Full textThrough a genealogical approach and in the context of theories on multiculturalism, this work intends to analyse museums as public institutions, builders of identity, nation-state instruments and venues for the exercise of politics of recognition. The following research focuses on ethnographic and cultural museums, which have subject to criticism since the1980's due to their colonial legacy and anachronic mission in today's global and post-colonial world. Thanks to indigenous people movements and the development by European institutions and UN agencies such as UNESCO of international norms on cultural diversity and return of cultural property, museums have turned into theatres where indentities are builtand claims for recognition are negotiated. As a result, new institutional strategies have been adopted in order to go beyond the ethnographic approach. The principle of recognition is key to understand this paradigm shift. Following a pluridisciplinary approach and through case studies in Europe and in the United States, this work aims at building a bridge between political philosophy and museum studies. It proposes an analysis of various institutions based on four principles of recognition in relation to indigeneous peoples, universalism, colonial history and globalisation

Full textThis dissertation deals with the role of political compromise in conflicts stemming from religious diversity. How can a collective decision be made when disagreement affects the religious convictions of some groups? Compromise is defined as a decision-making procedure based on reciprocal concessions. I propose a conceptual analysis and a procedural defense of compromise which I illustrate with cases of disputes that have mobilized religious actors, especially the French controversies on conscientious objection to military service and on abortion. Reflecting on compromise in relation to religious diversity is interesting because of the putative antithesis between religion and compromise. While politics is often described as the “art of compromise,” religion is perceived as the realm of the absolute and the intransigent. My argument is not intended to confirm or to invalidate this assertion. I do not demonstrate that religious people are more or less conciliatory than their secular counterparts. I emphasize, however, the procedural value of compromise particularly in disputes opposing religious actors and the law of the liberal and secular state. If politics is “the art of compromise,” it can not be reduced to a mere bargaining of interests. Similarly, if religion touches the sacred and the non-negotiable, coexistence and cooperation in a plural society are not achieved without concessions

Full textThrough comparative research into four municipal case studies in France, England and Scotland, this thesis intends to contribute to the scientific debate between "national models" (national share) and local autonomy. Based on the sociology of public problems and the sociology of public action, our thesis sets out to study how the regulation of the Muslim faith - defined as the combination between the organization of a faith and the presence of diverse Muslim populations - is affected by the construction of a "Muslim problem" at different levels: local, national and international. In order to determine whether Islam constitutes a category of public intervention, we draw on the cognitive approach to public policies and the analysis of their instrumentation. Our socio-historical approach requires the occasional use of the notion of "path of dependency". Full textThis study calls for a historical and political science analysis of a classical category in anthropology, « joking relationships ». By focusing on joking relationships in Senegal it explores the fabrics of inter-community relations, the vernacular language of politics and the imagination of nationhood. It shows how the so-called pacifying function of joking relationships is questionable but also how these practices craft a culture of sociability and reveal the historicity of a common political culture in West Africa. The political instrumentalization of joking kinships in the context of the Casamance conflict in Senegal, and in some state-sponsored cultural nationalisms in West-Africa, are studied as neo-traditionalist endeavours that have succeeded in imposing this category in the public space and turning it into the cornerstone of national identities in the making

Full textIn the United Kingdom, integration policies have undergone a constant process of redefinition since the urban riots in northern England in 2001. These events, and the London bombings of 2005, which were widely described as resulting from the ethnic segregation of British society, have led to a questioning of the multiculturalist policies implemented since the 1980s and to a review of integration policies. The objective of this research is to determine the ruptures and the continuities in the new political definitions of integration, both at the level of political discourse and of the actual implementation of policy guidelines, and to determine whether there has been indeed a break with multiculturalism between 2001 and 2014. Analysis of speeches and official reports, as well as a field survey on the reforms and on the new arrangements for naturalization lead to several conclusions: On the one hand, it is possible to observe the gradual crystallization of an assimilationist approach to integration that has become more visible since the Conservatives came to power in 2010. On the other hand, however, multiculturalist discourses and policies subsist in various guises; in fact, innovative visions of integration such as ‘community cohesion’ can be understood to have renewed this paradigm in new ways. Likewise, the increasing recognition of religious pluralism in public action suggests what we call a ‘confessionalisation’ of British multiculturalism

Full textCette étude a pour objet la diversité culturelle et son maintien dans le cadre de l’ère numérique et des plateformes de SVOD. Objectif des États dans le cadre de leur souveraineté culturelle, la diversité des expressions culturelles est mise à mal dans un contexte de bouleversement du marché de la production audiovisuelle par les acteurs internationaux issus du numérique. Cet objectif d’intérêt général, tant au niveau national qu’international, doit être préservé par les États, pour ne pas voir la création audiovisuelle perdre en qualité. Il convient dès lors de repenser les systèmes audiovisuels, pour intégrer les plateformes SVOD dans la mise en œuvre des obligations de diversité culturelle, notamment dans le cadre du financement de la création. Cette refonte de l’audiovisuel est en marche en France comme au Canada.
