Abstract:
Heavy rain with Typhoon 18 threatened the Nabari River Basin, Kansai region, with inundation early on the morning of October 8, 2009. The Nabari River is a tributary of the Yodo river basin that contains Osaka and Kyoto and runs through Nabari City, which is a residential zone a commutable distance from Osaka city. In the upper reaches of the Nabari, there are three multipurpose dams – Shorenji Dam, Hinachi Dam, and Murou Dam – that are operated by the Kizugawa Integrated Dam Control and Management Office (KIDCMO), a branch office of the Japan Water Agency (JWA). Since it rained heavily downstream from the three dams, regular operation of the dams complying with given flood control regulations appeared unable to save Nabari City from inundation. The JWA and Ministry of Land, Infrastructure, Transport and Tourism (MLIT) therefore conducted collaborative operation of the three dams to avoid inundating the city. In this case, flood control operation of the three dams commenced at an early stage before inflow reached defined flood discharge in consideration of the water level of the Nabari River, rainfall conditions, and the capacity of reservoirs. During operation, discharge from dams was changed in a timely manner and appropriately through collaborative operation of the three dams in order to maximize the effectiveness of all flood control capacities of reservoirs based on the latest rainfall forecast technology and runoff analysis. The use of improved rainfall forecast technology and runoff analysis models enabled effective application of flexible operation protocols. It is estimated that this operation has resulted in a 1.5 m decrease in the water level at the Nabari design control point and saved approximately 1,200 households from inundation. Considering recent climate change, it is possible to have extreme rainfall more often. The proof of the adaptability of this flexible operation is quite meaningful not only for flood damage mitigation in the downstream but also for future prospects of flood control by dams.

Abstract:
AbstractThis paper is an expedition study analysing the features of trips of ‘nature-based tourists’ from amongst daytrip tourists in Japan with the aim of seeking for expansion possibilities of Japanese-type ecotourism. Approximately 400,000 people visit Nabari City in Mie Prefecture, the target destination in this paper, on an annual basis with the aim of enjoying the nature. Samples used for analysis in this paper have been collected from 437-day trip visitors from amongst 500 visitors to major sight-seeing spots of Nabari City from October to December 2014. It has been found through analysis that whilst nature-based daytrip visitors in Japan were satisfied with natural environments themselves, they were less satisfied with regards to activities and services during their trips. Cluster analyses for grasping tendencies per markets were performed and disclosed.

Abstract:
To understand the algae migration characteristics in the fresh water red tide, we performed a field survey in the Shorenji Reservoir located in Nabari City, Japan. From the analysis of the field data, it is found that the patterns of vertical distributions of the indices representing biomass are very different in the morning and the afternoon. Since some water quality indices have reverse fluctuations between the surface and the bottom layer in respect of the time series changes and the total biomass of the vertical water column is relatively constant, it is concluded that vertical and daily biomass variation of red tide alga is caused by its daily migration, that is the movement from the bottom layer to the surface in the morning and the reverse movement in the afternoon.

AbstractThis study is designed to explore the conceptualization of ecotourism in order to expand the concept into ecotourism activities in our daily lives. To this end, the author proposes the ‘periurban ecotourism’ concept and conducts an empirical study with a focus on Nabari City, a small Japanese city with a well-preserved natural environment that has been attracting a number of visitors. In this study, destination image, awareness and uniqueness are presented as key independent variables to set directions for the development as a periurban ecotourism destination and to thereby develop a “theoretical periurban ecotourism model”, and four hypotheses for this study are examined. Findings from the examination reveal that destination image and awareness have a positive impact on overall satisfaction while destination uniqueness generates statistically significant result. In a group of first visitors, however, destination uniqueness appears to have a significant impact of some degree, with less influence than expected. In order to help redefine ecotourism and suggest a variety of research questions for ecotourism markets, it is necessary to conduct an empirical study covering “periurban ecotourism” and its conceptualization, motivation of ecotourists, and lifestyles from a more concrete perspective.

Oro har, H1 eta H2g alderatuta, adizki jokatuetan egiten dituzten huts-kopuruen artean alderik ez badago ere (%10 inguru), kualitatiboki badaude aldeak. Les œuvres de Jeanne Nabert (1883-1969), née à Pont-Croix dans le Cap Sizun, construisent un monde dont on retrouve les contours et les motifs dans la littérature sur la Bretagne dans les deux dernières décennies du XIXe siècle et la première moitié du siècle suivant. L'étude montre comment, par ses thèmes et ses choix esthétiques, l'auteur s'inscrit dans un courant littéraire régionaliste dont il s'agit de circonscrire les stéréotypes, en se référant à des écrivains qui ont nourri leurs œuvres des particularismes sociaux et culturels bretons : orientations ethnographiques et images mythiques se côtoient pour rendre compte d'une société disparue ou en pleine mutation. Mais Jeanne Nabert dépasse la simple référence régionaliste en invitant dans son œuvre au mariage d'un lyrisme inspiré par la nature et d'une ironie aiguisée par un regard jeté sur la cruauté des relations humaines ou lucide face à la lanterne magique des chimères. Tour à tour poétique et satirique, l'écriture se met aussi au service d'une pensée authentiquement chrétienne à la recherche de Dieu sur des chemins inattendus. Jeanne Nabert, un auteur méconnu de la littérature universelle, qu'il convenait de faire connaître !

Abstract:
Since the introduction of the fi rst Public Procurement Act in 2002, the public procurement market has accounted for a signifi cant share of total premiums earned by insurance companies. In that sense, the author in this paper presents the impact of the public procurement legal framework on the insurance sector in the light of the most signifi cant innovations contained in the Public Procurement Act, which entered into force on 1 January 2020. Furthermore, the paper emphasizes the importance of adequate preparation of tender documentation and additional conditions for participation in the procurement of insurance services. Finally, the author analyzes the practice of the Republic Commission for the Protection of Rights in Public Procurement Procedures, which reveals the most common mistakes of contracting authorities in compiling additional conditions of fi nancial and business capacity.

Abstract:
V podvodnih okoljih predstavljajo spremenljiva osvetlitev, motnost vode in biološka raznolikost občutne ovire, zaradi katerih tradicionalne metode računalniškega vida ne delujejo dobro. Tudi učljive metode delujejo le, če uporabimo dovolj raznoliko zbirko podatkov, ki vsebuje vso pričakovano variabilnost podvodnega sveta. Zaradi narave samega podvodnega okolja pa je to lahko težavno, drago ali celo nemogoče, vsekakor pa zahteva veliko delovnih ur za označevanje objektov v učni množici. Ta problem smo naslovili z razvojem nove metodologije, ki na podlagi izjemno majhnega nabora sintetično generiranih slik objektov (10 v našem primeru) in večjega nabora ozadij brez objektov zanimanja (nekaj 100 slik) izdela učno bazo poljubne velikosti, primerno za učenje globokih metod zaznavanja objektov, ki ne zahteva nobenega ročnega označevanja. V našem primeru smo metodologijo uporabili za detekcijo ribe Acanthurus leucosternon, katere podobo za učenje smo generirali s pomočjo orodij DALL-E in Stable Diffusion. Naučen model smo preizkusili na realnih posnetkih tropskih koralnih grebenov z algoritmom zaznavanja objektov YoloV8, pri čemer dosežemo F1=0.6, ne da bi algoritem videl eno samo realistično sliko objekta v času učenja.

Digital transformation is moving toward a new paradigm, data-driven digital transformation. As the amount of data increases, so does the need and capability to manage data efficiently. Small and medium-sized enterprises (SMEs) lag behind in this effort because they often lack the resources (financial, human, time, knowledge) to move from a dataimmature to a data-mature enterprise. In response to this problem, a number of data maturity assessment models have been proposed and developed, but they are too general, contain an incomplete set of criteria to comprehensively assess data maturity, or are focused on large enterprises and therefore less suitable for SMEs. In this paper, we focus on selecting criteria for assessing SMEs’ data maturity. In formulating the criteria, we followed a design science research approach and the steps of a DEX methodology. The selected criteria will serve as the basis for the development of a multi-criteria model for assessing the data maturity of SMEs.

he Northwestern Hub for Bat Population Research and Monitoring (NW Bat Hub), as part of the North American Bat Monitoring Program (NABat), developed a regional protocol (Rodriguez et al. 2019) to guide multi-agency collaborative implementation of summertime acoustic surveys to track the status and trends of bat populations. See Loeb et al. (2015) and Reichert et al. (2021) for a description of the full NABat plan including winter bat colony counting. The protocol provides guidance specifically for parks in the National Park Service (NPS) North Coast Cascades, Upper Columbia Basin, and Klamath Networks. This protocol implementation plan (PIP) outlines how the protocol will be implemented by NW Bat Hub and National Park staff within this three-network/three-state (Washington, Oregon, Idaho) region. Specific topics for NPS implementation of the protocol that require additional details beyond those outlined by Rodriguez et al. (2019) are the specific NPS requirements for data management, analysis, reporting, and a budget for NPS to contribute to long-term sustainability of the NW Bat Hub and protocol implementation. Surveys will be conducted on and adjacent to NPS lands collaboratively by NPS and NW Bat Hub staff. Roles and responsibilities for protocol implementation with be established prior to each field season depending on staff capacities and interests. This PIP is versionable and it will be updated periodically alongside updates to the protocol itself, and as other operational changes are made. The PIP serves to document why and how NPS will engage as an NABat partner in the Pacific Northwest and with the national NABat program led by US Geological Survey Fort Collins Science Center (USGS-FORT), the role of summertime acoustic monitoring as a way for NPS to meet its vital signs monitoring goals for bats (Garrett et al. 2007), the stewardship of acoustic data by NW Bat Hub and USGS-FORT on behalf of NPS, and the Hub?s role as a source of coordinated conservation expertise for NPS and other regional collaborators. This PIP contains a detailed overview of how the protocol will be used in National Park units in the Pacific Northwest. It is intended for use by NPS and NW Bat Hub coordinators and team leaders, program administrators, field crew leads, and data analysts who need to be conversant in the details of the program. Standard operating procedures that detail the operational-level information can be located in the protocol narrative by Rodriguez et al. (2019).

Abstract:
Hanging gardens are an important part of the landscape at Natural Bridges National Monument (NABR) and are the most common type of spring within the park. These hanging gardens support a diversity of plant species including the federally listed threatened Navajo Sedge (Carex specuicola; CASP). CASP is confined to seep and spring emergences in sandstone outcroppings in the Four Corners area. Populations of CASP are known throughout northern Arizona and in southern Utah just south of NABR. Much of the potential habitat in southern Utah has not been surveyed for the species. Occurrences of CASP within NABR are at the northernmost extent of CASP?s range in the region and are also unique because they are in a canyon that is tributary to the Colorado River rather than the San Juan River. Since the extent of CASP populations were largely unknown, the objective of this project was to conduct a follow up inventory for CASP at hanging gardens in NABR to help document occurrences of this species at NABR, its presence and absence in suitable habitat, and suggest sites to be incorporated into the regional monitoring program. Sites with positive occurrence of CASP could be targeted for increased protection by the park. Knowledge of these sites may also be used to advocate for management decisions such as the protection of water resources that recharge the springs of CASP habitat. This project resurveyed 64 previously known hanging gardens for CASP and documented and surveyed 26 new seeps found near the existing sites. CASP was not detected at the majority of sites. Four suspected CASP occurrences were documented, two of which had not been previously documented. Data and clippings of the leaves were taken from all new, suspected, or previously known CASP populations for genetic analysis. Genetic analysis of leaf specimens collected at Doug Fir North, North Doug Fir 7, Sipapu 1, and White Canyon 2 confirmed the presence of C. specuicola at these sites.
