Abstract:
Purpose – This paper aims to investigate and provide insights on knowledge-based urban development (KBUD) in the context of emerging economies. KBUD has been an effective strategy and an opportunity for emerging economies for catching up with the developed economies. Design/methodology/approach – The paper scrutinizes the Multimedia Super Corridor (MSC) of Malaysia by focusing on the planning, development and orchestration of the knowledge corridor. Findings – The paper reveals a number of lessons and insights drawn from the development of MSC as the largest manifestation of the KBUD initiative in Malaysia. Originality/value – The paper provides lessons and recommendations on the planning, development and management of KBUD for emerging economies that are seeking a prosperous development.

Knowledge is recognised as being an important asset in organisations these days. Despite this, many organisations are not doing enough to effectively manage this important asset for its competitive advantage. In response to this, knowledge management which is defined as a process that effectively creates, captures, shares and uses organisation-wide knowledge to improve the organisation's performance was conceived and has since gained widespread acceptance the world over. Despite its widespread acceptance, little is known about the current levels of knowledge management practice within the Malaysian context, in particular amongst the Multimedia Super Corridor status companies in Malaysia. In view of this, the research problem formulated for this study is: 'How and why do Multimedia Super Corridor status companies in Malaysia practise knowledge management?' Based on this research problem, three research questions that look specifically at the knowledge management enablers, knowledge management processes and knowledge management outcomes were identified based on the literature review. The literature review provides an overview of knowledge and the different types of knowledge. It then chronicles the developments of knowledge management and canvasses extant literature on knowledge management within the Malaysian context. It found that there are various enablers of knowledge management that may impact on the level of knowledge management practice in Malaysia. These enablers can be broadly categorised as culture, structure, people and information technology infrastructure. To further comprehend the knowledge creation process, this study utilised Nonaka and Takeuchi's (1995) socialisation, externalisation, combination and internalisation (SECI) model for knowledge creation. In addition to this, organisational efficiency, competitive advantage, maximisation of organisational potential, and better management of knowledge assets were identified as key knowledge management outcomes in organisations. These knowledge management enablers, processes and outcomes were used to develop a preliminary theoretical framework upon which this research was based upon. This exploratory research employs the use of qualitative multiple case studies operating within a critical realism research paradigm. This research uses a total of four cases with three interviews each giving a total of twelve interviews. The literature review and two in-depth convergent interviews were the basis upon which the interview protocol was formulated. This interview protocol was then administered to a pilot case involving three interviews. This process was repeated in the main data collection stage on three different cases with three interviews per case. The main findings of this research are the ten different enablers of knowledge management that either take on the roles of inhibitor or facilitator. The facilitators of knowledge management are collaboration, mutual trust, learning, leadership, incentives and rewards, IT infrastructure and T-shaped skills. The inhibitors of knowledge management are centralisation and kiasu-ism. Another variable - formalisation has both positive and negative effects on knowledge management as it acts as an inhibitor to the socialisation knowledge creation process but acts as a facilitator to the other three knowledge processes. This research also found that all four knowledge processes - socialisation, externalisation, combination and internalisation are being used by all cases to create knowledge with preference given to socialisation and combination. In addition, knowledge management is found to positively affect the organisations’ competitive advantage, organisational efficiency, maximising organisational potential and effective management of knowledge assets. Further research utilising a quantitative approach to test the theory developed from this study apart from analysing the new variable kiasu-ism and the concept of ba were suggested to better comprehend the practise of knowledge management in Malaysia.

Abstract:

Multinational companies (MNCs) often choose to locate near other MNCs in order to gain advantages from each other. This is one ingredient in creating a cluster, an area composed of companies, institutions and/or organisations, sharing a similar technology or knowledge base with mutual benefits for the cluster participants. Market forces have created the majority of the clusters in the world. Still, governments frequently aim at creating clusters in order to promote regional development and growth. This is the case with the Multimedia Super Corridor (MSC) in Malaysia that was launched in 1996. My purpose with this thesis is to examine if the creation and running of the MSC has had economical benefits for Malaysia and to examine the MSC’s potential to become profitable and productive. The MSC is a new technological area and it is still under construction. The return on investment seems to be negative and the area is dependent on the Malaysian government for its development. The infrastructure, political and economical factors seem, according to my analysis, to be sufficient for creating the MSC. However, the low level of human resource is a problem for the cluster. Furthermore, Malaysia’s comparative advantage does not seem to be in high-technology production but rather in high-quality manufacturing. Even though the MSC is unlikely to develop into a world leading high-technology cluster, it can help to transfer Malaysia into a new phase of development.

Abstract:
This thesis investigates how operating in a policy-driven industrial cluster built from scratch by policymakers affects the internationalisation of firms. Following the success of well-known clusters like Silicon Valley, policymakers in many countries often seek to replicate these examples, anticipating the offset of various advantages as a result. One of the main perceived externalities associated with developing an industrial cluster is that it can potentially provide a foundation for enhancing firm internationalisation. However, extant literature has not adequately addressed whether and how a policy-driven industrial cluster affects the international growth of firms. In fact, research examining the impact on internationalisation of clusters as a whole, whether policy-driven or otherwise, is relatively scant, despite the importance of locational factors in International Business (IB) research, as stipulated by the eminent John Dunning, among others. The purpose of this research, therefore, is to generate fresh insights and understanding into how operating in a policy-driven industrial cluster impinges on firm internationalisation. The context of the study is the case of Malaysia's Multimedia Super Corridor (MSC). This case was selected for two key reasons. Firstly, it fits with the definition of a policy-driven industrial cluster, namely that its birth was the result of the direct actions of policymakers, and secondly, one of its primary objectives is to enhance firm internationalisation, which makes it a highly suitable case to examine.The research adopts the interpretivist paradigm, with an embedded single-case study deemed the most appropriate methodology for responding to the research question. Multiple sources of evidence were employed, with the primary focus being on personal interviews with key managers in 10 firms, and representatives from the MSC cluster and a private organisation that works to support firms and entrepreneurs in the cluster. The findings suggest that the impacts of a policy-driven cluster on internationalisation are largely associated with marketing and financial support from policymakers, rather than deriving from the geographic co-location of actors, as suggested by much of the existing literature on 'organic' clusters. The key contributions of the research are grounded in the fact that it focuses on internationalisation within a particular context (a policy-driven cluster) which, as noted, has been largely overlooked by IB scholars. In particular, fresh insight has been gained into some of the potential motivations behind firms joining such clusters, and the nature of their impact on internationalisation. The study also stresses various important implications that emerge for practitioners and policymakers. The thesis concludes by highlighting the limitations of the study and offers some suggestions for future related research.

This thesis pays particular attention to the management of knowledge workers in the local context. Using a survey questionnaire and an in-depth semi-structured interview, an investigation of knowledge workers was carried out based on three main perspectives, namely knowledge management, human resource management and the government development agency. The empirical focus is the Multimedia Super Corridor (MSC) status companies in Malaysia. By examining 171 usable responses to self-administered questionnaires and in-depth semi- structured interviews with 78 knowledge workers, the findings from the study are analysed to answer the following research questions: How do knowledge workers perceive the current definition of "knowledge workers" by the Multimedia Development Corporation (MDC) and what are their opinions on being classified as knowledge workers; How do knowledge workers perceive the current practices and the movement towards the importance and actual implementation of knowledge management in Malaysia; What are the factors affecting the successful implementation of knowledge management in Malaysia; What is the role of human resource management in managing knowledge workers and lielping knowledge management to meet its objectives to achieve competitive advantage; Finally, what is the role of the government development agency in ensuring the successful implementation of knowledge management in Malaysia. Several key findings are derived from this study, including opinions of agreement and disagreement with the definition of "knowledge workers". This then leads to the development of several alternative definitions of knowledge workers, which may further assist the Malaysian government in providing the real picture of the current needs of knowledge workers. It has also been found that knowledge workers have distinctive characteristics. They look for challenges, prefer freedom, like flexible hours, dislike hierarchical structures and are in great demand, frequently being "head-hunted". This information is very useful in producing competitive programmes and upgrading and supporting policy plans for human resource management, as well as for successful knowledge management implementation. Furthermore, even though MSC companies are considered to be high tech and knowledge-based, knowledge management is still in its infancy or in some cases non-existent. However, there are positive attitudes towards the importance of having knowledge management within companies to enable them to leverage their knowledge effectively. Most significantly, this study also indicates the relationship between knowledge management and human resource management. It has been revealed that the techniques of knowledge management are not sufficient without the support of appropriate human resource management practices. For example, it supports processes of knowledge transfer by creating a supportive organisational context and helps companies to retain staff and avoid high labour turnover. Finally, this thesis concludes that the current practice of human resource management could be improved and/or adjusted in order to become more compatible with the expectations of the current Malaysian high-tech industry.

Malaysia is a transition economic country that aims to be a developed country by 2020. In realising this mission (Vision 2020), the cluster concept has been an interest and adopted by the central authorities. There are few years ahead to reach the targeted year and it interest of this study to investigate the relevant development on its own engineered cluster of the Multimedia Super Corridor (MSC) that was put forward on the success of Silicon Valley in the US. This thesis focuses on the development of the MSC cluster in the Malaysia context. It examines and measures the state of the cluster, the role played by its core actors (from Triple Helix perspective) and their relationship in the MSC. The role of collaboration has been used to measure the relationship among actors with the key determinants of cluster formation. A mixed data collection method was used to answer the research question and objectives involved. A conceptual model for analysing the MSC cluster is proposed, bringing together insights from the literature on clusters, role of actors, collaborative relationship and the complex systems of innovation approach. This conceptual model uncover the weaknesses of social dimension (social infrastructure) in Porter’s diamond model and the general approach of Triple Helix model in the cluster development. The cluster lifecycle model is used to add the depth to the analysis on the condition of cluster development.

This chapter identifies Multimedia Super Corridor as the most important initiative and a key driver to global Information Communications Technology development as well as the major contributor to Small and Medium Enterprises establishment in Malaysia. In addition, it outlines the significant contribution of Small and Medium Enterprises to the economic growth in Malaysia, and finally identifies business incubators as a support mechanism to accelerate the SMEs success, especially the start-up firms. E-government is a flagship application of the Malaysian Multimedia Super Corridor project, with the aim to reinvent government and bring about changes to the society in order to push forward into the information era. In this context, government services are believed to be more efficient and effective. Furthermore, improved service levels should be the focus of this reinvention. At the same time, surveillance is used in homes, offices and public areas (i.e. the government over its citizens). E-surveillance with invisible, visible, semi-concealed cameras and sensors is embedded everywhere in all corners of society. This situation has destroyed people's privacy even though the main purpose of having electronic surveillance is for security and safety purposes. This chapter discusses e-government and surveillance adaptation, and the ethical issues such as privacy and confidentiality, and personal data protection. Then it proposes a conceptual framework for understanding ‘e-government-e-surveillance-ethical issues', and last with the conclusion.

Abstract:
Since the early 1990s the government has emphasised the information and communication technology (ICT) sector as a new engine of growth and development. The Multimedia Super Corridor (MSC) which was developed in 1996 was regarded as a main vehichle and catalyst for ICT sector development. Since there were many new institutions established by the government, it some how had complicated and decreased efficiency in expanding the industry. ICT related courses at public and private institutions were not developed well enough to meet the market demand. Consequently, the human factor, which was a major component for ICT development, was not fully utilised in research and development, therefore reliance on foreign technology remained a critical issue. These have slowed the progress of ICT development. This paper will discuss the ICT sector development policy in a broad view and try to analyse critically to what extent the development of ICT sector has contributed to economic development in Malaysia.

Abstract:
Governments are seeking to benefit from information technology by incorporating various government services online for the benefits of the citizen. The Malaysian government as part of its Multimedia Super Corridor (MSC) project introduced e-filing in 2006, which is the process of filing taxes using the Internet as one of the e-government services. This is an exploratory study to model the determinants of intention to use an Internet tax filing system. The authors used 4 variables as predictors or intention to use which were perceived usefulness, perceived ease of use, perceived risk, and facilitating condition. Data was collected from 100 respondents using non probability purposive sampling via a structured questionnaire. As hypothesized, perceived ease of use, perceived usefulness, and facilitating condition were positively related to intention to use. The findings show that perceived usefulness has the strongest influence on intention to use (ß = 0.341), followed by perceived ease of use (ß = 0.278) and facilitating condition (ß = 0.234). As hypothesized, perceived risk was negatively related (ß =-0.223) to intention to use indicating that users are concerned by the risk involved in filing taxes online. The regression results show that the four variables can explain 52.2% of the variation in intention to use which indicates good explanatory power. Understanding these factors can extend the knowledge, which can lead to better planning and implementation of e-Filing in Malaysia.
