This chapter examines the São Paulo Municipal Chamber, focusing on three noise debates in São Paulo, the first two of which involve noise ordinances created in the 1990s, and enforced by the PSIU. The first debate revolves around the Evangelical lawmakers’ attempts to exclude, minimize, or hinder the impact of the noise ordinance on religious services. The second debate focuses on an ordinance that requires bars without acoustic insulation to close at 1:00 a.m.: a demand that faced strong opposition from nightlife businesses. The third debate circles back to the beginning of this article. I describe the recent attempt of a group of acoustic engineers to lobby the city administration for the systematic mapping of traffic noise. For the sound specialists, it is only with such an acoustic map that the municipal government can plan a truly sustainable city.

This chapter compares key ordinances and statutes issued in selected Irish (Dublin, Waterford, Kilkenny) and Prussian (Thorn, Königsberg) cities in the 14th century. In both regions regulations concerned a wide spectrum of issues related to civic security, broadly conceived. The authors identify similar disciplinary ordinances adopted independently of each other in Ireland and Prussia. Statutes and ordinances adopted by municipal governments expressed an intent to shape specific social attitudes, mainly by disciplinary means. They were employed as a tool for legitimising the political and social order of the community, and changes introduced to it. Numerous statutes and ordinances were designed to regulate producers, quality of food products and places of sale. Regional differences relate mainly to the types of goods regulated. Tendencies to control production and trade, to discipline social behaviour and to legitimise the decisions of narrow ruling groups appeared near contemporaneously in these unrelated parts of medieval Europe.

This chapter delves into the production of government broadsheets and pamphlets, focussing on their design, development over time and the municipal and state printers responsible for them. It explores the financial aspect of the production of government print through an examination of municipal account books, which elucidate the rates of pay, the profit margins and the likely size of the market for official print. Reconstructing the actual output of printed ordinances takes centre stage here, as what survives comprises only a fraction of what was originally published. The chapter also investigates the reprinting of ordinances by non-official printers and the broader commercial market for government print. This commercial market has never before been investigated, but this chapter demonstrates that it was substantial, indicating that seeing the law in print was not merely a strategy of communication for the authorities, but a phenomenon driven equally by popular demand.

Japan’s Gender Equality Law was introduced in 1999, followed by the passage of municipal gender equality ordinances throughout the country. A backlash against feminism then occurred as a reaction to the perceived “invasion” of feminism in the local political arena. Based on the author’s long-term fieldwork with anti-feminist conservatives, the chapter discusses the conflicts between feminists and conservatives in local communities, particularly concerning gender equality ordinances in Ube City in Yamaguchi prefecture and Miyakonojō City in Miyazaki Prefecture. These examples demonstrate that the way that gender equality ordinances were introduced and imposed from the center to the periphery, as well as questions of sexual orientation, were the anti-feminists’ prime concerns. The chapter also addresses the recent state of feminism, especially under the ultra-conservative Abe administration, in power since 2012. Both feminist and anti-feminist movements were at a crossroads in the changing landscape of a politically charged Japan since the early 2000s.

This chapter explores the work of the Concerned Latins Organization (CLO), an affiliate with the Industrial Areas Foundation (IAF), to gain municipal employment in East Chicago, Indiana. In the 1970s, Latinas and Latinos organized and advocated for municipal employment, particularly in East Chicago’s Fire Department. Many of the Latino and African American applicants found themselves placed on waitlists for interviews, relegated to low-ranking positions, or unable to pay the exorbitant costs that were part of the application process. The chapter details the multi-pronged effort by the CLO in the streets and the court system, to force the city to pass an affirmative action hiring plan for municipal employment. This occurred at a time when industrial employment began to decrease and was coupled by the desire for the middle-class livelihood that city employment would provide. Influenced by the tactics of Saul Alinsky and the IAF, Latinas and Latinos initiated an avid grassroots campaign to pass city ordinance allowing for the hiring of more underrepresented groups into the city’s workforce. Through analyzing the CLO’s records, local city council meeting minutes, ordinances, newspapers, and court proceedings, this chapter charts the multifaceted organizing devoted to establishing an affirmative action hiring plan. The activists in the streets and the defendants in the courts articulated for their place within the city through their occupation and the opportunities that it held.
