Provincial elections are best described as a typical competition between well established and institutionalized parties, hence providing voters with strong party cues. AbstractNature-based solutions (NBS) such as rainwater gardens and permeable paving can be deployed as an alternative to conventional urban gardens to improve cities’ resilience against increasing rainfall. This study describes the application of an agent-based model (ABM) to assess the role of private gardens toward the enhancement of water management by households. The ABM simulates the process of switching from “gray” (i.e., paved) to green gardens, taking into account the effect of “soft” (garden networks and gardening workshops) and “hard” (monetary) incentives. The ABM is supported by a water balance model to consider the effect of rainfall on soil water retention. Four different cities in Europe were analyzed: Szeged (Hungary), Alcalá de Henares (Spain), Metropolitan city of Milan (Italy), and Çankaya Municipality (Turkey). The results demonstrate that greening private gardens can generate impact on water run-off and catchment in cities in the order of 5–10%, reaching picks up to 20% in certain cases. While the proposed model is not devoid of limitations, the results provide useful insights in the ways different instruments (e.g., municipal subsidies and knowledge support) could assist with the greening of private gardens for NBS promotion to respond to cities’ water management challenges.

This chapter assesses the relationship between international law and municipal law. Though international law deals primarily with inter-State relations, and municipal law addresses relationships between individuals or between individuals and the State, there are many overlapping issues on which both international and national regulation are necessary, such as the environment, trade, and human rights. Though the international legal order asserts its primacy over municipal legislation, it leaves to domestic constitutions the question of how international legal rules should be applied or enforced in municipal orders. Two conflicting doctrines define the relationship between international and municipal legal orders: dualism and monism. Dualism is usually understood as emphasizing the autonomy and distinct nature of municipal legal orders, in which the State is sovereign and supreme. Meanwhile, theories of monism conceive the relationship between international and municipal legal orders as more coherent and in fact unified, their validity deriving from one common source.

It focuses on the events that led to the Baratillo’s relocation to the neighborhood of Tepito, in 1902. Facing the threat of the market’s closure, baratilleros bargained with the municipal government, reaching a compromise to move to Tepito—a location the vendors proposed themselves. The chapter contributes to recent scholarship that revises earlier depictions of the Porfiriato as a monolithic dictatorship, emphasizing instead the multiple ways that Mexico’s government and citizens maintained a tense and unequal peace for more than thirty years.
