SOMMAIRE Une approche "par systèmes" de la politique linguistique: le cas de la Namibie L'Afrikaans (l'une des deux langues officielles de la République Sud-Africaine) est employé comme langue officielle et comme lingua fianca en Namibie. Après l'indépendance de la Namibie, l'anglais (qui est parlé par moins de 5% de la population) deviendra la nouvelle langue officielle. L'un des objectifs principaux de cette politique linguistique (ou planning linguistique) est de réunir les diverses races et communautés linguistiques de la Namibie en une seule entité nationale. Le problème le plus évident qui se pose à ce programme est celui de savoir comment faire accéder la population à l'anglophonie le plus rapidement possible, avec les fonds disponibles et sans détruire les langues indigènes. Les approches traditionnelles en planning linguistique se concentrent principalement sur des problèmes d'ordre linguistique, au point d'occulter les variables non-linguistiques essentielles qui pourraient contribuer à étendre et à entretenir une variété. Cet article propose une approche "par systèmes" qui remplacerait la métaphore de la structure par la métaphore du réseau et qui permettrait au planificateur linguistique de percevoir les rapports entre son plan et les autres forces à l'oeuvre dans la société. Par exemple, le rôle des professionnels du langage dans la mise en oeuvre de la politique linguistique namibienne s'en trouverait accentué. Au demeurant, l'unité nationale ne s'obtient pas grâce au seul planning linguistique, mais également par d'autres moyens politiques. RESUMO Sistemika aliro al lingvoplanado: la kazo de Namibio La afrikansa (unu el la oficialaj lingvoj de la Respubliko Sudafriko) estas uzata kiel oficiala lingvo kaj kiel interlingvo en Namibio. Post la namibia sendependigo, la angla (kiun parolas kiel gepatran lingvon malpli ol kvin procentoj de la enlogantoj) farigos la nova oficiala lingvo. Unu el la cefaj celoj de tiu lingva plano estas unuecigi la diversajn rasojn kaj parolkomunumojn de Namibio en unu nacian enton. Evidente la plej granda lingvoplanada problemo estos decidi kiel enkonduki al la enloĝantaro la anglan lingvon per plej granda rapideco, kaj kiel fari ĉion ĉi per limigitaj financaj rimedoj sen detrui la indiĝenajn lingvojn. Tradiciaj aliroj al lingvoplanado koncentrigas je lingvaj problemoj kaj tial ne identigas la decidajn nelingvajn variablojn, kiuj povus helpi disvastigi kaj konservi difinitan idiomon. La aŭtoro proponas sistemikan aliron al la demando, en kiu reta metaforo anstataŭas strukturan metaforon kaj ebligas, ke la lingvo-plananto rimarku la rilatojn inter sia plano kaj aliaj sociaj fortoj. La aŭtoro ekzemple emfazas la rolon de la lingvaj profesioj en realigo de la namibia lingva plano. Cetere, nacian unuecon oni atingos ne nur per lingvoplanado, sed ankaŭ per aliaj rimedoj.

En 2015, l’Allemagne reconnaît que les formes et les conséquences de la guerre coloniale dans le Sud-Ouest africain (aujourd’hui République de Namibie) sont assimilables à un génocide. Les négociations bilatérales avec le gouvernement namibien ont abouti en mai 2021 à une déclaration commune. Les principaux organismes représentant les descendants des victimes n’ont pas été inclus dans le processus. Dans la déclaration commune, l’Allemagne rejette toute responsabilité juridique du génocide et n’accepte aucune obligation de réparation. L’article résume les écueils de cet accord. Il suggère que les raisons de cette approche timide pourraient résider, dans une certaine mesure, dans la crainte qu’une responsabilité juridique totale impliquant des réparations ne crée un précédent aux implications considérables, tant pour l’Allemagne que pour d’autres anciennes puissances coloniales.

Cet article s’intéresse aux acteurs non étatiques parmi les colons germanophones en Namibie et à leur relation avec le gouvernement colonial de l’Empire allemand (1884-1917). Il interroge par ailleurs les connexions entre germanophones en Namibie et en Afrique du Sud. La notion de « germanophones » (et non d’« Allemands ») est privilégiée pour rendre compte aussi bien de la multiplicité que de la coexistence de leurs identifications, celles-ci ayant largement dépassé le cadre strict de l’État-nation (russo-allemandes, suisse-allemandes, autrichiennes, reichsdeutsch, mais aussi métisses entre germanophones et locaux). En s’inspirant de l’approche méthodologique de l’histoire connectée, cet article soutient l’idée que les germanophones ont construit un empire culturel qui correspondait seulement en partie à la souveraineté officielle de l’Empire allemand.

Coin oublie de l'Afrique, la Namibie n'interesse encore guere la recherche francophone. Synthese critique de documents et de la litterature en d'autres langues, ma these, presentee comme monographie en onze chapitres, avec important appareil de notes et ample bibliographie, en jette la base et servira de stimulant. Un premier chapitre presente les societes autochtones dans leur interaction autonome a l'abri du namib, un deuxieme analyse le jeu des interets qui ont determine l'allemagne a coloniser en general et le sud-ouest africain en particulier. C'est l'entrechoc de ces deux univers, qui est expose au 3e chapitre, colonisation allemande mise en oeuvre avec une violence extreme et s'orientant vers une societe apartheid avant la lettre. Les trois chapitres suivants font apparaitre comment l'Afrique du Sud s'est appropriee cette colonie toute faite pour aboutir a sa bantoustanisation. Sur fond d'interminables finasseries juridiques, Pretoria perd le mandat en 1966 et colonise, depuis, sans titre. La partie sur l'actualite debute par un tableau structurel et chiffre de l'economie, retrace la remontee de la resistance des colonises et analyse l'emergence d'une politique de neoapartheid, sur fond de rapports de forces changeants dans le subcontinent. Le 10e chapitre expose l'affaire de l'uranium dans ce contexte. Le dernier chapitre dessine les lignes du futur rapport de forces sociales internes : incapacite de l'ecole coloniale pour preparer l'independance ; structures de formation creees en exil, concurrences par pretoria dans la lutte pour gagner les "elites modernes" ; debut de "deracialisation" de la hierarchie sociale creee par l'apartheid ; projets de la swapo pour un developpement autocentre, et, en guise de conclusion, une evaluation des chances de la swapo d'y arriver. Depuis le glissement de l'Afrique du Sud vers une guerre civile a peine larvee, la donne subcontinentale est encore en train de changer. .
A critical synthesis of documents andliterature available in order to lay the groundwork for research on Namibia in french language. Hence the form of a monography in 11 chapters with many footnotes, and an ample bibliography. The first chapter depicts the interaction of the indigenous societies sheltered behind the namib, the second chapter analyses the dynamics of interests which turned germany into a colonial power, more particularly that of "south west africa". The clash of these two worlds is outlined in the thrid chapter : german colonialism carriedout with extreme violence and bent towards an anticipated apartheid society. The three following chapters point out how south africa appropriated this ready-made colony and set about its bantustanization, and deprived of her mandate, continued to colonize without a legal title. The part on recent developments starts with a structural picture of the economy with emphasis on the role of the "homelands", and continues to analyse the new upsurge of resistance. Chapter ix shows how pretoria, dragged into a decolonization process, has since tried to turn it to her advantage : emergence of a neo-apartheid policy, "contact group", a political and military regional strategy (nkomati, lusaka) destined to limit swapo's political leeway. Chapter x sets out the manifold implications of the uranium business (rossing). The final chapter traces out the lines of the future proportion of social forces on the internal scene : incapacity of colonial education to prepare independence, the creation of educational and training facilities abroad prompted pretoria into competing efforts in order not to lose the battle over the "modern elites" ; partial "deracialization" of apartheid's social hierarchy ; swapo's plans for a Namibia-centred development, South Africa's slide into a badly concealed state of civil war

On a territory first submitted to german colonial genocide then to south-african led "crimes against humanity", up to an independant state gifted with one of africa's most democratic constitutions, community based development pioneers have been witnesses to many violent turmoils and active participants in numerous radical changes. Today land of contrasts, between rural tradition and urban development, arrogant wealth and absolute poverty, political democracy and economic apartheid, namibia is confronted with the challenge of leading a peoplecentred development from which all will benefit equally. This research centers on the community-based organizations' role in this process; of their contribution to building a nation of empowered citizens, based on more democratic ways of sharing the economic resources and the political power

Cette recherche vise à mettre en évidence les modalités de dépassement du modèle de la ville d'apartheid à travers l'analyse des recompositions urbaines en cours à Windhoek. Les changements intervenus dans la capitale namibienne depuis l'accession à l'indépendance du pays en 1990 ne s'inscrivent ni dans une logique de rupture par rapport au modèle hérité, ni dans une reproduction des schémas antérieurs, tant en ce qui concerne la manière dont la ville est pensée, modelée par les pouvoirs, que la manière dont elle est pratiquée, appropriée, déformée par les citadins. À travers la prise en compte des mutations de la gestion foncière, ce sont les logiques et les modalités du changement urbain qui sont précisées. En vertu du compromis politique fondateur de l'État namibien qui a permis l'accession au pouvoir des Noirs tout en préservant les acquis de la minorité blanche, on assiste au maintien d'un mode de penser la ville hérité du passé. Le modèle urbain que tentent de reproduire les autorités s'avère toutefois profondément inadapté face aux nouveaux enjeux propres à la société post-apartheid. Parce que les gestionnaires n'ont finalement pas d'autres choix que de prendre en compte les mutations sociales et spatiales en cours, leur bricolage des règles héritées de l'apartheid s'articule avec la formalisation de procédures et de normes nouvelles. Comme l'invention de la ville est fondamentalement le fruit d'un faisceau d'interactions entre interventions gestionnaires et pratiques citadines, la prise en compte de ces dernières révèle des manières d'habiter la ville qui dérogent au modèle promu par les autorités et la diffusion de nouvelles normes au sein de la ville. Finalement, cette évolution sur le mode de l'entre-deux laisse apparaître un modèle urbain singulier qui n'est ni celui de la ville compacte ni celui de la ville éclatée, bien qu'il renferme des éléments de chacun. À Windhoek, la ville s'invente à travers le tranquille dépassement de la ville d'apartheid
This research attempts to bring to the fore the mode of overtaking the apartheid city model through the analysis of urban remodelling processes in Windhoek. The changes occuring in the Namibian capital city since the country arose to independence in 1990 are neither in line with a logic of break concerning the inherited model nor in line with the reproduction of the former development plan, as well as in the way in which the city is designed by the autorities as in the way it is practiced, appropriated and put out of shape by the city dwellers. By taking into account the mutations occuring in the field of land management, the logics and the modes of urban changes can be specified. In accordance with the political compromise that founded the Namibian State and allowed accession to power of the black population while protecting the assets of the white minority, one can witness the maintenance of ways of thinking the city inherited from the past. The urban model the officials try to reproduce turns out to be profoundly inadequate facing the new stakes specific of the post-apartheid society. Finally, because managers do not have another choice than to take into account the social and spatial mutations in progress, the mending of the inherited apartheid rules is articulated with the fomalization of new procedures and norms. As the invention of the city is fundamentally the fruit of a set of interactions between managers' interventions and city dwellers' practices, the latter reveal ways of living the city that go against the model promoted by the autorities and the diffusion of new norms within the city. In the end, this evolution made of in betweens shows an urban model that is neither the compact nor the fragmented city, although it contains elements of both. In Windhoek, the city is invented through the quiet overtaking of the apartheid city

Le probleme de l'independance de la namibie constitue de nos jours un des aspects les plus complexes de la colonisation sur le continent africain. Parmi les traits les plus caracteristiques de la situation actuelle en namibie, il faut noter d'un cote l'extension des activites repressives du regime raciste de la rsa, et de l'autre, l'intensification de la lutte liberatrice que mene la swapo et ses forces armees contre les racistes. Au mepris des decisions de l'assemblee generale de l'onu, de la cour internationale de justice et du conseil des nations unies pour la namibie, l'afrique du sud repond par des repressions et des inegalites sociales. Ne pouvant ni par negociation, ni par procedure judiciaire persuader l'afrique du sud d'agir conformement a ses obligations de mandataire, l'assemblee generale prit alors une decision historique : elle resilia le mandat et se declara seule responsable de l'administration du territoire jusqu'a son independance (resolution la politique de l'afrique du sud, malgre des negociations prolongees et contradictoires avec les cinq pays occidentaux (etats-unis), france, grande-bretagne canada, allemagne federale) entre 1976 et 1978 a ete d'une extreme fermete: elle a consiste, tout en admettant que tout etait negociable, a refuser de traiter avec la swapo, alliee de l'union sovietique, pourtant consideree par les nations unies comme le seul representant du peuple namibien. Le probleme de l'independance namibien est devenue alors une lutte d'influence entre l'occident, les etats-unis et l'union sovietique. Selon cette perspective, la namibie devient l'un des pions dans la partie que jouent sur ce continent africain les grandes puissances
The question of the independence of namibia constitutes one of the most complexes problems of colonialism on the african continent today. Amoung the most significant features of the current situation in namibia, it is necessary to noite on the one hand an extension of the repressive activities of the racist regime of south africa and the other hand, the intensification of the liberation war carried out by swapo against the racists occupation forces. In response to the decisions of the united nations, general assembly, the international court of justice and the united nations council for namibia, south africa has answered by further repressions and social inegualities. Incapable of persuading south africa either by negociations or by judicial process line up to its obligations of a mandate power, the assembly general took a historic decision: it revoqued the mandate and declared itself. The sole authority responsible for the administration of the teritory until its independence (resolution inspite of prolonged and contradictory negociations between south africa and the five western powers of the contact group (united states, france, great britain, canada and west germany) beetween 1976 and 1978, south africa policy has remained extremely hand: this policy has consisted of refusing to deal directly with swapo while admitting that all was negotiable. This refusal is inspite of the fact that swapo has been recognised by the united nations as the only true representative of the namibian people. The question of namibian independence has therefore become a struggle for influence between the west united states and soviet union. In this perspective namibia has been one of the cards in the strategique game of the great powers on the african continent

Abstract:
AbstractIt took a pandemic to fast-track the reorganization of productive forces in the Namibian media industry and to expose their vulnerability in digital capitalism. Predominant to this vulnerability has been the realization among media workers that they are “not conditions of production” but only their labour is. A combination of digitalization and the onset of the novel Coronavirus ‘unsettled” the small but relatively “stable” media industry operating in a neoliberal political and economic environment since the birth of independent Namibia in 1990. This chapter examines how COVID-19 fast-tracked the restructuring process of the Namibian media. It starts by evaluating the impact of neoliberal media restructuring (digitalization) of the Namibian media before scrutinizing how the pandemic has fast-tracked this process. While much of the emerging work on COVID-19 tends to prioritize media discourses, largely confined to COVID-19-related media messages by dominant political and societal sources, this study probes the practical restructuring of the industry itself as the result of the pandemic. The study is grounded in critical perspectives drawing from works of contemporary critical media and communication theorists.

Abstract:
This paper describes a new concept and experiences of a distributed interdisciplinary learning programme for students across continents. The aim is to provide students with a truly Global Intercultural Project Experience (GIPE) by working together with peers from around the world, and solving real-life client’s problems. We have received seed-funding for four annual projects to engage students from Germany (Europe), Namibia (Africa), Indonesia (Asia), and Peru (Latin-America). In 2020, 30 students from four continents engaged in a one-semester distributed software development project for a Namibian client. Despite Covid-19 they successfully completed the project expressing deep appreciation for the learning opportunities overcoming challenges of working across wide-spread time zones, cultures, changing requirements, and various technical challenges. Considering the vast learning benefits, we suggest to incorporate such projects in all tertiary education curricula across the globe.

The infusion of technology into Open and Distance Learning (ODL) practices was nothing new at the University of Namibia (UNAM) during the emergence of Covid-19. The Centre for Innovation in Learning and Teaching (CILT) (previously the Centre for Open, Distance and eLearning (CODeL) at UNAM, focuses on leading learning innovations and was tasked with developing innovative approaches during the Covid-19 pandemic’s lockdown period, which remain relevant beyond the pandemic. // This study examined how CILT as an academic support Centre in collaboration with the Commonwealth of Learning (COL) supported efforts of various Higher Education Institutions (HEIs), to keep student learning of all modes of study (face-to-face, online, ODL) open, during the Covid-19 pandemic. This was achieved through the creation and implementation of a Rapid Development Process (RDP) as part of learning design capacity development initiatives and a Creative Commons ascribed resource website, focusing on Learning Design and Digital Assessment resources. The RDP resources were workshopped with various Namibian Universities and an African University. As part of the methodology, the study adopted a single case study research design and used a structured workshop evaluation survey and secondary sources as data collection instruments. // The findings of the study reveal overall satisfaction with the RDP workshop approach and topics covered, as well as its relevance to Continuous Professional Development (CPD) of participants. Most of the participants indicated that they only started to engage in online teaching and online assessment activities because of institutional strategies that were forced by Covid-19. // The study concludes that the RDP workshops were well-structured and had a positive impact as the learning experiences gained can be practiced in participants’ institutional contexts and as part of the new norm in HEIs.

Straipsnyje analizuojami naminių gyvūnų kailio priežiūros atliekų susidarantys kiekiai, jų esamas tvarkymas ir tvaraus (alternatyvaus) tvarkymo galimybės. Naminių gyvūnų kailio priežiūros atliekos, jų tvarkymas – tai sritis, kuri mažai išnaudojama. Gyvūnų augintinių registro duomenimis, Biržų rajone 2023 m. sausio 1 d. registruoti 2305 šunys, remiantis Lietuvos kinologų draugijos pateiktais duomenimis ir atliktos apklausos rezultatų analize, šiame rajone susidaro apie 1500 kg vilnos per metus. Apklausos metu išsiaiškinta, jog didžioji dalis šunų savininkų ir kailio priežiūros specialistų susidariusią vilną išmeta kartu su buitinėmis atliekomis. Šios atliekos yra biodegraduojančios, todėl turėtų būti tvarkomos biodegraduojančių atliekų tvarkymo būdais. Iššukuota ilgaplaukių šunų vilna gali būti naudojama kaip žaliava įvairiems tekstilės gaminiams, tačiau šiuo metu dažniausiai naminių gyvūnų kailio priežiūros atliekos yra tiesiog išmetamos kartu su buitinėmis atliekomis.

Abstract:
This paper poses a different lens on informal social protection (ISP). ISP is generally understood as practices of livelihood support among individuals. While studies have explored the social dynamics of such, they rarely do so beyond the conceptual space of informalities and poverty. For instance, they discuss aspects of inclusion, incentives and disincentives, efficiency and adequacy. This provides important insights on whether and to what extent these practices provide livelihood support and for whom. However, doing so in part disregards the socio-political context within which support practices take place. This paper therefore introduces the lens of between-group inequality through the Black Tax narrative. It draws on unique mixed method data of 205 personal support networks of Namibian adults. The results show how understanding these practices beyond the lens of informal social protection can provide important insights on how economic inequality resonates in support relationships, which in turn can play a part in reproducing the inequalities to which they respond.
