Abstract:
The article focuses on one of the current areas of European Union cooperation within the Euro-Mediterranean Partnership, namely with the Kingdom of Morocco. The official Rabat has both a historical basis for cooperation with the EU (colonial past) and an established dialogue with the European Union from associate membership to the acquisition of a special partnership status in 2008. The purpose of Morocco’s special status in the EU is to: strengthen dialogue and cooperation in the field of politics and security; gradual integration of Morocco into the EU internal market through approximation of legislation and regulations. The main directions and areas of multilateral cooperation between Morocco and the EU are highlighted especially Rabat ties with leading European powers (notably France and Spain) as implementation of bilateral level and at the level of integration with EU as political body. It is revealed that the acquisition of a special status in cooperation with the EU aims to deepen cooperation not only in the economic, security and energy spheres, but also the human dimension of bilateral relations, which affects human rights and cultural and humanitarian level of relations. In particular, the topical agenda for bilateral Moroccan-European relations is migration issues, the problem of Western Sahara, which complicate dialogue somewhat. The leading role in Morocco’s relations with EU Member States is played by dialogue within the Francophonie, as well as interpersonal contacts in the fields of culture, education and science. These contacts are closely maintained between Morocco, France and Spain, and implemented the EU’s values policy mentioned in the Association Agreement. It is revealed that cultural cooperation plays a positive role in the fight against religious extremism and civil society building.

In this interview with Sabina Barone, Mehdi Alioua—Sociology Professor at the Université Internationale de Rabat (International University of Rabat), Morocco—reflects on the transformations that Sub-Saharan African migration has brought to Moroccan society over the last two decades, in particular with reference to identity and the denominations of the foreign others, the internal and regional dynamics of (im)mobility, and the challenges to social coexistence and national migration policies. He proposes conceptual categories such as "transmigrant,” “migration by stages,” and “migratory crossroads” to capture the complexity of the mobile experiences unfolding in Morocco. Based on his trajectory of engaged scholarship in favor of migrants and refugees, he calls for a renewed South-South and North-South academic collaboration and cross-fertilization through small scale, bottom-up research made possible by friendship among scholars.

To counterbalance the stakes of globalization and generalized competition, territories are compelled to build and manage their territorial attractiveness which is, often, driven by a comparative or even a differentiating advantage. Aware of these issues, the actors of the city of Rabat have undertaken territorialized actions. Indeed, the built fabric of this city is included in the UNESCO World Heritage List. In addition, the city has adopted an integrated urban development program. This article aims to examine the reconciliation between the heritage status of the city and the urban projects undertaken within the framework of this program. The analysis is based on a documentary study.

This thesis examines the approach to urban conservation in the Jewish Quarter or Mellah in Rabat, Morocco. It addresses the complexities of conservation in a diverse society in a developing country. It explores how a view of the past affects the conservation rationale and argues for re-evaluating the approach to the past in evolving a plan. Through a comparison of the Rabat Mellah and other cases of urban conservation, the thesis will emphasize the need for both context sensitivity and integration with development strategies. The municipality of Rabat has initiated a proposal for. the rehabilitation of the Medina. Since its problems are more acute, the Mellah is treated separately. Rehabilitation and restoration of the existing urban fabric raises the issue of dealing with the past and future of this quarter. The proposal acknowledges the Mellah's historic importance but relates it neither to the restoration of the urban fabric nor to its future maintenance. Would preserving the Mellah as an irreplaceable monument best serve to represent, communicate and maintain its historical importance and urban character? Its conservation is further complicated by the fact that, except for three families on the outskirts, its original Jewish residents no longer inhabit the Mellah. The conservation of the Mellah has to have meaning for its current residents while respecting the memory of the Jews that it was originally built for. The patterns of change over the previous ten years are used to predict a scenario of the Mellah ten years hence, both with and without the intervention of the proposal. The case studies in this analysis highlight the necessity of including preservation within the larger urban development framework. The broader issue of imposing a universal set of values and single approach over different historic and cultural frameworks is critically discussed. Finally, an alternative set of principles is proposed and applied to a path of action for the Mellah of Rabat.

Abstract:
As a result of European externalization of the politics of migration, Southern and Eastern Mediterranean countries like Morocco are increasingly co-opted to deter asylum-seekers and other migrants. These latter, criminalized and labelled as ‘illegal’, are prevented from reaching a Europe whose economy nevertheless partially relies on the precarious and low-cost labour of sans-papiers. As Morocco shifts from a country of mainly emigration to also a country of ‘transit’ and immigration, thousands of Sub- Saharan migrants find themselves ‘stranded’, unable to go further, return or gain a meaningful legal status in Morocco. The research focuses on the two poor and densely populated neighbourhoods of Douar Hajja and Maadid, often called after the larger, adjacent neighbourhood Taqaddoum (‘progress’ in Arabic). Reputed to be violent and dangerous, they host a visible, (im)mobile population of irregular, sub-Saharan migrants struggling to cope with everyday life and (re)considering their uncertain migratory journeys. This research engages with recent critical debates in anthropology over ‘mobility’ and ‘illegalization’ to examine how ‘irregular’ sub-Saharan migrants cope with violent abuses and attempt to exert control over their lives in a Moroccan marginal neighbourhood. Exploring migrants’ imagination and hope, it focuses particularly on migrants’ circumscribed agency as well as emerging social relationships and political participation. Rather than adding to the profuse production of migration studies concepts, the thesis contends that migrants’ own articulations of notions such as ‘adventure’ and ‘objective’ offer an analytical tool to overcome some of the pitfalls of other concepts (e.g. transit, imagined community) which do not completely succeed in accounting for migrants’ experiences; their own ambiguities and limits are useful in uncovering some of the dilemmas faced by migrants in Morocco.

Abstract:
Pneumonia is one of the major public health problems threats to child survival in large parts of the world. The burden of this disease in terms of morbidity and mortality remains unacceptably high with almost one million children dying every year as a result of pneumonia episode. Over 90% of these pneumonia-associated deaths in young children occur in developing countries and are mainly secondary to bacterial infections. The availability of effective vaccines against bacterial pneumonia, coupled with adequate and efficacious antibiotic treatments, should be sufficient to reduce this burden. In Morocco, a middle income country of North Africa, Pneumonia is the first cause of death of children under five of age. However, few data is available regarding its etiology and epidemiology. The first article of this thesis attempts to comprehensively review what was the available knowledge regarding pediatric pneumonia in Morocco, prior to the initiation of this project. Indeed, scarcity of data often hinders the implementation of measures to prevent and better manage these infections. This review confirms the alarming lack of recent data regarding pediatric pneumonia one of the major killers of children in Morocco. The second article of this thesis is a general overview on the epidemiology, etiology and the clinical presentation of acute respiratory infections in Moroccan children under the age of five years. Through our study, we were able to show a high prevalence of viral infections, with wheezing as the major clinical symptomatology. These findings are similar to what can be found in wealthy countries and markedly differ from the high bacterial burden that can be found in poorer settings, although overall case fatality rates remained unacceptably high in our setting. As a result of afore mentioned high case fatality rates in our series, we decided to investigate the specific risk factors upon admission for a bad prognosis during hospitalization. The results of this analysis are presented in the third article of this thesis. The article concluded that the early identification of factors associated with a poor prognosis could improve management strategies and the survival likelihood of Moroccan children with severe pneumonia. In the fourth article of this thesis, we chose to focus on two highly prevalent and potentially hazardous viruses causing acute respiratory infections in our setting, namely respiratory syncytial virus (RSV) and Human metapneumovirus (hMPV). In this analysis, we compared the epidemiological, clinical and laboratory features of these two infections, and concluded that despite the clinical presentation of those two pathogens was almost indistinguishable, hMPV tented to be highly more severe and significantly associated to a poor outcome. An early recognition of these viruses and good management of the cases is important to guarantee a better outcome. The fifth article of this thesis specifically addresses the use of antibiotics to treat acute respiratory infections in Morocco. By analyzing data on pre-admission antibiotics use, and intra-hospital antibiotics utilization, we discuss whether such valuable drugs are used rationally in the country. This analysis also reflects on whether antibiotic usage may have had or not an impact on antimicrobial resistance rates. The last article of this thesis examines data on the distribution of serotypes among streptococcus pneumoniae isolates from the nasopharynx of healthy children and compares it to those isolated among admitted children with clinical severe pneumonia. These data will be used as a baseline to help assessing the impact of the pneumococcal vaccine and to monitor any potential serotype replacement phenomena. Altogether, this thesis tries to offer a comprehensive snapshot of the situation of pediatric pneumonia in Morocco.
A pesar de los esfuerzos hechos para reducir la carga de mortalidad causada por las infecciones respiratorias agudas, estas enfermedades se mantienen como uno de los principales peligros para la salud infantil en amplias zonas del mundo. Las medidas de control existentes son claramente insuficientes a la hora de reducir globalmente el impacto de infecciones tan comunes en la infancia. De hecho, la carga de estas enfermedades en términos de morbilidad y mortalidad persiste inaceptablemente alta con, anualmente, cerca de un millón de muertes anuales, lo que es lo mismo, una muerte cada 34 segundos. Las infecciones respiratorias agudas, siendo la neumonía su forma más paradigmática, son responsables del 15% de las muertes de niños menores de 5 años en el mundo. Más del 90% de estas infecciones respiratorias agudas se producen en los países en vías de desarrollo, fundamentalmente asociadas a neumonías bacterianas. Mientras que la enfermedad clínica puede afectar a cualquier grupo de edad, la mortalidad por neumonía se ve esencialmente circunscrita a los niños menores de cinco años en los países pobres. La disponibilidad de vacunas efectivas contra las neumonías bacterianas, sumada al uso adecuado de los tratamientos antibióticos, debería ser suficiente para reducir esta carga. Sin embargo, la identificación y tratamiento precoz de los episodios clínicos y al acceso a los centros de salud parecen constituirse como barreras infranqueables en la mayoría de los países pobres. Adicionalmente, la malnutrición y el bajo nivel socio económico imperante en muchos de estos entornos dónde las neumonías son un mayor problema, contribuyen desfavorablemente al mal pronóstico de estas infecciones. El conocimiento de los determinantes locales específicos de la enfermedad respiratoria aguda pediátrica en esos entornos ayudaría a entender o mejor por qué todavía estamos muy lejos de controlar adecuadamente estas infecciones, y profundizar sobre las razones por las cuales siguen causando un impacto tan importante en la salud del niño.

Fruit d’une enquête de terrain menée dans le milieu éditorial de Rabat et de Casablanca, cette thèse entend montrer l’implication du livre dans les transformations sociales en cours dans le Maroc urbain actuel. La création de maisons d’édition et l’augmentation des tirages ces dernières années montrent que le pays connaît une mutation du champ éditorial dans son ensemble (du lecteur à l’auteur). Ainsi, le livre et les usages auxquels il donne lieu représentent un objet d’analyse pertinent pour saisir cette effervescence culturelle et artistique. C’est à ce titre qu’il a été placé au cœur de mon analyse. Apparue à la fin des années quatre-vingts, l’édition marocaine est jeune, essentiellement urbaine et fait apparaître une bipolarité du milieu du livre, partagé entre les secteurs francophone et arabophone. Suivre le parcours d’ouvrages en élaborant une anthropologie du livre qui l’appréhende non seulement par le contenu mais aussi par ses procédés de fabrication et les matériaux utilisés a permis d’interroger les rapports à la norme qu’impliquent, aujourd’hui, à Rabat et à Casablanca, diverses représentations de la langue
This research is focused on the book, the habits of reading, the type of reading material and attitudes towards reading in Morocco, in the urban environments. Three questions are at the center of my study : 1. Identifying the reading habits and attitudes of the literate population of Casablanca and Rabat ; 2. Gaining an understanding of the current state of readership and segmenting the public into primary readership groups ; 3. Finding out the primary, preferred and available media and channels in order to acquire written / printed information. I am interested in practices in evolution. This study analyses book production from the author to the reader through the publisher, the editor and the different types of book sellers. It deals with all kinds of books except schoolbooks. It includes religious books. Nevertheless, it aims at comparing public and private publishing to understand what kind of books refer to the official culture and which ones are related to personal ways of thinking knowledge in Casablanca and Rabat. I have spent one year in these two cities as my fieldwork to do the main observations

The objective of the study was to describe the aetiology, epidemiology and clinical characteristics of the principal causes of acute infectious diarrhoea requiring hospitalization among children under 5 years of age in Rabat, Morocco. A prospective study was conducted from March 2011 to March 2012, designed to describe the main pathogens causing diarrhoea in hospitalized children >2 months and less than 5 years of age. Among the 122 children included in the study, enteroaggregative Escherichia coli (EAEC) and rotavirus were the main aetiological causes of diarrhoea detected. Twelve (9.8 %) children were referred to an intensive care unit, while two, presenting infection by EAEC, and EAEC plus Shigella sonnei, developed a haemolytic uraemic syndrome. Additionally, six (4.9 %) deaths occurred, with EAEC being isolated in four of these cases. Diarrhoeagenic E. coli and rotavirus play a significant role as the two main causes of severe diarrhoea, while other pathogens, such as norovirus and parasites, seem to have a minimal contribution. Surveillance and prevention programmes to facilitate early recognition and improved management of potentially life-threatening diarrhoea episodes are needed.

Le site de Chellah situé à Rabat au Maroc rassemble des témoignages archéologiques et historiques allant de la période pré punique aux sultans mérinides. Le site n'est actuellement pas mis en valeur voire à l'abandon. Par le biais de ce travail de recherche, une proposition opérationnelle de mise en valeur du site de Chellah à travers la création d'un musée de site est mise en avant. Cette proposition se base sur l'évolution des notions de patrimoine, musées et tourisme dans la période contemporaine à la fois en Europe et au Maroc et sur l'analyse de trois études de cas (Montréal, Saint-Romain en Gal et Saragosse) en mesure de dégager des éléments de réussite quant à la transformation d'un musée de site en vecteur de développement local. Une approche scientifique poussée, combinée à une prise en compte des problématiques économiques, principalement touristiques font figure d'éléments déterminant dans la durabilité des musées de sites. Le musée devient ainsi un outil de développement à caractère interdisciplinaire. Ces facteurs de réussite sont repris dans la proposition de musée de site pour Chellah où l'ensemble du projet muséographique est détaillé tout en prenant en compte les spécificités socio-économiques du Maroc et de Rabat.

En este trabajo nos proponemos, a través del análisis lingüístico y estadístico, analizar las actividades de comprensión lectora (CL en adelante), en los manuales de E/LE usados en el sistema educativo marroquí (SEM en adelante), titulados ¡Qué bonito es el español!, Español para dialogar y Español para progresar. Hemos prestado una especial atención a uno de los temas más importantes en la enseñanza de E/LE, con el fin de obtener una visión más profunda sobre el desarrollo de esta destreza en los libros de texto para la enseñanza de E/LE en Marruecos. Considerando que los manuales constituyen un punto de apoyo primordial y referencias esenciales para el docente, este trabajo pretende proponer una respuesta a la necesidad de contar con un instrumento actualizado que permita mejorar la CL, por lo que podría ser de gran ayuda para los profesores de mi país. La importancia del análisis, tanto estadístico como lingüístico, de las actividades de CL en dichos manuales, reside en revelar los problemas a los que se pueden enfrentar los alumnos a la hora de resolver las tareas. Para ello, analizamos las actividades de CL planteadas en los manuales de E/LE (tres manuales), así como la opinión de los profesores sobre dichas actividades (79 cuestionarios); a continuación presentamos un estudio comparativo, en el cual hacemos una presentación exhaustiva de las actividades de CL en los manuales usados por el IC de Rabat, ya que el equipo docente de este instituto ha optado por los manuales, Etapas plus A1, A2, B1. Por último, examinamos en qué se parecen y en qué se diferencian los dos tipos de manuales analizados y proponemos nuevas propuestas y alternativas. Después de analizar todos los datos hemos llegado a resultados y conclusiones que esperamos que contribuyan al desarrollo y mejoramiento de la CL en los manuales de E/LE en el SEM.
This study intends to assess, through a linguistic and statistical analysis, the reading comprehension activities (hereinafter referred to as “RC”) which are contained in the Teaching of Spanish as a Foreign Language “TSFL” manuals used in the Moroccan Education System (hereinafter referred to as “MES”). Those manuals are, thus, entitled ¡Qué bonito es el español! (“How beautiful is Spanish”), Español para dialogar (“Spanish to discuss”) and Español para progresar (“Spanish to improve”). We have particularly focused on one of the most important issues of SFL teaching methods in order to obtain a deeper insight into the development of this skill in the TSFL textbooks used in Morocco. Taking into account that textbooks are the cornerstone and essential references for teachers, this study may represent a great contribution to the teachers of our country, as it attempts to provide an answer to the necessity of relying on an updated tool that enables to improve the RC. The importance of this analysis, both statistical and linguistic, on the RC activities included in such manuals lies in revealing the problems that students may encounter when solving tasks. For this purpose, we analyze the RC activities proposed in TSFL manuals (three manuals), as well as the teachers’ opinion on these activities (79 surveys). Afterwards, we present a comparative study in which we provide a comprehensive description of the RC activities included in the manuals used by the IC (Instituto Cervantes) of Rabat. The experts of this institute have chosen the following manuals: Etapas plus A1, A2, B1. Finally, we examine which are the similarities and the differences that exist between the two types of manuals analyzed. After analyzing all the data obtained, we have reached some results and conclusions that are expected to contribute to the development and the improvement of the RC in the TSFL manuals of the MES.

Morocco is located in the Maghreb region in north-west Africa. It borders the Atlantic Ocean, the Mediterranean Sea, Algeria, and Mauritania. It has an area of 710,850 square kilometres (km) with a population of 35.7 million in 2017. Morocco claims the areas of Ceuta, Melilla, and Peñn de Vélez de la Gomera, which are all currently under Spanish jurisdiction. The capital of Morocco is Rabat, while its largest city is Casablanca. The working week is from Monday to Fridays from 0900 to 1700. Most businesses close for lunch for two hours from noon except during the month of Ramadan, when they remain open at midday but close earlier in the afternoon. The currency of Morocco is the Moroccan dirham (MAD).

This chapter focuses on the relationship between Moroccan museums and their relationship with local visitors. Drawing from original interviews, historical archives and the Moroccan museum context, it investigates how a postcolonial country like Morocco translates a colonial museum apparatus into public national heritage, destined to all citizens. The chapter’s analysis is based on an exhibition held at the Oudayas Museum in Rabat in 2003, as well as interviews with residents of the kasbah surrounding the museum. It highlights a slew of social, cultural, and economic issues linked to symbolic capital and local perception. The chapter shows the need for the Moroccan museum sector to re-think museums in local terms as a pathway toward cultural democratisation.
