Full textThe aim of the envisaged study is to investigate the water supply services in Lenyenye Township, in Greater Tzaneen Municipality and to derive suggestions and recommendations for improvement based on the objectives decomposed into the following: To review the extent and the magnitude of Water Supply problems and to identify, analyze the underlying causes of the water supply problems because the basic infrastructure provision of water supply is very poor and dismal across the area. Water serves as a basic need to which everybody has the right to access, be it for consumption or irrigation this service is, unfortunately, disrupted by many factors. The findings in the study for poor water supply emanate from many common causal factors such as management skills, technical challenges and illegal connections. Only two methods were employed to collect data in the study. Data collection was done by using the questionnaire and the interview methods and the interview involved direct personal contact with the participants who answered questions. A survey questionnaire was used to obtain data pertaining to water supply services from the representatives of water supply institutions. Recommendations in the study are based on the findings such as prioritization of effective water supply for Lenyenye township, community consultation and participation, addressing capacity constrains in the Municipality such as human resources, water service infrastructure, and skills development.

Full textAccess to basic water and sanitation services in South Africa is considered a basic human right, and constitutionally, local government is responsible for the provision thereof. However, in the informal settlements in towns and cities, residents continue to be exposed to environmental health risks that result from poor and inadequate basic sanitation provision. Municipalities are under pressure to address the sanitation backlog according to the national target that is based on the Millennium Development Goals (MDG). The provision of infrastructure alone does not account for the provision of an improved, safer and more hygienic environment for its users. A badly managed sanitation facility is an environmental health risk, and it encourages inappropriate and unsafe sanitation practice. Municipalities cannot claim to meet the sanitation backlog targets unless appropriate and effective management systems are in place to operate and maintain the basic sanitation facilities provided. Through the Integrated Development Plan (IDP) process, local government is encouraged to develop partnerships to promote economic development and job creation, particularly in areas of extreme poverty and high unemployment through the delivery of services. Public participation, social learning, empowerment and sustainability are the key components of the people-centred development approach that currently guides the delivery of municipal services South Africa (Davids,I. 2005). The White Paper on Local Government advocates municipalities to work with communities to find sustainable ways to meet their needs through an approach that is driven by formulating linkages between development, service delivery and local citizen participation (Mogale, T. 2005:219). It is also argued that the only way to effectively link poverty reduction strategies and improved service delivery is through the formation of partnerships that are based on meaningful participation (Mogale, T. 2003). Public participation also allows for an opportunity for increased community buy-in and support that is essential for the sustainable delivery of services to informal settlements so as to reduce incidents of misuse and vandalism. Communication and collaboration across municipal departments is also required, as sanitation service delivery in its broad definition, falls across the Water Services, Health and Solid Waste Departments. Hence the need for an integrated and inclusive approach to planning is required. Using a participatory action research (PAR) process, this study proposes to investigate whether there are local community-based opportunities for the procurement of some of the operation and maintenance tasks for the recently refurbished public ablution blocks in an informal settlement within the City of Cape Town. Public ablution blocks are one of the sanitation technology options available for the provision of shared basic sanitation services provided to informal settlements within the City of Cape Town. The research is divided into three stages. The first two stages serve as the building blocks for the third stage of the research. The objectives are to obtain an improved understanding of the “local knowledge” at community level, to obtain an understanding of the operation and maintenance activities in informal settlements currently being undertaken by City of Cape Town, and to initiate contacts and develop relationships with key stakeholders for their participation in the focus group discussions in the third stage. The third stage of the research proposes to adopt a participatory approach involving key stakeholders to identify the opportunities and make recommendations to the City of Cape Town to consider for the development of an operational plan for the operation and maintenance of the Khayelitsha Ablution Blocks.

Full textENGLISH ABSTRACT: Municipal water distribution maintenance is very important for sustainable urban development. Water pipe breaks result not only in a disruption in service but also in significant loss of water, which otherwise could have been sold to the consumer. In countries where water is scarce, such as South Africa, water losses can be detrimental to the living standard of people. Water pipe breaks can furthermore cause extensive damage to nearby lower-lying properties. Existing decision support systems available in the field of water distribution system maintenance are mainly focused on leak detection and pipe rehabilitation/replacement strategy. These existing systems, however, do not address the actual causes of pipe breaks and pipe break impact is also not supported. The aim of this research is to develop a spatial decision support system (SDSS) for pipe break susceptibility analysis and impact assessment. The engineer (or public works administrator) can apply the SDSS to model the complex pipe break phenomena in the municipal water distribution system. The SDSS can identify pipes susceptible to breaking and pipes with potentially high break impact as far as water loss and damage caused to nearby property are concerned. This combined pipe break susceptibility analysis and potential impact assessment should promote more informed decision-making on preventative maintenance measures to be taken and their prioritisation. The dissertation consists offive parts. In the first part (Chapters 1-4) theories on information systems, fuzzy logic, object-oriented modelling, Unified Modelling Language (UML) and pipe break causes are presented. This literature review provides a basis on which the SDSS for pipe break susceptibility analysis and impact assessment can be developed. In the second part (Chapter 5) the general user requirements and design of the SDSS are given. The general SDSS architecture, the general system functionality and the user interface are described and designed in this part of the dissertation. The third part (Chapter 6) provides the detailed user requirements and design of the subsystems of the SDSS. Specialised functionality for pipe break susceptibility analysis and impact assessment is added to the general design of the SDSS. Subsystems are designed for analysing the pipe break susceptibility due to age, air-pocket formation and tree-root attack. Pipe break impact assessment subsystems are also designed for assessing water loss and potential damage caused to nearby property. Finally, a combined analysis subsystem is designed for combined pipe break susceptibility analysis and impact assessment. In the fourth part (Chapter 7), the SDSS is applied to the water distribution system of the Paarl Municipality to identify pipes in the network that have both high break susceptibility and also high break impact. The pipe break susceptibility analysis model of the SDSS is also tested and calibrated by comparing the model results with actual pipe break occurrence data of the study area. The final chapter (Chapter 8) contains the summary and recommendations regarding the functionality of the newly developed SDSS.
AFRIKAANSE OPSOMMING: Die instandhouding van munisipale waterverspreidingstelsels is uiters belangrik vir volhoubare stedelike ontwikkeling. Waterpypbreuke lei nie alleenlik tot onderbreking in diensverskaffing nie, maar ook tot beduidende waterverlies en verlies aan inkomste uit waterverkope. In lande waar water skaars is, soos in Suid-Afrika, kan waterverliese die lewenstandaard van die bevolking nadelig beïnvloed. Waterpypbreuke kan ook groot skade aan naby-geleë laag-liggende eiendomme aanrig. Besluitnemingstelsels tans beskikbaar op die gebied van instandhouding van waterverspreidingstelsels is hoofsaaklik gerig op lekkasie-opsporing en pyprehabilitasie- en pypvervangingstrategieë. Hierdie bestaande stelsels spreek egter nie die eintlike oorsake van pypbreuke aan nie, daar word ook nie op die impak van pypbreuke ingegaan nie. Die doelwit van hierdie navorsing is om 'n ruimtelike besluitnemingstelsel (RBS) - vir pypbreuk-risiko-analise en impakberaming te ontwikkel. Die ingenieur (of stelselbestuurder) kan met behulp van die RBS die komplekse pypbreukverskynsel in 'n munisipale waterverspreidingstelsel modelleer. Die RBS kan pype met hoë breek-potensiaal identifiseer asook pype wat, indien dit breek, groot waterverlies of skade aan naby-geleë eiendomme sal veroorsaak. Hierdie gekombineerde pypbreuk-risiko-analise en impakberaming behoort meer oordeelkundige besluitneming te bevorder deur beter prioritisering van voorkomende instandhoudingsmaatreëls en die uitvoering daarvan. Die proefskrif bestaan uit vyf dele. In die eerste deel (Hoofstukke 1-4) word die teorieë oor inligtingstelsels, 'fuzzy logic', objek-georiënteerde modellering, 'unified modelling language (UML)' en die oorsake van pypbreuke behandel. In die vierde deel (Hoofstuk 7) word die RBS toegepas op die waterverspreidingstelsel van die Paarlse munisipaliteit om pype uit te ken wat beide 'n hoë breuk-risiko en 'n hoë breuk-impak bevat. Die pypbreuk-analise model van die RBS is ook getoets en gekalibreer deur die resultate van die model te vergelyk met data van werklike pypbreuke in die studiegebied. Full textThis study gives an overview of the sustainability of potable water supply in rural areas of South Africa in general and four rural areas of uMhlathuze in particular. Three key challenges in achieving sustainable rural water supply are discussed in more detail and later on used to evaluate the inadequacy of financial revenues to cover the full operation, maintenance and replacement of infrastructure. This research study analysed the factors pertaining to the tariff structure used in maintaining and sustaining rendered service. It analysed the current tariff structure that includes the poorest and most marginalised in line with revenue needed to cover recurrence costs. It was the purpose of this study to examine the adequacy of the management system used to sustain the supply of potable water in rural areas, taking into cognisance the costs of rendering the account and of illegal connections combined with high water losses. The study also attempted to link these points to the challenges faced by the rural areas. The sustainability of rural water supply was analysed, based on financial factors, affordability and on the willingness to pay for the service. The researcher first compared the water billing (levies) and payment patterns of each customer in rural areas of uMhlathuze Municipality with others; and secondly, compared the primary data against theory and the literature. Differences and similarities between the collected data and theory were at the core of the analysis The research results determined that the municipality has the capacity to maintain and sustain the potable water supply network in these areas, while dealing with management questions and recommending to management what is needed to ensure that the water reticulation system is run on a sustainable basis. Sustainability of rural water supply seems to be dependent on factors like policy, legal framework and economic factors such as an ability to meet the costs and willingness to pay for rendered service.

Full textENGLISH ABSTRACT: South Africa’s efforts to ensure safe drinking-water provision to all have resulted in an admirable reduction in the backlog in drinking-water provision since 1994. However, in the non-metro areas of South Africa poor drinking-water quality is common and, combined with inadequate sanitation, results in a significant and deleterious primary health impact. Given the South African government’s commitment to co-operative government and good governance, and a willingness to both mobilize government funds and to involve the private sector in addressing poor water services delivery by local government, it can be expected that a significant opportunity exists for a “service/product” combination that assists local, provincial and national government in both, (i), the progressive realization of suitable drinking-water quality via a consultative audit, and (ii), an environmental governance function to ensure that acute and chronic issues are timeously identified and resolved. Drinking-Water Quality Management (DWQM) procedures developed and operated by the government research organization, CSIR, have been shown to be effective in achieving (i) and (ii) above. However, CSIR is not the appropriate business environment from which to roll out a commercialized service. This study assesses the prospects of a start-up Small, Medium and Micro Enterprise (SMME) to access and develop the DWQM market in South Africa. A thorough review of the role of governance in the delivery of water services in South Africa is provided, and it is confirmed that DWQM procedures can be expected to contribute towards improvement in drinking-water quality in non-metro South Africa and satisfy government’s requirement of demonstrated good governance (co-operative and regulatory governance) and co-operative government. A situational analysis of the internal (CSIR) and external business environment confirms that a win-win opportunity exists for entrepreneurs from within CSIR to “spin-out” the DWQM services, and thereby fulfill CSIR’s mandate of supporting SMME’s and Black Economic Empowerment (BEE). A summary of considerations for a start-up SMME in South Africa emphasizes the importance of some key factors. A key factor for a SMME selling services to government is the satisfaction of BEE requirements. Additional key factors include the business marketing factors of customer relationship management, delivering value and ongoing evolvement of marketing strategy. A case study involving Stellenbosch Municipality is used to demonstrate the customer centric nature of DWQM, and the positive Value Impact delivered to the client. The above are used to critically consider a Business Action Plan (which has a focus on the first year of operation) and to identify amendments required for the future and separate preparation of a full Business Plan. The short term focused Business Action Plan (BAP) confirms that market forces and opportunities combine with the skills and the background of the start-up team to provide a positive prospect for the startup SMME. Conversion of the BAP to a fully fledged Business Plan will require the development of a full business strategy, and supportive marketing strategy, as the short term focus strategies are inadequate. Importantly, adjustments to the black equity holding should be brought in line with the requirements of the Broad-Based BEE Act.
AFRIKAANSE OPSOMMING: Suid-Afrika se deurlopende pogings om veilige drinkwater te verskaf het gesorg vir ‘n benydenswaardige vermindering in die agterstand in verskaffing van drinkwater sedert 1994. In die nie-metropolitaanse areas van Suid-Afrika is swak drinkwater gehalte egter steeds algemeen en is verantwoordelik, saam met ontoereikende sanitêre infrastruktuur, vir beduidende en dodelike primêre gesondheidsrisikos. Die Suid-Afrikaanse regering is toegewyd tot samewerking met die private sektor en die toepassing van goeie besigheidsbeginsels. Dit is ook gewillig om regeringsfondse beskikbaar te stel indien die betrokkenheid van die privaat sektor kan help om swak waterdienste lewering deur die regering aan te spreek. Daar kan dus verwag word dat ‘n daadwerklike geleentheid bestaan om ‘n “diens/produk” kombinasie daar te stel wat plaaslike, provinsiale en nasionale regering sal bystaan in beide die: (i), progressiewe verwesenliking van geskikte gehalte drinkwater deur middel van ‘n konsultatiewe oudit, en (ii), ‘n omgewings oorsig funksie om te verseker dat akute en kroniese probleme tydig geidentifiseer en opgelos word. Drinkwater Gehalte Bestuur (DWGB) prosedures ontwikkel en toegepas deur die regeringsnavorsingseenheid, die WNNR, is bewys as effektief in die bereiking van (i) en (ii) soos hierbo gemeld. Die WNNR is egter nie ‘n geskikte besigheids-omgewing vir die wyer kommersiële toepassing en verskaffing van sodanige dienste nie. Hierdie studie evalueer die vooruitsigte van Klein, Medium en Mikro Ondernemings (SMME) om die DWGB mark in Suid-Afrika te betree en te ontwikkel. ‘n Deeglike oorsig van die rol van etiese bestuur in die verskaffing van waterdienste in Suid-Afrika word gedoen. Daar word bevestig dat DWGB prosedures na verwagting sal bydra tot die verbetering van drinkwater gehalte in die nie-metropolitaanse Suid-Afrika, maar ook sal voldoen aan die regering se vereistes van daadwerklike en sigbare etiese bestuur (samewerkings en regulatoriese etiese bestuur) en samewerking van die regering en derde partye. ‘n Omgewingsondersoek van die interne (WNNR) en eksterne sake omgewing bevestig dat ‘n wen-wen geleentheid bestaan vir entrepreneurs binne die WNNR om DWGB dienste af te stig, en sodoende ook vir die WNNR om sy mandaat te vervul, by name die ondersteuning van SMME’s en Swart Ekonomiese Bemagtiging (SEB). ‘n Opsomming van die saaklike kwessies vir die stigting van ‘n SMME in Suid-Afrika lei tot die identifisering van ‘n aantal sleutel suksesfaktore se belangrikheid. ‘n Sleutel suksesfaktor vir ‘n SMME, wat dienste aan die regering verkoop, is die voldoening aan SEB vereistes. Verdere sleutel suksesfaktore sluit in die sake bemarkingsfaktor van kliënte verhoudingsbestuur, die lewering van waarde en die volgehoue evolusie van bemarkingstrategie. ‘n Gevallestudie waarin Stellenbosch Munisipaliteit betrokke was word gebruik om die kliënt-gesentreerde toepassing van DWGB te demonstreer, en die positiewe waarde wat aan die kliënt gelewer is, word uitgelig. Laastens word die bogenoemde gebruik om ‘n kritiese evaluering te doen van ‘n Besigheids Aksie Plan (met ‘n fokus op die eerste jaar se bedrywighede). Veranderinge wat vereis sou word vir die voorbereiding van ‘n toekomstige en afsonderlike volledige Besigheids Plan word geidentifiseer. Full textThe World Bank (1994) concluded that there is a close relationship between infrastructure and economic growth. This also reflects on the water sector because, despite water sector importance, water services infrastructure is probably one of the most difficult to finance, while its deficiency or absence instils a particular burden on society. According to Baietti and Raymond (2005), more than 1.1 billion people worldwide do not have access to safe drinking water, and approximately 2.4 billion are without adequate sanitation. Yet these estimates underestimate the gravity of the situation in relation to access gap and quality of services provided. Most consumers face situations where water services are intermittent and when available the water is not safe for consumption, while sanitation facilities are overloaded, unused or in despair. This research was conducted in the North West Province with municipalities that have the status of water services authorities. This included a combination of district and local municipalities. The North West Province has 11 water service authorities of which nine are local municipalities and two are district municipalities. The competing demands and needs for governments to provide infrastructure for other sectors such as roads and energy further aggravate the stance of finance unavailability for the water sector. The purpose of the study was to highlight the challenges that municipalities face in financing water services infrastructure. The result of the study will provide knowledge and innovative ideas that will allow South Africa‘s municipalities to address challenges of service delivery. At municipal level water services are provided through a variety of approaches, although most involve centralised systems with large supply, distribution and treatment facilities. The social benefits that water services provide are well known, particularly those that relate to public health including reduced morbidity and mortality from waterborne diseases. The challenge is that funding to meet these development objectives is either scarce or entirely unavailable. The Water Services Act 108 of (DWAF, 1997) requires water services authorities and water service providers to put significant efforts into cost recovery for sustainable provision of water services. This aspect has significant challenges which results from widespread poverty and a culture of non-payment from communities inherent as a remnant of protest against apartheid. The scope of the water sector is complex, owing to its diversity, interactions and synergies with other industrial, commercial and financial sectors, and its international nature. Under the current South African constitutional and legislative framework, municipalities will remain to be a major player in the development, financing and delivering of water services infrastructure for sustainable growth and development. Water Services Authorities (WSAs) have responsibilities including protection and management of water resources, provision of adequate and sustainable water services, operation and maintenance of water services infrastructure, monitoring and management of municipal water quality to regulatory requirements and reporting to the Department of Water Affairs (DWA) with regards to the aforementioned. Water service delivery failures at the municipal level are a widespread and fundamental problem in South Africa. At the same time, under the current decentralisation policies, the responsibility for delivering such services is increasingly being delegated to lower levels of government/municipalities that are often ill equipped for the challenge in terms of financial and human resources capacity. Cardone and Fonseca (2006) indicated public administration and financial management capacity at central and sub-sovereign levels of government as limited, and affecting the timely transfer of funding as well as the capacity of municipalities to absorb those funds. Various strategies are needed to enable municipalities to secure and finance their water services infrastructure. Full textThe study is an evaluation of the challenges that the Thulamela Municipality face in the delivery of water and sanitation services. The purpose of the study was to find ways of improving service delivery and addressing backlogs so that sustainable delivery of water and sanitation services can be achieved. A descriptive quantitative method was conducted using a questionnaire, peer-reviewed journals, books and official documentation. The Thulamela Local Municipality is based at Vhembe District in Limpopo Province. The study shows that there is a serious challenge of backlogs in water and sanitation delivery. These will be difficult to overcome due to financial constraint and, lack of human capacity and technical resources. The researcher concluded that the municipality has serious backlogs in service provision which needed to be addressed urgently. She recommends that the municipality should outsource some services, provide efficient and effective resource to ensure that there is sustainable service provision.

Full textENGLISH ABSTRACT: This study focuses on the water demand of selected residential properties with access to groundwater in serviced areas of the Cape Peninsula. This winter rainfall region is typified by hot and dry summer months, corresponding to peak garden water demand. Water restrictions in the area are relatively common and primarily target outdoor use. Groundwater serves as an alternative source of water to some consumers in the area, but little is known about the extent of such use and the impact thereof on potable water demand. A major part of the area is underlain by a primary, unconfined aquifer that has been reported to have high exploitation potential. Its unconsolidated sand and shallow water table provides ideal conditions for small scale groundwater abstraction. Several owners of properties situated above the aquifer unit have capitalised on this and utilise groundwater as an alternative to potable water, mostly for garden irrigation purposes. The main objective of this research was to investigate the average extent of the expected reduction in average annual municipal water demand due to private groundwater use at the selected properties in the study area. The methodology involved abstracting data from the City of Cape Town’s registration process for the private use of non-potable water. The data was recorded between 2000 and 2006 and was available only in hard copy format. The registration data was used to identify residential properties with access to private groundwater sources, based on the physical addresses recorded on the registration forms. The rate of groundwater abstraction was not recorded during the registration process, nor was any of the properties spatially referenced. The data set contained information for 4 487 properties, of which 3 764 could ultimately be used in the analysis. Data from a recent hydro-census in Hermanus (which was done by others prior to this study) was used to test the intended research method first. This trial investigation involved only 114 properties and was used to streamline the proposed methodology for application on the full-scale analysis of the City of Cape Town data. Each address was captured electronically, verified manually and filtered to extract only those representing residential properties for which groundwater use was registered. In order to identify the properties spatially, the addresses had to be converted to coordinates through a procedure called geocoding, so as to plot each spatially and obtain the attributes such as stand size, position and the unique Surveyor General’s code. This was necessary in order to link the addresses to the municipal treasury system and obtain their latest available water consumption records using a commercial software package that incorporates consumer information. Next the actual annual water consumption figures were compared with recently published water demand guidelines based on stand size as single explanatory variable. The selected residential stands were divided into pre-defined stand size categories. The average water consumption of all the stands in each size category was calculated and compared with the suggested water demand as per the guidelines used, based on the centre value of the size range of each category. The results of the comparative analysis confirm findings from two earlier studies where lower municipal water use was reported for residential properties with access to groundwater in a summer rainfall region. The results further showed that the mean average annual potable water demand of consumers in the study area with access to groundwater was on average 31.4% lower than those considered without such access in the same region. This represents an average reduction of 333 l/stand/day (about 10 kl/stand/month) in the potable water demand of the selected residential stands. This study therefore confirms that serviced residential stands with access to private groundwater sources in the Cape Peninsula have lower average metered water consumption from the municipal supply system.
AFRIKAANSE OPSOMMING: Hierdie studie fokus op die water anvraag van geselekteerde residensiële erwe met toegang tot grondwater in gedienste woongebiede van die Kaapse Skiereiland. Die gebied is ‘n winterreënvalstreek, met warm, droë somermaande wat saamval met piek water aanvraag vir tuinbou. Waterbeperkings in die area is relatief algemeen, veral op die buitegebruik van water. Grondwater dien as alternatiewe bron vir sommige verbruikers, maar kennis oor die omvang van sulke gebruik, sowel as die impak wat dit het op die aanvraag na drinkbare water is beperk. Die grootste deel van die gebied ter sprake is geleë bo ‘n onbegrensde hoof waterdraer, met berigte hoë ontginningspotensiaal. Die ongekonsolideerde sand en hoë watertafel is ideal vir kleinskaalse grondwateronttrekking. Heelwat van die eienaars van grond wat bo hierdie akwafeer geleë is het die situasie uitgebuit en gebruik grondwater as alternatief vir drinkwater, veral vir tuinbesproeiïng. Die geselekteerde woonerwe is toe in voorafgekose kategorië verdeel volgens erfgrootte. Die gemiddelde waterverbruik van al die erwe binne elke grootte-kategorie is bereken en vergelyk met die voorgestelde wateraanvraag volgens die riglyne, gebaseer op die middelpuntwaarde van die grootte strekking van elke kategorie. Die resultate van die vergelykende analise staaf die bevindinge van twee vroeër studies wat laer munisipale watervebruik rapporteer vir residensiële eiendomme met toegang tot grondwater in ‘n somerreënvalgebied. Die resultate wys ook dat die gemiddelde jaarlikse drinkbare water aanvraag van verbruikers in die studiegebied wie toegang het tot grondwater, gemiddeld 31.4% laer is as dit van verbruikers wie beskou word sonder sulke toegang in dieselfde streek. Full textThe Newcastle Local Municipality (NLM) has been experiencing water supply interruptions since 2010 due to high demand. Between June 2011 to December 2011, water losses ranged from 49% to 62% (about 23 to 30 megalitres per day) in Madadeni and Osizweni townships (Newcastle East). The suburban areas (i.e. Newcastle West) also experienced water interruptions due to collapsing and/or aging infrastructure. About a thousand households in Madadeni were involved in this study to find the cause of the high water losses. Awareness campaigns, repairing household leaks, installation of intelligent meters and the increase of free basic water in indigent households from 6kℓ to 12kℓ per month reduced water losses from about 246 kℓ to 177kℓ per month. If similar Water Conservation (WC) and Water Demand Management (WDM) could be rolled out to the 35 000 households in the NLM and similar results to those in Madadeni are attained, conservative water saving of about 21Mℓ per day could be achieved. This would reduce the demand on the Ngagane Water Treatment Works (WTW) by 20%.

Full textHuman beings depend on water not only for life itself but also for their economic wellbeing. Water resources play a cardinal role in the creation of everything that human beings produce. Post-apartheid South Africa is in the throes of incredible challenges. One of the more important challenges is access for all citizens to basic services. South Africa is doing this against a backdrop of strongly differential servicing that is its apartheid legacy, which has prompted many commentators to label South Africa a country of two worlds, more specifically, a developed world component and an impoverished developing world component. The challenge with respect to water is to ensure universal access in the context of the added hurdle of South Africa being a water-scarce country. The local municipalities of the Eastern Cape have been facing a number of challenges in the provision of clean, portable water to their communities. This has resulted in inadequate provision of water, meaning that not all communities have access to clean water 24 hours a day The overall objective for this study is to contribute to the body of knowledge available to the water sector about the management of sustainable water supply systems in municipalities, and determine the factors that have undermined the sustainability of water provision at a local government municipal level in the Eastern Cape Province of South Africa. In this research, the effectiveness of local governments, which act as water services authorities (WSA) and providers of water to the rural communities, is examined. To this end, a comprehensive literature review was conducted and data gathered to discover why there has been a failure in the provision of clean drinking water. The results of the research illustrate that institutional incapacity in rural municipalities and widespread poverty serve to undermine the sustainability of the local government sector and lead to breakdowns in services delivery. Measures are proposed that can be adopted to improve the current approaches of water supply in local municipalities.

Reliable stormwater drainage models evaluating both the water quantity and quality could be essential in confronting the prevailing pollution problems. The objective of this project was conceived to be the development of a system for the simulation of water quality in urban watercourses, A personal computer compatible model for joint transportation of hydrograph and pollutographs in open channels was developed. The model comprises an operational data handling facility, a user friendly and interactive interface. The study revealed that: Urban and Industrial development results in complication of the urban water system. • Single objectivity approaches in management of urban watercourses are outdated . .. The proposed model is capable of simultaneously routing flood and pollutant condiment waves in open channels. Full textThis study examines water service provision models in KwaZulu-Natal and asks to what extent the intention behind the implementation of a specific model of water service provision correlates with residents’ experiences of the service delivery model that is implemented within their township? Using a case study method this question was examined in two poor communities in the KwaZulu-Natal province of South Africa that were characterised by different models of water service delivery. In the first case, namely Kwadukuza, municipal service provision is the operating model, whilst in the second case, Etete, a Public-Private Partnership governs water service delivery. In examining the different models of water service delivery in the two communities and how they are perceived and experienced by stakeholders, this research primarily expands on existing literature on water service provision within South Africa. It furthermore contributes to broader discussions on decentralisation and citizen participation, whilst building on scholarly debates on water privatisation and partnerships in the context of townships in South Africa. The study begins with a consideration of relevant literature, examining the growing impetus of decentralisation globally, as well as the concurrent emergence of neoliberal thinking and New Public Management strategies. Thereafter, debates on water privatisation are explored, before moving on to a consideration of the policy and practice of water provision in the South African context. At this juncture, the study draws on in-depth interviews as it considers the two models of water service provision within the Ilembe District Municipality – the factors that influenced their implementation and, thereafter, the relationships between and experiences of stakeholders (both implementers and beneficiaries alike) of the service delivery model that operates within their municipality. The study submits that the proposed benefits of decentralisation in the South African context are questionable, specifically as they relate to the delivery of services to the poorest of the poor. It is argued that this is owing considerably to inadequacies at the level of local government. In this respect, it is suggested that existing participatory mechanisms are falling short of the mark. In light of this, the study advances the manifold advantages of multiple stakeholders and partnership arrangements for service delivery models in the South African context. At its core, the study highlights residents’ experiences of water service delivery into their townships in an attempt to measure these against other reported experiences.

Since the study wanted to have an in-depth understanding of the strategies/methods that the municipality use to deliver water services effectively in Hluvukani, both the qualitative and quantitative research approaches were used. It is within these methodologies that a case study was adopted to seek to deepen the strategies used by government and municipal officials to address the challenges of water experienced by villagers in Hluvukani. Three methods of data collection were used, namely: interviewing, non- participant observation and documents. Hluvukani village was selected as a site for the study by means of purposive sampling. The participants interviewed included the municipal manager, the municipal officials, Hluvukani villagers and officials from the Department of Water Affairs. The documents consulted included the municipal IDP and the 2015/2016 Municipal Budget. This study found that villagers have difficulties in accessing water at Hluvukani and the water service delivery was not effective even though the municipal manager claimed otherwise. This was manifested by the strategies that were used to delivery water such as using delivery trucks to supply water to Hluvukani villages every two weeks. This, the researcher found ineffective as people had to live without water delivery for a period up to four weeks.

Full textThe residents of Lebowakgomo in Lepelle-Nkumpi Municipality experience numerous inequalities in relation to water services provision. Some of the residents protest towards the inequalities through refusal to pay for the water services. The confrontational non paying residents field questions which the municipality can hardly answer. The problem of refusal to pay is of the magnitude that recently the municipality had to go house-to-house pleading with the inhabitants to pay if the municipality was to continue to provide water services. The specific objectives of this study were three-fold: (1) to determine water service quality using residents’ perceptions on water services in Lebowakgomo, (2) to determine residents’ expectations and perceptions on water services in Lebowakgomo, and (3) to determine the residents’ perceptions on water service quality and customer satisfaction in Lebowakgomo using age, gender, qualification and suburb. A questionnaire comprising five dimensions, namely, tangibles, reliability, assurance, empathy and responsiveness, was compiled to collect data from three suburbs of Lebowakgomo in Lepelle-Nkumpi Municipality. The original sample size was 120, with 9 becoming spoiled due to missing data. The independent variables comprised age, qualification, suburb and gender. Most of the data were analysed for kurtosis and skewness and with the exception of one variable, the rest of the data did not conform to parametric analysis criteria. The major findings of this study indicated overall negative perceptions of residents’ on four dimensions of empathy, reliability, responsiveness and assurance on water service quality which implied that the residents were dissatisfied with the service and called on management to use SERVQUAL as a valid model of assessment to identify areas requiring immediate attention for service improvement. On the other contra positive it was revealed that the municipality was doing well on the tangibles dimension. ix The study recommended use of SERVQUAL in measuring quality of other services within the constitutional competencies of the municipality and further research to investigate age contribution to service quality.

Full textAn investigation was conducted on on-site leakage in selected suburbs of Johannesburg to determine the average leakage flow rate of water lost per property, as well as the distribution patterns of leakage flow rates for two categories of properties: Residential (single domestic houses on stands) and Other (non-domestic and large domestic users). The incentive of this research project, funded by the Water Research Commission (WRC) of South Africa, was to provide figures and to gain insight into the magnitude of water lost at the consumer level, also defined as "on-site leakage". Little was published on on-site losses compared to water losses in municipal distribution systems. The key information for this study was collected through physical inspection of a group of randomly selected properties and by means of measurements taken from municipal water meters used for billing purpose. The project was assisted by Johannesburg Water (Pty) Ltd who provided a list of 233 properties having water meters of less than five years old. These properties were chosen at random and included properties whose meters were replaced due to meter failure or customer complaints. The results of the research show that overall 64 % of investigated properties had measurable on-site leakage at an average rate of 22.9 I/h per property, equivalent to a monthly volume loss of 16.5 kl per property. The median rate was 5.7 I/h per property, translated into a volume loss of 4.1 kl/month per property. An analysis of the data revealed that the general extreme value distribution and its derivatives (Frechet, Wakeby, Exponential and Gamma) provide good descriptions of the distribution of on-site leakage rates. The apparent losses resulting from metering errors were also estimated. The results of this study should be of interest to water engineers and to decision-makers involved in water demand management. It could form a basis for further investigation in the analysis of on-site leakage on a large scale in South Africa by systematically monitoring all segregated categories of users throughout different cities and towns in South Africa.

Full textThe aim of the study was to examine the challenges of water supply management in Umdoni Local Municipality. Two methods were employed to collect data in the study. The first method involved one-on-one interviews with the participants. An interview guide was used to obtain data pertaining water supply services from a water services manager, a municipal manager and ten (10) ward councillors. The second method entailed analysis of documents within the municipality. In this study findings were based on issues such as prioritization of effective water supply for Umdoni Local Municipality, community consultation and participation, addressing capacity constrains in the Municipality such as human resources, water service infrastructure and skills development. The underlying causes of the water supply problems are based on the basic infrastructure, provision of water supply being very poor and dismal across the area. Water serves as a basic need to which everybody has the right to access, however, water supply is unfortunately disrupted by many factors. The findings in this study shows that poor water supply emanates from many factors such as management skills, technical challenges and illegal connections. This study recommends that Umdoni Local Municipality has additions of water plants, building of new reservoirs and upgrades of water pipes, especially in Amahlongwa area as it needs urgent attention.

Full textWhilst previous research has largely blamed inadequate finance as the cause of insufficient water provision and concomitant development implications such as poverty and food production; this thesis, took a slightly different turn and engaged on a critical deconstruction of the relationship between water infrastructure financing and water provision in South Africa. Archival data on South Africa between 1994 and 2014 were collected on water provision, water-asset finance, governance effectiveness, corruption, violence, accountancy and voice. Data were analysed using the OLS regression fixed effect. Findings from the analysis showed that against popular belief, there was lack of significant relationship between water asset finance and water provision. However, nonfinancial variables namely corruption, social violence, accountability and voice of citizens in development decisions showed a significant relationship with water provision. In addition, the analysis showed that water provision is significantly related to cereal production and incidence of poverty. Therefore, the thesis emphasized that rural development could be enhanced through an improved effort on water provision, which would increase cereal production and reduce the incidence of poverty. It stressed however, that provision of water asset finance without attention and control of nonfinancial variables might have the tendency to derail water provision initiatives in South Africa. The thesis made an original contribution by proposing a conceptual framework for employing and researching the catalyst for water provision in South Africa. It also developed three novel research models for future research. Full textObjective: In this study I deconstruct South Africa’s sanitation policy in order to understand why demand-driven service delivery (i.e. service delivery based on collective action) has failed as a tool for public policy management. The overall objective was to locate both case-specific as well as generalizable answers in the data. Method: Guided by deconstructivism and Grounded Theory Methodology this paper mapped out the South African policy landscape and proceeded to code the data collected in that exercise through three rounds of coding. Once these elements of the planning which went into the study were explained and demonstrated, the results were shared. Thereafter the details of theory-building were explained before moving on to provide a literature review to position the study. Lastly, the emergent theory was applied to the South African sanitation case as a test of usefulness. Results: The emergent codes indicated a general consensus around the idea that public policy governance is largely the responsibility of government which is seen as powerful, while individual citizens are seen as marginalized and disempowered in the course of hoping to realize their rights. Deeper analysis revealed that individual citizens are the true holders of power as they have outsourced their responsibility to participate in collective action to government, leaving government alone in the process of service delivery. Conclusion: Demand-driven service delivery fails as a tool of public policy governance where there is a misunderstanding of public policy which prevents collective action. A quasi-theory of governance as collaboration emerged as the necessary solution to this problem.

Full textThe purpose of this study was to determine the challenges that hinder the Greater Tzaneen Municipality from rendering water service delivery to Mokgolobotho villagers and the villagers’ perceptions of their livelihoods without adequate municipal water supply. The study employed both quantitative and qualitative research. Two groups of respondents participated in the study. The data was gathered from 100 respondents from Mokgolobotho village, and of the 100 respondents, 90 were residents from 30 households, 1 chief, 3 indunas, 1 ward councillor,3 ward committee members and 2 NGOs. The respondents from the community (households) were randomly sampled and a questionnaire was administered to them ,while those who participated in the interview were purposefully sampled. The scarcity of water at Mokgolobotho village has a negative impact on a number of aspects; the economic development of the village, the academic performance of learners, health of the community members is also at risk as they share water with animals (Mopani Herald, 2014:3) and it also increases the death rate caused by car accidents as villagers cross the R36 Lydenburg main road to get water at the Dan Extension 2 (Reconstruction and Development Programme Settlement). The Department of Water Affairs is very aware of the anomalies in water distribution, where people reside adjacent to water sources and yet have no access to a source of safe and reliable drinking water. Section 27 of the Bill of Rights in the Constitution states that everyone has the right to have access to sufficient water, and the state must take reasonable legislative and other measures to achieve the progressive realization of this right. The Greater Tzaneen Municipality has failed to implement this section of the Bill of Rights at Mokgolobotho Village. The study recommends that the fulfilment of the constitutional mandate by the Greater Tzaneen Municipality and the active involvement of all the stakeholders will solve the water service delivery problem in Mokgolobotho Village.

Full textThis study is about an investigation into the provisioning of water and sanitation services in Ga-Kgapane Township in the Limpopo Province. Since the year 2002, the residents of Ga-Kgapane Township live without sufficient water supply services. Residents receive tap water once a week and they depend on supply from water tankers for the rest of the week. This township has a water borne sewage system and most of the households have indoor toilets. The study used a mixed method because it had incorporated both elements of qualitative and quantitative methodologies in its approaches. The research instruments such as semi-structured interviews, questionnaires, documentary data extraction and observations were used to collect information. The study’s sample size comprised of 77 key participants and informants from Mopani District Municipality (Water Services Authority); Lepelle-Northern Water Board (implementing agency and bulk water supplier); Greater Letaba Municipality (Water Service Provider); Ward Councillors and community members (endusers). The research findings revealed that Ga-Kgapane Township’s water and sanitation provision challenges are due to insufficient or lack of water, poor water management and poor governance. It was also discovered that the MDM and GLM have failed to translate the rights to water and sanitation into law, policy, budget and service provision for the Ga-Kgapane Township residents. The insufficient water supply challenge resulted in some community members migrating to other areas where there is better basic service provision. The residents failed to exploit the economic development opportunities which resulted in health risks as they were exposed to danger due to burst sewer pipes which spewed raw sewerage water on the streets. The sewage contaminated the township’s natural streams. This study’s findings could form a basis for future research on the effectiveness of the MDM’s Water Services Provision Agreement which was signed with the district’s local municipalities. The Mopani District Municipality has for many years v received undesired audit opinions ranging from ‘Adverse to Disclaimer’ notices. This affects the local municipalities too as they are all qualified-on water transactions. As part of the recommendations, the study proposed that the Greater Letaba Municipality should utilise the Intergovernmental Relations Forum to address the plight of the provision of water and sanitation services in Ga-Kgapane Township.
