Abstract:
Law enforcement agencies are faced with the problem of how to reduce crime in the most economical method possible without violating the law. Since drug offenders also engage in a disproportionate amount of non-drug crime, then drug enforcement is considered as an acceptable general crime control method. Unfortuantely, this is an expensive option because incarcerating offenders is both costly and ony a short-term solution to the problem. A review of existing research examining the prior criminal histories of drug offenders compared to their previous involvement in violent and property crime is conducted to evaluate this relationship.

Šiame magistro darbe yra nagrinėjamos injekcinių narkotikų vartotojų socialinės ir demografinės charakteristikos bei socialinių ir medicininių paslaugų poreikiai. Darbo uždaviniai – atskleisti injekcinių narkotikų vartotojų, kaip specifinės socialinių paslaugų gavėjų grupės, socialinį bei demografinį statusą Lietuvoje; jį apibūdinančius kokybinius bei kiekybinius kriterijus; apibrėžti pagrindinius injekcinių narkotikų vartotojų socialinius bei medicininius poreikius; įvertinti socialinių paslaugų teikimo siekiant padėti injekcinių narkotikų vartotojams patenkinti socialinius ir medicininius poreikius galimybes bei problemas Lietuvoje. Rašant darbą naudoti įvairūs teoriniai (loginis, lyginimo, istorinis, sisteminis) bei empiriniai (dokumentų analizė, profesinės praktikos apibendrinimas, anketavimas) mokslinio tyrimo metodai.
This final work of postgraduate studies is committed to the analysis of socio-demographics characteristics of intravenous drug users and their needs for social and medical services. The goals of this work is to describe socio-demographics status of intravenous drug users in Lithuania; to analyze its quantitative and qualitative criterions; evaluate main social and medical needs of intravenous drugs users; to lay down concepts, forms and means which is necessary in order to organize effective social services in Lithuania which could help intravenous drugs users to satisfy their basic medical and social needs. The main scientific methods which were used to complete this work were both theoretical (logical, comparative, systemic, historical) and empiric (analysis of documents, generalization of professional experience, inquiry of intravenous drugs addicts who are registered in Lithuanian HIV center). It is necessary to mention that the main results of this work are that it describes addiction to intravenous drugs as a social problem, reveals essential social and demographics features of intravenous drugs users, analyze problems, which are related with functioning of social and medical services system for such persons. On this aspect this study also evaluates possibilities for the improvement of social and medical services in Lithuania. Abstract:
Current commercially available mimics contain varying amounts of either the actual explosive/drug or the chemical compound of suspected interest by biological detectors. As a result, there is significant interest in determining the dominant chemical odor signatures of the mimics, often referred to as pseudos, particularly when compared to the genuine contraband material. This dissertation discusses results obtained from the analysis of drug and explosive headspace related to the odor profiles as recognized by trained detection canines. Analysis was performed through the use of headspace solid phase microextraction in conjunction with gas chromatography mass spectrometry (HS-SPME-GC-MS). Upon determination of specific odors, field trials were held using a combination of the target odors with COMPS. Piperonal was shown to be a dominant odor compound in the headspace of some ecstasy samples and a recognizable odor mimic by trained detection canines. It was also shown that detection canines could be imprinted on piperonal COMPS and correctly identify ecstasy samples at a threshold level of approximately 100ng/s. Isosafrole and/or MDP-2-POH show potential as training aid mimics for non-piperonal based MDMA. Acetic acid was shown to be dominant in the headspace of heroin samples and verified as a dominant odor in commercial vinegar samples; however, no common, secondary compound was detected in the headspace of either. Because of the similarities detected within respective explosive classes, several compounds were chosen for explosive mimics. A single based smokeless powder with a detectable level of 2,4-dinitrotoluene, a double based smokeless powder with a detectable level of nitroglycerine, 2-ethyl-1-hexanol, DMNB, ethyl centralite and diphenylamine were shown to be accurate mimics for TNT-based explosives, NG-based explosives, plastic explosives, tagged explosives, and smokeless powders, respectively. The combination of these six odors represents a comprehensive explosive odor kit with positive results for imprint on detection canines. As a proof of concept, the chemical compound PFTBA showed promise as a possible universal, non-target odor compound for comparison and calibration of detection canines and instrumentation. In a comparison study of shape versus vibration odor theory, the detection of d-methyl benzoate and methyl benzoate was explored using canine detectors. While results did not overwhelmingly substantiate either theory, shape odor theory provides a better explanation of the canine and human subject responses.

Esta pesquisa teve como objetivo geral cartografar a experiência de usuários de crack no município de Recife. Este estudo foi desenvolvid o nos CAPSad e Instituto RAID. Os entrevistados foram usuários de crack do sexo masculino e feminino, com idade a partir dos 18 anos, que estavam em tratamento em decorrência desta substância nas instituições acima citadas durante a coleta de dados. Em cada CAPSad, foi entrevistado um usuário de crack indicado pela equipe técnica que tivesse uma boa organização nas ideias para descrever a sua experiência com o crack, e que se disponibilizou a contribuir com a pesquisa através de entrevista semi-estruturadas. No Instituto RAID foram entrevistados seis usuários escolhidos pelos mesmos critérios. A pesquisa desenvolvida foi qualitativa de inspiração fenomenológica pautada no pensamento de Husserl e no método proposto por A. Giorgi. Este método inclui, basicamente, os seguintes passos: O sentido do todo, a partir da leitura do depoimento do sujeito; Discriminação do depoimento em Unidades de Significados; Compreensão psicológica de cada Unidade de Significado; Síntese de cada depoimento expressa como estrutura da experiência; e a Composição de uma síntese geral que apresenta a essência do fenômeno para todos os sujeitos investigados. A identificação dessas Unidades de Significado nas experiências dos usuários apontou aspectos diversos sobre o tema tais como: A experiência de ser dependente do crack; o que levou os usuários a consumirem essa substância; qual o significado do crack na vida desses usuários; quais as sensações vividas no consumo desta droga; o prazer da morte pela pedra; a culpa sentida por ceder à compulsão; as perdas diante da pedra; a família como fator importante na busca por um tratamento; o crack e a violência; as dificuldades e sucessos no tratamento; o estigma do usuário de crack e o descontrole vivenciado por alguns usuários. Diante da complexidade das questões trazidas nas experiências dos usuários entrevistados, grandes desafios estão postos para as equipes que trabalham no tratamento dos usuários de crack. This research had as its main aim to portrait crack-cocaine users experience in the city of Recife. Subjects were crack-cocaine users, males and females, from 18 years old, undertaking treatment at drug addiction health services in Recife (CAPSad and Instituto RAID) during data collection. One subject from each CAPSad (06 in a whole) was interviewed and 06 subjects from Instituto RAID were interviewed. All designated by the health professional teams and with organized thoughts to describe their crack-cocaine use experiences, as well as with willingness to respond to a semi-structured interview. The research was qualitative with phenomenological background inspired by Husserls theory and Giorgis method. Basically, this method includes these steps: 1) reading the entire description of one subject in order to get a sense of the whole; 2) reading through the data a second time and marking those places in the description where a transition in meaning occurred from a psychological perspective (the meanings between transitions are called meaning units); 3) reading all of the meaning units and interrogating them from what they reveal about the phenomenon of interest, in this case, the crack-cocaine use experience, in order to grasp the relevance of the subjects own words for the phenomenon of using crack-cocaine in as direct a manner as possible (this step is called the transformation of the subjects lived experience into direct psychological expression); 4) presenting a situated or general structure of the experience (synthesis of each report expressed as structure of experience); and, 5) comprehending the general synthesis which represents the essence of the phenomenon to all subjects investigated. The identification of crack-cocaine users experience in meaning units pointed out to several themes such as: the experience of being a crack-cocaine user; what took them to use this drug; the meaning of crack-cocaine in their lives; crack-cocaine use sensations; crack-cocaine death pleasure; compulsion guiltiness; losses related to the drug; family as an important factor to seek treatment; crack-cocaine and violence; treatment challenges; crack-cocaine use stigma; and, loss of control experienced by users. These complex issues expressed by research subjects set great challenges to health professional teams treating crack-cocaine users and draw attention to the need of permanent reflection of their practices

Abstract:
This thesis examines the amendments to Canada's Criminal Code which target the proceeds of crime by, inter alia, criminalizing money laundering and enabling the confiscation of assets. The amendments represent the central thrust of Canada's contribution in a global effort to stem the traffic in illicit drugs, Canada belatedly following the lead of the United States, Great Britain and Australia. In the thesis, I argue that the amendments go much further than earlier crime control initiatives and represent a paradigmatic shift from the traditional, single transaction, individual-oriented structure of criminal law to one which is both property-driven and premised upon multiple-transactions perpetrated by criminal organizations. The amendments focus on the proceeds of crime, as opposed to the offender, individual or corporate, their avowed purpose being to neutralize criminal organizations rather than punish offenders. The effectiveness of the amendments is inexorably tied to the speed by which criminal proceeds can be seized or restrained and thus they operate prospectively, in anticipation of a later conviction. In order to accomplish their objectives, the amendments draw upon concepts previously the preserve of the private law of contract and tort, introducing some which are foreign to the classic norms and traditions of criminal law and sentencing, both substantive and procedural. The thesis examines the amendments from both a textual and a Charter perspective. In so doing, considerable emphasis is accorded the presumption of innocence, a strong legitimating force in criminal law. Integral to the presumption is the Crown's burden of proof - beyond a reasonable doubt. The legislation's adoption of the civil balance of probabilities test is, therefore, considered its weakest link. Other aspects of the legislation give rise to interpretive and Charter challenges. The thesis also discusses the need for tracing mechanisms, mandatory financial transaction reporting, the development of a strike force approach to implementation and a sharing of proceeds by law enforcement agencies. Further, the thesis decries any use of the legislation as a tool for plea bargaining or to target petty criminals.

Abstract:
This thesis aims to investigate and deconstruct the relationship between the narcotic, its narrative, and western modernity. To reveal the relationship, this thesis argues that it is possible to understand the philosophical, political, cultural and ethical dimensions of western modernity through the ulterior lens of the narcotic. As such, this thesis investigates western modernity's relationship to (a) cocaine as a specific narcotic, and (b) the concept of the narcotic with all its attendant connotations of addictions, illegitimacy, transgression, illegality, and so on. Accordingly, the thesis is both interpretive of the historical narrative of the narcotic of cocaine, and generative in its deconstruction of the relationship between western modernity and the concept of the narcotic. The deconstruction of this relationship ultimately reveals both prior narratives not as oppositional, but as supplementary. This has radical consequences for the manner in which we engage with narcotic use and the user - if the narcotic is supplement to the logic of western modernity, at each attempt to expel the use and user of the narcotic, rather then create difference, we self implicate ourselves in that expulsion and distance. To seek a new and more just means of dealing with the concept of the narcotic, and its use, therefore requires a new epistemological framework which can at once contemplate both narratives at the same time. To this end, the thesis suggests the use of critical complexity theory as one such methodological tool, if supplemented by the thoughts and strategies of Derridian deconstruction and Foucauldian discourse analysis.

Narcotic and psychotropic substances are all chemicals that affect a person&rsquo
s mental activities, perceptual abilities, behavior and level of consciousness
they may cause physical and/or psychological dependence. For determination of narcotic and psychotropic substances, chromatographic techniques are usually preferred which are aimed to identify the target chemicals and require several extraction steps. In this study, an Infrared Spectrometric method has been developed for qualitative determination of most widely encountered substances (morphine, heroin, cocaine, MDMA (3,4-methylenedioxymethamhetamine) and amphetamine) and additives (caffeine, paracetamol and lactose). Standard reference materials and illicit samples have been analyzed in powdered form by using Fourier Transform Infrared-Attenuated Total Reflectance (FTIR-ATR) technique. In the first part, a spectral FTIR database was constituted from the standard references. Illicit samples containing drugs and additives in varying percentages were analyzed using the same method and their database forecast results were compared with results from Gas Chromatography and High Pressure Liquid Chromatography. In the second part of the study, the possibility of finding a similarity between two samples just by comparing their spectra was investigated. For this purpose, all illicit sample spectra were collected in a new database, and then randomly selected samples were searched using this database. Most of the search attempts resulted in a correct match. Consequently, it has been observed that FTIR-ATR can be used as a priory detection step for classification studies
moreover with this technique pre-determination of narcotic and psychotropic substances can be done simply and rapidly.

Sveriges narkotikapolitik har en tydlig noll vision; Sverige skall bli ett drogfritt samhälle. För att uppnå det målet följer Sverige en så kallad nolltoleransmodell, vilket innebär en strikt policy som säger att all hantering och bruk oavsett volym och syfte är olagligt. Jag argumenterar att det är en skadlig och ineffektiv policy att applicera på drogproblematiken i Sverige och argumenterar därför istället för att införa en så kallad skadereducerande policy. Detta är istället en policy som accepterar att droger är en del av samhället. En sådan policy jobbar främst med förebyggande och behandlande åtgärder, jag argumenterar för en avkriminalisering av personligt bruk av drog. Jag kommer använda mig av empirisk källor och moralfilosofiska argument för att påvisa att en skadereducerade policy gynnar samhället både ur ett socialt och ekonomiskt perspektiv.

Abstract:
ABSTRACT The aim of this thesis is to explore the impact of treatment on male addicts who attend Narcotic Anonymous (NA) meeting between the ages of 45 to 60 years that have been free from drug addiction without relapse in 10 years. The interest is to really understand how the addicts have been impacted and what factors have contributed to their being able to remain free from drug abuse without relapse. The research is a qualitative study. Semi structured interviews based on interview guide that are made up of six open ended questions was used to generate information (Primary data) from eight interviewees. The data generated was analyzed using qualitative content analysis in hermeneutic perspective. Also, Maslow’s need hierarchy theory and early research was used to analyze the data that were generated. It was found that the former addicts experienced improvement in their psychological health identity and social situation. Furthermore, they were impacted by different treatments like cognitive behavioral therapy, environmental therapy and the NA 12-step program. The findings of the study also indicates that the interviewees gained job, education and driving license because of the drug abuse treatment they have undergone. In addition, having a partner, stable family and regular attendance of NA meeting have helped the interviewees to remain free from drug use in 10 years. Furthermore, from the findings, improved psychological health, improved changes in identity and social situation are themes found from the coding and categorization from qualitative content analysis method. The main theme found is getting new ways of gaining control of addiction in relation to improved psychological health, improved changes in identity and improved social situation.

Abstract:
Substance use disorders cause significant neurological damage, cognitive impairment, and maladaptive behaviors that negatively affect a person's quality of life. The purpose of this study was to explore the effect gender and primary drugs have on locus of control. Generalized expectancy theory helped to explain the behavior of patients diagnosed with substance use disorders and their inability to control ongoing drug use. The research question focused on to what extent drug-related locus of control scores differ by primary drug (narcotic vs. stimulant), gender (male vs. female), and their interaction. Data measuring locus of control from 553 participants provided a subset of 410 participants who identified narcotics or stimulants as their primary drug. A 2x2 full factorial ANOVA was conducted. The results of this study indicated there is a significant interaction between primary drug use and gender. The results could have positive social change implications for the addiction field because of the value of understanding the interdependency of internal-external thought processes related to drug use, the ability to change stigma associated with addiction and gender, and the value of understanding the need for individualized treatment as locus of control shifts from external to internal. It is recommended that the drug-related locus of control instrument become part of treatment protocol along with evidence-based interventions.

Abstract:
This research is focused on evaluation of National Strategy Against Narcotics (NSAN) enacted in 2012 in Kosovo. The purpose of this study was to understand the impact of NSAN through visualizing data and gaining deeper insight from experiences of antidrug experts. Convergent parallel mixed methods were used to answer the main research questions. The central research questions examined the impact of strategy implementation in juvenile drug arrest reduction, and its effectiveness on Kosovo criminal justice system. Markwood's comprehensive theory of substance abuse prevention (CTSAP) was used to assess and explore the NSAN. Deidentified juvenile arrest rates taken from Kosovo official police records, were visualized though a scatterplot to show the impact of arrest rates from 2009 to 2015. On qualitative part, 11 antidrug officers who handled juvenile drug arrest cases were in-depth interviewed. Visualized data showed that NSAN did not decrease juvenile drug arrest rates after its implementation, as the juvenile drug arrest rates increased after its implementation. However, participants in this study perceived NSAN as positive, with positive impact in increasing cooperation between other agencies, thus resulting in more arrests. Interview answers received from participants of the study confirmed Markwood's CTSAP. Overall, mixed results came out of this study, and further research is needed with wider scope of data analysis to fully evaluate the effects of this strategy. NSAN itself did not have desired impact in reducing juvenile drug arrests in Kosovo, but analysis of this strategy brought attention of increasing juvenile drug issues in Kosovo.

Abstract:
This research examines the substance abuse severity problem of the male narcotics arrestees of Turkey within the framework of Akers' Social Structural and Social Learning (SSSL) model. The SSSL model is tested to understand the impact of social structural factors on drug abuse severity of narcotics offenders, in mediation of social learning process. The research design consists of secondary data analysis and modeling techniques to test the hypotheses pertaining to the SSSL model. The data, consisting of 1,647 male cases, have been obtained from the TUBIM Program. The U.S. ADAM Program year 2003 data including 6,730 cases have also been utilized with the purpose of observing the similarities and/or differences among substance abusers across the nations, as described in Chapter 5. Accordingly, the narcotics criminals of Turkey and the U.S. were compared in terms of demographic status, criminal background, substance abuse behavior and state of substance related treatment. Eventually, it was found that substance abusing populations across these two nations are significantly different. In the second phase of the study, Akers' SSSL model was developed and tested on the male narcotics offenders of Turkey. Structural Equation Modeling (SEM) analysis was used to test the hypotheses of the study. A model for the drug offenders whose last charge is drug related (substance abuse or substance distribution) was developed and the model's robustness was tested on those narcotics offenders who have reported committing property and violent offenses before the last charge. It is found that the impact of the social factors on drug abuse and dependence behavior through social learning constructs is non-significant except for the age variable for the drug related offenders subset. Furthermore, the impact of all social structural factors on the seriousness of substance abuse in the mediation of social learning constructs is insignificant for the property and violent offenders subset. Also, the social learning construct of the property and violent offenders' subset does not significantly influence the seriousness of substance abuse.

This study explores how the representation of the drug-addict in Hollywood cinema has changed due to governmental and studio policy change, social shifts of opinion, and economic structure. This discussion and exploration primarily focuses upon narrative Hollywood film as this industry has a long and varied history of addiction films. While there have been a variety of shifts in the depiction of drug-addiction due to social changes and industry regulation, perhaps at no other time in cinema history has the culmination of economics, politics, and independent art had such a large impact on the depiction of addiction than in the 1970s. This defining decade did more than alter the social perspective on drug usage; it set the stage for a drastic alteration in the perception of drug-addiction that occurred in the decades to follow. The Seventies were filled with social upheaval and a powerful youth movement that altered the representation greatly. This study discusses three types of drug-addiction representation and the social, political, and economic context in which they reflect and influence. While the social importance placed upon cinema is not questioned in this investigation, the techniques of representation of the addict in film are explored. I examine three characterizations in the addiction films of the 1970s. These phases include, but are not limited to representations of African-Americans, war veterans, and narcissists as drug-addicts in American cinema. I propose that the representation of the addict has shifted due more to sociological impacts rather than an audience-centered and message driven approach. Expounding further, I argue that the sociological impacts, such as federal legislation, are more impacting on the representation of the drug-addict in film rather than a decisive message about addiction for the benefit of the audience. The political-economic, cultural dynamic also plays a significant role in the development of such representation

I studien undersöks huruvida en grupp narkotikasäljare på den svenska hemsidan Flugsvamp drivs av andra motivationer än ett grundläggande vinstintresse. Sidan bygger på de teknologiska verktyg som utvecklades av den libertarianskt inspirerade Cypherpunkrörelsens arbete med stark kryptografi i slutet av 1990-talet. Dessa verktyg skyddar både brottslingar och frihetskämpar, men har främst associerats med de som använder anonymiteten i kriminella syften och således har verktygen fått ett dåligt rykte som riskerar äventyra kryptografins framtid. Genom semistrukturerade onlineintervjuer med fem säljare av skiftande karaktär samlade jag information gällande deras upplevelse av sidan, relationerna till kunder och administratörer, hur de rent moraliskt rationaliserade sin verksamhet och vilken påverkan de såg sig ha på samhället och kryptografin. En bild framträdde där majoriteten av säljarna uppvisade ansvarskänsla och eftertänksamhet genom att agera med transparens och professionalitet. Genom att utkonkurrera oärliga aktörer och med ett nära kollegialt samarbete med varandra använde dessa säljare sin roll för att utmana den traditionella majoritetsinställningen till narkotika och visa hur den ansvarsfulla digitala försäljningen i längden kan vara samhällsförändrande. En minoritet uppgav att de endast använde sidan för att tjäna extrapengar och egentligen tyckte att det var en rimlig idé för staten att förbjuda de kryptoanarkistiska verktygen då de främst anses användas i kriminella syften. Studien når fram till slutsatserna att samhället som helhet tjänar på att det narkotikarelaterade våldet försvinner från gatorna, visar på hur en inkonsekvent och konservativ lagstiftning gör sig mottaglig för starka motargument samt understryker att den framtida digitala mänskligheten kommer ha en betydande användning för de kryptoanarkistiska verktygen.

This paper will show that the trade in psychoactive substances has in fact been a major facilitator of the process now known as globalization. Not only has the drug trade fed off of globalization, globalization feeds off of and is driven by it. The perspective I will take here is a historical one. My thesis, that the drug trade has been an influential force on what is known as "globalization," is a reevaluation of the relationship between three historical processes: 1} The development over several centuries of a global system for the production, trade, and distribution of drugs 2} The "cold war" for economic and geopolitical hegemony between capitalist and communist power structures 3} The development and expansion of a global economic system, known in its current liberal phase as "globalization"

This thesis examines incidences of violence in Mexico related to the trade in illegal narcotics from the election of President Felipe Calderón in late 2006 to the election of his successor, Enrique Peña Nieto, in mid-2012. The thesis, which is arranged methodologically as a single case study, begins with an examination of the state of literature on violence, crime and warfare. The theoretical basis is specified by subsequent inquiry into the role of illegal narcotics as a driver of violence, and together, these theoretical chapters form the basis of the hypothesis, that under certain circumstances, the drugs trade can create a market of violence, in which non-political actors are incentivised by their constraints to engage in acts of violence not normally associated with criminals. The next three chapters comprise an empirical examination of the hypothesis – the first on historical inflection points in Mexican history and the US/Mexican relationship along with the geographic and historical challenges, as illustrated by the border region around Ciudad Juarez and the violence in Guatemala, the second on the divergent structures and strategies of selected Mexican drug trafficking organisations as a window into the nature of the overall conflict, and the third on the effects of Mexican and American governmental strategies to control the violence. The thesis concludes that while drug violence in Mexico does have the overall shape of a market of violence, developments toward the end of the period studied give some hope that the constraints will change and markedly reduce the incentive for violence. Policy ramifications and the overall future of drug violence given the uncertain future of prohibition are considered in the conclusion as well.

Taip pat labai svarbu žinoti, kaip tas pačias prevencijos priemones mokykloje vertina mokiniai, jų tėvai ir mokytojai, nes siekiant veiksmingai vykdyti narkotikų vartojimo prevenciją būtina derinti visų atsakingųjų pusių nuomonę. Atlikta daug įvairių tyrimų, tačiau mažai dėmesio skiriama tyrimams, kokios yra mokykloje taikomos prevencijos priemonės ir kaip jas vertina mokiniai, jų tėvai ir mokytojai.
While conducting preventive activities, it is worth to find out not only the schoolchildren, their parents and school teachers attitudes towards the preventive measures of a preventive job opportunities and organizing activities to be taken into account. As well as the preventive work is important to involve young people themselves in this way, students will feel useful, contributing to the overall performance, which will only achieve even better results.
