Abstract:
Introduction. The prerequisites for the economic development of any country are individual, but the use of benchmarking and the borrowing of positive experiences from other countries is an urgent task for every government, especially the domestic, on the path of active reforms. Monaco, as a world-famous small country, demonstrates the successful dynamics of economic development, GDP growth, and ensuring a high standard of living for the population. One of the prerequisites is a flexible tax system and the promotion of business development, support for economic and innovation initiatives, and improvement of investment attractiveness. Goal. Definition of the dynamics of economic development of Monaco during 2008-2017, structure of economic sectors that form GDP, features of taxation, requirements for starting a business and directions of state support for its development. Results and discussion. The preconditions and indicators of economic development of Monaco, leading branches of the economy, dynamics of foreign economic activity, factors of taxation which promote the investment attractiveness of the country are determined. Conclusions. Characterized by indicators of economic development of Monaco, GDP dynamics, main industry features. Established basic tax preferences that promote the start-up of business and its development in Monaco (requirement to provide more than 75% of the work in the Principality). The creation of a favorable tax climate for foreign investment and the simultaneous harmonization of fiscal policies with France and the European Union have made it possible to attract Monaco's continuous flow of foreign investment, so some elements of Monaco's experience deserve to be used by Ukrainian society in the path of reform.

Abstract:
Purpose Monaco is a simultaneously a destination, a state and a city, which belongs to the long list of places that aims to become smart. The purpose of this paper is to present Monaco’s transformation strategy from October 2017 to May 2019. It will present Monaco’s smart urban ecosystem as a meeting point between the destination and the smart city. Design/methodology/approach The authors develop the methodology as an exploratory observation of the state transformations. The methodology relies on an understanding of smart cities policy from an insider perspective, as one of the co-authors participates in the “Matrice Smart-City Monaco” program (Season 1: Tourism), on a media coverage analysis and in a semi-directive interview with a stakeholder of the digital transformation in Monaco. Findings The paper empirically and theoretically explores the following three hypotheses: H1 – being a smart city/destination is less a status than a process; H2 – a permeable state city challenges the boundaries between the city and the smart destination; and H3 – the conceptualization of the smart city requires a broader definition of who its engaged stakeholders are. Research limitations/implications The case of Monaco helps us to understand the role of tourism in a smart city and to deepen the link between “smart city” and “smart destination” from a theoretical point of view. Monaco offers us the opportunity to reinforce our understanding of the relationship between the smart city and the smart destination. Originality/value The study concerns a micro-state that aims to become smart using a top–down strategy. However, for a city to become smart, stakeholders including citizens must be able to support the process.

Abstract:
Step-and-shoot (S&S) intensity-modulated radiotherapy (IMRT) using the XiO treatment planning system (TPS) has been routinely used for patients receiving postprostatectomy radiotherapy (PPRT). After installing the Monaco, a pilot study was undertaken with five patients to compare XiO with Monaco (V2.03) TPS for PPRT with respect to plan quality for S&S as well as volumetric-modulated arc therapy (VMAT). Monaco S&S showed higher mean clinical target volume (CTV) coverage (99.85%) than both XiO S&S (97.98%, P = 0.04) and Monaco VMAT (99.44, P = 0.02). Rectal V60Gy volumes were lower for Monaco S&S compared to XiO (46.36% versus 58.06%, P = 0.001) and Monaco VMAT (46.36% versus 54.66%, P = 0.02). Rectal V60Gy volume was lowest for Monaco S&S and superior to XiO (mean 19.89% versus 31.25%, P = 0.02). Rectal V60Gy volumes were lower for Monaco VMAT compared to XiO (21.09% versus 31.25%, P = 0.02). Other organ-at-risk (OAR) parameters were comparable between TPSs. Compared to XiO S&S, Monaco S&S plans had fewer segments (78.6 versus 116.8 segments, P = 0.02), lower total monitor units (MU) (677.6 MU versus 770.7 MU, P = 0.01), and shorter beam-on times (5.7 min versus 7.6 min, P = 0.03). This pilot study suggests that Monaco S&S improves CTV coverage, OAR doses, and planning and treatment times for PPRT.

Abstract:
Offshore financial centres (OFCs) are often characterised as the clearest expressions of global markets, as autonomous entities operating outside the regulatory controls of nation states. Research on the small but expanding OFC of Monaco, however, shows that relationships with major onshore states, namely France, can be quite close, and complex. This article outlines the distinctive onshore influences, what we term ‘onshore patronage’, which underpin the development of OFCs. Using the lens of an emerging bank confidentiality law in Monaco, it is revealed that France has by no means been an innocent by-stander in Monaco's offshore development. Such an approach has wider theoretical implications for the way we conceptualise the political dimensions of global offshore markets, for political structures can be seen to propel as well as constrain such markets.

AbstractThis commentary is an update to an article in an earlier issue of Transnational Environmental Law (E. Couzens, ‘Size Matters, Although It Shouldn’t: The IWC and Small Cetaceans. A Reply to Stephenson, Mooers and Attaran’ (2014) 3(2) Transnational Environmental Law, pp. 265–78) on the treatment of small cetaceans by the International Whaling Commission (IWC). That article discussed an unsuccessful proposal submitted by Monaco, at the 64th meeting of the IWC in 2012, for a resolution on highly migratory cetaceans. Monaco renewed its proposal in 2014 and, on that occasion, did generate sufficient support for a resolution to give contracting parties to the International Convention for the Regulation of Whaling a mandate to initiate debate over small cetaceans in other fora. Following this IWC Resolution, in December 2015, the United Nations General Assembly included a clause proposed by Monaco in its Resolution on Oceans and the Law of the Sea. The nature of international law is such that it is difficult to force change without upsetting a delicate equilibrium. Monaco’s initiative, however, may provide significant momentum towards a solution for what remains the real and under-acknowledged problem that there is virtually no international law applicable to small and/or highly migratory cetaceans.

Aim: Purpose of study is to validate COMPASS 3D patient specific quality-assurance software with Monaco treatment planning system (TPS) for routine quality assurance. Materials & methods: Purpose is to test the MLC modelling in COMPASS software, using Elekta Express QA package contains eight QA fields as follows (i) 10x10 (ii) 20x20 (iii) 3ABUT (iv) DMLC1 (v) HIMRT (vi) HDMLC(vii) 7SegA (viii) Four L were measured with COMPASS and compared with Monaco TPS. For clinical validation of COMPASS, VMAT plans were created for downloadable contoured structure set of AAPM TG119 cases for energy 6MV using Monaco (5.11) TPS for Versa-HD linear-accelerator and verified by COMPASS (calculated and measured). Results: For express QA check, all beams showed gamma pass-rate above 95% except for FourL field. FourL field Monaco versus COMPASS reconstructed gamma pass-rate was 98.4% but Monaco versus COMPASS computed gamma pass rate was 93.4%. COMPASS computed and measured, TG119 test cases showed good agreement with Monaco TPS, except some higher variation in low dose region. Conclusion: COMPASS measured (reconstructed) and computed results are in good agreement with Monaco TPS, therefore can be used for routine patient-specific quality-assurance. Special consideration has to be taken for superficially located targets.

This study aims to analyze the effect of facilities and means of transportation on tourist satisfaction at Monaco Park Sibiru-Biru Deli Serdang, North Sumatra. The research method used in this research is quantitative. The research population is tourists in Monaco Park Biru-Biru, namely 300 visitors from January - March 2022. To determine the sample size of the known population, there are 300 tourists in Monaco Park Biru-Biru. With an error tolerance of 5%, the number of samples that will be used if calculated using the formula is 172 respondents. The results of the study show that facilities have a positive and significant effect on tourist satisfaction in Monaco Park Sibiru-Biru. Means of transportation have a positive and significant effect on tourist satisfaction in Monaco Park Sibiru-Biru. Simultaneously facilities and means of transportation have a positive and significant effect on tourist satisfaction in Monaco Park Sibiru-Biru. R Square (R2) shows the coefficient of determination is 0.719 (71.9%) meaning that the percentage of facilities, transportation facilities, and tourist satisfaction is 71.9% while the remaining is 28.1%.

This article adopts a sociolegal perspective in analysing the sociological conditions underpinning the emergence of a bank confidentiality law in the 'offshore' financial centre of Monaco. It utilizes three analytical distinctions in approaching the social, legal and political dimensions of the law and moves beyond superficial claims that Monaco's proposed law merely represents a codification of hitherto informal principles and practices. Issues surrounding the globalization of Monaco's banking market and its effects upon the legal culture of confidentiality are explored. However, changes in the legal culture of offshore financial centres should not be equated with an erosion of the state, which is shown to play a constitutive role in sociolegal transformations. In the final section of the article, the implications of the discussion for the sociolegal dimensions of offshore financial centres are drawn out, offering a blueprint for future comparative study on the legal cultures of globalized financial centres.

The envisaged promotion of local products contributes to environmental protection and is a valid tool for the promotion of socioeconomic development, enhancement of territories, and biodiversity preservation and sustainability. Provolone del Monaco is a semi hard pasta filata cheese granted PDO (Protected Designation of Origin) designation by the European Union. Provolone del Monaco is obtained from raw cow’s milk, produced in the specific areas of the Lattari Mountains and Sorrento Peninsula (Naples, Italy), and ripened for at least six months. To the best of our knowledge, no studies concerning the complete chemical characterization of Provolone del Monaco cheese are available. In the present study; the chemical characterization (moisture; pH; titratable acidity; nitrogen; and fat content), fatty acid composition determined by using gas-chromatography-flame-ionization-detector (GC-FID); volatile organic compounds by solid-phase microextraction followed by gas chromatography-mass spectrometry (SPME-GC/MS), and maturation indices were evaluated during ripening. Two different average typical cheese sizes (3 kg and 5 kg) and two different internal portions were studied. After 6 months of ripening, the most important changes recorded were the loss of water, the increase in acidity, the nitrogen (as ammonia) release, and the production of volatile organic compounds. The cheese size did not affect the chemical composition of Provolone del Monaco.

Accordingly, he has instigated a flagship project for the Principality—Monaco Explorations—as a platform for his commitment to the knowledge, sustainable management, and protection of the ocean. The project was among the first set of international actions officially endorsed on World Ocean Day in June 2021 in response to the first call for actions of the UN Ocean Decade.The 10-year project comprises collaborative international expeditions combining scientific research, public outreach, and government cooperation through the transdisciplinary approach underpinned by sustainability science. It will investigate selected marine areas worldwide, starting with an expedition in the Western Indian Ocean in October and November 2022.

Aim: This article presents the 1st international judicial police congress, which was held in Monaco, from 14 to 18 April 1914, as well as its outcome, and recalls the commemoration of its centenary at the 83rd session of the INTERPOL General Assembly, held in Monaco from 3 to 7 November 2014.Methodology: Documents from Monegasque archives were used for the writing of this article. Some of them are published here.Findings: From the beginning of the 20th century, the Principality of Monaco, under the leadership of a visionary Head of State, His Serene Highness Prince Albert I, was strongly involved in the implementation of instruments aimed at establishing international cooperation between the judicial police departments of different countries and improve exchanges in criminal matters, to facilitate the search and arrest of criminals. To this end, Monaco organised in 1914 the first congress that brought together police officers and lawyers, who were tasked with developing proposals to meet these new needs and put representatives from around twenty countries in direct contact with each other. The outbreak of the First World War, however, interrupted the continuation of the process of strengthening international exchanges initiated on this occasion, which should have led to a second stage planned in 1916 and eventually did not resume until 1923.Value: 2023 is the year of the Centenary of the creation of the International Criminal Police Commission, which became the International Criminal Police Organization – INTERPOL. From a historical point of view, it is interesting to look at the beginnings of the founding of an international institution specialized in the field of fight against crime and to recall that this construction is the result of a more ancient reflection initiated at the beginning of the 20th century, which first materialised through an initiative in Monaco in 1914 (commemorated in 2014, also in Monaco). The resolutions that were adopted by the experts of the time, gathered at the invitation of the Principality, and are presented in this contribution underline the precision of the issues they had identified, as well as the relevance of the proposed solutions, some of those still being valid today.

We created volumetric modulated arc therapy (VMAT) plans for 31 prostate cancer patients using one of three treatment planning systems (TPSs)—ERGO++, Monaco, or Pinnacle—and then treated those patients. A dose of 74 Gy was prescribed to the planning target volume (PTV). The rectum, bladder, and femur were chosen as organs at risk (OARs) with specified dose-volume constraints. Dose volume histograms (DVHs), the mean dose rate, the beam-on time, and early treatment outcomes were evaluated and compared. The DVHs calculated for the three TPSs were comparable. The mean dose rates and beam-on times for Ergo++, Monaco, and SmartArc were, respectively, 174.3 ± 17.7, 149.7 ± 8.4, and 185.8 ± 15.6 MU/min and 132.7 ± 8.4, 217.6 ± 13.1, and 127.5 ± 27.1 sec. During a follow-up period of 486.2 ± 289.9 days, local recurrence was not observed, but distant metastasis was observed in a single patient. Adverse events of grade 3 to grade 4 were not observed. The mean dose rate for Monaco was significantly lower than that for ERGO++ and SmartArc (P<0.0001), and the beam-on time for Monaco was significantly longer than that for ERGO++ and SmartArc (P<0.0001). Each TPS was successfully used for prostate VMAT planning without significant differences in early clinical outcomes despite significant TPS-specific delivery parameter variations.

Al centro di questo articolo vi è il confronto tra due visioni di monachesimo: quella di Ildegarda di Bingen (1098-1179) e quella di Bernardo di Chiaravalle (1090-1153). Nonostante la stima e l’ammirazione per il Claravallense, la magistra mantenne una posizione originale nell’intenso dibattito sulla moltiplicazione degli ordini monastici del XII secolo. Come ha messo in luce la ricerca, Ildegarda prese le distanze dal riformismo divisivo dei cistercensi, sostituendo alle tre virtù cardine dei monaci bianchi - carità, unità-unanimità e pace - una nuova “triade” - carità, umiltà e pace. L’umiltà ha per lei un significato sia normativo-istituzionale, come caposaldo della tradizione benedettina, che carismatico e profetico: non solo il monaco, ma anche colui che nella Chiesa riveste il ruolo di profeta, si considera come “nulla” e per questo è ricolmo di “mite umiltà”.

The CEA MONACO v2 a multichannel acquisition system dedicated to neutron and gamma measurements. It is unique as it integrates all the following features in one module: automatic generation of saturation curves, automatic generation of pulse discrimination curves, detector pulse characterization using the embedded oscilloscope module, pulse mode acquisitions in count rate or pulse height analysis, fluctuation mode and current mode acquisitions. Sensors are plugged to a single connector and the implemented operating modes run constantly in parallel. Firsly designed for on line local neutron and gamma measurements with gaseous detectors in reactor experiments, the MONACO v2 system will also be available for self-powered detectors thanks to its wide current mode working range. After two years of development, CEA teams tested two MONACO v2 prototypes in the Slovenian TRIGA Mark II research reactor in 2018, using CEA miniature ion chambers and SPNDs. The system is now ready for industrialization to be available on the nuclear instrumentation market.

Abstract The aim of this study was to determine the effect of biostimulators: Kelpak, Asahi SL and Goëmar Goteo on some biochemical parameters-proline and MDA concentration in leaves and florets of Monaco F1cultivars of broccoli grown under field conditions. Biostimulators applied in the experiment caused changes of some biochemical parameters in the plants. Kelpak and Goëmar Goteo significantly increased the oxidative stress parameters like the concentration of proline and malondialdehyde in leaves and florets of broccoli cultivar Monaco F1. Although, Asahi SL affected the content of chosen biochemical parameters although not seriously.

Selain itu, kebersihan dan estetika kebun tetap terjaga dengan penerapan denda panen. Penelitian dilakukan di Afdeling Kebun Gunung Monaco PT. Perkebunan Nusantara III. Penelitian dilaksanakan pada bulan Januari – September 2020. Metode yang dilakukan dalam penelitian ini adalah metode deskriptif dengan mengumpulkan data-data premi dan denda serta kesalahan pemanen. Hasil penelitian menunjukkan bahwa Denda Panen yang diterapkan untuk menjaga kebersihan dan estetika kebun Monaco. Denda yang sering terjadi yaitu pelepah yang tidak disusun digawangan mati, gagang tandan yang dipotong cangkem kodok (bentuk V) dan berondolan tidak dikutip bersih. Gagang TBS yang tidak dipotong cangkem kodok (bentuk V) merupakan denda panen yang paling besar dikarenakan oleh kelalaian pemanen. Premi merupakan mekanisme reward untuk meningkatkan kinerja pemanen. Premi yang diterapkan di kebun Monaco ada 2 jenis yaitu basis borong dan premi brondolan Premi basis borong adalah bentuk premi yang paling banyak dipilih oleh pemanen dari pada premi berondolah hal ini disebabkan oleh jumlah pendapatan lebih banyak dan mekanisme pengutipan lebih mudah.

AS Monaco FC, having a long history and various honors, is a club in Ligue 1. No matter how successful it is in the league, the attendance rate of Louis II Stade, the club’s home stadium, is only about 40 percent, which is extremely low. The low attendance rate represents weak support and low passion of local fans, creating a gap in fandom, which will affect the future development of the club. There must have been some problems in the club’s brand image, leading to such a negative situation. To discover the weaknesses and create some rational ways to revitalize AS Monaco FC, marketing strategies and brand-related knowledge are used to act as the theoretical basis. After analyzing, this paper discovers that AS Monaco FC’s brand image and brand equity are negatively affected by its old stadium, local flourishing gambling industry, local famous F1 Prix industry, and poor relationship between the club and local rich people. To fix the problem, this paper summarized 3 strategies, including renovating the stadium and cooperating with local flourishing industries.

Broccoli is a short-term fresh storage vegetable; it most often goes to the processing plant where it is frozen or cold-stored. 1-methylcyclopropene gas (1-MCP) can be used to extend broccoli’s shelf life. The aim of the study was to investigate the effect of the genetic cultivar determinants, the use of 1-MCP and the storage time on the weight loss as well as the content of nutrients and harmful compounds in cultivars: ‘Bay Meadows’, ‘Monaco’, ‘Naxos’ and ‘Vicario’. The cultivars selected for the study differed significantly in terms of the traits after harvest and storage, and the differences were also conditioned by the interaction of the genetic factor and 1-MCP used, especially within 30 days after harvest. Of the broccoli cultivars, ‘Monaco’ demonstrated the lowest weight loss during storage, the highest content of dry weight, total sugars, vitamin C, both after harvest and after storage, in the samples treated with 1-methylcycloprepene after harvest. In turn, ‘Vicario’ lost most weight after storage and broccoli florets treated with 1-MCP have lost less weight. The highest amounts of nitrates and nitrites, both after harvest and after storage, were found in ‘Monaco’; however, the differences, as compared with the other cultivars, were significant, yet relatively low. The lowest compactness of the florets was recorded, and hence the lowest commercial value (basically unmarketable), for ‘Naxos’, ‘Monaco’ and ‘Vicario’ cultivars after 30 days of storage without the use of 1-MCP. However, due to the use of 1-MCP and low temperature (4 °C), the commercial value of those broccoli cultivars was satisfactory.

Abstract Objective. Extended treatment session times are an operational limitation in magnetic resonance imaging guided adaptive radiotherapy (MRIgRT). In this study a novel leaf sequencing algorithm called optimal fluence levels (OFL) and an optimization algorithm called pseudo gradient descent (PGD) are evaluated with respect to plan quality, beam complexity, and the ability to reduce treatment session times on the Elekta Unity MRIgRT system. Approach. Ten total patients were evaluated on this Institutional Review Board approved study: three with prostate cancer, three with oligometastases, two with pancreatic cancer, and two with liver cancer. Plans were generated using the clinical Monaco Hyperion optimizer and leaf sequencer and then re-optimized using OFL and PGD (OFL + PGD) while holding all IMRT constraints and planning parameters constant. All plans were normalized to ensure 95% of the PTV received the prescription dose. A paired t-test was used to evaluate statistical significance. Main Results. Plan quality in terms of dosimetric OAR sparing was found to be equivalent between the OFL + PGD and conventional Monaco Hyperion optimizer plans. The OFL + PGD plans had a reduction in optimization time of 51.4% ± 5.0% (p = 0.002) and reduction in treatment delivery time of 10.6% ± 7.5% (p = 0.005). OFL + PGD generated plans had on average 13.2% ± 12.6% fewer multi-leaf collimator (MLC) segments (p = 0.009) and 0.1 ± 0.1 lower plan averaged beam modulation (PM) (p = 0.004) relative to the Monaco Hyperion plans. Significance. The OFL + PGD algorithms more quickly generate Unity treatment plans that are faster to deliver than with the conventional approach and without compromising dosimetric plan quality. This is likely due to a delivery complexity reduction enabled by OFL + PGD relative to the Monaco Hyperion plans.

Taking into account the feedback acquired up to the CEA TRL7 version, the LDCI Lab and the Instrumentation Technologies company (Solkan – Slovenia) initiated in 2020 a two years collaboration agreement to build the Libera MONACO 3 industrialized version required for reactor use and mass production. After a final qualification performed in the Slovenian TRIGA Mark II reactor in March 2023, the system will be available on the nuclear instrumentation market by the end of 2023.

Objective: To compare two different treatment planning systems (TPSs) for plan quality and to check the feasibility of VMAT TBI on the Elekta linear accelerator ‘Versa HD’. Methods: Ten clinical VMAT TBI plans were replanned in Monaco TPS version 5 for retrospective dosimetric analysis and to check the feasibility of treatment delivery in Elekta Versa HD. A dose of 12 Gy in 6 fractions was prescribed to cover 95% PTV. The OARs were the lungs, kidneys, heart, liver, and brain. Dosimetric optimization and calculation were performed in Monaco TPS with a statistical uncertainty of 1%, 2 mm grid. The chosen criterion for plan evaluation and comparison was based on plan quality, dosimetric indices like conformity and homogeneity index, and OAR doses. The comparison of time for optimization, monitor units, and beam on time was also analyzed. Pre-treatment verification using Octavious phantom and gamma analysis using Low’s method with a dose difference of 3% and distance to agreement 3mm criteria was done. The dosimetry of 2 VMAT TBI plans were compared using Wilcoxon signed rank test. Result: The calculated average maximum and mean doses of the PTV were 14.3321Gy and 12.235Gy for eclipse; and 14.428Gy and 12.198Gy for the Monaco system, respectively. The planning time in Monaco was approx. 4.5–6hrs compared to 14–18hrs for Eclipse TPS. Statistically significant difference was observed between the results of 2 TPSs in terms of monitor units, mean doses to lungs, kidneys, heart, and liver and planning time (P < 0.05). However, calculated p values for HI, CI, and brain for both VMAT TBI plans were not statistically different. Conclusion: The study showed the feasibility of VMAT TBI for VERSA HD as it offers faster, better optimization in a single target compared to the Eclipse.

Afrate ii Siro, Sant'Efrem e San Giovanni Crisostomo furono i propagatori della vita anacoreta in Siria. I monaci che vivevano in questo paese erano caratterizzati da una vita molto dura e da inusuali pratiche ascetiche. Secondo lo storico Sozomeno, il primo monaco eremita fu Aones. San Gerolamo sostiene peró che il primo eremita fu sant'Ilarione. Famoso stilita fu Simeone il maggiore. Elemento caratteristico del monachesimo siro era il fatto che gli anacoreti in una certa fase della propria vita entravano in monastero, e viceversa. In Siria esistevano anche monasteri femminili. In questo paese c'erano inoltre donne che conducevano vita eremitica. Le piu famose fra loro furono Marana, Syra e Domnina. Occorre sottolineare come San Girolamo visse da eremita in Siria. Durante un breve periodo della sua vita fu ad Antiochia Paola romana. In questa citta visse la famosa asceta diaconessa Sabiniana, zia di san Giovanni Crisostomo.
