Full textTo this day, Dorset culture continues to be the subject of numerous debates in the field of Arctic prehistory, regarding its exact définition, the methods it used to establish itself, its expansion, and its disappearance from the eastern portion of the Canadian Arctic, as well as its characteristic socioeconomic organization. An understanding of the chaînes opératoires related to their material culture represents a privileged path to access a universe of technical and socioeconomic choices. By following the ethnographical documentation, we consider that the analysis of the skins working process, for the purpose of producing the garments and equipment necessary to survive in an Arctic environment, could provide access to methods to manage the different phases of this technical activity in time and space, in addition to showing the nature of female contributions throughout seasonal cycles of resources availability. This study demonstrates that, by looking at the différences and similarities gathered through a comparison between the management methods of production processes to treat animal skins used by the Inuit and Dorset cultures, it is possible to suggest a relevant model of the socioeconomic organization of the latter, as well as to approach the nature of their underlying social and gender relations. Being subject to a seansonal cyle of availability and access to resources, while experiencing material needs équivalent to those of the Inuit, the Dorset peoples were able to create a particular method for managing their technical activities and their social relationships, consistent with a cultural and social reality that differs from the one experienced by their successors. A combination of use-wear analyses (identification of the use of tools in chert and quartz) and spatial analyses, completed by an analysis of gender relationships, allows the data necessary in this type of study to be generated. The three archaeological sites chosen are located along the southern coastline of the Hudson Strait in Nunavik. The cultural period covered by these sites covers the transitional phase from ancient to récent Paleo-Eskimo (Pita KcFr-5/2800-2600 B.P.), as well as the one knows as the Dorset phase (Tivi KcFr-8A/2600-1000 B.P. and Tayara KbFk-7/2125-1186 B.P.). Full textThis doctoral dissertation aims at analyzing the current reconfigurations of citizenship in a context of state rescaling in France and Québec. In opposition to urban citizenship theories, we contend that in an era of globalization national citizenship is being rescaled. We use a theoretical framework based on an institutional version of N. Brenner’s state rescaling perspective and some arguments made by J. Jenson and S. Phillips in their works about citizenship regimes. The empirical analysis draws on a comparison between the policies of ethnic diversity management - which lie at the core of citizenship models - taking place in Marseille and Montreal. Through a study of the reconfigurations taking place in the relations between institutional actors at the local scale, we show first that in a context of state rescaling, national states’ regulatory capacities over citizenship are important and, second, that cities and local state services have gained room of manoeuvre vis-à-vis the central state in regulating citizenship while implementing policies at the local scale. Though we show that in both cases citizenship has been rescaled, differences have also been found. In Québec the central state has more control over the policies implemented at the local scale than in France. These results indicate that the process of citizenship rescaling is far more institutionalised in France than in Québec. The thesis makes contribution first to the literature on state rescaling in showing that an institutional perspective is best suited for the analysis of state rescaling processes in different countries. Second, regarding the literature about citizenship and globalization, we establish that the concept of urban citizenship cannot grasp the current transformations undergone by the institution of citizenship. Third, we show that citizenship rescaling processes are being institutionalised in a country known for its “Unitary” and “Republican” conception of citizenship. This last finding destabilizes a well-established category in the political science literature.

Full textMental health problems account for a significant percentage of the global disease burden. This, coupled with the limited resources available for the functioning of health institutions, impulse the interest in evaluating the performance of such organizations. This project proposes the use of the EGIPSS model to evaluate the performance of two psychiatric hospitals in two different healthcare systems, the « Hospital Psiquiátrico Universitario del Valle » (HPUV) in Colombia and the Douglas Mental Health University Institute in Quebec. The model was chosen because of the richness of dimensions it offers and its comprehensiveness. Data were collected through interviews and documentation available at the institutions. Analysis of the results shows that the Douglas Institute has a better general performance, even when considering that it is located in a high revenue region with highest standards of evaluation. Out of twenty-one evaluated sub-dimensions, six were classified as concerning for the HPUV and none for the Douglas. The analysis of results was also used to identify critical causal factors of problems in the performance, which are organization and communication within the institutions, mental health plans and availability of professionals. Benchmarks were established to assess the influence of these factors in both contexts.
