Abstract:
Launched two and a half years ago, the model of Islamic banking adopted by Morocco consists of five banks and three windows. This paper aims to present an exploratory case study of the performance of the eight actors of Morocco participative banking. The study reveals an increase of Murabaha funding and deposits while the total net profit remains negative (MAD -420 million) mainly due to the start-up costs absorbing an enormous amount of resources. Presented in a SWOT Analysis, the study’s results confirm that the sector is facing many difficulties and gaps that negatively affect the business especially the incomplete participative financial ecosystem. Then, the paper presents a benchmark study of Turkey’s participation in banking. Findings show that the financial ecosystem in Turkey is much more developed compared to Morocco. Consequently, this situation favored the rise of the five operational participation banks whose asset growth rate reached 99%, between 2014 and 2018, and recorded positive net profits which exceeded TL 2 billion. Nevertheless, both Morocco and Turkey participation banks are still too young and can make headway only if the regulators and the operators properly address the challenges which hamper their development.

Abstract:
Today, climate change is one of the major challenges that face the world, it is a considerable threat to mankind and also to its economic activities, the macro-economic impacts of climate change and low-carbon transition policies on the planet would be moderate overall a relative few hundredth of a percent of world GDP on an annual basis. Understanding what constitutes dangerous climate change is of critical importance for future concerted action (Schneider, 2001, 2002). Developing countries, such as Morocco, consider themselves to be the most vulnerable to the effects of climate change. In contrast to low-income countries, rich countries that have very high greenhouse gas emissions can mitigate and adapt to the impact of climate change. The awareness of this vulnerability was confirmed during the many years of drought that hit the country at the end of the last century and heavily affected the national economy. It is important to have the most recent information on this subject in order to take it into account in the vulnerability assessment and adaptation planning processes. In this work, we purpose a review of the literature on the impact of climate change on economic growth, particularly in Morocco. theoretical analysis of the environmental/economic analysis and the possibility of its application to the Moroccan situation The study finds a significant negative effect on climate change debt on economic growth in Morocco in the short-run and the long-run. Abstract:
Due to an economic context characterized by globalization, marked by fierce competition and by the opening of markets at the international level, several opportunities and large-scale challenges arise because of this new international context. This set of circumstances has drawn increasing attention to the role of financial diplomacy in promoting savings. Generally confused with economic diplomacy, financial diplomacy represents a particular aspect of diplomacy, however it remains very little treated in research works. Aware of the importance of financial diplomacy in the insertion of its financial system at the level of international finance, Morocco has deployed remarkable efforts in this direction. Indeed, the interest given to financial diplomacy by Morocco is not new, it dates back to its independence. The structural adjustment program initiated in Morocco in 1983; was the beginning of strengthening the assistance and support relations of the IMF and the World Bank. These relations explain Morocco's interest in its financial diplomacy. Due to the lack of research work dealing with this issue, this article attempts to answer the following question: What are the illustrations and actors of financial diplomacy in Morocco to ensure its insertion in the international economy? To answer this question, this article examines the importance of Morocco's financial diplomacy in international financial relations, through an identification of diplomatic actors as well as its contribution to Morocco's debt situation. Keywords: Financial Diplomacy - International Monetary Fund - World Bank Classification JEL: F00, G00, F65 Paper type: Theoretical Research

Abstract:
The determination of the factors that can stimulate economic growth has been important, and given the importance of the stock market in economic development, a serval researches are interested in the analysis of the relationship between stock market development and economic growth. The studies have confirmed that the economic growth, in a nation, is positively impacted by the stock market development. As a developing country, Morocco is looking for a development model that will allow it to ensure a durable economic growth. This paper seeks to examine the link between stock market development and economic growth In Morocco, using time-series data sourced from the Central Bank of Morocco covering the period of 2008-2021, with a quarterly frequency, and using the vector autoregressive (VAR) approach to estimate the results. The capitalization and liquidity are used as stock market indicators. The results of the study show that the coefficient of the capitalization has a positive sign but for the liquidity it has a negative sign. In the other hand, for the control variables, the coefficient of the inflation rate has a positive sign but that of the real effective exchange has a negative sign. Keywords: Stock market, Capitalization, Liquidity, Economic growth, VAR, Morocco. JEL Classification : E44 Paper type : Empirical research

Abstract:
In recent years, economic developments in a number of advanced and developing countries have been marked by a decline in growth. Many studies have shown that a large part of this depreciation is explained by that of potential growth. In this respect, the development of potential growth has become one of the most important economic issues in that it affects the conduct of monetary policy and the management of public finances. The objective of this article is to propose an estimate of potential output in Morocco, based on econometric modeling of the Cobb Douglass function based on three variables: Real Gross Domestic Product (GDP), Capital Stock (K) and employment level (L). Using annual data covering the period from 1982 to 2019, representing a sample of 38 observations. The results obtained show a decrease in potential output in Morocco from 2011 onwards, mainly due to the slowdown in the rate of change of GFCF to 3.8% on average between 2011 and 2019, the declining employment rate and also the negative contribution of overall factor productivity. From the results of this study it would be possible to determine the output gap, that is, the gap between actual and potential output. The latter is an important variable for the conduct of monetary policy, as it is a major source of inflationary pressures in the economy. Keywords: Potential growth, production function, total factor productivity, monetary policy, output gap. JEL Classification: E, E23, D2, D24 Paper type: Empirical research

Abstract:
Objective – This study examines the relationship between diversification strategy and company economic performance in the Moroccan real estate sector. The research focuses on measuring the impact of diversification on technical and Scale efficiency using the Data Envelopment Analysis (D.E.A.) method. The objective is to provide empirical evidence regarding the performance differences between diversified and undiversified companies in the Moroccan real estate industry context. Methodology –Data was collected on sales, inventory, and personnel expenses to construct the input-output ratio from a sample of 60 companies in the Moroccan real estate sector. Diversified and undiversified firms were identified based on their business activities. The Data Envelopment Analysis (D.E.A.) method was then applied to measure these companies' technical and Scale efficiency. Findings – The results reveal that diversified companies in the Moroccan real estate sector exhibit significantly higher economic efficiency, around 40% compared to 31% for undiversified firms. Moreover, diversified firms demonstrate superior pure technical efficiency with a score of 47%, while undiversified firms lag at 36%. However, the two groups have no significant difference in scale efficiency. These findings highlight the positive impact of diversification on overall efficiency and suggest the potential benefits of adopting diversified strategies in the real estate industry. Novelty – This study contributes to the existing literature by exploring the relationship between diversification and performance in the particular context of the real estate industry in Morocco. The findings of this study have practical implications. Managers and policymakers can utilize the results to understand the potential benefits of diversification and consider incorporating this strategy into their business models. Abstract : The interest in work-life interface is due to several sociodemographic changes in the world : feminization of work, increase in homogamy, struggle for gender equality. During last years, generational expectations confirm this interest. The Generation Y employees ask for more than linear and hierarchical progression within the organization, they want to have a lifestyle allowing them to balance their existence between work, family, leisure …Work seems to be less central to their lives ! (Jean M. Twenge ,2013) In Morocco, many of those changes took place in last decades. In this context we tought that it is important to underestand the place of work-family interface in Morroco. Our study has the aim to understand the societal changes which impact the work-life interface and to explore if companies take this issue in consideration. By this paper we are exploring the situation of the work-family interface through an analysis of the organizational and societal changes. Since the aim of this study is comprhensive, an inductive and interpretative approach is appropriate (Yin 2003). The study was based in a qualitative design and interpretitive approcah (Sandberg, 2005) through semi-structured interviews with experts : human ressources directors, HR consultant, sociologists and psychologists. This paper gives a descreiptive overview about the societal level and organisational level . The results shows that many changes affects the work-family interface which is rather conflictual in Morocco specially for women. Abstract:
Digital marketing is revolutionizing organizational structures including businesses, especially Moroccan SMEs, offering a set of opportunities to improve the traditional way of operating while building a more authentic relationship with customers. Indeed, digital marketing brings forward important characteristics for SMEs in search of efficiency and performance, and it is considered as an interesting alternative to traditional approaches. To this end, the interest of our study is to show the main issues and challenges that the digitalization of the marketing function can have on Moroccan SMEs. In this context, the problematic we will try to answer is an original one aiming to explore the impact of the introduction of digital within the marketing function by taking the case of SMEs. To this end, we opted for a sample of 4 consultants to respond to the exploratory phase and 41 respondents for the confirmatory phase. The results have shown that digital marketing is a double-edged sword in that it can have different impacts on SME structures. With respect to the contributions of the study, we first point out the results will be beneficial for SMEs which constitute a large part of the Moroccan economic fabric, and a concise methodology based on the triangulation between the qualitative and quantitative approach. As for the limitations, we mention that the number of respondents is somewhat limited. Keywords: Digital marketing, SME, challenges, issues, Morocco. JEL Classification : M31 Paper type : Empirical research

Abstract:
Over the last twenty years, and since the United Nations World Conference on Sustainable Development (Rio+20), the theme of the green economy and its impact on sustainable development has prompted many researchers to reflect in depth on the global movement towards a more equitable and sustainable economy, towards a "green economy", generating a total commitment across the world. Morocco, like several other governments, has often given great importance in its stimulus programmes to green entrepreneurs, through the granting of research credits to stimulate innovation, or loan guarantees, or tax breaks or incentives for business creation. The choice of this theme fits perfectly into the current context of our country, marked by the debates on the new development model. Today, Morocco is charting its path towards development by putting in place very ambitious strategies characterised by the adoption of new educational, social, economic and financial programmes. Green entrepreneurship is therefore an asset to accompany the country in its economic, technological and environmental transition. It constitutes a new economic and development dynamic in full evolution in a context of awareness of global environmental issues. Can we therefore consider the promotion of green entrepreneurship in Morocco as an asset for a sustainable territorial development of the country? The aim of our study is to analyse the contribution of green entrepreneurship to the development of the country using the SWOT analytical tool and to draw some conclusions and recommendations. Keywords: Green economy, green entrepreneurship, sustainable development, literature review. JEL Classification: Q56 Paper type: Theoretical Research

Abstract:
Research in management sciences has proposed a set of works centered on the theme of corporate social responsibility (CSR) and that of organizational behavior, but few studies focus on telework. However, research seems limited to the interaction of these two variables. The concept of telework seems relevant because it questions the organizational functioning and the role of human resources management (HRM). Giving that turnover rates is a major occupation for companies as it affects their performance, we aim to determine the viability of his usage to improve this KPI. We have selected the case of new technology companies in Morocco as a field of investigation. Our research is driven by the following question: can the perception of telework by employees have effects on their attitudes and behaviors in terms of organizational commitment? We chose Moroccan IT companies as the subject of our study s they depend greatly on human capital to ensure continuity. There is a scarcity of local talent, which drives the turnover higher. This article highlights the links of effects that connect our two variables through the analysis of 18 qualitative interviews. The results improve our understanding of the impact of telework on the behaviors and attitudes of employees in terms of organizational commitment. The exploratory nature of our research leads us to choose a qualitative methodology with a comprehensive aim. Semi-directive interviews made it possible to explore the different perceptions of employees and the resulting organizational commitment behaviors, followed by analysis for each case based on occurrences in discussed themes. The study revealed a positive correlation between teleworking and organizational commitment. Keywords: Telework, organizational behavior and commitment, corporate social responsibility (CSR), human resource management (HRM), new technology companies, Morocco Classification JEL: O15 - Human Resources, Human Development, Income Distribution, Migration Paper type: Empirical research

Abstract:
After a series of successful implementations of management styles in private organizations, the concept of "new public management" officially emerged in the 1980s. Its main objective is to modernize administrative behaviors and management styles and to change the key success factors for both the private and public sectors. On the other hand, the implementation of management styles in public institutions still raises many questions and doubts about their ability to improve public performance. Morocco has recently adopted a turnaround policy aimed at improving public sector performance and management, delivering performance and defining governance styles that meet the needs of Moroccan citizens. This is one of the countries where we are. Today, our administration is faced with a demanding and more critical user with regard to the functioning of public services, it must meet major challenges and cope with demands and complex situations that require discernment, transparency, versatility, communication skills, dialogue and leadership. In this context, it is imperative that the culture of the public administration evolve to fit into the logic of management by performance and by results. Therefore, the objective of this paper is to show the difficulties and challenges of the Moroccan public administration and to propose ways to improve the quality of public services. Keywords: public administration, public services, new public management, NTIC: New Information and Communication Technologies, modernization JEL Classification: H83 Paper type: Theoretical Research

Abstract:
There are a number of theoretical arguments that lead to the conclusion that an increase in the public debt ratio could lead to a reduction in growth due to a crowding-out effect of productive investment and the relative inefficiency of the State in the use of its resources. However, no argument is really convincing because, as usual in economics, theory does not provide a definitive answer. The objective of this article is to study the impact of Morocco's total government debt on economic growth. Abstract:
The emergence of supermarkets in the early 1990s has changed the way Moroccans traditionally consume. Abstract:
This research paper focuses on a contextualization study that was conducted to integrate the specificities of the Moroccan context in the design of the phenomenon of success of local product cooperatives. We are convinced that it is not possible to borrow models designed in other contexts to study this issue in Morocco. To this end, we consider it essential to conduct a contextualization study to better understand the reality and re-examine the key success factors of local product cooperatives in the light of the Moroccan context. In this article, we first conducted a literature review highlighting the key concepts and theoretical foundations of our research question. Then, we conducted a qualitative study through semi-structured interviews with cooperative experts in Morocco. This contextualization study allowed us to reconstruct the different key success factors of local product cooperatives, primarily in the Moroccan context. The interviews conducted with experts highlighted some elements that were not taken into account in our initial conceptual model, including positive involvement, certification to access the market, productive alliances, and the number of members, gender, and win-win partnerships. Keywords: Contextualization study; Key success factors; local product cooperatives JEL Classification: O12 D31 E24 Paper type: Empirical research

Abstract:
Abstract: With digitalization reshaping the financial sector around the globe, MFIs now have a new opportunity, especially in emerging economies, to extend their services to more underserved populations. For this, the study investigates how digital platforms can be leveraged in Morocco to transform the microfinance sector. More specifically, this contribution investigates how digital platforms influence the profitability and financial inclusion of Moroccan microfinance institutions (MFIs). The main objective of the study is to investigate the direct impact that the adoption of digital platforms, their perceived benefits by the client, and the barriers that limit their effective use have on the profitability of Moroccan MFIs. To capture these insights, a survey was used and distributed among MFI clients and staff across urban, semi-urban, and rural areas in Morocco. Using Structural Equation Modeling (SEM), the survey was analyzed, and the results found evidence that digital platforms have a direct influence on Moroccan MFIs. Empirical evidence indicates that the use of digital platforms leads to improved financial inclusion, cost reductions, and more effective services. However, the barriers to using digital platforms, such as digital literacy, security concerns, and lack of access to the internet, have an adverse impact on the profitability and financial inclusion of these institutions. These challenges are particularly pressing in rural areas and must be addressed by the government for digital solutions to reach their full potential. These findings offer actionable insights for Moroccan MFIs and policymakers. By addressing the human and technological barriers to digital adoption, stakeholders can unlock greater financial access for marginalized communities and build more sustainable microfinance systems in Morocco. Keywords: Microfinance institutions; sustainability; profitability; digitalization; Morocco JEL Classification: G00, G21, G51 Paper type: Empirical research

Abstract: The article explores crowdfunding in Moroccan professional soccer clubs, focusing on fan investment motivations and impacts on loyalty and trust, in addition to fan motivation for participation. It addresses the lack of empirical knowledge on crowdfunding motivations within sports clubs, particularly under the unique socio-economic context of Morocco. By examining the relationship between clubs and fans through crowdfunding, the study aims to identify potential for innovative financial strategies to support club funding. Utilizing an online survey of 591 fans and a partial mediation model, it finds intrinsic motivation as a key driver for crowdfunding participation. Through structural equation modeling, the research assesses fan trust, loyalty, and investment willingness, revealing significant factors like perceived meaningful contributions and social motivation influencing fans' crowdfunding behaviors. The findings suggest clubs should emphasize community-oriented projects to enhance crowdfunding success, highlighting the nuanced dynamics between fan engagement and financial support in Moroccan soccer. Keywords: Crowdfunding, Moroccan Soccer Clubs, Fan Engagement, Financial Strategies, Structural Equation Modeling JEL Classification: L83, G41, M31 Paper type: Empirical research

Abstract:
Faced with challenges in accessing traditional funding, crowdfunding offers an innovative solution. It enables social entrepreneurs to raise funds while mobilizing communities sensitive to their social and environmental goals. Indeed, crowdfunding has seen remarkable growth in developed countries and represents an exponentially growing global market. In Morocco, the new Law No. 15-18 on collaborative financing, introduced in 2021, removed regulatory barriers blocking crowdfunding development. This law, finally adopted several years after it was drafted and thirteen years after the practical emergence of crowdfunding in the United States marks a new step in diversifying Morocco's financial instruments. Its goals include strengthening financial inclusion for young project holders, supporting economic and social development, and channeling collective savings into new opportunities. This article examines the impact of crowdfunding on social entrepreneurship financing following the introduction of Law 15-18 in Morocco. Using structural equation modeling, we analyzed the relationships between crowdfunding, social entrepreneurship financing, and the newly introduced Moroccan regulations. The study was conducted with a sample of 200 Moroccan internet users. To draw valid conclusions, we adopted a methodological approach rooted in the postpositivist paradigm, using a hypothetical deductive approach where the hypotheses were derived from theory. Following this logic, we employed a quantitative approach based on structural equation modeling, explicitly using the LISREL method. By validating the research hypotheses, we demonstrated that crowdfunding, supported by Law No. 15-18, plays a crucial role in providing access to financing for social projects. Keywords: Social entrepreneurship, Crowdfunding, collaborative financing. Classification JEL : B55, C3, L31, F65, G23 Paper type: Empirical Research

Abstract:
Since the 2000s, the widespread adoption of high technology has significantly altered management procedures and professional relations within organizations. The concept of digitalization is becoming increasingly important in the strategies of organizations in various countries such as Morocco. Indeed, they see digital as a means of achieving the goals of the new development model, "Digital Morocco". The present paper aims to address and analyze the challenges and opportunities brought about by digital transformation, in particular, for cooperatives at the national level. Methodologically, we have adopted an exploratory qualitative approach with Moroccan cooperatives. It is found that the major challenges facing Moroccan cooperatives are human capital, financing, and methodological support. Digital transformation can sometimes be a source of anxiety for many cooperative leaders. They must experiment with new ways of working that combine experience sharing, teamwork, strong collaboration with customers, creativity, and innovation. All of these issues are solvable with the help of digital technology if we know how to capitalize on opportunities. Hence, through this work, we would like to focus on the case of cooperatives and answer the following question: what impact does digitization have on management practices from the point of view of cooperative managers or leaders? Keywords: Digitalization; Moroccan cooperatives; Issues and opportunities.. Classification JEL : G41 Paper type: Empirical Research

Abstract:
Today we see that geopolitical and geoeconomic factors play an important role in the location choices of multinational firms in Morocco in a globalized context. Political stability, strategic alliances, and strategic positioning play a fundamental role in determining the establishment strategies of these firms in Morocco. Over the past decades, Morocco has emerged as a preferred destination for foreign investments, attracting many multinational corporations across various economic sectors. This trend is part of a global context of reconfiguring economic and political relationships, where geopolitical and geo-economic factors increasingly influence the strategic choices of companies. In this perspective, our article aims to explore the complex mechanisms that underlie the decisions of multinational corporations to establish a presence in Morocco, with a particular emphasis on geopolitical and geo-economic influences. We will seek to understand how regional and global dynamics, diplomatic relations, trade agreements, and local economic characteristics interact to shape the strategic choices of companies seeking new markets and profitable partnerships. This study aims to explain the role of geopolitical and geoeconomic factors in the choice of multinational firms in Morocco as a destination for their establishment. In this sense, how do geopolitical and geoeconomic factors determine the implementation strategies of multinational firms in Morocco? To answer this question, we carried out a qualitative study with semi-directive interviews with 10 experts in geopolitics and geoeconomics and 12 business leaders operating in Morocco. Through a content analysis, our result shows the importance of geopolitical and geoeconomic factors in the location choices of multinational firms in Morocco. These firms seem to be attracted by the country's strategic geopolitical position, political stability, international alliances and economic advantages Keywords: Multinational Firms; geopolitics; geoeconomics; Morocco, globalization. Classification JEL: F23 Paper type: Empirical Research

Abstract:
In the era of trade globalisation, especially in the agri-food sector, which has led to mass consumption and industrialised products, the preservation of the territorial agri-food heritage of each country is becoming an increasingly important issue, This has aroused the interest of both researchers working on the economy of the territory and of all stakeholders, as it will not only improve the visibility and enhancement of local products, but will also achieve multidimensional objectives, both economic (competitiveness, development of the local economy, etc.), socio-territorial (economic development of the local economy, etc.), socio-territorial (territorial attachment, preservation of local knowledge, etc.) and agro-ecological (local supply, less processed consumption, etc.). In order to achieve these objectives, particularly in the Moroccan context, this article aims to analyse the perception of Moroccan consumers of Moroccan date products, from a sector which, although it has significant multidimensional potential, faces several challenges, particularly on the commercial and competitive levels. From a methodological point of view, the analysis of consumer perception was carried out with 560 respondents covering the different regions of Morocco, using a tripartite perception model (cognitive, affective, conative component), which revealed that consumer preferences were well understood, particularly in terms of variety, organoleptic characteristics (size, taste, etc.), purchase price, willingness to pay and preferred points of sale. From the responses collected and characterising the purchasing behavior and motivation in the broad sense, the priority areas on which it is necessary to act were identified, for a promotion of Moroccan dates. Keywords: Consumer, Perception analysis, Promotion of local product, Dates, Morocco. JEL Classification : Q01, Q18, Q5, R1, R58 Paper type: Empirical research

This paper investigates the impact of seismic activity on Morocco’s tourism sector by examining the historical context and consequences of major earthquakes, including the catastrophic 1960 Agadir earthquake and the 2004 Al-Hoceima quake. The Agadir earthquake, with its profound impact on the city and its subsequent reconstruction, marked a pivotal moment in the development of Morocco's seismic resilience and construction standards. Similarly, the Al-Hoceima earthquake highlighted ongoing vulnerabilities and prompted further enhancements in disaster preparedness and response. Through an analysis of these seismic events and their aftermath, the paper explores how Morocco has adapted its infrastructure and safety protocols to better withstand future earthquakes. It assesses the effectiveness of current measures and the evolution of building codes designed to protect both residents and tourists. The paper also delves into the broader implications of these natural disasters on the tourism industry, including the challenges of maintaining tourist safety and the economic impact of seismic events on the sector. Abstract:
Abstract In an evolving economic context, participative banks are emerging as an ethical alternative to conventional banking services in Morocco. This study aims to explore the factors influencing the intention to adopt these institutions and examines the key determinants shaping this decision among Moroccan consumers. To achieve this, it integrates Ajzen's Theory of Planned Behavior and Rogers' Diffusion of Innovations model. Methodologically, a mixed-methods approach is employed, combining an extensive literature review with a qualitative study involving 12 potential Moroccan clients through semi-structured interviews. The findings highlight the significance of subjective social norms, perceived relative advantage, the complexity of Islamic financial products, and their cultural compatibility as key determinants of adoption intention. This research enhances understanding of the psychosocial and cultural factors influencing participative bank adoption in Morocco, offering strategic implications for the development of these institutions in the country. Keywords: Participatory banking, Explanatory factors, Moroccan clients, Adoption, Lexical analysis. Abstract:
Nowadays, the concern for digitization has become omnipresent almost everywhere, including in the public administration which, until very recently, was not concerned by this new phenomenon that has very quickly taken the front of the international scene. The objective of this research work is to take stock of the Moroccan case by trying to determine at what stage the Moroccan public administration is in terms of digitization of services offered to citizens under the will, solemnly expressed, by the high authorities to see the Kingdom of Morocco endowed with a modern public administration capable of delivering quality services in accordance with the needs and aspirations of the citizens who have become more and more aware. To reach our goal, and after a theoretical exploration phase that focused on a review of the existing literature we chose to work with a qualitative approach using semi-directive interviews with a sample chosen to ensure a broad representation of the different social categories and whose analysis via the Nvivo20 software allowed us to identify the elements of response to our basic question by specifying that Morocco has the prerequisites for the success of such a project and that it is only a matter of time before the digitalized administration is a reality despite the different obstacles encountered and which are, among others, technical, sociological and deserve to be taken into consideration. Keywords: Digital transformation, public administration, citizen, digital service, quality. JEL classification: H12. Paper type: Empirical research.

Abstract:
Abstract Despite the implementation of significant educational reforms in Morocco in 1999, 2009, and 2015, there persists a notable disparity in school enrollment between boys and girls, public and private school students, and urban and rural residents. Consequently, educational inequalities have increased, particularly during and after the global pandemic. Consequently, the advent of the COVID-19 pandemic compelled Moroccan educational systems to adapt to novel circumstances swiftly, precipitating significant challenges about the right to education during periods of crisis. This article aims to analyze the educational losses and inequalities caused by the COVID-19 pandemic and the responses of governments, schools, and teachers, with a particular focus on rural Moroccan areas. To address this gap, this study also aims to propose actions to strengthen education in rural areas, as a common good and a bulwark against inequalities. A quantitative and qualitative survey conducted in rural areas of Morocco revealed that the COVID-19 pandemic has exacerbated existing educational inequalities in these areas. The limited access to technology, the school closures, and the socio-economic disparities were significant factors that affected the educational outcomes. Together, the discourses and practices of teachers and principals demonstrate the intricacy of managing education during and in the aftermath of a pandemic. This illuminates both the difficulties inherent in reform and the necessity of learning from crises. Keywords: Inequalities, education, pandemic, rural, public policy, dropout. JEL Classification: I24 Paper type: Empirical research.

Abstract:
The stock market has a crucial role in modern economies, serving as a means to diversify domestic sources of funds and provide avenues for productive investments. The presence of a meaningful correlation between macroeconomic variables and the stock market is crucial for the stock market to fulfill this role effectively. Various theoretical and empirical models have been used to analyze the relationship between monetary policy and stock prices. The results of these models provide evidence that monetary policy can affect stock prices, and vice versa. The objective of this paper is to study and analyze the relationship between the stock market (MASI) and monetary policy in Morocco, through a vector autoregression (VAR) model covering the period 2007Q1- 2017Q4. By analyzing the various empirical studies on the effect of monetary policy on the stock market via the stock price channel, we found that the stock price channel in Morocco is not operational. The results of our VAR model confirmed this finding. We found that during the studied period, there was no significant relationship between monetary policy and the Moroccan stock market. These results proved the existence of a dysfunction in the transmission mechanism of stock prices in Morocco, which invalidates our central hypothesis that there is interdependence between the Central Bank and the stock market. Furthermore, due to the lack of long and sufficient statistical data series, especially the Real Estate Asset Price Index (REAPI), these contributions that we were unable to make will further enhance our work. Keywords: Transmission mechanism of monetary policy, stock price channel, VAR, impulse response function, cointegration JEL Classification : E4, E5, G15 Paper type: Empirical research

Abstract:
This study examines the influence of eight key weather factors, including atmospheric pressure (ATPRS), clear sky (CLSKY), precipitation (PRECP), relative and specific humidity (RHUMD and SHUMD, respectively), as well as temperature (TEMPR), wind direction and speed (WNDR and WNSP, respectively), on the returns and volatilities of the seven Moroccan sectors most sensitive to the weather (Agri-food/Production, Beverages, Distributors, Electricity, Leisure and Hotels, Oil and Gas, and Transport) from January 4, 1993, to October 30, 2022. The objective was to analyze how weather affects the fluctuations of sectoral stock indices and assess sectoral vulnerability. Utilizing daily frequency weather and stock market data and implementing a GJR-GARCH (1,1) model combined with an autoregressive (AR) process, the results demonstrate that all sectors are influenced by weather, particularly the Agri-food/Production and Beverages sectors. These insights are vital for the stakeholders in Morocco. Investors can make informed decisions, policymakers can create targeted support policies, and businesses can develop risk management strategies to handle weather-related challenges, ensuring economic stability and competitiveness. Abstract This article present a theoretical review of the evolution of entrepreneurial support in Morocco, focusing on the central question: how has this practice, primarily targeting young Moroccan entrepreneurs, developed from 1972 to the present day? We employ a narrative literature review to conduct this research, thoroughly analyzing historical documents related to the topic. We begin by defining the concept of entrepreneurial support and examining its semantics to fully understand its scope. Next, we trace the emergence and development of this practice in a global context before focusing specifically on the Moroccan context. This approach allows us to evaluate the developmental stages of this phenomenon in Morocco. The results reveal a steady and diverse progression of funding and support programs, as well as previous experiences at the national level. The theoretical conclusions highlight the importance of support initiatives for entrepreneurial development in Morocco. However, certain theoretical limitations persist, primarily due to the lack of comprehensive documentary resources and empirical data. Adopting the OECD's data governance model, the study provides a detailed analysis of Morocco's progress in implementing data governance mechanisms across three critical levels: strategic, tactical, and operational. The study is based on a rigorous documentary methodology, combining the analysis of institutional reports and Moroccan legislative frameworks with the OECD data governance model. The strategic model examines national policies aimed at integrating data into decision-making processes, while the tactical level focuses on the institutional and regulatory capacities essential for effective management. Finally, the operational level addresses the infrastructure and technology supporting data usage within public services. Significant advances are observed, particularly in the digitization of public services and the development of modern technical infrastructures. However, several challenges remain, including the absence of a unified national data governance strategy, institutional fragmentation hindering initiative cohesion, regulatory gaps, and a lack of inter-institutional coordination. These obstacles undermine the effectiveness of data governance policies and limit Morocco's ability to fully leverage data to improve public services and decision-making processes. In light of these challenges, the article offers several recommendations to improve data governance practices in Morocco. These recommendations include promoting a data-driven decision-making culture, strengthening regulatory frameworks, and modernizing technical infrastructures. These measures aim to support a sustainable digital transformation and bolster Morocco's position as a regional leader in digital governance. Keywords: Data governance, Digital Morocco 2030, Public Administration, OECD Model JEL Classification: H83, O3 Paper type: Empirical Research

Abstract:
The exponential evolution of technology has brought about many changes in the way businesses operate, including audit firms. Digitalization, once considered an optional choice, has become a major strategic issue. Thus, thanks to the traditional literature review approach, this study examines the theoretical foundations and conceptual frameworks around technology adoption. Indeed, this article presents a preliminary conceptual model to the context of audit firms in Morocco, based on the theoretical model of UTAUT (Venkatesh et al., 2003) and a thorough theoretical model. The objective is to identify the determinants of the adoption and use of digitalization in these firms. Aspects such as the removal of paper, the use of computer equipment and the accelerated exchange of data are among the new technologies that influence these firms. Understanding the factors that motivate these firms to adopt digitalization is still unknown. This conceptual model aims to provide information on the different determinants of digitalization in audit firms in Morocco, by providing an overview of the key elements necessary for its effective implementation and use. Keywords: Digitalization; Adoption of new technology; Digital transformation; UTAUT; Audit firm. JEL Classification: M10, M42, Paper type: Theoretical Research

Abstract:
Between proponents and detractors of the existence of a positive impact of marketing communication via social networks on youth political participation, the theory of connective action (Bennett and Iyengar, 2008) as well as the theory of attitudes (Fishbein and Ajzen, 2011) stipulate the existence of a positive impact on political participation behavior especially through digital social networks. Our objective is to put these theoretical contributions to the test in the Moroccan context. On the one hand, it is to analyze the perception of Moroccan political actors in relation to the political attitudes of youth. On the other hand, this research consists of evaluating the impact of marketing communication in the era of social networks on the political participation of Moroccan youth. In other words, has this communication campaign acted in favor of a positive change in the political attitudes of young people towards more political participation? This exploratory qualitative study is conducted with young political actors and marketing communication professionals in Morocco. Conducted over a two-month period during the last election campaign in September 2021, the 12 semi-structured interviews were subject to thematic analysis via NVivo 12. This study suggests the existence of a positive impact of marketing communication via social networks, particularly Facebook, on the political attitudes of young people in Morocco and consequently on their political participation. However, this political participation remains limited to online political participation. In fact, marketing communication via social networks is a necessary but not sufficient condition to encourage and stimulate offline political participation behavior, particularly membership and effective engagement in political parties and voting. In fact, these participatory activities are considered highly engaging. Hence, permanent and interactive marketing communications are important. These results must be the subject of a confirmatory quantitative study in order to promote their generalization. Key words: Political marketing, marketing communication, social networks and political participation. JEL Classification : M3, M31, M37 Paper type: Empirical research

Classification JEL : F10, F13, F14, F50, O13, O24. Type de l’article : article empirique. Abstract The debate between free trade and open access in the context of Moroccan exports raises crucial questions. While free trade promotes economic growth by eliminating trade barriers, open access emphasizes the overall availability of resources. In the case of Morocco, this dichotomy takes on a particular dimension due to the significance of its diverse sectors. Advocates for free trade highlight increased competitiveness in international markets, while proponents of open access emphasize the importance of ensuring access to local products for everyone. Examining these two approaches closely, it becomes essential to find a balance that promotes both economic development and national self-sufficiency. Morocco has established strategic free trade agreements (FTAs) with several global partners, including the European Union, the United States, Turkey, and countries in the MENA region. These agreements aim to promote the free movement of goods and services, fostering economic growth by opening new trade opportunities. Through these partnerships, Morocco has diversified its export markets, strengthening its position in the global economy and boosting key sectors such as agriculture, industry, and services. To analyze the impact of these FTAs on the open access of Moroccan exports, we will conduct an empirical verification using a gravity model to understand the influence of these agreements on Morocco's exportable supply. Keywords : Free Trade, Open access, Exports, Free trade agreement, Gravity model. JEL Classification : F10, F13, F14, F50, O13, O24. Paper type : Empirical Research

This article focuses specifically on the impact of this crisis on employment within small and medium-sized enterprises (SMEs) in Morocco, highlighting the crucial role of these entities in job creation. The analysis is based on data from a survey carried out by the World Bank, involving a representative sample of 659 companies in Morocco. Using the logistic regression method, we assess the relationships between different variables and their impact on employment within these companies. The results of the study reveal, in particular, the existence of a significant relationship between an increase in the level of production and changes in the number of employees. Adjusting the production level increases the probability of a decrease in the number of employees in the company. Keywords: Covid-19, Employment, SMEs, Logistic regression, World Bank JEL classification : J0, J21, J23 Type de papier : Recherche appliquée

Abstract:
E-commerce has become an increasingly popular form of consumption, with many factors influencing consumer acceptance. The paper is a systematic literature review to explore the adoption of e-commerce by local cooperatives in Morocco and to identify the factors that influence this adoption process based on the technology acceptance model (TAM) which is often used to study e-commerce adoption, focusing on his two key factors: Recognized technology usefulness, Ease of use of perceived technology. Research also shows that external factors such as social pressure and resource availability can influence e-commerce adoption. We conducted extensive searches in electronic databases such as Scopus, Web of Science, and Google Scholar using a predefined set of keywords. We included qualitative and quantitative studies published between 2015 and 2022. The findings of this review indicate that the adoption of e-commerce by local cooperatives in Morocco is influenced by several factors, including perceived usefulness, perceived ease of use, perceived trust, perceived risk, and social influence. Moreover, the results suggest that the majority of local cooperatives in Morocco are still in the early stages of e-commerce adoption, and face significant challenges related to infrastructure, internet connectivity, and lack of technical skills. The practical implications of this study are significant, as it provides valuable insights for local cooperatives in Morocco to develop and implement effective e-commerce strategies. Specifically, our findings suggest that local cooperatives need to invest in improving their technological infrastructure, enhancing trust and security measures, and providing training and support to their members to increase their technical skills and knowledge. Keywords: E-commerce, Local cooperatives, local Product, Technology Acceptance Model JEL Classification: M31 Paper type: Theoretical Research

Abstract:
Abstract: In Morocco, certification ISO 9001;2015 is in high demand, so it is interesting to understand how different countries use these quality management systems to promote their success. From this perspective, a data survey was carried out regarding the number of companies certified by ISO 9001:2015 in Morocco and several countries, split into three groups according to their Gross Domestic Product (GDP) and Human Development Index (HDI). The first group consists of countries scoring some of the highest values in terms of GDP and HDI (respectively Switzerland, Germany, and Bulgaria); the second one consists of countries with low scores in their GDP and HDI (Ethiopia and Nigeria); and the third group lists countries with fair scores in both indexes (Morocco and Honduras). This comparative study may investigate how the level of development in Morocco and other countries influences the implementation and outcomes of ISO 9001:2015. Conclusions might address whether organizations in more developed regions exhibit better adherence to quality standards and whether these standards contribute differently to development across various regions. Keywords: Quality Management Systems, certification, ISO 9001V 2015, HDI, GDP. Classification JEL: L15 Paper type: Comparative Theoretical Study Mohsine KOROSS, (Doctorant) Laboratoire, Gouvernance et Performance des Organisations Équipe de recherche : innovation et performance ERIP École Nationale de Commerce et de Gestion de Tanger (ENCGT) Université Abdelmalek Essaâdi, Maroc Badr ABOUZAID (Enseignant Chercheur) Laboratoire, Gouvernance et Performance des Organisations Équipe de recherche : innovation et performance ERIP École Nationale de Commerce et de Gestion de Tanger (ENCGT) Université Abdelmalek Essaâdi, Maroc

Abstract:
Mots clés : Banque électronique ; confiance des consommateurs ; obstacles à l’adoption ; facteurs culturels ; technologie financière au Maroc JEL Classification : G21, D12, O33, Z10, G23 Type du papier : Recherche Théorique Abstract: This article examines the factors influencing the adoption of electronic banking services in Morocco, with a particular focus on the role of consumer trust. Despite significant technological advancements and efforts to modernize the financial sector, Morocco's adoption rate of electronic banking services remains low compared to global standards. This article consists of a traditional review of the literature, analyzing how perceived usefulness, ease of use, and perceived risks shape consumer trust and, consequently, adoption decisions. The findings reveal that consumer trust is a critical determinant of electronic banking adoption. Cultural factors unique to Morocco, such as high-power distance and uncertainty avoidance, significantly affect consumers’ readiness to embrace these services. Additionally, infrastructural limitations, including limited internet penetration in rural areas, and regulatory challenges pose substantial barriers. The study underscores the importance of implementing robust security measures and engaging in transparent communication to mitigate perceived risks and enhance consumer confidence. It suggests that a holistic approach addressing technological, cultural, infrastructural, and regulatory factors is vital for fostering an environment conducive to the widespread adoption of electronic banking in Morocco. The discussion highlights the necessity of tailoring strategies to align with the cultural and socio-economic context of Moroccan consumers.
