 Thompson (1998, 27) argued that “there have been telling criticisms of a relationship with informers in which a middle-class professional determines who is to be interviewed and what is to be discussed and then disappears with a tape of somebody’s life which they never hear about again—and if they did, might be indignant at the unintended meanings imposed on their words.” This is one of the criticisms that have been levelled at conventional oral history methodologies, especially those used by national institutions such as National Archives of Zimbabwe. It is Thompson’s argument that with the use of a “community approach” methodology, communities are empowered and then have confidence in writing their history which will be accessible to the public. This article will therefore interrogate Thompson’s concept using case studies of the Mafela Trust, the Tso-ro-tso San Development Trust and the National Archives of Zimbabwe to understand the positives and negatives of the community approach to oral history. The Mafela Trust is a private archival institution which deals with the memory of the Zimbabwe African People’s Union (ZAPU) whilst the Tso-ro-tso San Development Trust deals with the San Community of Zimbabwe. These institutions have used oral history as a tool to collect their oral testimonies; therefore this article will use oral history testimonies, some of which are archived, as its source of data. Readers of Leslie Bessant's article in HA 24 (1997) on the National Archives of Zimbabwe (NAZ) might have been alarmed by one of the photographs opposite the opening page, which depicted an archive in a state of advanced decay. If they had expected the photograph to be a pictorial representation of the current condition of NAZ, they would have been disappointed. The photograph was taken in the Sāo Tomé e Príncipe archives and accompanied a short note detailing the recovery work undertaken in those archives to make them usable. NAZ is a flourishing national archive which is a pleasure to work in, staffed by professional and conscientious personnel, but it is also bearing the brunt of cuts in funding and government suspicion of researchers. I worked intensively at NAZ for nine months in 1994-95, and again for five months in 1996. This paper is by way of an informal engagement with Bessant's article; in it I aim to sketch out my own reminiscences of NAZ and also address some of the issues which face overseas researchers in Zimbabwe.Bessant spent a sizeable part of his article discussing tea, and the notions of privilege associated with tea at NAZ. Tea under the flagpoles became an institution for me. Not only was the tea absurdly cheap (Z$0.40/US$0.04 in 1994, rising to Z$1 a few months later), but the break was a useful refueling exercise during grueling days looking at dusty files. Rather than fading in significance as Bessant suggested, tea was extremely prominent in the day of the typical researcher. Tea was also the best way of networking with other scholars in the Archives, and almost all the useful conversations I had there revolved around the tea break—which sometimes became the lunch break if debates were intense. I made many professional contacts and personal friendships over tea at the Archives.

Abstract:This article focuses on the uses of the archive in contemporary Zimbabwe by individuals and families making claims to chieftaincy. A reading of the colonial archive on chieftainship histories reveals that there is an information gap especially for some years. For instance, from the 1960s to the present, there are relatively few documents specifically relating to the subject of chiefs and headmen in Zimbabwe. As a result, researchers working on chieftainships, hired historians, and claimants to chieftaincy face a frustrating challenge of limited sources. This article analyzes the sources that hired historians use to write chieftaincy claims reports in Zimbabwe for their clients. It also explores the use of oral evidence to complement or counter the narratives offered through colonial documents, and it also recommends the use of alternative sources on chieftaincy, both within and beyond the repositories of the National Archives of Zimbabwe (NAZ).

Archives are a very important part of any given community, yet they may be silent on some critical histories. Perpetrators of genocides have usually resorted to denying or even trivialising such atrocities. They go on to silence genocide voices and these silences translate to the absence of records and archives on such topics. Like Rwanda, post-independence Zimbabwe fell victim to a genocide which was executed by the ZANU PF government in Matabeleland and Midlands Provinces. The post-genocide experience has seen the ZANU PF government silencing genocide voices by criminalising or even denying the killing of people. The silencing of voices and the muteness of the national archival institution on the Gukurahundi genocide in Zimbabwe stands as a cause for concern. This study sought to assess the state of silencing of voices on the Gukurahundi genocide and also draw lessons from the documentation of the Rwandan genocide. This conceptual study also reviewed relevant literature. A manual document search and an online search were conducted.

Abstract:
This paper is premised on the observation that mainstream archival activities are the main cause and source of the “absences and silences” of the voices of the minority and the underrepresented in the archives. The aim of the study is to explain the context and documentation strategies of archiving and preservation of Historical Manuscripts (HM) of the white community in post-colonial Zimbabwe. In particular, the study seeks to: (a) Determine the legislative, regulatory framework for the management of HM in selected cultural heritage institutions in Zimbabwe; (b) Assess the acquisition policies and practices of mainstream cultural heritage institutions in Zimbabwe; (c) Describe the usage, purposes, and accessibility of both pre-archival and archival HM of the white community. The findings of the study revealed adequate provisions in the National Archives of Zimbabwe Act (2001) for the archiving of HM of the white community in Zimbabwe, although there were limitations of outdated policies for the institutions studied. The study also addressed the issue of limited funding and shrinking budgets which impeded on the operations of both selected cultural heritage institutions and white community associations. This resulted in failure to adhere to archiving/records management standards, and the upgrading of equipment and facilities, as well as the recruitment and retention of requisite and qualified staff. Overall, this endangers the HM collections to neglect and decay. HM were migrated from Zimbabwe to other countries regionally and abroad into private hands, and their extent, nature, condition of storage and status of preservation are undetermined.

Abstract:
National archival institutions world-wide are legally mandated to make archival materials in their custody available to researchers through the provision of access and reference services. Often, the access and reference services offered by some archival institutions, such as the National Archives of Zimbabwe (NAZ) are insufficient to meet increasing user needs and demands as well as changes in technology. Employing a qualitative research approach and a survey research design, where the data was collected using interviews and document reviews, the study examined the access and reference services offered by NAZ. The study revealed that NAZ was largely using outdated access and reference services, while some reference archivists lacked knowledge of archival collections and access skills. Thus, the study recommends that NAZ should update its staff skills, and revamp its access and reference services to bring them in line with the latest trends in technology and changing user needs and demands.

Abstract:
This article will aim to give an overview of the development of oral history programme at the National Archives of Zimbabwe since the colonial period to the present. It will look at the strengths and weaknesses of the programme, especially in issues of inclusivity and exclusivity. The article will try to answer  questions such as whether the programme is national in its outlook or elitist in its approach, serving the interests of few dominant ethnic groups. How it is faring in giving a voice to those marginalised groups of the society will be another issue the article will consider. It will also look at the approaches and methodologies used to collect oral testimonies and how these bear in the long term on preserving and archiving these recorded testimonies. The article will mainly be based on the views made by interviewee’s who, when interviewed during the oral history programme, made passing statements about the programme. The environment encountered by archivists and the welcome given to them in different communities they visited during oral history exercises will be discussed, especially its implications on the success of oral traditions programme at the National Archives of Zimbabwe. The literature on oral history relating to National Archives of Zimbabwe will be reviewed and a document analysis will be done.

When I first arrived at the National Archives of Zimbabwe in July of 1984, I was flattered and even a little embarrassed by the cosseting I got just for being a visiting researcher. The Archives' staff took a personal interest in me that extended beyond research and into the realm of creature comfort. The daily routine had more in common with a spa than a work place: tea was put on for researchers every morning and afternoon in the Archives' back garden, and the reading room closed early enough in the afternoon to make the first round of gin and tonics at the sun-downer. In other words, doing research at the National Archives was living a privileged existence.That sort of privilege was replaced by a growing sense of professionalism and mainstreaming between 1985 and 1993. Morning and afternoon tea no longer played such an important role in the daily routine, and everything seemed busier. This was a change in tone, not a change in the physical or professional excellence of the institution: the grounds were still beautiful, the facilities were still clean and comfortable, and the staff were still friendly and helpful. But in 1989, and even more so in 1993, a feeling of intensity had replaced the sense of luxury and ease I had felt in 1984 and 1985. The National Archives had been transformed from a spa to a work place. And, in the process, researchers had also been transformed from guests to workers.

Purpose This paper aims to establish public departments’ compliance with National Archives of Zimbabwe (NAZ)’s records survey recommendations as well as to find out reasons for compliance and non-compliance. Design/methodology/approach This quantitative research used a survey research design and collected data using questionnaires, which were triangulated by document reviews and personal observation. A census approach was used where all 15 public departments upon which post-records survey inspections were conducted by Gweru Records Centre in the Midlands Province in 2016 were involved in the study. Findings The study revealed that many public departments in Zimbabwe disregarded records survey recommendations given by NAZ after records surveys. This was despite the fact that NAZ was armed with the National Archives of Zimbabwe Act (1986) which in principle is supposed to induce compliance by client departments. As a result, the records management situation in public departments has not improved much, and in some cases, it has become worse. Originality/value A lot has been published about records surveys in Zimbabwe, for example, by Chaterera (2008, 2013), Dewah (2010), Karimanzira and Mutsagondo (2015), Maboreke (2007) and Mutsagondo (2012). These studies have shown the importance of records surveys. However, none of them has evaluated the effectiveness of records surveys by examining the degree of compliance to records survey recommendations by public departments. This study thus scores a first in this regard. The study will enable NAZ to make a cost-benefit analysis of records surveys as well as to use results of this study to effect necessary operational, tactical and strategic decisions as regards the exercise.

Abstract:
This study focused on the policy responses formulated by the government of Zimbabwe and their implementation to meet the social needs of the people with special emphasis on the Zimbabwe National Orphan Care Policy (ZNOCP) of 1999. The challenges this policy is facing from the newly evolving structure of the child headed households was the centre of this study. At independence, the government adopted the incremental approach to policy making and extended formal social policy to the previously marginalized black majority. The ZNOCP was introduced in 1999 during the second phase of ESAP. The same period saw the spread of the HIV and AIDS pandemic. HIV and AIDS led to an increase in the number of orphans some of whom ended up in CHH without adult supervision. The day to day challenges of this group of orphans was investigated in Masvingo rural district. For this study both the qualitative and quantitative methodology paradigms were used. Secondary sources such as journal articles, published books and computer databases helped in complementing the field work. Four sets of questionnaires were administered to four groups of people which were the heads of CHH, extended families, community leadership and government officials. The analysis of this study led to the following conclusions about social policy and the plight of children in CHH. Firstly, that social policy has failed in Zimbabwe due to the incremental approach to policy making which was taken by the government because of its nature of being reformist as opposed to being transformative. Secondly, that the xiii ZNOCP is not being properly implemented therefore it does not have any impact on the lives of children in CHH. These children are struggling for basic social services like food and nutrition, clothing, education health, shelter and birth registration. Thirdly, the extended families and the community have been weakened by HIV and AIDS and impoverished by ESAP such that they cannot take care of their own families, let alone their deceased relatives‟ orphaned children as stipulated by the ZNOCP. Finally, the passive role being taken by the government in the care and protection of the children in CHH is detrimental to their welfare. The comparative case study of the Slangspruit informal settlement in South Africa shows that challenges faced by orphans are common. This study therefore recommends that there is need for the review of the ZNOCP. The new policy should come up with child care strategies which take into cognizance the evolutionary nature of the community. A human rights based approach ought to be the basis of child protection interventions in Zimbabwe. The study recommends that all stakeholders from the government down to the community need to fully participate in their various capacities in child care and protection. Resources in terms of finance and human resources should be made available and channeled to the intended beneficiaries. There is also need for capacity building in the communities and to intensify HIV and AIDS prevention, mitigation, care and treatment interventions to reduce the prevalence of orphans.

The study focused on the exploration of the implication of partnership between the government and civil society organizations in the implementation of the Zimbabwe National Orphan Care Policy (ZNOCP). The study was carried out in Masvingo District in Zimbabwe to explore on the feasibility of inter-organizational interaction in policy implementation and how it affects the service delivery system. The study incorporated government departments, civil society organizations and ward councillors who stood as the custodians of the people. The study was intended on unveiling the different contextual aspects that exist between government departments and civil-society organizations (CSOs) as individual and separate entities and how the compromising of their values would affect the partnership. Looking at the hierarchical and bureaucratic features of government institutions, the study also intended to understand how this could be concealed and compromised with CSOs‟ open agendas in public policy implementation to ensure effective service delivery to the people. The 5C protocol, critical variables in policy implementation which are policy content, context, capacity, commitment of those entrusted with the implementation process and also clients and coalitions were used as the yardsticks. These variables acted as a yardstick on which to analyze the partnership between the Zimbabwean government and the civil society in the implementation of the Z.N.O.C.P, their different attitudes, bureaucratic settings, organizational culture, values, norms, and how their readjustments or failure affect the service delivery system. It also became imperative to look at the government legislations that govern the CSO space of operation and financial aspects to understand the implications of partnership between government and civil society. An understanding of these aspects leads to an increased understanding of the feasibility of state-CSO partnerships and its implications on policy implementation.

This study investigates the roles and experiences of "women warriors" in Zimbabwe's anti-colonial national liberation war, and reveals certain glorifications which have served to obscure and silence the voices of thousands of young girls and women involved in the struggle. The problems associated with the inclusion of women in an armed/military guerrilla force are discussed, and the (re)presentation of women in discourses of war, fictional accounts, public and national symbols and other multiple discursive layers which have re-inscribed the women back into the domestic examined. The Zimbabwean film Flame highlights the political sensitivity of the issues, including accusations of rape by male comrades in guerrilla training camps. An overview of women's involvement in Zimbabwean history, anti-colonial struggle, and the African nationalist movement provides the background for a critique of western feminist theories of nationalism and women's liberation in Africa. Historical records are juxtaposed with the voices of some women ex-combatants who speak their reasons for joining the struggle and their experiences of war. White Rhodesian women's roles are also examined in light of the gendered constructions of war.

Pendant plusieurs siècles, le Yémen n’a pas porté d’intérêt institutionnel à ses archives, étant isolé du monde extérieur à cause de l’occupation ottomane au nord du pays et de l’occupation britannique au sud. Depuis la révolution de 1962, le besoin de disposer d’archives bien organisées et accessibles est apparu et la création du Centre National des Archives en 1991 a permis d’améliorer considérablement la situation. L’objectif de cette thèse est d’étudier l’intérêt que l’État yéménite a porté au patrimoine archivistique. Elle rappelle l’histoire et le développement de l’archivage dans les ministères et les institutions gouvernementales yéménites depuis la révolution de 1962 jusqu’à aujourd’hui. Elle présente la création des Archives nationales, avec l’aide de partenaires internationaux notamment l’UNESCO et l’ICA, la direction des archives de France et les Archives nationales de Tunisie. Elle explore aussi la façon dont les nouvelles technologies appliquées aux archives permettent aux chercheurs et aux citoyens d’y accéder. Elle présente l’organisation des archives courantes et intermédiaires dans les institutions qui s’est imposée comme un concept et une pratique depuis la création du Centre National des Archives. For centuries, Yemeni institutions have not shown particular interest in their archives. The country was isolated from the outside world by British colonization in the South and the Ottoman occupation in the North. After the 1962 revolution, however, the need for organized and accessible archives has developed. This led to the creation in 1991 of the National Archives Centre (CNA). The Centre has improved the situation.This thesis aims at studying the interest shown by the Yemeni State in archival heritage. It starts with the history and the development of archives management in the ministries and governmental institutions of Yemen from the 1962 revolution to the current situation.It sheds light on the creation of the National Archives in Yemen and its international partnership with such institutions as UNESCO, ICA, French Directorate of Archives and Tunisian National Archives. It investigates the way new technologies are implemented in order to enable researchers and citizens to access to archives in a country such as Yemen. Moreover, it sheds light on the records management inside the Yemeni institutions. This practical has been commonly implemented since the creation of the National Archives Centre. This Centre has been the focus of this research. Suggestions are given for the development of its activities.Therefore, this thesis main topics are:- the history and administrative organization of Yemen ;- the archival practice and legacy in Yemen until the country’s reunification in 1990 ;- the origins and subsequent development of the National Archives Centre (CNA) ;- the CNA’s goals, functioning and assessment of its activities from 1994 up to nowadays ;- the archival functions in the producing governmental institutions.Events unfolding in Yemen since 2011 have challenged all these advances. The war did not only exhaust State’s funding. Warlike operations have also destroyed holdings and buildings, bringing the CNA to complete paralysis. This dissertation is concluded by an assessment of the archives current situation in Yemen
ملخصلعدة قرون، لم يكن لدى اليمن أي مؤسسة أرشيفية، لأنها معزولة عن العالم الخارجي بسبب الاحتلال في شمال البلاد والاحتلال البريطاني في الجنوب. منذ ثورة 1962 ظهرت الحاجة إلى أرشيفات منظمة تنظيماً جيداً وسهل الوصول إليها، وقد أدى إنشاء المركز الوطني للوثائق (المركز الوطني للأرشيف) عام 1991 إلى تحسين الوضع إلى حد كبير.الهدف من هذه الرسالة هو دراسة اهتمام الدولة اليمنية للتراث الوثائقي والأرشيفي، وتشير الرسالة إلى تاريخ وتطور التوثيق والارشفة في الوزارات والمؤسسات الحكومية اليمنية منذ الثورة من عام 1962 وحتى اليوم. وكذلك تقدم إنشاء المركز الوطني للوثائق بمساعدة الشركاء الدوليين بما في ذلك اليونسكو والمجلس الدولي للأرشيف، إدارة الارشيف الفرنسي والأرشيف الوطني التونسي. وتدرس مدى تطبيق التكنولوجيا الجديدة على الارشيفات التي تمكن الباحثين والموطنين من الوصول إليها. وتعرض تنظيم الارشيف الجاري والوسيط في الوزارات والمؤسسات الحكومية التي ظهرت كمفهوم وممارسة منذ إنشاء المركز الوطني للوثائق. وحول نشاطاتها وتطبيقاتها التي وضعت للمراقبة والمسوحات الوثائقية والرؤية وبعض المقترحات لتنظيم الارشيف الجاري والوسيط. وتستند مشاكل ألأطروحة حول خمس نقاط : - التاريخ التنظيمي للإدارة ونشأت الارشيف في اليمن.- التقاليد الأرشيفية في اليمن قبل الوحدة عام 1990.- تأسيس وتطوير المركز الوطني للوثائق (cna).- مهام ونشاطات وتقييم المركز الوطني للوثائق (من 1994 إلى اليوم).- وظيفة الأرشيف لدى المنتجين للوثائق (المؤسسات الحكومية).وللأسف بأن الاحداث التي وقعت في اليمن منذ عام 2011 غيرت كل هذه التطورات في مجال الارشيف. لهذا جفت وقلت المصادر التمويل الحكومية وكذلك تدمير جزء من مبنى المركز وجزء من الرصيد الوثائقي فروع المركز بعدن وحضرموت وبعض ارشيفات الجهات والوزارات الحكومية، مما أدى الى شلل كامل للمركز الوطني للوثائق.الكلمات المفتاحية اليمن – الأرشيف – محفوظات – إدارة السجلات - تثمين - تشريعات الارشيف – تشريع المحفوظات - لوائح الارشيف - الارشيف العسكري – الأرشيف الجاري – الأرشيف الوسيط – الأرشيف التاريخي - المحفوظات الجارية - المحفوظات الوسيطة - المحفوظات التاريخية - - المركز الوطني للوثائق

Abstract:
The 28-month study assessed the impacts of five syntopic medium-sized mammalian browsers and one fire event in a woodland savanna in the Matobo Hills, Zimbabwe. Aspects of herbivory, mechanical pressures, seed dispersal and nutrient cycling were investigated for three species of small antelope (common duiker [Sylvicapra grimmia]1, klipspringer [Oreotragus oreotragus] and steenbok [Raphicerus campestris]) and two medium-sized species (bushbuck [Tragelaphus scriptus] and greater kudu [T. strepsiceros]). Focusing on Burkea africana2 woodland, in a system that does not include elephant (Loxodonta africana), effects of browsing antelope on woody and herbaceous vegetation development were investigated using exclusion plots. Browsers regulated woody plant cover (measured as basal stem area), with smaller antelope having a greater impact than larger species. This was linked to feeding height, feeding selectivity and mechanical pressures (e.g. twig breakage and trampling). Fire caused an initial reduction in above-ground standing biomass, but in the presence of fauna, pre-fire equilibria were attained within 15 months. In antelope exclosures, herbaceous biomass increased and woody biomass decreased following fire. Responses by woody vegetation to browsing varied among species, with highly palatable species typically exhibiting compensatory regrowth. Woody species richness and abundance (especially of palatable species) increased in the absence of browsers, but species richness of the herbaceous layer was promoted by moderate disturbance (trampling or fire). Faecal deposition behaviour, primarily the use of latrines by small antelope, resulted in localised soil enrichment within defended territories. Decomposition rates (and therefore return of nutrients to the soil) varied among species and seasons, due to defecation site selection, accessibility to decomposers and desiccation rates of faecal pellets. Controlled seed germination experiments indicated that ingestion by small antelope enhances germination rates of large, hard-seeded fruits such as Sclerocarya birrea. However, germination of savanna seeds may require multiple cues. This study demonstrated the critical roles of small antelope in ecosystem functioning, and highlights the importance of the less visible impacts of frequently overlooked smaller mammalian herbivores. Perturbations to the faunal community, especially small antelope, are predicted to have substantial impacts on woody plant cover.
