The subject of this dissertation is Lima's public art and its relationship with the processes of "city making", during the period 1919-1930.
In this dissertation, the author identifies the government of Augusto B. Leguía (1919 - 1930), called also the Oncenio, as a key moment in the republican history of Peru, when there was a rational, harmonious and functional proposal of development of the city of Lima. Starting in 1866, when the city walls were demolished, the author analyzes successive modernizing urban proposals up to 1919. The political and economic ideas that support the scheme of the "Patria Nueva" are the basis of an urban design and production of artistic and sculptural landscape, concentrated mostly in the style called "Neo-Peruvian".
The author includes a detailed record of spaces and monuments, parks, plazas, malls, streets, built in the Oncenio in public spaces, analyzing trends, styles, and contexts in the city and its surroundings. The relevance of the research goes beyond the covering historic research gaps, in its search of the achievements and contradictions of this project, in order to raise questions about the urban future of Lima.

Full textThis thesis presents the artistic project A Reflection Of The Agonizing Peruvian Body that conforms the video installation projects: Ars Corona Moriendi and En Silencio Gimió El Grito Sagrado: Libertad Nunca, En Mis Tierras Nunca (In Silence Moaned The Sacred Cry: Freedom Never, In My Lands Never). Therefore, the hypothesis is that exists a problem from the highest representatives of the State to be able to protect and preserve human life in a dignified, equitable and fair way at a national level, a situation which leads to an undignified and unnecessary death. Additionally, we also focus on the difficulty of a possible construction of identity as a unified Peruvian society. This situation of lack of representativeness is reflected in one of the most important symbols of the celebration of the centenary of Peru's independence, the Republican commemorative monument to the liberator Don José de San Martín. The latter allowed us to deepen and connect with indispensable aspects that make up the history of sculpture, the monuments. We approached the problem under a brief historical account of the social development of Peru from the period of its independence, passing through the centenary to reach the bicentenary, historical account due to the health crisis caused by SARS-CoV-2. This research presents the objectives as questions, since they will not only seek to be addressed theoretically but also through artistic praxis: Who are the real victims of the process of consolidation of the Republic of Peru? How is the Peruvian social reality defined by death? How can this be translated into the field of art? Therefore, we seek the revaluation of the history that constitutes us as a republic and the history of the decline of the monuments that constitutes the development of the sculptural field of art.

Full textPERU; An extraordinary country for the cultural heritage with which it counts; Possessor of one of the seven wonders of the modern world "Machu Picchu"; Citadel that congregate tourists of diverse nationalities by its beauty; But not only do we have that rich heritage but we also have a variety of urban areas considered world heritage, among them the Historical Center of Arequipa; Known as "The Noble, The City of Free, The City of Sillar, The White City, The White City, The Seismic City" among other denominations that are born from the colony; City that counts on the majestic but reckless Misti; Rich in gastronomy and living heritage; These latter reasons essential for the development of the present investigation. The why?; Because just as we have a valuable cultural heritage; This city is located geographically in the belt of fire of the pacific, generating vulnerabilities before the natural disasters; Reasons more than sufficient to be in the obligation to use all the technical and economic means to mitigate the effects of the natural disasters that may be caused in our territory and that at the same time can produce human losses and loss of our cultural heritage; The latter irrecoverable because it is a non-renewable resource. The present one wishes to contribute to the protection of the real estate property through the analysis of the factors that limit the implementation of Law No. 29664 of the National System of Management of Risk of Disasters SINAGERD; In the historical center of Arequipa and work on a proposal: guidelines and strategies for the implementation of said policy, mainly in the Decentralized Directorate of Culture of this city. The theme is closely linked to the theme of social management, to the vision of the future, as well as strategic planning, important points of Social Management. This research wants to contribute, to strengthen a participatory and synergic intersectorial human team (the main social actors) where the decisions are democratized, to collect the experiences and the learning so that the implementation of this policy is feasible. Action that will be possible because in correspondence to this problem have been issued international actions to safeguard the patrimonial areas with respect to natural risk; Not foreign to this in our country has issued LAW No. 29664. "Law of the National Disaster Risk Management System (SINAGERD)," which links efforts of MEF, PCM and Congress, in terms of institutions for disaster prevention; Guiding policies, strategies and actions at all levels of government and society. The preparation offered by the Master in Social Management allows us to face the problems by applying different management tools, during the planning of actions, execution, and monitoring; Knowledge that together with those acquired in the more specific professional development on urbanism and architecture will give me better conditions to contribute to a viable proposal, thus contributing to the management of local and regional governments that have historic centers, as well as the architects they want Specialize in this topic. It is essential that each territorial space we have is protected from natural disasters; However in the present after having made an analysis; The Historical Center of Arequipa has been chosen for the development of the study; For being historically transcendental, to be a patrimony of humanity and to count on diverse natural factors that make this territorial space vulnerable to being affected by volcanoes which are active; Earthquakes with higher incidence and magnitude and flood. The objective of this paper is to analyze the factors that limit the implementation of the Peruvian policy of risk and disaster management, as set out in the SINAGERD National Risk and Disaster Management System Law; In order to find constraints that are hindering its implementation in the Historic Center of Arequipa, and to propose guidelines and strategies for the implementation of the policy in the Decentralized Culture Directorate. It is important to emphasize that the present one pretends to be a contribution for the timely decision of technical entities; To prevent the loss of our national and global identity due to natural disasters; Having the amendment that a cultural heritage that is lost, can not be recovered, its loss is invaluable. The design of the research is raised and developed in the third chapter of the research; For the development of the present the type of diagnostic and / or diagnostic research has been selected; Using a methodology of mixed research: Qualitative-Quantitative, determining later the units of Analysis of the Investigation; Among others that are detailed in this chapter. Some of the results obtained in this research show that most technical personnel do not have basic knowledge on the subject, nor do they have normative directives and instruments that allow them to implement social policy. The subject of ignorance of their functions of the authorities of the entity in charge of the basic actions that must comply; In addition to the issue of conflicts, and political will, are some of the limiting factors in the implementation of the Disaster Risk Policy in the historic center of Arequipa. Lastly, taking into account the foregoing, we propose guidelines and strategies to be applied in the institutions involved mainly in the Arequipa Decentralized Management, as it is the one charged by law for the protection of patrimonial areas in our country.

Full textIn Peru, a significant number of constructions of great historical value have an earthen structure. These constructions are part of our cultural heritage and are an important source of income for the country due to its touristic value. For these reasons, it is important to preserve them and to ensure an adequate safety level against possible seismic activity through a correct assessment of their structural behavior. This research seeks to perform a preliminary analysis of the structural behavior of one of the most important heritage structures of the northern coast of Peru: la Huaca de la Luna. The study contemplates the implementation of numerical models in finite elements, both of the main pyramid and the underlying soil, the selection of appropriate materials and constitutive laws. The performance of a non-linear analysis under gravity loads and a Time-history linear analysis to determine the amplification effect of a seismic signal as it propagates through the soil strata. A parametric analysis will be performed to assess the influence of the changes in geometry caused by the damages that the structure has suffered, as well as the geotechnical conditions of the Huaca when considering the soil-structure interaction. The contribution of this work will be to determine the vulnerable zones due to the stresses caused by gravity loads, and to carry out a preliminary diagnosis of the state of damage, as well as to understand the seismic wave’s amplification phenomena in massive earthen structures. This will result in optimized intervention strategies in the future. The structural assessment of a historical construction like the one studied is a complex problem due to the little knowledge of the constructive processes of the time, as well as the variability of the mechanical properties of the materials and the deterioration suffered over the years. For this reason, previous experimental studies in the Huaca will be considered, among which are the mechanical characterizationof the materials, geotechnical and geophysical studies, and modal identification tests. The results of these studies will be complemented with numerical models in finite elements. It is expected that these models will help to identify the vulnerable zones in the case study, as well as to understand the current state of damage, and to predict the amplification of the acceleration experienced in the firm soil through the propagation of waves in the soil-structure system. Subsequently, the effect of considering changes in geometry due to damage and the soil-structure interaction when evaluating its seismic vulnerability will be quantified.

Full textTourism in Peru is a sector with high development potential that allows to boost the economy of the country's cities. In this way, this sector is one of the forms for the economic boost of the country. In recent years, the flow of foreign tourists in Peru has been increasing reaching more than 3 and a half million visitors in 2012, as well as domestic tourism has increased by 14% between 2011 and 2015. All this has been thanks to the policies promoted by the government such as: country brand, improvement of tourism infrastructure and access (roads, airports, etc.), internal promotion, among other aspects. Thus, tourism represents 3.9 of the national GDP (Source: Mincetur 2015. For this reason, we consider that the impact of the implementation of the gondolas in the tourism of the Amazon Region has been important and positive because it generated other sectors to be dynamic: the airlines (creation of new routes), travel agencies and tour operators, and the increase in the flow of tourists. The Kuélap cable cars, being the first in Peru of its kind, has generated great expectations in foreign tourists and, especially, the national since it has become a complementary attraction to the archaeological citadel.

Full textThe project of the New Central Market of Callao was born due to the need to improve the infrastructure dedicated to this typology in the heart of the “chalaco” district. In order to achieve this intention, the actual location of the Central Market was intervened. The main problem was that its antiquity reflected itself with a discontinued functionality. However, through a understanding of the characteristic roots of the population of Callao, the project aims to preserve the existing perimeter of the actual market, which has a evident monumental value, repowering its relevance with new uses adapted for the population of the area. Complementary to this action, a completely new architectural design at the interior of the market rises. This space approach adapts to the existing perimeter in a formal level, but in a functional level as well. Finally, the architectural program includes commercial, gastronomic and recreational uses.
