Abstract:
In the development of technology for smart cities, the installation and deployment of electronic motor vehicle registration identification have attracted great attention in terms of smart transportation in recent years. Vehicle velocity measurement is one of the fundamental data collection efforts for motor vehicles. The velocity detection using electronic registration identification of motor vehicles is constrained by the detection algorithm, the material of the automobile windshield, the placement of the decals, the installation method of the signal reader, and the angle of the antenna. The software and hardware for electronic motor vehicle registration identification produced in the standard manner cannot meet the accuracy of velocity detection for all scenarios. Based on the actual application requirements, we propose a calibration method for the numerical output of the automobile velocity detector based on edge computing of the optimized multiple reader/writer velocity values and based on a particle swarm-optimized radial basis function (RBF) neural network. The proposed method was tested on a two-way eight-lane road, and the test results showed that it can effectively improve the accuracy of velocity detection using electronic registration identification of motor vehicles. Compared with the actual velocity, 87.12% of all the data samples had an error less than 5%, and 91.76% of the data samples for vehicles in the center lane had an error less than 5%. By calibrating the electronic vehicle velocity based on the registration identification, the accuracy of velocity detection in different application environments can be improved. Moreover, the method can establish an accurate foundation for application in traffic flow management, environmental protection, traffic congestion fee collection, and special vehicle traffic management.

Context: Organ donation campaigns are maximized when promotional messages address salient issues among the intended audience. A diverse sample (N = 1573) was recruited to identify the reasons for (not) registering as an organ donor. Objective: Relying on an established coding scheme, an updated explanation for why individuals register (or not) as organ donors is provided. Moreover, registration trends with respect to race, biological sex, and age is presented. Method: Participants exiting Department of Motor Vehicle offices (N = 12) were surveyed to understand their reasons for registering and not registering as organ donors. Results: Benefits of donation followed by prior registration, rational arguments, and personal experiences represented nearly 90% of the coded responses for registering. Conversely, negative beliefs, decisional uncertainty, perceived disqualification, no reason, general fear/disgust, and lack of opportunity constituted nearly 90% of the coded responses for not registering as an organ donor. Whites and Latinx individuals were more likely to register as organ donors compared to African Americans. Participants in the lower (18-24) and upper (65+) age brackets had the lowest donor registration rates. Conclusion: Promotional efforts should continue to target younger and older audience segments with information about organ donation as well as African Americans. Results from the current study suggest emphasizing the benefits of organ donation as well as overcoming negative beliefs, decisional uncertainty, and perceived disqualifications.

The federal system in Australia imposes inconvenience on people. One of these inconveniences arises from the fact that each State and Territory has its own vehicle registration regime. In contrast to other States in Australia, purchasers of vehicles from outside Queensland suffer from a particular burden in that they are denied a refund of the unexpired portion of vehicle registration fees. In this article it is argued that that denial is unlawful both as a matter of the interpretation of the applicable Regulations and because it infringes s 92 of the Commonwealth Constitution, which prohibits the imposition of protectionist burdens on interstate trade and commerce.

In the proposed system when the user approaches to the payment lane, the Xbee wireless transceiver receives the signal that the automobile has arrived at the payment lane, then automatically the unique id of the passenger that is the Vehicle ID has been read via on-board unit, which will be attached to every motor vehicle and collects the day-to-day toll price for that particular route. The system is employed to every motor vehicles at the time of the registration of new vehicles or it can be attached in old vehicles. This system tends to cuts the time periods for paying the toll at faster rate rather than waiting in enormous queues. If the Vehicle crosses the toll without paying toll bill less than three times, the gasoline valve of the motor vehicle is locked using relay with the support of on-board unit.

Little is known about the crash involvement of scooters and mopeds and whether they are safer than other motorcycles. Difficulties in defining motor scooters and mopeds and identifying them in crash and other databases have hindered research. This paper reviews recent research and analyzes the nature and extent of moped and motorcycle crashes in the State of Queensland, Australia. Analyses of merged crash and registration data found that the number of moped crashes increased from 25 in 2001 to 97 in 2005. Most crashes resulted in hospitalization (43%) or medical treatment (38%) and occurred between 6 a.m. and 6 p.m. on weekdays in low-speed areas. Overall, 50.8% of crashes occurred at intersections and 32.3% were single-vehicle crashes. The most common crash types were collisions between vehicles traveling in the same direction (24.8%), loss of control on a straight road (23.1%), and collisions between the moped and another vehicle on an adjacent approach to an intersection (18.2%). The ratio of motorcycle to moped crashes was about 19:1, but moped crashes increased at a greater rate during 2001–2005 (260% versus 71%). The distributions of crash severity were similar. Moped crashes more often involved loss of control on a straight road (23.1% versus 12.7%), while motorcycle crashes more often involved loss of control on a curve (13.6% versus 5.0%). Moped riders in crashes were much more likely than motorcycle riders to be female (37.9% versus 7.2%) and younger and hold an interstate (10.8% versus 1.3%) or overseas (7.8% versus 0.7%) license. The interpretation of these data and their implications for licensing and other countermeasures are discussed.

Jasa Raharja (Persero) which is authorized in the field of delivery of Road Traffic Accident Donations (SWDKLLJ). The results of this study indicate that the implementation of a one-stop single administration system in managing motor vehicle tax at the SAMSAT office in Mandailing Natal Regency viewed from the aspect of organizational structure, resources, communication and disposition in general has been good. In order to create professional services and satisfy SAMSAT taxpayers, Mandailing Natal District needs to conduct regular / regular coordination meetings so that periodic evaluations can also be carried out to make improvements to services provided from time to time.

Abstract Recently the Industrial Court of Swaziland was faced with a complaint in Mngadi v Motor Vehicle Accident Fund’s Pension Fund, which raised two important issues of first impression in Swaziland retirement law. This note discusses the significance and effects of Mngadi on provisional registration of retirement funds in Swaziland. It argues that Mngadi should be welcomed because it clarifies the significance of the need for retirement funds to operate in accordance with their registered rules. The note also discusses the problems with the Registrar’s power to issue a provisional certificate of registration under Section 5 in light of the problems that emerged in Mngadi. The note argues that Mngadi should be welcomed because it highlights the characteristics of a defined benefit fund, and implicitly distinguishes it from a defined contribution fund. While Mngadi should generally be welcomed, the Industrial Court should be criticised for its failure to develop the law.

To be successful, shared vehicle systems must be responsive, convenient, and easy to manage. By applying a variety of intelligent transportation system (ITS) technologies (e.g., vehicle location and identification, dispatching, smart cards), these attributes can be achieved. Further, intelligent transportation technology is useful for collecting data on user behavior and vehicle usage. These data add to the understanding of shared vehicle systems and of how to design systems for the future. The University of California-Riverside (UC Riverside) and Honda Motor Company have implemented a shared electric vehicle system test bed named UCR IntelliShare, which consists of 15 shared electric vehicles, moving among three stations on and near the UC Riverside campus. The system, described here, uses highly developed ITS technology, including smart cards, touch-screen registration kiosks, vehicle monitoring and tracking hardware, and sophisticated management software. The system has operated since April 1999, and abundant data are collected every day. Preliminary results are provided, describing user behavior, vehicle operation, and many shared vehicle trip characteristics. These data are being used to study shared vehicle systems and to refine shared vehicle system simulation modeling tools. These tools can assist in designing other shared vehicle systems, greatly reducing the implementation risks and liabilities that may be associated with future, full-scale shared vehicle system implementations.

Abstract:
Purpose Division of motor vehicle (DMV) offices serve a wide swath of Americans in all states and can therefore serve as excellent vehicles to study the quality of public services in the country. However, relatively little attention has been devoted in the academic literature to studying operations in DMV offices, especially as it relates to service quality and productivity. In an attempt to address the same, this paper aims to present the results of a study of DMV offices across the USA through a nationwide survey about vehicle titling and registration services, that received response from 31 of the 50 states and District of Columbia. Design/methodology/approach The authors use a mixed methods approach – a sequential unequal weight mixed methods approach starting with a quantitative analysis of DMV operational data followed by a qualitative case study approach. The primary data collected for this study were with a nationwide survey of the highest DMV office in each state, conducted through the American Association of Motor Vehicle Administrators. Out of the 50 states, 31 states and District of Columbia responded to the survey. In addition to descriptive statistical analysis performed to glean nationwide findings, Data Envelopment Analysis was used to determine efficiency of operations. Finally, extensive in-person interviews with senior managers of DMV offices in Ohio and Indiana were conducted to get more in-depth information for case studies and identification of best practices. Findings States exhibit significant variations in labor and capital productivity and based on Data Envelopment Analysis, Texas and Minnesota DMVs are the most efficient in terms of using their labor and capital inputs to maximize the number of transactional services rendered. The authors also find that while operational performance of vehicle titling and registration services is monitored by most DMV offices across the nation, assessment of customer satisfaction received much less attention. Among the states that do well on both are Indiana and Ohio; the case studies presented based on interviews with their officials that also identify best practices. Research limitations/implications This research was limited to the USA as are its findings. Additionally, it focuses only on vehicle titling and registration at DMV offices because that represents the bulk of services performed by a DMV and the output is standard across all states. Nonetheless, a future study should be extended to other DMV services. Practical implications Given the finding that assessment of customer satisfaction is not widely practiced in DMV offices, DMV officials should address this by putting appropriate systems in place. Additionally, practitioners and state officials can use the findings of this study to develop best practices for their operations and also determine the most appropriate ways to structure the provision of those services that result in enhanced efficiencies and customer satisfaction. Social implications DMV services are among the most widely used services offered by the government in the USA and the overall size and scope of services provided by them across the country is immense. Thus, any improvements in productivity and service quality has significant implications in terms of improving public satisfaction with government services. Originality/value To the best of our knowledge, this represents the first nationwide comparative study of DMV offices in the USA that focuses on service quality and analyzes productivity across the states. Additionally, the case study provided at the end of the paper identifies best practices from two states that have received national recognition for service quality which could be adopted by all DMV offices across the USA. The findings also conform/strengthen numerous hypotheses espoused in existing models and theories from service operations literature by providing evidence in their favor.

Abstract:
With the rapid development of sensor technology for automated driving applications, the fusion, analysis, and application of multimodal data have become the main focus of different scenarios, especially in the development of mobile edge computing technology that provides more efficient algorithms for realizing the various application scenarios. In the present paper, the vehicle status and operation data were acquired by vehicle-borne and roadside units of electronic registration identification of motor vehicles. In addition, a motion model and an identification system for the single-vehicle lane-change process were established by mobile edge computing and self-organizing feature mapping. Two scenarios were modeled and tested: lane change with no vehicles in the target lane and lane change with vehicles in the target lane. It was found that the proposed method successfully identified the stochastic parameters in the process of driving trajectory simulation, and the standard deviation between simulation and the measured results obeyed a normal distribution. The proposed methods can provide significant practical information for improving the data processing efficiency in automated driving applications, for solving single-vehicle lane-change applications, and for promoting the formation of a closed loop from sensing to service.

Background: Regulation of drivers licences aims to strike a balance between autonomy and public safety. In Newfoundland and Labrador, an individual experiencing seizures must have a 6-month seizure-free interval before a driving licence is reinstated, although exceptions apply. There is a paucity of data surrounding driving safety in people with epilepsy. Methods: The Department of Motor Vehicles and Registration extracted data from the charts of drivers experiencing seizures for the period between 2010-2014, inclusive. Two groups were examined: drivers aged 16-24 (n=104) and 75+ (n=115). Given that mandatory reporting is required in Newfoundland and Labrador, this theoretically represents a population-based study. Results: Overall, 5.1% of the population experienced a motor vehicle collision, and collisions were more frequent among younger drivers. Significantly more people in the 75+ category had a medical history that could have contributed to seizures. Only 37.6% of the overall sample had their first seizure reported. This was not different between age groups or seizure types (generalized vs. focal). Though the age groups differed with respect to seizure type, this did not affect driving safety, as measured by motor vehicle collisions and driving disobedience. Conclusions: We found a high rate of driving disobedience despite the requirement for mandatory reporting and seizure type did not affect driving safety.

The research method is a Qualitative approach with descriptive research type. The results of the study on Compliance in East Jakarta Samsat are fairly good, this is supported by indicators from research such as good registration because taxpayers have followed and know the procedures well, the reports carried out by East Jakarta samsat are in accordance with the specified schedule, Payment of taxpayers in Samsat is fairly good with increasing taxpayers obeying each year in 2018 the highest percentage of compliant taxpayers reaching 60% with taxpayers totaling 1,296,666 but arrears in tax payable in East Jakarta are quite high in 2017 the amount of arrears from Taxes Motorized vehicles reached Rp. 90,568,276,707, - however, the realization of motor vehicle tax revenues has reached its target each year. Obstacles to the existence of taxpayers are not compliant because Taxpayers' awareness is still lacking due to busyness causing negligence and forgetting to carry out tax obligations and online payment processes are constrained by the lack of understanding of taxpayers about E-Samsat, while other obstacles are due to Taxpayer Data which is not appropriate, taxpayers who postpone payment of tax fines are waiting for the elimination of administrative fines so that the efforts made by East Jakarta Samsat provide strict sanctions to taxpayers who do not pay motor vehicle tax, provide taxpayers in paying taxes, and carry out programs elimination of administrative fines

The motor vehicle emission simulator (MOVES) model is the primary regulatory model for estimating automobile emissions in the United States. The model requires refined input data; otherwise, internal model assumptions that are not necessarily representative of the project being modeled can dominate the outputs. For example, project-level on-road fleet composition is highly dependent on local vehicle use; hence, MOVES default inputs and regional distributions are not likely to apply (and MOVES estimates for project-level analyses are especially sensitive to vehicle source type distribution). Unfortunately, developing project-level source type distributions can be challenging for model users. This research proposes a procedure for developing MOVES vehicle source type distribution inputs that uses the FHWA vehicle classification scheme, Environmental Protection Agency certification data, state registration data, along with on-road license plate and video data. A case study of I-85 near Atlanta, Georgia, is presented to illustrate the importance of distinguishing within light-duty vehicle classes for hydrocarbon and carbon monoxide estimations, and between the single-unit heavy-duty truck (HDT) and combination HDT classes for nitrogen oxide and particulate matter estimation. The analysis suggests that the most important work is to generate on-road distributions of HDTs with respect to single-unit and combination trucks rather than to use regional defaults. The case study results show the need for locally derived vehicle class inputs for MOVES for project-level analysis and calls for an alternative MOVES vehicle class input option that uses regulatory class distributions because the default vehicle class distribution embedded in MOVES may sometimes be unrealistic.

The verification of vehicle documents is an important role of transport department which is rising day by day due to the mass registration of the vehicles. An automated vehicle verification system can improve the efficiency of this process. In this paper, we propose an IOT based vehicle verification system using RFID technology. As a result, the vehicle checking which is done now manually can be replaced by automation. There is a loss of a significant amount of time when the normal vehicle checking is done manually. The proposed system will make this process automated. The present verification process is using inductive loops that are placed in a roadbed for detecting vehicles as they pass through the loop of the magnetic field. Similarly, the sensing devices spread along the road can detect passing vehicles through the Bluetooth mechanism. The fixed audio detection devices that can be used to identify the type of vehicles on the road. Other measurements are fixed cameras installed in specific points of roads for categorising the vehicles. But all these mechanisms cannot verify the documents and certificates of the vehicles. In our work, we have suggested an algorithm using RFID technology to automate the documentation verification process of the vehicles like Pollution, Insurance, Rc book etc with the help of RFID reader placed at road checking areas. This documents will be updated by the motor vehicle department at specific periods.

ObjectivesTo systematically review and quantify the effect of motor vehicle crashes (MVCs) in pregnancy on maternal and offspring outcomes.DesignSystematic review and meta-analysis of observational data searched from inception until 1 July 2018. Searching was from June to August 2018 in Medline, Embase, Web of Science, Scopus, Latin-American and Caribbean System on Health Sciences Information, Scientific Electronic Library Online, TRANSPORT, International Road Research Documentation, European Conference of Ministers of Transportation Databases, Cochrane Database of Systematic Reviews and Cochrane Central Register.ParticipantsStudies were selected if they focused on the effects of exposure MVC during pregnancy versus non-exposure, with follow-up to verify outcomes in various settings, including secondary care, collision and emergency, and inpatient care.Data synthesisFor incidence data, we calculated a pooled estimate per 1000 women. For comparison of outcomes between women involved and those not involved in MVC, we calculated ORs with 95% CIs. Where possible, we statistically pooled the data using the random-effects model. The quality of studies used in the comparative analysis was assessed with Newcastle–Ottawa Scale.ResultsWe included 19 studies (3 222 066 women) of which the majority was carried out in high-income countries (18/19). In population-level studies of women involved in MVC, maternal death occurred in 3.6 per 1000 (95% CI 0.25–10.42; 3 studies, 12 000 women; Tau=1.77), and fetal death or stillbirth in 6.6 per 1000 (95% CI 3.81–10.12; 8 studies, 47 992 women; I2=92.6%). Pooled incidence of complications per 1000 women involved in MVC was labour induction (276.43), preterm delivery (191.90) and caesarean section (166.65). Compared with women not involved in MVC, those involved had increased odds of placental abruption (OR 1.43, 95% CI 1.27–1.63; 3 studies, 1 500 825 women) and maternal death (OR 202.27; 95% CI 110.60–369.95; 1 study, 1 094 559 women).ConclusionPregnant women involved in MVC were at higher risk of maternal death and complications than those not involved.PROSPERO registration numberCRD42018100788.

Air pollution will make the city environment unhealthy and can interfere with human health, therefore one must strive to not increase air pollution. One way to reduce air pollution in cities is to reduce carbon emissions and build Green Open Spaces (GOS). Therefore, the purpose of this study is to create a model for distribution of motor vehicle exhaust emissions in the city of Pekanbaru. Air pollution at a certain level can be a combination of one or more pollutants, either in the form of solids, liquids or incoming gases dispersed into the air and then spread to the surrounding environment. Further analysis of environmental factors in the form of socio-cultural, economic and ecological factors are explored in this study. Other important environmental parameters in pollutant studies are ecological factors as well. While the economic factors in question is the willingness to pay, it shows the minimum cost needed to anticipate the amount of exhaust emissions caused by motorized vehicles and calculate the economic value associated with public health. The emission of gas produced by each vehicle is below the predetermined standard quality threshold, namely LH Regulation No. 12 of 2010. Although the measurement results in Table 1 do not exceed ambient air quality standards, but the increase in a trend that can cause air quality deterioration was detected. The components in these two strategies need to get more emphasis and attention so that the existence of charcoal trading business can be sustainable. The results obtained from this study are a model of exhaust gas distribution in the form of gas emission distribution contours supported by ecological data (E), economics (E) and socio-cultural (S), especially in creating recommendation models in policy making both in the form of laws, government regulations or regional regulations, which is the simplest prerequisite for motor vehicle owners when the vehicle registration is extended. This model is better known as the E2S + H model.

This means that the coordination is very dominant and decisive towards the increase of tax service on the Pandeglang Area Manunggal One Roof Administration System of Banten Province. However there are also other factors that are not examined (epsilon) but determine against the tax service on Pandeglang Area Manunggal One Roof Administration System of Banten Province of 2.0%.

Analysis was performed on the dimensions of service quality is to look at the gap between expectation and reality perceived by the customer through the answers given in the questionnaire. The analysis showed that the ratio between the value of expectations with reality values for each dimension of quality is still negative, which means high customer expectations on every dimension of service quality have not been obtained in the real service of office workers SAMSAT Luwu Utara. Values for each dimension kualiapelayanan gap is at -0.86 Responsiveness, Reliability of -1.03, -0.74 amounted Emphaty, Assurance -0.99, and -1.10 for Tangible. Hasil analisis menunjukkan bahwa perbandingan antara nilai harapan dengan nilai kenyataan untuk setiap dimensi kualitas masih negatif, yang berarti harapan pelanggan yang tinggi terhadap setiap dimensi kualitas pelayanan tersebut belum didapatkan dalam pelayanan yang nyata dari para karyawan kantor Samsat Kabupaten Luwu Utara. Penelitian ini bertujuan untuk mengestimasi beban emisi pencemar kriteria dan gas rumah kaca dari sektor transportasi on-road di Kota Bandung, khususnya untuk truk. Estimasi beban emisi diperoleh dari hasil simulasi model IVE untuk menghasilkan faktor emisi lokal komposit disertai dengan pembaruan pada jumlah registrasi seluruh jenis kendaraan di Kota Bandung. Beban emisi total tahunan paling dominan yang dihasilkan dari aktivitas transportasi di Kota Bandung tahun 2019 yakni 5.286.612,81 ton/tahun (94,48%) CO2; 254.378,9 ton/tahun (4,55%) CO; dan 35.501,65 ton/tahun (0,63%) NOx dengan kontribusi terbesar berasal dari (98,9%) emisi running. Emission load estimates are obtained from the results of the IVE model simulation to generate composite local emission factors accompanied by updates on current registration numbers of vehicles in Bandung city. The most dominant total annual emission load generated from all type of fleets in Bandung city in 2019 was 5,286,612.81 tons/year (94.48%) CO2; 254,378.9 tons/year (4.55%) CO; and 35,501.65 tons/year (0.63%) NOx, with the largest contribution coming from running emissions. Major transportation modes that accounted for the largest proportion of total emissions came from 43.4% of private cars, 27.8% of trucks, 17.1% of motorbikes and 10.1% of buses. The presence of certain state taxes is believed to have a negative impact on truck registration and the location decisions of trucking firms. For example, in a metropolitan area that covers two or more states, a trucking firm might not choose to locate in the county that is in close proximity to the metropolitan area’s business districts, population centers, and largest concentration of customers, if that county is in a state that imposes the taxes. Instead, it might choose to locate in a county that belongs to another state that does not impose such taxes as long as that county is adjacent to the metropolitan area’s most industrialized districts. This paper examines the impact that state taxes have on the very competitive trucking industry. Through a case study of Kentucky, we illustrate how state taxes such as the motor vehicle usage tax and the weight distance tax can adversely affect the trucking firm’s decisions in registering and plating trucks, and in locating its facilities.

AbstractMotor vehicles ownership through finance companies can be realized after going through a series of procedures before a notary and fiduciary registration office. However, this series of procedures are not done by finance companies in providing motor vehicle financing to consumers. Increasing consumer financing to the public for motor vehicles ownership should also increase the number of non-tax state revenues from fiduciary guarantees.The study purpose is to know the legal consequences for fiduciary recipients who did not register their fiduciary guarantees and to know the impact of unregistered fiduciary guarantees on non-tax state revenue (PNBP). The formulation of the problem in the research question is how the legal consequences for fiduciary recipients who do not register their fiduciary guarantees and how the impact of unregistered fiduciary guarantees on non-tax state revenue (PNBP). The research method used is descriptive qualitative normative legal research using secondary data. The study results found that fiduciary finance companies/recipients did not register their fiduciary guarantee, so they committed illegal acts by utilizing third parties to execute motorized vehicles that were not actually burdened with fiduciary guarantees. The executor's right to fiduciary recipient is legally flawed because he does not hold a fiduciary guarantee certificate as a result of not registering a motorized vehicle as a fiduciary guarantee. The impact on state finances because they were not registering motor vehicles as fiduciary guarantees at the fiduciary registration office resulting in non-tax revenue (PNBP) being not optimal for the state. Namun, serangkaian prosedural ini tidak dilakukan oleh perusahaan pembiayaan dalam penyediaan pembiayaan kendaraan bermotor kepada konsumen. Peningkatan pembiayaan konsumen kepada masyarakat terhadap kepemilikan kendaraan bermotor seharusnya juga ikut meningkatkan jumlah penerimaan negara bukan pajak dari jaminan fidusia.Tujuan penelitian adalah untuk mengetahui akibat hukum bagi penerima fidusia yang tidak mendaftarkan jaminan fidusianya dan untuk mengetahui dampak jaminan fidusia yang tidak didaftarkan terhadap penerimaan negara bukan pajak (PNBP). Perumusan masalah dalam pertanyaan penelitian adalah bagaimana akibat hukum bagi penerima fidusia yang tidak mendaftarkan jaminan fidusianya dan bagaimana dampak jaminan fidusia yang tidak didaftarkan terhadap penerimaan negara bukan pajak (PNBP). Metode penelitian yang digunakan adalah penelitian hukum normatif yang bersifat deskriptif kualitatif menggunakan data sekunder. Hasil penelitian menemukan bahwa perusahaan pembiayaan/penerima fidusia yang tidak mendaftarkan jaminan fidusianya, sehingga mereka melakukan perbuatan melawan hukum dengan memanfaatkan pihak ketiga untuk mengeksekusi kendaraan bermotor yang sebenarnya tidak dibebani jaminan fidusia. Hak eksekutorial penerima fidusia cacat hukum karena tidak memegang sertifikat jaminan fidusia akibat tidak didaftarkannya kendaraan bermotor sebagai jaminan fidusia. Dampak bagi keuangan negara akibat dari tidak didaftarkannya kendaraan bermotor sebagai jaminan fidusia di kantor pendaftaran fidusia mengakibatkan tidak optimalnya penerimaan negara bukan pajak (PNBP) bagi negara. Based on the description above that is the focus of research on the formulation of the problem namely: how to buy and sell motorbikes without proof of ownership in the community of the District of Kebayakan and how is its legality from the perspective of sadd al-‘arī‘ah ?. In this study the author uses the case study research method then analyzed using the theory of sadd al-‘arī‘ah, then in the technique of collecting data the author uses interviews / interviews. The results of the study that the authors get about buying and selling motorbike transactions without proof of ownership and analyzed using the theory of sadd al-īarī'ah that looks at the benefits and mafsadat arising, then the motorcycle sale and purchase transactions without proof of ownership there is a level of understanding that is superior to with benefit, the sale and purchase of the people of the district is a sale that must be prevented and must also be avoided by the community because the sale can cause a lot of damage even though the sale of a motorcycle is a sale that is in accordance with the terms and conditions of the legal sale.</em></p>

The objective of this work was to analyze the geometric distortions of aerial photographs mosaic derived from unmanned aerial vehicle (UAV) generated with data from a GPS navigation engaged in remotely piloted aircraft in relation to the field collected control points with an RTK . The imaging was performed on August 9, 2014, at UFMS research base in the Pantanal of Mato Grosso do Sul, with a fixed-wing aircraft and electric propulsion motor. The flight was conducted at an altitude of 150 m, planned in such a way to obtain pixels with about 4 cm spatial resolution. To check the accuracy of the mosaic were collected control points from a GNSS HIPER receiver. To ease the location of points on aerial photographs were made markings on the ground. Mosaic without control point presented displacement ranging from 6.30 m to 8,83m. Previously the tiles with 1, 2 and 3 control points had low errors, given the legislation for the georeferencing of rural properties. Products generated from controls points have high planialtimetric accuracy and are likely to use in jobs that require high positional accuracy, such as expertise services, registration and georeferencing of rural properties, crops analysis and flora and fauna quantification.

In the study, the authors focused on determination of reliability indicators of the transport systems, which currently constitute the Polish Armed Forces’ equipment. The methods of research of car fleets composed of distinct types of vehicles are presented. The algorithms of reliability indicators’ determination addressed in the study can serve to analyze other set of transportation means used in rescue, seasonal transport and specialized transportation assignments, as well as to determine the security level of any mission conducted. The appearance of information technology allowed transferring the paper-based registration system of operational occurrences into an integrated information system. It enables to follow the history of transportation fleets including single pieces of the equipment. The knowledge of reliability of particular types of the vehicles allows for proper planning of missions within the framework of possessed transport assets capacity. The study presents the method of achieving the intended objective to increase the effectiveness of management of motor vehicles fleet used intermittently. The algorithm for the selection of a vehicle or a group of vehicles for execution of tasks, developed on the basis of analytical procedures, envisages the assignment of mobile assets, complication and complexity of their structures, the level of modernity, operational history and branch regulations. It`s given an analysis of the distribution of wheeled vehicles regarding values of mass specific emissions of pollutants obtained from the results of tests in the European driving cycle (NEDC) the group of 1109 used (second-hand) vehicles of category M1 of various brands (equipped with gasoline engines, which at the time of production were in accordance with federal environmental requirements of the USA), and imported into Ukraine from North America. The analysis included in particular distribution of pollutants specific mass emission vs. total mileage of 3 main vehicle`s brands of tested group consisted mainly of VW, Mazda and Ford. It`s also included statistical frequency distribution of whole tested group and for aforementioned brands individually in comparison with EU (“Euro-5”) and US (T2B5) emission limits, used for type approval and as OBD thresholds, including Ukrainian limits used for second-hand vehicles that does not approved in accordance to EU legislation or within the 1958 Agreement concerning the Adoption of Uniform Conditions of Approval and Reciprocal Recognition of Approval for Motor Vehicle Equipment and Parts. The analysis gives opportunity of comparison of established in tested group of one of the key European, Japan and US manufacturers of passenger vehicles regarding its emission values distribution based on NEDC test procedure results. It`s given the rationale for amending the current procedure for assessing conformity of this category of vehicles (“Approval of the design of vehicles, their parts and equipment”, approved by order of the Ministry of Infrastructure of Ukraine No. 521 dated 17/08/2012), taking into account cancellation at the end of 2018 (according to the Law of Ukraine No. 2612-VIII dated 11/08/2018) of "Euro-5" standards as the minimum requirements for the first registration in Ukraine of used (second-hand) vehicles of heading 8703 of the Ukrainian classification of goods of foreign economic activity. Social and cultural barriers associated with inequitable access to driver licensing and associated road safety education, as well as socioeconomic issues that preclude ongoing vehicle maintenance and registration, result in unsafe in-car behaviours such as passenger overcrowding. This in turn is associated with improper seatbelt usage, noncompliance with child restraint mandates, and driver distraction. For example, in Australia, where seatbelt use is mandatory, Indigenous road users are three times less likely to wear seatbelts than non-Indigenous road users. This is associated with a disproportionately high fatality rate for Indigenous drivers and passengers; 21% of Indigenous motor-vehicle occupants killed on Australian roads were not wearing a seatbelt at the time of impact. In addition, inequitable access to driver licensing instruction due to financial and cultural barriers results in Indigenous learner drivers having limited access to qualified mentors and instructors. A consequent lack of road safety instruction results in a normalising of risky driving behaviours, perpetuated through successive generations of drivers. Moreover, culturally biased driver instruction manuals, which are contextualised within an English written-language learning framework, fail to accommodate the learning needs of Indigenous peoples who may encounter difficulties with English literacy. This results in difficulty understanding the fundamental road rules, which in turn makes it difficult for young drivers to develop and sustain safe in-car behaviours. This paper considers the literature regarding road safety for Indigenous road users and critically evaluates strategies and policies that have been advanced to protect Indigenous drivers. Novel solutions to increasing road safety rule compliance are proposed, particularly in relation to passenger safety, which are uniquely embedded within Indigenous ways of knowing, being, and doing. Safe driving practices have crucial health and social implications for Indigenous communities by allowing more Indigenous people to participate in work and education opportunities, access healthcare, maintain cultural commitments, and engage with families and friends, qualities which are essential for ongoing health and wellbeing.

It employed a case study method in the urban informal settlement of Mlalakuwa. Multiple data collection tools were employed, in which semi-structured interviews with key informants, field observations, sketches, mapping and photographic registration, were used in collecting primary data through household survey, while literature review, was used in collecting secondary data. Descriptive statistical and content analysis were employed in data analysis.The paper revealed that; households in the study are involved in a lot of livelihood activities, such as urban agriculture and livestock keeping (i.e. pigs, chicken and cow), as well as trading these goods in the market, shop keeping, selling pharmaceutical, monetary services (banks, and mobile money), brewing of local drink, running female and male hair dressing saloons as well as selling their products, vehicle and motor cycles repairing, milling machines, taxi-running and driving, motor cycles-running and driving, mobile shoe shining and mending, food processing and vending, food product street hawking, fish and meat butchery, selling fuel wood and charcoal, tailoring and cloth retailing, carpentry, welding and metal working, bricks and pavement material making, building materials retailing, oil and gas trading, etc. drawn by combining both tangible and intangible assets, as a strategy in coping with life stress and shocks. It argues that the informal economy plays a crucial role not only for the lower income earners, but also the middle and higher income earners, with everyone depending on one another, in different livelihood activities. Living together in one area, the three income earning groups, involves themselves in agricultural (farm) and non-agricultural (non-farm), monetary (economics) or non-monetary (non-economics), livelihood activities which all ernes them capital, as coping strategy against life stress and shocks. The paper concludes that; the households in the Mlalakuwa urban informal settlement, survives by combining various assets as a livelihood coping and recovery strategies based on their indigenous strategies and knowledge, so as to recover from daily life stress and shocks.

The call for historical research In IS, mirrored In other fields of business studies, Is an explicit recognition of the predominance of presentism in business research; the use of the past only to justify and validate current beliefs or inserting modern beliefs onto the past, rather than using the past to understand and reveal current assumptions and biases. There is freedom in severing time and centering ourselves and our artifacts (computer technology), looking to improve the future unburdened by the past. Yet, if that assumption is wrong, and the present is instead fluid and unstable because the past embedded in the present is tension filled and unresolved, this raises fundamental challenges to the work that we do, the value of that work to others, and is cause for reflection on our impact as educators. This paper demonstrates the merits of using Actor-Network Theory as a methodology for historical IS research, through its use in a Canadian case study. The study was prompted by the apparent resolution of a privacy controversy, involving personal motor vehicle registration information in the province of Alberta, through an appeal to something called ‘historical purposes and practices.’ Strangely, the purposes and practices were never identified. This begged the question, ‘what was the substance of this argument and how come it was successful?’ Tracing actual ‘purposes and practices,’ from the early 1900s to the present, reveals how historical, contextual understanding offers not only insights into, but can alter our very understanding of, the present.

In order to clearly understand the risky riding behaviors of electric bicycles (e-bikes) and analyze the riding characteristics, we review the research results of the e-bike risky riding behavior from three aspects: the characteristics and causes of e-bike accidents, the characteristics of users’ traffic behavior, and the prevention and intervention of traffic accidents. The analysis results show that the existing research methods on risky riding behavior of e-bikes mainly involve questionnaire survey methods, structural equation models, and binary probability models. The illegal occupation of motor vehicle lanes, over-speed cycling, red-light running, and illegal manned and reverse cycling are the main risky riding behaviors seen with e-bikes. Due to the difference in physiological and psychological characteristics such as gender, age, audiovisual ability, responsiveness, patience when waiting for a red light, congregation, etc., there are differences in risky cycling behaviors of different users. Accident prevention measures, such as uniform registration of licenses, the implementation of quasi-drive systems, improvements of the riding environment, enhancements of safety awareness and training, are considered effective measures for preventing e-bike accidents and protecting the traffic safety of users. Finally, in view of the shortcomings of the current research, the authors point out three research directions that can be further explored in the future. The strong association rules between risky riding behavior and traffic accidents should be explored using big data analysis. The relationships between risk awareness, risky cycling, and traffic accidents should be studied using the scales of risk perception, risk attitude, and risk tolerance. In a variety of complex mixed scenes, the risk degree, coupling characteristics, interventions, and the coupling effects of various combination intervention measures of e-bike riding behaviors should be researched using coupling theory in the future.

IntroductionDriving is one of the main modes of transport with safe driving requiring a combination of visual, cognitive and physical skills. With population ageing, the number of people living with vision impairment is set to increase in the decades ahead. Vision impairment may negatively impact an individual’s ability to safely drive. The association between vision impairment and motor vehicle crash involvement or driving participation has yet to be systematically investigated. Further, the evidence for the effectiveness of vision-related interventions aimed at decreasing crashes and driving errors has not been synthesised.Methods and analysisA search will be conducted for relevant studies on Medline (Ovid), EMBASE and Global Health from their inception to March 2020 without date or geographical restrictions. Two investigators will independently screen abstracts and full texts using Covidence software with conflicts resolved by a third investigator. Data extraction will be conducted on all included studies, and their quality assessed to determine the risk of bias using the Joanna Briggs Institute Critical Appraisal Tools. Outcome measures include crash risk, driving cessation and surrogate measures of driving safety (eg, driving errors and performance). The results of this review will be reported using the Preferred Reporting Items for Systematic Review and Meta-Analysis guideline. Meta-analysis will be undertaken for outcomes with sufficient data and reported following the Meta-analyses of Observational Studies in Epidemiology guideline. Where statistical pooling is not feasible or appropriate, narrative summaries will be presented following the Synthesis Without Meta-analysis in systematic reviews guideline.Ethics and disseminationThis review will only report on published data thus no ethics approval is required. Background The development and implementation of widespread training for rules, techniques and methods of providing first aid to the widest possible range of people will significantly reduce the level of disability and mortality among victims of road traffic accidents (RTAs).Aim of study To study the organization of first aid for the victims in the Arkhangelsk region.Material and methods Part 1. The journals of registration of attendance at classes with a trained contingent in the educational-methodical department of the School of Disaster Medicine of the Territorial Center for Disaster Medicine of the Arkhangelsk Region for the period from 01.01.2012 to 12.31.2018 are analyzed. Part 2. We selected 906 medical records of patients (003/u) affected by an accident on the federal highway M-8 “Kholmogory” and treated in hospitals of Arkhangelsk region, admitted acutely in period from 01.01.2012 till 31.12.2018. The study was conducted according to the criteria of retrospective continuous documentary observation. As a criterion of statistical significance, the probability of a random error of less than 5% (p<0.05) was applied using the correction for multiple comparisons (Bonferroni correction).Conclusion 1. The educational activities of the TCDH of the Arkhangelsk Region over a seven-year period are characterized by a significant increase in the total number of trained cadets (p<0.001); 2-fold increase in the number of trained motor vehicle drivers (p<0.001) and employees of Ministry of Emergency Situations and Russian Interior Ministry (p<0.001). 2. The first aid to injured in an accident on the federal highway M-8 Kholmogory in the Arkhangelsk Region was provided in 65 cases (7.2%); in almost 90% of cases, first aid was recorded in the Arkhangelsk and Severodvinsk medical districts of the Arkhangelsk region (p<0.001).

IntroductionPsychological distress is a prevalent condition often overlooked following a motor vehicle crash (MVC), particularly when injuries are not severe. The aim of this study is to examine whether biomarkers of autonomic regulation alone or in combination with other factors assessed shortly after MVC could predict risk of elevated psychological distress and poor functional recovery in the long term, and clarify links between mental and physical health consequences of traffic injury.Methods and analysisThis is a controlled longitudinal cohort study, with follow-up occurring at 3, 6 and 12 months. Participants include up to 120 mild to moderately injured MVC survivors who consecutively present to the emergency departments of two hospitals in Sydney and who agree to participate, and a group of up to 120 non-MVC controls, recruited with matched demographic characteristics, for comparison. WHO International Classification of Functioning is used as the framework for study assessment. The primary outcomes are the development of psychological distress (depressive mood and anxiety, post-traumatic stress symptoms, driving phobia, adjustment disorder) and biomarkers of autonomic regulation. Secondary outcomes include indicators of physical health (presence of pain/fatigue, physical functioning) and functional recovery (quality of life, return to function, participation) as well as measures of emotional and cognitive functioning. For each outcome, risk will be described by the frequency of occurrence over the 12 months, and pathways determined via latent class mixture growth modelling. Regression models will be used to identify best predictors/biomarkers and to study associations between mental and physical health.Ethics and disseminationEthical approvals were obtained from the Sydney Local Health District and the research sites Ethics Committees. Zusammenfassung Das CoC ist ein zentrales Element auf dem Weg zur Kfz-Zulassung. Eine „gültige (…) Übereinstimmungsbescheinigung“ i. S. d. Art. 26 der Kraftfahrzeug-Rahmenrichtlinie 2007/46/EG (RRL) ist deren Voraussetzung, ihr Fehlen kann u. U. Grund für die Aufhebung der Zulassung sein. Will man den Begriff der „Gültigkeit“ bestimmen, ist auf die Funktion des CoC abzustellen. Dieses erfüllt im unionalen Fahrzeug-Zulassungssystem eine Brückenfunktion zwischen EG-Typgenehmigung und Zulassungsentscheidung. Daher ist es notwendig, eine phasenspezifische Fehlerfolgenlehre zu entwickeln, die die einzelnen Elemente (Richtlinie – EG-Typgenehmigung – CoC – Zulassung) sinnvoll aufeinander und mit den jeweiligen Kompetenzen der beteiligten Behörden abstimmt. Die unionsrechtlich angeordnete Einweisung der mitgliedstaatlichen Behörden in bestimmte Zuständigkeiten darf durch den Gültigkeitsbegriff nicht überspielt werden. Drei zentrale Elemente sind insoweit zu benennen: Lediglich die Genehmigungsbehörden besitzen die hinreichende technische Kompetenz zur Beurteilung der Genehmigungskonformität. Die Genehmigungsbehörden verfügen über ein Arsenal an Möglichkeiten, auf die Nichtkonformität von Fahrzeugen zu reagieren, die von einem Rückruf über eine Änderung der Genehmigung bis zu ihrer Aufhebung reichen können. Die EG-Typgenehmigung macht die Fahrzeuge in Verbindung mit dem CoC im gesamten Binnenmarkt verkehrsfähig. Daher kann sie von den Behörden und Gerichten anderer Mitgliedstaaten grundsätzlich nicht, etwa durch Verweigerung der Zulassung, in Frage gestellt werden. Dieses Ergebnis darf ebenfalls nicht auf mittelbarem Wege erreicht werden, indem dem CoC eine Erklärung über die Richtlinienkonformität entnommen wird und die Zulassungs- oder Marktüberwachungsbehörde eine Ungültigkeit des CoC daraus herleitet, dass die betroffenen Kraftfahrzeuge gegen die Richtlinienanforderungen verstießen und das CoC insofern eine Falschaussage träfe. Die Kompetenz zu dieser Aussage ist in den Händen der Genehmigungsbehörde konzentriert. Die Übereinstimmungsbescheinigung (CoC) ist keine privatrechtliche Erklärung, sondern die Erklärung eines Privaten im Rahmen einer öffentlich-rechtlichen Regelungsstruktur. Für diese Erklärung ist ein Fehlerregime zu entwickeln, das die Fehlerhaftigkeit nicht kurzerhand mit der Ungültigkeit gleichsetzt. Aus alledem folgt, dass lediglich formelle Fehler und offensichtlich erkennbare Abweichungen von der EG-Typgenehmigung zur Ungültigkeit des CoC mit der Folge des Wegfalls der Zulassungspflicht führen können. Dieses restriktive Verständnis der Ungültigkeitsbedingungen liegt nicht an dem begrenzten Aussagegehalt des CoC, sondern resultiert im Wesentlichen aus dem Erfordernis, das durch die Richtlinie etablierte Fahrzeug-Zulassungssystem funktionsfähig zu halten. Elements of European product safety law: The certificate of conformity and its validity as established by the Framework Directive 2007/46/EC A valid certificate of conformity (coc) constitutes a core element of the European type-approval system for motor vehicles established by the Framework Directive 2007/46/EC and the new Regulation 2018/858. It is a prerequisite for the obligation of the national authorities to register such vehicles and let them enter into service. Therefore, it is crucial to determine the meaning of the term “a valid certificate of conformity” (Art. 26). As this declaration issued by a private entity is not governed by private law but forms a part of a public law scheme, the interpretation has to take this role into account. In the European type-approval system, the coc bridges the gap between the type approval on the one hand and the vehicle’s registration in the respective EU country. An interpretation of the term “valid” has to take into account the interplay between the different elements of this system (directive – type approval – coc – registration), especially the distinct competencies of the authorities involved. Particularly the approval authorities’ competences must not be hampered by an extensive interpretation of the term “valid”: Only the type approval authorities possess the necessary technical capabilities to assess the conformity of a vehicle with the requirements of the directive. Only the type approval authorities command a variety of powers to tackle the non-conformity of vehicles. The EU type approval together with a coc is the instrument to grant access to the EU market. Therefore, the type approval must not be questioned by the authorities or courts of another EU country. For the same reasons the validity of the coc cannot be questioned for reasons of non-conformity with EU type-approval requirements. For these reasons, only formal mistakes and obvious deviations from the type approval may render a coc invalid, with the result that a vehicle may not be registrated. This restrictive interpretation is mainly based upon the requirement to keep the type approval system working.

Abstract:
Vehicle registration and licensing systems have been in existence for decades. However, there has been over 55% increase in the number of reported stolen vehicles which have not been recovered in the last 3 years. Therefore, there is need to improve on its existing systems by incorporating anti-theft capability of vehicles using fingerprint biometric technology. In developing the Secured Vehicle Registration System (SVRS), data on vehicle registration, renewal and change of ownership procedures were collected from the Motor Licensing Office at Osogbo. Unified Modelling Language (UML) tools was used for the system design, to illustrate the whole system in a clearer way, and implemented using JavaScript, PHP scripting language, HTML, XAMPP SQLServer and the Mantra MFS100 fingerprint scanner. The system performance was evaluated by authenticating registered vehicle owner biometric to calculate the Accuracy, Average Response Time (ART) and Apdex Score. The result of the evaluation using 288 fingerprint templates of 72 vehicle owners shows the False Accept Rate (FAR) of 0.0% and False Reject Rate (FRR) of 2.1%, which is equivalent to a system accuracy of 97.9%. The ART for the fingerprint execution matching is 36.3 microseconds while the overall system satisfaction Apdex score recorded was 0.73, which denotes a satisfying system. The high-speed verification method uses the lowest computational power and execution time to deliver accurate results through making a match or non-match against stored templates. The developed system demonstrated its ability to link vehicle(s) to its respective owner(s) and also function as an automatic identity verification system for vehicle owners using VIN and fingerprint. Aims/ Objectives: The paper seeks to investigate the dynamic relationship between drivers licensing, vehicle registration, motorbike registration and accidents.Study Design: Cross-sectional study.Place and Duration of Study: The secondary data was collated on a monthly basis on Accidents, Driver license, Motor Registration and Vehicle Registration that spanned 9 years from January 2010 to December 2018 from the Upper East Regional Oce of the Drivers Vehicle and License Authority. Methodology: The data was analyzed using vector autoregression model to establish the dynamic relationship between the variables. The R and Eviews softwares were used in the analysis.Results: The ndings revealed that in the short-run and long-run neither Driver license, Vehicle Registration, Motor Registration none Accidents cannot in uence much on each other but experienced their own shock. Findings further ascertain that Accidents can granger cause vehicle registration to change but the remaining variable have no much in uence on accidents.Although, accidents can granger cause vehicle registration to change, the remaining variables had noin uence on accidents. The nding nally concluded that ARCH-LM test indicated that there was no ARCH eect present in the series implying that the Vector Autoregression model was appropriate to establish the dynamic relationship between the variables.

Every year the production motorcycles has increased. In 2017 to 2018 the increase reached 8,112,364 units or 7.24%. Motorcycles are the most popular among Indonesian people, especially the lower middle class to facilitate mobilization in daily activities. As the rapid growth of motorcycle, the number of criminal motorcycles theft is also high. criminal motorcycles data for 2018 amounted to 27,731 cases and for 2017 there were 35,226 cases. Motorcycles are often the object of theft because it is easier in terms of mobilization in terms of the theft process to the sale to collectors compared cars and above. In addition, the security side provided by motorcycles manufacturers is still relatively low, only a few manufacturers have listed an alarm feature in their production. The modus operandi that the perpetrators often use is to destroy the key house by using the T key, but also by seizing directly, pretending to borrow to spread nails on certain streets. This study aims to develop a tool (Smart motor) that can be used as an anti-theft security with the media validation of the driver's license and vehicle registration so that the motor can not be turned on if it does not bring the driver’s licence and vehicle registration registered on the device. With the device built, the owner is required to bring the vehicle registration and driver’s licence so that the motor can be turned on. This is also useful in order to comply with traffic rules set by the police, namely by carrying a complete driving while traveling

This study aims to determine the influence of service quality of motor vehicle taxtoward taxpayer compliance in paying motor vehicle tax (a case study at SAMSAT LubukLinggau). This research is quantitative. The operational variables of this study are the qualityof the service of motor vehicle tax and motor vehicle taxpayer compliance. The data sourceused in this study is primary and secondary data. The population of this study is 63.218registered taxpayers compliance of 2019 in SAMSAT Lubuk Linggau. The sample of thisstudy is 100 respondents from 63.218 registered taxpayers' compliance. The data analysistechnique used is a descriptive quantitative analysis by using simple linear regression. Theresults showed that the results of the T-test analysis partially influence the independent variableon the dependent variable where T count > T table (3.394> 1.289) with a significant value of0.001 <0.10 by means “Ho is rejected and Ha accepted”. The value of the determinantcoefficient (R2) in this study is 0.105 or 10.5% by means a change occurred in TaxpayerCompliance (Y) through service quality (X) of 10.5 percent, while the remaining 89.5 percentis derived by other external factors such as taxpayer knowledge, taxpayer awareness about itsimportance, taxpayer penalties, and SAMSAT Drive-Thru system (vehicle registration andpayment service outside SAMSAT building).

This study aims to find out and analyze the validity of the execution of Fiduciary Assurance by the Debt Collector in the form of objects of motor vehicle Fiduciary Assurance associated with the Fiduciary Guarantee Act and Financial Services Authority Regulations and legal protection against Debtors in the execution of the Fiduciary Guarantee by the Debt Collector. The results showed that: The validity of the execution of the Fiduciary Guarantee by the Debt Collector on motor vehicle Fiduciary Assurance objects was associated with the Fiduciary Guarantee Act and Financial Services Authority Regulation, namely: Dept. Colecctor who did not fulfill formal juridical Article 50 Regulation of the Financial Services Authority Number 29/POJK.05/2014 concerning Business Management of Financing Companies is formal juridical disability, so that all actions taken by the Debt Collector in carrying out its duties as long as it is about the execution of fiduciary guarantees have an unauthorized or irrevocable effect. Whereas if the fiduciary guarantee is not registered then it is null and void because the fiduciary deed has a time limit for registration, null and void considered never existing. It is considered never existed because it involves object certainty, and legal protection against debtors in the execution of Fiduciary Guarantees by the Debt Collector, namely: in the form of preventive legal protection including the obligation of financial institutions to register fiduciary collateral objects and employ Debt Collectors who fulfill formal juridical requirements in accordance 50 Regulation of the Financial Services Authority Number 29/POJK.05/2014 concerning Business Operations of Financing Companies. Whereas Repressive legal protection can be in the form of errors committed by the Colector Dept. can be in the form of a matter, firstly, the business license of the Financing Company can be revoked, the second is civilly the Business Entity of the Financing Company can be compensated and the third is Criminal Debt Collector can be imposed Article 365 The Criminal Code as long as the criminal elements are fulfilled have the ability to be responsible.
