The majority of this kind of investigations was carried out in United States and Western Europe. The most common performance measures were growth, profitability, market value, and customer satisfaction. In Brazil, there are few studies on this issue. This master thesis aims to analyze the value creation by National Brazilian Quality Award winners using Economic Value Added (EVA ) as the performance measure and comparing those values with competitors from the same economic sector. The application of EVA as performance measurement is a differential from other studies. The Brazilian database Economatica, financial websites, and companies websites were the main source of data. The data acquirement covered a period of time of ten (2000-2009). The parametric tests were applied to test the hypothesis. The main finding shows that the winner companies have increased the value creation to the shareholders after the awarding of National Brazilian Quality Award. Another main finding points out that the winner companies have increased the value creation in average to the shareholders more than the companies from the same economic sector after the awarding of National Brazilian Quality Award. It is important to highlight that before the awarding the studied companies were not creating more value to shareholders than the companies from the same economic sector.<br>O desempenho financeiro ruim de algumas empresas vencedoras de prêmios da qualidade em diversos países, despertou o interesse de pesquisadores em investigar se a premiação levou essas empresas a um desempenho superior. A maioria dessas pesquisas foi realizada nos Estados Unidos e na Europa e comumente foram utilizadas como medida de desempenho o crescimento, a lucratividade, o valor de mercado e a satisfação do cliente. No Brasil, esse tipo de pesquisa ainda é incipiente. Dessa forma, o presente trabalho tem como objetivo principal analisar a geração de riqueza de empresas vencedoras do Prêmio Nacional da Qualidade utilizando o Valor Econômico Adicionado e comparando esse valor com as demais empresas do mesmo setor. A utilização do EVA como medida de desempenho é um diferencial deste trabalho em relação às outras pesquisas. Os dados foram coletados do banco de dados do sistema Economática, em sites especializados em divulgação de demonstrações financeiras e nos próprios sites das empresas vencedoras objeto de estudo desta pesquisa. O período de análise compreendeu os anos de 2000 à 2009. Foram utilizados testes paramétricos para validar as hipóteses de trabalho. Os resultados apontam para a existência de fortes indícios de que as empresas da amostra melhoraram o EVA no período de pós-adoção do PNQ. Outro resultado é da existência de fortes indícios de que as empresas da amostra possuem Valor Econômico Adicionado superior às demais do setor no período de pós-adoção do PNQ, no entanto, isso não pode ser afirmado para o período de adoção do MEG.

In such context, companies from different countries have applied quality management methods as a manner to achieve organizational development. In Brazil, the National Quality Foundation (NQF) manages the Brazilian National Quality Award (BNQA), an award aimed at recognizing management excellence in organizations. In the same way, performance measurement has evolved in order to assess organizational performance, support strategy formulation and guide decision making. For performance measurement to contribute to competitiveness improvement, it is necessary the usage and management of performance information. In this sense, the objective of this study is to empirically investigate how companies which have adopted the Brazilian National Quality Award model for total quality management have altered their performance measurement systems. The research is based on the Lakatos investigation program, in an attempt to explain a perspective on paradigmatic change, like the changes in performance measurement emanating from the adoption of the BNQA management model. Hence, the empirical research here presented was designed and carried out by means of a combination of methods: documental research and multiple case studies. The main findings of the study, after the analysis and interpretation of the information gathered by both research methods, seem to indicate that the adoption of the Brazilian National Quality Award management model may be considered a catalyst for the changes in managerial practices and performance measurement of the studied companies.<br>As novas condições de competição vêm acentuando o papel da medição do desempenho como um requisito estratégico e competitivo para muitas organizações. Nesse contexto, empresas de muitos países têm aplicado métodos de gestão da qualidade como uma maneira de alcançar o desenvolvimento organizacional. No Brasil, a Fundação Nacional da Qualidade (FNQ), administra o Prêmio Nacional da Qualidade (PNQ), um prêmio de reconhecimento à excelência na gestão das organizações. Do mesmo modo, a medição de desempenho tem evoluído de forma a avaliar o desempenho organizacional e prover suporte para o desenvolvimento de estratégias e tomadas de decisão. Para que a medição de desempenho possa contribuir com o aumento da competitividade, é necessário o uso e a gestão das informações sobre desempenho. Nesse sentido, o objetivo desta dissertação é investigar empiricamente como as empresas, que adotaram o modelo de gestão pela qualidade total do Prêmio Nacional da Qualidade, modificaram seus sistemas de medição de desempenho. Desta forma, a pesquisa é baseada no programa de pesquisa de Lakatos na tentativa de explicar uma perspectiva de mudança de paradigma, como as alterações na medição de desempenho com a adoção de um modelo de gestão do PNQ. Assim, a pesquisa empírica desta dissertação é desenvolvida e conduzida por meio da combinação de métodos de pesquisa: pesquisa documental e estudos de caso múltiplos. Os principais resultados deste estudo, após a análise e interpretação das informações obtidas por meio tanto da pesquisa documental quanto dos estudos de caso, parecem indicar que a adoção do modelo de gestão do Prêmio Nacional da Qualidade pode ser considerada um fator catalisador para as mudanças nas práticas de gestão organizacional bem como na medição de desempenho das empresas estudadas.

Abstract:
This study examined the business results of companies that won the Malcolm Baldrige National Quality Award (NQA). It used performance data before and after the award to determine if there were significant differences in three key performance indices after adoption of those business techniques that enabled these companies to win their NQA. The three key indicators were return on assets (ROA), earnings per share (EPS) and the current ratio. The study examined the data in two ways; first tests were made by comparing company performance before and after winning an NQA. The second way of testing was by comparing the NQA-winning company's performance with its key competitors within their market segment. Using both parametric and nonparametric hypothesis testing techniques, the preponderance of evidence suggests there was no significant difference in performance after winning the NQA than before, using the three performance indicators used in this study. Likewise, there was no evidence to suggest that the NQA-winning firms outperformed their key competitors within their market segment, for the three performance indicators used.

Abstract:
The business performance management (BPM) framework helps an organization continuously adjust and successfully execute its strategies. BPM helps increase flexibility by providing managers with an early alert about changes and, as a result, allows faster response to such changes. The Malcolm Baldrige National Quality Award (MBNQA) framework provides a basis for self-assessment and a systems perspective for managing an organization's key processes for achieving business results. The MBNQA framework is a more comprehensive framework and encapsulates the underlying constructs in the BPM framework. The objectives of this dissertation are fourfold: (1) to validate the underlying relationships presented in the 2008 MBNQA framework, (2) to explore the MBNQA framework at the dimension level, and develop and test constructs measured at that level in a causal model, (3) to validate and create a common general framework for the business performance model by integrating the practitioner literature with basic theory including existing MBNQA theory, and (4) to integrate the BPM framework and the MBNQA framework into a new framework (BPM-MBNQA framework) that can guide organizations in their journey toward achieving and sustaining competitive and strategic advantages. The purpose of this study is to achieve these objectives by means of a combination of methodologies including literature reviews, expert opinions, interviews, presentation feedbacks, content analysis, and latent semantic analysis. An initial BPM framework was developed based on the reviews of literature and expert opinions. There is a paucity of academic research on business performance management. Therefore, this study reviewed the practitioner literature on BPM and from the numerous organization-specific BPM models developed a generic, conceptual BPM framework. With the intent of obtaining valuable feedback, this initial BPM framework was presented to Baldrige Award recipients (BARs) and selected academicians from across the United States who participated in the Fall Summit 2007 held at Caterpillar Financial Headquarter in Nashville, TN on October 1 and 2, 2007. Incorporating the feedback from that group allowed refining and improving the proposed BPM framework. This study developed a variant of the traditional latent semantic analysis (LSA) called causal latent semantic analysis (cLSA) that enables us to test causal models using textual data. This method was used to validate the 2008 MBNQA framework based on article abstracts on the Baldrige Award and program published in both practitioner and academic journals from 1987 to 2009. The cLSA was also used to validate the BPM framework using the full body text data from all articles published in the practitioner journal entitled the Business Performance Management Magazine since its inception in 2003. The results provide the first cLSA study of these frameworks. This is also the first study to examine all the causal relationships within the MBNQA and BPM frameworks.

Abstract:
The purposes of this study were: (a) To determine whether full-time teaching faculty and full-time administrators perceive the Malcolm Baldrige National Quality Award (MBNQA) 1998 Education Criteria for Performance Excellence (ECPE) to be appropriate for assessing Virginia community colleges, and (b) To determine if differences in perceptions exist regarding demographic variables among full-time teaching faculty and among full-time administrators in the use of these criteria to assess Virginia community colleges. Data were collected from a random sample of 129 full-time teaching faculty and 57 full-time administrators using the seven categories and 18 items of the 1998 ECPE. Demographic factors included years of teaching experience in education, years of administrative experience in education, major teaching area, highest degree level earned, college enrollment, and age. A mean was calculated on the perceived appropriateness of each of the 18 items of the 1998 ECPE for faculty and administrators. A t test or an analysis of variance was conducted on the scale means for faculty and administrators to determine if differences exist regarding demographic variables and the perceived appropriateness of the 18 items of the 1998 ECPE by faculty and administrators. The Scheffe post hoc analysis revealed a significance difference for administrators in the college transfer and the technical classifications of major teaching area. The major conclusions were: (1) faculty and administrators perceived the 1998 ECPE as "somewhat appropriate" for assessing Virginia community colleges, (2) faculty and administrators perceived each of the 18 items of the 1998 ECPE as "somewhat appropriate" for assessing Virginia community colleges, (3) the major teaching area was not a factor in full-time teaching faculty members' perceptions of the 18 items of the 1998 ECPE's appropriateness for assessing Virginia community colleges; however, the major teaching area was a factor in full-time administrators' perceptions and this statistically significant difference could possibly be attributed to their low rate of response with only 47.4% of administrators surveyed responding to this question, and (4) years of experience in education, highest degree level earned, college enrollment, and age were not factors in full-time teaching faculty members' or full-time administrators' perceptions of the 18 items of the 1998 ECPE's appropriateness for assessing Virginia community colleges.

Key elements found in areas of organizational commnication which develop into the foundational structure for the comprehensive list of best practices for communication is discerned from the wide array of practices existent in American companies. To remain among the most competitive globally, it is increasingly important to understand how best practices can be utilized to maintain a lead. This can be accomplished by recognizing the importance of American efforts to share knowledge and strategies for competitiveness. The Federal program under the directive of National Institute of Standards and Technology (NIST) manages a program called the Malcolm Baldrige National Quality Award (MBNQA). Using the award summary profiles of the 68 MBNQA recipients, the best practices are studied to reveal the tactics and strategies that influence the best American companies to achieve the highest productivity and successful communication models. The practices measured within the profile summaries of winning organizations are comprehensively packaged for senior leader use in strategic planning and vision deployment. Exploring reoccurring communication models found in the Malcolm Baldrige National Quality Award Program contributes to the body of knowledge in organizational communication studies; by comprehensively providing the practices used for organizational excellence. The seven principles integral to organizational communication methods employed by top national companies can be categorized by these essential communicative functions: adapting to change, adapting new technology, managing information effectively, mentoring for leadership, organizational culture, performance feedback, and supervisor and employee communication. MBNQA recipient application profiles principle attributes were calculated by degrees of contribution to the successful application to organizational communication models. Success is identified by the award criteria with regard to aspects of business which exemplify quality improvement in their approach to deployment, integration, and learning. These areas are looked at in terms of relevance to key factors in varied levels concerning strengths, opportunities, and results.

<p> The efficiency and efficacy of the U.S. healthcare system has been in question for decades. We spend more per capita than any other industrialized nation while consistently realizing inferior health outcomes for our population as a whole when compared with many industrialized nations. In 1965, the proportion of U.S. gross domestic product (GDP) attributed to healthcare was approximately 6%. Today, the share of GDP spent on healthcare by the United States is almost 18%. This number is 5% higher than the next two countries, the Netherlands and France (spending 12.0% and 11.8% of their GDP on healthcare respectively) according to the Organization for Economic Co-operation and Development (OECD). The proportion of GDP spent on healthcare in 2020 is estimated to reach 20%, with the nation's increasing healthcare expeditors reducing resources available for other worthy government programs, eroding wages, and undermining the competitiveness of U.S. industry. </p><p> This dissertation explores longitudinal outcome data for Malcolm Baldrige National Quality Award recipients in healthcare in the dimensions of patient outcomes (mortality, complications and patient safety), as well as hospital financial and efficiency measures (average length of stay, expense per discharge and profitability). Source data from Truven Health Analytics (formerly Thomson Reuters) are used to evaluate changes in level, immediacy/latency and trend in the years prior to versus the years after becoming a Malcolm Baldrige National Quality Award recipient. In support of the hypothesis, being a recipient of the Malcolm Baldrige National Quality Award in healthcare explains slight enhancements in clinical outcomes, while hospital financial and efficiency measures all showed overwhelmingly positive operating results.</p>

The culminating recommendations of the United States Secretary of Education, Margaret Spellings’ 2006 Commission on the Future of Higher Education report demand greater access, affordability, quality and accountability in higher education. Student affairs, as well as their academic counterparts, must show that they function effectively and contribute to student learning and development. A promising program review process for student affairs to fulfill this expectation is found in the Education Criteria of the Malcolm Baldrige National Quality Award and its state-level equivalent, the Texas Award for Performance Excellence in Education Criteria. The purpose of this study was to determine the usefulness of the Texas Award for Performance Excellence Education Criteria, Progress Level, as the basis for a comprehensive program review in two diverse student affairs departments. Additionally, the study was to determine the potential usefulness of the Criteria as a management strategy for senior leadership in each department to focus on assessment, planning, improvement and change. The descriptive case study was conducted using naturalistic inquiry methodology with two student affairs departments. The researcher spent nine months in the field as a participant observer. Methodology included observations of training and team leader meetings; interviews with participants, department directors, and the Office of the Vice President; document review of both self-study reports; and the researcher’s reflexive journal. Student affairs departments are particularly well-suited for the quality concept of serving customers and, in this case, students as their primary customer. The researcher concluded that the Texas Award for Performance Excellence in Education Criteria serve as a useful basis for a comprehensive program review and as a management strategy for senior leadership under the following conditions: The department must be a mature and functional unit. Student affairs staff need a foundation in quality principles, in general, and the core values, Criteria and language of the Texas Award for Performance Excellence in Education before embarking on the self-study process. The Measurement, Analysis and Knowledge Category and the Planning Category provided the most introspection and action planning for both departments. The Process Category was the most challenging for both departments.

Abstract:
This thesis investigated the relationship between Total Quality Management (TQM) practice and hospital performance from 1997 t0 2001 in a Taiwan public hospital. In Taiwan, previous research focused on TQM practice and hospital performance in the manufacturing sector. Earlier research relevant to hospitals emphasised outcomes, such as hospital efficiency. The current study differs from the previous hospital research by examining comprehensive organisational performance, including financial and non-financial performance. The objective was to gain insights into ways in which the managers of hospitals might use the findings to enhance the hospital performance levels. The Malcolm Baldrige National Quality Award (MBNQA) 2001 health care criteria for performance excellence were used as a research instrument to measure TQM practice and hospital performance. Data were collected using triangulation method, that is a self-assessment questionnaire, focus group interviews and documentation that is Government Annual Reports. Multivariate Analysis of Variance (MANOVA) and Multiple Regression Analysis were utilised to analyse data from questionnaires. Findings from focus group interviews were coded and categorised. Findings from documentation were used to verify and validate the progress of hospital performance. The quantitative findings indicated that the demographic characteristics of employees had no significant impact on TQM practice, nor on hospital performance. Elements of TQM, however, were important determinants of overall hospital performance, the more committed the TQM practice, the better the hospital performance. The qualitative findings indicated that, for Hospital A, effective TQM would be accomplished through incremental organisational change. This research makes a contribution to both academic knowledge and hospital practice. It bridges the research gap in the relationship between TQM practice and hospital performance and also offers a solid foundation for future academic research. The study also provides short and long-term recommendations about quality improvement to both the manager and hospital A.

The objective of this diploma thesis is to map the opinions of organisations and the public on the value and benefits of the National Quality Award of the Czech Republic based on the realised survey. The results of this survey are used to reason the suggestions to improve the importance of the prize and its perception in the society. Apart from the general quality conception, the theoretical part of the thesis also includes the presentation of the EFQM Excellence Model principle that represents a base for the National Quality Award of the Czech Republic. The particular programmes of this prize are also presented - the ones the organisations may apply for. The practical part contains the analyses and data evaluations from the questionnaires that were answered by organisations as well as the respondents from the public. The practical part also includes the review of the quality prizes awarded abroad.

Abstract:
This study focused on the University of Wisconsin Stout's (UW Stout) implementation of the Malcolm Baldridge Award (MBNQA) Criteria for Educational Performance Excellence. The study had two objectives: (1) to determine administrator, faculty, and staff/support staff perceptions and compare those perceptions; and, (2) to identify the positive and negative views each of the three groups held regarding the implementation process. The study design was a mixed method approach which used both qualitative and quantitative research methodologies. Administrators, faculty, and staff/support staff at UW Stout were randomly selected to participate in the study. The instrument used to gather information contained 26 quantitative, two qualitative, and three demographic questions. Qualitative data were analyzed using analysis of variance with an alpha level established at .05. Results revealed significant differences in participants' perceptions for four of the seven MBNQA categories. Tukey Post-Hoc tests were performed for each of the significant categories. Post-Hoc tests for all four categories indicated that administrative participants had significantly more positive perceptions of MBNQA education criteria implementation than faculty or staff/support staff. A content analysis of the qualitative data revealed five positive themes: (1) Recognition as a Center of Excellence, (2) Pride in Affiliation, (3) Positive Exposure/Marketing Opportunities, (4) Conduit for Continuous Improvement, and (5) Increased Communication. Analysis also revealed nine common negative themes: (1) Perceived Opportunity Costs, (2) Education/Training Needs. (3) A Lack of Continuous Improvement, (4) Increased Workload, (5) Disconnect Between the Award and the University Mission, (6) Campus Climate, (7) Increased Quality Expectations, (8) Decisions Being Made Without Following the Baldridge Model, and (9) Insufficient Employee Recognition. Study findings may provide insight regarding employees' differing views of quality implementation at the university level. Results of this investigation may be useful to quality consultants who assist others in the establishment of institutional quality initiatives as well as higher education administrators who are considering MBNQA criteria implementation at their own institutions.<br>Ph. Supply chain management (SCM) and quality management (QM) share some common literature and have overlapping domains that reinforce each other in the supplier and customer relationship management areas. Despite the recognized importance of supplier and customer relationships toward achieving quality goals, limited prior research examines whether SCM represents a distinct construct within the prominent existing quality focused organizational frameworks such as the Malcolm Baldrige National Quality Award (MBNQA). As a result of the absence of the SCM construct in the frameworks, the problem facing researchers is understanding the role of SCM in the implementation of QM practices within an organization. Such an understanding is key to QM theory development for the 21st century organizations. In order to conduct this investigation, we examine several well-studied quality focused organizational frameworks that are validated among the community of researchers, and, widely accepted among practitioners. However, which of these well-known quality management models serve as the best proxy for a quality focused organizational framework is an important area for research in order to better promote QM worldwide. This research involves three essays and uses a mixed methodology of qualitative and quantitative research. Essay 1 compares well-known national quality award frameworks such as the MBNQA, the Deming Prize, and the European Foundation for Quality Management (EFQM) Award through analysis of the extensive literature on each as well as examination of the government documents about the frameworks. Comparisons show the Baldrige framework most widely serves as basic model for national quality award frameworks to increase the awareness of quality and promote the best QM practices. After reviewing the categories and their weightings in the frameworks of MBNQA, the Deming Prize, and the EFQM Award, we identify opportunities to refine the frameworks and promote QM theory development. Essay 2 fills a critical research gap by assessing the effectiveness of the Baldrige framework within a government organization and by comparing the effectiveness of the categories of the Baldrige framework in government to the effectiveness of the categories in different industries. This study examines the relative effectiveness of each Baldrige category in the MBNQA 2013-2014 framework using data from a municipal government. It tests the hypothesized research model employing partial least squares - structural equation modeling (PLS-SEM). Drawing on contingency theory, it explores the commonalities and differences of the effectiveness of Baldrige categories across different industries by comparing our results with summarized prior research findings of interrelationships among the Baldrige categories. Essay 3 posits a restructured Baldrige framework after conducting a rigorous literature review on SCM and examining the Baldrige framework and categories associated with SCM. This work includes a longitudinal set of studies that test the hypothesized research model based upon the newly posited restructured theoretical framework using PLS-SEM on survey data from three different time periods over 20 years across a variety of organizations. The results support that the restructured framework provides a good model fit when the SCM construct is independently identified and included within the framework. The comparison from the longitudinal analysis provides significant insights for theory evolutions of leadership, SCM, and information systems constructs. Additionally, this longitudinal investigation over 20 years supports the evolution of the Baldrige framework as it was revised over time. Most importantly the work posits and supports the new theory development and shows the overarching importance of the SCM as a major organizational construct.

Conclusão: Verificou-se que as métricas financeiras utilizadas pelas oito empresas não estão consistentes com os conceitos de finanças na área de geração de valor ao acionista e não permitem a correta medição do seu processo de geração de valor. Por outro lado, o fato do PNQ e do MBNQA levarem ao acompanhamento sistemático de indicadores direcionadores de valor, a revisões periódicas destes indicadores e a busca de melhorias e alinhamento com a estratégia da empresa é positivo, podendo gerar bons resultados para as empresas. A utilização conjunta da metodologia do PNQ e do MBNQA com a disciplina de finanças tem grande potencial de gerar valor para os acionistas.

Para encontrar a resposta, parte-se de uma fundamentação teórica que analisou organização hospitalar e desempenho e modelos de avaliação de desempenho organizacional. Entre estes, os modelos de gestão da qualidade na saúde; avaliação em saúde; modelos de acreditação e certificação em saúde, processos de avaliação de desempenho em saúde e prêmios da qualidade. A metodologia consistiu da aplicação de questionários, desenhados com base em levantamento bibliográfico, a diretores e gerentes de instituições acreditadas e da realização de entrevistas com profissionais que trabalham diretamente com gestão da qualidade nesses hospitais. Buscou-se dessa forma avaliar o desempenho de organizações acreditadas utilizando a metodologia dos prêmios da qualidade baseados em fundamentos de excelência com padrões culturais e internalizados em organizações de classe mundial e reconhecidos internacionalmente. Concluiu-se que a acreditação favorece a mensuração de seus resultados, o aprimoramento da gestão de indicadores, como também a padronização e o incentivo para a melhoria continua. Porém, o fato de ser acreditado não garante bons resultados em todos os critérios de excelência do modelo PNQ. Outras variáveis podem interferir no alcance de bons resultados, como a própria gestão das grandes operadoras de saúde, a associação com instituições de excelência e o reconhecimento por outros selos.<br>Taking into account the need to take action in order to achieve the continuous improvement of quality of care provided by health institutions and hospitals in Brazil, regardless of their profile, size, supporting entity, complexity and institutional affiliation, and assuming that the process of hospital accreditation is a world wide consensus and rationalization for health institutions, especially in the continuous education of the professionals aiming to assure the quality of care through previously established standards, this study has the aim of answering the following question: How can quality management impact the performance of hospital organizations. To answer this question, we started with theoretical frameworks that analyzed hospitals, performance and organizational performance evaluation models; quality management in health; health evaluation; models of accreditation and certification in health and health performance evaluation processes. The methods consisted of questionnaires, designed based on literature review, applied to directors and managers of accredited institutions and of interviews with professionals that work directly with quality management in these hospitals. Thereby, we tried to evaluate the performance of accredited organizations using the methodology of quality awards that use fundamentals of excellence with cultural patterns and recognized world-class organizations. We concluded that accreditations favors standardization, the enhancement of continuous improvement and the process of performance measurement systems. However, being accredited does not guarantee good results in all the criteria of the Brazilian National Quality Prize (PNQ) model. Other variables can influence good results: organizational management, partnership with excellent institutions and recognition by other certifications.

However, empirical studies have produced mixed results due to methodological limitations of data analysis and performance indicators used. In this sense, this thesis aims to analyze the shareholder value creation using value financial indicators of winning companies of national quality awards in the Americas and to compare them to companies operating in the same economic sector. The use shareholder value performance indicators and winning companies of national awards quality seven Western Hemisphere countries is a differential of this thesis in relation to other studies. The financial data was collected from the Economática system database in specialized sites on the disclosure of financial statements and own sites of the winning companies of this research study object. The time period of analysis is ten years. The hypotheses about the companies performance on creating shareholder value were tested applying MANOVA and Factorial Analysis. The results point out the quality award winning companies has created more value to their shareholders than the other companies operating on the same economic sector.<br>Diversos pesquisadores sobre o tema Gestão pela Qualidade Total sugerem que existe uma relação positiva entre a implantação da Gestão pela Qualidade Total e o desempenho financeiro das empresas. Todavia, os estudos empíricos têm produzido resultados diversos, devido às limitações dos métodos utilizados para as análises dos dados e dos indicadores de desempenho utilizados. Neste sentido, o objetivo principal desta tese é analisar a geração de valor para o acionista, por meio da aplicação de indicadores financeiros de valor, de empresas vencedoras dos prêmios nacionais da qualidade do Continente Americano, bem como comparar tais empresas com outras do mesmo setor econômico. A utilização de indicadores de desempenho de valor para o acionista e a utilização de vencedoras de prêmios nacionais da qualidade de sete países do Continente Americano constitui o ineditismo desta tese em relação aos demais trabalhos. Os dados foram coletados do banco de dados do sistema Economática, em sites especializados em divulgação de demonstrações financeiras e nos próprios sites das empresas vencedoras objeto de estudo desta pesquisa. O período de análise compreendeu um período de dez anos. Para atingir ao objetivo do trabalho foram testados grupos de hipóteses sobre o desempenho das empresas estudadas. Para a análise dos dados foram utilizados a análise fatorial confirmatória e a exploratória e em seguida para testar as hipóteses foi utilizado a MANOVA. Os resultados indicam que as empresas vencedoras de prêmios nacionais da qualidade geram mais riqueza aos acionistas do que as demais empresas do mesmo seguimento econômico.

In this context, the approaches of quality management, which focus on providing superior value to the customers, had to adapt to maintain its legitimacy towards the shareholder value ideology. In this sense, this thesis aims to explore the influence of the elements of the management based on the financial logic in the National Quality Award, which is one of the most contemporary approaches of the quality management. The relevance of this study, due to the fact that there is a few empirical studies that analyzed the influence of financial logic in quality management approaches and in Brazilian organizations. In order to reach the described objective, an exploratory study was carried out based on secondary data, from a documentary research. This included the analysis of the existence of elements of the management based on the financial logic in the versions of the Management Excellence Model used by the National Quality Award and in the 66 companies that won the award between 1992 to 2016. The results point out the influence of financial logic in the National Quality Award. The analysis of the versions of the Management Excellence Model demonstrated that concepts of financial logic were gradually being incorporated instead of practices related to the quality management. The analysis of the profile of the companies that won the National Quality Award showed that 36% of the companies were awarded post-privatizations, which ocourred in the 1990s, with the predominance of companies of eletric energy segment. The analysis of the executives showed that members of the top management of more than 20 winning companies have acted on the boards of the National Quality Foudantion contributing to the formulation of the award guidelines. In addition, it was verified the existence of board interlockings in the winning organizations, which favored the dissemination of the Management Excellence Model and the National Quality Award. Finally, the analysis of the profile of the presidents of the winning companies demonstrated the predominance of executives with professional background in financial areas and post-graduation in finance, which are valued by the finance conception of control. This thesis indicated the reconversion of the the National Quality Award towards adherence to the management discourse based on the financial logic due to the need to maintain its legitimacy.<br>O processo de financeirização fez com que a geração de valor aos acionistas se tornasse o princípio orientador do comportamento empresarial, que resultou em diversas alterações nas organizações desde o perfil e a forma de atuação dos gestores até as estratégias e práticas de gestão adotadas. Neste contexto, as abordagens da gestão da qualidade, que buscavam gerar valor aos clientes e atender aos objetivos da qualidade, tiveram que se adequar para manter a sua legitimidade perante a ideologia de geração de valor aos acionistas. Diante disso, o objetivo desta tese é explorar a influência dos elementos da gestão baseada na lógica financeira junto aos direcionadores do Prêmio Nacional da Qualidade, que se trata de uma das abordagens contemporâneas mais abrangente da gestão da qualidade. A relevância desse estudo é decorrente pelo fato de existirem poucas pesquisas que analisaram a influência da lógica financeira nas abordagens da gestão da qualidade e nas organizações brasileiras. Para se alcançar o objetivo descrito, foi realizado um estudo exploratório baseado em dados secundários, oriundos de uma pesquisa documental. Este contemplou a análise da existência de elementos da gestão baseada na lógica financeira nas versões do Modelo de Excelência da Gestão utilizado pelo Prêmio Nacional da Qualidade e nas 66 empresas reconhecidas pela excelência em gestão por terem sido premiadas no período de 1992 a 2016. Os principais resultados deste estudo demonstraram a influência dos elementos da gestão baseada na lógica financeira no modelo e nas referências do Prêmio Nacional da Qualidade. A análise das versões do Modelo de Excelência da Gestão demonstrou que paulatinamente foram sendo incorporados conceitos da lógica financeira em detrimento dos conceitos relacionados à gestão da qualidade. A análise do perfil das empresas premiadas demonstrou que 36% das empresas foram premiadas pós-privatizações, que ocorreram na década de 1990, tendo o predomínio de empresas do segmento de energia elétrica. A análise dos dirigentes demonstrou que integrantes da alta administração de mais de 20 empresas premiadas atuaram nos diversos conselhos e frentes da Fundação Nacional da Qualidade, contribuindo para a formulação das diretrizes do prêmio. Além disto, verificou-se a ocorrência de board interlockings entre as organizações, que favoreceu a disseminação do Modelo de Excelência da Gestão e do Prêmio Nacional da Qualidade. Por fim, a análise do perfil dos presidentes atuantes nas empresas premiadas demonstrou o predomínio de profissionais com carreira em áreas financeiras antes de se tornarem presidentes e que buscaram pós-graduações em finanças, sendo o perfil mais exigido e valorizado na concepção financeira de controle. Enfim, as evidências levantadas nessa tese indicam a reconversão do Prêmio Nacional da Qualidade em direção a adesão ao discurso da gestão baseada na lógica financeira, decorrente da busca por legitimidade perante a nova lógica dominante.

Falta na literatura acadêmica, um elo demonstrado empiricamente a associação entre os modelos de Excelência e os critérios de performance socioambientais. Nosso estudo buscou entender o alinhamento entre os conceitos de Qualidade e Excelência com os conceitos de Responsabilidade Social e Sustentabilidade, determinando os elementos de interface e buscando inter-relações. A partir da aplicação de um modelo consagrado de mensuração do desempenho Sustentável no país, os Indicadores Ethos, em quatro empresas vencedoras do PNQ - Prêmio Nacional da Qualidade no Brasil. Comparando os resultados obtidos com o banco de dados do Instituto Ethos e suas melhores práticas, o nosso estudo buscou responder a pergunta se existe uma associação entre a busca da Qualidade Total e o desempenho Sustentável, ou seja, aquele distribuído com justeza entre o social, o ambiental e o econômico. Para isso, utilizamos uma ampla revisão bibliográfica e uma pesquisa de campo com quatro empresas ganhadoras do PNQ, com portes, localização e atividades representativas das organizações vencedoras. Os resultados foram comparados utilizando-se elementos da estatística não-paramétrica e apontam para um desempenho superior das empresas classe mundial em relação ao banco de dados do Instituto Ethos e equivalente às melhores práticas registradas no Instituto. Ademais, percebeu-se um alinhamento entre a evolução dos Critérios de Excelência da Fundação Nacional da Qualidade com os modelos mais atuais de Responsabilidade Social.<br>Several academicals studies linked the quality and joumey to excellence with economical results. The relations between the Baldrige winners and their value market increase are one of those studies. However there is a lack on the business administration literacy relating the adoption of the criteria for Excellence (in Brazil the National Quality Award Criteria) and the relevant results of sustainable development and social responsibility. Our research consist in a study in four Brazilians winners ofNational Quality Award (PNQ) and how they performs against a criteria of measurements based on the economics, environmental and social dimensions, the Ethos Social Responsibility Indicators (Indicadores Ethos), From a field survey with four Brazilians former PNQ winners considering the full range of size, localization, and purpose the study compare using nonparametric statistics the results arising from our survey with the data bank of Ethos Institute that includes the benchmarks performances. Plus, a huge literacy review reach the stage of art in Social Responsibility and Sustainability standardization process to try to answer the correlations and interfaces of process and measures track progress in integrated approaches to Excellence and their skillful in align strategic and operational goals with the Sustainability concept. The result highlights the superior performance of the selected sample of PNQ winners against the Brazilian average and indicates that the Excellence criteria from the Brazilian Quality Award rightly oriented the organizations users to Sustainability align with most recent developing in the Social Responsibility area.

Na etapa quantitativa participaram 50 colaboradores pertencentes a diversas posições hierárquicas da Unidade de Equipamentos de Construção da Empresa pesquisada, os quais responderam a um questionário elaborado, a partir dos modelos: Escala de Aprendizagem Organizacional, desenvolvida por Goh e Richard (1997) e validada no Brasil, por Angelim e Guimarães (2003), Escala de Estrutura Organizacional, utilizada por Gaspary (2014), que se baseou nos estudos de Hage e Aiken (1967) e Nahm et al. (2003) e Escala de Avaliação do Estilo Gerencial desenvolvida por Melo (2004). A etapa qualitativa envolveu a análise de documentos relacionados a empresa e entrevistas semiestruturadas com 4 gestores da Unidade de Equipamentos de Construção da empresa investigada, sendo o protocolo elaborado à luz dos modelos utilizados. Os dados quantitativos foram analisados por meio de estatísticas descritivas (média e desvio padrão), teste T e ANOVA para testar diferença de média, Alpha de Cronbach para confiabilidade, Correlação de Person (correlação dos construtos) e Análise de Regressão (influência da Estrutura Organizacional e estilo de liderança no Aprendizagem Organizacional). Com relação a Estrutura Organizacional, os resultados da pesquisa demonstraram que a empresa possui uma estrutura matricial, descentralizada, com um alto nível de formalização e integração. Quanto ao estilo de liderança, predomina na empresa os estilos voltado ao Relacionamento e Situacional, o que indica que as lideranças atuam orientadas para o relacionamento interpessoal e sua forma de atuação difere conforme o perfil do funcionário. No que tange, ao Aprendizagem Organizacional, os resultados demonstraram que as práticas de gestão da empresa estão principalmente voltadas a proporcionar aos funcionários Clareza de Propósito e Missão organizacional e em propiciar uma cultura de incentivo a experimentação e sugestão de novas ideias. Tais práticas refletem num maior envolvimento e comprometimento dos funcionários para com os resultados organizacionais e melhoria contínua. As análises de regressão múltiplas revelaram dois modelos válidos. One of the most important tasks that business leaders undertake in order to achieve a superior market position is strategic planning. Beyond this obligation, business owners desire to maximize profit and maintain steady growth. In order to do this, resources must be invested in the most efficient way possible in order to achieve performance excellence. Adjusting business operations quickly, however, especially in times of economic uncertainty, is extremely difficult. Business leaders therefore need insight into which elements of organizational improvement are most effective in order to strategically invest their resources to achieve superior performance in the most efficient way possible. This research examines the results of companies which have a demonstrated ability to achieve performance excellence as defined by the National Institute of Standards and Technology's Malcolm Baldrige Criteria for Performance Excellence. This research examined award-winning applications to determine common input factors, compared the business results of a subset of those award-winners with the overall market for a time-frame of 11 years, and then investigated the profitability, liquidity, debt management, asset management, and per share performance ratios of award-winners compared with their industry peers over 11 years as well. The main focus of this research is to determine whether participation in performance excellence best practices have created value for shareholders and business owners. This objective is achieved through the analysis of performance results of award winning companies. But the content is unclear and over limit, which have distressed and caused enterprises can not clearly grasp the meaning of the key to the spirit of TQM. The key reason is the lack of a clear reengineer in direction of TQM. Therefore, this research offers "key factors of National Quality Award assessment system" and "implementation architecture of National Quality Award assessment system", and becomes the enterprises’ all departments’ guidelines to implement TQM. The former will allow enterprises to clearly understand what key factors, the latter will allow enterprises to use clear assessment criteria, and as a reference. The results show that when enterprises engage in TQM business reengineer, the only refer to this research of 6 procedures/13 categories/74 key factors in the implementation architecture of National Quality Awards assessment system, to include the National Quality Award assessment criteria, and there is a clear direction to pursuit quality improvement and continuous improvement to compete with international enterprises.

A survey instrument involving 105 questions extracted from the 2001 TNQA criteria serves to measure the content of the TNQA. A causal model is proposed to reveal the relationships among TNQA categories. Structural equation modeling (SEM) is used to analyze the model and estimate path coefficients among TNQA categories. The statistical results show that many of the hypothesized causal relationships in the TNQA model are statistically significant. From path coefficients, the category of Leadership has a strong influence on that of Information Management. Simultaneously, Information Management has impacts on other TNQA system categories. Information Management is confirmed as an internal driver of TNQA system categories. Both Leadership and Innovation and Strategic Management show direct influence on Business Results. Several conclusions are made for casual linkage among TNQA categories. First, the assumption that the TNQA model is recursive is supported by statistical results. Secondly, the prior theory of this causal model that Leadership is a driver of the system, which creates results, is confirmed. Other conclusions and findings are discussed in the study. In this study, fuzzy hierarchical analysis (FHA) is simultaneously used to explore the process by which the criteria weights of the Taiwan National Quality Award (TNQA) are assigned by TNQA committee members. Each member is allowed to employ fuzzy scales in place of exact scales. Each pairwise comparison of criteria is made through a questionnaire from each TNQA committee member. The membership function of trapezoidal fuzzy numbers is introduced to specify TNQA committee members’ intentions. After FHA, the reasonable range of each criterion weight of TNQA is determined. The current distribution of criteria weights of TNQA is justified.

Delphi method and an analytical hierarchical process are used to set the index weights of the performance measurement. The results of this study show that among four perspectives of the balanced scorecard, which are financial, customer, internal processes, learning and growth, the perspective of customer is given the most priority. Learning and growth, financial, and internal processes perspectives, in order, are in terms of index weights. As to the impact of the National Quality Award on a company performance, winning the award has the greatest impact on company internal processes. Winning the award leads to significant improvements in the operating processes, research and development, and innovation of a company. The learning and growth, customer, and financial perspectives, in order, are that next to the most important in terms of impact on performance. To further examine the impact of the National Quality Award on large as well as small to medium-sized enterprises, the latter have greater performance improvement than that of the former. Overall, all enterprises in this study strongly agree that winning the National Quality Award has a positive impact on company performance.

Therefore, the following research is going to explore the influence of National Biotechnology & Medical Care Quality Award on medical institutions. Purpose: The purpose of the study is to discuss the impact on those medical institutions after they participate in the competition of winning National Biotechnology & Medical Care Quality Award as well as Symbol of National Quality. Through this research, those medical institutions which want to take part in this Award or other researchers for further study can have some reference. According to the purposes of the interview, there are three kinds of interviewees as follows, (1)participants of National Biotechnology & Medical Care Quality Award (2)participants of Symbol of National Quality (3)reviewers of medical institutions All the interviews are transcribed into written text, and the data is simultaneously collected and analyzed. The interviewees are kept recruiting until the data is enough. Afterwards, all the data of the interviews are organized by the software, N-vivo. Then, related figures and forms are made to facilitate the analyzing process and the conclusion for the researchers. Results: There are 26 interviewees recruited in total including 11 participants of National Biotechnology & Medical Care Quality Award, 8 participants of Symbol of National Quality, and 7 interviewers of medical institutions. The results revealed that the participants of that department can know the efficiency of their work by analyzing the existing data, get constructive suggestions from the reviewers and also find their positioning through the competition. As for the winners of the awards, the medical institutions can improve their reputation; the departments can get positive affirmation from external evaluation, become a role model for other departments and also improve the image and popularity of the departments; those workers who participate in the competition can also get personal honor, and positive encouragement. Only few interviewees mentioned that they got extra work which caused the increase of the stress during the competition. The main reason is due to the imbalance of the work distribution. We hope that the supervisors of the departments can properly distribute work for those workers which want to participate in the awards in the future, pay attention to their stress, and make some arrangements. Conclusions: Almost all the interviewees shared that they got positive affirmations and the sense of honor after winning the awards. Also, as the representatives of their departments, they got notable achievement along with the affirmation of their commitment in work and become the role model in this field. Besides, the image, the popularity and the group coherence of the departments are all improved. All the benefits mentioned above prompt the participants to be more willing to continuously improve the quality and activities of their work. They all agreed that it’s worthwhile to participate in the competition. In this research, some suggestions are also offered for The Institute for Biotechnology and Medicine Industry (IBMI) and medical institutions which have interests in the competition as a reference.

From leadership, strategic planning, customer focus, measurement, analysis and knowledge management, workforce focus, process management, results, this research surveys current status on education quality self-assessment by principals of junior high and elementary schools in Pingtung County. This research adopts questionnaire survey to take 209 junior high and elementary schools in Pingtung County as target. Pre-test was conducted in 31 schools, the rest 178 schools was used as formal survey. 152 copies were recovered, the effective recovery rate was 85.39%. This research uses SPSS, Expert Choice and EXCEL to conduct data processing and statistical analysis with conclusions as follows: 1. The overall education quality (1) MBNQA can be a conductive tool and reference for the self-assessment of the educational quality. (2) “Leadership” and “Results” are the key factors to influence the educational quality. (3) Dimension “results” in educational quality has the lowest expectation score. (4) The outcome of the research manifests imbalance and disproportion of the overall educational quality of junior high and elementary schools. 2. The empirical result focusing on Pingtung County (1) All in all, the self-assessment of the educational quality of junior high and elementary schools in Pingtung County reaches medium level. Among seven dimensions, “workforce” has the highest level, while “results” the lowest level. (2) The outcome of the overall educational quality is not thoroughly affected by such the variants as school system, property, established history, class scale, supervising area and geographical location. (3) The performance of “workforce” in elementary schools is apparent better than junior high schools. (4) Dimension “leadership” shows distinctions in the schools with different established history. (5) Scholars and Specialists with different backgrounds hold respective perspectives on ratio of the self-assessment of the educational quality. (6) The ratios of “Leadership” and “results” are higher than those of other dimensions. (7) The overall differences of the scores of variants is from 2% to 28%. Based on above findings and conclusions, this research proposes three suggestions to serve as reference to educational administrative authority, schools and subsequent researches.

There is only a few articles mention the difference between companies that participated or non-participated Quality Award. This study is to discuss what’s the difference in the performance between these categories of companies. This study combines the four perspectives of balance scorecard (BSC) with National Quality Award criteria and constructs a performance measurement tool which fits into the enterprises in Taiwan for financial and non-financial performance. The results show that among four perspectives of the BSC which are financial, customer, internal processes and learning and growth. Both categories of enterprises pay much attention to the customers. However, there is great difference in other three perspectives. According to the measurement tool which combines National Quality Award with four perspectives of BSC, it shows that there is much different between two categories of enterprises in the customer perspective. As to other perspectives, categories of enterprises are almost the same.

This purpose of this research is to find out participating enterprises’ cognitions about the National Quality Award and the application scenario of self-assessment. Through in-depth interviews, it shows that participating enterprises pursue the supreme honor of quality and then achieve the success of enterprises by utilizing the excellent performance modeling of the National Quality Award that focuses on Total Quality Management. Enterprises that won the award regard the National Quality Award as a third-party authentication and represent to succeed in the implementation of Total Quality Management. In order to advance National Quality Award’s participation, the upper management must be fully support the action, by implementing quality culture in daily operations. By participating in National Quality Award competition, the enterprises could draw the company's internal consensus and solidarity, and then create its own culture, which leads to excellent business performance. In the past 18 years, although there were times that no one won the award, to enterprises, this is the chance to examine its short comes and to be improved. On the other hand, the National Quality Award might reference to the European Foundation for Quality Management model to the classification to encourage more enterprises to participate. Enterprises believe that the self-assessment is a detailed evaluation system, which provides with a reference for interior management. It precisely points out the direction and the subject matter that each system phase has to improve and enhance.

The winning of national quality awards is used as a proxy for the implementation of TQM programs, including Malcolm Baldridge National Quality Award (MBNQA) winners and Taiwan National Quality Award winners. Utilizing Data Envelopment Analysis (DEA), this paper examines the relative efficiency of 16 companies over a period of 7 years in MBNQA winners and 17 companies over a period of 10 years in Taiwan NQA winners. The study has indicated how to use DEA to identify individual NQA recipients that are less efficient than other comparable units in terms of output factors relative to input factors. According to the efficiency scores we can test the correlation of corporate performance and time. So that we can assume whether firms get good performance or nor after implementing TQM. TQM of implementing can strengthen corporation structure and improve competitive ability. However, the findings indicate that firms that have implemented TQM do not always have good performance. This study also indicates NQA recipients do not always perform well after winning awards.

This study empirically examined three issues related to the market valuation of firms that undergo effective quality improvement programs (which sometimes are referred to as Total Quality Management or TQM) using Taiwan National Quality Award as the indicator that an effective quality improvement program has been implemented. First, comparing the NQA Index (which represents National Quality Award winners’ stock price performance) with the Sector Index (which represents public traded companies’ average stock price performance of the sector), no statistical evidence was found to support the assumption that the stock performance of the quality award winners is superior to the average rate of return on the Taiwan stock market. Second, we used the “event study” methodology to measure the stock price effects of quality award announcements. The component attributed to firm-specific events is typically referred to as the “abnormal” return. Our results show that the abnormal return reacted positively to quality award announcements, but did not occur on the announcement day. Third, we increased the number of event days and proceeded the microanalysis of the individual award winners. These additional days were available to examine whether or not the risk of the firm changed after winning a quality award. Our microanalysis revealed that 75% of the award winners experienced positive average abnormal returns, indicating that implementing an effective quality improvement program could provide a long-term return to the market value of firms.
