Abstract:

Abstract:
More than 40 years after the first cardioverter-defibrillator implantation, sudden death is still responsible for one million deaths per year in the United States and in Europe. The main etiology is myocardial ischemia, as it is estimated that 80% of sudden deaths are related to coronary artery disease. Numerous efforts have been made to tackle this public health problem. However, the current strategy is not efficient. It is based on long-term prediction relying on left ventricular ejection fraction; and the resulting therapy is the implantation of a cardioverter-defibrillator. The objective of this thesis was to comprehend the sudden death issue in the acute context of myocardial ischemia in the pre-, intra- and post-hospital phases using three different methodological tools. The first work consisted in the determination of electrocardiographic predictors of ventricular fibrillation during myocardial infarction with ST segment elevation managed during the pre-hospital phase. In this case-control study, the electrocardiograms just before ventricular fibrillation of 30 patients with myocardial infarction were compared to the electrocardiograms of 60 patients with myocardial infarction but without ventricular fibrillation. This is the first study processing digitalized electrocardiograms. Artificial intelligence algorithms determined that certain parameters concerning the initial part of the depolarization and the repolarization were predictive of ventricular fibrillation. The second task consisted in describing the incidence evolution of intra-hospital ventricular fibrillation in the acute phase of acute coronary syndromes with and without ST segment elevation. It was collected using the FAST-MI registries and included 359 patients with ventricular fibrillation between 1995 and 2015. The incidence of ventricular fibrillation decreased from 3.9% in 1995 to 1.8% in 2015. Among those experiencing VF, while one-year mortality decreased, this mainly occurred from 1995 to 2005 (60.7% to 26.9%), then reaching a plateau (28.6% in 2015). Moreover, the occurrence of ventricular fibrillation was associated with a 4.5-times higher risk of death compared to the absence of arrhythmia, and this ratio did not decrease between 1995 and 2015.The last tool used was the French cohort of patients using a wearable cardioverter defibrillator. The indication for the wearable cardioverter defibrillator was left ventricular ejection fraction impairment after a myocardial infarction or a coronary revascularization. The wearable cardioverter defibrillator is of peculiar interest after hospital discharge, when the risk of ventricular rhythm disorders is high. The particularity of this registry was that patients benefited from education sessions regarding their disease and the use of the device, allowing a very high compliance. 950 patients have been included and followed for an average of 64 [38; 98] days. Daily compliance was excellent with a median wearing time of 23.4 [22.2-23.8] hours. The incidence of appropriate and inappropriate therapies was 7.3 (95% CI 3.6-10.9) and 3.4 (95% CI 0.9-5.9) shocks per 100 patient-years respectively. The response button allowed shock deviation in 33.3% of ventricular tachycardia patients when well tolerated. Finally, the response button deviated 95.2% of inappropriate shocks. In conclusion, through these different studies, we have observed that even if the incidence of ventricular fibrillation during myocardial infarction has decreased over the last 20 years, it was still associated with a very poor prognosis. Moreover, the wearable cardioverter defibrillator is an interesting solution in situations with a transient risk of sudden death, such as after hospital discharge of patients with recent myocardial infarction. Finally, we believe that the concept of short-term prevention is the future of sudden death prevention and will involve the use of electrical criteria to predict ventricular fibrillation

Abstract:
Abstract SRAM is often chosen to be the process qualification vehicle during technology development or yield learning vehicle during product manufacturing, and consequently failure analysis of SRAM is the main feedback for process improvement and yield learning. The most common SRAM failure is single bit cell failure. Although its location can be precisely localized by functional test and the defect causing the failure is within the failing bit cell, its failure analysis becomes more and more challenging in advanced technology nodes. As semiconductor technology continuously scales down, SRAM bit cell size and power supply voltage decrease, resulting in increased transistor strength variation and mismatch. SRAM single bit cell soft failures have become more and more common. For such a failure, its defect is usually subtle or even there is not physical defect at most cases. The soft failure is just due to transistor parameter variation. To evaluate the single bit cell soft failure and identify its root cause, electrical nano-probing is an indispensable measure. In this paper, we will first describe the operation of a 6-Transistor (6-T) SRAM single bit cell and three different types of single bit cell soft failures, then discuss the two electrical nano-probing methods for the SRAM single bit cell soft failure.

Abstract:
The frequency of the seeing curve and absolute thresholds including their relation to area show that two to four quantum absorptions in a group of one to three red cones, one to three green cones, or in a group of a variable number of rods suffices for vision. The proportionality of absolute threshold and chromatic threshold with a square root of stimulus area indicates that both rely on a twofold quantum coincidence mechanism. Luminance signals from two or more singly hit red and green cones and color signals from multifold hit red and green cones can be discriminated. Achromatic intervals and frequencies for specific color names around threshold level indicate that these signals are generated in ommatidia consisting of two red cones, two or three green cones, and one blue cone. The scotopic receptive unit at 12° nasal from the fovea then has about sixty submits in which two and more quantum absorptions in rods produce white signals. The scotopic achromatic signals originate from two or more submits which are each excited by one or more quanta. Each submit may contain a single cone with about forty satellite rods.

Full text
Abstract:
Abstract The Cretaceous age Natih truncation play in northern Oman is an underexplored play due to the challenges of finding subtle traps. Key elements include two angular unconformities occurring in north Oman that contribute to the complexities of the truncation trap. The Turonian unconformity subcrops the Wasia Group under the overlying Fiqa shale of the Aruma Group. The Base Cenozoic unconformity not only erodes the Aruma, but also the Wasia Group at a higher angle than the Turonian unconformity. Both groups truncate roughly toward the west/southwest, and the area with the most Natih truncation potential is the area in which Natih is overlain by the Cenozoic. As the two unconformities merge, seismic multiples from the younger Hadhramaut Group distort the seismic imaging of the unconformities due to the absent Aruma Group. Lastly, variations in the Natih facies also cause complexity due to differing impedance contrasts between the lower Hadhramaut and the upper Wasia Group. For proper lead identification, the difficulties in the seismic imaging, seismic interpretation, and well top interpretation need to be accounted for and addressed. The simplest and most cost-effective way to tackle this problem was to use the most current seismic volume to create a variety of filtered volumes and angle stacks. These volumes were used to understand which reflectors could be considered robust and which are influenced by multiples. Depending on the area, the deeper Natih reflectors were determined to be the most representative of the Natih trend. In areas of more truncation, the deeper Shuaiba formation reflector was a more suitable guide. An extensive study of the well tops in areas with dense well penetrations was conducted to understand the thickness variations and ranges between the individual Natih units’ reservoir-seal pairs. These thicknesses were integrated with the seismic data to create the geologic model and quantify the uncertainty. The final model represents a series of high-resolution reservoir-seal pairs and their expected areas of truncation. The result of this project was a detailed model incorporating well tops, seismic horizon and fault interpretations, and isopach guidance. This model was used to identify where reservoirs are truncating against the top seal, how quickly the reservoir gains thickness away from the truncation, the thickness of the base/lateral seal, and probable juxtapositions across faults. The information gained can then be used to prioritize areas with more truncation potential. Bypassed Natih pay in previous penetrations can now be attributed to a truncation trap. And more importantly, new prospects can be matured with larger prospective areas and volumes due to the understanding of the stratigraphic trapping mechanism. As of 2023, several new truncation trap fields have been discovered, and many more prospects await testing. This modeling technique can be applied to similar truncation opportunities locally and worldwide.

Abstract:
Foreign aid allocations have been of interest to researchers in developing economy, development studies, and development geography. Most of the available studies address development issues at countries level rather than at subnational levels within these countries. Researchers model and test the distribution of aid across recipient countries, considering recipient countries as homogenous units. This methodological approach masks an important regional heterogeneity within developing countries; therefore sub-national analyses may significantly contribute to more nuanced understanding of foreign aid. The gap in research arises from the related fact, that there has been a chronic lack of usable project-level data from developing countries. The situation has been changing only slowly over the last few years. This contribution attempts to emphasize the importance of the regional perspective in research of foreign aid allocations and to demonstrate the challenges associated with the geocoding of the Czech Republic's foreign aid projects on the example of students' seminar assignment on Czech foreign aid in Ethiopia.

Abstract:
Subset selection is a fundamental problem in many areas, which aims to select the best subset of size at most $k$ from a universe. Greedy algorithms are widely used for subset selection, and have shown good approximation performances in deterministic situations. However, their behaviors are stochastic in many realistic situations (e.g., large-scale and noisy). For general stochastic greedy algorithms, bounded approximation guarantees were obtained only for subset selection with monotone submodular objective functions, while real-world applications often involve non-monotone or non-submodular objective functions and can be subject to a more general constraint than a size constraint. This work proves their approximation guarantees in these cases, and thus largely extends the applicability of stochastic greedy algorithms.

Abstract:
Click-through rate (CTR) prediction is a critical task in online advertising systems. Most existing methods mainly model the feature-CTR relationship and suffer from the data sparsity issue. In this paper, we propose DeepMCP, which models other types of relationships in order to learn more informative and statistically reliable feature representations, and in consequence to improve the performance of CTR prediction. In particular, DeepMCP contains three parts: a matching subnet, a correlation subnet and a prediction subnet. These subnets model the user-ad, ad-ad and feature-CTR relationship respectively. When these subnets are jointly optimized under the supervision of the target labels, the learned feature representations have both good prediction powers and good representation abilities. Experiments on two large-scale datasets demonstrate that DeepMCP outperforms several state-of-the-art models for CTR prediction.

Abstract:
This study presents an analysis of data from the 2018 Small Business Credit Survey. The findings shed light on the types of small firms using online lenders, their application experiences, and credit outcomes. Among the main findings: Firms that apply at online lenders are more likely to be smaller, have lower credit scores, report more financial challenges, and be less profitable than firms that apply at only traditional lenders. In addition, black-owned and Hispanic-owned firms are more likely than white-owned and Asian-owned firms to report they applied at an online lender. Furthermore, online-lender applicants are more likely than traditional-lender applicants to apply for smaller amounts of financing and to seek funding to cover operating expenses. Finally, online-lender applicants reported greater success obtaining credit than traditional-lender-only applicants, despite having lower credit scores, and they are less satisfied with their lenders.

Olivari, Jocelyn. Finding Wally among Chilean Entrepreneurs. Inter-American Development Bank, April 2015. http://dx.doi.org/10.18235/0009247.

Abstract:
This paper identifies the main characteristics of a subset of Chilean firms that has the potential to positively impact the economy through employment generation. The study also verifies whether their traits systematically differ from those of other firms. Based on a mean comparison exercise, the results show that this particular business population is rather heterogeneous in nature and in terms of the impact it has over the economy at least in terms of job creation. The entrepreneurs within this subset exhibit some varying traits, with education being the most important. Overall, this paper demonstrates that identifying highly potential ventures is as difficult as locating Wally in a flea market: they do not represent more than 15 percent of the business population, implying that horizontal policies to promote business development may be diluted within a population of low-performing businesses

Hendrick, Stephen, and Martin Mckeay. Addressing Cybersecurity Challenges in Open Source Software. The Linux Foundation, June 2022. https://doi.org/10.70828/jxey9389.

Abstract:
While open source software is ubiquitous and generally regarded as being secure, software development practices vary widely across projects regarding application development practices, protocols to respond to defects, or lack of standardized selection criteria to determine which software components are more likely to be secure. Consequently, software supply chains are vulnerable to attack, with implications and challenges for open source project communities. To help improve the state of software supply chain security, new research was conducted in partnership with the Open Source Security Foundation (OpenSSF), Snyk, the Eclipse Foundation, CNCF, and CI/CD Foundation as a means to help focus efforts in programming, incentives, and other resourcing to support the creation of more secure software. In April of 2022, LF Research and its partners fielded a survey comprising 539 open source software maintainers and core contributors and qualitative interviews from a subset of those individuals. This report identifies the most acute software security development gaps and challenges, including at the organizational level, where policies requiring security protocols are in short supply, and dependencies are not effectively managed.

Weinreb, Alex, and Guy Stecklov. Improving the Quality of Data and Impact-Evaluation Studies in Developing Countries. Inter-American Development Bank, May 2010. http://dx.doi.org/10.18235/0008619.

Abstract:
While the science of program evaluation has come a tremendous distance in thepast couple of decades, measurement error remains a serious concern and its implications are often poorly understood by both data collectors and data analysts. The primary aim here is to offer a type of "back-to-basics" approach to minimizing error in developing country settings, particularly in relation to impactevaluation studies. Overall, the report calls for a two-stage approach to dealing with mismeasurement. In the first stage, researchers should attempt to minimize mismeasurement during data collection, but also incorporate elements into the study that allow them to estimate its overall dimensions and effects on analysis with more confidence. Econometric fixes for mismeasurement¿whose purview is limited to a smaller subset of errors¿then serve as a secondary line of defense. Such a complementary strategy can help to ensure that decisions are made based on the most accurate empirical evaluations.

Cilliers, Jacobus, and James Habyarimana. Tackling Implementation Challenges with Information: Experimental Evidence from a School Governance Reform in Tanzania. Research on Improving Systems of Education (RISE), July 2023. http://dx.doi.org/10.35489/bsg-rise-wp_2023/142.

Abstract:
This paper investigates inter-agency coordination challenges in implementing Tanzania's nationwide school governance programme, which generates school- and teacher-specific diagnostics and recommendations to enhance quality. However, information and managerial frictions between agencies undermine the programme's efficacy. In a random subset of schools, we implement a text message intervention, providing local bureaucrats with summaries of the recommendations. We find the programme improved student learning and teaching practices, but only when combined with text messages. Notably, gains were larger in regions with additional monitoring resources. Addressing these implementation challenges positions this initiative among the most cost-effective education programmes known to date.

Díaz Escobar, Ana María, Luz Magdalena Salas Bahamón, Claudia Piras, and Agustina Suaya. What Job Would You Apply to?: Findings on the Impact of Language on Job Searches. Inter-American Development Bank, April 2023. http://dx.doi.org/10.18235/0004856.

Full text
Abstract:
This study tests four "light touch" interventions in the language used in job posts of male- dominated occupations to attract female workers using a discrete choice experiment. This experiment had more than 5000 participants from five Latin American countries. We test two possible mechanisms: the gender-stereotypes related to job skills and the use of inclusive language. We find that language matters, and men and women value information and inclusive language in job advertisements. However, women are more sensitive in this regard. We test the effect of simply aggregating irrelevant, but additional words to the job ad, and find that when the inclusive language in the ad is subtle, the effect of having more words is very important. But it decreases when the language signals a strong preference for an inclusive work environment. These findings highlight the importance of language and the type of information presented in job advertisements in attracting a gender-balanced workforce.

Perkey, David, and Danielle Tarpley. Using geophysical and erosion properties to identify potential beneficial use applications for Atlantic Intracoastal Waterway sediments. Engineer Research and Development Center (U.S.), July 2022. http://dx.doi.org/10.21079/11681/44825.

Full text
Abstract:
In an effort to identify alternative and beneficial use placement strategies for dredged sediments from the Atlantic Intracoastal Waterway (AIWW), the US Army Corps of Engineers, Savannah District (SAS), and the US Army Engineer Research and Development Center (ERDC) performed a series of physical property tests of 34 core borings from the SAS AIWW. Physical property testing found that 14 of the borings were non-cohesive sandy materials that may be suitable for potential beach renourishment or berm construction. The remaining 20 borings had mud contents sufficient enough to result in cohesive behavior. A subset of six of these materials from across the geographic region were further evaluated to characterize their erosion behavior. Following a self-weight consolidation period of 30 days, erosion testing showed that the tested cohesive sediments had critical shear stress values that ranged from 1.7 Pa to 2.9 Pa, suggesting that these sediments would likely be resistant to erosion in most wetland environments after placement. Additionally, the cohesive sediments were found to produce gravel-sized mud clasts. These clasts could account for 20% or more of the eroded mass and significantly reduce the amount of silts and clays incorporated in suspended plumes during and immediately following placement.

Abstract:
Bilateral tax treaties draw heavily from model conventions published by international organisations. In this paper we investigate the influence of the UN model on tax treaties signed by lower-income countries, as well as the potential for specific model provisions to be mainstreamed in a greater number of treaties. Despite its focus on the interests of lower-income countries, the UN model is often assumed to play a minor role compared to the OECD model. Drawing from an updated version of the ICTD Tax Treaties Explorer dataset, we find that a subset of UN model provisions can already be considered as the norm in treaties concluded by lower-income countries. Among the provisions now uniquely found in the UN model, these are the inclusion of ‘supervisory activities’ in article 5(3)a, and the whole of articles 5(3)(b) and 14. The prevalence of many UN articles is increasing, suggesting that more provisions could join these three. The influence of the UN model becomes even more apparent when we focus on the amount of bilateral investment into lower-income countries that is taxed according to UN model provisions. To assess the avenues for further change we study countries’ reservations to model conventions, as well as their recent negotiation history. This allows us to identify those provisions that are most likely to be strong priorities for lower-income countries, and acceptable to a large number of partner countries. In particular, UN articles 5(4)(b), 5(6) and 21(3) are all increasing in prevalence, have strong support from lower-income countries expressed as observations on the OECD model treaty, and show significant renegotiation potential from recent country-level precedent. Overall, we find that there is significant scope for lower-income countries to renegotiate treaties with a view to obtain more rights to tax income at source.
