Abstract:
The study represents an analysis of the pandemic impact on working conditions of teachers employed in general primary and secondary education institutions in the Republic of Moldova. The analysis is based on an opinion poll carried out among the didactic staff and relates the working conditions during the pandemic to the provisions stipulated in the International Covenant on Economic, Social and Cultural Rights, as well as those in the Constitution of the Republic of Moldova. The poll results denote the fact that the working conditions of the didactic staff have changed for the worse during the pandemic, having aggravated some chronic problems of Moldovan education, whereas exercising labour rights in conformity with international and constitutional engagements implies rationalization of work and providing necessary remuneration for a decent life.

Abstract:
In this paper is discussed medical malpractice management system from the Republic of Moldova. In the Republic of Moldova is adopted the “fault system” which represents a tort litigation system. The Moldovan medical malpractice management system is analyzed from legal and normative framework, institutional framework, administrative issues, deterrence, fi nancing, compensation, costs occur to parties involved in malpractice cases, error reporting, etc. The Moldovan tort liability system is a “social insurance of a market society” where patients are compensated when the negligence of the healthcare providers is proved to be the cause of the injury. The results of the medical malpractice management system assessment demonstrated deficiencies in system organization and functioning, namely: lack of specifi c legislation to defi ne and regulate medical malpractice and medical civil liability, the concept of medical malpractice does not meet the requirements and standards of international doctrine, the approach of medical civil liability is incoherent from theoretical point of view and in consequence from the practical one, compulsoriness to follow the judicial track in order to establish medical malpractice and obtain compensation, existence of enormous fi nancial risks for the health care providers in the conditions of absence of medical malpractice insurance, lack of monitoring and evaluation system of medical errors.

Abstract:
The process of e-Governance building in the Republic of Moldova, amplified with the adoption of the e-Transformation governmental program, highlighted the issues that require a proper approach to local conditions and specificities. A specific feature of Moldovan society is that the country's population is mostly rural. In rural areas, the sensitivity to new services and the affordability of ICT tools are lower. Another feature is that the administrative structure at the local level is very fragmented; the administrations manage small budgets that cannot cover the needs of implementing e-Governance solutions. In general, the capacity to finance ICT projects in the public sector is below the need. At the same time, some trends and indicators regarding the level of e-Governance development in the Republic of Moldova: literacy level, ICT skills, access to the Internet, use of mobile telephony, use of electronic services, etc. shows that there is significant potential to explore new opportunities, in particular, based on innovation and involvement of different social partners to support efforts to build e-Governance. The article addresses the issue of identifying new opportunities for e-Governance solutions in the context of economic and social disparities present in the Republic of Moldova. The opportunities are based on more active involvement of social stakeholders, the use of more affordable new technologies, and the adoption of policies aimed at optimizing the use of available resources.

Abstract:
Period of the reign of Alexander the Good - the most interesting era of Romanian feudal civilization and art. During this peaceful time, conditions were created for the development of crafts. Intense political and social transformations took place. The economic and cultural relations of the Romanian countries with Europe and the Middle East played an important role in the evolution of the art of clothing. The trade routes were exploited with great benefit for the country. As a result of the research of this period we can see how there have been changes in the clothing of the various social strata of the population of Moldova, the fate of everyday and holiday wear. Shapes, cut, color, length, accessories, complete with furs, combining pieces of high class clothing were analyzed. The paper also briefly reflects the precious sources used for research in the field of clothing, including descriptions of chronicles and stories of foreign travelers. The terminology specific to the studied period, the assortment and artistic value of local and imported fabrics, women's jewelry and the component parts of the royal and boyar ceremonial costumes evocative of the court life of Moldova were briefly reflected, was attracted attention to clothing of the Moldovan soldiers.

Several mounts ago, during emergency meeting of UN Security Council, General Secretary Antonio Guterres, made a very trebling statement, that Cold war is back and it is even more dangerous than in the 60’s. This is not news for majority of scientific community. New international conflict started in 2014 when Russia annexed Crimean peninsula. New international conflict will definitely change the balance in international relations. The most vulnerable in these new conditions are the young democracies and countries that formed several decades ago due collapse of USSR and the whole communist bloc, Ukraine, Moldova, south Caucasian and Baltic states. Imperial past left a lasting mark on economical, social and political life of newly form states. Soviet social experiments led to good number of problems for the former republics, ranging from political to territorial. Russian Federation uses these problems for her advantage. Surviving in this harsh conditions and reforming their society is the main challenge of young European countries. The discussion was attended by employees of the interdisciplinary Center, representatives of different areas of science in Russia and Moldova (lawyers, sociologists, historians, philosophers, psychologists) and different branches of law such as theory and history of state and law, philosophy of law, constitutional law, labor law and social security law, civil law and civil procedure, family law, etc. The participants of the round table focused on the conditions, prerequisites and prospects for the legal regulation of digital technologies in the context of changing the economic model of society. The problems discussed are usually at the intersection of different branches of law, economics, psychology and sociology, and are intersectoral and interdisciplinary in nature. Abstract Research has shown that most homeless people suffer from weak support from family, relatives and friends. Based on a descriptive statistical analysis with biographical records of 810 subjects, and a thematic analysis of interviews with homeless people (N = 65), people at risk of homelessness (N = 5) and professionals (N = 20), the article explores the social support system of homeless people from Chisinau (Moldova). Only 18.6 per cent of all users of the Shelter for homeless in Chisinau were in a couple relationship (and only 5.6 per cent registered officially). For former detainees (23 per cent of the Shelter users) and care leavers (11 per cent), it is even more difficult to create a couple and to strengthen their social support network, as the institutions they come from did not foster their social support. As homelessness becomes chronic, people build social support networks with other homeless people. This social support helps homeless people to cope with stressful living conditions. The article suggests, in the case of Moldova, that social support relations with family, friends, acquaintances and other homeless people are affected negatively in the absence of policies and institutional measures targeted to encourage and strengthen such relationships.

Dans notre recherche on a essayé de découvrir quelle est la position de la Moldavie, sur le marché touristique interne et externe et dans quelle mesure sa périphéricité joue un rôle positif dans le développement touristique.On a vu que l'espace de la recherche se confronte avec une triple périphéricité, qui agit à tous les niveaux : périphérie spatiale de l'Union Européenne, périphérie économique et décisionnelle de la Roumanie, et dernièrement une périphérie figée qui agit dans l'intérieur de la région entre les centres urbains et les zones rurales. On a observé que la région présente une concentration plus dense de ressources potentielles touristiques dans sa partie occidentale, montagneuse. Les départements de Suceava, Neamţ, Bacău et Vrancea bénéficient pleinement de leur disposition dans un cadre plus attractif, le tourisme de montagne ayant un grand succès en Roumanie. De nos jours, la Moldavie présente un retard du point de vue touristique par rapport à la moyenne nationale, retard qui se traduit par le nombre de places de logements, l'indice d'occupation, les arrivées ou les nuitées. Malgré tout ça, la région a connu une évolution foudroyante des unités de logement dans les dernières décennies. Sur le fond de la popularisation du tourisme rural et de ses différentes formes, la pension rurale devient de plus en plus perceptible. La dynamique des arrivées et des nuitées touristiques de l'espace rural moldave dessine plusieurs zones distinctes en Moldavie. Le département de Suceava est le plus dynamique, sa croissance se basant sur quelques centres régionaux auxquels l'on ajoute des communes mono-destination. Le département de Neamţ enregistre une dynamique positive basée sur quelques centres locaux à spécifique diffèrent, ce qui la positionne en deuxième position comme importance touristique en Moldavie. Le département de Bacău se remarque par la chute des activités touristiques de Slănic Moldova et Târgu-Ocna, anciens centres touristiques pendant la période communiste, mais descendus de nos jours à cause de la mauvaise gestion après 1990. L'enquête appliquée auprès des touristes a identifié un profil contrastant du visiteur de la zone rurale moldave. Ces contrastes sont une conséquence de la période communiste et du manque d'implication (organisationnelle, affective, décisionnelle) du touriste dans l'organisation des voyages.

This paper represents a well-founded scientific approach, which elucidates the need to develop a model for ensuring the sustainability in higher education institutions. The aim of the paper is to develop its own model of sustainable development of universities in the Republic of Moldova in order to increase their competitiveness. The research problem is to find an optimal model with the purpose of ensuring a sustainable development of universities in the Republic of Moldova. The research question: what model of sustainable development can be applied to higher education institutions in the Republic of Moldova. Therefore, in this context, several models of the sustainable development of higher education institutions were reviewed, and towards the end, the own model of ensuring sustainability within the universities of the Republic of Moldova was developed. The model includes an innovative approach on the creation of a sustainable university in the conditions of the Republic of Moldova. The model proposed by us is based on ensuring a balanced development from an ecological-economic-social point of view, along with the most important levels that must be developed within a university in order to ensure a sustainable development. The research methodology focused on the use of a range of relevant methods such as: analysis, synthesis, induction, deduction, abduction, documentation, scientific abstraction, which helped us to advance in research and obtain the expected results. In conclusion, we can reiterate that each university, which claims to step firmly on the path of competitiveness and is able to raise students’ interest, motivate their development, create notoriety among stakeholders, has to develop a model of sustainable, viable, competitive development that could ensure a secure path in the future. The model proposed by us is a viable one, and deserves to be applied in the context of increasing competitive pressures. This model will help the universities to deal with competition, to overcome the problems and challenges faced by higher education institutions in the Republic of Moldova, such as the decrease of college enrolment rate and the number of students, the diminution of notoriety, lack of viable tools applied within the university in the interest of ensuring competitive advantages. Applying our own model constitutes an innovative approach for strengthening the sustainability in higher education institutions based on effective tools that will definitely contribute to increasing the performance and ensuring sustainability in higher education institutions in the Republic of Moldova.

This chapter discusses the wide range of created opportunities for stimulating, developing the business area and attracting investments in the region of ATU Gagauzia. Antonio Bruni, who until recently was completely unknown to historical scholarship, was an Albanian from the city of Ulcinj (now in Montenegro); the short treatise he wrote in 1596, which was also unknown, offers the first account of Albania by a named Albanian author. This essay begins with a summary account of Bruni’s life: the son of an Albanian member of the Knights of St John (of Malta), he studied in Rome and Avignon, spent some time working in Moldavia and then became an adviser to an exiled Moldavian ruler in Austria. His treatise was probably written for the benefit of a prominent member of the Papal administration in Rome. The whole text of his treatise is given here in translation, fully annotated. Written to advise on the possibility of an Albanian revolt during the Habsburg–Ottoman war, it discusses the ethnic and religious composition of Albania and other territories in the beylerbeylik (Ottoman province) of Rumeli, the social conditions there, and the security situation, especially the strength of local Ottoman forces. This text was a major influence on one of the most popular West European books about the Ottoman Empire, Lazaro Soranzo’s L’Ottomano (1598); this essay also demonstrates the degree of Soranzo’s indebtedness.

Abstract:
The development strategy of a modern state is oriented towards ensuring economic growth, increasing the well-being of citizens and reducing the level of poverty. The COVID-19 pandemic had a negative impact on national economies, including the economy of the Republic of Moldova. That is why, the assessment of well-being, identify impact factors, the elaboration of recommendations for increasing well-being become current. Contemporary approaches to quantifying well-being focus on both the economic and social spheres. In this study are identified the weaknesses and strengths of the well-being indices, the dynamics of two composite welfare indices have been analyzed. In the research process, the influence of different factors was identified and their influence on the well-being of citizens and living standards was estimated. Applying the method of correlation and regression analysis, and using the software Eviews 9 were developed two multifactorial linear regression models: a model of the well-being and a model of living standard of population of the Republic of Moldova. Based on the analysis of the pillars of the Legatum Prosperity Index and the components of the Social Progress Index, priority sectors were identified, such as: health care, education, economic quality, enterprise conditions, environmental quality. At present, it is necessary to promote strategies to ensure sustainable economic growth, which will inevitably lead to an increase in the well-being of the local population.

Abstract:
The article presents some research approaches to the fairy-tale folklore of Bulgarians from the Republic of Moldova. According to author, the fairy-tales texts of Bulgarians from the Republic of Moldova, their semantic, symbolic, and structural features should be researched as a local (regional) variant of Bulgarian folklore. Identification of ethno-cultural markers in the fairy-tales of local Bulgarians on some different levels (such as on the subject, ethno-social and spiritual (church-religious) level) will allow to identify some peculiarities in the adaptation process of Bulgarians that migrated in a new ethnocultural zone. As well as to identify the level of preservation of basic ethnic mentality under conditions of new “mental environment”. Thus, the studying of regional ethnic culture is an interdisciplinary research, which allows to discover how localization in time and space affects ethnic culture in general and oral folk art in particular.

The article presents some research approaches to the fairy-tale folklore of Bulgarians from the Republic of Moldova. According to the author, the fairy-tales texts of Bulgarians from the Republic of Moldova, their semantic, symbolic, and structural features should be researched as a local (regional) variant of Bulgarian folklore. Identification of ethnocultural markers in the fairy-tales of local Bulgarians on some different levels (such as on the subject, ethno-social and spiritual (church-religious) level) will allow to identify some peculiarities in the adaptation process of Bulgarians that migrated to a new ethnocultural zone, as well as to identify the level of preservation of basic ethnic mentality under the conditions of new “mental environment”. Thus, the study of regional ethnic culture is an interdisciplinary research, which allows discovering how localization in time and space affects ethnic culture, in general, and oral folk art, in particular.

Corruption is a particularly dangerous scourge, which encompasses the whole of society, all spheres of human activity, and by virtue of this, it also encompasses education, whether we want to recognize it or not. Corruption flourishes in times of great social unrest, in times of crisis that societies are going through, especially in the period of transition from a totalitarian regime to a democratic society. The factor generating corruption is the socio-economic crisis, having as causes: weakening of state authority, degradation of living standards, altered moral judgment, lack of effective control levers, diminished public confidence in institutions and social values, non-adaptation of legislation to economic and social conditions and so on Sport is one of the largest businesses in the world, being influenced and influencing in turn both financial and political interests. Every year, millions of dollars and Euros circulate in this area, most of the transactions and agreements taking place behind closed doors, in order to keep any possible advantage over the competition. This fierce competitiveness, together with the lack of transparency, makes the sports field extremely vulnerable to corruption acts. Summarizing the results of our study, we can conclude: the fight against corruption is an opportunity for beneficiary institutions, which can strengthen and improve their systems for preventing and combating corruption and money laundering and asset recovery, by reference to worldwide first-class practices and standards. Following intense consultations with all beneficiaries in the Republic of Moldova: Minister of Education, Culture and Research, National Olympic and Sports Committee, Paralympics’ Committee, Sports Federations and other structures in the country, in order to ensure effective support in the field of physical culture and sports. The direct relations with the interested actors contribute to the creation of a positive framework, which will favour the general success of the future activities that will take place in obtaining the expected results.

The phenomenon of 'brain drain'' is one of the current problems of the Moldovan society indicating insufficient support to highly qualified young professionals from various fields. Academic mobility is an opportunity to go to study at a foreign university for a limited period but scholars often do not return home. So the purpose of this article is to promote circular migration and academic mobility of young. Nowadays, the economic and political challenges that developing countries are going through, lead to serious changes into the structure and movement of the qualified human capital. Republic of Moldova faces severe migration problems. Unfavorable economic conditions, the existence of better opportunities abroad are creating those push-factors that day by day worsen the situation. This article aims to present general trends of intellectual potential exodus phenomenon in Republic of Moldova with recommendations of possible strategies that could be applied in order to reduce the bad effects and to increase positive effects, by analyzing the experience of other countries which have obtained better results in brain drain management.

Every nation has a history of multiple cultural, ethnic, linguistic interferences, which complement each other from one century to another. The Romanian people have a tumultuous past, with periods of Ottoman occupation, the liberation and unification of Greater Romania, but also the separation from the mother country after the Second World War. Currently, the political and national development path of the Republic of Moldova is struggling between the East and the West. Romanian traditional stylistics represents us through culture, tradition, and customs. We have a valuable cultural heritage inherited from our ancestors, characterized by architecture and folklore, costumes, traditions, and national holidays, which bring back the beautiful spring, winter, and autumn holidays of yesteryear. The home is a peasant house, today a monument of traditional-vernacular architecture (made by folk craftsmen) with architecture specific to each area of the Republic of Moldova, has currently become an ethnographic museum of this richly endowed land. The peasant house is the interior space characterized by the inhabitants of a country. The constructions had a plan, size, and aspect influenced by the physical-geographical conditions of the natural environment, by the particularities and specifics of the household system, historically and socially conditioned. Starting from the stylistic origins of manifestation in interior design and architecture, the traditional Romanian-Moldovan style can be aligned in a rustic ethnic style, monuments of peasant architecture. Therefore, according to its characteristics the rustic style represents the preservation or conservation of the traditional, the old, the folklore of a people, which makes you immediately think of the family home in an atmosphere torn from a fairy tale, sitting on a soft carpet in front of the fireplace (sobă). The rustic style is closely linked to tradition and the countryside. Traditional architecture, regardless of country and geographical area, presupposes the use of natural materials from the environment where the houses are built – wooden beams, stone, clay, straw both inside and outside. For example, the peoples of Romania, Moldova, Ukraine used wood in forested areas and stone in mountain areas.

Abstract:
This article will follow the evolution of dowry boxes on the territory of the Republic of Moldova (late nineteenth century – mid-twentieth century), the role of external influence, the Romanian, Ukrainian and Russian, which left its mark on the type of decoration to these boxes. It will also be followed, the place and the way of their execution. The peasant’s economic factor and the social condition led to a different number and different quality of the dowry boxes, made by local craftsmen or purchased in fairs and cities. Models of dowry boxes made of joiners or carpentries, differed according to the way of joining and decoration techniques (notching, painting, carving, etc.), each in its own way presenting special artistry. The field research on the Republic of Moldova’s entire territory (2.3 localities from each district of the Republic), related to historical data and literature, has allowed classification of crates and their dating in its historical evolution. This classification allows us to capitalize on and promote our cultural heritage.

The land use has undergone some changes in the last 30 years, by reducing the areas with arable land, converting multi-annual plantations into other categories of land, etc. According to the current mode of land use, the Northern Development Region has a pronounced agricultural profile - 80.3% of the total area represents agricultural land. The spatial differentiations regarding the morphological and agro-climatic conditions allowed the identification within the region of areas with agro-forestry and agro-pastoral specializations.
