Abstract:
This study applies the hedonic pricing model to property sales in the township areas in Windhoek, the capital city of Namibia, where municipal authorities have pursued a programme of selling plots of land to settlers in order to encourage them into a formalized economic situation. We find that, apart from house quality, access to the central business district, access to marketplaces and access to transportation, environmental quality also has a large impact on property prices. Properties located close to a garbage dump sell at considerable discounts, while properties located close to a combined conservation and recreation area sell at premium prices. The results thus suggest that the hedonic pricing method can be useful for studying townships in developing countries, and that this can help to clarify the importance of environmental factors which are otherwise frequently neglected in town planning for township settlements.

Abstract:
Over the last three decades, Windhoek, Namibia has grown substantially. In line with the general urban growth, Windhoek’s informal settlements have expanded, making it ever more pressing to secure basic services and suitable housing for residents of these settlements. This paper, drawing from the author’s PhD completed at the University of Manchester in 2013, documents how one social movement, the Shack Dwellers Federation of Namibia (SDFN), has challenged and collaborated with the City of Windhoek to improve living conditions. The analysis draws on varied data sources – including extensive interviews with government and federation representatives, the SDFN’s own data, and maps showing the spatial transformation of the city – to trace the recent history of co-production in Windhoek. The continuing marginalization of the city’s informal settlement dwellers points to a need for reimagining Windhoek’s residential development and integrating this into planning, as well as working with social movements like the SDFN to ensure that reforms are grounded in local realities and reflect the aspirations of those on the city’s northwest fringe.

Abstract:
This study examined the modes of handling of generated excess household solid wastes and attitude towards illegal disposal in Katutura township in Windhoek, Namibia. This was particu- larly significant because the capital city, Windhoek was once the cleanest city in Africa. Hence, the study aimed at generating data that would be of benefit to the local municipality towards review of waste management operational strategies and applicable local byelaw especially in this densely populated low-income township. A mixed method of qualitative (observational) and quantitative survey through the use of questionnaire was adopted. Presented data was based on a total of two hundred and thirty-four (234) respondents. Results showed that 46.6% of respondents were between the ages of 21-30 (43.7%) and employed with a 92.3% literacy level. About 66.7% were well aware of the concept of waste management and possessed the knowledge (94%) of its implementation. Majority of respondents (70.9%) generate wastes with- in the 240L waste bin volume per week while those that generate excess handle the wastes in several ways. About 44.3% place excess wastes beside the bin before municipal collection while a combination of 46.4% engage in different forms of illegal disposal. Ironically, about 77.8% of respondents were aware of what constitutes illegal waste disposal. A good number of respondents (62.1%) were satisfied with the municipal waste management. Suggestions on further improvements were however provided. Of great concern in this study was the apathetic attitude (50.4%) of respondents towards the illegal waste disposal practices. This might be contributing factor towards the loss of cleanliness ranking by the city.

Abstract:
Background: Patients’ satisfaction is important in healthcare services. It can be an indicator of quality of services in a hospital. The study aims to determine the customers’ satisfaction of the Occupational Therapy Services at Katutura State Hospital in Windhoek. Methods: The research design was a mixed approach - quantitative and qualitative. Questionnaires and interviews were used to collect data. The statistical package for the social sciences software version 23 was used to analyse data. Results: Results of the study showed that occupational therapy patients at Katutura State Hospital are satisfied with the quality of service. However, the service was not superior. Perceived quality mean of the service was 5.51 while the desired quality of service was 9.45. Out of the three dimensions; quality of care, physical environment and occupational therapy services, patients were mostly satisfied with quality of care with the adequacy mean of 1.02 and least satisfied with the physical environment which had an adequacy mean of 0.31. Patients were not satisfied with the cleanliness, ventilation, privacy, lighting, waiting time, consent before treatment and follow up of patients. Conclusions: The study shows that the occupational therapy patients at Katutura State Hospital are slightly satisfied with the services although there are some other factors they are dissatisfied with. The occupational therapy department is recommended to develop consent forms, improve on waiting time and keeping appointments. The physical environment also needs to be improved in order to increase the patients` satisfaction rate.

Setting appropriate prices, as one of the most versatile tools of demand management, is increasingly being promoted to send out the proper signal that water is a valuable resource and should be used accordingly, especially where resources are limited. Setting prices is also critical to assure affordable access by lower-income households. The price-setting process, within the government's existing legal framework, given the challenge of growing water scarcity and skewed income distribution in Windhoek (capital of Namibia), is explored in this paper. Based on fieldwork undertaken in Namibia, the paper considers policies relevant to the price-setting process; the cost of service provision; affordability of services and perceptions about the benefits of a future economic regulatory system. The researchers found that the price-setting process, although successful relative to many lower-income countries, could be improved with respect to transparency of decision-making and clarity regarding the incorporation of the interests and needs of various stakeholders. Respondents saw the need for a more autonomous level of economic regulation in order to ensure sustainability of improved urban water and sanitation services for all in Namibia.

Abstract:
Public transport efficiency is critical for any economy as it directly impacts on a country's ability to provide efficient and effective movement of goods and services. Given the importance of the rail sector to the Namibian economy, this study assesses consumer perceptions of and satisfaction with the rail transport services in Namibia. A total of 75 questionnaires were collected from participants in Windhoek. The data was analysed using SPSS version 25. Factor analysis (FA) through principal components analysis (PCA) was used to assess the underlying structure of the components, and the reliability and validity were assessed through Cronbach's alpha coefficients. The study concluded that the Namibian consumers' perception of or attitude towards the Namibian rail services is a function of several factors including service quality and price. The findings are deemed important for socio-economic and marketing decision making.

Abstract:
<p>The School of Nursing and Public Health conducted an annual health day at the main campus in Windhoek. The clinic on campus was not operational, at this time. This service is much appreciated by students and staff. The Community Health Nursing lecturers and second year diploma students participated in the Health day. The services that were rendered included blood pressure; weight and height and body mass index; blood-glucose test; eye test; neck massage. Health education on HIV/AIDS and cancer prevention was given to those who took part. The health day targeted non-communicable diseases (NCD) in order to promote prevention strategies. NCD is a medical condition or disease that can be defined as non-infectious and non-transmissible among people. It is further described as chronic diseases which last for long periods of time and progress slowly. Sometimes, NCDs result in rapid deaths as seen in certain types of diseases such as autoimmune diseases, heart diseases, stroke, most cancers, asthma, diabetes, chronic kidney disease, osteoporosis, Alzheimer's disease, cataracts, and many more (World Health Organization (WHO).</p><p><strong>Aim:</strong> The health day was done to promote and to provide necessary information and to raise awareness to students and staff on their health and on how to prevent non –communicable diseases.</p><p><strong>Method:</strong> No actual research was done.</p><p><strong>Results:</strong> Data analysis was done based on the findings from the users of the service. The total number of the people who used the blood pressure service were 161. Of which 38 were found to have high blood pressure while 10 were found with low blood pressure and were advised to visit the hospital or clinic and 113 had normal blood pressure. Many people, who were detected with high blood pressure, or hypertension, had no idea of having it. The people who came for weight were 130 out of which 63 had normal weight, 32 were overweight, 16 were obese, and 15 were underweight. Health education was given on nutrition, specifically on balance diet. 20 people were found with high blood-glucose level ranging between 7-21.8 mml. Total number of people who attend eye test were 63 of which 4 had poor vision and were referred to eye clinic. Neck massage attracted many people, and they enjoyed it.</p><p><strong>Conclusion:</strong> The results of health day indicated the need of such services in order to detect abnormalities and to improve the knowledge and understanding of the community members on non-communicable diseases and how to prevent them.</p>

Orientation: Service delivering organisations are required to deliver quality services. It is of utmost importance to improve employees’ satisfaction with life which is consistent with an organisation’s effectiveness and efficiency.Research purpose: This study investigated the impact of psychological capital (PsyCap) and general health on the satisfaction with life of employees of a parastatal and police officers in Windhoek, Namibia.Motivation for the study: Poor service delivery and little regard for customer service are a result of unhealthy and dissatisfied employees spiralling into poor service delivery and customer dissatisfaction.Research approach, design and method: A quantitative research approach (questionnaire) was used to collect data on the biographical details, PsyCap, general health and employees’ satisfaction with life. The sample consisted of (n = 129) employees from a parastatal and (n = 152) employees of the Namibian Police Force.Main findings: Psychological capital reported a positive relationship with satisfaction with life. General health reported a negative relationship with satisfaction with life. Hope and social dysfunction were found to be significant predictors of satisfaction with life.Practical and managerial implications: Offering praise and recognition to hardworking employees enhances their self-efficacy, making them want to take on more challenging tasks while getting the needed guidance. Implementing stress management or wellness programmes helps employees cope better with job demands and improves employees’ general health.Contribution or value-add: Based on the literature, this is the first study carried out in Namibia on this topic, and it adds to existing knowledge within the customer service industry and paves the way for future researchers. This study will assist organisations in developing interventions aimed at keeping employees satisfied with life.

Orientation: Working in the service industry with similar products and services requires organisations to be proactive and efficient. Enhancing employees’ levels of organisational justice is likely to influence job satisfaction and employee engagement.Research purpose: The purpose of this study was to investigate the dimensions of organisational justice that best predict job satisfaction and employee engagement among employees in Windhoek, Namibia.Motivation for the study: Poor service delivery is a concern within the service industry and this includes the banks and universities that operate in Windhoek. Having engaged employees is most likely going to improve the quality of service and customer satisfaction.Research approach/design and method: A cross-sectional survey design was used, employing a questionnaire to collect data on the biographical details, organisational justice, job satisfaction and employee engagement of employees at a bank and university in Windhoek. The sample consisted of employees from a bank, Bank A (n = 106), and administrative staff at a university (n = 97).Main findings: Significant predictors of employee engagement (work energy) were interpersonal organisational justice and intrinsic job satisfaction. Regarding employee engagement (work focus), intrinsic job satisfaction and extrinsic job satisfaction were the significant predictors.Practical/managerial implications: Managers and supervisors need to regularly assess, monitor and enhance employees’ perception of organisational justice, job satisfaction and employee engagement. Improving organisational justice within the workplace is likely to result in an increase in job satisfaction and employee engagement, resulting in increased productivity and customer satisfaction.Contribution/value-add: The novelty of this study in Namibia will add to already existing knowledge within industrial and organisational psychology, pave the way for future research and guide the development of interventions aimed at keeping employees satisfied and engaged in their work.

Theses (MDF)--Stellenbosch University, 2013.<br>ENGLISH ABSTRACT: Public Private Partnerships (PPPs) capitalise on the distinctive advantage of the private sector’s capacity and experience in providing public infrastructure and services. This collaborative arrangement pools the resources and strengths of each partner in order to attain the anticipated project objectives. Municipalities are faced with a number of challenges; among them the consistent increase in urban population growth and resource constraints. This then inhibits infrastructure provision and puts pressure on the public institution to deliver basic services such as water and sanitation, and solid waste disposal. In light of this, private sector participation can enhance urban development through capacity building and delivery of the necessary infrastructure and services. This study examined the performance of an operation and maintenance PPP project in the area of solid waste management in the Municipality of Windhoek. More specifically, it assessed the extent to which this particular project has contributed to infrastructure development and service delivery at the municipal level, the factors that contributed to the success of the PPP arrangement, the lessons that can be learnt from, and the challenges associated with such an undertaking. By applying a case study methodology and utilising typical performance indicators of a PPP, the author attempted to determine the effectiveness of this PPP project. The study revealed that engaging a competent private sector partner can be an effective way of delivering critical services needed for attaining the desired goal. On the other hand, the study found that a lack of explicit quantitative targets and/or deliverables incorporated in the contract agreement makes it difficult to assess and measure the performance of the project. Furthermore, the study discovered the importance of clearly identifying, prioritising and apportioning all risks associated with the project at the time of contract formulation to avoid any undesirable consequences such as non-compliance, which can lead to penalties for the contracted partner. The study observed that the factors contributing to the success of the project were the keen interest of both partners in the long-term sustainability of the project, the presence of an experienced contractor, and having clear monitoring mechanisms in place.

Thesis (MPhil)--Stellenbosch University, 2006.<br>ENGLISH ABSTRACT: Urbanisation is a complex phenomenon and is a trend witnessed across the globe. Africa particularly has been experiencing the world’s most rapid rate of urbanization and cities are faced with the resulting pressure on natural resources. Water is one of the resources under pressure and the provision thereof is complicated by the deteriorating quality and quantity thereof. This study takes a brief look at the water situation in a water scarce region in Africa and concentrates on the urban water supply sector. It takes an in depth look at the measures used to secure water supply to a city in this very dry part of the world. The area under study is Windhoek, the capital of Namibia, situated in the southwestern corner of Africa. Namibia is the driest country in Sub-Saharan Africa and is characterised by a semi-arid nature, which results in a very hot and dry climate with erratic rainfall patterns. Windhoek has a low average rainfall associated with very high evaporation rates. No permanent water bodies exist near the city and the bulk of Windhoek’s water supply comes from storage dams quite a distance from the capital. Most of these sources of supply have been developed and are nearing the limit of their potential. A desperate need therefore exists to develop reliable additional water resources to secure the water supply especially during periods of prolonged drought. The case study gives examples of the initiatives taken by water authorities to improve the security of supply and keep up with the growing demand in the city. These initiatives include a dual pipe system for the distribution of semi-purified sewage for irrigation, reclamation of domestic sewerage, aquifer recharge and the implementation of Water Demand Management principles. An analysis of the most efficient and cost-effective means of supply augmentation namely aquifer recharge, have been balanced against the potential water savings of Water Demand Management in the city. The study also takes a brief look at the principles of Integrated Water Resource Management and how it is incorporated in the strategies used to augment supply to the city. The research found aquifer recharge as the most efficient and cost-effective means to augment supply to the city and together with Water Demand Management creates an approach complying with the goals of Integrated Water Resource management. The study concludes by identifying gaps in demand management in the city. It also suggests relevant recommendations on how to increase the effectiveness of Water Demand management.<br>AFRIKAANSE OPSOMMING: Verstedeliking is ‘n komplekse verskynsel en ‘n tendens wat regoor die wêreld voorkom. Die hoogste voorkoms van verstedeliking vind in Afrika plaas wat groot druk plaas op die natuurlike hulpbronne van stede. Water is een van die hulpbronne onder druk en die voorsiening daarvan word bemoeilik deur die verswakking van die kwaliteit en die beskikbaarheid daarvan. Hierdie studie konsentreer op die watersituasie in ‘n waterskaars streek in Afrika en die stedelike watervoorsieningssektor. Dit behels ‘n in diepte ondersoek na metodes wat gebruik word om die watervoorraad van die stad te verseker in hierdie droogte gesteisterd deel van die wêreld. Die gebied onder bespreking is Windhoek, die hoofstad van Namibië, wat geleë is in die Suidwestelike deel van Afrika. Namibië is die droogste land in die Sub-Saharastreek en word gekenmerk deur gereelde droogtes met ‘n gepaardgaande warm droë klimaat en onreëlmatige reënvalpatrone. Windhoek word gekenmerk deur ‘n lae gemiddelde reënval met ‘n baie hoë verdampingstempo. Geen permanente waterbronne kom in die nabyheid van die stad voor nie en die watervoorraad word gestoor in opgaardamme wat redelik ver van die hoofstad geleë is. Hierdie voorsieningsbronne is voortdurend in gebruik en die voorraad is beperk. Daar onstaan dus ‘n dringende behoefte aan betroubare bykomende waterbronne om voortdurende voorsiening aan die stad te verseker veral gedurende aanhoudende droogtes. Die gevallestudie konsentreer op voorbeelde en inisiatiewe wat deur die Water Owerhede geneem word om die voorsiening van water, aan die immergroeiende behoeftes van die stad te verbeter en te verseker. Hierdie pogings sluit in,‘n dubbele pyplynsisteem vir die verspreiding van halfgesuiwerde rioolwater vir besproeiingsdoeleindes, herwinning van huishoudelike rioolwater, herlaai van ondergrondse watervoorraad en die implimentering van wateraanvraag bestuursmaatreëls. Die geskiktste en mees koste-effektiewe metode van verhoogde watervoorsiening naamlik die herlaai van ondergrondse waterbronne, is ontleed, en die voordele opgeweeg teen die potensiële waterbesparing deur die Bestuur van Wateraanvraag in die stad. Daar is ook kortliks gekyk na die beginsels van Geintigreerde Water Bronne Bestuur en hoe dit by bestaande strategieë ingelyf is om uitbreiding van voorsiening aan die stad te verseker. Die navorsing het bevind dat die herlaai van ondergrondse waterbronne as die geskikste en mees koste-effektiewe metode beskou kan word om die verhoogde aanvraag van die stad die hoof te bied. Die studie word afgesluit deur die tekortkominge in die Water Aanvraagbestuur van die stad te identifiseer. Relevante aanbevelings word gemaak van hoe om die effektiwiteit van hierdie betrokke strategie te verbeter.

Thesis (MPhil)--Stellenbosch University, 2013.<br>ENGLISH ABSTRACT: Health statistics on adolescents in Namibia indaicate high incidences of teenage unwanted pregnancies, unsafe abortions, baby dumping, maternal ill health, early marriages and STIs including HIV. These are indicators of underutilisation of adolescent friendly health services (AFHS) by adolescents as education on these problems are covered in it. Although Government has made some strides to esure implementation starts, there is a recognisable lack of its adoption by health workers. The aim of this study was to establish the reasons for the slow adoption of AFHS practices by health workers at Katutura Health Centre. A quantitative non-experimental cross-sectional descriprive research approach was used in this study. Evidence using both primary data collected in the field through self-administered semi-structured questionnaires (with both open and closed questions) and secondary data collected in the literature review was employed . A census of the entire population of health workers was prefered over sampling. A total of 56 health workers accepted to participate in the study and the questionnaire, 46 of which returned it within a stipulated three weeks data collection period. Descriptive statistics was utilised together with frequencies, mean and basic collection. Eighty two percent of the sample participated in the study of which 67% respondents were female and 33% were male. The majority of the respondents (78.3%) had tertiary education. The results indicated: AFHS were not known to the majority of health workers; there is slow adoption of AFHS; and the programme introduction could have been done better. Factors significantly associated with adoption of AFHS are knowledge of such services, sex, level of education, job position, work experience and effective implementation of the programme. A probability value of p<0.05 was adopted. The programme is well appreciated despite concerns of lack of training and proper implementation. Key recommendations were on staff recruitment, retention and training of health workers; creation of space for implementing AFHS and marketing the programme. The system is in place, what is left is to tighten some loose ends and programme is up and running.<br>AFRIKAANSE OPSOMMING: Gesondheid statistieke oor die jeug in Namibië verwys na hoë voorkoms van ongewenste tiener swangerskappe en onveilige aborsies, weg gooi van babas, swak moederlike gesondheid, vroeë huwelike en seksueel oordraagbare siektes, insluitend MIV. Dit is aanwysers van die onderbenutting van jeug vriendelike gesondheidsdienste (AFHS) deur die jeug, as die onderwys op hierdie probleme gedek word. Hoewel die regering 'n paar implementerings begin het, is daar 'n beduidende gebrek van aanneming deur gesondheidswerkers. Die doel van hierdie studie was om die redes vas te stel vir die stadige aanvaarding van AFHS praktyke deur gesondheidswerkers by Katutura Gesondheids Sentrum. 'n Kwantitatiewe, nie-eksperimentele navorsingsbenadering is gebruik in hierdie studie. Bewyse uit beide primêre data wat ingesamel is in die veld deur middel van self-geadministreerde semi-gestruktureerde vraelyste (met beide oop en geslote vrae) en sekondêre data wat ingesamel is in die literatuuroorsig was gebruik. 'n Sensus van die hele bevolking van gesondheidswerkers is verkies in plaas van steekproefneming. 'n Totaal van 56 gesondheidswerkers het aanvaar om deel te neem aan die studie en die vraelys, waarvan 46 teruggedien is binne die vasgestelde tydperk van drie weke se data-invorderingstermyn. Beskrywende statistiek is gebruik saam met frekwensies, gemiddelde en basiese versameling. Tagtig en twee persent van die steekproef het deelgeneem aan die studie, waarvan 67% respondente vroulik en 33% manlik was. Die meerderheid van die respondente (78,3%) het tersiêre opleiding. Die resultate het aangedui: AFHS is nie bekend aan die meeste van gesondheidswerkers nie, en daar is stadige aanneming van AFHS; en die program inleiding kon beter gedoen gewees het. Faktore wat beduidend verband hou met die aanneming van AFHS is kennis van sodanige dienste, geslag, vlak van onderwys, werk posisie, werkervaring en doeltreffende implementering van die program. 'n Waarskynlikheid waarde van p <0,05 is aangeneem. Die program is goed waardeer ten spyte van kommer aan 'n gebrek van opleiding en behoorlike implementering. Belangrikste aanbevelings was op die personeel werwing, behoud en die opleiding van gesondheidswerkers; skepping van ruimte vir die implementering van AFHS en bemarking van die program. Die stelsel is in plek, wat oorbly om gedoen te word, is om 'n paar los punte te versterk en die program is aan die gang.

It is a means of empowering people by developing their skills and abilities to enable them to negotiate with the development delivery system and to equip them to make their own decisions in terms of their development needs and priorities. The aim of the study is to asses community participation in the development planning and service delivery system by the Omusati Regional Council. As a government institution at the grass root level, it has a task to deliver required basic services through development programmes and projects. Interviews and participatory observation, including project visits were the methods used to collect information on the implementation of community participation in the decision making processes, and project implementation by the Omusati Regional Council. The study is structured into six chapters. Chapter 1 deals with the general introduction, background to the study, the statement of the problem, the hypothesis, objective of the study, perceptions, research methodology, significance of the study and organisation of the study. Chapter 2 discusses the theory and philosophy of community participation. It conceptualizes the key terms of community participation in development planning, such as sustainable development, integrated development planning and projects, decentralised development and the building block of development integrated rural development, basic service delivery and indigenous knowledge systems. Chapter 3 highlights the policy framework on community participation in terms of international, national and regional development planning policy documents. Chapter 4 is concerned with the local context of study (Omusati Regional Council), while Chapter 5 presents the data results, interpretation and analysis. Chapter 6 reflects the conclusion and the way forward.

Text in English<br>The study, which considers that the construction industry is a high risk one due to the physical work demand and nature of the working environment, was conducted to develop practical guidelines for workers and employers that promote occupational health and safety (OHS) in the construction industry in Namibia. The study, conducted at 13 study sites in Windhoek, Namibia, used a quantitative descriptive study method to gather data regarding the OHS status of the construction industry. Data was collected from the 13 study sites using a site interviewer-led questionnaire for 549 construction workers. In addition, both a site inspection checklist and document review checklist were used to collect the data from ten construction sites. A review of documents concerning occupational accidents, diseases and injuries encountered at construction sites that were held by the Ministry of Labour, Industrial relations and Employment creation for the five-year period from April 2011 to March 2016 was carried out. Data was analysed using the Statistical Package for Social Sciences (SPSS) software version 23. The study findings show that most of the workers at the study sites were young and male, with most participants lacking awareness of OHS issues, which may hinder accidents and injuries prevention. It also emerged that occupational hazards are prevalent at the study sites and yet there were poor mechanisms for hazard prevention or mitigation measures. The study notes that there was a high rate of occupational accidents and injuries, as well as a few incidences of health hazards, as indicated by few participants, although there was no documented occupational disease. It is also noted that most study sites do not comply with OHS legislations, such as having OHS policies that indicate the employer’s commitment towards OHS, which placed workers at risk of hazard exposure, occupational accidents, injuries and diseases. Practical guidelines to promote OHS in the construction industry of Windhoek, Namibia are developed as the primary output of this project.<br>Health Studies<br>D. Litt. et Phil. (Health Studies)

Many cities are adopting information and communication technologies (ICT) to add value to business process. This has led to the realisation of smart cities making them dependable on ICT. In Namibia, the focus is to transform Windhoek into a smart city. However, it is not easy as Windhoek continues to face many challenges, for example lack of collaboration among stakeholders. The challenges could be attributed by lack of approaches such as enterprise architecture (EA). As a management and design approach, EA provides a system view of all components and their relationship. In the absence of EA, realisation of Windhoek smart city will continue to be challenging, impeding the city from providing smart services. The study's aim was to develop EA framework for Windhoek smart city realisation. A qualitative case study approach was employed. Data was interpretively analysed to enable a deeper understating of the influencing factors. Based on the findings, a conceptual EA framework was developed. The framework aims to guide and govern Windhoek city transformation towards its smart objectives.

In this chapter, the authors describe the essential need of mental health and psychosocial support for people accommodated in mandatory quarantine and isolation facilities during the outbreak of COVID-19 pandemic in Namibia through a multi-sectoral response. Namibia recorded its first two index cases on 13 March 2020 when a married couple arrived in the Windhoek district in Namibia from Madrid, Spain on 11 March 2020. Namibia has since March 2020 provided supervised quarantine services to 12,128 persons in facilities around the country. The Ministry of Health and Social Services provides mental health and psychosocial support services, which were critical in the short and long-term response to COVID-19 pandemic. Public health measures were developed in line with WHO guidelines to contain the virus. These measures include the need of setting up quarantine and isolation facilities. Recommendations for future research in strengthening mental health and psychosocial support services and coping strategies are provided in the chapter.

Adopting an interpretivist perspective, an in-depth literature review of published records, and using hybrid value chain analysis; this chapter aims to identify an effective and efficient strategy for the delivery of affordable housing in Windhoek using the stakeholder engagement approach. HVC provides mechanisms to analyse the roles and duties of the public, private and community institutions, and thereby suggests possible policy interventions for a viable affordable housing delivery strategy. Presently, there are several non-integrated housing initiatives in Windhoek; however, the proposed Public-Private-Social-Sector Partnership model represents a new business model in the affordable housing sector.
