Abstract:
Professor John Mulvaney, pioneer and champion of Australian archaeology, offers us some reflections from the vantage point of his eightieth year. On his retirement 20 years ago Antiquity was glad to publish his Retrospect (Mulvaney 1986), in which he described his awakening interest in history at Melbourne, his first visit to the Rollright Stones and his fruitful encounters with Gordon Childe, Graham Clark, Glyn Daniel, Mortimer Wheeler and many other great figures of the 50s, 60s and 70s in classrooms at Cambridge and in the field in England and Australia. This paper remains a classic of archaeological history which readers will find in our electronic archive (at http://www.antiquity.ac.uk). It ended with his (victorious) battle for the archaeological heritage of the Franklin River heritage of Tasmania in the early 1980s.Now he reflects on the subsequent decades in which much has changed. Of especial interest to our readers will be Professor Mulvaney's current assessment of the Aboriginal-European discourse and the management of the Australian heritage.

Abstract:
This paper examines the ‘Malay’ community in pre-war Darwin, focusing on those men who were brought to Australia to work in the pearling industry. It considers their status within the community, and questions the degree to which the White Australia policy impinged upon their lives. The tenn ‘Malay’ in this context does not refer to the ‘Malays’ of present-day Malaysia, but rather to the ambiguous colonial construction which was loosely based on notions of ‘racial’ grouping. Adrian Vickers’ study of South-East Asian ‘Malay’ identity points to its multiple forms: the colonial constructions of the British and the Dutch; the existence of non-Muslim Malays; and the many ethnic groups whose identities cut across the national boundaries which form present-day Malaysia and Indonesia and the southern Philippines. In the Australian context, the works of John Mulvaney and Campbell Macknight have examined Macassan contact with northern Aboriginal groups, particularly in the Gulf of Carpentaria. According to Mulvaney, the term ‘Macassan’ was used to refer to the Bugis and Macassan seafarers who came to Australia from southern Sulawesi. He notes, however, that nineteenth-century Europeans, such as French commander Baudin and Matthew Flinders referred to them as ‘Malays’.

It was a quarter of a century ago that ANTIQUITY first announced the ‘Pleistocene colonization of Australia’, when Mulvaney (1964) reported secure dates before 12,000 b.p. from Kenniff Cave, Queensland. The last three years alone have seen dates from New Guinea of around 40,000 b.p., early dates from the offshore islands of the Bismarck Archipelago, and dates from Australia itself that show a rapid colonization of both the arid central desert and cold, wet Tasmania – environments very different from the tropical islands of Southeast Asia, whence the first Australasian populations must surely have come. It is a record with great implications for early settlement elsewhere, most plainly of the American continents.

Six participants between 22 and 42 years old were distributed in 2 groups. Participants in Group 1 were first exposed to a multiple schedule VI 20s-EXT with components of 90 seconds in average. During the VI component, presses on a button produced points exchanged for money at the end of each session. After achieving 0.9 or more in a discrimination index (responses during VI divided by responses during VI plus responses during EXT) for 3 or more consecutive sessions, these participants were exposed to a mixed schedule VI 20s-EXT, with the possibility of emiting responses (OR) on a second button that changed the schedule from mixed to its multiple equivalent for the time the button remained pressed. Group 2 participants were exposed directly to this second condition. Participants of Group 2 achived discrimination indexes higher than 0,9 and Group 1 participants did not achived the criterion. The absence of dircrimination of the responses of Group 1 participants was discussed in terms of relevance of the stimuli produced by the OR and in terms of accidental chaining. All participants exposed to the mix VI EXT with OR produced OR. Two participants emitted OR in a situation where they represented effort economy. All participants produced the stimulus related to EXT in geater or equal frequency and duration than the stimulus related to VI<br>O objetivo desta pesquisa foi analisar situações relacionadas à produção de respostas de observação (RO) emitidas por humanos quando as conseqüências eram a produção de estímulos relacionados a um esquema VI ou a EXT. Seis participantes, com idades entre 22 e 42 anos, foram distribuídos em dois grupos. Os participantes do Grupo 1 foram primeiro expostos a um esquema múltiplo VI 20s-EXT com componentes de 90 segundos em média. Durante os componentes VI, pressões em um botão produziam pontos que eram trocados por dinheiro ao final da sessão. Após atingir um índice de discriminação de 0,9 ou mais (respostas durante VI dividido pela soma das respostas durante VI com as respostas durante EXT) por três ou mais sessões consecutivas, os participantes seriam expostos a um esquema misto VI 20s-EXT, com possibilidade de emissão de respostas (RO) em um segundo botão que mudavam o esquema de misto para seu equivalente em múltiplo pelo tempo que o botão permanecesse pressionado. Os participantes do Grupo 2 foram expostos diretamente a esta segunda condição. Os participantes do Grupo 2 atingiram índices de discriminação maiores que 0,9 e os participantes do Grupo 1 não atingiram este critério. A ausência de discriminação nas respostas dos participantes do Grupo 1 foi discutida em termos da relevância dos estímulos produzidos pela RO e em termos da possibilidade de encadeamento acidental. In November 2017, Cordray announced that he was stepping down. President Trump refused to recognize the Consumer Financial Protection Bureau’s deputy director as the interim leader, appointing one of his cabinet officers, Mick Mulvaney, to the post. Mulvaney, a sharp critic of the bureau, vowed a policy of inaction to slow the pace of enforcement and regulation. The chapter describes Mulvaney’s largely superficial efforts to undermine the bureau, his steps to roll back the payday lending rule, and his transfer of control a year later to the new confirmed director, Kathy Kraninger. It describes how the dynamics of federalism are helping protect consumers even in an era when the bureau has pulled back. And it discusses the bureau’s continuing work—including a further billion-dollar penalty against Wells Fargo for unfair and deceptive practices that greatly harmed consumers—and the importance of leadership in setting the bureau’s course.
