Abstract:

Abstract:
Acesso. Neoliberalismo. Influences of global policies on the expansion of higher education in Mozambique ABSTRACTThis article analyzes the global influences on national policies, based on the expansion of higher education in Mozambique. The political reforms of a neoliberal nature to which the country was subjected since the 1990s, with the adhesion to the World Bank and the International Monetary Fund, provided the entrance of the private sector in education. As a result, there was a virtuous growth in new HEIs, mostly private ones, with public HEIs offering most of the places for admission to the private regime (post-employment and distance courses). Due to the market character, higher education started to limit its access for all. The theoretical-methodological framework of analysis is Stephen Ball's Policy Cycle Approach and others, synthesized by Mainardes (2006). Expansion. Access. Neoliberalism. Espansione. Accesso. Neoliberismo.

Abstract:
A statue of stainless steel cast in China and placed at the entrance of the new National Stadium in Mozambique sparked controversy between Chinese donors and Mozambican recipients in the period leading up to the stadium’s 2011 inauguration. Based on ethnographic fieldwork among the Mozambican and Chinese nationals involved in the project, we explore the multiple misunderstandings surrounding the statue and show how they came to define Sino-Mozambican relations. Entextualized through materiality, the misunderstandings assumed a monumental form in the statue, and the message of mutual incomprehension continued to reverberate across the social terrain of Sino-Mozambican relations long after the statue itself had been removed. Misunderstandings, we argue, should not be dismissed as ephemeral communicative glitches, but seen as productive events that structure social relations.

Abstract:
Some Mozambican novels, written in Portuguese, bring with them a vocabulary of Mozambican vernacular languages, developed in the novel and translated in a final wordlist. The wordlist highlights the background that these Mozambican languages lend to Portuguese in communication, despite their “marginalization” in this country where official communication is reserved for standard Portuguese language, and it is part of what makes Mozambican this literature of Portuguese language. Despite its rich linguistic and literary content, the study of the wordlist, as part of the novel, has not yet attracted the attention of Mozambique’s literary and linguistic critics. It is necessary to understand the lexical field used and the communication situations in which these languages are used in that literature, if there are some Mozambican sociocultural realities that the Portuguese language does not effectively transmit, making the use of vernacular languages impera-tive. This work is based on these questions and its corpus is the wordlist of the novels Ventos do apocalipse by Paulina Chiziane and O outro pé da sereia by Mia Couto. It is bibliographical research as conceived by Fonseca (2002) whose analysis uses some theories, such as Charaudeau (2002) on the relationship between cultural identity, language and discourse.

Abstract:
Mathematics has always been a difficult issue, especially in the African countries. Mozambique is not an exception. This country had been colonized by Portugal until 1975. When the independence was obtained, a socialist regime was adopted (1977). The learning of mathematics entered the struggle against colonial and imperialistic ideas. Its best ally was Paulus Gerdes, one of the most relevant ethnomatematicians of the world, who carried out an intense promotion of this approach to mathematics in Mozambican school system. Albeit the great international impact of Gerdes’ ideas, Mozambique never implemented his methodology. When, at the end of the 80s, the country changed from socialism to liberalism, voting a democratic Constitution in 1990, its school system was aligned to the measures of International Monetary Fund (IMF) and World Bank (WB). The most recent ones are represented by the Millennium Development Goals. Despite the various reforms of Mozambican school system, the results of Mozambican children in mathematics are among the worst in Africa. The reasons of such a failure are here explained, through a historical approach based on national documents. The most recent experiences of school reform carried out by international agencies together with national institutions are stressed. The negative results obtained by the Mozambican learners as to mathematics are due to several reasons: 1) a lack of consideration of the Mozambican cultural substrate; 2) an improper massification of the school system, where the quality of instruction has been neglected; 3) the specific choice to marginalize mathematics education.

Abstract:
The aim of this study is to provide the first empirical evidence of income smoothing, capital management, signaling, and pro-cyclical behavior through loan loss provisions (LLP) for Mozambican commercial Banks, an example of the under-developed country. A second goal is to understand the bank lending behavior during the Mozambique’s hidden public debt crisis. The sample consists of all commercial banks observed during 2010-2016. We provide strong evidence that Mozambican commercial banks are pro-cyclical through LLP and these banks engage in income smoothing activity. However, for capital management activity and signaling behavior, we provide insignificant evidence to support these hypotheses among Mozambican commercial banks via LLP. Also, the result indicates that Mozambique’s hidden public debt crisis, the commercial banks put aside more provisions.

Abstract:
The expansion of proclisis in contexts that typically exclude it in European Portuguese has been described as a syntactic feature that characterizes Angolan Portuguese. This article studies the presence of this feature in the literary language, based on a corpus of texts by Angolan and Mozambican authors, representing two generations: authors born in the colonial period (the Angolan Pepetela and the Mozambicans Mia Couto and Paulina Chiziane) and authors born after the independence of their countries (the Angolan Ondjaki and the Mozambican Lucílio Manjate). The study results show that proclisis has a stronger presence in the works of Angolan authors than Mozambican authors, suggesting that the shift towards the generalization of proclisis is more advanced, socially widespread and accepted in Angolan Portuguese than in Mozambican Portuguese, although it is visible in both. It is in non-finite domains that the contrast between the two African varieties is more evident. Not only is the frequency of proclisis to the infinitive higher in the Angolan Portuguese corpus, but only there is proclisis to the past participle attested. Comparing the two generations of writers, we see a significant rise of proclisis to the infinitive between Pepetela and Ondjaki and it is in Ondjaki’s works that proclisis to the past participle occurs. Regarding the Mozambican Portuguese corpus, however, there seems to be a regression in the advance of proclisis between Mia Couto and Manjate. A closer look at Rabhia, by Manjate (2017), suggests that young speakers with a high level of education may perceive the spread of proclisis as a socially marked feature.

Abstract:
Small and medium-sized enterprises (SMEs) play an important role in economic and development growth, particularly in developing countries. Their success depends on the expansion of their markets across borders, based on the strategies adopted, in which differentiation strategies and positional advantages play an important role. As an emerging country, Mozambican SMEs face a lack of resources and business environmental challenges in deploying their unique advantages when competing abroad. As such, the objective of this paper is to study the impact of differentiation strategies on the export performance of Mozambican SMEs, and the mediating effect of positional advantage on the relationship between the differentiation strategy and export performance of SMEs. To achieve this objective, an empirical study was conducted, based on a sample of 250 Mozambican firms, to test a theoretical model that applied Structural Equation Modeling using the Partial Least Squares (PLS-SEM) algorithm, based on SmartPLS software version 3.3.6 (SmartPLS GmbH, Oststeinbek, Germany). The results show that differentiation strategies positively impact the export performance of SMEs and that positional advantage mildly mediates the relationship between the differentiation strategy and export performance. This suggests that Mozambican SMEs may not be properly taking advantage of the positional advantage of the differentiation strategies, as the added value generated by the positional advantage is relatively modest. As such, Mozambican SMEs still need to support their positional advantages to overcome fierce international competition. This study contributes to the knowledge about the consequences of adopting differentiation strategies and positional advantages on the export performance of SMEs, particularly in the context of emerging countries.

AbstractMozambique has been proposed as a host for one of the future Square Kilometre Array stations in Southern Africa. However, Mozambique does not possess a university astronomy department and only recently has there been interest in developing one. South Africa has been funding students at the MSc and PhD level, as well as researchers. Additionally, Mozambicans with Physics degrees have been funded at the MSc level. With the advent of the International Year of Astronomy, there has been a very strong drive, from these students, to establish a successful astronomy department in Mozambique. The launch of the commemorations during the 2008 World Space Week was very successful and Mozambique is to be used to motivate similar African countries who lack funds but are still trying to take part in the International Year of Astronomy. There hare been limited resources and funding, however there is a strong will to carry this momentum into 2009 and, with this, influence the Government to introduce Astronomy into its national curriculum and at University level. Mozambique's motto for the International Year of Astronomy is “Descobre o teu Universo”.

Abstract:
Purpose: The main aim of the current study was to compare Spanish and Mozambican male and female secondary students, with regard to sexual behaviors and perceptions surrounding the acceptance of condom use. Method: The participants were 773 secondary students—412 from Spain and 361 from Mozambique, aged from 15 to 17 years old. Data collection was done using questionnaires. Analysis was carried out using multivariate methods. Results: Spanish adolescents took more precautions than Mozambican adolescents. Furthermore, Spanish adolescents perceived that the acceptance of condom use by their referents were higher than those reported by the Mozambican adolescents. Among Spanish youths, only the perceived acceptance of their current partner predicted condom use in their most recent sexual encounter. Discussion: Differences in the decision-making power of males and females and the type of partner might explain the differences observed in the preventive behavior of the students in both countries.

This article aims to bring a reflection on the theory of Social Representations from the perspective of Social Psychology. From the bibliographic review, an analogy is made between the theories of social representations, to a concrete society, in this case, the Mozambican society. Social representations have been a topic widely discussed by several and categorized authors, many of them addressing the relationship between cognition-knowledge, individual and society. For this purpose, three Mozambican ethnicities were analyzed, namely, Macuas-Lomués, Ndaus and Tsongas, in which, based on the bibliographic verification of their cultures, beliefs and values, a real analogy can be drawn between the theories on social and cultural representations. the behaviors of these ethnic groups, which make clear the different social representations in the different regions that form the country called Mozambique. The basis of the research was the bibliographic review, both to address the theoretical supports, as well as to address the Mozambican reality.

Abstract:
Islamic terrorism has been a serious threat for Eastern and Southern Africa since the 1990s. Many of these African countries have developed different forms of struggle against Islamic terrorism, from a military intervention to social policies, in order to improve the general socio-economic conditions for society as a whole. In Mozambique, no specific measure was adopted to cope the diffusion of terrorism, leaving that radicalized forms of Islamism spread in particular in Cabo Delgado, a Northern Province bordering with Tanzania. Research aimed at approaching Islamic terrorism in Cabo Delgado according to the strategy of risk prevention and risk management by Mozambican State. This study demonstrates that during the second term of Guebuza as a Chief of State, Mozambique had to face three different, potential threats. Nevertheless, Mozambican government identified two of these threats as a priority (namely Somali piracy in Mozambique Channel and Renamo´s action), neglecting possible Islamic terrorist attacks in Cabo Delgado Province. This study demonstrates – using privileged witnesses as well as open sources available in the public sphere - that this choice was typical of a fragile and authoritarian State. Firstly, it was not based on an objective risk analysis, but on political as well as on patrimonial interests of political elite, and secondly local civil society could not oppose any resistance. This choice allowed radical Islamic groups to grow undisturbed in Cabo Delgado, until carrying out violent attacks from October 2017, which Mozambican government seems unable to counter until today. Keywords: Cabo Delgado Province, Mozambican State, religious extremism, risk prevention.

Abstract:
Abstract Objective: To evaluate the validity, reliability and invariance of the World Health Organization Quality of Life Instrument-Abbreviated version (WHOQOL-Bref) in Portuguese-speaking adults from three different countries. Methods: A total of 4,020 Brazilian, Portuguese, and Mozambican individuals participated in the study. The total sample was divided into four samples: Brazilian patients (n = 1,120), Brazilian students (n = 1,398), Portuguese students (n = 1,165) and Mozambican students (n = 337). Factorial validity of the WHOQOL-Bref was assessed by confirmatory factor analysis. The convergent and discriminant validities of the instrument were assessed using the average variance extracted (AVE) and the square of Pearson's correlational coefficient (r2), respectively. Composite reliability and ordinal alpha were used as measures of reliability. The metric, scalar, and strict invariance of WHOQOL-Bref was evaluated by multi-group analysis in independent subsamples (within each sample) and only between Brazil and Portugal (transnational invariance), because the configural model of Mozambique was different. Results: The original model of the WHOQOL-Bref did not show a good fit for the samples. Different items were excluded to fit the instrument in each sample (different models for WHOQOL-Bref among Brazilian, Portuguese, and Mozambican samples). AVE and r2 were not adequate; however, the reliability of the WHOQOL-Bref was good, except in the Mozambican sample. Invariance was observed only in independent subsamples. Conclusion: The WHOQOL-Bref fitted models showed adequate factorial validity and invariance in independent subsamples. The transnational non-invariance of the WHOQOL-Bref shows the influence of culture on the operationalization of the quality of life construct.

Abstract:
Although innovation capabilities are important drivers of export performance, few studies address how they influence export performance in the context of emerging economies. This paper evaluates the moderating effects of government institutional support and firms’ active and reactive internationalization behaviors on the relationship between innovation capabilities and export performance. The sample analyzed is based on 250 Mozambican small and medium enterprises (SMEs). The results indicate that although innovation capabilities positively influence the export performance of Mozambican SMEs, the moderating effects of government institutional support and firms’ active and reactive internationalization behaviors were not found to be statistically significant.

Abstract:
The study compared the way Mozambican and French people conceptualize romantic love. Two subsamples of 238 Mozambican adults and 250 French adults were presented with 27 cards containing vignettes (scenarios) that described the characteristics of someone’s relationship regarding degree of passion, the degree of intimacy, and degree of commitment. Participants assessed the intensity of romantic love experienced by the characters in the scenarios using a continuous scale. The way people from both cultures conceptualized romantic love was not entirely similar, but the differences were very subtle. The impact of each component on the judged intensity of love was similar. In both samples, passion and intimacy explained most of the variance. The algebraic structure of the judgment rule was, however, different. Among French participants, the findings were consistent with an equal-weight averaging rule as suggested by previous authors. Among Mozambican participants, the patterns of rating were, however, consistent with a more complex judgment rule. In this rule, the impact of each factor depended on the level of the other factors: A differential weight averaging rule was proposed that can be written Love = wic Passion + w’pc Intimacy + w”pi Commitment / wic + w’pc + w”pi

Abstract:
This study examines Mozambican citizens’ positions regarding corruption amnesty laws. A series of realistic vignettes was presented to 303 Mozambican adults who were asked to rate the extent to which amnesty applicants deserved to be amnestied, according to three factors: (a) the applicant’s status (e.g. former minister), (b) the amount of money embezzled, and (c) the applicant’s attitude during the hearing (e.g. revelation of important information). Three qualitatively different positions were found. For 30%, officials convicted of corruption would never deserve to be amnestied. For 28%, repentant attitude was the only determinant of acceptability, and for 42% the amount of money embezzled also mattered.

This article aims at analyzing MFP’s implementation in Mozambique, goal that was fulfilled through the following techniques - almost forty interviews in Brazil and Mozambique, a field research in eleven Mozambican municipalities, including the rural zone, and analysis of telegraphic communication between Brazilian and Mozambican governments. The combination of these techniques showed that a) MFP did not materially impact any of the sides involved in this cooperation, b) Brazil can overcome traditional diplomatic discourse and benefit from south-south cooperation through commercial gains and c) MFP enables Mozambican farmers to increase their productivity but comes into conflict with market access issues. Keywords: More Food International Program. Abstract:
Currently, Vibrio cholerae O1 serogroup biotype El Tor strains producing classical type cholera toxin (altered strains or El Tor variants) are prevalent in Asia and in Mozambique. Mozambican strains collected in 2004 contained a tandem repeat of CTX prophage on the small chromosome and each CTX prophage harboured the classical rstR and classical ctxB. We found that the majority of the strains collected in 2005 in Mozambique contained extra elements on the large chromosome in addition to the tandem repeat of CTX prophage on the small chromosome. New type RS1 elements RS1cla and RS1env, and a CTXenv with rstR env and the classical ctxB were identified on the large chromosome of the Mozambican isolates collected in 2005.

Abstract:
The importance of sociocultural perspective in curriculum emphasized in the context of Sustainable Development Goals (SDGs). Textbook has a strong relation of all three types, intended, implemented and attained curriculum. Therefore, analyzing sociocultural features of the textbooks leads to improving quality of education in the context of SDGs. This study aims to clarify the pertinent characteristics of Mozambican elementary mathematics textbooks from a sociocultural perspective (in comparison to Japanese ones) by focusing on how they treat ‘real-world’ mathematics. The following four perspectives are discussed: (1) Proportion of the tasks related to the real world via the introduction of new learning content (2) Proportion of exercises related to the real world (3) Categorization of the situation of the tasks and exercises related to the real world. As a result, we found that there are few problems which are related directly to the real world in the Mozambican elementary mathematics textbooks. The content of the problems related to the real world are about the tax system and salaries, which means students are given opportunities to view and think mathematically about their social system right from the elementary school age. In addition, various exercises related to social science topics are contained to help students to understand and hand down Mozambican culture.

Abstract:
In the present essay, I examine the work and career of the Mozambican poet Noémia Carolina Abranches de Sousa Soares (1926-2002). It is well known that Sousa began her career publishing under the initials “NS” to confuse her identity with that of her brother (whose name was Nuno) and so obfuscate her gender; however, women are a constant element in her work. Beyond this, I argue that Sousa adopted a pioneering approach to gender, one deeply connected to the anti-colonial struggle, the fight for the rights of her people, and the African American imaginary. Indelibly linked to social, racial, and gendered subalternity, Mozambican women constitute in Sousa’s oeuvre the personification of the struggle against the societal paradigms of the time.

Abstract:
This work addresses the historical process of institutionalization of agrarian research in Mozambique as well as the main challenges that it faces. The study was based on secondary data that address agrarian research from its genesis to the present. The results indicate that in the period prior to Mozambique’s independence in 1975, the best agrarian research infrastructures were concentrated in the South of the country, the region with the lowest agricultural potential compared to the Centre and the North. With the independence, the Mozambican Agrarian Research Institute (IIAM), the largest national agrarian research institution, expanded the experimental stations to the Centre and North. However, due to the war that hit the country between 1976 and 1992, agrarian research was not very effective in this period. After the end of the civil war, IIAM and some institutions of higher education, especially Eduardo Mondlane University (UEM), developed several technologies to increase agricultural productivity. Currently, the challenges of agrarian research are enormous, specially the need to: increase the quantity and quality of researchers, study the impact of climate change on agriculture, increase funding for research by government and other national partners, study the causes of the discontinuation of the use of improved agricultural technologies as well as the inclusion of farmers as priority subjects in agrarian research. Improving the linkage between research and rural extension is crucial for the generation and diffusion of appropriate agricultural technologies to the reality of Mozambican farmers.
