Abstract:
Construction companies execute many projects simultaneously. In such situations, the performance of one project may influence the others positively or negatively. Construction professionals face difficulties in managing multiple projects in limited resource situations. The purpose of this study is to identify the problems in multiproject scheduling from the practitioner’s perspective and to discover current practices under resource unconstrained and constrained settings. The specific objectives are (1) determining the most challenging issues being faced in handling multiproject environment, (2) enumerating the practices adopted in the industry, and finally (3) identifying the practitioners' perceptions on the multiproject scheduling aspects such as network modeling approaches; activity execution modes; concept of sharing, dedicating, and substituting resources; centralized and decentralized decision-making models; solution approaches; and tools and techniques. An online questionnaire survey was conducted to address the objectives above. The top challenging issues in managing multiproject environment are identified. Factor analysis identified the factors by grouping the variables (a) decision-related, (b) project environment-related, (c) project management-related, and (d) organization-related factors. Resource-unconstrained situation mainly faces the issue of underutilization and wastage of resources leading to lower profit realization. The following findings were identified to overcome the unconstrained resource situation such as identifying the work front, adopting pull planning approach, creating a common resource pool, and allotting it on a rental basis. On the contrary, resource-constrained situation faces the issues of prioritization of resources, coordination, communication, collaboration, quality issues, and rework. The findings suggest the strategies such as top-up via subcontracting, proactive pull planning, introducing buffers, training the culture of the organization towards better communication, coordination, and collaboration, to improve the reliability of achieving baseline project performances. Various multiproject aspects suggested for effective management. The identified problems, practices, and various multiproject aspects are expected to contribute better management of multiproject resource unconstrained and constrained project scheduling.

Abstract:
In 1997, Eliyahu Goldratt proposed a method called critical chain project management (CCPM) to minimize the inefficiencies identified in traditional project management. The project management community accepted the proposed method as a viable alternative. However, to allow its implementation with a multiproject system, more research was necessary. Seeking to identify the key factors that influence the performance of the multiproject system applying the CCPM method, we performed a case study. Logistic regression analysis showed that applying the CCPM method in a multiproject system allows for better time estimation of activities and facilitates the allocation of critical resources.

Abstract:
Previous research has shown that sensemaking structures within organizations are not only present, but vital in project settings. Informal individually produced sensemaking structures, such as task lists, are a mean to formulate ones' own project work into individual actions. These have shown to be essential, but some drawbacks have also been shown to exist. However, the lens has previously been mainly on the individual level, and organizational implications have got little attention in research. This study aims to explore projects' implications when such individual structures are dominant in the process. To do so, the reasons for production of said structures are analysed as well as the source of them. As a mean to identify such implications, a qualitative single-case study was performed at a Swedish consultancy company, where in total 16 interviews were held with employees at various positions and hierarchical levels. As expected, sensemaking structures were widely used in several formats, produced both for individual and collective purposes. The study further reveals that depending on the source of inspiration for the task lists, there is a risk that multiple views of the projects' goal are formed, which in turn affects the projects' progress. Also, the responsibility of the project leaders was shown to be of importance as a mean to minimize individual prioritization and instead build a uniform perception of projects' priorities, thus through communication and transparency. As the study finds a clear connection between individuals' sensemaking structures and organizational implications, further and more broad research on sensemaking structures through an organizational lens is suggested.
Tidigare forskning visar på att meningsskapande strukturer [eng: sensemaking structures] i organisationer existerar och håller en avgörande del i projektsammanhang. Informella individuella strukturer, så som uppgiftslistor, används och produceras för att bryta ner projektarbetet till mindre uppgifter. Dessa strukturer har visat sig vara av stor betydelse, men nackdelar har även visat sig förekomma. Tidigare forskning har huvudsakligen fokuserats kring individen, men mindre uppmärksamhet har lagts på organisatoriska aspekter. Denna studie syftar till att utforska de konsekvenser projekt kan erhålla då individuella strukturer är dominanta i projektarbetet. I ett försök att finna dessa konsekvenser så har både skälen till produktionen av dessa strukturer samt dess källa analyserats. För att identifiera dessa konsekvenser har en kvalitativ fallstudie utförts på ett svenskt konsultföretag, där resultatet samlades in genom att intervjua 16 anställda verksamma på olika positioner och hierarkiska nivåer. Användandet av meningsskapande strukturer var som väntat stort, då syftet till dess användning både var individuellt och kollektivt. Studien visar att källan till de individuella listorna skiljer sig åt,vilket bidrar till risken att det formas flertalet synsätt på projektets mål, vilket i sin tur påverkar projektets utveckling. Projektledarens ansvar att kommunicera och vara transparent har visat sig vara av betydelse i syfte att minimera individuella prioriteringar och därav bör det byggas en mer enhetlig syn på projektets prioriteringar. Då författarna av studien finner tydliga kopplingar mellan individuella meningsskapande strukturer och organisatoriska implikationer föreslås vidare forskning på meningsskapande processer genom en organisatorisk lins.

Complexity has been identified, in both literature and practice, as a critical project characteristic that needs to be managed to improve project delivery. Many authors have argued that complexity accounts for some of the delays and cost overruns experienced on projects. Within the construction industry, there has been a shift from procuring many, but smaller projects by clients, to few but large contracts, in response to the demand for more integration and one-stop responsibility. The characteristics of such projects have been found to be interdependent, non-linear, dynamic and uncertain. Project management approaches to managing complex projects, have been based on classical Newtonian principles which are linear, mechanistic and reductionist in nature, but do not reflect accurately the reality of delivering such projects in multiproject environments. As yet, no study has conceptualised, operationalized nor tested a model for managing complex construction projects in a multi-project environment by the contractor. This study attempts to fill this gap. Based on a conceptual model, that provided understanding on the actuality of complex projects delivery in multi-project environments, a theoretical framework, based on socio-technical systems, was used to serve as a lens for empirical analysis for the study. Five complex construction projects (being delivered by contractors as part of their multi-project portfolio) were explored. The cases were integrated procurement types, in the form of Design and Build or PFI's. Case-study protocol was used to provide guidance for collecting data, and the framework for investigation and analysis.

Increase in the demand for software, coupled with concerns regarding cost overruns and schedule delays in software development lead experts to believe that the United States will be unable to produce the software it needs. In order to improve their performance, software professionals must first understand the development process. The System Dynamics model of software project management provided a tool for the understanding of a single project. This tool was expanded to model a multiproject environment in which more than one project is managed. Identification and addition of the variables necessary to reflect manpower decisions resulting in-movement between projects and within an organization were effected. This enhancement provided insights onto the allocation of resources to projects and into the optimization of the staffing function.

In a matrix organization, the process of selecting project team members is a collaboration between the functions and the projects. A project’s success or failure does often depend on that collaboration. This thesis work examines the present situation at Saab Gripen Customer Support. The process is examined from four different perspectives: the roles of the functional and the project manager, competence development, behavioural science team roles and the complexity of the projects. The result shows that the roles of the project manager and the functional manager in their collaboration are not properly defined. The communication between the project manager and the functional manager is insufficient. The competence development during the projects is not fully taken advantage of. There is a need to use behavioural science. Recommendations on how the situation can be improved are given. A model is proposed to give guidance in the process of selecting project team members.

This study used action research to study the implementation of Critical Chain methodology in a multi-project environment. It used a medium sized company, which is an original equipment manufacturer, but due to the complexity of the equipment each is executed as a project. This creates a multi-project environment.The object of the research was to find the contributing and inhibiting factors to CC implementation. It further sought to discover improvements in business performance due to CC methodology.The study found resistance to change prevented CC implementation. The resistance to change was supported by incorrect application of CC principles and a false sense that CC is contributing to the business. On business performance improvements it was found that order intake improvements of thirty seven per cent year on year and reduction in lead time of projects due to implementation of CC principles. The latter also opened new markets which strategically benefitted the company.

A presente obra aborda a experiência recente de empresas brasileiras no gerenciamento continuado de ambientes multiprojetos pelo Método da Corrente Crítica, ou CCPM, Critical Chain Path Method, através de um estudo de casos múltiplos, conduzido frente às empresas EMBRAER e EMBRACO. O desenvolvimento do estudo bibliográfico permitiu pontuar as diferenças conceituais de gerenciamento de portfólios, gerenciamento de programas, gerenciamento de projetos e gerenciamento de ambientes multiprojetos, posicionar o CCPM dentro do rol de algoritmos de solução de ambientes multiprojetos e identificar as características que expliquem sua maior difusão no universo da administração de projetos, em detrimento de outras proposições matematicamente até mais robustas que ele. A pesquisa de campo identificou que, dentre as seis práticas preconizadas pela filosofia gerencial Visão Viável para a condução do CCPM, três delas despontam como fatores críticos de sucesso para o gerenciamento de ambientes multiprojetos: reduzindo a multitarefa nociva, planejando e executando. Por fim, os dados coletados evidenciaram que o CCPM traz ganhos quantitativamente significativos ao desempenho do gerenciamento de ambientes multiprojetos, especialmente no que diga respeito ao incremento da capacidade de entrega de projetos (throughput) de um pool de recursos de tamanho constante, e que sua efetiva implementação é impactada pela estrutura organizacional e pela maturidade em administração de projetos da empresa.
The present work discusses the recent experience of Brazilian companies in continued management of multi-project environments by means of Critical Chain Path Method, or CCPM, through a multiple case study conducted on the companies EMBRAER and EMBRACO. The bibliographic study allowed the determination of conceptual differences among portfolio management, program management, project management and multi-project environment management, positioned the CCPM inside the roll of multi-project solution algorithms and identified characteristics that explain its widest adoption in the universe of project management, to the detriment of other propositions, although mathematically even more robust than CCPM itself. The field research identified that, among the six practices advocated by the managerial philosophy Viable Vision for the conduction of CCPM, three of them stand out as critical success factors for managing multi-project environments: reducing harmful multitasking, planning and executing. Finally, the data collected indicated that the CCPM brings significant performance gains to the management of multi-project environments, especially related to the throughput increase of project delivery, considering a constant size pool of resources, and that their effective implementation is impacted by the organizational structure and the maturity in project management of the company.

L’obiettivo dell’elaborato è mostrare come, partendo da una robusta base teorica nelle discipline del Project Management e del Business Process Reengineering, sia possibile ridefinire un sistema di gestione dei progetti (a livello singolo e di aggregato) e sviluppare, presso il personale coinvolto, le competenze necessarie a sostenere autonomamente ed a migliorare il sistema così creato. La reingegnerizzazione della progettazione nell’azienda in esame si è sviluppata nell’arco di un quadriennio: nel 2010 è stata concretizzata la prima release dei processi di gestione del progetto singolo e dell’aggregato, nel 2011 è maturata la seconda release, mentre nel biennio 2012-2013 si sono “congelati” i risultati ottenuti e si è sviluppata l’autonomia dei Project Manager interni e del Project Management Office. Dall’analisi è emersa l’importanza di un solido approccio metodologico negli interventi di innovazione organizzativa.

La dissertazione affronterà il tema del controllo qualità nei progetti, applicando conoscenze, tecniche e strumenti propri del Project e del Multiproject Management. L’analisi partirà svolgendo, nel primo capitolo, considerazioni introduttive riguardo le due discipline citate. Lo scopo ultimo sarà quello di elaborare un sistema di controllo integrato della qualità, indirizzato principalmente al Project Management che è presente in una qualsiasi organizzazione che opera per progetti. Nel secondo capitolo verrà illustrato il metodo denominato Multidimensional Project control System sul quale il modello sviluppato in seguito si basa. La progettazione di un sistema di controllo è una parte importante dello sforzo di gestione di un progetto. Tale sistema è basato su una serie di obiettivi di progetto e sulla loro importanza relativa e fonda la sua natura su una sistematica valutazione in corso d’opera dello stato di conformità del progetto, sia a livello di processo che a livello di output. Nel capitolo conclusivo si affronta l’obiettivo principale di questo elaborato. Sono stati forniti dati e documenti dall’azienda Despar Italia c.r.l. ed è stato chiesto di sviluppare un metodo di controllo che il Project Management potesse utilizzare per implementare un processo di verifica della qualità di progetto. Viene quindi descritta l’azienda, come il Management pianifica, gestisce e controlla i progetti e quali necessità devono essere soddisfatte. Si procede poi con l’illustrazione e spiegazione del metodo sviluppato, chiarito da un esempio esplicativo. L’elaborato si concluderà con delle riflessioni finali, proponendo critiche e spunti per eventuali sviluppi futuri.
