Abstract:
Purpose – The paper aims to demonstrate a method for creating an electronic resource management system (ERMS) from freely available open source tools. This system will help manage bibliographic data, holdings and statistical and financial data for electronic databases and periodicals. Design/methodology/approach – The paper demonstrates how to create a database and interface for managing serials and electronic resources using PHP and MySQL within a *AMP framework. Findings – By following this approach, libraries can maintain structured data regarding their electronic and print holdings with minimal expense and with flexibility that is not necessarily possible through large commercial products, while avoiding the burden of implementing a large, open source solution. Originality/value – While many products exist on the market, either commercial or large open source solutions, there is little documentation on how to create a small scalable ERMS. This paper attempts to demonstrate a method.

Abstract:
Biological collections are the basis for taxonomic research and study of the regional biodiversity. The aims of this work are the creation of an electronic catalogue of collection specimens and taxonomic database (DB), as well as the development of a web resource to access them, for integrating biological collections in the research process. The IMBR Collection of Marine Parasites is used as material for this site. The PHP and JavaScript programming languages are used for its creation and the relation database management system MYSQL is used for manage database. The website and database are operated by the Apache webserver. Website marineparasites.org includes the electronic catalog of the collection, the taxonomic database and the repository of publications about species of fish parasites. The website provides an interactive interface to access the above listed resources. The functioning of the website is based on four entities related to each other: a collection object, specimens, taxa, and publication. Each entity corresponds to a database table. During filling the tables, the system automatically creates connections between collection samples, their type and taxonomic status and other attributes. Visitors of the site can make requests using filters and get a complete representation on the collection. Webpage of taxon consists of the data on the species systematic position and its synonyms. Indicator of the presence of samples of the species in the collection, a list of attributes of collection exemplars, publications that mention this species, type locality and host of the parasite as well as other regions and hosts of its finding, description and images are located on the page of the parasite species. Thus, the user follows from the descriptions of the parasite species to their hosts, from the collection samples to their images and taxonomic diagnosis, publications on this parasite and inversely. English language of interface facilitates that more researchers can obtain information on the collection of marine parasites maintained by Institute of Marine Biological Research RAS and helps to integrate it into the international web resources on biodiversity. The site reports specific information to professional researchers of parasites, but ideas it is based on allow to develop it into a resource on collections of any organisms and diversity of flora and fauna of any regions. The site is the result of fruitful cooperation between biologists and programmers; it promotes the intensification of exchange of collection data and samples, and is a tool for studying parasite components of marine communities. Abstract:
In this article, special attention is paid to the problem of preserving and distributing the results of virtual reconstructions of historical and cultural heritage objects by creating specialized electronic reference books based on the Wordpress website builder. Using the example of the handbook on virtual reconstructions of estates in the Moscow region, the author shows how, with the help of modern data management technologies, it is possible to configure the system in such a way that its filling and administration take place with the least amount of time on the part of the authors of publications and the directory administrator. The main problem solved by such a system is the elimination of the need for manual entry of each article and subsequent approval of the publication in manual mode. The author of the study presents an approbation of the use of data management technologies in historical Internet resources. The systems presented in the article are used in industrial data management systems, but their availability allows them to be used in other fields of activity, including as an auxiliary tool in scientific research. Automatic transfer of data from the user's web form to a new directory page significantly speeds up the task of filling an Internet resource. The proposed version of the directory was created using the MySQL database, the Apache NiFi data orchestrator and the Wordpress website builder. All the listed tools are free and available for download on their official pages.

Abstract:
Modern technologies for creating and maintaining web applications are focused on platforms that allow you to effectively manage the content and data coming from visitors. One of the popular technologies for creating web pages with code snippets running on a server is PHP (Personal Home Pages). This technology is based on the use of CGI applica-tions that interpret embedded HTML page code in a scripting language. The main feature of the PHP language is its practicality. PHP provides the programmer with a tool to quickly and efficiently solve problems. It is characterized by exceptional flexibility to the needs of the de-veloper. When teaching the course of study "Software tools for creating server-side web applica-tions" the main attention is paid to the study of PHP language. Students are also introduced to the SQL language and the MySQL database management system. A separate topic is the study of AJAX technology. The AJAX-based approach allows you to increase the intensity of data exchange between the user and the server application, thereby reducing server downtime and, most importantly, improve the friendliness of the interface. Due to the asynchronous interaction of the interface with the server part, the user opens up new facets of convenience. Several lectures are devoted to the basics of information security. Web application in-formation security threats (cross-site scripting (XSS), SQL injection, CRLF attack, XXE, CSRF, DDoS attack), ways to prevent the above threats; search for web resource vulnerabilities, security analysis tools web applications. During the lectures, attention is paid to the correct structure of sites, taking into account the principles of SEO and the basic principles of Usability - a qualitative assessment of the sim-plicity and comfort of working with the site. Thus, the educational course "Software tools for creating server web-applications" is designed to teach students to develop their own sites and web-applications and use them in professional activities. Prospects for further improvement of teaching the course of study we see in the supplemented with modern material on web-technologies that are developing rapidly.

Abstract:
Traditionally, revenue collection in Kassena-Nankana Municipal Assembly (KNMA), as in Ghana, was manual, with some ICT systems employed recently. This study designed an E-payment system for revenue collection in the KNMA. The research focused on the development and implementation of an electronic payment system, to facilitate revenue mobilization. The study utilizes tools such as HTML, CSS, PHP, JavaScript, MYSQL, SQL, and other resources like VS Code, and payment APIs for the development of the system as well as azure key vaut and secureauth for incription and muti-factor authentication( MFA).As part of the research, it is revealed that, there is a strong willingness among people to embrace electronic payment methods for their taxes, finding it convenient to pay via the internet from anywhere. The E- system developed during this study demonstrated the flexibility expected of an Electronic Payment System, allowing users to create and update accounts, make payments in instalment or in full in any location using their phones. The study establishes a positive impact between the electronic systems and improved revenue generation processes which support the notion that there is indeed a correlation between ICT systems and revenue generation processes, against the notion that there is no correlation.

Abstract:
The development of increasingly modern technology has been widely used by humans in all aspects, be it education, defense, health, psychology, communication and so on. This is inseparable from the role of technology which makes human work easier, faster and more accurate. The election of the student council president is one of the activities that must be carried out by SMAN 25 Garut every year. Currently the method of selecting the student council president is carried out using conventional techniques, namely voting by punching ballots, then calculating the results of the recapitulation manually. This technique is in fact ineffective and inefficient because it requires a lot of resources. To answer these problems, an electronic voting (e-voting) system is proposed. E-voting is seen as being able to answer these problems because it can facilitate and speed up the voting process and vote counting so that the spent resources can be minimized. The e-voting system was built using the system development life cycle (SDLC). Which consists of identification, analysis, design, construction, testing, implementation. The testing phase was carried out by observing, interviewing, and studying literature. The results of the analysis were then analyzed, then designed using UML modeling. Meanwhile, the application program is designed using the CodeIgniter framework, the PHP programming language and the MySQL database. Based on the results of research and testing, it is concluded that the e-voting system is more effective in terms of implementation, and more efficient in terms of costs, personnel and implementing personnel.

This article aims to develop mobile learning using a mini server Raspberry Pi 3 Model B+ based on digital entrepreneurs (digipreneur) that runs on the Moodle LMS as a source of learning content so that learning can be carried out interactively and flexibly, without having to be connected to the internet, or classrooms that are not effective even in areas with no internet access. This activity goes through 2 stages of system design known as client-server. In designing the server, the Raspberry Pi mini server model B+ configuration is carried out as a source of digital learning resources by using several supporting applications such as MySQL server, SSH, PHPMyAdmin, and Apache in designing the client using the Moodle LMS application, which contains digipreneur-based digital learning materials and resources, all stored in the database server. Three primary users are built into the Mobile Learning Database System: Administrators, Lecturers, and Students. This application is expected to be innovative and the right solution in terms of learning and become an alternative problem-solving tool in education.

Abstract:
Most of the medical records kept by health centres around the world are patient records. The existing approaches of medical record keeping used in several health clinics in Nigeria are predominantly paper-based. This approach is faced with challenges such as losing patient records, duplicating patient records without necessity, and not having adequate backup facilities. In order to reduce the expense of purchasing the stationery supplies required for record-keeping and to improve the integrity and security of the patients' medical information, this research intends to automate the entire process by developing a mobile-based application. HTML, CSS, JavaScript, and PHP were used in the building of this automated system along with MySQL as the database engine. The system assigns different users varying privileges based on their official role in the clinic, allowing the clinic employees (user) to view and take activities directly related to their official responsibilities. The system was evaluated with better communication and information resources in McPherson University Health center, Nigeria. It also adds to the body of information on problems related to the deployment and use of electronic health records. Hence, this will provide protection and security of the patient’s medical records. This solution can be enhanced to be an automated record-checking system using a biometric technique for extracting patients’ records.

Abstract:
This paper specifically aim at developing a visual semantic web ontology based e-Learning management system. The existing e-learning platforms have failed to address some challenges including managing the huge e-Learning content that is continuously grows on the web, meeting the learner's requirements when searching for an electronic learning content, representing the knowledge in a format that is easy to read and making it capable of thinking and thus allowing the re-use of e-Learning objects. In addition, most search results contain some irrelevant documents that cannot serve the need of the learner. Therefore, this thesis designed a common interface for learners, instructors, and administrators of academic institutions to upload and access learning materials. The new system created an ontology repository to maintain learners’ personalization details and taxonomy of the learning resources and integrate the knowledge embedded in many remote ontologies for improved e -Learning management system. In addition, an intelligent search engine through which learners can semantically search their learning materials and filter the search results returned by the search engine based on some semantics and the user’s preferences created. These designs simulated using a web-system developed with PHP, MySQL and JavaScript. The System Design followed the Object Oriented Design and Analysis Methodology for componentization of the system modules giving room for coupling, decoupling, modification, encapsulation and reuse, as well as easy maintainability. Unified Modeling Language extensively used to simplify the explanation of the system modules. The software performance wastested; the result shows that visual semantic web ontology-based e-Learning management system achieved 95% accuracy in returning the desired web search result.

Abstract:
Background: The significant reduction of measles and rubella morbidity and child mortality, which allowed WHO to set a target for their elimination by 2010, is one of the finest examples of the vaccine prevention effectiveness in the fight against infectious diseases. However, in the period from 2010 to 2019 there was a controversial situation with respect to measles, characterized by the presence of high vaccination coverage of the population on the one hand, and an increase in the incidence on the other. Obviously, the key point in resolving these contradictions is to analyze the susceptibility of the population. Aim: Of the study was to assess the susceptibility of Moscow population to measles in the context of factors affecting its formationю. Methods: Epidemiological, serological, statistical methods and GIS technologies were used in the work. The serological study (using the solid-phase ELISA method) included 2410 blood serum samples collected between 2013 and 2017 from healthy residents of Moscow aged from birth to 60 years. On the basis of documents on sanitary and epidemic investigation of measles cases in Moscow (20132015) a relational database under the management of MySQL Database Management System was formed, based on the analysis of which the coverage of the population with preventive vaccinations was estimated. Results: Оn average, the proportion of seronegative persons to measles in 20162017, compared with 20132014 (20.5%) increased and amounted to 29.0% mainly due to the group over 36 years. The most vulnerable were children aged 12 years and 36 years, where the share of the immune persons amounted to 51,5% and 37.9%, respectively, at low coverage in a planned manner (55,9% [95% CI, 52.2 per cent; of 59.5%] and 75,3% [95% CI, 73.3 per cent; for 77.2%]). The proportion of vaccinated persons who lost post-vaccination immunity under the influence of factors preventing its formation (from 3.6% to 21.6% in the group of 714 years; from 11.8% to 26.4% in the group of 1517 years) was calculated. The possibility of visualizing the spread of measles on electronic maps for the territorial and temporal analysis of the epidemic situation is shown. Conclusions: It is reasonable to assume that over the time, the proportion of people who have suffered measles will decrease, and the proportion of people not covered by vaccination or lost post-vaccination immunity - increase, that can lead to a decrease in herd immunity and requires correction of vaccination work. The proposed information and analytical system for monitoring the epidemiological situation allows to work quickly with heterogeneous resources and choose on electronic maps the area of interest from the global level (country) to the local (house), which is necessary for the adoption of scientifically based preventive and epidemiological measures.

Abstract:
A Review of: Hemminger, B.M., Lu, D., Vaughan, K.T.L., & Adams, S. J. (2007). Information seeking behavior of academic scientists. Journal of the American Society for Information Science & Technology, 58(14), 2205-2225. Abstract Objective – To quantify the transition to electronic communication in information-seeking behaviour of academic scientists. Design – Census survey. Setting – University of North Carolina at Chapel Hill, a large public research university. Subjects – Nine hundred two faculty, research staff, and graduate students involved in research in basic or medical science departments. Participants self-selected (26%) from 3523 recruited. The sample reflected the larger population in terms of gender, age, university position, and department. Methods – The authors developed a web-based survey and delivered it via PHP Survey Tool. They developed the questions to parallel similar earlier studies to allow for comparative analysis. The survey included 28 main questions with some questions including further follow-up questions depending on the initial answer. The instrument included three initial questions designed to reveal the participant’s place and role in the university, and further coding classified participants’ department as either basic or medical science. The questions included categorical, continuous, and open-ended types. While most questions focused on the scientists’ information seeking behaviour, the three final open-ended questions asked about their opinions of the library and ideal searching environment. Answers were transferred into a MySQL database, then imported into SAS to generate simple descriptive statistics. Main Results – Participants reported easy access to online resources, and a strong preference for conducting research online, even when access to a physical library is convenient. Infrequent visits to the library predominantly took place to utilize materials not available online, although the third most common answer for visiting was to take advantage of the library building as a quiet reading space (14%). Additional questions revealed both type and specifics of most popular sources for research, preferred journals, current awareness tools, reasons for choice of journal for publication, and use of bibliographic management tools. Conclusion – Scientists prefer online tools for conducting library research, although specific contexts influence the preference, and online articles may be printed out for reading or annotation. The participants are taking advantage of the developing online arena, utilizing databases for research, as well as literature searching, access to journals and conference proceedings, and to keep abreast of current research.

Abstract:
In the era of the digital turn, it is becoming relevant to create information resources that provide researchers with not only background information about historical sources but also reliable historical data. At the all-Russian level, such resources come from library centres (National Electronic Library, Presidential Library), archival authorities (Central Fund Catalogue), and public organisations (Russian Historical Society, Russian Geographical Society). For some regions, this task remains new and requires modern approaches and solutions. The article provides a description of the information system for a set of statistical materials on the history of Altai in the nineteenth – the first half of the twentieth centuries kept in central and regional libraries, archives, digitised publications, and collections with the possibility of versatile search and analysis of historical data. On the one hand, the chronological boundaries of the materials included in the database depend on the formation of the foundations of regular statistics in the mid-nineteenth century, and, on the other hand, on the establishment of Altai Krai within its present-day boundaries in 1937. The territorial framework of the study covers the borders of Altai as a historical region, which was included in the period under review in such administrative-territorial formations as Tomsk and Altai provinces and Siberian and West Siberian regions. The study employs a systematic approach, examining various types of statistical data as elements of a single set of sources on the history of Altai in the nineteenth – first half of the twentieth centuries. In its IT aspect, the study relies on database technology, both a tool and a result of the study. The Historical Statistics of Altai information system was created under the control of MySQL and consists of directories and four main modules: storage, sources, tags, and documents. The authors examine database architecture, logical structure, and data characteristics of the modules. The information system on the historical statistics of Altai will make it possible to solve some of the heuristic tasks related to the search and use of archival, museum, and library funds, including familiarisation with historical sources and their preliminary analysis in remote access mode. As a result, it will significantly expand research opportunities.
