Abstract:
The purpose of the article is to summarize the information on the state of collections of ancient and rare books in the library institutions of the People’s Republic of China (PRC) by the beginning of the 21st century, to consider the content and the course of implementation of the state programs of the PRC in the field of registration, cataloguing, conservation, restoration, preservation and promotion of the national book heritage monuments. The author presents definitions of the terms “Ancient books” and “Rare books” used in China. All manuscript books and printed publications created before 1912 are considered Ancient books. Rare books include all books dated back to the period before 1795 and editions published in 1796—1912 that have outstanding historical, cultural, art and aesthetic value, as well as publishing products and documents from the period of the Republic of China (1912—1949). Chinese publications often use the term “Rare ancient books”, which refers to all manuscript books and printed publications before 1795. There are about 27 million 175 thousand copies of ancient books in the country’s libraries, including 2,5 million books created before 1795; and about 45 thousand ancient books have been preserved in a single copy. The article focuses on the programs developed with the participation of the National Library of China (NLC) and approved by the PRC Government in 2007—2018. The author reveals the main provisions of the “National Plan for Preservation of Ancient Books” (2007), as well as the powers and tasks of the National Centre for Conservation and Preservation of Ancient Chinese Books (NC), which has become the lead agency responsible for the implementation of the Plan. The paper considers the system of regional and local centres for the conservation and restoration of ancient and rare books, headed by the NC, that has developed in the PRC at present, shows the role of these centres in the field of identification, registration and cataloguing of book heritage monuments, in the creation and maintenance of a normative storage regime in old library buildings, ensuring the activities of restoration workshops, digitization of documents, preparation and online publication of full-text databases of ancient and rare books. The article emphasizes the importance of the National Museum of Classical Books, opened in July 2014 at the NLC, for promoting the national book heritage. The author notes that the priority task for the coming years is the construction of three new buildings of the National Book Depository in Beijing and Chéngdé (Hebei Province). The article concludes that over the past ten years, owing to the government support and targeted funding, China has managed to organize systematic activities in the field of conservation, preservation and promotion of the national book heritage.

Abstract:
The article is devoted to the creation of the collection “Books of the Imperial House of Romanovs” in the National Electronic Library (NEB) within the framework of the project “Book Monuments”. The general approach to the designation of imperial and grand ducal collections is based on the analysis of presence of the books in the collections of the Russian State Library (RSL). To justify the decision, the author considers the history of private book collections that belonged to the Romanovs before 1917 and their fate after the revolution. The book collections of representatives of the family in historical and scientific literature are divided into imperial and grand ducal collections. After the revolution, the significant part of the libraries located in the residences of St. Petersburg and its suburbs were moved to the Winter Palace. Some collections remained in the owners’ palaces and were distributed and moved to different organizations. After the decision was made to allocate the books to different organizations, the significant part of them was sent first to the Rumyantsev Museum, and then to the V.I. Lenin State Library of the USSR (now the Russian State Library). After registration, the books were distributed between different parts of the holdings without taking into account the ownership of the previous owners; and at present, it is not possible to restore them as a single complex. Based on the study and analysis of the archival documents of the Russian State Library, which had covered the receipt and allocation of the books in quite a detail, it was decided to combine all the books into a single electronic collection, since only this decision will allow getting together the copies of imperial and grand ducal books on a single resource and making them available for general access and study. The NEB’s capabilities allow providing information to specialists in the humanities and a wide range of users.

Abstract:
The article presents the analysis results of vertebrate community composition in the State National Natural Park “Burabay” and its population dynamics for 2016–2020, as a basic component of the ecological network of specially protected natural areas, ensuring the conservation and restoration of biological diversity, both typical and unique landscapes. The route method of animal registration on the trial plot was applied to study and estimate the number of ungulates, carnivores, rodents, and guans. The animal life forms were classified according to the morphology of A.N. Formazov. The typical nature of the species composition of the park is confirmed by the presence of characteristic communities inherent in the steppe zone. The uniqueness of the species composition of vertebrates lies in the presence of species characteristic to the forest ecosystem; boreal relic animals; species of animals listed in the Red Book of Kazakhstan and species diversity.

Abstract:
In the first land registration, the phrase cadastral registration, a technical term for recording records, land registration, ownership of rights, rechkadastral, and legal cadastral, is governed by government regulation 10 of 1961. In occasional land registration, BPN does not employ competent administration, resulting in administrative flaws that might lead to duplicate certificates for land parcel owners. To obtain legal certainty over the physical and legal ownership of land parcels in the ownership of the certificate of title and to apply the muthakir principle, the ownership of the certificate is doubled because Bpn's registration does not use the most recent principle in sporadic land registration for the first time. This study employs normative juridical research, namely library law research or secondary data with primary, secondary, and tertiary legal sources, as well as interviews with district-city measurements. Land registration must have a foundation, namely a land book, so that the landowner's ownership has legal certainty that stays valid on the land's physical surface with a legal certificate of ownership, namely a certificate. The conclusion is that in the issuance of double certificates, legal remedies may be settled through non-litigation, mediation between the aggrieved party, the land owner, and the National Land Agency (Non Litigation), and if this is not possible, through court (litigation) peace and tax restitution.

Abstract:
Chapter 8 reviews the main findings of the book and identifies areas for future research. The general findings indicate that each of the state convenience voting laws (in-person early voting, no-excuse absentee/mail voting, and same day registration) as well solid state election administration can improve voter turnout and promote greater voting equality between the socio-economic classes and among non-Hispanic whites and racial/ethnic minorities. The study demonstrates the value of an advanced causal inference design applied to a rich dataset on American adults (national voter files). It highlights the importance of measuring the effects of multiple convenience voting laws and election administration simultaneously. Future applications of the accessible voting framework can be used to understand the impacts of new election reform laws such as automatic voter registration, and to evaluate whether these factors also promote higher turnout among other historically marginalized voting groups such as the young and low-educated.

Abstract:
Even to observers with only a passing familiarity with New Zealand's maritime history, events in the country's ports in 1951 and 2001 reflect a striking similarity. In each year there was a long-running waterfront dispute that involved the registration of new unions to represent cargo-handling workers, known in local parlance as "watersiders" or simply as "wharfies." The development of new forms of representation was accompanied by a spirited debate within the wider labour movement about the merits of union registration systems. The attempt to draw parallels between these events, separated by half a century, should not be taken too far because of differences in scale and outcome. In 1951, a 151-day national showdown between shipping companies and the traditional wharfies' union, the Waterside Workers' Union (WWU), led government to deregister the latter and replace it with twenty-six new port unions. In 2001 only two unions, registered the year before, competed for members with the reconstituted WWU, and protest was limited to a handful of ports. Nonetheless, the juxtaposition of 1951 and 2001 is useful to highlight two points that supply the rationale for this book. The intervening period has not been studied, and there is no recent scholarly work on port labour relations in these years apart from my own....
