Abstract:
This article focuses on the process of monument listing, done by conservators of Vilnius in interwar Poland and which provided the monuments state protection. Between 1931 and 1939, monument conservators made 202 decisions confirming monumental value to various objects of architecture, urbanistics, archeology and nature. In the text the listing and evaluation process is described by analyzing the register of monuments and the decisions it was based on. The documents from the archive of the Art Department of Vilnius voivodeship are used in the article. The analysis of the register of monuments is based on statistical methods. Interpretation and evaluation are based on analytical and comparative methods. The research leads to findings that monument listing was dominated by architecture. Objects of nature were announced monuments based on their cultural value. Officially the status of a monument was given on the grounds of its aesthetics, age or documental value. However, the inner motive was Polishness. Thus, the most frequent monuments were baroque Catholic churches. The patriotic context is also seen in nature protection. The process of monument listing was led by only one expert – a conservator of monuments. The monument status and state protection depended on their interests, expertise and power. The conservator cooperated only with a small group of Polish authority and intelligentsia, leaving the majority of society out of this heritage process. The decision confirming monumental value was a way to control and have an impact directly on the monument’s existence, indirectly – on the discourse of memory. The monument listing reveals values and identities of a Polish art historian working for the state. Consequently, these values and identities were projected for the whole society as universal. This type of discourse on heritage, conception and practice was common in Western countries in the 20th c.

Conceptual and ethnographic examination of the ideology that has given form to one of Chile’s most representative national historical monuments, the Casa Central of the Universidad de Chile, indicates that monuments are a complex social construction of historically situated ideologies and practices and that, simply by being artifacts, they are always at risk of never achieving unanimity as to their truth. The controversial nature of the monument’s meaning presents us with a problem with regard to its verisimilitude and its incorporation into a shared history. It may be suggested that the historical meaning of a monument is manifested in its commemoration and in corporal uses and practices. Un examen conceptual y etnográfico de la ideología que le ha dado forma a la Casa Central de la Universidad de Chile—uno de los monumentos históricos nacionales más representativos del país— revela que un monumento es una construcción social compleja de ideologías y prácticas situadas en un contexto histórico y que, simplemente por ser un artefacto, siempre correremos el riesgo de nunca alcanzar unanimidad en cuanto a su verdad. La naturaleza controvertida del significado del monumento nos plantea un problema con relación a su verosimilitud y a su incorporación en una historia compartida. Podemos decir que el significado histórico de un monumento se manifiesta en su conmemoración y en usos y prácticas corporales.

Abstract:
Abstract The term monumentum is used in Latin literature to describe a range of monuments across media, including temples, literary works, statues, and inscriptions. This article surveys the variety of monumenta in Livy’s Ab urbe condita, which range from the text itself to victory inscriptions and bronze sculptures meant to commemorate military as well as political achievements. The borders between historiography and physical artefacts are often blurred by Livy through inscriptional intermediality, a phenomenon defined as the mixing of visual and textual media. By outlining how Livy achieves this combination, and demonstrating how the specific ratio of literary, linguistic, and topographical features in his ekphrases generate unique impressions of real-world monuments, this chapter re-reads Livy’s history from the perspective of intermedial theory. This process not only advances our understanding of the Ab urbe condita as a literary work, but also thrusts individual aspects of Livy’s narrative technique – including visuality and unique formulae such as the introductory formula tabula … cum indice hoc posita est (Livy 41.28.8) – into the spotlight.

Con il presente lavoro si propone la ricostruzione di un complesso funerario di età romana scoperto a Roma, nei pressi di Porta Maggiore, sul finire del XIX secolo (1871). Lo studio è stato condotto attraverso l'analisi critica dei dati offerti dalla documentazione di scavo, dalle foto d'archivio, dalle indicazioni topografiche e dai materiali epigrafici. L'articolo prende in esame le iscrizioni sepolcrali scoperte all'interno di questi ambienti, pubblicate nel sesto volume delCorpus Inscriptionum Latinarum(CILVI, 5961–6148). Grazie al ritrovamento di due fotografie, scattate durante gli scavi del 1871 da John Henry Parker, si è ora in grado di restituire all'originario contesto sepolcrale un gruppo di epigrafi, cui era stata finora attribuita un'erronea provenienza. L'obiettivo del presente lavoro è quello di contribuire, attraverso l'utilizzo di fonti diverse, alla comprensione dello sviluppo archeologico e topografico di quest'area, ripercorrendo le successive fasi di occupazione del sepolcreto che qui fu prese forma.

No atual contexto de globalização, a sociedade vem transformando sua relação espaço tempo. Dentro dessa ótica, as cidades vêm fazendo uma busca pela retomada de uma identidade local. Por outro lado, os espaços públicos das cidades vêm apresentando um esvaziamento progressivo. Dessa forma, surgem alternativas para retomar esses espaços buscando estabelecer ou retomar antigas identidades. Uma alternativa que surge é via patrimônio na qual é realizada uma retomada do passado através do restauro desses espaços esvaziados. Esse trabalho irá realizar uma pesquisa sobre essa tendência mundial, através do estudo de caso da atuação do Projeto Monumenta no centro histórico de Porto Alegre/RS sob a ótica do Design Estratégico.
In the current context of globalization, the society has transformed the relationship space - time. Considering this view cities do a search for a resumption of local identity. On the other hand the public space of cities have shown a progressive emptying, so there are alternatives to seeking recovery of these spaces be new or resume old identities. An alternative that comes up is through equity is held in which a resumption of the past through the restoration of these spaces emptied. This paper will conduct a search on this global trend, through a case study of the performance of the Monumenta Project in the historic center of Porto Alegre from the perspective of Strategic Design.

A cidade de Cachoeira, situada às margens do rio Paraguaçu no Recôncavo baiano, é um local economicamente ativo desde o século XVI, por ser o ponto de ligação entre Salvador e o Sertão nordestino. Além de ser um importante entreposto comercial, a região abrigou mais de 300 engenhos de cana-de-açúcar entre os séculos XVI e XIX. Ao longo desse período, várias edificações foram construídas em estilo colonial, levando a cidade a ser reconhecida, pela sua beleza arquitetônica, como a pérola do Recôncavo. Seu apogeu, tanto econômico como arquitetônico e cultural ocorreu no século XIX, em decorrência da riqueza advinda das culturas da cana-de-açúcar e do fumo, além do intenso comércio no entreposto. Na década de 1930, com a construção da rodovia Salvador-Feira de Santana, a cidade deixou de ser o elo de ligação com o sertão, impactando diretamente na sua economia. Cachoeira foi elevada a patrimônio nacional em 1971 com o tombamento do seu conjunto urbano pelo Instituto do Patrimônio Histórico e Artístico Nacional – IPHAN. Tendo em vista o processo econômico e histórico que resultou num rico legado arquitetônico, a cidade fez parte de dois programas estratégicos, nas décadas de 1970 e 2000, de recuperação do patrimônio cultural do governo federal. Portanto, o objetivo desta pesquisa é estudar os ciclos de formulação da política pública do Programa Monumenta, sua implementação e avaliação em Cachoeira.
The city of Cachoeira, located on the banks of the Paraguaçu River in the Bahia Recôncavo, has been an economically active place since the 16th century, since it is the point of connection between Salvador and the Northeastern wilderness. In addition to being an important commercial warehouse, the region sheltered more than 300 sugarcane mills between the 16th and 19th centuries. Throughout this period, several buildings were built in colonial style, leading the city to be recognized, for its architectural beauty, as the pearl of the Recôncavo. Its apogee, both economic and architectural and cultural occurred in the nineteenth century, due to the wealth of sugar cane and tobacco, and the intense trade in the warehouse. In the 1930s, with the construction of the Salvador-Feira de Santana highway, the city ceased to be the link with the hinterland, affecting directly on its economy. The National Historical and Artistic Heritage Institute (IPHAN) elevated Cachoeira to national patrimony in 1971 with the fall of its urban set. In view of the economic and historical process that resulted in a rich architectural legacy, the city was part of two strategic programs in the 1970s and 2000s to recover the cultural heritage of the federal government. Therefore, the objective of this research is to study the cycles of public policy formulation of the Monumenta Program, its implementation and evaluation in Cachoeira.

Cultura, Patrimônio Cultural, Autenticidade, Deficiência e Acessibilidade são conceitos reunidos pela legislação e inseridos hoje no campo da preservação dos Bens Culturais. Dentre estes, a Autenticidade, considerada como a capacidade que um determinado bem possui de comunicar o seu significado ao longo do tempo, foi considerada como uma importante característica para a classificação e, mesmo, proteção do patrimônio cultural. Esta, em si não, é um valor, como por exemplo, a estética, a história ou as relações de identidade entre um grupo ou sociedade e o patrimônio, mas uma forma de avalia-los e conferir-lhes a devida importância. As informações obtidas a partir da verificação da autenticidade podem ser utilizadas para o planejamento de intervenções e, em especial, para a elaboração de planos de conservação que protejam as características identificadas. A introdução da acessibilidade na área da preservação do Patrimônio Cultural, dois mundos completamente diferentes que se em algum momento se encontraram foi mais por mera sorte que por qualquer razão proposital, levou à formulação de uma série de questionamentos, por parte dos conservadores-restauradores, entre estes: como garantir o acesso de todos ao patrimônio arquitetônico garantindo sua plena compreensão e, ao mesmo tempo, preservando as edificações em sua autenticidade, mantendo características físicas, espaciais e também o caráter de obra de arte? Com o intuito de investigar este binômio, Patrimônio Cultural e Acessibilidade, a pesquisa aqui brevemente apresentada avaliou seis edificações que participaram do Programa Monumenta levado a cabo pelo Ministério da Cultura – MinC, pelo Instituto do Patrimônio Histórico e Artístico Nacional – IPHAN e pelo Banco Interamericano de Desenvolvimento – BID. O objetivo foi avaliar por meio da investigação da Autenticidade e da Acessibilidade os possíveis impactos desta última sobre os valores artísticos, históricos, sociais e científicos dos imóveis em seus aspectos: forma e desenho, materiais e substância, uso e função, tradições e técnicas, localização e espaço e espírito e sentimento, conforme indicação da Carta de Veneza (1964) e como proposto por Koenraad van Balen na Tabela de Nara ou Nara-grid. Para tanto, a ferramenta utilizada faz a fusão das duas avaliações, Autenticidade e Acessibilidade, ambas com o mesmo valor, ou seja, como elementos que qualificam o patrimônio e que se influenciam mutuamente. A ferramenta criada foi chamada de Matriz de Autenticidade e Acessibilidade. As conclusões da pesquisa demonstram que as adaptações são possíveis, que as características físicas do patrimônio arquitetônico não são e não podem ser um entrave para o acesso de todos; que o argumento do impacto sobre a autenticidade é, em geral, falacioso e utilizado como desculpa para o uso de “soluções fáceis” que apenas discriminam; que configurada a impossibilidade de acesso mediante o impacto inevitável e danoso sobre a autenticidade, a solução que emana do princípio da dignidade e igualdade expresso na Convenção Interamericana para a Eliminação de Todas as Formas de Discriminação Contra as Pessoas Portadoras de Deficiência consiste na criação de meios alternativos de visitação ao lugar, mas não apenas para as Pessoas com Deficiência, mas para todos. _________________________________________________________________________________ ABSTRACT
Culture, Cultural Heritage, Authenticity, Accessibility and Disability concepts are brought together by law and entered today in the field of preservation of cultural property. Among these, Authenticity (considered as the ability of a given good has to communicate its meaning over time) was regarded as an important feature for the classification and even protection of cultural heritage. This in itself is not a value, such as aesthetics, history or identity relationships between a group or society and the heritage, but a way to evaluate them and give them due importance. Information obtained from the verification of authenticity may be used for planning interventions and in particular for developing conservation plans that protect heritage characteristics. The issue of accessibility in the area of preservation of cultural heritage, two completely different worlds that at some point met more by luck than by any deliberate reason, led to the formulation of a series of questions by the conservator-restorers, among them: how to ensure access for all to the architectural heritage and ensure its full understanding, while preserving the buildings in their authenticity, maintaining physical, spatial and its character of a work of art? In order to investigate this duo, Cultural Heritage and accessibility, the research presented here briefly assessed six buildings that participated in the Monumenta Program conducted by the Ministry of Culture, the Institute of the Historic and Artistic National Heritage – IPHAN and the Inter-American Development Bank – IDB. This study was conducted to evaluate the possible impacts of accessibility interventions over the heritage artistic, historical, social and scientific values and its aspects: form and design, materials and substance, use and function, traditions and techniques, location, space and spirit and feeling, as indicated by the Venice Charter (1964) and as proposed by Koenraad van Balen in Nara-grid. To this end, the tool used is the merge of the two assessments, authenticity and accessibility, both with the same value, i.e. as elements that qualify the property and that influence each other. The tool created was called the Matrix of Authenticity and Accessibility (Matrix A&A). The research findings show that the adjustments are possible; the physical characteristics of the architectural heritage are not and cannot be a barrier to access for all; the simplistic argument about the impact over the authenticity of the heritage is generally misleading and used as an excuse for the use of "quick fixes" that only discriminate; that set the impossibility of access by the inevitable damaging impact on the authenticity, the solution stems from the principle of dignity and equality expressed in the Inter-American Convention on the Elimination of All Forms of Discrimination Against Persons with Disabilities which consists in the creation of alternative means of visiting the place, but not just for Persons with Disabilities, for everyone.

A análise de um processo complexo e conflituoso como o do projeto da 7ª Etapa de Recuperação do Centro Histórico de Salvador, se pretendida a compreensão da sua totalidade, está atrelada ao esforço de compreensão das suas distintas temporalidades e espacialidades. Esta análise implica, necessariamente, na sua relação com os eventos relacionados no mundo e nas suas demais escalas intermediárias. Nesse sentido, são objeto de análise, junto com a 7ª Etapa, o Programa Monumenta e o BID, respectivamente o programa elaborado e desenvolvido pelo Ministério da Cultura e pelo IPHAN – agente financiador do projeto do qual a 7ª Etapa faz parte. É a partir da busca do entendimento dessa interrelação entre escalas e eventos que esse trabalho se estrutura.

This dissertation sought to identify the challenges that influence the implementation of Brazilian government projects the light of the experience of the Monumenta Program, for Sustainable Conservation of the Brazilian Historical Heritage and what can be done so that this public policy step reach success. The theoretical framework and the basis for achieving the purposes of this study were designed from the data collection based on the literature on public management; project management, considering the specificities between private and public administration; about Monumenta Program; and through field research. The field research method was through interviews with actors who participated in establishing and implementing the Monumenta/BID Program, with civil servants working in various spheres of public administration, such as the Ministry of Culture and experts from the Inter-American Development Bank (IDB) and the United Nations Educational, Scientific and Cultural Organization (UNESCO). Therewith, this dissertation, even though it was based on a case study and perceptions of a limited number of interviews with key actors, aims to increase knowledge about causes of difficulties and even failures in implementing Brazilian government projects, bringing lessons learned and enabling the enrichment of intellectual capital on the subject. These contributions, integrated the development agenda of the strategic planning of new projects, will allow policy makers are better able to implement new initiatives in an efficient, effective and efficient, minimizing the uncertainty of the expected results, in addition foster debate and reflections on the subject at all levels of government. The communion of these factors allowed the generation of greater public value associated with better use of resources.
Essa dissertação buscou identificar os desafios que influenciam a implementação de projetos brasileiros de governo a luz da experiência do Programa Monumenta, de Preservação Sustentável do Patrimônio Histórico Brasileiro e o que pode ser feito para que essa etapa de política pública alcance sucesso. O arcabouço teórico e os fundamentos para o alcance dos objetivos do presente estudo foram concebidos a partir da coleta de dados baseada na literatura sobre gestão pública; gerenciamento de projetos, considerando as especificidades entre administração privada e pública; sobre o Programa Monumenta; e através de pesquisa de campo. O método da pesquisa de campo deu-se por meio de entrevistas com atores que participaram da elaboração e execução do Programa Monumenta, com servidores públicos que atuam nas diversas esferas da administração pública, como o Ministério da Cultura (MinC), e com especialistas do Banco Interamericano de Desenvolvimento (BID) e da Organização das Nações Unidas para a Educação, a Ciência e a Cultura (UNESCO). Com isso, essa dissertação, mesmo tendo sido baseada em um estudo de caso e em percepções de um número restrito de entrevistas com atores-chave, pretende ampliar o conhecimento sobre causas de dificuldades e até de fracassos na implementação de projetos brasileiros de governo, trazendo lições aprendidas e possibilitando o enriquecimento do capital intelectual sobre o tema. Estas contribuições, integradas a pauta de elaboração do planejamento estratégico de novos projetos, permitirão aos formuladores de políticas públicas estarem mais aptos a executarem novas iniciativas de forma eficiente, eficaz e efetiva, minimizando a incerteza dos resultados esperados, além de fomentarem o debate e as reflexões sobre o tema em todos os níveis de governo. A comunhão desses fatores permitirá a geração de maior valor público associado a melhor utilização de recursos.

A pesquisa se insere em numa temática atual de grande importância para os estudos da preservação do patrimônio cultural e da melhoria da qualidade de vida. Foi feita uma avaliação pós-ocupação de 20 edificações contempladas no Programa Monumenta no município de Natividade - Tocantins. Este trabalho procurou entender a relação da preservação de bens tombados com a melhoria da qualidade de vida, a qual foi focada no conforto ambiental (iluminação e ventilação naturais), dentro do Programa Monumenta. A metodologia utilizada foi a avaliação pós-ocupação a partir da visita em in loco, exame documental e análise do grau de satisfação dos usuários. O trabalho permitiu concluir que o Programa Monumenta intervém nos imóveis tentando apenas resgatar a fachada antiga, sem que haja preocupação maior com a preservação dos interiores e telhados, nem com a melhoria da qualidade de vida dos moradores em relação à ventilação e à iluminação natural. Mas, mesmo assim, a grande maioria dos moradores está satisfeito com o Programa Monumenta. Entretanto, há consenso entre todos – moradores e técnicos – da necessidade de mudanças no Programa para realmente ser possível unir o binômio Preservação e Qualidade de Vida. _________________________________________________________________________________ ABSTRACT
The research highlights a current issue of great importance in the study of preservation of cultural heritage and improvement of the quality of life. This study conducts a post-occupancy evaluation of 20 buildings included in the Monumenta program in the city of Natividade - Tocantins. This study sought to understand the relationship of the preservation deteriorating property to an improvement in the quality of life, and specifically focuses on natural lighting and ventilation within the Monumenta Program. We used the methodology of post-occupancy evaluation from the trip in loco and in the analysis of the degree of satisfaction of users. The result of our research demonstrates that the Monumenta Program meanly tries to rescue the old facade, without a major concern with the preservation of the interior and roof, thus not improving the quality of life of residents in relation to ventilation and natural lighting. But nonetheless, the vast majority of residents are satisfied with the Monumenta Program. However there is a consensus among all - residents and technicians – the program needs reform to effectively unite the binomial Preservation and Quality of Life.

Poucas regiões na cidade de São Paulo foram tão freqüentemente objeto de projetos como a Luz nas últimas décadas, e só este fato já é um indicador de sua importância no contexto metropolitano. Entretanto, mesmo contando com estudos específicos desde a década de 70, parece que a recuperação das partes degradadas do diversificado tecido urbano que a caracteriza começou a se concretizar só nos anos recentes, em vista do destaque dado aos projetos de reabilitação urbana no discurso do planejamento estratégico, num cenário de competitividade econômica mundial. Neste sentido, os projetos para a região na última década, seguem motivações que vão muito além do restauro e conservação de edifícios monumentais, tanto pela evolução do conceito de patrimônio histórico quanto pela importância da reintegração desta área à dinâmica produtiva da cidade. O Projeto de Revitalização do Conjunto Histórico da Luz, do Programa Monumenta, em vigência, faz parte de um programa nacional resultante do contrato de empréstimo entre o Banco Interamericano de Desenvolvimento BID e o Governo Federal. Ao longo da investigação verificou-se que esta instituição de fomento não se limita apenas ao financiamento, mas também direciona a formulação dos projetos com metodologias de intervenção específicas aplicadas a todos os países latino-americanos que recebem recursos para reabilitação de suas cidades. Isto se torna evidente na análise dos casos de Quito e São Paulo (Luz), sendo o primeiro, modelo para implementação do segundo. Os projetos apostam em intervenções pontuais, mas de grande impacto, capazes de desencadear um processo de valorização imobiliária que crie condições favoráveis para a participação da iniciativa privada, considerada imprescindível para a manutenção dos bens após a intervenção. Desta forma, os programas do BID reforçam e incentivam modelos de intervenção urbana onde as políticas públicas se mantêm indiferentes às demandas sociais e assumem como prioridade o favorecimento de interesses particulares, prática bastante conhecida ao longo da história da produção do espaço urbano da cidade de São Paulo.
Few stretches in the city of São Paulo were so frequently the object of projects as the Luz area in the last decades, and this is in itself an indicator of its importance in the metropolitan context. However, despite the specific studies since the 70\'s, the \"deteriorated\" patches within the diversified urban fabric that characterizes the territory, seem to be recovering only in recent years, in view of the prominence given to urban renovation projects by the speech for strategic planning in a global scenario prone towards economical competitiveness. In this sense, the projects for the area in the last decade, follow motivations that go way beyond the renovation and preservation of monumental buildings, resulting as much from the evolution of the historical patromony concept as from the importance of reintegrating the area to the city\'s productive dynamics. The Luz Historical Compound Renovation Project, in the Monumenta Program, now in force, is part of a national program resulting from a loan contract between the Inter-American Development Bank - IDB and the Federal Government. Throughout the investigation it was verified that this fomentation institution doesn\'t just limit itself to the financing, but it also directs the projects formulation, applying specific intervention methodologies in all Latin-American countries that receive resources for their cities rehabilitation. This becomes evident in Quito and São Paulo, while the first a \"model\" for the second. The projects bet on punctual, but high-impact, interventions, capable of unleashing a process of real-estate valorization that creates favorable conditions for the participation of private companies, considered indispensable for the asset maintenance after the intervention. Thus, the BID programs strengthen and motivate urban intervention models where public policies are indifferent to the social demands and assume as a priority the support of private interests, a known practice along the history of São Paulos urban space production.

Following completion of the 1st Workshop of Digital Documentation of Monuments Using 3d Laser Scanner organized by the Laboratory of Architectural Theory of Forms and Preservation Studies, Faculty of Architecture, DUTh, the present study was undertaken mainly to focus on the application of advanced techniques, such as the 3d laser scanner, for the geometric documentation of the mining complex at the town of Limenaria of the island of Thassos, an abandoned and discredited monument for almost half a century. The key purpose of the laboratory work was the instruction of new technologies in surveying and documentation and their contribution to preservation, protection and restoration of monuments. The Field of practice was the former Speidel headquarters, known as "Palataki", and the abandoned mining complex at Limenaria, a unique example of industrial heritage at risk. The main objective of the laboratory was the documentation and the recording of this monument in order to protect it and highlight its historical value and cultural significance to the public.

Résumé: En décembre 1950, Le Corbusier est associé à la conception de la nouvelle capitale du Pendjab indien. En complément du projet, il intégra le monument de la main ouverte élevée au dessus de la fosse de la considération. Le Corbusier déclare d’emblée que le monument de la Main Ouverte est un « complément » au programme de Chandigarh, fourni par « l’autorité ». Il est une « contribution personnelle » qui n’a pas de commanditaire. Il est de fait un élément « inattendu ». Un élément inhabituel qui n’a d’autres raisons d’être que celles propres à son architecte. Mais justement quelles sont-elles ces raisons ? Pourquoi Le Corbusier a-t-il ressenti le besoin de rajouter un monument au programme de Chandigarh ? A quelle fin ? A la gloire de qui ? En vue de quelle symbolique ? Pourquoi lui-a-t-il donné cette forme ? Pourquoi l’a-t-il fait mobile ? Et pourquoi l’a-t-il placé sur cette esplanade qui relie les bâtiments de l’assemblée et de la justice ? Le travail de recherche ici présenté tente de répondre à toutes ces questions. Il adopte, pour ce faire, une approche génétique qui cherche à comprendre comment se fait la genèse de l’œuvre. The historical complex of Santa Maria Nova, located in the heart of the Parco Archeologico dell'Appia Antica in Rome, is a real monumental "palimpsest" that has been developed from the Second century A.D. until the last restorations, which have transformed it into an exhibition center of the via Appia Antica, within an archaeological, monumental and landscape context unique in the world. The contribution aims to illustrate the analysis, conducted through the methodologies of the archaeology of architecture, which has identified the various building phases that make up the monument as it has reached us to date, and studied the transformations of volumes and interior spaces due to changes in the intended use occurred over the centuries.

The most controversial aspect in heritage conservation; is determining the values of monuments. Each value has attributes that can be shaped and consequently impact the society’s mindset and approach towards their heritage. The whole process starts with historians and conservators who can contextualize the monument and set up their conservation plans. However, this process doesn’t guarantee the recognition of real heritage values by the societies. Therefore, the after-plan phase is crucial in evaluating the conservation project’s effectiveness in various aspects. This paper questions the discipline of heritage recognition and the conservation project’s evaluation in Egypt where many conservation actions neglect their true values and alter the originality of monuments. Moreover, investigates the role of the Conservation project’s “Monitoring” as a new actor in re-establishing values to be pursued by the society through site visits to successful conservation projects in Cairo and analytical surveys regarding their performance and the social responses.

Abstract:
Much too often a temporospatial gap arises between monuments and non-captive audiences at places of cultural significance. It emerges as the missing link between the tangible and the intangible form of cultural heritage. While material substance or architecture of a monument are perceived by the eye, values and inherent meanings remain inaccessible. This particular condition is further modified for the better or worse by the skills of the audience, which has different origins, mentalities and cultural backgrounds that hinder or enhance the perception and appreciation of cultural heritage. Following the philosophy of hermeneutics, this paper suggests that the temporo-spatial gap between monuments and audiences is principally of cognitive nature: to understand and embrace heritage values and effectively bridge the gap, we need to connect the tangible form of the object to its intangible dimensions, symbols, meanings and values. As much of the supply side offers remain codified in the language of experts, while the public, especially the youth, is looking for compelling stories and multisensory experiences, we need to look for a new narrative discourse. This paper examines evidence from 260 heritage narratives produced through EU funded projects in the Programming Period 2014-2020, in an attempt to evaluate the knowledge acquisition pattern developed and the role of AV technology plays in the development of a validated heritage narrative.

This article addresses a project aimed to the diffusion of the Capilla de San Marcos cultural heritage. The project for this chapel, also called Capilla del Monumento de la Catedral del Salvador de Zaragoza, is based on augmented reality. After studying its history and researching on this cultural object, metric and graphic digitization were carried out by using reverse engineering, laser scanner and photogrammetry techniques. Processing that information thanks to new technologies has allowed generating methodological conclusions that focus on the creation of a museographic product about this singular place that will be helpful to understand the monument's historical and artistical context and, of course, to contribute to the Spanish heritage diffusion.

The restoration of Massafra’ Castle (TA)Massafra Castle’s restoration project aims to preserve and enhance the monument, redeeming it from the current state of partial abandonment, with the scope to return it to the community. First, an in-depth study of an historical research was carried out together with the analysis of the monument’ superficial and structural degradation to identify the adequate remedies. It was clear that “restoring only the stones” would have not been efficient and therefore finding a new purpose was necessary and essential. Finding a new scope for those kinds of architectures is a matter of great interest, because more than any other type of monuments, those are completely out of their historical context that gave them political, military and economic reason to be built. Therefore, following a sociological investigation, it emerged that the best solution would be create a connection between Massafra and cinematography: there are many cultural organizations in this area and most of them need more dedicated space. Massafra has already been chosen several times as a movie set by famous authors: Il Vangelo secondo Matteo by Pier Paolo Pasolini, Il Paese delle spose infelici by Pippo Mezzapesa and Amiche da morire by Giorgia Farina. This is how the MOVIE (Massafra Omni Vision between Innovation and Cultural Heritage) idea was born, a 360° cinema setting which is unique at a national level and that it would become part of larger cinematographic circuit already flourishing in the Apulia region. The project’s feasibility was then evaluated from a logistic-economic point of view. Furthermore, given the Castle’s location, the project proposes the reopening of ancient paths that connect the monument to the historical town centre and to the Ravine. The project also supports the restoration of rock settlements with its cave houses (currently completely collapsed) that surround the castle’s foundation to divulge hospitality.

Abstract:
The Covid19 pandemic has brought a lot of changes to people's lives, and also to the management of individual historical monuments. The aim of this paper is to identify effects of Covid19 pandemic on the daily working of two castles in the South Moravian Region (Lysice State Castle and Rájec nad Svitavou State Castle) and how it affected occupational safety and personnel management, monument security, cultural events, partnerships, marketing, and financial management. Qualitative research is based on interviews with castles’ wardens. The results show that due to the measures and the development of the situation, the pandemic meant above all higher demands on the management of the castles, especially in connection with the organization of cultural events, repairs and staffing. As an important part of management can also be considered the effort to remain in the awareness of the visitors and the associated more intensive use of social networks and a general focus on online tools.

Abstract:
The significance of preservation of cultural heritage is undeniable, which is why both their geometric documentation and the creation of their digital “twins”, i.e. reconstructions and replicas at any scale, are essential procedures. A special category of cultural heritage is sacred sites which combine historical, spiritual and religious values. The most sacred monument of Christianity is the Holy Aedicule covering the Tomb of Christ in the Church of the Holy Sepulchre in Jerusalem. This paper aims to investigate and compare the various three-dimensional representations of the Holy Aedicule of the Tomb of Christ, which exist both in physical and in digital form. Initially, the main structural phases of the Aedicule are presented, including its destructions and restorations. Moreover, the different categories of the three-dimensional representations of the monument are defined. With reference to the replicas, both the reasons of their construction and their list in the form of a dataset table are presented. More specifically, in the context of this research, the three-dimensional representations of the Aedicule are divided into two major categories: the replicas constructed worldwide and the geometric documentations of the monument's condition through the years. Regarding the replicas, a list of the discovered representations is created and this database is visualized and depicted in an online web map along with essential information with the use of an open-source Geographic Information System (GIS). Based on this visualization an online web map has been created. Furthermore, the previous geometric documentations and surveys of the Holy Aedicule of the Tomb of Christ are presented. A comparison is conducted between the 3D models of the Aedicule, which were created by the University of Florence in 2007-8 and the National Technical University of Athens in 2015-17. The impact of the Holy Aedicule across the world is examined through statistics based on the type, date of construction and location of the replicas. The possible deformations of the monument's structure are detected from the assessment of the results from both the processing and the comparison of the 3D models. In conclusion, future works are suggested focusing on the discovery of the total number of replicas worldwide and the monitoring of the condition of the Aedicule. Cultural
