In the Buffalo City Municipality (BCM) in the Eastern Cape Province of South Africa, there is a need to supplement income for farmers and to create employment to assist in the alleviation of poverty. Agritourism has been identified as an opportunity for growth and development as it has the potential to meet those needs. A study was undertaken to evaluate the nature of Agritourism in Buffalo City Municipality. The research was undertaken to investigate the characteristics of farms; demographic information of farmers; details of the type of farming and/or other relevant income-generating activities that are being undertaken; and the resources available. The study also included research into the activities that farmers would like to introduce on to farms; resources required and obstacles preventing farmers from developing Agritourism; and assistance required in developing Agritourism knowledge and skills. Data was collected from farmers in BCM. Non-probability, purposive, snowball sampling was used due to the lack of an adequate database of rural land ownership in BCM although this did not lead to a sample that was representative of the population, it was the most suitable for the study. Thirty-six farmers were visited by fieldworkers who administered structured questionnaires. The data was then analysed using Statistical Package for Social Sciences (SPSS).

Abstract:
The Expanded Public Works Programme (EPWP) has been seen by government as a poverty-alleviation initiative in which many South Africans receive training and temporary employment that assist them in enhancing their employability. This has been seen in many rural communities as assisting with development of the community. It has been emphasize that this programme boosts the local economy while at the same time providing much needed financial support to those that are faced with lack of community development and unemployment. The aim of this study was to investigate the impact of the programme on community upliftment, with particular reference to community perceptions of the programme and training that is offered within the programme itself. Challenges with the implementation and execution of the programme were explored, in order to develop recommendations that will enhance the effectiveness of the programme within the local municipality. The literature study included interviews with key informants involved directly with the programme in the local municipality. A descriptive research approach within a qualitative paradigm was adopted for the study. Data was collected mainly from secondary sources. The findings of the study indicate that the Expanded Public Works Programme is the main source of employment within the local municipality, benefiting not only the beneficiaries involved in the programme, but also the community as a whole. The beneficiaries in the local area are able to sustain their needs through participating in the programme, and the community becomes safer and cleaner, with income being brought into families by participants in the programme. However, the local municipality is not achieving its set targets, and there is evidence of a lack of skills development and misuse of the beneficiaries by the local municipality officials, which is causing the programme to be ineffective.

Abstract:
This research paper is a qualitative evaluation of rural resident’s views in Buffalo City Metropolitan Municipality regarding the municipalities (BCM) performance in sanitation in rural areas. The study was conducted using interviews and some participant observation as a strategy for data collection. The data collected was analyzed using the basic needs theoretical framework. The study found that sanitation is the least talked about subject because of the stigma attached to it. The study found that Buffalo City Municipality initiatives in sanitation have little impact or has not yet transformed the lives of rural people. It has been found that the municipality is responding slowly in sanitation, and this situation impacts negatively on the lives of rural people as they are exposed to health hazards and diseases. The study questions the sustainability of toilets built in rural areas as many toilets have no roofs and door. It has been found that sanitation is still a challenge in the Buffalo City Municipality as some people still relieve themselves in the bushes. Some people even defecate into plastic bags and then throw the bags as far as they can. The study found that the environment is deeply affected by the lack of sanitation as both air and water are contaminated by waste disposal caused by poor sanitation. The general feeling of the residents of Buffalo City Municipality with regard to sanitation service delivery is that they were not happy at all. The residents are not happy with the state of sanitation services rendered by the municipality. The study calls upon the municipality to speedily address rural sanitation to avoid service delivery protest. The research calls upon organizations and companies to get sanitation issues as part of their function. The research made a number of recommendations in an effort to help municipalities accelerate the delivery of sanitation in rural areas. It is hoped that the recommendations would help the Buffalo City Municipality in ensuring that communities are equipped and empowered to meaningfully participate in making policies, regarding their development. The recommendations will contribute towards encouraging community participation in the decision making within their municipalities. It is the aim of the study for other municipalities to use Buffalo City Municipality example as a benchmark for best practices. In conclusion, the rural areas of Buffalo City Metropolitan Municipality need more serious commitment from the municipality regarding sanitation and other basic services.

Abstract:
Introduction: Poverty is the burden of South African people and is the result of the laws of the apartheid system. Poverty affects millions of people most of which live in the rural areas. Thus poverty alleviation is one of the priorities of the government. The Reconstruction and Development Programme (RDP) is one of the policy documents that aimed to build a democratic government. The RDP document (in African National Congress, 1994:4) stated that poverty alleviation or attacking poverty was the priority of the government from the beginning of democracy and that it is the same case today with the poverty alleviation projects by the Department of Social Development (DoSD):- “But an election victory is only a first step. No political democracy can survive and flourish if the mass of our people remain in poverty, without land, without tangible prospects for a better life. Attacking poverty and deprivation must therefore be the first priority of a democratic government”. Therefore the statement above echoed the sentiments of the newly elected democratic government of 1994. The aim was to provide houses for all specifically the disadvantaged people, to provide water and sanitation for all, to provide electricity, maintenance of roads, improvement of health facilities, job creation, improvement of skills, improvement of income and many more. These privileges were not enjoyed by all during the apartheid era specifically the black masses. The above promises are not all fulfilled but the government is busy providing programmes through different departments. For an example this research report is about poverty alleviation projects that are being provided by the DoSD. This section of the study attempts to provide an overview of the study, including the rationale and background of the study as well as the study area and its challenges. Included in this overview is the context of the study, the research problem, the research question, the research purpose, and the research objectives.

Long term growth and sustainability of cooperatives has become the focus of many countries worldwide. Cooperatives have been seen as the platform for uplifting disadvantaged communities while improving standards of the poor in countries such as Canada, Kenya, Ghana and Nigeria (Department of Trade and Industry, 2012). In South Africa, cooperatives are seen as playing a role in poverty eradication, equal distribution of wealth, employment creation, food security and as a contributor to the economic activity. The South African government have implemented policies aimed at improving the performance and sustainability of agriculture cooperatives in South Africa. Despite all the efforts cooperatives still face sustainability challenges. Therefore the purpose of this research was to investigate the sustainability challenges that prevent the permanent establishment of cooperatives and to understand the dynamics and nature of failure associated with agricultural cooperatives .A case study methodology was used to examine a single case in-depth and to understand the factors affecting agricultural cooperatives. The main challenges identified in the study include; poor communication, limited access to markets, access to finance, a lack of good governance and a lack of managerial skills. The study recommended capacity building as the first point of reference in order to deal with challenges such as communication, access to markets and a lack of managerial skills. A lack of good governance is regarded as an attitude problem which requires setting ethical standards and rules accompanied by a penalty to the member if they are found to be breaking the rules. Access to finances is regarded as a skills and competence phenomenon which requires people to develop planning and financial literacy skills, which will enable them to formulate business plans and use them as a control tool for managing the cooperative. The business plan is also regarded as an asset or security document which acts as a proof that the cooperative is well planned, organised and sustainable. The research concludes with suggesting areas for future study to investigate the impact of informal education practices on skills development in the success of cooperatives.

The merger of South African municipalities in the year 2000, and the dawn of the era of developmental local government, has confronted local authorities with a range of new challenges. In addition to the need to develop a new organisational culture and mutual trust, or the introduction of soft management actions, municipalities have to aetualise the concepts and processes of co-operative governance, integrated development planning, public participation and developmental local government. In addition, the White Paper on Local Government (WPLG, 1998) implores municipalities to lead and learn while they search for local solutions. An inability to learn and manage in a changed context and circumstances will inevitably lead to public displays of dissatisfaction, such as public demonstrations, that undermine municipalities' legitimacy. To overcome legitimacy dilemmas, municipalities need to strengthen their learning capabilities to enable them to operate effectively within changed circumstances and to become learning organisations. Such organisations, according to Senge (1990), have succeeded in formulating a shared vision, displayed a high level of personal mastery and team learning, as well as practising systems thinking. Together with these elements municipalities must identify and improve potentially constraining mental models. However, transforming any organisation into a learning organisation according to Dilworth (1996) requires a particular set of leadership qualities, such as commitment to the improvement of the quality of work life, democratic leadership and the promotion of human dignity. In this thesis, a learning organisation survey of the Saldanha Bay municipality's leadership cadre, consisting of Municipal Councillors, Executive Directors and Departmental Managers and Division Heads is undertaken with a view to determine whether these key functionaries practise the key learning disciplines of team leaming, shared vision, systems thinking, mental models and personal mastery. The results of this study indicated that the municipality in question has not yet succeeded in becoming a learning municipality. It has at best succeeded in laying a foundation for both councillors and officials to build on in order to achieve the desired result.

Abstract:
Rickettsia africae is a gram-negative bacterium which causes African tick bite fever (ATBF) in humans. ATBF is a febrile disease mainly affecting travellers to Southern Africa. This bacterium is known to be transmitted by Amblyomma hebraeum and Amblyomma variegatum ticks. In Southern Africa, the principal vector is A. hebraeum. This project was performed in a rural community in Mpumalanga province and aimed at addressing knowledge gaps of R. africae infection in A. hebraeum ticks. Infection rates in adult ticks and larvae as well as transovarial transmission efficiency of R. africae from the tick to its offspring were determined. To accomplish this, 106 adult A. hebraeum ticks were collected from cattle from Utah A and 106 from Welverdiend A. Larvae (n=1060) were collected by dragging at each of the two targeted dip tanks. Engorged female A. hebraeum ticks (n=53) were also collected from cattle from each of the two dip tanks and they were incubated in a humidity tank to oviposit and egg masses were collected from each tick. DNA was extracted from the engorged ticks and the egg masses as well as from the adult ticks and the larvae. After DNA quantification, a real-time quantitative PCR targeting Rickettsia gltA gene was performed to screen all samples for Rickettsia DNA. The gltA gene is common in all Rickettsia species. Samples positive for the gltA gene were subjected to conventional PCR targeting the ompA gene, which is specific for the Spotted Fever Group to which R. africae belongs. The samples positive for amplicons of ompA gene were sequenced and all the sequenced samples were found to be 99.98% identical to R. africae sequences from GenBank. From the sampled adult ticks, 13.43% tested positive for R. africae and 13.20% of the larvae also tested positive. The infection rate for larvae and adult ticks collected from Utah A was 15.09% and those from Welverdiend A was 11.79%. From these results, there were no notable differences in the infection rates of ticks at different stages of development. R. africae infection rates for the two study sites were found to be similar which can be an indication of even distribution of R. africae in this area. Transovarial transmission was found to be 100% in engorged female ticks collected from Utah and 71.43% in ticks from Welverdiend, which indicates a high transmission rate of the pathogen to the offspring of the vector. The presence of R. africae in A. hebraeum ticks from this area is a cause of concern since there are chances of people getting ATBF after bites by these ticks.

In South Africa, since 1994 when democratic government came into power, the issue of development was raised as one of the priorities of government. Government promised citizens livelihoods to be improved through quality, effective and efficient services. Rural development was identified as one priorities of government to ensure better life for all the citizens. The issue of rural development was still a challenge in South Africa especially in the Eastern Cape Province. Amahlathi local municipality is not an exception from these challenges. Transformation of rural communities in this area through rural development is very slow. It is quite evident that although rural development was a priority initiative this municipality is still facing challenges. There are factors and constraints inhibiting rural development. The primary objective of this research was to obtain a better understanding of poverty and development in rural areas and also to identify the underlying factors and challenges inhibiting rural development. The study had three objectives. The first objective was to identify factors inhibiting rural development in the Amahlathi Local Municipality; the second objective was to identify the constraints on economic activities in Amahlathi Municipality. The third objective was to ascertain what has been done to address the needs of rural people in Amahlathi Local Municipality by agents of development, such as government and non-governmental organisations. The study employed a qualitative approach for an in-depth understanding and verification. Source of documents included academic and non -academic books, journal articles published and unpublished dissertations, official documents of the government and the magazines and the internet were used as sources of secondary data. The main finding in terms of the research objective is that there a number of factors inhibiting rural development include lack of basic infrastructure, lack of access to markets, low employment, and training and capacity building. Infrastructure such as roads, transport and irrigation is crucial for improving and stabilising the livelihoods of rural households and providing access to markets and key social services in the Amahlathi Municipality. The recommends that a serious interventions by the states should be employed and also has to encourage investment in infrastructure using labour-intensive methods to reduce service backlogs in underserviced areas in Amahlathi. Government has to develop service-improvement programmes that generate income and employment in order to reduce poverty in Amahlathi Municipality. This includes empowerment of people.

Due to scarce financial resources, over-stretched budgets, pressures for service delivery and the dynamic nature of local government, asset management plays a key strategic role in enhancing local municipal functionality and efficiency. Asset management is the management of physical assets, infrastructure, and immoveable assets. It is an evolving discipline that is enhanced by the understanding of asset conditions and performance. It improves decision-making within local government. Every year, local government announces millions of Rands’ worth of assets that are unaccounted for and that go missing in annual reports. It was the purpose of this study to assess the asset management function at the Nelson Mandela Bay Municipality (NMBM). The aim is to improve the management of moveable assets by investigating the following variables: strategic management of assets, knowledge management, governance, leadership, the impact of corruption and skills management. The approach to the study is a qualitative research paradigm with a case study methodology and an interview as a research instrument. The sample chosen comprised people from the top level of municipal management down to municipal asset controllers. The two forms of data that were collected in the study were primary data and secondary data. Primary data was collected from municipal workers and collated together for analysis purposes. Secondary data was gathered from library sources such as journals, books, conference papers, government acts, municipal policies and local newspapers. This data informed the interview questions. The interview strategy was chosen as the best way to conduct the empirical part of this research and was guided by an interview guide. The study found that there are operational defects in the way asset management is organised. This makes the function seem unimportant. The results also indicated a lack of staff members and skills shortages; such as management and computer skills. Indications are that theft, negligence, corruption and carelessness negatively impact the management of assets. Recommendations include the filling of vacant posts, tightening of internal controls, providing the necessary training and improving the asset management. The study makes a contribution to the current body of knowledge.

Abstract:
This research study aims to make recommendations on how the Local Economic Development (LED) of the Inkwanca Local Municipality can be made effective. The researcher has conducted a qualitative research study through the use of interviews as the data collection tool, in order to obtain information from specific population members of the concerned local municipality on LED issues. The participants of the research included municipal officials, community project members and the official from the Department of Social Development. The study consists of five chapters:  Chapter 1 is the introduction chapter where the whole project background is outlined.  Chapter 2 consists of the literature review, where various ideologies on the concepts of LED have been discussed.  Chapter 3 describes the methodology used to conduct the research and outlines the route that was taken in acquiring the required data.  Chapter 4 consists of the findings of the study. This chapter presents these findings in different themes and covers responses given by coded participants. Moreover, Chapter 4 also discusses the aims and objectives of the study, and states that the research findings have achieved the aims of the research in the analysis of data.  Finally, Chapter 5 consists of the summary of the study background, challenges of the study and some recommendations by the researcher. The conclusion is that the presumption of the research problem has been confirmed by the study. The Inkwanca Local Municipality does need some urgent intervention in order to enhance the LED of the area. Recommendations for LED challenges and opportunities acquired from the findings provide direction on how the LED of the Inkwanca Local Municipality can be made effective in order to reduce poverty and the unemployment rate in the area.

It has been generally accepted within the developed and developing countries of the world that SMES contributes significantly to employment creation as the world population increases and that it also contributes to the economic growth of the areas they are situated in. Finance is the blood (life) of any business, for a business to be successful it needs steady successful access to funds and post financial support which leads to actualization of ideas, leads to investment and expansion, improves access to market amongst others. This is why the impact of development finance can never be over emphasized. The aims of the study are: To understand the extent to which small and medium businesses are supported through the availability of financial assistance in Matjabeng Municipality. To establish the survival rates of businesses that has been funded and or supported and whether they are or not sustainable. In achieving the aims and objectives of the research, the researcher looked at development funds both from the supply side and the demand side. The supply side which involved semi structured interviews with consultants of government parastatals (the FDC and DETEA) who are involved in financing Small Medium Enterprises in Matjhabeng municipality. The demand side involved administering of questionnaires to Entrepreneurs in the municipality who are registered with the Local Economic Department (LED), which led to the acceptance of the hypothesis of the research that development finance actually helps in the growth of small medium enterprises but in conjunction with post financial support such as bookkeeping, accounting, monitoring and evaluation. The researcher also discovered some findings amongst others which includes: The most effective ways entrepreneurs heard about funding in the municipality are through the media and word of mouth. Most of the entrepreneurs that received some type of funding are startups. More entrepreneurs that had access to funds also got some post financial business support. Financial assistance to entrepreneurs yielded improvements after respondents received financial assistance, the range of goods offered was improved and more jobs were created, entrepreneurs were able to obtain better business premises either by renting or buying and entrepreneurs had access to better equipment. Some of the recommendations of this study includes; The municipal government should help small and medium enterprises in the municipality by linking them to new markets. Effective monitoring and evaluation systems should be put in place by development funders and non-financial support services. Entrepreneurial skills development should be provided by the public and private agencies by organizing workshops for aspiring entrepreneurs in order to expose them to business opportunities that are sustainable and viable.

Thesis submitted in partial fulfilment of the requirements for the degree Masters of Technology: Public Management in the Faculty of Business at the Cape Peninsula University of Technology
The focus of the study is the Eden District, George municipal area, Western Cape Province, South Africa, which was severely affected by the worst ever drought in 132 years from 2009-2011 (Bamford, 2009). The reduced rainfall impacted negatively on urban water supplies for the area. In 2009 the Member of the Executive Committee (MEC) for Local Government in the province requested that George Municipality draw up specific measures to be implemented when water resources (in dams and rivers) dropped to certain levels. Plans for possible future drought situations, periods of low rainfall, or insufficient raw water resources, have been done put in place for the needs of the residents of the focus area. The research problem of this study encompasses the assessment of the interventions put in place to address the shortage of water, particularly the implementation thereof, and the strategies and mitigations that contributed to the alleviation of the water shortage. The core objective of the research was to investigate the implementation of the water interventions (water restrictions) authorised to address the water shortages in George, in November 2009. This study employed a qualitative research approach where in-depth interviews were conducted with purposely selected individuals employed in the George Municipality Civil Engineering Services Department, and its Water Services and Disaster Department sections as they could provide first-hand information on the measures implemented to alleviate the problem and on the water shortage status. The research findings indicate that many short-term strategies provided a substantial reduction in overall water usage. The implementation of the strategies and mitigation measures were useful to the various departments in the George Municipality in tangible ways to help manage the water shortages. George Municipality should continue to market water restriction awareness to the public even though the George is no longer experiencing water shortages. The Municipality should adapt to deal with longer and more frequent periods of water shortages. Available tools (e.g. drought policy and by-laws) should be revised and adapted to establish appropriate measures under changing conditions.

The transition period post-apartheid in South Africa since 1994 brought a number of changes in policy making process and the initiated programs by the government in all level with the aim of addressing inequality and poverty reduction strategies. In South Africa prior 1994 division in terms of location access to resources and information was meant for the certain group and participation in the Community development matters. The aim of this research study is to seek and find out the impact of the government policy projects, programme (strategies) in the community to poverty reduction and try to identify the reasons for the failure of other project and to what extend is the capacity building in community members in terms of skill development before the implementation of projects for sustainability and viability of those projects. Also is to explore the community participation or involvement in policy making process such as the formulation of Integrated Development Plan .The study attempts to answer community involvement into their own development, their role and impact to fight poverty and other socio-economic challenges that are faced by the community. The research design for the study could be classified as the mixed design which will include qualitative and quantitative approaches. A sample of 30 participants will be drawn from the community unemployed respondents, project employees, those searching for employment, 5 municipality officials from Blue Crane Route, Ward Councillor and projects leaders. On my findings community participation on community development issues must be strengthen for the sake of development .The issue of centralisation of offices for availability of resources to same of the communities makes it difficult to access resources. Lack of skills and training acquired in the job market for artisans, technical and management skills.

Despite the efforts by government to support and direct resources and institutions to address high levels of poverty through co-operative programmes, the Eastern Cape Province remains one of the poorest provinces in the country. Even in the relatively more prosperous Cacadu District in the western portion of the Province, the socio- economic landscape is punctuated by pockets of acute poverty. In order to support government policies to promote co-operatives as a means to address past exclusions from the agricultural sector, as well as to promote socio-economic development in one of its poorest local municipalities, the Cacadu District Municipality has been implementing a support and mentoring programme to agricultural co-operatives in the Ikwezi Local Municipality. Furthermore, Ikwezi was selected because it has the highest concentration of co-operatives in the region supported by the District Municipality and by other Sector Departments from the National and Provincial Governments. The relationships between the support that is provided by Cacadu District Municipality to co-operatives and the extent to which supported co-operatives harness these advantages to grow and sustain their enterprises, forms the cornerstone of this research. As such, the hypothesis that will be tested reads as follows: The government support provided by Cacadu District Municipality to co-operatives in its area of jurisdiction has resulted in the growth and sustainability of the co-operative enterprises. The literature review considers the significant role that co-operatives play in local economic development. It provides a historical overview of co-operatives, as well as the policy framework on co-operatives in South Africa. The role of Cacadu District Municipality with regards to co-operatives and local economic development is reviewed, as well as its co- operative support and mentorship programme. An overview of the socio-economic profile of the Ikwezi Local Municipality and the agricultural co-operatives in the area concludes the literature review. The research approach is based on a mixed method between the qualitative and quantitative research families, with a bias towards the qualitative approach. The study placed more emphasis on the data gathered from individual co-operative businesses and the personal experiences of individuals involved in the co-operative sector. This approach requires qualitative techniques such as interviews and observations. The internet was used as a source for the gathering of relevant data related to the stated research objectives. Other relevant information is gathered through documents reviewed and case studies. The study used questionnaires to interview a sample of agricultural co-operatives in Ikwezi. The collected data was analysed and presented according to a set of themes that formed the basis for the analysis. The analysis provided insights into the background and history of the selected co-operatives, the challenges that they face to survive and the support that they require from government and other potential support structures. The analysis furthermore focussed on the perception of the members of the co-operatives of the impact – whether positive or negative – of the Cacadu co-operatives support and, in particular, it’s mentorship programme. The findings revealed that there was overwhelming support from the co-operative members for the intervention and mentorship provided by the Cacadu District Municipality. It became clear that accessing agricultural land and providing funding and inputs to emerging farmers and co-operatives is not enough. There needs to be a building and nurturing of an entrepreneurial spirit and business mentality accompanied by appropriate training and capacity building interventions for the co- operatives to become successful enterprises. This study reveals that this is possible given all the resources at the disposal of the state. In conclusion, the hypothesis that the support provided by Cacadu District Municipality to co-operatives in its area of jurisdiction has resulted in the growth and sustainability of the co-operative enterprises, was found to be valid.

Qualitative research methods was employed in gathering accurate information from the project members about the strategies that they are employing in sustaining the project while many government funded project does not last for even a year. The involvement of the stakeholders like Setsoto Local Municipality, the Department of Agriculture and the Department of Rural Development and Land Reform, the role they played in the project was also explored. It was therefore suggested by the researcher that the main stakeholder which is the Department of Agriculture should assist the project in establishing market for products in other countries.

This study investigated the education and training needs for municipal employees in order to inform an education and training strategy that would address environmental management challenges in Makana local municipality in Grahamstown, Eastern Cape province. The research was conducted as a qualitative case study that made use of questionnaires, document analysis, focus group discussions and interviews as instruments for data generation. Samples of respondents were selected from Makana Municipality employees in top and middle management positions, professionals/technicians and workers, including elected councillors. The study was contextualised through establishing environmental management issues in Makana municipality; establishing organisational needs; development of a learner profile; and through a review of policies and recent trends in adult education. The study established that the Makana Municipality employees are most concerned with the following issues: sanitation; solid waste management; livestock management and fire management. These issues require primary environmental competences among all council employees (top and middle management, professionals and technicians, workers and councillors who work on part-time basis). The educational implications needed to respond to these issues also require an understanding of legislation. The study also established that technical education and training which includes planning, project management, and financial and budgeting competences are necessary amongst the management and professionals. These competences may enable them to develop capacity in environmental management. This study further established the need for social education which includes competences such as communication and social justice. These competences should be developed amongst members of the same group as they need to involve the community in management of the environment. This should enable the municipality to create job opportunities and help change negative attitudes.

Since 2000, local municipalities have been through a process of transformation which amalgamated a number of smaller local municipalities into larger municipalities. The amalgamation of a number of municipalities brings together an array of people, and therefore a myriad of organisational cultures are combined. The organisational culture of an organisation has an effect on the organisational commitment of its employees. A fit between the organisational culture and the employees will increase the organisational commitment of those employees and contribute towards improved service delivery. A survey conducted in South Africa indicated that the local municipalities have been delivering poor standards of service to the community; therefore there is a need to increase the service delivery within local municipalities. The importance of looking at the organisational commitment of a local municipality is because if there is commitment within the organisation, then employees will identify with their organisation and its goals, and will deliver the service more effectively and efficiently. Therefore, increasing the service delivery of local municipalities can be achieved through diagnosing the organisational commitment and organisational culture of employees within the selected municipality. The primary objective of this research was therefore to diagnose the relationship between organisational culture and the organisational commitment of employees at the selected municipality. In order to achieve this objective, a survey was conducted to canvas the opinions of respondents (N = 148) from the selected local municipality regarding their perceptions of the existing organisational culture, their preferences regarding the organisational culture within the selected municipality, and finally the organisational commitment. The main findings of this research conducted at a selected municipality can be summarised as follows: The dominant existing organisational culture is the power culture, while the dominant preferred organisational culture is the support culture; There is an organisational culture gap between the existing and preferred organisational cultures at the selected municipality; The dominant organisational commitment within the selected municipality is normative commitment; The findings pertaining to the relationship between organisational culture and organisational commitment of employees within the selected municipality can be stated as follows: The existing organisational cultures have significant effects on the organisational commitment of employees; The preferred organisational cultures do not have significant effects on the organisational commitment of employees; and The organisational culture gap does not have a significant effect on the organisational commitment of employees; The findings pertaining to the relationship between the biographical variables and the existing and preferred organisational culture, organisational commitment and the organisational culture gap can be stated as follows: There is no significant relationship between biographical variables and the existing organisational culture; There are significant relationships between the biographical variables, namely the departments in which respondents work, and the education level of respondents, and the preferred organisational culture; There are significant relationships between the biographical variables and organisational commitment; and The average organisational culture gap scores of the organisational culture scales for the biographical variables are significantly different. It can be concluded that organisational culture has a significant effect on the organisational commitment of employees within the selected municipality and therefore can affect the service delivery of the selected municipality.

This thesis explores the role of land reform in the production of space and relations of power in rural South Africa after 1994, based on a case study of a cluster of restitution farms in Makhado municipality in Limpopo province in northern South Africa. It uses Henri Lefebvre's theory of the production of space, which proposes that space is a dynamic social construction and that spatial and social – and hence power - relations are mutually constitutive. Land reform processes are considered using three components of the production of space identified by Lefebvre, namely the material, the conceptual and the lived. These components are applied to three core themes in land reform which emerged from the research: authority and land governance; property relations; and land use (production and settlement). The investigation was based primarily on interviews with inhabitants in the research area affected by land reform, with individuals with some historical knowledge of the area, and with various individuals from government and other support organisations with some relation to land reform in the area. The methods included an element of participant observation and some archival research. The research indicates that land reform had an uneven impact on the production of space and power relations in the area of study. Contradictions emanating from within the state in particular exacerbated this unevenness. The retention of the private property framework and the entrenchment of pre-existing forms of authority and relations of power – private landowners and traditional authorities – constituted limitations on the role land reform could play in altering rural spaces and power relations. However, land reform simultaneously facilitated openings for subterranean shifts through new practices, rooted in everyday activities at the micro-spatial level, which signalled potential broader shifts in spatial and power relations over time.

Abstract:
The period 1994 to 1999 saw the implementation of fundamental social and political change in South Africa. Social science literature suggests that such fundamental change increases the probability of civil conflict and strife, as some sectors of the population expect significant improvements in their position following the removal of economic and political barriers that previously inhibited their upward mobility. Other sectors are concerned about a possible decrease in their living standards of the erosion of their privileged position. Still others experience increased uncertainty, which in itself is associated with significant social change. It is significant to state that poverty in South Africa is intertwined with a host of social and economic issues. The burden of poverty is exacerbated by limited access to basic services, poor housing, limited employment opportunities and inadequate infrastructure, which are an outcome of the terrible legacies of apartheid. The South African government has set certain targets to reduce poverty by half by 2014, in line with its vision for 2014 and in line with its commitment to the Millennium Development Goals. In an endeavour to realise this commitment, the government has prioritised the improvement of service delivery as one of the indicators of progress. However, although the government has made improvements and attained some of its goals, it still needs to do more. With apartheid no longer in place as the system to blame for every grievance, other rifts may have developed in society and become grounds for mobilisation, Klandermans, B. et al. 2001. Mantsopa Local Municipality is not an exception to these developments and it faces a series of challenges. Despite nineteen years of democracy, poverty is still common in Mantsopa. Unemployment levels are high and many people depend on government old age pensions, seasonal farm work, minor-scale self-employment and part-time jobs for the survival of the entire household. These developments have led to the study of poverty alleviation programmes in selected towns of Thabo Mofutsanyane District Municipality. The researcher investigates these programmes through the analysis of secondary data.

ENGLISH ABSTRACT: The multifaceted land degradation problem and its associated manifold impacts have attracted research from different disciplines, resulting in varying definitions of the concept. However, most researchers agree that human intervention that deteriorates the state of the environment is the central element. Among the anthropogenic activities that exacerbate land degradation, land cover has been singled out as the salient element. Rapid and unplanned land cover changes are primary manifestations of this problem. UMhlathuze Municipality, the study area which has superior biodiversity richness, is one of fastest growing municipalities in South Africa and is the locale of significant land modifications in recent decades because of a variety of industrial and residential developments. Using Landsat TM imagery acquired for 1984, 1996 and 2004, this study mapped and quantified land cover change and manifestations of land degradation in the uMhlathuze Municipality in conjunction with settlement intensification computed from orthophotographs acquired for 1984 and 2004. Census population statistics were analysed as a reflection of population dynamics and further to gauge related causes of land cover change. Geographical information technology (GIT) was applied as an analytical tool. The results revealed the anthropogenic influences that led to changes in land cover over the 20- year period between 1984 and 2004. The dominant natural cover classes in 1984 declined continuously and human-dominated land categories had increased sharply by 2004. Much of grasslands, forest and wetlands were converted to monotypical agroforestry (sugar cane and forestry plantations), built-up settlement and mining. These changes engendered complete loss of biodiversity (floral and migration of fauna). Bare ground, signifying land degradation, was noticeable although it exhibited a fluctuating trend which could be attributable to differences between the various imagery used. Along with population growth, the area of settlements increased over the study period and spatially sprawled from urban areas. Settlements showed a fairly stable spatial configuration over the 20-year period, but became magnified in medium- and high-density areas. Grassland and wetlands occurring around Richards Bay, as well as indigenous forest near Port Durnford, were identified as critically threatened ecosystems. The proposed industrial development zone and port expansion were recognized as having adverse ecological implications for wetlands. The study concluded that significant land cover changes occurred in the form of natural land cover giving way to monotypical agroforestry, built-up settlements and mining - all to the detriment of pristine natural habitat.

Tog is die meeste navorsers dit eens dat menslike invloede die sentrale element is wat die toestand van die omgewing verswak. Van die vele menslike aktiwiteite is grondgebruikverandering uitgesonder as die belangrikste beïnvloeder van agteruitgang van die omgewing. Veral vinnige en onbeplande grondgebruikveranderinge verteenwoordig die primêre manifestasies van hierdie probleem. UMhlathuze Munisipaliteit, die studiegebied met 'n hoë biodiversiteitsrykdom, is een van die vinnigste groeiende munisipaliteite in Suid-Afrika, waar 'n verskeidenheid nywerheids- en residensiële ontwikkelings beduidende grondgebruikverandering oor die afgelope dekades dryf. Die dominante natuurlike dekkingsklasse in 1984 het voortdurend verminder en menslik-gedomineerde kategorieë het teen 2004 skerp gestyg. Baie van die grasvelde, woude en vleilande is daadwerklik omskep tot monotipiese agro-bosbou (suikerrieten bosbouplantasies), beboude nedersetting en mynbou. Hierdie veranderinge behels 'n volledige verlies van biodiversiteit (plantegroei en migrasie van fauna). Kaalgrond, wat dui op die agteruitgang van grondbedekking, was ook opvallend, hoewel dit 'n wisselende tendens toon wat ook kan wees as gevolg van die verskille tussen die beeldmateriaal wat gebruik is. Saam met die groei van die bevolking is bevind dat nedersettings oor die studieperiode toegeneem het en in tipiese spreipatrone weg van die stedelike gebiede uitbrei. Nedersettings het 'n redelik stabiele ruimtelike liggingsopset oor die tydperk van 20 jaar getoon, maar het in medium- en hoë- digtheid gebiedeverdeel. Grocery retailers are faced with many challenges. Among them are competition, employee theft and deviant consumer behaviour (DCB). Deviant consumer behaviour violates generally accepted norms of consumer behaviour in retail settings. There has been a lot of research conducted on DCB and different terms and phases have been used to describe the behaviour, ie “dysfunctional customer behaviour”, (Daunt and Harris, 2012), “aberrant consumer behaviour” (Fullerton and Punj, 1993) and “consumer misbehaviour” (Fullerton and Punj, 1997). However, the research conducted on how the behaviour affects retailers, particularly grocery retailers has been limited. The primary objective of this study was to examine how DCB affects grocery retailers in Nelson Mandela Bay Municipality. More specifically, the relationship between DCB (dependent variable) and independent variables - impact on profits (RPROF), impact on inventory (INV), impact on grocer security (SECU), impact on employees (EMPL), impact on customers (CUST) and measures to minimize or stop DCB (STOP) was established. Questionnaires were used as a measuring instrument. Out of the 100 questionnaires distributed, 70 were usable. The empirical results showed that there is a significant relationship between DCB and the independent variables. Recommendations on how best the stores can deal with DCB were made and measures to minimize or stop DCB were presented. Recommendations for future studies were also presented.

The rural areas of Amathole district municipality continue to experience difficulty in accessing water services. The people experience problems despite the fact that the Amathole district municipality, since 2003 has been made a water service authority in its municipal area, which consists of eight local municipalities, namely; Mnquma, Mbashe, Nkonkobe, Amahlathi, Great Kei, Ngqushwa, Nxuba, and Buffalo City. With the water service authority powers devolved from national government to the district municipalities the intention was to speed service delivery. This study investigates the causes of the delays in water service delivery experienced in rural areas of this district municipality. The Buffalo City local municipality is excluded in the study because Buffalo City has as well been given the responsibility of being the water service authority in its municipal area. This study used the questionnaires as data collection tool, and it was distributed to these respondents; chief officials, councilors, and citizens. Due to vastness of the target population sampling was used to reduce the bulkiness of the data. The questionnaire content is based on the phases of the systems theory to see if the policy making processes of the Amathole district municipality are carried out in accordance with the systems theory. The study has found that the citizens are not adequately involved in all the policy processes including the policy analysis and evaluation. This has been found to be a contributory factor in the ineffectiveness of the municipality water service delivery.The spheres of government that operate in silos compromised policy analysis and evaluation of the municipality, and disjuncture of the delivery programs of the spheres and state enterprises caused a huge service delivery challenges for this municipality. The study has confirmed that the Amathole district municipality is experiencing problems, delays, and challenges that make it to be ineffective as a water service authority.

This study focuses on investigating the impact of poverty reduction programmes in improving the quality of lives of the people in the King Sabata Dalindyebo Local Municipality, in relation to interventions that have been implemented by the South African government to address poverty. The purpose of the study is to understand the situation in King Sabata Dalindyebo Municipality and come up with recommendations that will assist government to enhance delivery of poverty reduction programmes in order to improve the quality of life of the rural poor in King Sabata Dalindyebo Local Municipality. The research methodology for this study is descriptive, sourced from available literature. Due to the restricted extent of the research, no empirical survey is conducted. A number of normative criteria that deal with the research problem are identified from the available literature from which findings are drawn and recommendations made. The findings of the study show that; whilst significant progress has been made to address poverty through policy and legal frameworks and through implementation of poverty reduction strategies and programmes, there is a general consensus in literature that poverty is still widespread in South Africa and that activities put in place to reduce and eradicate it are not sufficiently translating into required outputs necessary for desired outcomes which ultimately impact on poverty. The study has identified the gaps that exist in service delivery as well as the challenges faced by government in effectively impacting on poverty through its poverty reduction programmes. Based on the findings the study has made recommendations that will assist government to enhance service delivery so that poverty reduction programmes are conducted in an effective and efficient, integrated and coordinated manner which will cause government to achieve its desired outcomes.

The purpose of this study was to investigate the impact of Local Economic Development (LED) in alleviating poverty in Nkonkobe Local Municipality in the Eastern Cape Province, a municipality that is predominantly rural in nature and also stricken by poverty. The research objectives were; to explore the implementation of LED strategies, to assess the degree to which various spheres of government work collaboratively to enhance efficiency and effectiveness in development planning; and to evaluate the extent to which job opportunities have been created as a result of LED practices in the municipality. To achieve these objectives, a qualitative research approach was utilised. The sample was selected using a purposive sampling technique whereby individuals who are directly involved in integrated development planning and LED planning were targeted. Those who met this criterion were considered suitable for providing relevant information regarding the implementation of LED in Nkonkobe Local Municipality. Based on the literature review presented in chapter 2, LED can be perceived as an integrated, multidisciplinary approach that seeks to alleviate poverty through pro-poor economic growth by promoting economic development initiatives in municipalities. Moreover, the legislative framework presented in the same chapter reveals that the South African government has employed various strategies in the implementation of LED in local communities. The study showed that the Nkonkobe Local Municipality LED strategy has limited impact on poverty alleviation due to a myriad of factors which reinforce and interact with each other, thereby limiting development and thus trapping residents in poverty. The findings suggest that there is significant room for a paradigm shift from predominantly pro-growth LED to pro-poor LED, and the need to adopt a comprehensive LED strategy that seeks to include both pro-growth and pro-poor strategies.

This study seeks to investigate the efficiency and effectiveness of the process for providing government social grants to people with disabilities in the South African Social Security Agency (SASSA) Amathole District Municipality in order to determine the need for any improvement measures. Taylor’s scientific management theory and the Total Quality Management (TQM) concept were used to interpret efficiency in the functional activities of the officials working in the Disability Grant Unit in Amathole District. The study also sought to answer the question of whether exit programmes existed that were designed to assist the beneficiaries to support them and cater for their needs related to their disabilities. The study followed a qualitative method. Face-to-face interviews were conducted and the sample of this study consisted of ten participants who are working at Grant Administration. These participants included one General Manager; one District Manager; one SASSA doctor; one Head of Grants Administration in the district and six officials who are at lower levels of the hierarchy at Amathole District Municipality in East London service office. Thematic analysis was used to identify themes from the interviews. The findings of this study revealed that the majority of the respondents experienced challenges such as lack of assessment doctors, turn around-time, corruption, poor consultation, lack of managerial commitment and doctors regarding the assessment of applications. Abstract:
This study presents results to be contributed to the field of Environmental Education. It is a new arena for qualifications development and implementation in the South African Education and Training system. The study is located in the context of a joint research programme focusing on understanding issues of articulation and learning pathways development for sustainable development, established between the South African Qualifications Authority (SAQA) in partnership with Rhodes University, Environmental Learning Research Centre (ELRC). Phase 1 of the SAQA/ELRC research showed that researching workplace learning requires an understanding of learning pathways, if it is to be meaningful. It is for this reason that this research in phase 2 focuses specifically on learning pathways in the context of a local municipality in Makana. Using a case study research approach and qualitative data, this study investigated learning pathways for three occupational categories at different levels in the Makana Municipality: 1) key managerial occupations; 2) key supervisory occupations; and 3) key workers occupations relevant to sustainable development and how they are shaped and experienced. It also identified system and structural factors influencing articulation and access issues relevant to progress in learning pathways relevant to these key occupations. The study was designed using a case study research. Primarily, qualitative research techniques were employed to generate data, including observations, interviews and document analysis. The study used inductive, abductive and retroductive modes of inference to interpret and analyse data, using critical realist and systems perspectives. The findings on worker learning pathways show that there is a discrepancy between the Training Policy and the Environmental Training and Education Strategy of Makana Municipality. The issue of complexity in learning pathways and social structural factors such as inequality emerged as factors that strongly influenced learning pathways for workers. Learning pathways for workers involved in sustainable development practices hardly existed or simply did not exist. Interesting transitions associated with learning pathways such as from home, to work or no schooling in the case of the workers, showed a pattern of emergence. These showed that learning pathways are not accessible and equally available to everyone as can often erroneously be assumed. The findings on supervisor learning pathways show diverse complexities as well as related issues, when compared to the worker’s learning pathways. Issues such as overlapping of study and work emerge as influential to supervisor learning pathways. Lack of support is, however, an influencing factor, but in a different context compared to the workers, and mainly focuses on lack of bursaries, highlighting training policy issues. This aspect was found to also relate to lack of proper resources in order to enable them to learn and do their job better; an issue raised by the workers too. This challenge of lack of support in various forms posed a barrier to learning pathways. Findings related to the manager’s learning pathways show a noticeable gap between the workers, supervisors and managers. The manager’s generally have higher education qualifications related to sustainable development, and in certain cases managers have had exposure to international training related to sustainable development. Factors such as ample opportunities for learning, mentoring, association on professional bodies, and decision making powers influenced the manager’s learning pathways. It was also notable that while managers receive occupationally directed training, it is not necessarily sustainable development related. In theory, the results highlighted a need to understand systems as a whole and how their integration is important in influencing learning pathways. There were also underlying mechanisms and structures identified which needed to be unravelled and understood as these were found to influence learning pathways in this study. The study highlighted critical insights in understanding how learning pathways in a local municipality context (the case of Makana Municipality) are constructed by both systems and structural factors in the workplace, while also identifying ways in which agency of those engaged in learning for sustainable development in workplaces is enabled and /or constrained by such factors. It also showed the persistence of deep-seated inequalities of opportunity, especially for workers, to access and participate in sustainable development learning pathways.

Service delivery is the provision of basic services to the community by Local Government (LG). The Water Services Act 108 of 1997 states that everyone should have rights to access water and sanitation. It further states that the level of service it provides its consumers, however, is dependent on a number of factors as per clause 11 (2) (a) which articulates that every water services authority has a duty to all consumers or potential consumers in its area of jurisdiction to progressively ensure sufficient, affordable, economical and sustainable access to water services. Craythorne (2006:170) argued that a municipality may, in accordance with a policy framework it has adopted, establish a part of the municipal area as an internal municipal service district to facilitate the provision of a municipal service in that area. Owing to the vastness of the district, many rural communities and the grant dependency of the municipality, the Amathole District Municipality (ADM) is challenged in providing safe potable water to all and is providing different levels of this service to different communities, based on available water resources, cost of supply and the ability to recover costs. In this regard the ADM provides a ―Basic level of service‖ to its rural communities in line with the Department of Water Affairs (DWA) National Guidelines of 25 litres per person per day. This study undertook to probe the determinants of effective basic service delivery at Amathole District Municipality. Water provision function is still a challenge to District Municipalities (DMs) due to various impediments confronted by the DMs when rendering basic services. From the literature study and information gathered from the respondents in this research it became evident that basic service delivery is a key to the development of local communities. In this regard it is pertinent that the District Municipality in question devises means that will mitigate the identified challenges in order to provide services to expectant communities. Self administered questionnaires were used as a method of collecting data from the respondents. In this study a qualitative method was used to analyse the data collected from the respondents. Based on the information gathered from the respondents the researcher made findings and formulated recommendations.

E-governance is a comprehensive and well-thought out notion as it brings forth a change in the way governments communicate to citizens and to each other. Since the RSA government relies on regular consultations with the citizens in order to improve service delivery, e-governance approaches inspires citizens to be active agent of local democracy by means of providing information and participation on issues that matters the most to the society. The effectiveness of e-governance takes into account four systemic intentions which are as follows: Increased government accountability; Increased government transparency; Increased government efficiency and; Increased citizen’s trust In order for the RSA government, more particularly at the local level, to ensure quality of life to the citizens, the modernisation of government services and operations is very important. E-governance can now be considered as a source or tool for sharing ideas and initiatives that deliver a mutual enrichment. In other words, the citizens are the determining factor and actors for the rules and the role of the local bureaucrats as well as for the corresponding ICT tools persist to be developed. This treatise undertakes a strategic view and an evaluation of e- governance in local municipalities as the means of improving and transforming the delivery of services and access to information for citizens. Consequently this paper affords an exploratory analysis between e-governance and the six core elements of technology (i.e. e-strategy, e-skills development, e-services, IT governance and ICT infrastructure and e-leadership) believed to contribute positively in the effectiveness of e-governance. Finally, recommendations are made as a result of analysing the literature study and empirical study to ensure the implementation of the key initiatives of e-governance that can add value to the Nelson Mandela Bay Municipality (NMBM).

In 2000, cabinet adopted the South African Policy framework for women’s empowerment and gender equality, 2000 (Policy framework) which provided for the establishment of the National Gender Machinery (NGM). The NGM is a network of coordinated structures within and outside government which operate cooperatively in facilitating political, social, economic and other forms of transformation to dismantle systemic gender inequality and promote equality between women and men. The implementation of gender equality policy as a function area has constitutionally been given to the national and provincial legislatures in South Africa. The constitution allocated this function to the local sphere of government. Camdeboo and Inxuba Yethemba local municipal authorities are the facilitators of sustainable gender equality policies to citizens on behalf of the national and provincial spheres of government. The study was thus conducted within the Camdeboo local municipality and Inxuba Yethemba local municipality. Camdeboo locoal municipality is one of nine local municipalities in Sarah Baartman district municipality. Inxuba Yethemba local municipality is in Chris Hani district municipality. The purpose of the study was to evaluate the implementation of gender equality in the Provision and Utilisation of Women administration Personnel a comparative study of the Camdeboo local municipality and the Inxuba Yethemba local municipality and to determine the impact of the existing policy on the gender equality policy on the needs of women of both municipalities. For this purpose the fundamental and overall study problem was found to be that the gender equality at the Camdeboo and Inxuba Yethemba is hampered by the implementation of an inadequate municipality gender equality policy and by incompetent municipal personnel in particular and in general by the municipality itself. These action do not satisfy the main purpose of the Employment Equity Act no 55 of 1998 to achieve in the workplace by promoting equal opportunity and fair treatment in all forms of employment through elimination of unfair discrimination as well as the implementation of affirmative action measures. The hypothesis was furthermore based on the fact that the existing gender policy of Camdeboo local municipality and Inxuba Yethemba local municipality gender equality policy are inadequate to satisfy women and impacts negatively if not harmfully on human being of women. The study revealed that besides the implementation of gender equality policy by these incompetent municipal personnel, there are economic, social, political and physical effects on women. In case of applications for senior management position, preference is always given to their male counterparts at the expense of equally qualified female applications. Secondly, Gender equality in human resource determination forms part of the processing phase in the system theory. These two municipalities should be made to commit themselves by appending their signatures to all control measures put in place to evaluate the level and the extent of gender equality across all the departments/ sections in the municipality. Any section/ department that implements gender equality more effectively should be identified applauded and given recognition. This would motivate and eliminate gender inequality. Personnel provision and utilization is of paramount importance to every organization. It then becomes extremely necessary to examine the gender equality on human resource determination.

Various allegations have been levelled against certain local authorities in South Africa. These allegations include poor governance, maladministration, corruption and poor service delivery. Some of the South African municipalities are unable to deliver sufficient services to the people due to financial instability. On the other side the fact that the municipalities have to generate their own revenue is no longer sufficient. However, government, both national and provincial has to support the municipalities in terms of their capacity to provide services. While government has to provide services to the people to ensure their welfare, people from local communities should also support the continuous provision of `these services by paying for municipal rates and services. These may include services such as water, refuse removal and electricity as well as property taxes. The main issue is that these services are not readily available, for instance water has to be purified. The situation at Mnquma Local Municipality as indicated in the financial and other reports is such that there is a very slow payment of rates and services, which leads to the municipality relying mostly on government grants, and this puts a heavy strain on service delivery by the municipality. Seemingly, it has been long that rates and services have not been paid in Butterworth-even before the restructuring of the municipality (i.e. before the Mnquma Municipality came into being). However, if alternatives could be found to enhance regular payment of rates and services the municipality might improve in terms of its capacity to deliver services.

Abstract:
Despite the decreasing contribution of agriculture to Gross Domestic Product (GDP) in South Africa, agricultural activities are critical in the development of rural households. These activities are an important route through which these rural communities can reduce poverty. This is mainly because agriculture has been the main source of income and employment in rural areas in South Africa and other less developed countries (LDC). However, it has not generated sufficient income to sustain rural households. Rural areas are characterised by factors such as low socio-economic conditions, low standards of living, lack of access to markets and inadequate infrastructure that does not create an enabling environment for private sector involvement. The private sector is not actively involved or engaged in rural development. Rural development involves improvement in the economic security of people in rural areas. It is poor households that look for employment in agriculture. The poor are portrayed in terms of qualifications, employment, access to resources, basic health services, skills possessed, self- sustaining activities, and income and expenditure patterns. Many individuals in rural areas are pushed into non-agricultural activities due to lack of opportunities in agricultural activities. Lack of opportunities in agriculture can be caused by subsistence agriculture in small holdings of land and lack of appropriate skills sets for certain agricultural activities. Ultimately, it is poor individuals who increase their dependence on agriculture. The primary objective of this research was to obtain a better understanding of the contribution of agriculture in rural development in the Mbhashe Local Municipality (MLM). Furthermore, the necessary conditions required to sustain livelihoods in the rural areas were identified. This was mainly done in an attempt to improve the quality of life in the rural areas. The study was based on three objectives. The first objective was to identify the constraints to agricultural activities in the Mbashe Local Municipality; the second was to investigate the plight of rural people in the Mbhashe Local Municipality. Lastly, the third objective was to investigate the contribution of agriculture in rural development in the study area. The main finding with regards to the first objective is that facors such as lack of infrastructure, low socio-economic conditions, lack of appropriate skills and lack of opportunities in agriculture are some of the constraints to agricultural activities. Investments in basic infrastructure need to be significant so that funds can flow into the rural areas to be invested in livelihood activities in order to create more employment opportunities. With regard to the second objective, the main finding is that rural people need to be empowered through increased knowledge and skills. This involves improving literacy and skills training, because the outcome of this training is that they are able to stand on their own feet and provide for their families. The main finding with regard to the third objective is that rural areas, by nature, are not easy to service but have indigenous knowledge that can be used in agriculture. However, the government must support them with the necessary infrastructure. Agriculture has been a major source of income and employment in the Mbashe Municipality.

This study investigates the challenges faced by street traders in Mnquma Local Municipality. The purpose is to examine the factors affecting street traders trading at N2 Mthatha Street at Butterworth in Mnquma Local Municipality. For this reason, it was necessary to study the literature on local economic development. The challenges facing street traders were also investigated and analysed in order to formulate recommendations for solving challenges facing street trading in Mnquma Local Municipality. In order to fulfil the objective of the study and to address the research problem faceto-face interviews were conducted with the street traders, municipal officials and Hawkers’ Association. The literature review and the interviews enabled the recommendation of possible answers to the problem. These recommendations would be valuable and, one hopes, will also be of assistance to the Mnquma Local Municipality. Findings of this study indicate that challenges faced by street traders in Butterworth include lack of financial support to start their businesses. Also, the fact that there is no water taps that can be used by the members of the public in the Central Business District (CBD) in Butterworth as well as street lights at night is one of the challenges. Recommendations were made with regard to support and assistance for street traders, environmental management and also a recommendation on business registration and licensing. The study concludes that if the Mnquma local municipality can implement all the proposed recommendations, all the factors raised by street traders as disturbing the functionality of their businesses particularly in Butterworth will be rectified.

The ineffective and inefficient management and collection of municipal solid waste is a significant problem in cities of many developing countries. South Africa as a developing country is also faced with the same problem. Buffalo City Municipality with its fast growing urban population is not immune from the problem. Due to continuing population growth, urbanisation, industrialisation and higher consumption levels which started after the demise of the previous legislations which stifled the advancement of black communities, the generation and management of municipal solid waste in developing countries is likely to worsen. The uncollected waste and rampant littering generates pollution and poses risks to human health and the environment. Regulations guiding the treatment and the disposal of waste are not followed to the letter by authorities. There are no measures in place to ensure that the environment is sustained, and even if there are they are not fully implemented. This affects municipalities negatively in various aspects. Tourism that is known to boost ailing and weak local economies is affected. Properties are devaluated and potential developers turn their backs on municipalities that are not well managed. It is the low-income communities that suffer the brunt of the inefficiency and poor service delivery. This status quo is not acceptable eighteen years after the attainment of democracy and the adoption of the Constitution in South Africa. This study analyses the challenges and factors that cause Buffalo City Municipality (BCM) not to deliver services efficiently and successfully in respect of waste management. It also attempts to check alternatives and solutions as gathered from other cities in a similar predicament. Municipalities are encouraged to adopt Local Economic Development (LED) principles and establish public- public partnerships and private- public partnerships thereby utilizing communities in refuse collection and waste management.

Despite millions of Rands being disbursed to the three hydroponic projects in the Nelson Mandela Bay Municipality by Provincial Departments, Development Agencies and NGOs, relatively little is known about the impact of these projects. There is too little evaluative research on the effectiveness of such development projects. Questions arose as to what made these projects fail and what was required for sustainability over their intended life-spans. Evaluations assess a project’s ability to be sustained by examining different aspects of sustainability, including technical soundness, skills transfer, political effect, economic viability, and institutional, organizational and management effectiveness. This study has revealed that hydroponic production is a very challenging business that requires close monitoring, intense technical knowledge, and continuous learning. Moreover it is very costly, while profit generation is quick and the market central for the sustainability of this kind of project. The findings of this study also revealed that no proper feasibility study was conducted including selection of beneficiaries, no monitoring by funders and donors, no transfer of skills and no continuous empowerment of project members. Project members also indicated that they are aware of the causes of their project closures and that they are willing to participate in hydroponics production initiatives again because of the potential that these projects have.

Abstract:
The scarcity of skills is a global phenomenon, affecting the capacity building, economic growth and development components of all nations. The African continent has been affected by skills shortages, emanating from certain socio-economic factors. This resulted in the ‘brain drain’, emigration and absorption of skilled talent to developed countries, in search of a better standard of living and employment opportunities. The issue of scarce skills in South Africa was identified by the Government in 2006, due to an identified shortage of expertise and proficiencies, required to fill numerous vacant positions within the local government to meet service delivery needs. The identification of skills shortages led to the formulation of macro-economic policies to address the issue of scarce skills and the identification of the most affected professions, which included, inter alia, engineers; technicians; project managers; and architects. Despite the implementation of these policies, underlying factors compound the issue, complicating and limiting remedial efforts. The South African Government is faced with the challenge of providing quality basic services for the public, especially at the local level. The country has since 2010 experienced multiple incidents of service delivery protests, predominantly in the under-developed communities. The Eastern Cape is no exception, as the Nelson Mandela Bay area has experienced protests, concerning poor service delivery, primarily in Walmer Township. The provision of basic services, are of dire necessity to the communities, as the Eastern Cape is one of the poorest provinces in South Africa. The educational system at primary and secondary levels is faced with challenges in the Eastern Cape province. These challenges are the shortage of teachers; poor infrastructure; and teacher absenteeism. This compounds the issue of scarce skills acquisition and development; the volume of skilled, expert and proficient talent available to the municipality, to fill in vacancies, gaps and areas with shortfalls and deficits within the entity, is reduced and minimal, underscoring the depth of the entrenchment of this scarcity of skills issue. The primary focus of the study is to expose the factors contributing to skills shortages and the implications, apropos service delivery, from the municipal workers’ perceptions. The study highlights and describes the factors affecting scarce skills acquisition and development in South Africa, along with providing a background of the Eastern Cape and demonstrating that the shortage of skills, within the Infrastructure and Engineering Department of the Nelson Mandela Bay Municipality, has an impact on the production, efficacy and efficiency of services for communities. The study also emphasises the essentiality of quality leadership and management within the organisation, a pivotal aspect in ensuring the municipality performs at optimal level, meeting organisational goals. This is a critical issue, as the study revealed that sound management and leadership is lacking within the municipality, affecting quality of the service delivery output. The findings of this study further revealed that adequate training and development is lacking in the municipality. This is hampering skills development, outstandingly with regard to technical skills talents, as their training needs are not met.

The aim of this study was to investigate the alignment of human resources with the strategic plan at Emalahleni Local Municipality in Chris Hani District Municipality, Eastern Cape. The alignment of the human resources plan with the strategic plan is the requirement for inclusive integrated planning legislated in local government acts. The research in this area does not investigate the alignment of the human resources plan with the strategic plan especially in Eastern Cape local government. Integrated planning which is inclusive of human resource development and performance management is a legal requirement legislated in the Local Government Municipal Systems Act no. 32 of 2000. From the literature review it was evident that it is essential for organisations to have a clear vision and measurable specific attainable time-bound objectives which could transpire into measurable performance standards. For achievement of the strategic objectives human resource planning of the organisation has to be informed by the objectives of the organisation so that there can be a relationship between the employees and the business in which they are employed. The literature raised the importance of the involvement of the human resource manager and employees in general in the development of human resource strategy and strategy planning in the organisation and the performance of the organisation. A combination of the qualitative and quantitative approaches was used to achieve the objectives of evaluation research used as the research design in the study. A document study, interviews, and questionnaires were used to investigate the alignment studied. The participants were employees ranging from managers to lowest-level employees. The main patterns that emerged from collected data were the lack of clear strategic objectives, lack of alignment of the strategic plan and human resources, the lack of human resource strategy and development, and performance management systems. Emalahleni Local Municipality was then advised to review and reconceptualise its strategy plan to contain objectives which were clear, specific and measurable, and strategic objectives to include a human resource strategy for human resource alignment with the strategic plan. Such alignment could lead to integrated planning which could be measured to evaluate failure or success in the achievement of the strategic objectives.

The research investigates the devolution of decision-making at the Nelson Mandela Bay Municipality (NMBM). The research sets out to investigate the extent to which the Municipality offers resources to its politically elected representatives and whether the support enables a devolution that includes local citizens in decision-making. The study was demarcated within the NMBM, using an empirical survey, a population group composed of councillors and officials who work very closely with politicians in mobilizing the community in public participation. The data collection tool of choice for the study was a selfadministered questionnaire, supplemented by document analysis, unstructured interviews and the researcher’s observations. The purpose of the study is to investigate reasons why devolution is not having the desired results at NMBM, Investigate and find alternatives to how devolved decision-making can be enhanced, using the viable local political process at the NMBM and similar municipalities. The study argues from a theoretical base of good governance and public participation. The findings made were inter alia: Politicians in public office are not using the resources at their disposal optimally; tussles amongst politicians and with officials do have a negative effect on devolved decision-making; and vandalism and closing down of ward council offices are not purely a reflection of a ward councillor’s failure to account to the constituency, and the ward committee system at NMBM has not since 2009. The recommendation is that deliberate efforts need to be made to establish democratically elected ward committees in all sixty wards of NMBM. The establishment of ward committees has to be a joint effort between political office bearers, the broader political landscape and officials as previous efforts have failed to produce legitimate structures. The politicians and officials need to work together to win over public opinion and community buy-in towards the establishment of ward committees that are representative and functional.

Many have described South Africa as a protest-rich nation. Some have defended this high level of protest as an indication that this country has a functional democracy where peoples’ right to raise their dissatisfaction with government through protesting is protected. These protests take different forms, with some displaying signs of criminality where protesters vandalise private and public property, while others proceed peacefully. This project examines and interprets the dynamics and circumstances surrounding these events and processes through empirical research, and explores their relationship to development. This dissertation attempts to establish what motivates people to engage in these protests, to assess the impact and consequences of protests in South African local communities, and to assess whether the different forms of protest were effective in compelling government to address protesters' developmental demands. The research undertaken was of a qualitative nature, and the researcher sourced the information from community members and community leaders. As the process of collecting empirical data unfolded, it became clear that the Marianridge and Umlazi Z Section case studies presented in this dissertation indicated that developmental local government without public participation is ineffective.

ENGLISH ABSTRACT: This study investigated the extent of Water Sensitive Urban Design activities in the George municipality in the Western Cape Province, in South Africa. Water resource management in urban areas worldwide had become unsustainable with the widespread implementation of outsized infrastructure, environmental degradation and overuse of natural resources. The result was a concept called Integrated Urban Water Management (IUWM). IUWM encapsulates the entire water cycle from rainwater to surface water, groundwater and wastewater, as part of urban water management, and not as separate entities. There was worldwide response to IUWM, with the USA formulating Low-Impact Development (LID), the UK designing their Sustainable Urban Drainage System (SUDS), and New Zealand articulating Low Impact Urban Design and Development (LIUDD), all to improve urban water resource management. Australia responded with Water Sensitive Urban Design (WSUD). WSUD explores the design and planning of water infrastructural development in an urban setting, vital in Australian cities which experience continuous severe water shortage conditions. The WSUD approach aims to influence design and planning from the moment rainwater is captured in dams, treated, and reticulated to consumers, to the point of wastewater re-use, as well as stormwater use. Various techniques are specified as part of the WSUD approach namely: the installation of greenroofs, demand reduction techniques, stormwater management and the re-use of treated wastewater for irrigation and fire-fighting. These WSUD activities can be implemented from large-scale efforts with whole suburbs working together to manage stormwater by construction of wetlands, as well as small-scale change in design and planning, e.g., with household rainwater tank installation for irrigation and toilet flushing. With South Africa’s progressive legislation at a national, provincial and local municipal level, various WSUD activities can be implemented to aid and guide municipalities. The study aimed to investigate what type of WSUD activities the George municipality has implemented, and to what extent the activities had an impact on water consumption, since the drought in 2009. The reasons behind any lack of implementation were also explored. Proof of only eight WSUD activities implementation could be found. Water debtors’ data and bulk water data was sourced in order to determine the effect of the eight WSUD activities on water consumption. Bulk meter data could however not be used to correlate with the debtors’ data since readings from many bulk meters had not been recorded. Debtors’ data did prove however that the WSUD activities had a short-term impact on water consumption in the suburbs where it was implemented. The reasons given for non-implementation were not satisfactory. Recommendations are that the municipality should focus on better planning and implementation of diverse activities and that keeping records and data should be made a priority to determine any progress made.
AFRIKAANSE OPSOMMING: Hierdie studie ondersoek die omvang van die Water Sensitiewe Stedelike Ontwerp (WSUD) aktiwiteite in die George munisipaliteit in die Wes-Kaap, in Suid-Afrika. Waterhulpbronbestuur in stedelike gebiede in die wêreld het nie-volhoubaar geword met die grootskaalse implementering van buitenmaatse infrastruktuur, agteruitgang van die omgewing en die oorbenutting van natuurlike waterhulpbronne. Die gevolg was 'n konsep wat Geïntegreerde Stedelike Water Bestuur (IUWM) genoem is. IUWM omvat die hele watersiklus vanaf reënval, tot oppervlakwater, grondwater en afvalwater, as deel van die stedelike waterbestuur, en nie as aparte entiteite nie. The search for service and product quality has come to the forefront of business studies as the most important consumer trend of the past two decades. Studies conducted indicate that the 1990s saw a dramatic change in customer expectations concerning service quality and standards with a corresponding increase in the number of complaints from disgruntled customers. In response to this, many organisations have established customer care and complaints management services to respond to the need of customers. A substantial amount of literature exists on the subject of complaints management and its role in service quality, however, the focus has been on organisations in the private sector. The research undertaken in this paper aimed to investigate the role of complaints management systems (CMS) to evaluate service quality. The focus of this research was on local government with special attention on George Municipality. A literature review was done to establish the importance of service quality for local government as well as to investigate the link between an effective complaints management system and improvement in service quality. Furthermore, it was necessary to investigate the characteristics, design and implementation of an effective complaints management system. A questionnaire was developed in order to obtain primary data from a selected sample group. The data obtained from the questionnaire was statistically analysed and interpreted. The core findings from the analysed questionnaire indicated the following:  service quality is relevant in local government;  there is no clear method to measure service quality;  no formal and structured complaints management system exist, and  the implementation of an effective complaints management system will both improve service delivery and provide benefits to all involved. iv This study recommends that:  service quality standards and measurement be of strategic importance to local government;  customers should be consulted and involved when determining the service quality standards and measurement, and  an organised and structured complaints management system that seeks to address all complaints in order to improve the level of service quality to customers be developed. Finally, the success of the CMS will depend on management’s commitment to change on a continuous basis as well as the degree to which management proactively resolves customer complaint through the involvement of the customer.

ENGLISH ABSTRACT: Municipalities are entrusted with the responsibility of providing sustainable social services to local communities. Issues of capacity to facilitate the delivery of such services feature prominently in these municipalities where a number of communities have expressed their frustration and even anger at the slow pace of delivery of services, or the absence of such service delivery. The reported failure by senior municipal managers to facilitate the delivery of the needed services to communities motivated this investigation. In particular, the possible contribution of leadership learning in the developmental needs of senior managers in the Bushbuckridge Local Municipality was focused upon. The main knowledge claim in this study is that the proven lack of competencies and skills of senior municipal managers have much to do with the weak delivery of acceptable services to communities. Consequently, the study indicated the need to identify the developmental needs of senior municipal managers from a leadership learning perspective and to implement developmental interventions to possibly address such needs. The study was conducted in four phases. First, a number of pre-planning leadership learning questions were formulated, which were determined through document analyses and developing theoretical perspectives from review of relevant literature. Next, a needs assessment among senior managers was conducted. This phase was followed by the implementation of a planned intervention based on leadership learning principles. Finally, the potential success of the intervention was evaluated. The study revealed that although the municipality of Bushbuckridge has an acceptable policy framework that supports leadership learning, the leadership competencies and skills required for senior managers to facilitate delivery of municipal services to communities were lacking. The leadership intervention in this study had limited success due to systemic instabilities within the particular municipal system. The study showed that systemic stability appears to be essential for productive leadership development. It also showed that financial investment in leadership development or developmental interventions may contribute less to enhancing the performance of senior managers if a municipality lacks systemic stability. Given the reported large-scale systemic instability within local municipalities countrywide in South Africa, the results of this study indicate that capacity development initiatives are destined for failure if systemic issues are not addressed first.
AFRIKAANSE OPSOMMING: Munisipaliteite is daarvoor verantwoordelik om volhoubare maatskaplike dienste aan plaaslike gemeenskappe te verskaf. Kwessies rakende die vermoë om sulke dienste te fasiliteer speel ʼn belangrike rol in munisipaliteite waar ʼn aantal gemeenskappe uitdrukking gegee het aan hul frustrasie en selfs woede oor die stadige pas waarteen dienste gelewer word of die afwesigheid van sulke dienslewering. Die gerapporteerde onvermoë van senior munisipale bestuurders om die vereiste dienste aan gemeenskappe te lewer het hierdie ondersoek gemotiveer. In die besonder is die kollig geplaas op die moontlike bydrae van leierskapleer in die ontwikkelingsbehoeftes van seniorbestuurders in die plaaslike munisipaliteit van Bosbokrand. Die belangrikste kennisaanspraak in hierdie studie is dat die bewese gebrek aan bevoegdhede en vaardighede van senior munisipale bestuurders grootliks toegeskryf kan word aan die swak lewering van aanvaarbare dienste aan gemeenskappe. Hierdie fase is gevolg deur die implementering van ʼn beplande intervensie gebaseer op leierskapsleerbeginsels. Laastens is die potensiële sukses van die intervensie geëvalueer. Die studie het aan die lig gebring dat alhoewel die munisipaliteit van Bosbokrand ʼn aanvaarbare beleidsraamwerk het wat leierskapsleer ondersteun, die vereiste leierskapsbevoegdehede en -vaardighede vir seniorbestuurders om die lewering van munisipale dienste aan gemeenskappe te fasiliteer ontbreek het. This study had two aims. Firstly, it investigated the existence of the Local Economic Development (LED) strategy, and secondly, the sustainability of such a strategy at the Thembisile municipality in Mpumalanga province. The rationale behind this study was to provide the municipality with possible mechanisms to improve the development and implementation of the LED policy. The concept of Local Economic Development has been studied and debated widely in South Africa. The importance of introducing policies that assist to stimulate economic activities at the local sphere of government has been acknowledged by a number of scholars. The LED policy in South Africa was developed as a way of creating a platform for municipalities to play a role in economy of the municipality and the country. This study focused on how the LED policy has been developed and implemented at the Thembisile municipality. In order to achieve this, various strategies were used to collect data. Firstly, policy documents such as the Mpumalanga Provincial Growth and Development Strategy and the Thembisile Municipality’s LED strategy were studied. Secondly, questionnaires were administered to participants. Interviews were also conducted with members of the LED Committee at the municipality and entrepreneurs. The study mainly used the Evaluation Research methods to analyze the various critical aspects of policy implementation. The results of the study show that there are possible improvements both in the development and implementation of the LED strategy at Thembisile municipality. It is also critical that the element of sustainability enterprises established should be prioritized. Finally, the study provides recommendations for improvement for the municipality.

The aim of this research was to investigate the socio economic impact of electrification in Mnquma Municipality in the province of Eastern Cape. Mnquma Municipality has a backlog of about 25475 households that have not yet been electrified. There is a high demand of electricity in villages that have not yet been electrified. Eskom Southern Region has about 5 Million electrified households. The year 2012 was declared as year of universal access of electricity in South Africa. In the last three years amount of electrified households has been coming down at alarming rate. It is against this background that the study sought to investigate the socio economic impact of electrification of households. This study is a comparative study where two villages are compared. One village is electrified whilst the other village is not electrified. The study is based on the questionnaire opinion survey where respondents‟ views and opinion are solicited to test if electricity improves the socio economic conditions of Mnquma households. The study confirmed the findings of the research if electrification has improved the socio economic condition and if electricity is a preferred source of energy. The study proposed recommendations encompasses strategic responses to check if Government is achieving the desired goal through electrification of households.

The overall aim of the research was to investigate the sustainability of poverty alleviation projects in Amatole District Municipality in the Eastern Cape at Ngqushwa Local Municipality. The study focused on the following aspects: project management, capacity building, monitoring and mentoring, the market and the views community members have on poverty alleviation projects. The research sought to find out what challenges have been encountered by Sipheleke Food Security Project that might lead to the project not being sustainable. The study concluded that poverty alleviation projects are not sustainable because of lack of commitment from project members, market, capacity, management skills and scarcity of water.

On first impression, it would seem that globalisation is producing an increasingly homogenous trans-border world, whereby, as a result of key changes including the impact of technological improvements, foreign travel, the spread of westernised cultural identities, market capitalism, and liberal democracy, the point has been reached where it is now becoming difficult to tell different localities apart. In this process, it is often forgotten what role individual places assume in the creation of this globalised world and that not all will benefit from globalisation. In many respects, locally specific activities, including urban renewal, place promotion, and infrastructural developments pursued within a selection of the planet's most strategically connected cities are now the primary catalysts of, and the influence behind, globalisation. Likewise, community-businesses, rural micro-industries, and alternative livelihoods are some of the key mechanisms that under-privileged localities in developing countries are employing to either respond to the marginalization imposed by globalisation, or to simply ensure survival. The emergence of localisation theory has therefore acknowledged and exemplified the importance of the locality in the context of the global economy as either a key node within it or a point within which people must engage in coping strategies, often as a result of the negative impacts of globalisation. In recent years, varying styles of locality-based development have become central to enhancing both the pro-growth global competitiveness of a number of South African localities, as well as for initiating pro-poor interventions in several of the country's smaller towns and rural areas. In the City of Cape Town, millions of Rands have been invested by the municipality and the private sector in urban regeneration strategies,which have led to an economic rebirth in the city centre and have generated numerous jobs in the tertiary and construction sectors that have helped to enhance the city's global stature. In Ndlambe Municipality, two community-businesses, which have received national funding and have strong municipal support, employ fifty people between them and have demonstrated the advantages of participatory action in propoor local development, within the context of the open market. In Emalahleni Municipality, attempts at locality-based development have been instigated directly by the local poor themselves and have been organised by members of the community in the face of non-existent local government support, which have resulted in the creation of several hundred income-earning opportunities for area residents. In summary, these three cases illustrate a range of approaches to locality-based development cunently undertaken in South Africa by different localities possessing widely differing resources, skills, and degrees of global connectivity in order to initiate growth and enhance standards of living. From a theoretical perspective this study provides a South African slant on global theories and processes and further indicates the role that a series of localities in the South are playing in a changing global system.

When South Africa’s first democratic government was elected in 1994, the newly elected government committed itself to reduce the housing shortage in South Africa. By July 2001, approximately 1. 43 million as opposed to 3 million houses, were completed. In order to reduce the South African housing backlog, the government has established a number of Social Housing Institutions (SHI), but its social housing provision has still not lived up to its promises. While supply of social housing increased between 1994 and early 1998, it decreased between 1999 and 2004, whilst demand for social housing, continues to rise. Since existing government strategies have failed to meet the ever increasing social housing demand, there is a need to investigate the strategic elements and the efficiency of South Africa’s social housing provision. This thesis, therefore, determines strategies that the government should employ in order to close the gap between the supply and demand of social housing in South Africa. The thesis presents a comparative case study of social housing strategies and programmes in four countries namely: Brazil, Malaysia, China and England. The research identifies preconditions for successful housing programmes and strategies and concludes with policy recommendations. It proposes that public participation should be encouraged by all municipalities within South Africa. The research methodology which was used in this study is qualitative, where structured interviews were held with community members as well as with members of the municipality. The study reveals that there is no community participation in the housing process of the Mbashe local municipality. The findings of the research show that the municipality cannot be held accountable for non-participation of the community, as some community members do not want to work and learn. However, it is argued that local processes will not be effective if communities are not involved in development, in general.

Local government is a complex sphere of government that was established on the principles of deepening democracy and advancing developmental local government. This is premised on the fact that local government is highly legislated; furthermore it is the sphere that is the closest to the people. Local government has endured a lot of criticism ranging from lack of leadership, inexperienced and unqualified managers, lack of service delivery and the poor quality of the services provided. The critical question being asked in this research study is whether the current calibre of leadership is achieving the principles of local government. Councillors, by virtue of their establishment, were meant to be the voice of communities. Councillors have a supervisory role to play in the council, but the skills, capacities and experience of councillors are often lacking. The media reports daily on problems and crises called “challenges” facing municipalities. Government has acknowledged that there are challenges in local government. This raises the issue of cadre deployment, whether it assists government in achieving its developmental objectives. Cadre deployment is a strategy of the ruling party which was meant to bring the previously disadvantaged groups to a position of power. This was meant to try to balance the imbalances of the past. This research study argues that the high volume of dissatisfaction by communities may be aggravated by the non-effectiveness of the political bearers in the municipal councils. This study identifies a number of contributing factors to the challenge at hand, such as the deployment of people to council structures; requirement in terms of academic qualification; and lack of leadership. Furthermore, this study investigates what could be the problem with the cadre deployment strategy of the ruling party; asking whether the problem is with the strategy itself or with its implementation. This research study therefore seeks to evaluate the impact the political leaders have on local government, focusing on service delivery. The study will first outline the state of local government in South Africa; compare the design of SA local government to international and African countries as well as looking at the key variables that result in the lack of service delivery. The issue of woman empowerment will also be discussed, evaluating the role that the country up to local government has played in ensuring that the 50/50 representation is achieved. The conclusion from this research is that a framework for the selection of council candidates should be developed. The framework will outline the basic skills and qualification requirements. The recommendations include improvements in the processes of interacting with communities; enforcing the code of conduct; developing ways that the municipality can educate communities on government operations; improved community participation and increased accountability. Abstract:
The study sought to investigate the role of local economic development initiatives in rural areas of the King Sabata Dalindyebo Municipality in the Eastern Cape. This is the area which is mostly rural where poverty and unemployment take place every day. In South Africa, local economy is a critical success factor in addressing poverty and inequity .The South African Local Government White Paper on local government defines local government as a sphere of government that is committed to working with citizens and groups within the community to find sustainable ways to meet their social, economic and material needs and improve their quality of life. The study evaluates the participation of local people in small business to contribute in economic development of South Africa. Skill development and access to business information is also assessed to understand the knowledge the locals possess so that the able to own businesses. The research was conducted among the municipal officials, Ward Councillors, Municipal Managers and local economic development directorate. Government of South Africa has promoted LED through the concept of the “developmental state” and offers practical and financial support to local groups organized for the purpose of developing the local economy. Although most of the participants were educated people who have knowledge about the local economic development, people at grassroots level are struggling in being involved in different programmes funded by the government. The level of empowerment is low. Documents which are written in foreign language contribute to this challenge of not participating in local economic initiatives. There are few professionals who have experience and who can assist in planning and implementation of LED strategies and policies. Strengthening of already existing business association and partnering with business sector will promote active participants of the local people. The Department of Economic Development and Environmental Affairs argues that a critical part of local government’s leadership role in the area of LED rests within its ability to draw other key stakeholders into the development process. Effective and sustainable local economic development has been associated with the emergence of strong local partnerships, bringing together key stakeholder from both public and private sectors along with local community interest groups. Although there were studies that were conducted before the locals are unable to play active role in determining their own economic paths. The aim of local economic development to empower the local communities to identify their local resources to create opportunities for economic growth and employment. The objective to of this study is to create such opportunities so that the people at grass root level are able to understand their potentials in order to participate and promote the economic development of South Africa. Successful Local Economic Development depends on local participation as well as on national and regional structures to provide and support local initiative programmes. The government has policies that have not reached every citizen of this country. As indicated in literature review most researchers had dealt with different methods of how the local economic development strategy can be implemented but the gap still exists. The study is supposed to close those gaps by involving different structures in the King Sabata Dalindyebo Municipality.
