Abstract:
Abstract This chapter explores the intensification of Russia’s outreaches to Africa during Dmitry Medvedev’s presidency from 2008–12. As Russia and the West sought to reset relations following the 2008 Georgian War, combatting piracy in Somalia emerged as a rare area of cooperation. This collaborative spirit was eviscerated by the end of Medvedev’s tenure. Russia’s counter-revolutionary position on the Arab Spring, opposition to NATO’s 2011 military intervention in Libya and media criticisms of France’s 2011 intervention in Cote d’Ivoire exacerbated tensions with the West. Despite this volatility, Russia’s influence in Africa made some significant strides under Medvedev’s leadership. Medvedev’s 2009 four-day trip to Egypt, Namibia, Nigeria, and Angola reaffirmed Russia’s continent-wide aspirations, while development assistance and strengthening alignments with fellow critics of U.S. unilateralism in Libya broadened Moscow’s coalition of partners.
