Abstract:
Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

Abstract:
The most popular international rankings on the development of higher education in Ukraine are presented, which show a mixed situation, namely that in some positions Ukraine is among the 50 countries with the strongest higher education systems in the world, but in the number of universities Ukrainian educational institutions are not leading. Analyzes the dynamics of the distribution of the number of students of higher educational institutions in Ukraine in accordance with the International Standard Classification of Education ISCED 2011. Also analyzed the dynamics of higher education institutions at the beginning of the 2019/20 academic year by subordination of institutions, the number of students in higher education institutions by source of funding. The main indicators of postgraduate and doctoral studies in Ukraine are given. The indicators of the number of foreign students in Ukraine are highlighted, the top 10 countries by origin of foreign students and the most popular universities among foreign students are provided. It is concluded that up to 50% of foreign students are trained in Ukraine in medical specialties, the training of foreign students in Ukrainian educational institutions is not only the image of the country, but also an important component of investment in the economy. Summarizing the current state and trends in the development of higher education in Ukraine, were identified current trends in the development of higher education and proposed a strategy for the development of higher education, which provides the maximum efficiency of all resources: organizational, institutional, instrumental, financial, scientific and methodological.

Abstract:
This paper deals with the process of “democratization” of higher education at the conservative modernization experience by Brazil in the current context. It aims to discuss the details given by the socio-economic situation and policy at the times of implementation of affirmative policies in Brazil, presenting them as access facilitation mechanisms that do not absorb the demand built historically. To this end, through perception analysis environment through the content contained in the 2004 Multi-Year Plan to 2007 and from 2008 to 2011 becomes important precisely because they present themselves as strategic mechanisms of the state to promove the development of the nation that moves thought the very process of democratization of access, be it done thought the HEIs (Higher Education Institutions) public or private. The idea, therefore, is to discuss the access according to the situation evidenced by the conservative modernization. Using the content analysis method comes to the conclusion , from the data collected from the Multi-annual plans and their evaluation reports, that the process of Access and expansion of higher education at the conservative modernization did not include democratic and unrestricted manner making , therefore , through the partnership arrangements between the public and private sectors. In this, insertion policies through the public sphere are ultimately limiting access while the type of cut constructed to have the right to student finance through private higher education institutions not build prejudiced aspect that the quots themselves can represent.
O presente trabalho versa sobre o processo de “democratização” do ensino superior ante a modernização conservadora vivenciada pelo Brasil no contexto atual. Ele tem como objetivo principal discutir os pormenores apresentados pela conjuntura socioeconômica e política à época da implantação das políticas afirmativas no Brasil, apresentando-as como mecanismos de facilitação do acesso que não absorvem a demanda construída historicamente. Para tanto, a percepção através da análise da conjuntura através do conteúdo contido nos Planos Plurianuais de 2004 a 2007 e de 2008 a 2011 torna-se importante justamente porque eles se apresentam como mecanismos estratégicos de Estado para promover o desenvolvimento da nação que perpassa pelo próprio processo de democratização do acesso, seja ele feito através das IES (Instituições de Ensino Superior) públicas ou privadas. A ideia, portanto, é discutir o acesso de acordo com a conjuntura evidenciada pela modernização conservadora. Utilizando-se do método de análise de conteúdo chega à conclusão, a partir dos dados coletados dos Planos Plurianuais e seus relatórios de avaliação, de que o processo de acesso e expansão do ensino superior ante a modernização conservadora não fez incluir de forma democrática e irrestrita, fazendo-se, portanto, através do regime de parceria entre os setores público e privado. Nisso, as políticas de inserção através da esfera pública terminam sendo limitadoras do acesso enquanto que o tipo de recorte construído para ter o direito ao financiamento estudantil através das instituições de ensino superior privadas não constrói o aspecto preconceituoso que as cotas em si podem representar.

У дисертації висвітлено теоретичні та організаційно-правові засади модернізації вищої освіти України на початку XXI століття. Актуалізовано питання інституційного регулювання модернізації вищої освіти. Здійснено аналіз впливу чинників інституційного середовища на вищу освіту України та механізми інституційного регулювання модернізації вищої освіти. Охарактеризовано зміни механізмів інституційного регулювання вищої освіти у Польщі та Росії. Проведено науково-практичне обґрунтування виділення освіти як пріоритетної сфери інституційного регулювання. Опрацьовано результати опитування за методикою ЕТОМ-аналізу, відповідно до яких запропоновано шляхи удосконалення механізмів інституційного регулювання вищої освіти України.
The thesis analyses theoretical, procedural and institutional aspects of modernizing higher education in Ukraine and brings the issue of its institutional regulation into focus. The study shows how different factors of institutional environment influence higher education in Ukraine and the mechanisms of institutional regulation of its modernization. The thesis characterizes transformations in mechanisms of institutional regulation of higher education systems in Poland and the Russian Federation. The author suggests scientific and practical grounds to define education as a top-priority field of institutional regulation. The thesis also interprets the results of ETOM-analysis poll and offers methods to improve the mechanisms of institutional regulation of higher education in Ukraine.

Дисертацію присвячено з’ясуванню організаційно-педагогічних засад діяльності Європейського студентського союзу як суб’єкта Болонського процесу задля виявлення можливостей використання елементів продуктивного європейського досвіду в аспекті досліджуваної проблеми в Україні. Схарактеризовано поняттєво-термінологічний апарат дослідження й концептуальні засади залучення студентства до модернізації вищої освіти. Визначено основоположні чинники євроінтеграційних процесів у сфері вищої освіти та виокремлено етапи розвитку Європейського студентського союзу як суб’єкта Болонського процесу. Окреслено організаційні, змістові й процесуальні засади діяльності Європейського студентського союзу як суб’єкта Болонського процесу; здійснено порівняльну характеристику особливостей діяльності національних студентських союзів (членів ЄСС) у контексті Болонського процесу. Обґрунтовано можливості використання у вітчизняному освітньому контексті елементів продуктивного досвіду діяльності ЄСС та найвпливовіших НСС як суб’єктів Болонського процесу. Розроблено модель залучення студентства до модернізації вищої освіти України.
This thesis is devoted to the organizational and pedagogical foundations of the European Students’ Union (ESU) activity as a subject of the Bologna process (BP) and outlining opportunities for the creative use of elements of the progressive European experience in terms of the higher education modernization in Ukraine. The research provides, firstly, a thorough analysis of the concepts and terminology, identifies the major determinants of the European higher education integration. Modernization is proved to be the concept which reflects the whole range of quality changes in the European higher education and presupposes the engagement of different subjects (society, Ministers responsible for higher education, universities, the business community and students) into the process of decision-making. Secondly, the thesis clarifies theoretical foundations of student engagement into the process of higher education modernization, identifying three major aspects of studying this notion: socio-political, academic and administrative. Thirdly, it defines four stages of the development of the ESU as a subject of the BP and highlights the structural, procedural and content foundations of the organization’s activity. Besides, it characterizes the peculiarities of the biggest and most influential National students’ unions (NUSes), members of the ESU. Finally, it summarizes productive experience of student engagement on the European and national levels, outlining the opportunities to be used in the aspect of the studied problem in Ukraine. The scientific novelty and theoretical significance of the obtained results of the research are the following: for the first time in Ukrainian Pedagogy a comprehensive study of the European Students’ Union as a subject of the Bologna process was held; the conceptual foundations of student engagement into higher education governance were characterized. The stages of the ESU’s development as a supranational subject of the Bologna process were defined. The organizational foundations of the ESU’s activities in the context of the Bologna Process were outlined (objectives, priorities, the organizational structure, policy, basic principles, mechanisms of cooperation with other supranational organizations). The main areas of the ESU’s engagement were analyzed (quality assurance, financing of higher education, student-centered paradigm, students’ unions development and engagement into the higher education modernization process, graduates’ employability). Forms and means of the ESU’s influence on the decision-making process in higher education were highlighted. The case study of the largest NUSes helped analyze the progressive aspects of student engagement, which can be used in the context of higher education modernization in Ukraine. On the basis of the ESU’s achievements the model of student engagement into the higher education modernization in Ukraine was developed. The practical significance of the results of the research lies in the fact that main findings and conclusions can be used by politicians, university administrative staff and student leaders in the course of student engagement system development in Ukraine. The prognostic potential of the researches increases the possibility of using the results for further studies on higher education governance and improving the mechanisms of engaging all actors into this process.

In dieser Dissertation werden die Themen Studienstrukturreform, Beschäftigungsfähigkeit und die besondere Situation der Absolventinnen und Absolventen der Geistes- und Sozialwissenschaften untersucht. Im Theorieteil wird entlang der Modernisierungstheorie nach Ulrich Beck eine Analyse des gesellschaftlichen Wandels der Teilbereiche Arbeit und Bildung vorgenommen. Die Modernisierung, die als multidimensionaler Vorgang beschrieben wird, ist als Ursache und Motor für die Bologna-Reform zu verstehen, so die Grundthese der Arbeit. Beschäftigungsfähigkeit stellt ein zentrales Ziel der Bologna-Reform dar. Im Rahmen der Untersuchung wird entlang eines Diskurses um den Begriff und dessen Verwendung untersucht, welche Fähigkeiten, Kompetenzen und Kenntnisse Studierende der Geistes- und Sozialwissenschaften vermittelt bekommen sollen, damit sie Beschäftigungsfähigkeit erwerben. Ein dritter Schwerpunkt des theoretischen Abschnitts kennzeichnet die Beschreibung der Bologna-Reform. Im Rahmen des empirischen Teils wurden die an der Bologna-Reform beteiligten Akteure unter Verwendung von quantitativen und qualitativen Methoden der empirischen Sozialforschung untersucht. So brachte die Dokumentenanalyse relevanter Bologna-Dokumente hervor, dass auf allen Ebenen der Hochschulpolitik Beschäftigungsfähigkeit thematisiert wird. Ein weiteres zentrales Ergebnis der empirischen Untersuchung ist, dass sowohl die befragten Absolvent/innen der Philosophischen Fakultäten der Humboldt-Universität zu Berlin als auch die Arbeitgeber/innen die Integration von praxisrelevanten Elementen ins Hochschulstudium begrüßen. An der praktischen Umsetzung wird jedoch Kritik geübt. Trotz Thematisierung der Beschäftigungsfähigkeit und Einführung praxisrelevanter Elemente in die Curricula bleibt die Akzeptanz des Bachelorabschlusses insbesondere in den Geistes- und Sozialwissenschaften auf dem Arbeitsmarkt eher gering.
This graduate thesis is analysing the reform of structur regarding to studies, employability as well as particular circumstances of graduates in humanities and social sciences. Regarding to the theory of modernization according to Ulrich Beck the social change with its parts of labor and education is analysed it the theoretical part. You need to understand modernisation - which is described as multidimensional event - as cause and influential force of the (educational) so called Bologna reform, so the main thesis of this paper. Employability is a chief aim of Bologna reform. To analyse how students of humanities and social sciences are getting skills, expertise and knowledge so they’ll acquire employability there is a discourse about the term and its utilisation (of employability). The third focus within the theoretical part is the description of the Bologna reform. In the context of the empirical part involved parties of the Bologna reform has been analysed based on quantitative and qualitative methods of empirical social research. To impart employability is an aim that you can find within discussions at the European Higher Education Area via higher education policy in Germany to the point of practical study regulations at HU Berlin. On the one hand both the polled graduates of the faculty of philosophy at HU Berlin and the employer are acclaiming/welcoming the integration of practical oriented units into university studies; on the other hand they are finding fault with the implementation. Even though employability is picked out as a central theme as well as practical oriented units are integrated into curricula the acceptance of a bachelor degree on labour market is still on a low level in particular within humanities and social sciences.

Abstract:
In work the theoretical bases and dynamics of processes of modernization of the Russian higher education are studied, conditions and specifics of its last cycle reveal (the end of XX – the beginning of the 21st centuries). The attention to global character, interaction with the international educational space is paid. The professional community of teachers (scientific and pedagogical workers) of the higher education (HE) acts as an object. Research objective – identification of a state, opportunities and conditions of realization of resource potential of teachers of higher education institutions for ensuring modernization of higher education. Studying of problems of resource ensuring modernization was carried out from positions of system, constructivist, resource, activity and structurally functional approaches. The empirical base was made by materials of the all-Russian sociological researches: questionnaire, expert interviews. The new scientific idea that the speed of modernization changes of system of the higher education depends on a state and conditions of updating of resource potential of community of teachers of higher education institutions is developed; their resource potential develops unevenly and depends on inclusiveness degree in an educational vertical and the status of higher education institution. Concepts of resources and resource potential of modernization of education are entered, their substantial characteristics are opened. Recommendations about optimization of this process are submitted.

The problem of organizing of Web-based education of bachelors, and the bachelors of computer science in particular, is relevant for higher education institutions. The IT industry puts forward new requirements for future IT professionals training. This, in its turn, requires the educational process modernization: content specification, updating of forms, methods and means of training to meet the demands of socio-economic development of the society in general and bachelors of computer science in particular. The article analyzes and clarifies the notion of Web-based education of bachelors; as well as a line of approaches, such as approaches to the organization of Web-based learning for A La Carte, Station Rotation, Lab Rotation, Individual Rotation, Flipped Learning scenario; the necessity of cloud computing and virtual classroom use as a component of Web-based learning is substantiated. It is established that with the advent of a large number of cloud-based services, augmented and virtual realities, new conditions are created for the development of skills to work with innovative systems. It is noted that the implementation of the approaches to the organization of student Web-based education is carried out on international level, in such projects as Erasmus+ “Curriculum for Blended Learning” and “Blended learning courses for teacher educators between Asia and Europe”. The article features the results of programming students survey on the use of Web-based technologies while learning, namely the results of a new approach to learning organization according to the formula – traditional (30%), distance (50%) and project (20%) training.

An integrated approach to the modernization of information and digital training of pre-service primary school teachers, which covers the main forms of the educational process – training sessions, independent work, practical training, and control activities is justified. The article presents the results the pedagogical experiment aimed at testing the effectiveness of the integrated approach to the modernization of information and digital training of prospective primary school teachers. The results are determined by the level of digital literacy and the ability of students in the control and experimental groups to use information and digital technology in the educational process of primary school.
