Mobile Network Operator (MNO) financial service model has security vulnerabilities in addressing verification of cash and mobile money. For instance, monthly returns are transferred in plain text from banks and MNOs to financial regulators. This may result to failure of financial regulators in detecting creation of fake mobile money. This study was conducted to develop a security model for tracking creation of mobile money using Transport Layer security protocol as a way of protecting returns in transit from banks and MNOs to financial regulators. The answer to this is largely determined by the way money is formed in the economy. According to modern macroeconomic concepts, money supply can be influenced by factors other than monetary policy. This article discusses the main theoretical approaches to determining the mechanisms of formation of the money supply. A novel feature of mobile money is its ability to serve large numbers of people who do not have bank accounts, commonly labelled 'the unbanked'. The function of money creation by banks remains a mystery to many. Galbraith remarked "The process by which banks create money is so simple that the mind is repelled." Curiously though, orthodox economic theory relegates money creation to the periphery. The convention is that the role of banks in macro-theories is solely to facilitate the conversion of savings into investment via the money market. This policy brief examines the effects of cumulative, specific 7.2 per cent taxes on mobile money (MM) service providers in Côte d’Ivoire. It assesses the unique tax framework, which deviates from the consumer-centric trend observed in many African countries, where end-users typically bear the burden. Initially targeting telecom companies, the tax expanded to encompass MM providers created by licensed telecom operators (Orange Money, MTN Money, and Moov Money) and, later, all companies providing MM operations. Concerns over potential investment declines persist, yet concrete evidence is absent

The recent wave of terrorist attacks has increased the attention paid to money laundering activities. Using several methodologies, this paper investigates empirically the determinants of money laundering and its regulation in over 80 countries by assembling a cross-country dataset on proxies for money laundering and the prevalence of feeding activities. The paper additionally constructs specific money laundering regulation indices based on available information on laws and their mechanisms of enforcement and measures their impact on money laundering proxies. This study analyzes the international financial flows of Latin America in order to verify existence and direction of the Stigma Effect. Is the AML/CFT financial regulation that addresses the money laundering and terrorism finance phenomena relevant in shaping the pattern of international banking movements? We test if the FAFT listing-delisting events are effective sticks and carrots for the targeted countries in influencing cross-border banking flows. The tests are based on a theoretical framework, where the stigma effect holds if doing business with a listed country produces nonlinear monetar

The international community is increasingly aware that adopting laws, regulations, and mechanisms to gather and exchange information about “beneficial owners” (BOs) is crucial for combating tax evasion, money laundering, corruption, and the financing of terrorism. This paper explains the concept of beneficial owner, describes the standards in this area that countries should commit to, and presents the ratings achieved under the FATF and GF evaluations by each one of the 26 Inter-American Development Bank borrowing member countries regarding their beneficial ownership laws and regulations. Abstract:
In the fight against money laundering, information on politically exposed persons (PEPs) is highly relevant for financial institutions as it is about customers deemed to be high-risk due to their public functions and the degree of influence they can exert. This document reviews the regulatory and operational frameworks to access and exchange of information on PEPs in Central American countries, as well as the enhanced due diligence measures under implementation in these countries. The main findings indicate that there are legal constraints in relation to the definition of PEPs and the obligati

It is essential to have secure, stable monetary and worldwide payment frameworks that reduce exposure to Money Laundering and Terrorism Financing (ML/FT), while permitting access to markets and customers from vulnerable economies that are seen as high risk. To accomplish this, all partners, including governments, national regulators, multilaterals, and worldwide banks, must help national respondent banks in building up their risk and compliance structures, enhancing training for front-line officers, and upgrading current back office frameworks. This will assist them to maintain existing connec

Several countries now require banks or money market funds to impose state-contingent costs on short-term creditors to absorb financial stress. We study these requirements as part of the broader prudential toolkit in a model with five key ingredients: banks may face an aggregate stress state with high withdrawals; a fire-sale externality motivates a mix of non-contingent and state-contingent regulation; banks may use shadow technologies to circumvent regulation; parameters of the shadow technologies may be private information; and bailouts may occur. Value for Money (VfM) is an essential tool for balancing difficult policy and programme decisions. While many of the conceptual approaches to VfM and methods for estimation are similar between regular development programming for social protection and humanitarian cash and food assistance, so far these literatures have evolved in fairly distinct silos. There is relatively little work that brings the two strands together. This thematic review provides a conceptual framework for understanding VfM of social assistance in fragile and conflict-affected situations (FCAS). It draws out what is particu
