Abstract:
In the development of technology for smart cities, the installation and deployment of electronic motor vehicle registration identification have attracted great attention in terms of smart transportation in recent years. Vehicle velocity measurement is one of the fundamental data collection efforts for motor vehicles. The velocity detection using electronic registration identification of motor vehicles is constrained by the detection algorithm, the material of the automobile windshield, the placement of the decals, the installation method of the signal reader, and the angle of the antenna. The software and hardware for electronic motor vehicle registration identification produced in the standard manner cannot meet the accuracy of velocity detection for all scenarios. Based on the actual application requirements, we propose a calibration method for the numerical output of the automobile velocity detector based on edge computing of the optimized multiple reader/writer velocity values and based on a particle swarm-optimized radial basis function (RBF) neural network. The proposed method was tested on a two-way eight-lane road, and the test results showed that it can effectively improve the accuracy of velocity detection using electronic registration identification of motor vehicles. Compared with the actual velocity, 87.12% of all the data samples had an error less than 5%, and 91.76% of the data samples for vehicles in the center lane had an error less than 5%. By calibrating the electronic vehicle velocity based on the registration identification, the accuracy of velocity detection in different application environments can be improved. Moreover, the method can establish an accurate foundation for application in traffic flow management, environmental protection, traffic congestion fee collection, and special vehicle traffic management.

Abstract:
Context: Organ donation campaigns are maximized when promotional messages address salient issues among the intended audience. A diverse sample (N = 1573) was recruited to identify the reasons for (not) registering as an organ donor. Objective: Relying on an established coding scheme, an updated explanation for why individuals register (or not) as organ donors is provided. Moreover, registration trends with respect to race, biological sex, and age is presented. Method: Participants exiting Department of Motor Vehicle offices (N = 12) were surveyed to understand their reasons for registering and not registering as organ donors. Results: Benefits of donation followed by prior registration, rational arguments, and personal experiences represented nearly 90% of the coded responses for registering. Conversely, negative beliefs, decisional uncertainty, perceived disqualification, no reason, general fear/disgust, and lack of opportunity constituted nearly 90% of the coded responses for not registering as an organ donor. Whites and Latinx individuals were more likely to register as organ donors compared to African Americans. Participants in the lower (18-24) and upper (65+) age brackets had the lowest donor registration rates. Conclusion: Promotional efforts should continue to target younger and older audience segments with information about organ donation as well as African Americans. Results from the current study suggest emphasizing the benefits of organ donation as well as overcoming negative beliefs, decisional uncertainty, and perceived disqualifications.

The federal system in Australia imposes inconvenience on people. One of these inconveniences arises from the fact that each State and Territory has its own vehicle registration regime. In contrast to other States in Australia, purchasers of vehicles from outside Queensland suffer from a particular burden in that they are denied a refund of the unexpired portion of vehicle registration fees. In this article it is argued that that denial is unlawful both as a matter of the interpretation of the applicable Regulations and because it infringes s 92 of the Commonwealth Constitution, which prohibits the imposition of protectionist burdens on interstate trade and commerce.

Mechanism archiving in Samsat Bogor City related to the Police Regulatins No. 5 of 2012 on Registration and Identifications of Motor Vehicles include: (1) Acceptance of the archive, (2) Labelling aechives, (3) the Sustainer archives made by some archivist assigned to maintain and secure confidentiality archives, and (4) Depreciation archives, Obstacles in the archiving on SAMSAT Bogor city linked with police Regulation No. 5 of 2012 on Registration and Identification of Motor Vehicles include: (1) lack of understanding of the importance of archives, (2) Increase in volume archives continuous basis, (3) There has guidelines working procedures archival, (4) the use of archives by the manager or by other parties that require long periods of time, and (5) can not or difficult rediscovery archives quickly and precisely. To overcome the problems that exist in archiving in order not to harm the institution, while the steps that can be taken include: (1) Must use storage system, (2) Need for regulating lending procedures in addition to supervision / control and control right, (3) Expanding the storage space and streamline the room as well as the existing equipment, (4) facilities archives should be qualified and with the times, (5) regularly held the treatment and prevention of damage, (6) the clerk records should be eligible, (7) Including the archives in courses or educational and training of archival and use of sophisticated technology, and (8) Conducting regular depreciation and destruction of the archives has been unused.

An innovative model that goals to design, develop and instrument by utilization of WSN modules for improved form of toll collection structure. In the proposed system when the user approaches to the payment lane, the Xbee wireless transceiver receives the signal that the automobile has arrived at the payment lane, then automatically the unique id of the passenger that is the Vehicle ID has been read via on-board unit, which will be attached to every motor vehicle and collects the day-to-day toll price for that particular route. The system is employed to every motor vehicles at the time of the registration of new vehicles or it can be attached in old vehicles. This system tends to cuts the time periods for paying the toll at faster rate rather than waiting in enormous queues. If the Vehicle crosses the toll without paying toll bill less than three times, the gasoline valve of the motor vehicle is locked using relay with the support of on-board unit.

This study was conducted in normative, in the implementation of this study the authors used normative juridical approach, legal or norm, and juridical sociological , legal opening up on social changes, especially Cek Physical Function, Motor Vehicle Registration and Identification , in giving excellent service. In year 2010 there were 68.511 vehicles, the year 2011 recorded 74.459 units of vehicles, the year 2012 there were 75.630 vehicles, the year 2013 there were 85.029 vehicles, in 2014 there were 86 343 vehicles , the analysis that there is service improvement must be balanced with the ability of human resources professionals, so that all requests relating to a physical check of vehicles or vehicle registration services can make a positive contribution to society.

Abstract:
Little is known about the crash involvement of scooters and mopeds and whether they are safer than other motorcycles. Difficulties in defining motor scooters and mopeds and identifying them in crash and other databases have hindered research. This paper reviews recent research and analyzes the nature and extent of moped and motorcycle crashes in the State of Queensland, Australia. Analyses of merged crash and registration data found that the number of moped crashes increased from 25 in 2001 to 97 in 2005. Most crashes resulted in hospitalization (43%) or medical treatment (38%) and occurred between 6 a.m. and 6 p.m. on weekdays in low-speed areas. Overall, 50.8% of crashes occurred at intersections and 32.3% were single-vehicle crashes. The most common crash types were collisions between vehicles traveling in the same direction (24.8%), loss of control on a straight road (23.1%), and collisions between the moped and another vehicle on an adjacent approach to an intersection (18.2%). The ratio of motorcycle to moped crashes was about 19:1, but moped crashes increased at a greater rate during 2001–2005 (260% versus 71%). The distributions of crash severity were similar. Moped crashes more often involved loss of control on a straight road (23.1% versus 12.7%), while motorcycle crashes more often involved loss of control on a curve (13.6% versus 5.0%). Moped riders in crashes were much more likely than motorcycle riders to be female (37.9% versus 7.2%) and younger and hold an interstate (10.8% versus 1.3%) or overseas (7.8% versus 0.7%) license. The interpretation of these data and their implications for licensing and other countermeasures are discussed.

ENGLISH ABSTRACT: Information System Success Evaluation has been a concept of interest to many organizations for decades now. The main motivation for this activity is usually from the financial view of things, that is, the main interest of an organization carrying out IS success evaluation is mainly to find out whether investing in such a system was a good business decision. This question is often answered by the realization of the direct and indirect benefits realized by deployment of using such a system. Like many organizations the government of Botswana has invested millions of Pula’s in the past number of years in acquiring and implementing different Information Systems in the various Ministries and Departments. One such system is the Vehicle Registration and Licensing System, which was deployed by the Department of Roads Transport and Safety of the Ministry of Works, Transport and Communication. After the VRLS implementation there has not been any formal scientific research or investigation conducted to find out the success of this Information System, especially with regards to the stakeholders who use this system for their daily jobs. This study therefore engaged in a task, which evaluated the success of the Vehicle Registration and Licensing System and answered the question of how effective the system is from the user’s point of view. A well-known Information System success evaluation model, known as the Delone and McLean IS evaluation model, was applied to test the hypothesis of this research. A structured questionnaire was used to collect the research data. The results were analyzed using a common research tool, the SPSS, including cross tabulation and chisquare tests. The findings of this study will further enrich the IS success evaluation Body of Knowledge on the key factors which can contribute to a successful or unsuccessful Information System acquisition investment. Furthermore, the researchers who will further look into this subject may find these findings very useful and also stimulating to do further research on this subject to unveil further evidence of the ingredients of an effective Information System investment which has been accepted by and accredited by its users.
AFRIKAANSE OPSOMMING: Inligtingstelselsuksesevaluering is ‘n konsep wat baie organisasies nou al vir dekades interesseer. Die motivering hiervoor is hoofsaaklik geleë in finansiële redes. Organisasies wil hiermee vasstel of dit ‘n goeie besigheidsbesluit was. Hierdie vraag word dan dikwels beantwoord deur die verkryging van direkte en indirekte voordele deur gebruik te maak van so ‘n stelsel. Soos baie organisasies het die regering van Botswana miljoene pula belê in die implementering van inligtingstelsels in verskeie staatsdepartemente. Die Voertuigregistrasie en Lisensiestelsel is ‘n voorbeeld hiervan wat deur die Departement van Padvervoer en -Veiligheid van die Ministerie van Werke, Vervoer en Kommunikasie ontplooi is. Geen formele wetenskaplike navorsing is geloods na afloop van die implementering van die stelsel nie, veral nie sedert die gebruik deur motoriste nie. Hierdie studie poog juis om die effektiwiteit van die stelsel te meet, veral vanuit die verbruiker se perspektief. Die Delone en Mclean Inligtingstelselevalueringsmodel word gebruik om die hipotese van die navorsing te toets. ‘n Gestruktureerde vraelys is opgestel om data te versamel. Die SPSS as ‘n algemene navorsingsinstrument is gebruik vir analise, asook vir kruistabulasie en chikwadraattoetse. Die bevindinge van die studie sal die korpus van kennis van inligtingstelselsuksesevaluering verryk ten opsigte van die sleutelfaktore wat kan bydra tot die sukses of nie-sukses van inligtingstelselimplementering. Verdere studie in hierdie betrokke gebied word deur die navorsing gestimuleer, om veral die effektiwiteit van Inligtingstelselbeleggings te bepaal.

Abstract:
This chapter describes the transformation of the motor vehicle registration and driver licensing business of the Roads and Traffic Authority of the Australian state of New South Wales. At the heart of this transformation which took place between 1989 and 1992 is a system called DRIVES. The project was innovative in the technology platform it devised and in the CASE technology it used to build the application. The new system has paid for itself at the same time as transforming the Roads and Traffic Authority’s way of doing the business. In addition it has generated new strategic opportunities. The iterating sequence of steps, or looped path, by which the Roads and Traffic Authority achieved its organizational transformation is compared with the more traditional top-down path. The looped path helps prepare the organization for the information technology change, makes risk more manageable by reducing the dependence between steps in the path, and leads to strategic benefits after the organizational changes have been mastered. Thus, we say that the particular order in which change was undertaken led to the new organizational order.
