Abstract:
Since liberalisation of the Mongolian economy, Japan has contributed substantially to Mongolia’s economic development and is proud of being the largest donor country to Mongolia. However, due to the recent rapid growth of the Mongolian economy the country will be soon be beyond the scope of oda donations from oecd countries. The Mongolian government oda budget will be reduced and private investment from overseas will have to be enlarged and enhanced. Most of the infrastructures have been supported by foreign government aid in Mongolia, but from now on Mongolia must rely on its own money or foreign private financial sources to develop such infrastructures. However, in the short term the Mongolian government budget is not going to be large enough to support the current increasing demands for infrastructure development. In this transitional period for Mongolia, changing the money source from foreign government aid to private investment, private companies and investors from Japan are also facing this new agenda in Mongolia. There are many issues to consider. Both Japan and Mongolia should mutually solve these issues.

Abstract:
This article is aimed at determining Mongolia’s status based on historical documents and contemporaries’ evaluation. It discusses the change in the legal status of Mongolia from the collapse of Qing Empire till the mid XX century. As it is shown, Mongolia was not part of China but was in vassal — suzerain relationship with the Manchu Dynasty of Qing Empire. Qing ‘new policy’ of Chinese colonization destroyed this relationship which led to national liberation movement of Mongols. Dynasty abdication and the formation of the Republic of China gave new legitimate ground for independence Mongolia. Declaration of independence of Mongolia on December 29, 1911 as the culmination of this movement was legitimate and was not a revolution. The treaty signed in 1912 between Russia and Mongolia may be considered as de jure recognition of the independence but not the autonomy of Mongolia. The rightful recognition of the autonomy was recorded in the agreement of 1915 between Russia, China and Mongolia. Outer Mongolia became the state under the formal suzerainty of China and the protectorate of Russia. The abolishment of autonomy and occupation of Outer Mongolia by China in 1919 was illegal. In 1921 baron R. F. Ungern reinstated the autonomy and in fact the independence of Outer Mongolia. From the take-over of the Mongolian People’s Party until adoption of constitution by the Mongolian People’s Republic in 1924 the country status was undefined. From 1924 until recognition by China in 1946 the Mongolian People’s Republic was de facto independent country with the implied (silent) recognition by the USSR. Reunion of Inner Mongolia and Barga with the Outer Mongolia / Mongolian People’s Republic was the historical choice of their peoples.

Abstract:
Introduction. The article examines languages of some national minorities living in the Hulun Buir Urban District of the Inner Mongolia Autonomous Region (PRC). The study is relevant since the Han majority subjects national minorities to strong linguistic assimilation. Timely study of the languages and dialects of this region is necessary for a comparative analysis with the languages of the Mongolic and Tungus-Manchu peoples living in Russia. Goals. The research primarily aims to examine some aspects of linguistic studies in publications of Inner Mongolia’s philologists. The work solves the following tasks: 1) review of languages and dialects of Hulun Buir ethnic groups, including in publications of Russian researchers; 2) research of some works dealing with the Old Barga dialect of the Mongolian language; 3) analysis of publications on the Dagur language and one scientific article about the Evenki language. Materials. The article analyzes scientific works of researchers from Inner Mongolia, such as Bousian, Enkhabatu, Tseberkhas, Urangua, Yu Shan, Serenbatu. Results. The existing division into languages and dialects has some differences in China and Russia. This unequal linguistic status requires the development of a single generally accepted standard. The Old Barga dialect has preserved a number of words from the language of medieval Mongols. This Barga dialect also borrowed some words from Manchu, Japanese and Russian. Philologists of Inner Mongolia actively study the Dagur language and dialects. They carry out comparative analyses of the latter and Mongolic languages, identify features of the Hailar and Buteha dialects of the Dagur language. So, scientists conducted a sociological survey on whether the Daur people know their native language, as well as Mongolian and Chinese. Professor Serenbat analyzed Evenki verb endings in comparison with Mongolian, Manchu and Dagur ones. Conclusions. The important issue is a standardization of languages and dialects of the region. It must be done in accordance with generally accepted standards in Russia and China. Russian philologists should begin comprehensive studies of the scientific developments of Inner Mongolia’s researchers. The study of the historiography of languages and dialects of Hulun Buir has great prospects.

Coal is a critical export for Mongolia, playing a significant role in the nation’s economy by contributing to GDP and export revenues. This paper provides an economic analysis of coal pricing in Mongolia, examining the primary factors that drive price fluctuations in both domestic and international markets. Key areas of focus include global demand, particularly from neighboring China, transportation costs, government policies, currency exchange rates, and environmental regulations. The paper employs a mixed-method approach, analyzing historical price data alongside policy reviews to identify the challenges and opportunities Mongolia faces in stabilizing coal prices. Global coal demand, especially from China, has a profound effect on Mongolian coal prices, while infrastructure limitations and transportation costs further exacerbate price volatility. Additionally, Mongolia’s coal sector is influenced by international competition, particularly from established exporters like Australia and Indonesia, which benefit from more developed supply chains. This research aims to provide valuable insights for policymakers and stakeholders by offering recommendations on how Mongolia can enhance price stability and strengthen its position in the global coal market. By analyzing the economic forces shaping Mongolian coal prices, the study contributes to broader discussions on resource management and economic sustainability in coal-dependent economies. The findings will aid policymakers in developing strategies that address Mongolia's infrastructure challenges and ensure the long-term viability of its coal industry in the face of evolving global energy dynamics.

Abstract:
Since BC, the construction of cities has been started in the Mongolian Plateau with the establishment of dynasties, but many were turned into ruins. However, the Tibetan Buddhist temples built after the 16th century, which are an indispensable element in the process of settling the Mongolians from nomadic life, have been relatively well preserved in Inner Mongolia. These temples have been thought to be the epitome of the Mongolian economy, culture, art, and construction technology. Therefore, it has a great significance to research them systematically. Interestingly, these temples in Mongolia were originated from Inner Mongolia, which is located on the south side of Mongolia. The architectural design of these temples has been primarily influenced by Chinese and Tibetan temple architecture, suggesting that the temples appear to be considered a vital sample for studying temple architecture in Mongolia or East Asia. So far, there is still no study systematically on temple architecture in Inner Mongolia. Therefore, this research aims to study the arrangement plan of Inner Mongolian Tibetan Buddhist temples, which is the most important factor to consider in the first stage of temple construction.

Abstract:
Following the collapse of its trusted ally, the USSR, Mongolia faced significant challenges in aligning itself within the new global order. As a result, Mongolia's external and internal strategic environment compelled the nomadic nation to establish and maintain friendly relations with major powers other than China and Russia. Mongolia has since attempted to diversify its diplomatic and strategic reach in regional and international forums that had previously been overshadowed by Mongolia's previous patron, the Soviet Union. Mongolia had adopted two distinct policies, namely the ‘Good Neighbor Policy’ and the ‘Third Neighbor Policy’, which outlined Mongolia's aspirations in the post-Cold War global order. This paper will attempt to understand the changes and continuities in Mongolian foreign policy as a result of Mongolia's 'Third Neighbour Policy,' as well as to investigate the possibility of mutual cooperation between India and Mongolia. The most important aspect of this research is identifying Mongolia's relevant security issues. This study will use empirical data to examine Mongolia's security dilemma, but the analysis will be qualitative. The study's findings show that, despite its small power status, Mongolia will play an important role in North Asian great power politics due to its geostrategic location and mineral resources. Given China's dominance and Western powers' counter-dominance initiatives, this assumption is becoming true. With this in mind, India started to transform it spiritual partnership with Mongolia into a comprehensive strategic one.

Abstract:
November 26, 2024 marks the 100th anniversary of the proclamation of the Mongolian People’s Republic, the establishment of which as a sovereign state was made possible thanks to the full support of the USSR. The second socialist state in the world existed for less than 70 years. However, in terms of its significance in national development, this short period represents a separate era in the Mongolian history. The paper reveals the results of Soviet-Mongolian economic cooperation. It is shown that the Mongolia development as an independent state in the 20th century became possible thanks to the Soviet Union’s extensive economic assistance. Joint companies were the main instrument of Soviet assistance. Through their establishment, all key sectors of the Mongolian economy were created. At the same time, another result of this assistance was the gigantic credit debt of Mongolia to the USSR. Due to the collapse of the Soviet Union in 1991, Mongolia had to reorient itself to attracting economic assistance from Western countries. Thanks to their help, Mongolia was able to carry out political and economic reforms. Therefore, Western countries began to be considered as priority partners for Mongolia. At the present stage, they act as key investors in the mining sector of the Mongolian economy. The features of the settlement of Mongolia’s “great debt” to Russia as the legal successor of the USSR are revealed. The analysis of modern Russian-Mongolian economic relations showed that it is based on the import of Russian energy resources to Mongolia. At the same time, a number of joint infrastructure development initiatives are being developed that could bring multilateral economic cooperation in the regional triangle “Russia-Mongolia-China” to a new level. The modernization of the Trans-Mongolian railway and the construction of infrastructure for the transit of gas and electricity from Russia to China are considered as priority projects of Russian-Mongolian economic cooperation. Another important direction in the development of Russian-Mongolian economic cooperation could be the conclusion of a free trade agreement between Mongolia and the Eurasian Economic Union. This agreement will allow Mongolia to increase the profitability of exports of light industrial goods to Russia.

Abstract The commodity and geographical structure of Mongolia’s exports, dynamics and features of Mongolia’s foreign trade with Russia are considered. The tendency of weakening of foreign trade interaction of Mongolia with the Eastern regions of Russia is revealed. Using the original author’s method, an assessment of the distribution of Mongolian export goods was carried out, taking into account their transportability in sales markets and areas of remoteness. A pattern has been revealed for the export of low-transportable mineral raw materials, which is almost exclusively directed to neighbouring countries, mainly to China, while more expensive types of Mongolian products (wool, yarn, clothing, gold, etc.) are exported to distant countries. It has been established that the value of Mongolian exports for a number of mineral and raw materials exceeds the Russia’s and have strong growth prospects. The conclusion is drawn that the competition between exporters of Mongolia and the Eastern regions of Russia for foreign markets of mineral commodities, primarily for the Chinese market, will intensify in the near future.

Abstract:
Abstract The species composition of nematodes found at autopsy of abomasa and small intestines of 24 Mongolian gazelles in Eastern Mongolia is studied. Orloffia bisonis, Marshallagia mongolica, Nematodirus archari, N. andreevi, Trichostrongylus colubriformis, T. probolurus were registered. N. archari and N. andreevi were detected in Mongolian gazelle for the first time. All species of gastrointestinal nematodes found in Mongolian gazelles have already been registered in domestic ruminants of Mongolia. The validity of Orloffia genus is confirmed based on our own observations and literature data. Orloffia is monotypic genus with the only species O. bisonis represented by two morphs where “O. bisonis” is major and “O. kasakhstanica” is minor.

Cette thèse analyse la vie politique intérieure et extérieure, économique et constitutionnelle de la Mongolie depuis sa révolution démocratique. Depuis qu'elle s'est "détachée" politiquement et économiquement de la Russie, ce petit pays mise sur ses richesses naturelles et la Mongolie veut désormais développer sa coopération avec les autres pays et notamment ceux qui ont de l'expérience dans le domaine minier. Les analyses des investissements étrangers directs en Mongolie montrent l'impact de la législation intérieure: lois sur l'exploration et l'exploitation des ressources naturelles, la protection de l'environnement, et le classement stratégique des sites des ressources naturelles... La thèse s’emploie à expliquer les relations actuelles de la Mongolie avec les pays étrangers, et tente de prévoir ce qu'elles seront probablement à l'avenir compte tenu des engagements vis-à-vis des organisations internationales et des accords bilatéraux et multilatéraux. Cette thèse met en perspective le concept de "troisième voisin" dans la politique étrangère de la Mongolie qui partage la frontière avec la Russie au nord et la Chine au sud: la recherche de l’appui d’une tierce puissance, qui est un voisin virtuel (c’est-à-dire sans proximité géographique) partageant les mêmes valeurs démocratiques. En ce sens, la France, l'Allemagne, le Japon, les Etats-Unis, la République de Corée et le Canada sont des troisièmes voisins. Cette thèse tente d'expliquer en détails, les relations bilatérales entre la Mongolie et la France, sa troisième voisine privilégiée. Elle met en lumière les relations humaines, communautaires et territoriales entre la France et la Mongolie qui permettent d'entretenir de bonnes relations à un plus haut niveau indépendamment des problèmes économiques et politiques. This thesis analyzes the internal and external political, economic and constitutional life of Mongolia since its democratic revolution. This small country mainly relies on its natural resources and willing to develop its cooperation with other countries, which have rich experiences in mining. Analyses on foreign direct investment in Mongolia show the impact of domestic legislation: laws on the exploration and exploitation of natural resources, protection of the environment, and strategic ranking of natural resource sites etc. The thesis attempts to explain Mongolia's current relations with foreign countries and tries to predict the future in light of the commitments to international organizations and bilateral and multilateral agreements. This thesis puts into perspective the concept of "third neighbor" in Mongolia's foreign policy: the search for the support of a third power, which is a virtual neighbor (ie without geographical proximity) sharing the same democratic values. Moreover, it tries to explain in detail, the bilateral relations between Mongolia and France, its privileged "third neighbor". It highlights the human and territorial relations between France and Mongolia that allow for good relations at a higher level irrespective of economic and political problems. Finally, as the very first thesis on Mongolian foreign relations, namely with France, it aims to serve as a reference base for those interested in Mongolia

Abstract:
I examine changing herding practices in Xilingol, Inner Mongolia, contrasting the perspectives of herders with those of local officials and scientists. I also carried out comparative fieldwork in a similar steppe environment in Mongolia. I present a model for research which involves exploring multiple perspectives, including different scales and domains. The model has broad applicability, but was designed in response to pressing problems involving human-environmental interactions. In 1992-1993, from the point of view of many Chinese scientists and policy makers, traditional Mongol herding in Inner Mongolia was in a state of crisis, with widespread land degradation and frequent, crippling natural disasters. Their response involved sweeping changes to what was perceived as an inefficient and unproductive herding system. Xilingol herders were facing an additional challenge with the end of communal herding. In Mongolia, herders were also adjusting to the .end of the collective era. However, political, social and historical factors had contributed to significantly different development agendas each side of the Chinese/Mongolian border. Like the officials and scientists, Xilingol herders recognised the impact of climatic extremes, environmental change, and the potential to increase their standard of living. However, their interpretations differed in several crucial ways. Notably, herders did not perceive the climate as a series of recurrent natural disasters, but rather as a variable, harsh, but well-understood part of their normal environment. From their point of view, traditional herding techniques allowed them to respond to this variability by exploiting environmental heterogeneity. In contrast, scientists either saw herder methods as 'backward', or assumed that traditional skills were no longer practised. I documented a high level of environmental knowledge among herders, involving identification and careful use of resources at different scales. This allowed them to provide for their stock during the normal seasonal cycle, and to respond to more extreme periods. Where their fundamental technique, movement of stock, was limited, herders were frustrated. They were no longer able to avoid the worst excesses of climatic extremes, nor move away from areas where heavy grazing was leading to environmental change. Inner Mongol herders blamed increasing local populations, associated with Han immigration, for the loss of land and restrictions on nomadism. Competing assessments of Mongol herding partly reflect divergent responses to variability. I explore the influence of scale on interpretations of heterogeneity and, more generally, argue for the importance of a critical awareness of scale.

Abstract:
Between 1873 and 1945 Japan and Mongolia had a complex and important relationship that has been largely overlooked in post-war studies of Japan’s imperial era. In fact, Japanese-Mongolian relations in the modern period provide a rich field of enquiry into the nature of Japanese imperialism as well as further evidence of the complexity of Japan’s relationships with other Asian countries in the decades before 1945. This thesis examines the relationship from the Japanese perspective, drawing on a diverse range of contemporary materials, both official and unofficial, including military documents, government reports, travel guides and academic works, many of which have been neglected in earlier studies. In previous analyses, the strategic dimension has been seen as overwhelming and Mongolia has often been regarded as merely a minor addendum to Japan’s relationship with Manchuria. In fact, however, Japan’s connection with Mongolia itself was a crucial part of its interaction with the Chinese continent from the 1870s to 1945. Though undeniably coveted for strategic reasons, Mongolia also offered unparalleled opportunities for the elaboration of all the major aspects of the discourses that made up Japan’s evolving claim to solidarity with and leadership of Asia. It also functioned as a showcase for Japan’s supposedly benevolent intentions towards Asia. In some ways, moreover, the relationship with Mongolia was presented as distinctive, particularly because of the common faith in Buddhism and a supposedly shared ancestry in ethnic terms. In turn, the military, political, ideological and cultural opportunities apparently provided by Mongolia account for the wide range of groups and individuals in Japan that developed Mongolian connections and for the often close relations between these groups and individuals on the one hand, and the most powerful institutions of the Japanese state on the other.

Abstract:
Between 1873 and 1945 Japan and Mongolia had a complex and important relationship that has been largely overlooked in post-war studies of Japan’s imperial era. In fact, Japanese-Mongolian relations in the modern period provide a rich field of enquiry into the nature of Japanese imperialism as well as further evidence of the complexity of Japan’s relationships with other Asian countries in the decades before 1945. This thesis examines the relationship from the Japanese perspective, drawing on a diverse range of contemporary materials, both official and unofficial, including military documents, government reports, travel guides and academic works, many of which have been neglected in earlier studies. In previous analyses, the strategic dimension has been seen as overwhelming and Mongolia has often been regarded as merely a minor addendum to Japan’s relationship with Manchuria. In fact, however, Japan’s connection with Mongolia itself was a crucial part of its interaction with the Chinese continent from the 1870s to 1945. Though undeniably coveted for strategic reasons, Mongolia also offered unparalleled opportunities for the elaboration of all the major aspects of the discourses that made up Japan’s evolving claim to solidarity with and leadership of Asia. It also functioned as a showcase for Japan’s supposedly benevolent intentions towards Asia. In some ways, moreover, the relationship with Mongolia was presented as distinctive, particularly because of the common faith in Buddhism and a supposedly shared ancestry in ethnic terms. In turn, the military, political, ideological and cultural opportunities apparently provided by Mongolia account for the wide range of groups and individuals in Japan that developed Mongolian connections and for the often close relations between these groups and individuals on the one hand, and the most powerful institutions of the Japanese state on the other.

Abstract:
The world experiences large-scale ecosystems degradation in an every part of the planet - in rich as well as in and poor parts. Unstable economic conditions together with weak law enforcements make low income countries face more severe forms of natural destruction. This draws the attention on the need to design economic policies that are environmentally sound and while at the same time ensuring the well-being of their inhabitants in economic, social and natural settings. A number of countries in Central and Eastern Europe and Central Asia have experienced a unique historical period of transition from communist regimes to free democratic societies. This has been followed by numerous effects on their financial situations as economic hardships caused by the collapse of economies injected by the assistance from the Soviet and committees of socialist countries mutually aiding each other, opening up of opportunities as private ownership and market liberations. Not all countries succeeded in liberalizing their economic structures and reforming economic and political environments. Simultaneously, the natural environment underwent various effects, both positive and negative, after the Iron Curtain fell and exposed destructing effects of command and control economy. Mongolia has experienced all the hard aspects of the transition and started to climb up on the income ladder from the low income to the lower middle-income list of the World Bank, but also seen many negative price aspects of development. Water resources have been severely degraded in recent years due to anthropogenic impact. However, there are reforms taking place in water sector institutions that have recently attracted wide attention nationwide.This thesis will give detailed picture on current state of water resources in the country and the system that coordinates them. The Environmental Kuznets Curve (EKC) is used as an approach to highlight the relationship between water resource quality and income per capita in Mongolia. This is followed by a detailed discussion on water institutions development and the coordinating mechanisms badly needed among sectors involved. The research suggests that collaborative actions are important if sustainable water management is to be reached. More generally, I recommend further research issues on the generated topic as my thesis is one of the first discussions coupling the EKC and institutional theory aspects together.

Politics and Literature in Mongolia (1921-1948) investigates the relationship between literature and politics during Mongolia’s early revolutionary period. Between the 1921 socialist revolution and the first Writers’ Congress held in April 1948, the literary community constituted a key resource in the formation and implementation of policy. At the same time, debates within the party, discontent among the population, and questions of religion and tradition led to personal and ideological conflict among the intelligentsia and, in many cases, to trials and executions. This essay combines a historical overview with lexical analysis of the cultural dialogue between Russia and Mongolia, presenting a brief summary of Mongolian translation studies. My focus is the widely honoured Mongolian diplomat and politician, Tserenpil Gombosuren (1943- ), who made significant contributions to the field of literary translation. His translation activity offers insights into the development of literary and cultural relations between the two countries, including important phases of Mongolia’s reception of Russian and Soviet literature as well as cultural aspects and practices of literary translation in Mongolia. The stages of Dostoevsky’s reception in this country, previously unresearched, are presented here for the first time). I show the idiosyncrasies of Mongolian literary language through a comparative analysis of Dostoevsky’s novel The Idiot and Gombosuren’s 2014 translation. I treat linguistic and translational processes as based on social and cultural relations, drawing on the work of translation theorists (Venuti, Nida, and others) to define the specifics of Gombosuren’s translation strategies. Gombosuren transferred Dostoevsky’s world to a completely different linguistic and cultural system; as my study will show, these novels now play a significant role in the enrichment of Mongolian language and culture.

Geographically Mongolia has two neighbors. Mongolia’s existence today depends largely on mutually friendly relationships with two big neighbors. The main pillars of Mongolia’s new international strategy were incorporated in Mongolia’s National Security Concept adopted on June 30, 1994. This document, approved by the Mongolian Parliament, emphasizes a balanced policy towards the country’s two giant neighbors, underlines the importance of economic security in protecting Mongolia’s national integrity, and warns about too much dependence on any one country for trade. In today’s world of globalization and interdependence, Mongolia has to engage with other countries beyond these two neighbors, Russia and China. This is fundamental thing of the Mongolia’s searching third neighbor. Mongolia needs more friends to ensure its national security interests and achieve economic prosperity its ‘Third Neighbor Policy’1 is a policy of extending its friends all around the world. Two immediate neighbors of Mongolia, Russia and China, remain the foreign policy priority and this priority is not contradictory to the policy of having more friends. Mongolia is becoming an arena of clashes of economic interests of developed countries, multinational corporations due its rich mining deposits. Mongolia's Third Neighbor Policy is aimed to leverage the influence of neighboring countries in the national security issues of Mongolia. In contrast with other satellite states of the former Soviet Union, Mongolia concurrently instituted a democratic political system, a market-driven economy, and a foreign policy based on balancing relations with Russia and China while expanding relations with the West and East. Mongolia is now pursuing a foreign policy that will facilitate global engagement, allow the nation to maintain its sovereignty, and provide diplomatic freedom of maneuver through a “third neighbor” policy. 2 This policy is very much alive today but there is no reason to claim that its implementation is satisfactory. Mongolia has major investors from the US, Japan, Germany and France from the EU, for example. There are many universal conventions related to landlocked country. For Mongolia, access to sea via our two neighbors, means promoting economic ties with the third neighbors, as an important factor conducive to reinforcing the material foundations of Mongolia’s third neighbor policy.

The article is devoted to the study of Mongolian-Chinese literary relations during the Middle Ages. The literary process of medieval Mongolia is characterized by the development in a wide context of literary and cultural relationships with the literatures of Central Asia, South Siberia and the Far East, which was due to both the geographical location and the socio-political situation of the country, starting from the 13th century. When studying the problems of Mongolian-Chinese relations, it is important for us to consider the creative synthesis of two neighboring cultures, which stimulates the development and mutual enrichment of literary and folklore traditions. Mongolian-Chinese literary relations are characterized by development in two stages. The first stage is associated with the formation of the Yuan dynasty of the Mongols in China (1271–1368). It was during this period that the foundations were laid for the unification, synthesis of two different cultures within the framework of one state and the further development of the process of historical and cultural relations. The second stage is characterized by the entry of Mongolia into the Manchu Qing Dynasty of China (1644–1911). It was during this period that the synthesis of the Mongolian-Chinese folklore and literary traditions reached its apogee: a new genre appeared called “book tale” (bensen uliger); numerous translations of Chinese narrative prose, in particular novels, lead to the creation of the genre of the novel — historical, family and everyday — in Mongolian literature. A notable achievement in this genre was the work of the outstanding writer, the first Mongolian author of novels, V. Injannash.

In Northern Mongolia, 245 burials at 41 sites have been excavated in Khubsugul, Bulgan, Selenge, and Darkhan-Uul aimags since the beginning of the study of funerary sites of Mongolian time in the 1980s. Although much material has been obtained to provide sufficient information on the history of medieval Mongolia, little excavation has been carried out in this region as a whole. It is clear from the data on the number of mounds that some sites contain a lot of mounds at the same time. It is also noteworthy that, geographically, the burial complexes of the developed Middle Ages are located on slopes, at the foot and on saddles of mountains and on terraces. In addition, all burial mounds excavated in Northern Mongolia are located along the riverbank. Based on the materials of burials investigated on the territory of Northern Mongolia and dated to the Mongolian time, the article considers their location and notes some peculiarities.

Abstract:
This paper describes the pharmaceutical sector in Mongolia and its reforms, including the results achieved, the challenges that remain, lessons learned, and future directions for ADB support. Before the 1990s, Mongolia’s pharmaceutical sector was fully owned and strictly regulated by the state. In the early 1990s, the Government of Mongolia started initial socioeconomic reforms as part of a transition to a market economy. This led to the full privatization and liberalization of the pharmaceutical sector, which created challenges that needed further reforms. The government requested ADB to support these reforms.

Abstract:
This brief shares lessons from pilot projects to replenish Mongolia’s aquifers to help offset rising demand for water as climate change threatens to worsen shortages. It notes that Mongolia relies on groundwater for 90% of its water supplies and assesses three managed aquifer recharge (MAR) projects. These rely either on injection wells, surface water spreading, or enhancing natural recharge processes. It recommends Mongolia continues researching managed aquifer recharge, and shows how technical, institutional, and financial support could help harness MAR’s potential to provide vital solutions for water-scarce areas.

Abstract:
Children with disabilities suffer disproportionately from the learning crisis. Although they represent only about 1.5% to 5% of the child population, they comprise more than half of out-of-school children globally. Inspired by a commitment that every child has the right to quality education, a growing global drive for inclusive education promotes an education system where children with disabilities receive an appropriate and high-quality education that is delivered alongside their peers. The global commitment to inclusive education is captured in the Sustainable Development Goal 4—ensuring inclusive and equitable education and promoting lifelong learning opportunities for all. This paper explores inclusive education for children with disabilities in Mongolia’s mainstream education system, based on a 2019 survey of more than 5,000 households; interviews with teachers, school administrators, education ministry officials, and social workers; and visits to schools and kindergartens in four provinces and one district of the capital city. Mongolia has developed a strong legal and policy framework for inclusive education aligned with international best practice, but implementation and capacity are lagging. This is illustrated using four indicators of inclusive education: inclusive culture, inclusive policies, inclusive practices, and inclusive physical environments. The conclusion presents a matrix of recommendations for government and education sector development partners.
