In 1988, Information Power described skills and duties expected of a school library media specialist. These include familiarity with various forms of educational technology, interpersonal social and communication skills, and proficiency in a wide range of planning and management areas. Simultaneously, restructuring, a movement to site-based management, requires new types of skills of Florida's teachers. While the importance and complexity of the position of library media specialist has increased, there is concern that some practicing professionals do not have training or experience to address these new obligations. As a benchmark of current expertise in non-instructional duties, this research effort attempted to determine existent budgetary skills among public school library media specialists in the state of Florida. The purpose of this research effort was to develop a tool to survey practicing public school library media specialists in Florida and then apply that tool to determine the validity of stated hypotheses concerning budgetary roles of those library media specialists.

Abstract:
The notion of Queensland as a ‘Smart State’ is the Queensland Beattie Government’s response to global conditions that require a new type of worker and citizen for a new knowledge economy. The role of education in the success of the ‘Smart State’ is clearly outlined in the Queensland Government’s vision statements and policies, identifying teachers as a key factor in the production of this new type of worker and citizen. In this study I explore the relationship between Queensland’s Smart State policy and the daily practices of teachers as they are implicated in the building of a ‘Smart State’. The study takes place during what is unquestionably the largest and most comprehensive reform effort to be imposed on Queensland schools and teachers, under the auspices of a ‘Smart State’. The research includes policy analysis of two key Smart State documents, and fieldwork involving semi-structured interviews, observations and artefact collection of the work of two primary school teachers. Using Fairclough’s theories regarding the relationship between discourse and social change, it is possible to show how changes occurring in contemporary organisations are related to changes in discourse, in particular, those surrounding the discourses of a ‘knowledge economy’ or ‘globalisation’. The ‘Smart State’ is conceptualised in this study as regimes of discourses that may produce new practices and new ways of acting and being (Fairclough, 2001a). The interdiscursive, linguistic and semiotic strategies used in Smart State policy are analysed to show how this discourse is emerging into a hegemonic position, while identifying the dominant discourses reiterated in the policy as necessary skills for a new type of worker. These discourses are mapped onto those identified through the fieldwork of teachers’ daily work practices to determine if Smart State discourses are becoming apparent in teachers’ work. This study is significant because it makes visible the current relationship between the discourses of the ‘Smart State’ and teachers’ daily work. In this current climate of rapid change and economic survival it is important that the operationalization of a ‘Smart State’ can be attributed to teachers’ work as new ways of acting and interacting become a part of their daily practices.

Fewer than 8% of schools in South Africa have functioning libraries. There is no national policy for school libraries which compels School Governing Bodies and principals to have a library in their schools. This qualitative study, based on grounded theory, investigated ten primary schools in Gauteng that had libraries, or were in the process of setting up a library with the intention of providing a rich description of the issues and challenges facing these schools. The schools were chosen on the basis of location (Soweto and Johannesburg), and the school fees that were paid in a continuum from low/no fee paying schools to the fee paying ex Model-C schools. The resourcing of the school library, the operation of the school library and the role of the library were examined. The findings highlight the lack of a national policy, of school library posts, the theft of computers as a result of the lack of security, as well as the lack of understanding by teachers of the role the library in teaching and learning. Furthermore, there appears to be a disjuncture between the trends evident in the international literature on school libraries and what is actually happening in the primary school libraries in my study. Most significantly low/no fee paying schools with libraries were the exception and those that did have libraries were as a result of the enthusiasm and efforts of one or two individuals with the backing of the principal. Ex-Model C schools had the advantage in terms of the provision and staffing of school libraries as they had the funds to support them and, in some cases, a school librarian, provided that the principal supported the idea of a school library. In all the schools, the belief in the importance of the library regarding reading and literacy was the main motivating factor in establishing or maintaining the school library. A growing public awareness of the value of school libraries was an encouraging trend that emerged from my study.

Esta pesquisa partiu da atual situação da biblioteca escolar brasileira; instituição que, ainda quando existente, é marcada sobretudo por concepções centradas em apenas uma de suas características: uma coleção organizada de recursos informacionais. A questão ganha destaque no presente momento, com a emergência da Lei Federal no 12.244/10, que determina a obrigatoriedade da criação de bibliotecas nas instituições de ensino nacionais e as define exclusivamente como um acervo, bastando, portanto, ações centradas na garantia do acesso à coleção disponibilizada pelas bibliotecas para o cumprimento da determinação oficial. A partir deste contexto, o estudo indica a necessidade do desenvolvimento de políticas públicas ocupadas não somente com a criação de bibliotecas escolares, mas principalmente com sua ressignificação na educação, garantindo que se ocupem com o direito de informar-se que crianças e jovens têm, apropriando-se de informação e cultura. Com o objetivo de conhecer e sistematizar categorias implicadas na implantação de políticas públicas para bibliotecas escolares, a pesquisa - de natureza qualitativa - contemplou uma abordagem de referencial teórico e de estudo exploratório - por meio de entrevistas semiestruturadas - sobre a implantação da política pública municipal levada a efeito na cidade de São Bernardo do Campo (SP), que teve como fruto a Rede Escolar de Bibliotecas Interativas (REBI), concebida a partir do paradigma da apropriação cultural. Como resultado, foram sistematizadas categorias a serem consideradas numa política pública voltada à criação, ressignificação e consolidação da biblioteca escolar em nosso país.
This research was based on the situation of Brazilian school libraries; still scarce in the educational environment and when they exist are usually only a collection of book; an organized collection of information. The issue takes on more relevance with the creation of Brazilian federal law no 12.244/10 which mandates the creation of libraries in all national educational institutions and defines them solely as a collection of material. Therefore, efforts focused only on providing access to library materials are sufficient to fulfill the schools obligation under the law. In this context, the study recommends the development of public policy focused not only on the creation of school libraries but also, and crucially, on redefining them, ensuring that they will be focused not only on the right to access information, but also the right to know how to access and use it. Aiming to understand and define criteria for the implementation of public policy for school libraries, this qualitative research included a theoretical approach and also an exploratory study - through semi-structured interviews on the implementation of the municipal public policy carried out in São Bernardo do Campo (SP), which led to the creation of Rede Escolar de Bibliotecas Interativas, a network of libraries based on the concept of apropriação cultural (Portuguese term that means the construction of meaning for the use of the informational/cultural Center). As a result, the criteria to be considered in public policy aimed at the creation, redefinition and consolidation of school libraries in Brazil have been defined.

Libraries have been with us for almost as long as writing; their role, purpose and means of operation have changed greatly over the thousands of years of their existence. Technology simpliciter can be understood as humans at work. The way we work shapes the technologies we use just as technologies shape the way we work. That is, there is a mutual shaping or coconstruction of society and technology. This thesis is a study of libraries and the introduction of Internet technologies. Employing the notion of an open system that is, one which is undergoing constant change, has indeterminate boundaries and means of control, it examines from a sociotechnical viewpoint, informed by Actor-Network Theory, the way the mutual interaction between technologies, society and culture shape the evolution of the system. Data were collected in 1998-9 and 2005 utilizing techniques from both ethnographic and case study research, to capture and illustrate this fluidity. Three libraries in Melbourne, Australia, were objects of this exploratory study with both library staff and users being interviewed and observed as they engaged with Internet technologies as part of their working, studying, communicating or recreational lives. The thesis report seeks to make the reader aware, through a process of reflexive or confessional reporting, the interrelatedness of all the actors (including the researcher), both human and nonhuman, in the evolution and shaping of the system of Internet use in the organizations that were the objects of this study. The resulting study reveals uncertainty, resistance, accommodation, enthusiasm and even failure in the sociotechnical system and serves to illustrate the fallibility of theories that assume society and technology are essentially static categories -especially when applied at the micro level, as here.

The purpose of this study was to determine: * the nature of a state governed, state supported and private school, and those involved in the financial events in the three types of schools; and * the financial management task of a state governed, supported and private school. In the literature study the nature of state governed, state state supported and private schools was discussed from a financial management perspective. Attention was paid to organisations involved in the financial management of the different types of schools. In the literature the financial management task of state governed, state supported and private schools was also examined, with special reference to: - the principles of education management regarding finances; - the budget of education management regarding finances; - financial record-keeping, reporting and analysis; and - financial resources. An empirical investigation was undertaken by means of a structured mail questionnaire to determine the state of the financial management task in the three types of schools. The most important findings originating from the literature study and empirical investigation, was the fact that state supported and private schools are managed strictly according to scientific management principles, which is to a lesser degree the case with state governed schools. In spite of the fact that principals of state governed schools gave a positive indication of sound financial practices in their schools, there are aspects like parent involvement, that need to be addressed when compared to state supported and private schools. At many state governed schools there is no parent involvement, making the existence of parent management committees impossible. This is in contrast to a large degree of parent involvement in school activities• at state supported and private schools. Although state supported schools include Model C-type of schools as well as farm schools, there is an important difference between these two types of schools, which is evident in the empirical investigation. In conclusion, recommendations for further research were made.

The purpose of this study is to indicate that school renewal and improvement is necessary. The researcher aims to describe the crisis in schools in South Africa and tries to give a practical solution to this crisis, by means of a literature study. The literature study describes the crisis in South African schools, as well as the role different agents play in the improvement of school practice. Finally, ten criteria for school improvement are identified and briefly described and a visual, practical model is developed to show how these criteria can be utilized in practice. The most important findings are: • that the school principal, teachers, parents and pupils have a definite role to play in school improvement; • that a change for the better can be brought about; • for improvement to the implemented in a successful mannerthe process of change and improvement involves certain criteria, which must be adhered to. Recommendations are: • school improvement in practice is possible, when crisis in the school situation is removed; • school improvement can only take place with the active participation of the agents or roleplayers of improvement such as the school principal, teachers, parents and pupils. • the practical implementation of such a process of improvement be applied through a practical process model taking the ten criteria of improvement into serious consideration.

Met die skrapping van die apartheidsbeleid is sielkundige en voorligtingsdienste voor die werklik:heid gestel om in 'n multikulturele sarnelewing te funksioneer. In Suid-Afrika is multikulturele berading, hulpverlening en toetsing 'n haas onbekende terrein en die probleme word in hierdie navorsing aangespreek. In onderhawige studie is daar gekyk na die veranderende funksies van die opvoedkundige sielkundige en ander professionele persone verbonde aan skoolklinieke. The effect of the new South-African dispensation extends to all areas of society and education is not excluded. This research is aimed at investigating the functioning and structuring of psychological and counselling services as well as exploring the new possibilities of these services. With the scrapping of apartheid policies the psychological and counselling services are faced with the reality of functioning in a multicultural society. In South-Africa multicultural counselling, assistance and testing is a virtually unknown area and problems pertaining to these are addressed in this research. In the present study the changing functions of the educational psychologist and other professionals adherent to the school clinics are considered. The particular roles of the school counsellor and class teacher are highlighted. The new political dispensation requires the re-structuring of psychological and counselling services. The different relevant aspects are discussed and suggestions are put forward. Umbrella planning needs to be done on national level, while provincial structures must be brought about within the framework of distinctive circumstances and unique needs. The indispensable role and function of this service and its essential contribution to the bringing about of a new South-African education dispensation are pointed out.

As bibliotecas escolares têm vindo a assumir, nas últimas décadas, um papel cada vez mais relevante na promoção da leitura e na formação de leitores, em particular no desenvolvimento das competências de literacia implicadas na aprendizagem e na construção do conhecimento, essenciais ao cidadão do século XXI. Contudo, o pleno cumprimento deste desígnio requer que a ação da biblioteca escolar seja contextualizada na abordagem do currículo e integrada em projetos de enriquecimento curricular, o que exige, por sua vez, e entre outros aspetos, trabalhar colaborativamente. No cumprimento deste propósito surgiu o projeto Jornadas Literárias Ler (n)o Douro, aliando a promoção da leitura e a formação nas literacias ao desenvolvimento de trabalho colaborativo. O seu desenho e execução exigiram uma orientação específica relativamente aos procedimentos e estratégias a adotar na sua implementação, implicando, portanto, a formação dos participantes, nomeadamente dos professores. Por esta razão, implementouse o curso de formação Biblioteca Escolar e trabalho colaborativo – um contributo para as Jornadas Literárias Ler (n)o Douro, transversal à operacionalização do referido Projeto, que orientou a planificação e o desenvolvimento das atividades nele realizadas, fornecendo os pressupostos teóricos fundamentais e norteando as ações levadas a cabo. Esta formação constituiu o objeto do estudo desta investigação e a avaliação do seu impacto no desenvolvimento de trabalho colaborativo entre professores e biblioteca escolar o seu principal objetivo. Pudemos concluir que a orientação e o acompanhamento que a mesma proporcionou, e subsequente implementação de projetos interdisciplinares realizados em parceria, com professores, alunos e outros agentes educativos, potenciou de forma positiva e inequívoca o desenvolvimento de trabalho colaborativo entre biblioteca escolar e professores, contribuindo significativamente para o sucesso das Jornadas Literárias Ler (n)o Douro, coadjuvando na construção das aprendizagens necessárias ao sucesso educativo.
These past decades, school libraries have been taking on a more relevant role in promoting reading and in readers’ training, namely in the development of literacy skills that are present in the learning process and the construction of knowledge, both crucial elements for the 21st century citizen. Nevertheless, fulfilling this purpose requires that the action of school library be contextualized in the curriculum approach and integrated in curricular enrichment, which, in turn demands collaborative work among other aspects. The project Jornadas Literárias Ler (n) o Douro was created to fulfil such purpose by combining the promotion of reading, training within literacies and the development of collaborative work. The project’s design and execution demanded a specific orientation regarding procedures and strategies to be adopted during its implementation, implying therefore the participants’ training, namely that of teachers. For this reason, the training course Biblioteca Escolar e trabalho colaborativo – um contributo para as Jornadas Literárias Ler (n)o Douro was implemented, crosscutting the operationalization of the mentioned project that supported the planning and the development of activities performed within it, providing the key theoretical assumptions and guiding the actions performed. This training is the study subject of this research and the assessment of its impact in the development of collaborative work between teachers and school libraries its main goal. We concluded that guidance and support provided in the training, and the subsequent implementation of cross-disciplinary projects, performed through partnerships with teachers, students and other educational agents, positively and clearly boosted the development of collaborative work between the school library and teachers, substantially contributing to the success of Jornadas Literárias Ler (n)o Douro and assisting in the learning needed to achieve educational success.

A research team from the Department of Educational Sciences at the Rand Afrikaans University has recently engaged in a group project to establish to what extent the school has educated children towards democracy by the time they reach std.10. Statements by various educationists and politicians, alluding to the fact that a democratic attitude has to be taught because it is not an innate human characteristic, prompted the researchers to select this theme. Each member of the team did research on a specific aspect of democracy. This study focuses on "freedom, tolerance and the rights of minorities in a democracy. It was decided that a questionnaire would be an appropriate research instrument. It was compiled on the basis of literature studies of the different aspects of democracy. Six of the 37 questions related to the aspects of freedom, tolerance and the rights of minorities in a democracy. Std.10 pupils and teachers representative of all secondary schools in the Witwatersrand area were deemed to be best qualified to respond to the questions posed in the questionnaire.

Thematically, the work will build on previous bachelor thesis Library of the National Museum in the first half of the 20th century through the eyes of Josef Volf. Now, however, will dela with personalities Josef Volf from the perspective of his teaching at Charles University, and especially at the State Library School. In this connection, will focus on the establishment and functioning of the educational institutions and the general process for creating a library legislation at the beginning of the first Czechoslovak Republic. Volfův diary should help reveal the specific difficulties of implementation of the Law on public libraries, discussions among experts in an informal level and the impact on the field of librarianship and library development and organization after its introduction. In addition, work will reflect the daily work issues, events, insights and finally Joseph Volf relationships with coworkers and acquaintances that are reflected in the records. In this study the ownership, governance and funding of schools in South Africa are examined in time perspective in order to show the development of the above-mentioned aspects in South Africa through the ages, and to provide recommendations for the future. In the historical survey the ownership, governance and funding of schools in South Africa from 1652 to 2004 are indicated. This has been done for the Whites, Coloureds, Indians and Blacks. The historical pattern of the provision of education in South Africa has often changed during the period under discussion. The education of Whites, Coloureds, Indians and Blacks was provided, and funded separately (1652 to 1993). Imbalances and inequities were common phenomena. Attempts to address the above issues (1994 to 2004) are also indicated. Finally, some recommendations for redressing the present imbalances and inequities with regard to the above three aspects are provided.

O ensino elementar constituiu uma das preocupações fulcrais do regime político legitimado após a Constituição de 1933, num Portugal essencialmente rural e analfabeto. Neste contexto, o combate ao analfabetismo implicou o investimento na escolarização da sociedade portuguesa, no qual a Biblioteca Escolar assumiu um papel relevante. Descobrir e mapear o seu percurso e a sua missão educativa e cultural num país dominado por um governo fortemente ideológico, avesso à modernização e à diversidade, tornou-se o grande desafio do presente estudo. Mais especificamente, o tema abordado na presente dissertação é a Biblioteca Escolar no Estado Novo, um período histórico preciso, situado entre os anos 30 e os anos 70 do século XX, caracterizado, então, por um regime político autoritário e por uma sociedade que possuía como atributo mais marcante o analfabetismo real e funcional. A metodologia seguida foi a meta-análise do boletim Escola Portuguesa, periódico editado pelo Ministério da Instrução Pública, Direcção Geral do Ensino Primário, que se manteve ativo entre outubro de 1934 e outubro de 1974, praticamente ao longo de toda a vigência do Estado Novo. A escolha do referido boletim como objeto de análise deveu-se ao facto de este ser uma publicação oficial, criada para orientar os agentes do ensino elementar português, segundo orientações ideológicas muito específicas. Os 143 artigos selecionados e que constituem o corpus de análise distribuem-se por três áreas estruturantes que formam um todo conceptual: a Escola Portuguesa, o Estado Novo e a Biblioteca Escolar. Assim, ancorou-se o estudo nas três áreas mencionadas para contextualizar e fundamentar a criação e evolução da Biblioteca Escolar, tendo em conta o tipo de regime político vigente. De facto, quer o Estado Novo, quer a Escola Portuguesa funcionaram como condicionantes importantes na criação da Biblioteca Escolar e do seu papel no contexto da sociedade portuguesa e do regime político que lhe esteve subjacente. As medidas tomadas pelos sucessivos governos para enfrentar o problema da elevada percentagem de analfabetos, durante aquele período, passaram necessariamente pela criação de escolas e pela instalação de Bibliotecas Escolares. Estas, inicialmente impulsionadas para atender às necessidades de uma população analfabeta adulta, foram gradualmente orientadas para o público infantil do ensino primário elementar, mas nunca perderam a sua função de transmissoras da ideologia dominante. Além disso, formar leitores passou a ser a palavra de ordem das cerca de 3000 Bibliotecas Escolares instaladas ao longo do período em estudo. A leitura tornou-se ainda um conceito cada vez mais abrangente, passando da leitura para educar nos valores e formar o caráter à leitura com fins pedagógicos, com vista a aprofundar os conteúdos abordados em contexto curricular, até à descoberta do prazer de ler ou à leitura por prazer, afinal uma das noções preconizadas atualmente.
