After World War II the United States, faced with the new Soviet threat of Communism, instituted the foreign policy known as “containment” in order to mitigate the threat to Western European states of Soviet expansionism. After the fall of Communism in the USSR in 1991 that policy was deemed, at once, a success and an anachronism. The power vacuum that the subsequent abandonment of that policy created was most notable in the Islamic states that had served as proxies in the Cold War against Communism. Focussing on Muslim students, this question is largely explored through empirical research using two case study universities. Each university was examined through key university functions; namely, 'ethnic' monitoring data under the Race Amendment (2000), union politics and welfare/observance provisions. The research involved semi-structured interviews with Muslim students who were in some way 'active' on campus, as well as university/union staff between 2004 and 2006. Popular interpretations and academic scholarship tends to emphasize the relationship between jihad, military action, and communal violence. These reinforce a sense that violence is inherent to Islam. Investigations into the contexts where jihad has been deployed highlight how its use is often a call for unity believed to be necessary for political goals. Therefore, in order to deconstruct this belief, this thesis tackles instead the relationship between textual interpretations and historical actions, and how these varied across specific moments in time. The use of Web sites by terrorist groups has been evident since the mid 1990s. Security experts and researchers have identified terror-related Internet activity as a growing area of concern, especially following the attacks of September 11, 2001. Terrorist groups using the Internet pose two distinct threats. The first is cyberterrorism: terrorists using the Internet destructively and directly to bring about harm to persons or property, including, attacks on Web sites. The second is the use of the Internet as a communication medium to further the cause of terrorism or a particular organization.
