Abstract:
Given the rapid population decline and recent petition for listing of the monarch butterfly (Danaus plexippus L.) under the Endangered Species Act, an accurate estimate of the Eastern, migratory population size is needed. Because of difficulty in counting individual monarchs, the number of hectares occupied by monarchs in the overwintering area is commonly used as a proxy for population size, which is then multiplied by the density of individuals per hectare to estimate population size. There is, however, considerable variation in published estimates of overwintering density, ranging from 6.9-60.9 million ha(-1). We develop a probability distribution for overwinter density of monarch butterflies from six published density estimates. The mean density among the mixture of the six published estimates was similar to 27.9 million butterflies ha(-1) (95% CI [2.4-80.7] million ha(-1)); the mixture distribution is approximately log-normal, and as such is better represented by the median (21.1 million butterflies ha(-1)). Based upon assumptions regarding the number of milkweed needed to support monarchs, the amount of milkweed (Asciepias spp.) lost (0.86 billion stems) in the northern US plus the amount of milkweed remaining (1.34 billion stems), we estimate >1.8 billion stems is needed to return monarchs to an average population size of 6 ha. Considerable uncertainty exists in this required amount of milkweed because of the considerable uncertainty occurring in overwinter density estimates. Nevertheless, the estimate is on the same order as other published estimates, The studies included in our synthesis differ substantially by year, location, method, and measures of precision. A better understanding of the factors influencing overwintering density across space and time would be valuable for increasing the precision of conservation recommendations.

Abstract:
Thesis (S.M. in Science Writing)--Massachusetts Institute of Technology, Dept. of Humanities, Graduate Program in Science Writing, 2007.
Includes bibliographical references (leaf 45).
Each fall, the entire monarch butterfly population of the Eastern United States and Canada funnels into a handful of oyamel pine groves in Michoacan, Mexico, to weather the winter months. Each spring, the butterflies mate and fly north to repopulate the continent in short generational bursts. The monarchs flying south in the fall are three generations removed from those that made the trip the previous year. With no parents to guide its way, a migrating monarch has only its genes to steer it to its Mexican overwintering site. Monarchs orient using the sun as a guidepost. Because the sun appears to move across the sky throughout the day, the butterflies must keep track of time in order to correctly interpret the sun's position. Although this so-called "time-compensated sun compass" was demonstrated in 1997, little was known about how it worked. Steven Reppert, a neurobiologist at the University of Massachusetts Medical School in Worcester, MA, is working to change that. His lab seeks to understand the cellular and molecular mechanisms monarchs use to guide them on their remarkable yearly journey. Reppert and his colleagues believe they have pinpointed the sun compass, and the circadian clock that guides it, in the monarch brain. They have shown how the clock and compass might work together to allow the monarchs to find their way to Mexico. Their work has also uncovered some unexpected insights into the workings and evolution of circadian clocks in general. This thesis profiles these discoveries, exploring how circadian biology has illuminated monarch migration, and how monarchs, in turn, have illuminated circadian biology.

The present study titled " Viva El Rey ": Acclamation and celebration for D. Joseph I in Pernambuco (1742-1777) has the intention to analyze the festivities that were performed for the monarch in the captaincy of Pernambuco, specifically in the village of Recife and Olinda city, by occasion of his acclamation and celebration of his life and health due the events of the earthquake and outrage. From the practice of celebrating the king without his actual presence, we see these statements as a way to bring the sovereign to the location with the aid of representatives formed by members of the local elite, who organized and took part in these celebrations. We analyze these parties as an efficient feature exaltation of the king and statement of royal power, as well as a way of demonstrating loyalty and allegiance to the monarch by their distant vassals. Our writing focuses on the final years of the reign of King John V, father of D. Joseph I, and then we pass by all his reign, which lasted twenty years ending with his death in 1777.

Abstract:
The presence of inhabitants in protected areas, a common occurrence in developing countries, represents a major challenge for conservation. This MA thesis questions the state's strategy in the case of the Monarch Butterfly Biosphere Reserve, in Mexico, a strategy which is officially based on the implementation of sustainable development through the participation of local communities. Working with the assumption that sustainable development is a political concept that implies a competition between different actors in order to define what has to be sustained, for whom, by whom, why, and how, I first analyze the factors that, until now, have impeded local inhabitants' participation. I argue that the subordination of civil society by the state during the last century is a historical burden that has debilitated civil society's capacity for effective participation. Second, I discuss the state's vision of sustainable development and the weight given to the two conflicting visions held, on the one hand, by local inhabitants and, on the other, by the environmentalists and biologists. I conclude that the state's appeal for the participation of local communities is not in recognition of the fact that local inhabitants have the right to greater input in the definition of sustainable development in the region, but needs to be understood as a strategy to achieve rule compliance. Unfortunately, then, while the Monarch Butterfly Biosphere Reserve may be managed according to a vision of sustainable development, this is not a vision that has emerged from a dialogue between the state and civil society. Local support is thus unlikely since transforming local communities into allies would rather require achieving a compromise based upon genuine dialogue.

Abstract:
The eastern migratory population of monarch butterflies (Danaus plexippus plexippus) has declined by >80% within the last two decades. One possible cause of this decline is the loss of >= 1.3 billion stems of milkweed (Asclepias spp.), which monarchs require for reproduction. In an effort to restore monarchs to a population goal established by the US Fish and Wildlife Service and adopted by Mexico, Canada, and the US, we developed scenarios for amending the Midwestern US landscape with milkweed. Scenarios for milkweed restoration were developed for protected area grasslands, Conservation Reserve Program land, powerline, rail and roadside rights of way, urban/suburban lands, and land in agricultural production. Agricultural land was further divided into productive and marginal cropland. We elicited expert opinion as to the biological potential (in stems per acre) for lands in these individual sectors to support milkweed restoration and the likely adoption (probability) of management practices necessary for affecting restoration. Sixteen of 218 scenarios we developed for restoring milkweed to the Midwestern US were at levels (>1.3 billion new stems) necessary to reach the monarch population goal. One of these scenarios would convert all marginal agriculture to conserved status. The other 15 scenarios converted half of marginal agriculture (730 million stems), with remaining stems contributed by other societal sectors. Scenarios without substantive agricultural participation were insufficient for attaining the population goal. Agricultural lands are essential to reaching restoration targets because they occupy 77% of all potential monarch habitat. Barring fundamental changes to policy, innovative application of economic tools such as habitat exchanges may provide sufficient resources to tip the balance of the agro-ecological landscape toward a setting conducive to both robust agricultural production and reduced imperilment of the migratory monarch butterfly.

Cloyd, Lisa Loewinger. "Relationship between Key Variables in Penile Plethysmograph and Viewing Time Measures of Sexual Arousal in Sex Offending Adult Males." Scholarly Repository, 2007. http://scholarlyrepository.miami.edu/oa_dissertations/58.

Abstract:
Penile plethysmography is amongst the best measures for prediction of sexual recidivism and has been extensively researched. However, there are a variety of criticisms regarding use of penile plethysmography (PPG), including financial investment, significant training needs, lack of standardization, intrusive nature of the measure, extensive time for testing, and inability to use PPG with all groups of sexual offenders (e.g., women and adolescents). Viewing time has been studied, though not as extensively as PPG, regarding detection of sexual interest. This study examined the relationship between Monarch 21 PPG and Affinity viewing time variables, including responses to individual stimuli, a sex deviance differential, and a sex deviance ratio. It was predicted that there would be a significant positive correlation between key variables of the Monarch 21 PPG and Affinity. Overall, the associations found between the Monarch 21 PPG and the Affinity were significant, although the magnitudes of the associations were modest. When considering sexual deviance ratios and differentials (as is typically utilized in PPG literature), there was a small, but significant association between the Monarch 21 PPG and the Affinity. Consequently, it is recommended that more research be done comparing these two sets of measures, further evaluating the Affinity and its' predictive validity, and examining the complex arousal pattern shapes, rather than focusing only on a series of discrete variables.

Abstract:
Thesis (MPhil (Public Management and Planning))--University of Stellenbosch, 2006.
ENGLISH ABSTRACT: Increasing inroads by the citizenry, at least in the Western paradigm for the past half millennium, has marked the history of the state as far as accountability is concerned. This process eventually culminated in the modern republican or associated form of democratic governance. Central to this evolutionary process was the notion of the ‘Social Contract’, famously nurtured by the late Enlightenment French philosophers. This concept relies on the notion that the state is crucial for civilized life, yet its power has to be curbed to avoid draconian excesses of power. An analogous process, it might be argued, exists in relation to the citizen-corporate social relationship: that this should come to be governed by what could be termed the ‘Socio-Corporate Contract.’ At present, the great majority of resources are mobilized by private entities, albeit at times in relation to the state, where the state plays a merely facilitating role (Cavanagh et al. 2003; Krasner 2001). This inherently goes to the core of any equity argument. The majority of resources on the planet that are mobilized by and transformed for human consumption: democratically viewed, the citizenry should have some or other governing say over the way in which the majority of resources are mobilized and the manner in which the accrued benefits are distributed (Sachs 2002). Marxist as it may sound, the foundation of such an argument could conceivably, and probably ironically, be traced back to the same type of philosophical foundations that spawned the libertarian republicanism upon which so many of our political Rechtstaat-values are inherently based. From this perspective such a ‘Socio-Corporate Contract’ seems essential, if not inevitable. The form that it would take, though, will probably continue to haunt our governors and rebels alike in the decades to come (Hutton 1995; Also see: The King Report on Corporate Governance in South Africa 2002).

Yuan, Quan. "The Circadian Clock in Monarch Butterfly: A Tale of Two CRYs: A Dissertation." eScholarship@UMMS, 2009. https://escholarship.umassmed.edu/gsbs_diss/429.

Full text
Abstract:
Every fall, Northeastern America monarch butterflies (Danaus plexippus) undergo an extraordinary migration to their overwintering site in Central Mexico. During their long migration, monarch migrants use sun compass to navigate. To maintain a southward flying direction, monarch migrants compensate for the continuously changing position of the sun by providing timing information to the compass using their circadian clock. Animal circadian clocks depend primarily on a negative transcriptional feedback loop to track time. I started my work to re-construct the monarch butterfly circadian clock negative feedback loop in cell culture, focusing on homologs of Drosophila clock genes. It turned out that in addition to a Drosophila-like cryptochrome (cry1) gene, a second mammalian-like cry2 gene exists in monarch butterflies and many other insects, except in Drosophila. The two CRYs showed distinct functions in our initial assays in cultured Drosophila Schneider 2 (S2) cells. CRY2 functions as a potent transcriptional repressor, while CRY1 is light sensitive but shows no obvious transcriptional activity. The existence of two cry genes in insects changed the Drosophila-centric view of insect circadian clock. During the course of my study, our lab obtained a monarch cell line called DpN1 cells. These cells possess a light-driven clock and contributed tremendously to the research on monarch circadian clock. Using this cell line, I provided strong evidence supporting monarch CRY2’s role as a major circadian clock repressor and identified a protein-protein protective interaction cascade underlying the CRY1-mediated resetting of the molecular oscillator in DpN1 cells. I continued my work trying to understand how insect CRY2 inhibits transcription. I provided evidence suggesting the involvement of monarch PER in promoting CRY2 nuclear entry in both S2 cells and DpN1 cells. Finally, I mapped CRY2’s transcriptional inhibitory activity onto its N-terminal domain. Collectively, my research helped to change our view of insect clocks from a Drosophila-centric standpoint to a much more diverse picture. My studies also advanced the understanding of monarch circadian clock mechanism, and provides a foundation for further studies.

Griffiths, Jessica Lynn. "Monarch butterfly (Danaus plexippus) tree preference and intersite movement at California overwintering sites." DigitalCommons@CalPoly, 2014. https://digitalcommons.calpoly.edu/theses/1256.

Full text
Abstract:
Managing Monarch butterfly overwintering groves: making room among the eucalyptus Proper management and conservation of the coastal California overwintering sites used by western Monarch butterflies (Danaus plexippus L.) is critical for continued use of these sites by monarchs. Many management efforts are currently concentrating on eucalyptus-only sites because of the prevailing notion that monarchs prefer eucalyptus over native tree species. Yet, whether a preference exists or not has never been tested. Herein, we test the “eucalyptus preference” hypothesis with data from five overwintering sites comprised of blue gum eucalyptus (Eucalyptus globulus) and at least one other native tree species from fall 2009 to spring 2012. We found that when monarchs clustered disproportionately on a tree species relative to its availability, they clustered significantly more than expected on native trees and significantly less than expected on eucalyptus. Also, in years when the overwintering population was highest, monarchs clustered disproportionately on native conifers, and they often switched from clustering on eucalyptus in the early winter to native conifers in the middle or late winter. Our results suggest that overwintering groves should be managed to include a mixture of tree species. We cannot recommend simply planting more eucalyptus. At overwintering sites in central coastal California, native conifers such as Monterey cypress (Hesperocyparis macrocarpa) and pitch canker-resistant Monterey pine (Pinus radiata) should be planted as replacements for blue gum eucalyptus in areas where trees are likely to fall, and around the perimeter of groves. Testing the Monarch butterfly eucalyptus preference hypothesis at California overwintering sites Western Monarch butterflies (Danaus plexippus L.) overwinter in groves of native and non-native trees along the California coast. Eucalyptus is abundant in coastal counties, and overwintering monarchs utilize this type of tree more than any other. This has led to the belief that monarchs prefer eucalyptus. Yet whether a preference exists has never been tested. We tested the “eucalyptus preference” hypothesis at five California overwintering sites with canopies comprised of eucalyptus and at least one native conifer species. We found that at no time over the course of three years did monarchs cluster on trees in proportion to their availability in the canopy. Overall, they did not cluster on one tree species significantly more frequently than another, indicating that monarchs do not prefer eucalyptus—or any tree species—all of the time. However, more often than not monarchs clustered significantly more than expected on native trees, particularly at midseason when the weather was most inclement. They also clustered disproportionately on native conifers when the overwintering population size was highest. At most sites monarchs exhibited tree switching, shifting from eucalyptus to native conifers in the middle or late winter. Based on these results, we reject the “eucalyptus preference” hypothesis. In its place, we propose the “conditional preference hypothesis”, wherein monarchs are predicted to prefer cluster trees according to microclimate conditions and prefer alternate trees within a site as climatic conditions change. Rejection of the eucalyptus preference hypothesis suggests that sites comprised exclusively of eucalyptus may not offer monarchs a suitable range of microhabitats, and further suggests we should rethink “eucalyptus-centric” management. Monarch butterflies overwintering in coastal California: low site fidelity and high intersite movement Western monarch butterflies (Danaus plexippus L.) overwinter in large aggregations at hundreds of sites along the California coast. Management plans and census methods are both founded on the assumption that individual monarchs arrive at an overwintering site in the fall and stay at that site for the winter. Though populations potentially coalesce en masse from autumnal sites onto climax overwintering sites, very little individual movement between sites is inferred. Monarch movement is therefore thought to be primarily into sites (as opposed to out of or among them). We refer to this assumption and inference as the accrual hypothesis. In light of previous studies that provide evidence for movement among sites, we propose that overwintering monarchs may belong to a superpopulation. The existence of a superpopulation comprised of individuals moving in and out of sites would force us to rethink our ideas of landscape-level resource use by monarchs, our site-centric (rather than landscape-level) management strategies, and our abundance estimation techniques, which employ closed population models. We tested the closed population model, the accrual hypothesis, and the superpopulation model at three California overwintering sites using a mark-resight study design. We found that a large proportion of the monarchs at a site moved among (into and out of) monitored sites, both while the population size increased in October and November, and while the population appeared to exhibit an equilibrium winter maximum. The pattern of abundance of both tagged and untagged monarchs at monitored sites leads us to reject the closed population model and the accrual hypothesis. We found that monarchs at all three study sites are part of a larger superpopulation, though the sites do not contribute to the superpopulation equally. We determined that mark-resight is a viable alternative to existing population estimation techniques, though mark-resight methods would need to be explored further before being applied routinely. Our results suggest we need to move away from site-based management and manage instead for landscape-level overwintering (superpopulation) dynamics.

Abstract:
This thesis focuses on the role foreign policy played in legitimizing the early French Fifth Republic from 1958 to 1960. I argue that President Charles de Gaulle employed foreign policy in the service of gaining public support for his new government and the new republic. Many historians have argued previously that his foreign policy of grandeur, as it came to be called, was used to recast international politics and France's role in them. My work diverges from these previous interpretations by arguing that Gaullist foreign policy served, in many instances, overarching domestic goals, not French international interests. I see foreign policy as inseparable from the broader domestic ambition to craft a persuasive narrative of renewal and national unity under Gaullist stewardship. In the process, my study puts de Gaulle's foreign policy into the context of his larger aspiration to precipitate constitutional reform and, thereafter, ensure popular support. De Gaulle exploited opportunities to use foreign policy in order to shape public opinion, both domestically and internationally. These efforts, as my research reflects, helped foster public support for the new regime and, by portraying national renewal, further discredited the preceding Fourth Republic.

Abstract:
Plants play an important role in structuring ecological communities from the bottom up through interactions with herbivores, and environmental variation can affect these interactions. We use the interaction between common milkweed (Asclepias syriaca) and the monarch butterfly (Danaus plexippus) to examine 1) the role of environmental variation in dictating plants traits, and 2) how those variations affect herbivores. We quantified intraspecific trait variation in 53 natural common milkweed populations, then remeasured these traits when population representatives were regrown in a common garden to control for environmental variation. We then measured growth, performance, and survival of monarch larvae feeding on these same plants. Our findings indicate distinct spatial patterns in traits throughout the range of A. syriaca, but these patterns dissipate when genets are regrown in a common environment. When monarch larvae are raised on these milkweeds, those fed on plants from the Northeast gain more weight than those fed on plants from the Northcentral and Southcentral regions. These results can better inform monarch conservation efforts; current conservation efforts have been focused on milkweed restoration in the Midwest, but an increased focus on milkweed restoration in the Northeast may be beneficial. Furthermore, we demonstrated plasticity in specific plant traits in response to environmental change, which could have theoretical implications in light of current and projected changes in climate.

Abstract:
The reigns of the five Tudor monarchs were the context of vast changes in the nature of religion and government in England. This study explores the way in which these changes were reflected in sermons preached before the princes. Five preachers have been selected, one from each reign. All the sermons were delivered before the reigning monarch in English, and were printed and published shortly afterwards. The Introduction gives a general overview of the thesis. The subject matter of Chapter 1 is concerned with the funeral oration at the obsequies of Henry VII. Bishop John Fisher focuses his attention on the death of Henry, his contrition for his sins, and his reliance on God, through Holy Church, for the assurance of forgiveness. Chapter II examines a Good Friday sermon preached at Greenwich Palace before Henry VIII and Queen Anne Boleyn in 1536 by the King's confessor, John Longland. Longland promotes the beliefs and practises of Holy Church notwithstanding Henry's rejection of papal authority. In Chapter III, Hugh Latimer, the 'Prophet to the English,' preached a series of sermons before Edward VI in the Preaching Place at Whitehall during Lent 1549. Latimer's aim is to show Edward the path to true kingship and to promote justice in the realm. The sermons of Thomas Watson, Dean of Lincoln, before Queen Mary at Greenwich in Lent 1554 are the subject of Chapter IV. Watson supported the Queen in her efforts to return England to the true faith. Chapter V analyses the sermon John Whitgift, Dean of Lincoln, preached before Elizabeth I at Greenwich in Lent 1574. Whitgift refuted Catholic beliefs but reserved his greatest attacks for the radical Protestants.

Abstract:
Species are experiencing shifts in their phenology (i.e., seasonal timing of recurring biological events) due to climate change, leading to disruptions in the relative timing of interacting species. These shifts can be detrimental to the fitness of the consumer (e.g., herbivore) in the interaction. In its larval form, the monarch butterfly (Danaus plexippus) is a specialist herbivore that feeds on milkweed plants (Asclepias spp.). Given that plants generally experience seasonal declines in quality, it is hypothesized that if climate change disrupts the timing of the larval stage relative to the availability of younger milkweed plants, monarch performance will be negatively affected. In this thesis, I explore the potential for negative consequences for the eastern monarch population due to potential shifts in the timing of their interaction with milkweed—due to phenological shifts in either species. I used field surveys around Ottawa, ON to determine monarch oviposition preference on common milkweed (Asclepias syriaca) plants and the seasonal availability of their preferred plants. To determine the potential consequences for monarch fitness where females oviposit on non-preferred plants, I conducted a field experiment to assess the effect of milkweed size on monarch larval performance. Based on field surveys, females preferentially oviposited on smaller milkweed plants in earlier developmental stages with low levels of discolouration. Plants in early developmental stages were consistently available in large proportion over the summer season. These results suggest that even if the relative timing of the monarch-milkweed interaction in the eastern population is shifted due to climate change, there will likely be suitable milkweed plants available for oviposition throughout the breeding season, which could act as a buffer to disruptions in the relative timing of the interaction. I found that bigger plants exuded more latex and had thicker leaves than smaller plants. However, larval performance was unaffected by these plant quality differences. While it is unclear how the relative timing of the monarch-milkweed interaction will change in the future, my results suggest that shifts in the relative timing of their interaction within the breeding season are unlikely to have negative consequences for larval performance in eastern Ontario. Future studies should determine how the relative timing of the interaction will change in the region and explore how climate change will affect the quality of milkweed plants.

Abstract:
Already regarded as one of the top teams in Negro League baseball, the Kansas City Monarchs became known as a powerhouse unit in the 1930s and 40s. They rolled into towns with lights, amazing athletes, and competitive play. They won championship after championship during these years as Kansas City baseball fans strongly supported them. As they became an integral part of the city, the Monarchs' success, open-seating policy, and jazzy home openers fostered a large following of mixed-race fans. The local black newspaper, the Kansas City Call, held them up on a pedestal, while sportswriters for the mainstream Kansas City Star/Times downplayed the Monarchs' accomplishments and influence in the community. This thesis focuses on the relationship the Call had with the best team in black baseball through the context of its treatment of games, players, league officials, and team owners, as well as other patterns and tactics. Analysis of the Star/Times coverage is also considered to show variances in coverage between one city's race-divided newspapers. Negro League baseball and the African American newspapers that covered the teams grew out of and illustrated the segregation laws and prejudices feelings that existed in the United States during most of the twentieth century. Over time, especially when the sports world moved into the post-integration period, the Call's bolstering of the Monarchs deteriorated as the paper's promotion of democracy steered its sportswriters away from a baseball organization that symbolized segregation. The different types of coverage by the Call throughout the twenty-year study can be described as all-out promotion, balance, and abandonment. In the 1950s nostalgia and conflict existed, as the Call's sportswriters became torn on how to cover a team that was once the pride of the black community, but now represented inequality. In an attempt to remedy this torment, the Call tried to convince black baseball officials to remove the “Negro League” stigma by signing players of all races in order to mirror the more democratic Major Leagues. The white press, meanwhile, ignored the bigger issues of black baseball as one Negro League team after another died in the 1950s. The Star/Times peripheral coverage of the Monarchs provides context to the social issues and discriminatory practices at play in Missouri. As this thesis outlines the coverage of the Monarchs through the Black and White newspapers of Kansas City, previous research is substantiated and challenged to provide a fuller account of Jim Crow's effects.

Full text
Abstract:
This dissertation describes the purification and partial characterization of CBP from the epidermis of the monarch butterfly larvae (Danaus plexippus). A yellow protein-carotenoid complex was extracted from the yellow pigmented epidermal tissue from monarch butterfly larvae by homogenization. Additional steps in the purification process included differential precipitation with ammonium sulfate, cation and anion chromatography, and lastly size exclusion chromatography. Polyacrylamide gel electrophoresis demonstrates that a single protein was isolated (M-LBP) having a ~60 kDa molecular weight, the value has subsequently been confirmed by HR-tandem MS. Lutein is the sole carotenoid bound by M-LBP with a stoichiometry of the binding of 2: 1. Immunohistochemistry results show that M-LBP has no cross-reactivity to antibodies for silk worm CBP (Bombix mori) but does have cross-reactivity with antibodies for horn worm epidermal CBP (Agrius convolvuli). Binding affinities were determined using surface plasmon resonance for the carotenoids lutein (KD = 18.6 ± 0.7), R,R-zeaxanthin (KD = 990 ± 60), R,S-zeaxanthin (KD = 60 ± 2). Tryptophyphan fluorescence lifetimes were determined for the apoprotein and compared to those of the native M-LBP. Tryptophan fluorescence lifetimes were found to be 3.9 ns and 3.0 ns, respectively for these two forms of the protein, indicating that upon dissociation of the carotenoid from the protein the tryptophan fluorophore adopts a position where it has less interaction with the polar surface environment.

Khoza, Phumlile Tina. "A study of the powers of the Swazi monarch in terms of Swazi law and custom past, present and the future." Thesis, Rhodes University, 2003. http://hdl.handle.net/10962/d1004723.

Full text
Abstract:
The thesis covers the branches of law known as Constitutional law and Customary law. It focuses on the powers of the Swazi monarch, which are based on a combination of the received Western law and Swazi custom. For the purposes of this study, therefore, Swazi law and custom shall be taken to include both the statutory law and the yet unwritten customary law. Swaziland is black Africa's only remaining traditional monarchy, ruled as it is by the Ngwenyama, an indigenous institution, whose origin is derived from custom. The resilience of this ancient system of government in a continent where modernisation and constitutional democracy among other factors have led to its extinction is phenomenal, particularly because some commentators have described traditionalism in modern Africa as an "embarrassing anachronism.' In Swaziland the monarchy continues to be a vibrant system and the nation is currently engaged in a process of not only codifying the customary law but also of drafting the constitution of the country. One of the key areas of concern is the question of the distribution of power between the monarch and the people under the proposed constitution. Traditionalists are of the view that the powers that the King currently exercises should remain intact as they are a reflection of the Swazi law and custom. Progressives, on the other hand, are of the view that the current position makes the King an absolute monarch and are thus proposing a change from an absolute to a constitutional monarch. In other words they want some kind of checks and balances in the envisaged system of government. The study will show that the constitutional evolution of Swaziland and the exigencies of synthesising modern and traditional systems of governance have over the years obscured the true nature of the powers of the monarch in terms of Swazi custom. Thus before we can consider whether the future of the monarchy in Swaziland depends on the harmonisation of modern and traditional systems of governance, it is necessary to revisit the past to determine the powers of the monarch in their embryonic form, for it is from this period that we can extrapolate the powers of the Ngwenyama in terms of Swazi custom. The thesis has been arranged as follows: The first chapter will review the precolonial political system of Swaziland with a view to establishing whether monarchical authority was founded on command or consensus. The various theories, which seek to explain the foundations of the monarchical system of government, will be outlined. The second chapter will focus on European influence on the Swazi traditional system of government. The third chapter will be an analysis of the powers of the monarch under the 1968 independence constitution. The fourth chapter will focus on the effect of the repeal of the 1968 independence constitution by the Monarch. The fifth chapter will focus on the constitutional reforms under the reign of king Mswati III. The sixth and last chapter focus on proposals for reform. The research method used was in the main, an analysis of relevant legal principles as contained in textbooks, legislation, journals, the scant case law that is available in this area of the law and other relevant materials. A comparative survey of ancient African kingdoms will be done, with emphasis on those Kingdoms, which later became British colonial possessions. It is hoped that this comparative analysis will help explain the evolution of these traditional structures alongside modern governmental institutions.

Abstract:
Contingent Valuation (CV) methods are a primary tool in environmental economics to ascertain non-use or other values not observable through existing market mechanisms. Because common CV approaches typically rely on hypothetical answers from surveys in order to generate welfare estimates, these are often labelled stated preferences. Results from stated preference methods often diverge from those obtained when actual preference or behavior are involved. This divergence is commonly known as Hypothetical Bias (HB). This dissertation addresses HB as it applies to environmental applications. To begin, a meta-analysis using a sample of studies many times larger than previous works was performed. Its results identify which study protocols exacerbate HB, and which may mitigate it. Furthermore, the meta-analysis establishes the efficacy of some popular techniques to mitigate HB. The second essay focuses on understanding and addressing two important topics to environmental economics, distance decay and charismatic species conservation. These effects have not been investigated with respect to HB. We implement a field survey of monarch and viceroy butterfly conservation, creating survey treatment conditions involving both real payment and hypothetical scenarios in order to establish the extent of HB. The key finding is that while HB is present for both butterflies, HB in distance decay exists for monarchs. There is also additional HB for monarchs compared to viceroys, which we attribute to the former’s charisma. The final endeavor studies the usefulness of consequentiality, a relatively new tactic to reduce HB. Consequentiality is the degree to which respondents believe their answers may affect policy outcomes. Relying on the monarch field survey, we find that using a technique known as ex ante consequentiality may exacerbate HB. Another approach known as ex post consequentiality is more effective at reducing the extent of HB in the data. Lastly, some elements of the studies’ results showcase that HB is not always present and can also explain some of the mixed results found on the efficacy of HB mitigating methods reported in previous studies.
