час аналізу проблеми було вирішено застосувати метод широтно-імпульсної модуляції для підвищення точності позиціонування та плавності переміщення рухомих елементів автоматизованого стенду.

This paper documents the process of design and adoption of the «National Policy on Modernization of Public Management» between 2011 and 2013. In order to achieve this objective, it will identify the political, institutional and economic constrains and it will analyse the importance of various actor which policymaker had to engage for political legitimacy and formal approval.  This analysis fins that the implementation of a communication strategy produced the political consensus necessary for political approval.<br>El presente artículo documenta el proceso de diseño y aprobación de la Política Nacional de Modernización de la Gestión Pública entre los años 2011 y 2013. Para ello identifica las restricciones del contexto político, institucional y económico, así como la importancia de los diversos actores que tuvo que involucrar para su legitimación y aprobación. El propósito central del presente artículo es comprender de qué manera la implementación de una estrategia comunicacional facilitó el consenso político para la aprobación de la propuesta de política.

This master’s thesis solving the issue of planning and management of Kaplan turbine modernization project. The first chapter deals with the basic definition of project management concepts, methods, techniques and tools used in project planning and management. This information forms theoretical basis for the following two chapters, which represent the company in which the turbine modernization project itself will be implemented in the future. The second chapter contains analyzes of external and internal environment of the company and the project. On their basis the third chapter creates a specific proposal for project solution. Results and conclusions of the master’s thesis will allow a better and more detailed understanding of Kaplan turbine modernization implementation project and all associated critical points or potential risks. The work can be beneficial not only for project managers, but also for company management, investors, other companies in the field of engineering and wide audience.

A transformação da Administração Pública carece de instrumentos capazes de garantir a máxima eficácia de processos e resultados, proporcionando uma melhoria significativa nos serviços prestados aos cidadãos. Neste sentido, a gestão estratégica é hoje uma temática em crescimento assente na formulação, implementação e controlo da estratégia organizacional. Desenvolvida principalmente no sector privado, a gestão estratégica começa agora a provar que pode ser transportada para a esfera do público, dando continuidade aos múltiplos êxitos já alcançados. O Balanced Scorecard (BSC) apresenta-se neste contexto como um dos modelos principais para a concretização da melhoria da performance dos organismos públicos, a par da avaliação de desempenho e da certificação da qualidade. O estudo comparado de casos permitir-nos-á compreender, concretamente, que instrumentos da gestão estratégica são aplicados em organizações públicas. Deste modo, analisaremos os processos de implementação destes instrumentos e que benefícios e constrangimentos imputam às organizações, tendo em conta a revisão bibliográfica desenvolvida; ABSTRACT: The Public Administration transformation is showing a lack of instruments which enable to ensure maximum efficiency on processes and resources that would generate a significant improvement on provided services towards citizens. In that sense, strategic management is nowadays a growing topic based on creating, implementing and controlling organizational strategy. Mainly developed in the private sector, the strategic management is demonstrating that can be transposed to the public sphere, becoming the continuity of several already achieved success stories. The Balanced Scorecard (BSC) appears in this context as one of the main models to achieve the performance improvement of public entities, in parallel to performance appraisal and quality certification. The compared case study will permit to understand which instruments of strategic management are applied to public entities. It will be analyzed the implementation processes of those instruments and benefits and limitations that they incite on organizations, by taking in consideration the literature review.

The Modernization Program, including acquisition processes for new systems, is a new experience to the AFP. Apparently, the organization intends to optimize the acquisition process for new systems by ensuring an effective and accountable organization structure that would sustain AFP modernization efforts and capabilities. Presently, PMs and PMTs in the structure are temporary and have no concrete role delineation in the acquisition process. Their function and responsibilities are limited to AFP Major Service requirement generation process only. Likewise, this research will introduce the US DoD acquisition system and illustrate DoD PMs and IPTs role and functions in the defense programs. The paper will show the importance of the PM and IPTs to the overall life cycle of any system. By comparative analysis, the research will reveal limitations in the AFP approach. O setor portuário está diretamente ligado a grandes acidentes ambientais, principalmente de episódios de derramamento de óleo e outras substâncias potencialmente perigosas. Além disso, também é importante considerar os impactos inerentes às operações cotidianas, tais como aqueles relacionados à sua infraestrutura e operações diárias, que muitas vezes não são contabilizadas enquanto impacto ambiental. Somado a estas fragilidades faltam também estudos com relação a este tema e a maioria dos portos brasileiros não está licenciada. Considerando essa problemática, e usando como estudo de caso o Porto do Rio Grande (RS), objetiva-se analisar a situação de gestão ambiental neste sítio portuário, tendo como pano de fundo o contexto local e as políticas públicas ambientais nacionais. O objetivo maior, respaldado por esta análise político-institucional, foi o de gerar diretrizes norteadoras que deem embasamento a um sistema de gestão ambiental portuária, através da proposição da síntese de um Plano de Gestão Ambiental Portuária. As diretrizes para o Plano foram elaboradas com respaldo nas etapas de estabelecimento e consolidação de um Programa de Gerenciamento Costeiro Integrado, com base no contexto local do Porto de Rio Grande (RS), mas com possível replicabilidade. Em última instância, estas sugestões de procedimentos que permitirão tornar os processos de gestão ambiental mais eficientes, o que permitirá a aplicação em outros portos brasileiros, bem como motivar melhorias nos processos da gestão costeira municipal.<br>Currently environmental issues have not been adequately incorporated into the activities in the port sector and the existing environmental management initiatives in some Brazilian ports are very fragmented. Within these weaknesses also lacks studies regarding this issue and most Brazilian ports is not licensed. The port sector is directly linked to major environmental accidents, but in addition, there are also impacts related to its infrastructure and port operations daily that often are not counted as environmental impact. Considering this problem, this paper seeks to understand a situation management linked to environmental licensing, permeated by the environmental public policies, as well as the weaknesses and strengths of these processes. Using as a case study of the Port of Rio Grande (RS), aims to analyze the situation of environmental management port on this site, with the backdrop of national environmental public policy and local context. The ultimate goal, this analysis supported by political and institutional, is to generate guidelines that provide a base for an environmental management system efficient port that will allow the application to other Brazilian ports, by proposing a synthesis of Port Environmental Management Plan . Guidelines for the Plan will be developed to support the stages of establishment and consolidation of an Integrated Coastal Management Program, based in the local context of the port of Rio Grande (RS), but with possible replication to other ports. Ultimately, these suggested procedures will encourage improvements in the processes of municipal coastal management.

Sous l’effet des réformes successives auxquelles il a été affronté, le secteur public marocain a connu plusieurs changements stratégiques et organisationnels au cours des vingt dernières années. Ces réformes, aussi ambitieuses qu’elles soient, n’ont pu atteindre leurs objectifs sans une participation active des acteurs civils. La place qu’occupe les cadres intermédiaires dans l’implantation des changements imposés à ce secteur est primordiale, la mise en oeuvre desréformes publiques nécessite de leur part un double rôle d’experts et de managers que seule une GRH performante peut garantir. Cette thèse se propose d’analyser la participation des cadres intermédiaires à la mise en oeuvre des réformes publiques sous l’angle du rôle de la GRH publique sur le cas du Plan Maroc Vert comme terrain d’étude. Thus, it was aimed to analyze the repercussions that the project of "Modernization" of the 2002 INSS management brought to the work processes and recognition of social rights in the Institution with a view to providing the subsidies for future studies and reform actions of the current model. The research was guided by the method of historical and dialectical materialist investigation and exposition because it understood that it allows to unveil the real in its most diverse contradictions. Based on the use of the mixed approach, to analyze the information collected and from the bibliographic review and documentary analysis, the content analysis technique was used (BARDIN, 2009), organized around three stages: pre-analysis, The exploitation of the material and the treatment of results. Thus, the results show that until its institutionalization, politics was managed exclusively by its workers and constituted the first forms of class organization in Brazil. With the later co-participation of the State and the gradual minimization of workers' participation in the management of Brazilian social security, managerial problems intensified, taking this social policy to the abyss of bureaucracy that is still up to date. Since the 1920s, dozens of initiatives have been the conservative modernization of the social security system, but all of them are very similar in their superficiality to the emergency solutions found for such structural problems. Therefore, it is concluded that it is still possible to advance in effective management reforms in the INSS, as in the points referring to the greater participation of the users of the policy in the social control and planning of the same, reversing the jump in the number of complaints accumulated in the Ombudsman's Office that is Revealing the tensions in the user x INSS relation; In the rationalization of the occupation of management positions; And the (re) structuring of the Social Security Career. This diploma thesis deals with the proposal of a business management strategy in the company. The thesis consists of a description of HORPO´s business, an analysis of the current state of the retail unit, evaluation of the theoretical bases related to retail activities, and in the last part proposals of concrete solutions including the conditions of implementation and benefits of these proposals.

Comment un parti de gouvernement, comme l’UMP, qui se revendique comme moderne, professionnalisé et désidéologisé, parvient-il à mobiliser à grande échelle ? Au croisement d’une sociologie des partis et des mobilisations politiques, cette thèse est dédiée à l’étude de la genèse et des effets de la campagne de recrutement menée par la direction sarkozyste de l’UMP de 2004 à 2008, qui a fait usage d’une rhétorique modernisatrice et de pratiques managériales. Elle montre que la « modernisation managériale », en tant qu’idéologie institutionnelle, a constitué un ressort essentiel de cette mobilisation. Ce résultat ne peut se comprendre indépendamment de la sociographie des « nouveaux adhérents », qui, comparés aux membres de formations fondatrices de l’UMP appartiennent davantage aux milieux entrepreneuriaux. L’engagement de ces nouveaux entrants à l’identité et aux attentes distinctes a suscité une résistance infrapolitique de la part des anciens et a eu des effets paradoxaux sur l’institution (conflictualisation des relations internes, réactivation des identités gaullistes et libérales et idéologisation des membres). Au niveau théorique, ce travail plaide pour l’usage d’une approche culturelle des institutions partisanes qui apparaît paradoxalement la plus à même de rendre compte des logiques qui conduisent certains partis de gouvernement à apparaître de plus en plus comme des entreprises rationnelles<br>How does a party of government, such as the UMP, which defines itself as modern, professionalized and without ideology, achieve to mobilize widely? At the intersection of a sociology of parties and political mobilization, this study is dedicated to the analysis of the genesis and the effects of the campaign of recruitment which was introduced by Sarkozy’s direction at the UMP from 2004 to 2008 and used a rhetoric of modernity and managerial tools. It shows that the “managerial modernization”, as an institutional ideology, was an essential condition for this mobilization. This result cannot be understood independently to a sociography of the “new” members, who, compared to the members of the former right parties, belong to entrepreneurial groups. The commitment of these new members, whose identity and expectation differ from the members of former parties, caused an infrapolitical resistance of these ones and had paradoxical effects on the institution (an increase of internal tensions, a reactivation of the gaullist and liberal identity and a renewal of member’s ideology). At a theoretical level, this study pleads for a cultural approach of partisan institutions which is paradoxically able to explain the logics that lead parties of government to appear as rational enterprises. Голод. - Чернігів, 2017. - 475 с.<br>Дисертацію присвячено розробці та обґрунтуванню теоретико-методологічних засад модернізації регіональних туристичних систем в умовах змін інституціонального середовища та реалізації євроінтеграційного вибору України. Актуальність дослідження зумовлена тим, що, з одного боку, розвиток національної економіки спирається на просторовий, ресурсний, виробничий і споживчий потенціали конкретних територій, а з іншого – за сприятливих умов і адекватних важелів державної підтримки саме територіальні громади спроможні внести суттєвий внесок у нарощування потенціалу та модернізацію просторової економіки та національного господарського комплексу в цілому. Сучасний етап функціонування економічних систем різних рівнів характеризується пороговими значеннями нестабільності. Загрози і виклики сучасності негативно позначались і на функціонуванні сфери туризму, яка, з одного боку, є однією із найбільш перспективних та високоліквідних напрямів економічної діяльності, а з іншого – надзвичайно чутливою до дії деструктивних чинників різного походження. Природа туризму, як соціального явища зумовлює його тісні взаємозв’язки із процесами, що проходять у межах регіональних спільнот та в окремих дестинацій. Поширення міжнародного тероризму, нелегальної міграції, зростання захворюваності на соціально небезпечні хвороби, загальне погіршення екологічної ситуації, не дивлячись на інтенсифікацією туристичних потоків, призводять до суттєвого зростання їх негативного впливу на туристичну діяльність, що має різну ступінь прояву на просторовому рівні. Викладені положення зумовили вибір мети дисертаційного дослідження: обґрунтування теоретико-методологічних засад та практичних рекомендацій щодо модернізації регіональних туристичних систем на сучасному етапі державотворення в Україні. Досягнення поставленої мети зумовило необхідність вирішення низки завдань: - узагальнити теоретичні підходи щодо сутності модернізаційної парадигми та окреслити особливості її прояву в розвитку туристичних систем регіонів України; - дослідити економічну сутність туристичних систем у складі регіональної економіки та розробити методологічні підходи до оцінки їх стану в контексті сталого розвитку; - розробити методологічні підходи до оцінки стану регіональних туристичних систем на засадах сталого розвитку; - проаналізувати сучасні соціальні, інформаційні, екологічні та інші компоненти регіональних туристичних систем та тенденції їх розвитку у трансформаційний період; - визначити вплив рівня економічної безпеки та деструктивних чинників на розвиток туристичних систем; - окреслити шляхи удосконалення інституціонального середовища у сфері розвитку туризму в умовах децентралізації владних повноважень; - класифікувати передумови та фактори безпечного функціонування та розвитку регіональних туристичних систем; - детермінувати наукові підходи до аналізу проблем соціалізації економіки регіонів із позицій пріоритетності розвитку туризму; - сформулювати методичні підходи до кластерної моделі розвитку регіональних туристичних систем та її інноваційного ядра як опорного каркаса просторових систем у сфері послуг; - охарактеризувати стан туристичної інфраструктури у складі територіальних суспільних систем та її вплив на модернізаційні процеси через інноваційні домінанти; - ідентифікувати наявність точок прискореної капіталізації туристичного потенціалу регіональних суспільних систем та аргументувати підходи до їх використання з урахуванням характерних просторових особливостей. У дисертації вперше запропоновано стратегічні напрями мінімізації ризиків стабільного функціонування регіональних туристичних систем, які дають змогу не лише удосконалити організаційно-економічні механізми регулювання регіональних ринків туристичних послуг, а й гарантувати збалансований розвиток просторової суспільної системи загалом. Обґрунтовано концептуальні підходи до модернізації регіональних туристичних систем на засадах сталості, які передбачають необхідність конвергенції інфраструктурного простору, формування інноваційного ядра, мінімізацію прояву деструктивних чинників та збалансування інтересів територіальних громад, регіонів та держави в цілому. Запропоновано критеріальний підхід до оцінки модернізаційного стану регіональних туристичних систем в сучасних умовах з урахуванням посилення впливу органів місцевого самоврядування на ефективність використання наявного потенціалу на регіональному рівні. У дисертації удосконалено параметричні характеристики регіональних туристичних систем, які, на відміну від існуючих, базуються на комплексному підході і дають змогу всебічно розглядати просторову структуру туристичного комплексу на мікро-, мезо- і макрорівнях. Розроблено методичні підходи до оцінювання рівня економічної безпеки регіону, які, на відміну від наявних, дають змогу здійснити типізацію регіональних туристичних систем України за передумовами їх модернізації і провести диференціацію програмних цілей у межах стратегічного планування. Сформовано структурно-логічну схему державного регулювання розвитку туризму в регіонах України, котра, у порівнянні з діючою практикою, враховує необхідність реалізації модернізаційної парадигми та базується на удосконаленому інструментарії, котрий дозволяє підвищити обґрунтованість стратегій розвитку регіональної економіки. У дисертаційному дослідженні розвинено наукові підходи до структуризації регіональних суспільних систем, у межах яких виокремлено інституціональні, природно-географічні, культурно-історичні та соціально-економічні передумови, що впливають на відтворення продуктивних сил та функціонування сучасних регіональних туристичних комплексів. Удосконалено прикладні аспекти оцінки рівня соціалізації економіки регіонів та його впливу на активізацію функціонування туристичної системи, з урахуванням необхідності посилення впливу територіальних громад на процеси активізації за діяння людського потенціалу на усіх таксономічних рівнях. Проаналізовано параметричні характеристики розвитку окремих сфер економічної діяльності, які формують інфраструктурну, інформаційну та організаційну компоненти функціонування регіональної туристичної системи, зокрема туроператорську та турагентську діяльність, стан оздоровчих, культурно-історичних закладів та ресторанного господарства, що дало змогу виокремити перспективі напрями їх модернізаційних змін. Виокремлено класифікаційні ознаки туристичного потенціалу міських агломерацій та сільських і природоохоронних територій, що дало змогу розглядати туристичну кластеризацію як механізм просторової модернізації туристичних систем. Практична цінність результатів дослідження полягає в тому, що розроблені автором теоретичні положення, методологічні підходи та практичні рекомендації до модернізації регіональних туристичних систем можуть бути використані у процесі формування та реалізації державної регіональної політики з урахування курсу України на децентралізацію владних повноважень, в аналітичній роботі місцевих органів виконавчої влади, в управлінській практиці органів місцевого самоврядування, у діяльності господарюючих суб’єктів туристичної сфери та у навчальному процесі вищих навчальних закладів.<br>The dissertation is devoted to the development and substantiation of theoretical and methodological principles of modernization of regional tourism systems in conditions of changes in the institutional environment and implementation of the European integration option of Ukraine. The urgency of the study is due to the fact that, on the one hand, the development of the national economy is based on the spatial, resource, production and consumer potential of specific territories, and on the other hand, under favorable conditions and adequate levers of state support, it is the territorial communities that are able to make a significant contribution to capacity building and modernization of the spatial economy and the national economic complex. The present stage of the functioning of economic systems of various levels is characterized by the threshold values of instability. The threats and challenges of our time have negatively affected the functioning of the tourism sector, which, on the one hand, is one of the most promising and highly liquid economic activities, and on the other hand, it is extremely sensitive to the actions of destructive factors of different origins. The nature of tourism, as a social phenomenon, predetermines its close relationship with the processes that take place within the regional communities and in individual destinations. The spread of international terrorism, illegal migration, the increase in the incidence of socially dangerous diseases, the general deterioration of the ecological situation, despite the intensification of tourist flows, lead to a significant increase in their negative impact on tourism activity, which has a different degree of manifestation at the spatial level. The above-mentioned provisions determined the choice of the purpose of the dissertation research: the substantiation of theoretical and methodological principles and practical recommendations for the modernization of regional tourism systems at the present stage of state-building in Ukraine. Achievement of the set purpose has necessitated the solution of a number of tasks: - generalize theoretical approaches to the essence of the modernization paradigm and outline the peculiarities of its manifestation in the development of tourist systems of the regions of Ukraine; - to study the economic essence of tourism systems within the regional economy and to develop methodological approaches to assess their state in the context of sustainable development; - develop methodological approaches to the assessment of the status of regional tourism systems on the basis of sustainable development; - to analyze modern social, informational, ecological and other components of regional tourism systems and their tendencies in the transformation period; - to determine the impact of the level of economic security and destructive factors on the development of tourism systems; - outline the ways of improving the institutional environment in the field of tourism development in the conditions of decentralization of authority; - to classify preconditions and factors of safe operation and development of regional tourism systems; - to determine scientific approaches to the analysis of the problems of socialization of the region's economy from the point of view of the priority of tourism development; - to formulate methodological approaches to the cluster model of regional tourism systems development and its innovation core as the supporting framework of spatial systems in the service sector; - characterize the status of the tourist infrastructure in the territorial social systems and its impact on modernization processes through innovative domains; - to identify the presence of points of accelerated capitalization of the tourist potential of regional social systems and to argue the approaches to their use, taking into account the characteristic spatial characteristics. In the dissertation the strategic directions of minimization of risks of stable operation of regional tourism systems are offered for the first time, which enable to improve not only organizational and economic mechanisms of regulation of regional markets of tourist services, but also guarantee balanced development of the spatial social system in general. The conceptual approaches to modernization of regional tourist systems on the basis of sustainability are grounded, which presuppose the necessity of convergence of infrastructure space, formation of an innovative core, minimization of manifestation of destructive factors and balancing of interests of territorial communities, regions and the state as a whole. A criterial approach to assessing the modernization status of regional tourism systems in the present conditions is proposed, taking into account the strengthening of the influence of local self-government bodies on the efficiency of the use of existing potential at the regional level. The dissertation has improved the parametric characteristics of regional tourist systems, which, unlike existing ones, are based on the integrated approach and allow us to comprehensively consider the spatial structure of the tourist complex at the micro, meso- and macro levels. The methodical approaches to assessing the level of economic security of the region are developed, which, unlike the existing ones, allow the typing of regional tourism systems of Ukraine under the preconditions of their modernization and differentiation of program goals within the framework of strategic planning. A structural and logical scheme of state regulation of tourism development in the regions of Ukraine has been formed, which, in comparison with the current practice, takes into account the necessity of implementing the modernization paradigm and is based on improved tools, which allows to increase the validity of strategies for the development of the regional economy. In the dissertation research, scientific approaches to the structuring of regional social systems are developed, within which the institutional, natural-geographical, cultural-historical and socio-economic preconditions that influence the reproduction of productive forces and the functioning of modern regional tourist complexes are distinguished. The applied aspects of assessing the level of socialization of the region's economy and its impact on the activation of the functioning of the tourism system have been improved, taking into account the need to strengthen the influence of territorial communities on the processes of activation for human potential at all taxonomic levels. Parametric characteristics of the development of separate spheres of economic activity, which form the infrastructure, information and organizational components of the functioning of the regional tourism system, in particular, tour operator and travel agency activity, the state of health, cultural and historical establishments and restaurant economy, have been analyzed, which has made it possible to distinguish the directions of their modernization changes. The classification signs of the tourist potential of urban agglomerations and rural and nature protection territories are singled out, which allowed to consider tourist clusterization as a mechanism of spatial modernization. The practical value of the research results is that the author's theoretical positions, methodological approaches and practical recommendations for the modernization of regional tourism systems can be used in the process of formation and implementation of the state regional policy, taking into account the course of Ukraine on the decentralization of power, in the analytical work of local executive bodies authorities, in the management practice of local self-government, in the activities of business entities in the tourism sector and in the educational process of higher educational institutions.

В роботі були розглянуті моделі управління запасами для машинобудівних підприємств, побудовані на основі концепції ERP. Зростання конкуренції та модернізація систем у всьому світі змушує удосконалення своїх економічних структур. Витрати, пов’язані з запасами, є однією з основних складових собівартості продукції (наприклад, частка витрат на запаси в собівартості продукції машинобудування доходить до 60%), тому процеси управління запасами є важливою складовою частиною системи управління підприємством.

Dissertação de Mestrado em MPA – Administração Pública<br>Neste trabalho de projeto faz-se uma análise à implementação do «Licenciamento Zero das atividades económicas - LZ» à escala dos Municípios, utilizando a organização «Município de Óbidos» como objeto do estudo. A escolha justifica-se face à inexistência de orientações tratadas à escala dos Municípios para a implementação do programa, que apresenta uma novidade na forma de pensar e de agir da administração e do cidadão, tornando-se a sua implementação um desafio para ambos. Deste modo os Municípios debatem-se com um problema principal, um conjunto de obstáculos à implementação da iniciativa do «Licenciamento Zero das atividades económicas - LZ» face à sua realidade. Confrontando-se a Administração com questões de eficiência, surge a necessidade de abordar as iniciativas de modernização de maior complexidade com abordagens formais à gestão de projetos, possuindo como base o enquadramento deste projeto nas orientações atuais da ciência da administração. Deste confronto, procura-se que surja uma lista de melhorias à abordagem de processos, que partiu do princípio que norteia a minha pesquisa, e que se traduz nas seguintes perguntas de partida: Como é que o projeto de implementação da medida «Licenciamento Zero das atividades económicas - LZ» está a decorrer, à luz dos Modelos da Ciência da Administração e da Gestão de Projeto? Como se poderá melhorar a abordagem em vigor de forma a diminuir os obstáculos que se colocam aos munícipes?<br>In the planned work the implementation of the « Zero Licencing Economic Activities– ZL » to the scale of the municipalities is analyzed , using the Town Hall of Óbidos as the study's object. The choice is justified by the lack of analyzed municipal-wide guidelines for the implementation of the program, which represents a novelty in the form of thinking and acting by both the Administration and the Citizen, its implementation thus becoming a challenge for the two. Municipalities struggle with a main problem - a set of obstacles to the implementation of the initiative of the « Zero Licencing Economic Activities– ZL » concerning its reality. Following the Administration efficiency questions, the need arises to address modernization initiatives of greater complexity with formal approaches to project management, having as a basis the framing of this project in the current guidelines of the Science of Administration. From this confrontation, which was the guideline of my research, a list of improved procedures to manage the processes shall result, which can be translated on the following starting questions: What are the « Zero Licencing Economic Activities– ZL» project implementing results following the Science of Admininstration and Project Management implemented models procedures? How can we improve the existing approach in order to reduce the obstacles that citizens face?

Thesis (MBA)--Stellenbosch University, 2012.<br>If one compares governments to the corporate world across the globe, it often plays second fiddle when it comes to strategy; new ideas, adopting of new management styles & processes and lastly, change, for this reason, the Provincial Government of the Western Cape recently undertook a journey that would shed it from these stereotypical behaviours. The journey was Christened „The Modernisation Programme‟ and was launched in 2009; one of its brainchildren named „Project Management Approach‟ was created as the bastion against inefficiencies and ineffective service delivery. A case in point is the unfinished Eastern Boulevard freeway in the city centre of Cape Town; the project was scrapped in the seventies, as the need for it was not justified by the traffic demand at the time in relation to its astronomical cost - a clear indication of poor project planning and management. This study was therefore undertook to examine whether the Project Management Approach (PMA) as part of the holistic Modernisation Programme was successfully implemented and if it yielded the expected results and attitude change in the project management environment in the Department of Transport and Public Works, which is responsible for more than half of all Provincial Government‟s projects. The study examines the impact the Project Management Approach had on service delivery, project management IT infrastructure and as a strategic tool. The analysis showed that although the PMA was welcomed by top management and even has the Director General (DG) as its business champion. However, it fell by the way side two to three years later, this was mostly due to limited communication, which practically ceased two years later and a steering committee that was never fully established and supported by senior official. An outcome, which resulted in roughly half of the project leaders being partially aware of the PMA, a similar analysis also revealed that they were not even aware of it being a long-term strategy. The analysis based on stakeholder involvement was more positive and many of the client department‟s end users were satisfied with the degree of improved cooperation between departmental teams. Further analysis conducted on the client/end user‟s opinion resulted in positive responses but failed to fire up the researcher‟s enthusiasm, as it was hardly the response one would expect from clients, had international standards and best practices been present. “Project management can be defined as a way of developing structure in a complex project, where the independent variables of time, cost, resources and human behaviour come together.” (Rory Burke) “Operations keeps the lights on, strategy provides a light at the end of the tunnel, but project management is the train engine that moves the organization forward.” (Joy Gumz)

The purpose of this study was to understand the attitudes, perceptions and experiences of college women in modern India with regard to intimate partner violence, specifically dating violence. Surveys were collected from 489 undergraduate female participants. Only 99 participants (20%) were or had been in a dating relationship. The participants in this study self reported both perpetrating and receiving violence in these relationships. A significant positive relationship was found between dating violence perpetration and victimization and four risk factors: witnessing and experiencing abuse in one's family of origin, attitudes justifying wife beating, and problem behaviors associated with alcohol use. A significant negative relationship was found between anger management skills and the perpetration and victimization of violence in dating relationships. Finally, even though the rate of dating and alcohol use is low in India, the problem behaviors associated with these phenomena are very similar to those identified in the United States. Although much is known about domestic violence and wife assault in the Indian context, there is almost no information or effort in the direction of prevention and education in the realm of dating violence. While India is advancing technologically, creating new opportunities for its youth, there is no simultaneous effort being made to protect its youth from risks of urbanization and cultural shifts. The young adults of India today are joining the global economy. However, there is no system put in place to educate and nurture their social and cultural evolution. Findings from this study suggest that as the youth open themselves up to the culture of dating and premarital courtship, there needs to be a parallel effort made to educate and train them about healthy relationships.<br>Master of Science

Submitted thesis deals with planning of an implementation of a linear construction by using the contract conditions. The theoretical describes the topics of project management, engineering, procurement and traffic politics of Czech Republic. It also describes the history, status and development of the highway network. In the end there is introduced the modernized section of the D1 highway. The practical part deals with the application of the modified project Modernization solutions to the D1 highway - section 22 by introducing a shift operation during the construction. It solves the impact of shift work on phasing construction schedule, financial plan and compares the positive aspects of the solutions against the negative ones. In conclusion there is an evaluation effectiveness of the actual and modified variants of the construction.

Worse is to discuss the effectiveness of the role of the Fiscal Taxes, even mission is to provide the state of resources for the implementation and maintenance of policies necessary for society. Often to fulfill this function there isn’t the full support of politicians or the population. To offset this challenge, the motivation and certainty is that exist at Pernambuco State’s Department of Finance, real entrepreneurs with expertise and willingness to change some realities, no longer attuned to the challenges of modern times. Assuming that the introduction of Planning, through the creation of the Directorate of Planning and Control Fiscal Action in early 2002 in the organizational structure of the Tax Administration, resulted an improvement of the inspection activities results, this study presents an evaluation the qualitative behavior of the taxation comparing from 1998 until early 2002 and then by the year 2006. Realized that there weren’t gains in effectiveness of inspections, comproved by the values comparation between the period after the organizational change and the other before that, analysed by the Wilcoxon Test. At the same time, it became a clear need to review the laws, terms and working conditions with regard to tax collection, otherwise you can not recover share of tax withheld on time, because 84,9% of the processes didn’t have administrative defense and not were regularizated the rest. With regard to questionary managers, their answers indicate that the direction must be maintained, seeking continuous evolution and consistency of organizational strategic planning and constant improvement of the management model adopted in pursuit of results, with social sensitivity and professional respect for each member of the Board.<br>Não é tarefa fácil abordar um tema como o de tributos, principalmente em um país como o Brasil, com grandes e históricas dívidas sociais, que permanece com uma das cargas tributárias mais elevadas do Mundo e com uma qualidade na oferta de serviços públicos que, na maioria das vezes, deixa a desejar. Pior ainda é discutir a eficácia do papel do Auditor Fiscal, já que temos a missão de prover o Estado de recursos públicos para a implementação e manutenção de políticas necessárias para a sociedade. Nem sempre para cumprir esse papel conta-se com o apoio integral da classe política e da população. Para compensar tal desafio, a maior motivação e certeza é que há na Secretaria da Fazenda do Estado de Pernambuco verdadeiros empreendedores com capacidade técnica e vontade de mudar algumas realidades, já não tão sintonizadas com os desafios dos tempos modernos. Partindo da premissa que a introdução do Planejamento, por meio da criação da Diretoria de Planejamento e Controle da Ação Fiscal no início de 2002 na estrutura organizacional da Administração Tributária, resultou em um salto de qualidade no resultado da ação fiscal, esse estudo apresenta uma avaliação dos processos fiscais comparando-se a partir de 1998 até o início de 2002 e daí até o ano de 2006. Percebe-se que não houve incremento em relação à efetividade da ação fiscal, constatando-se correlação estatística entre os valores recuperados pelo Fisco quando comparados o período posterior à mudança organizacional com o anterior, verificado pelo Teste de Wilcoxon. Ao mesmo tempo, percebeu-se uma necessidade clara do Estado rever suas leis, prazos e condições de trabalho no que se refere à execução fiscal, sob pena de não conseguir reaver parcela de tributo sonegado em tempo hábil, já que 84,9% dos processos não tiveram suas defesas administrativas apresentadas ou saldos devedores regularizados. Na pesquisa dirigida aos gerentes da Diretoria de Planejamento, suas respostas indicam que o caminho precisa ser mantido, buscando contínua evolução e coerência do planejamento estratégico e permanente aperfeiçoamento do modelo de gestão adotado em busca de resultados, com sensibilidade social e respeito profissional a cada integrante do Órgão.

L’objet de cette recherche est d’observer l’impact des Technologies de l’Information et de la Communication (TIC) sur la Gestion des Ressources Humaines (GRH). Après une revue de la littérature, nous présenterons les résultats d’une étude empirique conduite au sein d’une organisation publique, la Mairie de Paris. L’objectif est de décrire des pratiques de « modernisation » de la GRH dans une organisation et d’analyser les changements induits.A travers cette étude de cas, nous envisageons de mettre en lumière les grandes lignes du processus d’appropriation des nouveaux outils technologiques, notamment Chronogestor (gestion du temps de travail) et HR Access (gestion administrative, paie, gestion des carrières) par les acteurs. Ce qui nous permettra, in fine, de ressortir le rôle et la place de la FRH à la Mairie de Paris. Pour cela, nous présenterons dans un premier temps le projet RH 21, puis les outils de gestion du temps de travail et leur impact organisationnel et managérial<br>The object of this research is to observe the impact of the information technology on the HRM. After a review of the academic literature, we present the results of an empirical research conducted at the city council of Paris. The view is to describe the “modernisation” of the HRM practices and to analyse the induced changes.Through this case study we plan to clarify the broad outline of the process of appropriation of the new technological tools, in particular Chronogestor (time’s management) and the HR Access (working time for administrative management and pays, the management of the careers). Дисертаційну роботу присвячено поглибленню теоретичних основ та методичних положень, наданню практичних рекомендацій щодо управління економічним розвитком енергогенеруючих підприємств в умовах економічної нестабільності. На основі аналізу наукових джерел проведено дослідження теоретичних засад та проблематики управління економічним розвитком, уточнено концептуальні положення та поглиблено понятійно-термінологічний апарат управління економічним розвитком підприємств. Здійснено діагностику стану економічного розвитку енергогенеруючих підприємств за функціональними зонами. Розроблено науково-методичний підхід до оцінювання якості управління економічним розвитком підприємств в умовах економічної нестабільності. Розроблено систему показників і запропоновано методичний інструментарій моніторингу результатів управління економічним розвитком енергогенеруючих підприємств. За результатами оцінювання якості управління економічним розвитком енергогенеруючих підприємств визначено важелі впливу на траєкторію управління. Розроблено науково-методичні положення щодо вибору форми економічного розвитку та відповідного їй інструментарію управління для енергогенеруючих підприємств. Сформовано механізм ситуаційного управління економічним розвитком енергогенеруючих підприємств та розроблено науково-практичні рекомендації визначення наслідків управління їх адаптивним розвитком на основі прогнозування.<br>The dissertation focuses on the development of theoretical positionsand methodological principles, providing practical recommendations for improving the management of economic development of energy generating enterprises in conditions of economic instability. Based on the analysis of scientific sources the research of the categorical apparatus and problems of management of economic development is carried out and the corresponding conceptual apparatus is deepened. The method of management of economic development of the enterprise on the basis of construction of its trajectory by situational transition between evolutionary and adaptive forms of development and a choice of effective tools of economic and administrative influence on functional zones is developed. Scientific approaches are analyzed and conceptual provisions of management of economic development of the enterprise which are based on adjustment of a current trajectory of management of economic development through application of the tools of economic and administrative influence chosen by the analysis of dynamics of indicators on functional zones of development are allowed. Scientifically substantiated methodological tools for evaluating the results of economic development management of energy generating enterprises and proposed a scientific and methodological approach to monitoring the results of economic development management of energy generating enterprises, which provides a step-by-step analytical procedure for determining the level of enterprise development. external environment. It allows you to choose between evolutionary and adaptive forms of development, to develop scenarios for optimal management in the final stages of monitoring. The state of energy generating enterprises is diagnosed by functional zones of economic development and it is revealed that the problem of economic development management is the lack of interconnection between functional zones, which causes intensification of negative changes in the enterprise. On the basis of calculations of dynamics of changes of average and chain absolute increments of indicators of activity on functional zones of economic development the system of indicators of an estimation of quality of management has been formed. Methodical provisions for assessing the quality of economic development management of energy generating enterprises in conditions of economic instability are proposed, which provide for evaluating the results of economic development management according to the system of financial, industrial, commercial, innovative, environmental indicators, their cluster analysis. The choice of levers influencing the adjustment of the management trajectory of economic development of energy generating enterprises is substantiated. The scientific and methodological principles for choosing the form of economic development and the corresponding management tools for energy generating enterprises have been developed and substantiated. They consist in the analysis of scenarios of management of economic development by means of simulation modeling that allows to choose between evolutionary and adaptive forms of economic development of the enterprise on the basis of forecasting of trends of economic indicators. The main advantage of this approach is the formation of various options for the behavior of the enterprise over time, depending on the available real and potential opportunities due to the stage and form of its development. This technique ensures the implementation of management decisions in conditions of high risk and uncertainty. The mechanism of situational management of economic development of energy generating enterprises is formed, which combines economic levers, methods and tools of situational adjustment of economic development management trajectory, is based on the principles of dynamism, adaptability, purposefulness, self-development, self-organization. Scientific and practical recommendations for determining the consequences of managing the adaptive economic development of an energy generating enterprise based on forecasting have been developed.<br>Диссертационная работа посвящена развитию теоретических основ и методических положений, разработке практических рекомендаций по управлению экономическим развитием энергогенерирующих предприятий в условиях экономической нестабильности. На базе анализа научных источников проведено исследование теоретических основ и проблематики управления экономическим развитием, уточнены концептуальные положения и развит понятийно-терминологический аппарат управления экономическим развитием предприятий. Проведена диагностика состояния экономического развития энергогенерирующих предприятий по функциональным зонам. Разработан научно-методический подход к оценке качества управления экономическим развитием предприятий в условиях экономической нестабильности. Сформирована система показателей и предложен методический инструментарий мониторинга результатов управления развитием энергогенерирующих предприятий По результатам оценки определены рычаги влияния на траекторию управления. Разработаны научно-методические положения по выбору формы развития и соответствующего ей инструментария управления для энергогенерирующих предприятий. Сформирован механизм ситуационного управления экономическим развитием энергогенерирующих предприятий и разработаны рекомендации для определения последствий управления их адаптивным развитием на основе прогнозирования.

Предметом исследования является механизм модернизации технологий управления приборостроительным предприятием в муниципальной экономической системе. В диссертации рассмотрены теоретико-концептуальные подходы модернизации технологий управления предприятием в муниципальной экономической системе. Определены особенности функционирования и развития, роль и место предприятия в муниципальной экономической системе как объекта управленческого воздействия. Представлено авторское видение необходимости использования технологий управления предприятием в муниципальной экономической системе и концептуальных основ их модернизации. Проведенный в диссертационной работе анализ практики управления выбранных для исследований предприятий медицинского приборостроения в муниципальных экономических системах разных городов Украины в части их обеспеченности финансовыми ресурсами показал, что ситуация характеризуется: ненадлежащей обеспеченностью собственными финансовыми ресурсами (об этом свидетельствуют результаты полученных коэффициентов, которые не соответствуют установленным нормам); преобладанием привлеченного капитала; относительно устойчивым и положительным соотношением собственных и привлеченных ресурсов. Выявленные тенденции связаны с инерционностью административного подхода и институциональными барьерами управления для предприятий приборостроения и модернизации технологий управления ими. С целью оценки эффективности управления исследуемых предприятий приборостроения в муниципальной экономической системе, в диссертационной работе рассмотрены современные технологии управления, внедрение которых позволит предприятию успешно конкурировать на рынке. Модернизация технологий управления предприятием должна касаться конкретных сфер его деятельности и требует определенных подходов, адаптированных к условиям этих сфер. Среди существующих подходов целесообразно выделить: стратегический, синергетический, логистический, административный, виртуальный, ресурсный, технологический. Автором предложены направления формирования модернизации технологий управления предприятием в муниципальной экономической системе. Подчеркнуто, что стратегический подход к управлению можно считать предпосылкой идентификации векторов модернизации технологий управления предприятием в муниципальной экономической системе. Обосновано, что управление предприятием в муниципальной экономической системе должно учитывать угрозы и возможности для его функционирования и развития, чего можно достичь путем использования ситуационного управления. Исходя из полученных данных, автором разработана модель на основе нечеткой логики, выходным параметром которой взято принятие решения об уровне формирования направлений модернизации технологий управления приборостроительных предприятий в муниципальной экономической системе. Сформированы научно-практические рекомендации для рассмотрения социально ответственной деятельности как инструмента модернизации технологий управления предприятием в муниципальной экономической системе.

La présente recherche se veut d’être une contribution à la problématique de l’eau et sa relation avec le développement local au niveau du Dir de Béni-Mellal. Le contexte général se résume au fait que la planète terre en général et la zone méditerranéenne en particulier vivent des changements climatiques et subissent les effets du réchauffement de l’atmosphère. Cela se traduit par la fréquence des périodes de sécheresse longues et par des précipitations irrégulières, ainsi qu’une variation évidente d’une année à l’autre. Le territoire de l’Atlas de Beni Mellal connait des périodes successives de sécheresse aussi bien au niveau du Dir qu’au niveau de la région montagneuse. Cela a comme conséquence une diminution des quantités d’eau des sources, sur le plan du Dir et des régions avoisinantes. Par ailleurs, le territoire objet de notre étude connait l’itération des évènements climatiques extrêmes comme les inondations et la sécheresse. Dans ce contexte, et à cause de plusieurs autres raisons, la contribution des ressources en eau dans le développement local se trouve entravée. En effet, la croissance démographique rapide que connait la population, suite à la migration vers le Dir et l’extension urbaine qui en résulte, s’accompagne des problèmes environnementaux graves comme la baisse des taux des terres agricoles dans le Dir et sur la plaine, comme elle s’accompagne aussi d’une une baisse des taux d'activité et d’un accroissement du taux de chômage ainsi que de différents types de pollution. Cette situation ne fait qu’aggraver la crise de l’eau potable, vue la contamination de l'eau de surface et de l'eau souterraine en raison de l’absence de systèmes d’égouts dans la plupart des villes du Dir. En outre, la gestion et l’utilisation des ressources en eau constituent, en elles-mêmes, un véritable obstacle pour une exploitation rationnelle des ressources en eau disponibles. Cela impose le développement des techniques d’irrigation et des méthodes plus efficaces pour diminuer les pertes d’eau et la pollution afin de profiter au maximum des eaux disponibles. Ainsi, il s’avère donc que les ressources en eau sont incapables de jouer leur rôle efficace dans le développement local au niveau du Dir. Nous avons conclu que l’eau ne peut jouer pleinement son rôle de leitmotiv du développement territorial au niveau du Dir sans la réunion d’un ensemble de conditions techniques, organisationnelles, économiques et sociales<br>This research study deals with the issue of water contribution to local development in the Dir area. The issue is of a paramount importance today both locally and globally. The world as a whole and the Mediterranean region in particular lives under climate changes and the effects of global warming, with a succession of long periods of drought and irregular rainfalls. On the local level, the successive periods of drought in the Atlas mountainous area have caused a significant decline in the amount of water reserves and resources in the Dir area. The succession of extreme weather conditions such as unusual floods and droughts undermine the contribution of water resources to local development. The alarmingly growing population as a result of emigration towards the Dir area has led to a significant expansion of unstructured and poorly planned urban areas, causing serious environmental problems such as the loss of fertile agricultural land, the expansion of pockets of poverty, and the increase in the number of unemployed people in the Dir area. The contamination of water resources due to the absence of sewage networks in most villages and the ineffective methods of organizing and using water reserves are a real obstacle to development in the Dir area. This requires the implementation of more rational irrigation methods to save existing water resources. All these obstacles make water resources unable to play an effective and leading role in the local development of the Dir area. Автором обґрунтовано необхідність додаткового окреслення його змісту як специфічного інструменту взаємодії держави та громадян, реалізація якого виявляється у формуванні аналітичного документу, який містить основні положення проекту бюджету в доступній для широкого кола зацікавлених користувачів формі, що розробляється з метою ознайомлення громадян з основними цілями, завданнями і пріоритетними напрямами бюджетної політики, обґрунтуванням бюджетних витрат, планованими і досягнутими результатами використання бюджетних асигнувань. У роботі розкрито зміст, принципи, завдання бюджету для громадян у системі управління публічними фінансами. Здійснено аналіз та узагальнено зарубіжний досвід щодо управління публічними фінансами, сукупності форм взаємодії громадян та суспільства, і на цій основі було визначено можливі напрями застосування такого досвіду у вітчизняних реаліях. Проаналізовано сучасний стан та тенденції фінансового забезпечення соціальних потреб громадян в Україні бюджетами різних рівнів у системі управління публічними фінансами. З урахуванням виявлених проблем у роботі було запропоновано сукупність науково-прагматичних рекомендацій щодо напрямів підвищення ефективності публічного управління фінансами через реалізацію бюджету для громадян основними є наступні: закріплення в бюджетному законодавстві механізмів участі суспільства у бюджетному процесі; залучення інститутів громадянського суспільства до визначення пріоритетів бюджетної політики; розширення використання процедур партисипативного бюджетування при управлінні витратами бюджетів на основі підвищення прозорості бюджетної інформації<br>Диссертация посвящена комплексному исследованию теоретико-методических основ реализации бюджета для граждан и разработке предложений по его совершенствованию, модернизации управления общественными финансами. В диссертационной работе выявлено социально-экономическую сущность бюджета для граждан, его роль в обеспечении финансирования нового качества жизни населения. Изучение теоретических основ реализации бюджета для граждан позволило раскрыть его сущностное понимание через выделение ключевых признаков в финансовом, экономическом, правовом, политическом измерении и дополнительно обозначены его содержание как специфического инструмента взаимодействия государства и граждан, реализация которого проявляется в формировании аналитического документа, содержащего основные положения проекта бюджета (местных бюджетов) в доступной для широкого круга заинтересованных пользователей форме, разрабатывается с целью ознакомления граждан с основными целями, задачами и приоритетными направлениями бюджетной политики, обоснованием бюджетных расходов, планируемыми и достигнутыми результатами использования бюджетных ассигнований. Осуществлен анализ и обобщен зарубежный опыт по управлению публичными финансами, совокупности форм взаимодействия граждан и общества и на этой основе были определены возможные направления применения такого опыта в отечественных реалиях. Проанализировано современное состояние и тенденции финансового обеспечения социальных потребностей граждан в Украине бюджетами разных уровней в системе управления публичными финансами. Выявлено, что реформирование системы публичного управления в социальной сфере на практике реализуются не в полном объеме, что связано прежде всего с ограниченными финансовыми возможностями государства, несовершенством механизма обеспечения социальных гарантий, неэффективностью системы социальной поддержки населения и несовершенной системой взаимодействия государства и граждан. С учетом выявленных проблем в работе было предложено совокупность научно-прагматических рекомендаций по направлениям повышения эффективности управления публичными финансами через реализацию бюджета для граждан, основными являются следующие: закрепление в бюджетном законодательстве механизмов участия общества в бюджетном процессе; привлечение институтов гражданского общества к определению приоритетов бюджетной политики; расширение использования процедур партисипативного бюджетирования при управлении затратами бюджетов на основе повышения прозрачности бюджетной информации.<br>The dissertation is devoted to the complex research of the theoretical and methodical principles of the budget implementation for citizens and the development of proposals for its improvement, modernization of management of public finances. In the dissertation, it was discovered the socio-economic essence of the budget for citizens, its role in providing financing for a new quality of life of the population. The author substantiated the need for an additional definition of its content as a form of interaction between the state and citizens, which is realized through the creation of an analytical document containing the main provisions of the draft budget in an accessible form to a wide range of the interested users, that is designed to make known citizens with the main goals, tasks and priorities of the budget policy, justification of budget expenditures, planned and achieved results of using budget allocations. It was described the content, principles, and objectives of the budget for citizens in the public finance management system in this work. It was conducted the analysis and generalization of foreign experience in public finance management, the combination of forms of interaction between citizens and society and on this basis, possible directions of application of such experience in the national realities were determined. It was analyzed the current state and trends of financial provision of social needs of citizens in Ukraine by different levels of the public finance management system. Considering the discovered problems in the work, it was suggested a set of scientific pragmatic recommendations to increase the efficiency of public financial management through the implementation of the budget for the citizens are the following: the consolidation in the budget legislation of the mechanisms of participation of the society in the budget process; the involvement of civil society institutions in defining priorities of financial policy; to expand the using of participatory budgeting procedures when managing budget expenditures by increasing the transparency of budget information.

Therefore this study draws ecological modernization theory to build the research model that the relationship among ecological modernization awareness, pressure, green supply chain management and green supply chain management performance. This study adopts the method of questionnaire investigation for electrical and electronic industries in Taiwan. This study mail 1400 questionnaires; the 240 valid questionnaires are turned. And using AMOS 18.0 statistics software to analysis the data, and there are five main findings. The first, ecological modernization awareness has a significantly positive effect on the green supply chain management. The second, ecological modernization awareness has a significantly positive effect on the ecological modernization pressure. The third, ecological modernization pressure has a significantly positive effect on the green supply chain management. The fourth, ecological modernization pressure has a partial mediation effect on the relationship between ecological modernization awareness and green supply chain management. The fifth, green supply chain management has a significantly positive effects on the green supply chain management performance.

Before that, very few museum authorities were aware of the importance of Management, and as a result, museums were going the opposite way from the needs of society. Given the case study on 2006 Taipei Biennial「Dirty YOGA」of Taipei Fine Arts Museum(TFAM)，featuring in-depth interviews and audience questionnaire surveys, this research aims to study on the management modernization of Taiwan’s public museums. Meanwhile, field observation on museum activities and collected historical data are also being used as reference for this study to explore the issues facing museums, the worldwide best practice and bench marking statistics. Finally, a well-rounded “Blue Ocean Strategy” for Taiwan Public Museums is provided for future enhancement in museum management affairs. The research has concluded following findings and areas for improvement： 1. The exhibition effectiveness of TFAM are not satisfactory as expected：From the analysis of past five Taipei Biennales, it is found that the visitors to TFAM are actually not increasing; on the contrary, visitor numbers are dropping steadily over years. This means the current established mechanism organizing this special exhibition dose not bring more visitors to museum, perhaps because it dose not respond to the diversity of audience segments, not leverage the museum’s research function well and not apply any official performance measurement and feedback systems linking to exhibitions. 2. The challenges facing TFAM in terms of enhancing exhibition effectiveness：It is common for Taiwan’s public museums to handle the tough resource issue, equaling to no talent, no budget, no expertise, and no resource. However, with the rapid emerging phenomenon, such as explosive growth on leisure businesses and electronic video products (games), museums have to pay extra attention on the potential of losing audience base. Without a visionary reform in their current government-owned organization structure with paradigm shift, it would be too hard for museums today to defend the inevitable intrusion. Under such circumstances, to achieve the exhibition effectiveness, the basic work is to set up a complete audience research mechanism within the museum. To do that, the museum authority must re-visit the way museum resources have been arranged and allocated, and this resource re-allocation must comply with the new priority list. Secondly, there must be ways to solicit other social resources and corporate sponsorship. Through forming strategic alliance with third parties to fully leverage social resources outside the museum. Nevertheless, to meet this strategic move for innovation, museums have to re-organize their teaming flexibly. Hence, the suggestions resulted from this study are as shown below：(1) Enable museum authority, who is the critical role f or museum’s innovation, with intensive management training and experience; (2) Form projects and teamwork not based on their functions, but on audience oriented objectives; (3)Emphasize on the fundamental research work to allocate resources in accordance with priority set by impacts and effectiveness. This study also shows the applicable action plan for TFAM to raise, create, reduce, and eliminate, The Four Actions Framework of Blue Ocean Strategy, to help the museum step out its comfort zone for innovation. In the face of Globalization, Taiwan’s museums might have to think from the audience views, not museums’ views ever in order to bring more added-value to Society. Dealing with limited available resources, museums must strike a balance between public expectations and museum services. It is not only to sorely increase the museum visitors, but also look into the diversity of audience groups and their learning experience within the museum. The mission of museums in the 21stcentuary is to help broaden the horizon of citizens, in which way people will construct their own meanings and views through museum visiting and learning subtly. This aims to help museum audience find their own balance from the conflicting values when facing overwhelmingly diverse viewpoints in the current modern world. Therefore, the exhibition itself might not be able to meet all the needs and requirements from the audience, and the whole museum activities must be adjusted simultaneously to provide a sufficient, comfortable environment for those museum visitors to learn, to enjoy, to socialize, as well as to purify their minds through various museum activities, leading to high momentum and management effectiveness that museums should all demonstrate.

O presente estudo objetiva analisar a criatividade e inovação aplicados ao gerenciamento de facilities, através de pesquisas bibliográficas e estudos de caso, visando uma abordagem prática da aplicação da criatividade e inovação nos ambientes construídos e nos serviços de facilities. Buscamos verificar a existência de um círculo virtuoso na aplicação da criatividade e inovação à criação e organização desses ambientes e serviços de modo que estes, uma vez criados levando em conta esses princípios, possam também colaborar na disseminação e aplicação da própria criatividade e inovação nas diferentes atividades desenvolvidas na empresa. A metodologia com melhor adequação e eleita para o desenvolvimento do trabalho é a Grounded Theory. Através de revisão bibliográfica, apresentam-se as principais definições, conceitos e abordagens da criatividade e inovação e do gerenciamento de facilities. Nos estudos de caso, através de entrevistas, coletaram-se informações que colaboram com dados sobre os setores e suas inter-relações. As empresas analisadas destacam-se por sua criatividade, inovação e facilities: Serasa Experian, Kimberly Clark, Volvo, Unilever, Caterpillar, 3M e P&G, sendo todas elas empresas listadas no ranking Great Place to Work – critério esse adotado para a delimitação da amostra. Os resultados da investigação reiteram o Facilities Management (FM) como contribuinte nos resultados de criatividade e inovação das empresas, principalmente quando é considerado de uma forma estratégica na organização. Ao mesmo tempo, a investigação identifica que o FM tem essa contribuição limitada, vez que a Criatividade e a Inovação têm seu ponto de partida nos indivíduos, fazendo que sejam as pessoas os actores principais nesse processo, que conta com o apoio do FM.<br>The study aims to analyze the creativity and innovation applied to Facilities Management, through library research and case studies, targeting a practical approach to the application of creativity and innovation in the built environment and facilities services. We seek to confirm the existence of a virtuous circle in applying creativity and innovation to the creation and organization of these environments and services so that they once created taking into account these principles, can also collaborate in disseminating and implementing their own creativity and innovation in different activities in the company. The methodology with better fitness and elected to the development of the work is the Grounded Theory. Through literature review, we present the main definitions, concepts and approaches to creativity and innovation and Facilities Management. In the case studies, through questionnaires, we collected information that collaborates with data on sectors and their interrelations. The companies analyzed are noted for their creativity, innovation and facilities: Serasa Experian, Kimberly Clark, Volvo , Unilever , Caterpillar , 3M and P&G , all of which are companies listed on the ranking Great Place to Work - criteria that adopted for the definition of research . The research responds positively to the initial question , confirming that the Facilities Management is sponsoring the results of creativity and innovation in companies , especially when it is considered in a strategic manner in the organization at the same time , the research identifies that the FM has limited this contribution , since the Creativity and Innovation have their starting point in the individuals , people who are doing the main actors in this process , which has the support of the FM.

Dissertação de mestrado em Direito Administrativo<br>Têm sido introduzidas alterações na Administração Pública com base no movimento da New Public Management (NPM), tendo como objetivo uma gestão racional e eficiente e direcionada para a satisfação do cidadão, pretendendo-se uma redefinição do papel tradicional do Estado que deixe de ser uma espécie de prestador de serviços e se transforme num agente regulador dos referidos serviços. Tem-se assistido, em Portugal, a partir de 2005 a um impulso na reforma da Administração Pública, nomeadamente com o chamado Programa Simplex, que visa a simplificação administrativa e legislativa. Neste sentido, houve alterações legislativas significativas, como por exemplo a alteração dada pela Lei n.º 60/2007, de 4 de setembro, ao Decreto-Lei n.º 555/99, de 16 de dezembro, que estabelece o Regime Jurídico da Urbanização e Edificação (RJUE), que tem como objetivo principal a tão almejada simplificação dos procedimentos do controlo prévio das operações urbanísticas. Neste sentido, a figura da comunicação prévia passa a representar um papel crucial, dado que se torna num instrumento de gestão urbanística mais célere, implicando uma diminuição do controlo preventivo por parte dos agentes administrativos e reforçando a fiscalização ex post e, para além disso, verifica-se uma responsabilização dos vários intervenientes do processo. Aquando da investigação teórica bem como da observação da prática dos Municípios de Amares e Braga são verificadas as alterações legislativas introduzidas pelo Simplex no âmbito do RJUE, ao nível processual e procedimental, em particular os procedimentos sujeitos a comunicação prévia, comparativamente com os procedimentos de licenciamento. Tendo como questão central analisar se o programa Simplex, simplificou efetivamente os procedimentos administrativos no âmbito do controlo prévio das operações urbanísticas, em particular a comunicação prévia.<br>Changes in Public Administration have been introduced based on the movement of New Public Management (NPM), aiming at a rational and efficient management and directed to the satisfaction of the citizen, aiming at a redefinition of the traditional role of the State that ceases to be a service provider and becomes a regulatory agent for those services. In Portugal, from 2005 onwards, there has been a boost in the reform of Public Administration, in particular with the so-called Simplex Program, which aims at administrative and legislative simplification. In this sense, there have been significant legislative changes, such as the amendment given by Law no. 60/2007, of September 4, to Decree-Law no. 555/99, of December 16, which establishes the Legal Regime of Urbanization and Building (RJUE), whose main objective is the much sought after simplification of the procedures for prior control of urban operations. In this sense, the role of prior notice plays a crucial role, since it becomes a more rapid urban management tool, implying a reduction of the preventive control by the Administrative agents and reinforcing the a posteriori inspection and, in addition, the various actors in the process are held accountable. During the theoretical investigation as well as the observation of the practice of the Municipality of Amares and Braga, the legislative changes introduced by Simplex in the scope of the RJUE, at procedural and procedural level, in particular the procedures subject to previous communication, as compared with the licensing procedures, are verified. The central question is whether the Simplex program has effectively simplified administrative procedures in the context of the prior control of planning operations, in particular the Prior Notice.

Relatório de Estágio do Mestrado em Administração Público-Privada apresentado à Faculdade de Direito<br>Num contexto onde o desenvolvimento tecnológico prevalece cada vez mais na nossa sociedade, a Administração Pública não pode permanecer indiferente a esse facto, estando obrigada a acompanhar esse mesmo progresso ao adaptar-se às exigências do mundo atual, correndo o risco de ficar para trás e não conseguir responder às necessidades que lhe são impostas podendo gerar graves problemas não só para a própria Administração Pública mas para todo o país. Para tal, é necessário que esta se modernize, desburocratize e se reinvente e, nesse sentido, o Sistema de Normalização Contabilística para as Administrações Públicas (SNC-AP) é o rosto e a materialização prática dessa modernização que tem sido levada a cabo, constituindo o principal objeto de estudo deste relatório. Este estudo teve como propósito perceber, compreender e analisar de que forma a Administração Pública se tem vindo a adaptar às novas (e velhas) exigências da sociedade e dos Estados, bem como perceber em que medida a implementação do SNC-AP tem contribuído para essa evolução, modernização, simplificação e desburocratização. Para este efeito, foi realizado um estudo de caso. O que os resultados demonstram no que concerne ao processo de transição e implementação do SNC-AP é que este foi globalmente positivo, no qual todas os sete parâmetros analisados registaram valores positivos, ainda que alguns deles tenham registado valores relativamente modestos. Houve também algumas falhas relatadas de carater técnico e ainda algumas queixas relativamente ao próprio SNC-AP.<br>In a context where technological development is prevailing more and more in our society, the Public Administration cannot remain indifferent to this fact, being obliged to accompany this same progress by adapting to the demands of the current world, facing the risc of being left behind and unable to respond to the needs imposed on it, which can cause serious problems not only for the Public Administration itself but for the whole country itself. For this, it is necessary that the Public Administration modernize, reduce bureaucracy and reinvent itself and, in this sense, the Accounting Standardization System for Public Administrations (SNC-AP) is the face and the practical materialization of this modernization that has been carried out, constituting the main object of study of this report. The purpose of this study was to understand, understand and analyze how Public Administration has been adapting to the new (and old) demands of society and States, as well as understanding the extent to which the implementation of the SNC-AP has contributed to this. evolution, modernization, simplification and red tape. For this purpose, a case study was carried out. What the results show with regard to the transition and implementation process of the SNC-AP is that it was globally positive, in which all seven parameters analyzed registered positive values, although some of them registered relatively modest values. There were also some reported technical failures and some complaints regarding the SNC-AP itself.
