The buzzword in recent development policy-making is PM&E. The notion is that; participatory approaches have the appropriate remedy to curb the problem of exclusion. That notwithstanding, the approach has become rhetoric in certain quarters rather than practical as admitted by some scholars who hold the principle in high esteem. Inferences from the concept of empowerment as put forward by Narayan (2005), might be the premise for rethinking the debate surrounding the inclusion of beneficiaries in participatory monitoring and evaluation because of its undulation positive effect on project outcomes. Over the past two decades, Ghana has initiated and implemented a good number of national policies and strategies that are youth-centered. The majority of these youth programmes are usually delineated in most public policies on thematic areas such as employment, education, health, among many others. A total of 120 respondents (project beneficiaries) were randomly selected for questionnaire administration, and 1 in-depth interviewed was conducted for this study. Using a Participation Perception Index (PPI), developed to assess the youth perception of the extent to which they were involved in the PM&E, the following were ascertained. It was evident that the youth were only made to actively participate in the data collection (as respondents) process. Evidently, the primary objective of the implementing agency was to secure the youth (beneficiaries) job rather than involving them in the project PM&E. The qualitative analysis also highlighted other critical factors affecting both the implementing agency and the youth (skills or know-how, cost, lack of beneficiaries' interest, non-existence of beneficiaries' associations) to ensure active participation. The study concluded that the end goal of the youth intervention programme is tied into the ideas of project sustainability which can be achieved when the various stakeholders are all on board in the PM&E.

Abstract:
This thesis examines young people’s constructions of nationhood in Mauritius. In 2008, the Mauritian government instituted a Truth and Justice Commission (TJC), set up to investigate the consequences of slavery and indentured labour. Through the Truth and Justice Commission, the Mauritian government indicated its desire to achieve social justice and national unity. Drawing on developments in studies of national identification practices in the 21st Century, this thesis addresses the question of young Mauritian’s locally and globally informed identification practices and asks how their unofficial narratives of nationhood challenge, or divert, or relate to official state narratives of nationhood. The basis of the study emerges from data collected from 132 participants during fieldwork in multiple fieldsites from May to September 2010 as well as research on Mauritian youth on-line from 2011-2014. The advent of the TJC offers an ideal moment to evaluate the dynamics of post-colonial nation-building and nationhood in a selfstyled multi-cultural state. Nationhood, does not exist apriori to the constructions of narratives of the nation, thus the stories told about the nation, imagine the nation into being. By situating the Truth and Justice Commission and other official state narratives alongside young people’s narratives, I argue that contemporary narratives of nationhood in Mauritius represent an intergenerational struggle to define the meaning of the past in the present and consequently outline the future. Reflecting on the ideas and socio-economic and political processes that induce national consciousness, I argue that young people’s narratives of everyday lived experiences are vital for an interpretation of how nationhood is produced in everyday life. The cultural projects of young people – often rendered as liminal or marginal – offer a critical vantage point from where to read constructions of nationhood. Far from being growing pains or childish games, young people’s identity making practices are what Sherry B. Ortner has called “serious games.” This research suggests that official state government narratives of multicultural nationhood in Mauritius narrowly define national identification along communal loyalties, overlooking the dynamism of interculturality and transnationalism in daily practice on the island. Although communalism and rigid colonial interpretations of ethnicity attempt to police and limit the possibilities of alternative modes of being in Mauritius, young people’s identification practices question, challenge, and threaten to disrupt official discourses of ethnic identification in Mauritius Scholarly investigations of young peoples’ lived experiences of nationhood extend theoretical and methodological frames for the study of nationalized subjects and deepen the understanding of the construction of national consciousness. The construction of nationhood always involves narratives of some sort – scholarship on this area has usually focused on official state narratives from social theorists, state governments, and state elites. I argue for the importance of considering subjectivity and lived experience in conceptions of nationhood. In contemporary post-colonial societies, young people are the numerical majority, however, their voices are seldom represented in theories and narratives of nationhood. Whilst young people may appear in state policies (especially education) and official narratives about the future of the nation, their creative imagining and reimagining of narratives of selfhood is often ignored. I examine how young people increasingly are aware of their transnational connections, through participation in transnational youth cultures, and they are consequently increasingly multi-lingual and multicultural. Fixed notions of ethnic identification and discourses of trauma are not at the forefront of young people’s identification of selfhood, rather their ability to take advantage of their multiply situated identification processes allows them new means to evade and transform these narratives. Their identification of selfhood is characterised by a greater degree of dynamism than previous generations had access to, and thus they do not only identify themselves through officially sanctioned national forms of identification. Loyalty to nationhood is thus less predictable, and young people represent a potential threat to the continuation of older forms of nationhood. While official narratives of nationhood may manipulate ethnic and racial cleavages to secure old loyalties, not all young people are persuaded by these notions

A dissertação Comissão Nacional da Verdade, Arte e Intervenção Pública pretende estabelecer um diálogo entre design / comunicação visual, arte política e história do período ditatorial no Brasil, tendo como base empírica o Relatório da CNV (especificamente o Volume III: Mortos e Desaparecidos Políticos). A partir da análise do Relatório da Comissão Nacional da Verdade, criamos oficinas de estratégias de comunicação visual no âmbito da intervenção no espaço público, com a participação de jovens na faixa etária de 18 a 22 anos. Nessa pesquisa de campo, a metodologia desenvolvida propõe-se a provocar um debate ético e estético com o público alvo. O processo criativo desenvolvido com os alunos de graduação em design da disciplina de Linguagem e Comunicação Visual II, ministrada pela professora Simone Formiga - 2017.1 - PUC-Rio, proporcionou a construção de narrativas imagéticas sobre questões morais relativas às gravíssimas violações de direitos humanos deflagradas pelo regime ditatorial e expostas no Relatório. Ou seja, a partir dos conteúdos discursivos gerados nesta disciplina, desenvolvemos narrativas visuais ocupando o espaço público, com a finalidade de provocar questionamentos e reflexões na população acerca das vítimas do período do regime militar brasileiro.
The dissertation National Commission of Truth, Art and Public Intervention intends to establish a dialogue between design - visual language -, political art and history of the dictatorial period in Brazil, with empirical basis on the CNV Report (specifically Volume III: Political Dead and Disappeared). Analyzing the work of the National Commission of Truth, we created workshops on visual communication strategies in the framework of artistic intervention in public space, with the participation of a group aged from 18 to 22 years. In the field research, the methodology developed aims to provoke an ethical and aesthetic debate with the target audience. The creative process developed with the undergraduate design students at Language and Visual Communication II discipline, given by Professor Simone Formiga - 2017.1 - PUC-Rio, provided the construction of imaginative narratives on moral issues about the severe violations of human rights triggered by the dictatorial period and exposed in the documents of the National Commission of Truth. So, from the discursive contents generated in this discipline, we developed visual narratives occupying the public space, with the purpose of provoking questions and reflections about the victims of the Brazilian military coup.

Abstract:
The study examined the effectiveness of the National Youth Service Corps programme in Nigeria in relation to its major objective which is to help bring about national integration. Specifically, it has attempted to find out the attitudes of a sample of graduate youths from the Hausa and Yoruba ethnic groups towards the Igbos and the country, and to assess whether participation in the National Youth Service Corps programme produces a change in their attitudes. The major hypothesis for the study - those who have served in the National Youth Service Corps programme will have a more positive attitude towards national integration as measured by the National Identity Scale, than those who have not served in the scheme - is supported. The favourable change in attitude however is moderate (P <.01). The results indicate that the respondents' job satisfaction, as typified by the significance of the jobs assigned to them, rather than participation per se is a better predictor of national integration in the present study. Quasi-experimental design was adopted. Evidence of the corps members' attitudes towards the Igbos and the country before their participation in the one year national programme serves as a baseline for measuring change. Four major scales are used. The National Identity Scale in the form of Likert-type attitude scale; Marriage Choice Scale - a modified Bogardus' Social Distance Scale. Socio-metric-type questions form the Friendship Choice Scale. Osgood's semanticdifferential scales of 'a typical Igbo' make up the fourth attitude scale. 460 randomly selected respondents form the sample. 260 are the experimental group, while 200 are the control group. Questionnaire and interview methods are used to collect data from the experimental group before and after their service in Imo state. Only the questionnaire is used to collect data from the control group. For data analysis, Factor analysis, t-test, (and One-way Analysis of Variance, where appropriate) and Step-wise Multiple Regression analysis are employed. The mean difference between the experimental and control group is examined in terms of participation and non-participation in the NYSC programme. Comparisons are also made between the entire sample as categorised by such biological/demographic factors as sex, ethnic origin and religion of respondents. For the experimental group only, the possible effect of such factors as frequency of contact with their host community - the Igbos, job satisfaction in their place of assignment, language acquisition (Igbo) and location of their assignments in terms of urban/rural environment are also examined at the end of their service year. This is done in order to determine the most effective factor/s within the context of the National Youth Service Corps programme that help reduce prejudice, and therefore increase national integration.

Despite theoretical and policy advancements in global human and gendered approaches to development, youth in mainstream development policy discourse remains subsumed. The ratification of global best practice models of human development in Nigeria, without contextualizing the probable dividends of youth capability strength in shaping national development realities, will present challenges that are likely to threaten the sustainable future of country. Perhaps if this is sustained, this thesis argues that the capabilities of Nigerian youths will continue to remain trapped or mismatched in areas that they fail to contribute positively to Nigeria's national development. In this regard, this thesis evaluated the extent to which youth capabilities are enhanced in the National Youth Service Corps (NYSC) for national development in Nigeria. Firstly, this thesis contributes conceptually to understanding, broadly, the social constructions of youth in mainstream policy discourse and their positioning in both global and national development practice in Nigeria. It also critically examines through literature how western epistemological interpretations of development theorizing are reproduced in youth discourse. Succinctly, the theoretical contribution of youth in development explains how development-underdevelopment dualism in mainstream development reproduces similar youth-adult dualisms in conceptualizing how youths are recognized, represented and constituted within policy discourses. Based on this, the theoretical gaps that this thesis bridges, operationalizes the Sen's capability approach (SCA) through the utilization of Narayan-Parker's empowerment framework in order to contextualize how the intersections of youth agency and structural contributions of the NYSC could aid the effective utilization of youth capabilities for national development in Nigeria. Secondly, this thesis contributes methodologically to development practice as it adapts a mixed-method approach (MMA) to researching youth lives, especially from a developing country's context. The application of a qualitative dominant mixed method approach (qual-MMA), suggests how through social constructivist ontology and through poststructuralist epistemology, the understanding of how youths socially construct their identity and the roles they play in national development becomes clearer. Thirdly, the germane and empirical contribution of this thesis especially to mainstream development theorizing is that, youth voices captured through narratives and quantitative data helped explore the experiences of Nigerian youth's transition pathways from education to the NYSC pathway. This further allowed for critical examination of how youths are: absorbed through mobilization into the NYSC; developed through the activities in the scheme; deployed and utilized in addressing national development challenges in Nigeria. This thesis suggests that dominant social constructions based on age and transition patterns, undermine the impact/effective functioning of youth capabilities for addressing national development challenges. It concludes that limited support structures during the youth educational pathways and lack of opportunity structures while youths are in the NYSC pathways continue to limit the functioning of their capabilities in sectors of national development needs. It recommends a need to rethink the current deployment strategy of the NYSC so that youth capabilities fit the national development narrative.

Abstract:
Transitional justice (TJ) in Zimbabwe can be gleaned as a maze of detached filaments mainly championed by civil society organisations. Though the origins of TJ as a discipline are polemic and debatable, going as far back as Athenian times, TJ was visibilised in the 1990s during the third wave of democratisation, when it developed globally as a self-consolidating field and transdisciplinary concept which focused on outcomes such as prosecution, truth-telling, guarantees for non-recurrence, vetting, and the payment of reparations for victims of conflicts. The traditional focus of TJ was largely template-based or some kind of one-size-fits-all concept which focused on truths and reconciliation concepts. Significantly for victims of violent conflicts, repressive rule and serious human rights abuses, the emerging approach to TJ at the United Nations (UN) and regional institutions such as the African Union (AU) and institutions such as African Commission on Human and Peoples’ Rights (ACHPR) has been to focus on country-specific, localised, and holistic approaches that enhance transformative transitional justice in countries striving to find lasting solutions to deep problems caused by armed conflicts or serious human rights violations. While there is a robust nexus between human rights, democracy, and TJ, the link is weaker for TJ as it remains an elusive concept in Zimbabwe. Besides, TJ efforts yield different considerations and impacts on racialised, ethnicised, politicised, and institutionalised challenges in Zimbabwe. In most cases, the elusive nature of TJ is felt by victims, their family members, community dwellers, community-based organisations, and faith-based organisations than alleged perpetrators. TJ is perceived in this thesis to be a critical concept that should be properly aligned with internationalised and localised responses. This thesis shows that international agencies now recognise and essentialise the important roles that national institutions (formal or informal), can play in preventing the occurrence and/or recurrence of conflicts and can also play in fostering sustainable cultures of human rights. Specifically, the thesis covers examination of how institutional complementarity between two independent institutions supporting democracy in Zimbabwe; the National Peace and Reconciliation Commission (NPRC) and the Zimbabwe Human Rights Commission (ZHRC) can be innovatively used to enable the Zimbabwean society to formalise transitional or post-conflict justice using the Constitution and international normative frameworks. The overarching research question in this thesis is: what are the main challenges/limitations and opportunities/openings for the ZHRC and the NPRC to advance TJ in Zimbabwe? The specific research questions are 1. What does the international and national TJ normative framework entail and what is its theoretical force? 2. What constitutes a genuinely contextualised and holistic transitional justice in Zimbabwe? 3. How innovative have the NPRC and ZHRC been in making TJ a reality in Zimbabwe? 4. How can the Zimbabwean TJ framework be improved constitutionally, statutorily, and in practice? In this milieu, adherence to the normative principles of domestic constitutionalism, rule of law and human rights is essential to advance TJ and in identifying victims and most affected groups. The NPRC and ZHRC should thus be innovative in utilising international normative frameworks and aligning them with their constitutional mandates that speak to TJ. Sadly though, the NPRC and ZHRC are yet to align their mandates or work to international frameworks. The thesis concludes with an emphasis on the need for a coherent and transformative TJ policy that is informed by the root causes of societal problems in Zimbabwe: racial, ethnic, economic, political, doctrinal, pandemic-induced and so forth. Through constitutionally-established institutional independence, the NPRC, ZHRC and other Chapter 12 institutions supporting democracy in Zimbabwe must thrive on public legitimacy, confidence, and trust to promote dialogic democratisation and democratic consolidation which also recognise that the victim’s voice in TJ initiatives must be prioritised. Lethargic governance, toxic politics and confidence deficits should be addressed from a human rights as well as transformative TJ perspective. Ultimately, the TJ outcomes expected in this thesis should help Zimbabweans fully reconcile, achieve total peace, and move towards permanent healing. A context-sensitive and coherent TJ should be seen as a precious fruit of the normative frameworks espoused by the Constitution and regionalised or globalised TJ frameworks. This is a study of Zimbabwe's National Peace and Reconciliation Commission Bill (hereafter NPRC Bill). The NPRC Bill seeks to bring the National Peace and Reconciliation Commission (hereafter NPRC) of Zimbabwe into operation. The NPRC is a truth commission set to promote post-conflict justice, national peace and reconciliation in Zimbabwe. The study discusses the prospects of establishing an effective NPRC in Zimbabwe by examining the provisions of the NPRC Bill. The view of the paper is that, without proper guidance from a comprehensive law, the NPRC is bound to be a victim of its own failure.

Com base no relatório final da CNV, serão identificados os pontos centrais desenvolvidos pela Comissão em termos de justiça e verdade, evidenciando como suas conclusões e recomendações afastam-se do discurso oficial do Estado brasileiro. Finalmente, será verificado em que medida o relatório final da CNV poderá oferecer aportes para o caso Vladimir Herzog, a ser julgado pela Corte Interamericana de Direitos Humanos
The initial purpose of this dissertation is to reflect on the National Truth Commission (CNV) in the light of international normative and experience, analyzing the context of its institution, its legal framework, its interactions with state and non-state actors, and the main advances and challenges faced during its operation. Based on the CNV s final report, will be identified the central points developed by the Commission in terms of justice and truth, highlighting how its conclusions and recommendations deviate from the official discourse of the Brazilian State. Finally, it will be verified to what extent the CNV final report may offer contributions to the Vladimir Herzog case, to be judged by the Inter-American Court of Human Rights.
L objectif initial de cette thèse est de réfléchir sur la Commission Nationale de la Vérité (CNV), à la lumière du droit et de l expérience internationale, en analysant le contexte de l institution, le cadre juridique, les interactions avec les acteurs étatiques et non étatiques, ainsi que les progrès et défis principaux, auxquels elle est confrontée au cours de son fonctionnement. Abstract:
The Sainsbury Wing, the National Gallery’s new extension, opened in July 1991. It had the primary aim of providing new galleries for the Early Renaissance collection. It was also intended to give a new outward-looking face for the Gallery with expanded public facilities, including a larger temporary exhibition space. However, this space has been much criticised for its basement location and resulting lack of natural light. The rooms are limited in size and some are irregular in shape which make it difficult to install larger works and to provide enough viewing space for visitors to popular shows. This thesis investigates why the Gallery decided to build this space, why the design was developed and what were the consequences. It looks at the history of temporary exhibitions - the spaces they need in London and abroad. Using archive material and conversations with participants, it pieces together the convoluted story of the building of the temporary exhibition galleries in the Sainsbury Wing. It examines the many briefs, the involvement of the architects, Venturi Scott Brown, and explains how the resulting design developed. It then relates how the Gallery used the space for its expanded exhibitions programme and considers its advantages and disadvantages. In the conclusion, it makes some recommendations for the best way to create new exhibition galleries for the future. The thesis sheds new light on an aspect of institutional history of the Gallery. It provides an original analysis of an area of the Sainsbury Wing which has been little discussed. As a case study for the design of facilities for temporary exhibitions, it underlines the importance of these spaces and analyses the specific needs and requirements.

Combatting corruption in Cameroon has become a primary policy focus for the government and the civil society; yet, the success on that front has been modest. The literature on anticorruption efforts in the country is scant. Using Rothstein and Santiso's conceptualization of anticorruption strategies as the guide, the purpose of this case study of government's anticorruption policy and practice was to explore and contextualize the anticorruption strategies in Cameroon to fill the gap in the literature and potentially contribute to solving the problem. Data were collected through interviews with 20 government employees working with the government's main anticorruption agency -- the National Anti-Corruption Commission (NACC), and through documents obtained from government published archives and expert publications. The data were inductively coded and organized in themes, then an integrated content analysis was conducted on the themes. The key finding of the study is that the government's anticorruption strategies faced major challenges due to their poor design, formulation, and implementation. Potential approaches to addressing these challenges were also identified by participants to include leadership/political solutions such as regime change, institutional reforms such as granting NACC institutional autonomy, and conceptual solutions such as reforming NACC into an organization with judicial status. This study will impact positive social change through the recommendations it makes for good governance, which if implemented by the Cameroon government, would improve systems, institutions, and services to the citizens of the country. Another benefit is the improvement in government revenue, better investment budgets, and greater economic activity to alleviate poverty.

This research is a systematic comparison of youth migration experiences between two birth cohorts, using the first ten rounds of two national longitudinal surveys of youth, NLSY79 and NLSY97. Results show both changes and continuities in youth migration patterns across cohorts for ages16-25. Specifically, youth today have a delayed but stronger migration momentum than the late baby boom generation, the dividing point being at age 22. Women are more likely to migrate than men in the recent cohort, but not in the older cohort. Whites migrate considerably more than blacks and Hispanics consistently across cohorts. The likely life events in youth's transition to adulthood are important indicators of youth's migration propensity for both cohorts. Particularly, graduating with a bachelor's degree is the most powerful predictor of youth's migration propensity. Other life events such as getting married; becoming separated, divorced, or widowed; dropping out of college; and losing a job are also significantly associated with youth migration. In general, the effects of these life events on youth's migration propensity are weakened across cohorts, but the importance of having a college degree on migration propensity has been increasing.

Collaboration between school- and community-based mental health professionals has the potential to result in early identification of and intervention for youth with mental health problems; however, the limited research in this area suggests that collaboration does not often occur between these professionals (Walsh, 2011). The purpose of this investigation was to collect survey data from a national sample of school psychologists in order to examine the collaborative practices of school psychologists and community-based mental health professionals on behalf of youth with mental health problems. Survey data from 327 members of 11 professional state organizations of school psychology were collected and analyzed. Data indicate that all respondents communicated and 77% collaborated with community-based mental health professionals at least once during the 2011-2012 school year. The primary purpose of this communication was to obtain or provide information to community-based professionals. Respondents communicated and collaborated most commonly with community-based counselors and therapists and least commonly with neurologists. Barriers to collaboration included a lack of time, inaccessible community-based professionals, and obtaining parent consent to collaborate. Significant relationships were found in communication and collaboration frequencies and number of professional development hours received related to mental health, as well as between collaboration frequency and the primary professional role of the school psychologist. Significant relationships were not found between communication or collaboration frequencies related to the highest degree earned or the years experience of the school psychologist, the socio-economic status of the student population, the number of students served, or the number of schools served by the school psychologist. Furthermore, significant results were not obtained for predicting collaboration frequency by the percentage of students with internalizing or externalizing problems. Implications of these findings are discussed in relation to strategies and policy recommendations for professional organizations and supervisors of school- and community-based mental health professionals to foster systems-level interdisciplinary collaboration for the promotion of mental health and wellness in youth.

"Implementation of human rights instruments, and protection and promotion of human rights at the national level is a contemporary phenomenon that is still developing. The African Charter on Human and Peoples' Rights and the Paris Principles provide for the creation of national institutions to carry out this task. This has led to national human rights institutions (NHRIs) becoming more prominent actors in the national, regional and international arena. However, NHRIs still face the problems of legitimacy, operational constraints, and ignorant population. These factors constrain the effective functioning of these institutions. It should be noted that the key constraint on the effective functioning of NHRIs is legitimacy. Such institutions usually find themselves not legitimate in the eyes of the people they are created to serve. The above brings to mind the question - what makes a NHRI effective? Generally, there is no consensus as to the effectiveness of NHRIs This study has therefore been triggered by widespread perceptions and reports within civil society that such institutions are left at the mercy of governments in power. Others have seen such institutions as a "double-edged sword" - in the best of circumstances, they strengthen democratic institutions but they can also be mere straw men, part of government's administrative machinery to scuttle international scrutiny. Another issue that has actuated this study is the misconception that people have about some NHRIs. This misconception originates not so much from the actual operation of human rights commissions but from the history of past ombudsman institutions that have purported to protect human rights." -- Chapter 1.

The Community Agency for Social Enquiry (CASE) was commissioned by the Joint Enrichment Project (JEP) to undertake research for the National Youth Development Conference. The research programme had three components:the compilation of a computerised and annotated youth database, comprising domestic research into youth, and the extraction of five policy papers covering the areas of education, employment-creation, AIDS, violence and social context, and historical context. an international comparative component, which focused on the youth brigades in Botswana, and the whole range of youth development initiatives taking place in Kenya and Uganda, covered in an additional two position papers. a national baseline and attitudinal survey into youth in South Africa. The results of all three components of the research project will be published in book form later this year. The summary reports of the local and international comparative policy papers are available in a separate booklet. This is the report of the national survey into youth in South Africa. Aims of the survey The survey has four main aims: demographic: to accurately describe how many youth are in the different parts of South Africa, how many are in or out of school or work, and so on. attitudinal: to allow youth to express their views on a range of social, economic, political and personal issues.to analyse youth marginalisation: to scientifically analyse and describe the marginalisation of youth within South African society. programmatic: to provide results which directly assist organisations designing programmes which target youth. Designing the survey The survey was designed by the CASE senior research team of Professor Mark Orkin, Director of C A S E; Dr David Everatt, Deputy Director of CASE and project co-ordinator; and Dr Ros Hirschowitz, Specialist Researcher at C A S E. The design process was lengthy and complex, because the aims of the survey were complicated. As a first step, CASE gathered together existing youth research and survey data, in order to see what we could learn from them. We then convened a design workshop to assist us. Participants in the C A S E national youth survey for JEP 1 workshop comprised people who had experience with youth, or with survey design. They included John Aitchison (CASE and the Centre for Adult Education, University of Natal), Debbie Budlender (CASE and the National Women's Coalition), Dr Jannie Hofmeyr (Research Surveys), Ms Vanessa Kruger and Professor Ari Sitas (University of Natal), Ms Anne Letsebe (SABSWA), Mr Steve Mokwena (JEP), Mr Rory Riordan (Human Rights Trust) and Dr Jeremy Seekings (University of Cape Town). We also needed input from the youth themselves. Discussion groups with youth (called 'focus groups') were held with youth from Alexandra and Soweto, from Ciskei and the eastern Cape, from Bophuthatswana and the northern transvaal, from Chatsworth and Claremont in Durban, and elsewhere. We reached youth from cities, squatter camps, towns and rural areas. The focus groups were organised by C A S E and Research Surveys, a professional market research company. The youth told us what their concerns were, what their aspirations and fears were, and what interventions they felt are necessary to improve their lives. CASE then designed a draft survey. We had to try it out (called 'piloting') to find out if the survey tapped the youth's actual views and experiences, and so give the JEP the information they sought. The survey was piloted on a representative sample of 100 youth (aged between 16 and 30) by Research Surveys. Using the results of the focus groups and the pilots, the CASE research team then produced the final questionnaire, which went into the field in November/December 1992.

The marimba is rapidly achieving greater importance as a solo percussion instrument. Solo compositions for the marimba have been commissioned and performed only in the last sixty years. The 1986 National Endowment for the Arts Solo Marimba Commission is considered one of the most important commissioning projects in the history of marimba literature. Two compositions created through this project, Velocities by Joseph Schwantner and Reflections on the Nature of Water by Jacob Druckman have become two of the most influential works in contemporary marimba music. This thesis will focus on a historical perspective of the project, as well as theoretical aspects and performance issues related to these two compositions. The National Endowment for the Arts (NEA) issued a consortium commissioning grant through the Percussive Arts Society (PAS) in 1986 to three internationally renowned marimbists, William Moersch, Leigh Howard Stevens and Gordon Stout. Three Pulitzer Prize winners were brought together to compose three new works for the marimba. The resulting pieces were: Reflections on the Nature of Water by Jacob Druckman, Velocities by Joseph Schwantner, and Islands from Archipelago: Autumn Island by Roger Reynolds. A brief history of the classical concert marimba and the development of solo marimba literature is provided in the second chapter. The fourth and fifth chapters provide individual information about the pieces, including concise biographical information about the composers and an analysis of the two compositions.

The purpose of this study is to analyse the effectiveness of the Uganda Human Rights Commission UHRC), which possesses judicial powers vis-à-vis the Commission on Human Rights and Administrative Justice of Ghana (CHRAJ) and the South African Human Rights Commission (SAHRC) which do not possess such powers. The difference notwithstanding, all the three have been rated as the best national institutions in Africa. Due to time and space constraints, one will focus specifically with the mandates of the three commissions and in particular, on the different or distinct mandates assigned to them, namely, that of CHRAJ to deal with corruption, that of SAHRC to deal with economic, cultural and social rights and UHRC of dealing with torture matters and generally of constituting a tribunal. This study was motivated by the fact that Lesotho will be setting up a national institution in 2008 and one would like to draw lessons from these institutions and pick up elements that could best suit Lesotho.

The available literature on Mary Mcleod Bethune is very similar. Though it may look at various aspects of her life, it does so on the same plane. It gives an overview. In other words, it skims over her life, focusing only on the very narrow - and positive - aspects. She was the founder and president of a black college. She was head of a federal agency during the New Deal. She was head of a million member black women's organization. But what do these "highlightings" tell of Bethune and the world in which she worked? The point of this paper is to vary a little from the present literature. By taking a closer look at two of Bethune's organizations: the National Council of Negro Women and the Nation Youth Administration's Division of Negro Affairs, perhaps we can tell a little more of who Bethune really was and how important her work was to her. By "humanizing" Bethune, we may get a better understanding of what it meant to be a minority in a racist nation during a trying time.

Television has long been recognised by Malaysian state officials to be a vital tool in the promotion of a collective sense of national identity amongst the country's citizens. The aims of this thesis are as follows. Firstly, to clarify through current debates what national identity is, both generally and in the context of Malaysia. Secondly, to explore and analyse key aspects of the ways young adult Malaysians use and respond to television. Thirdly, to examine the perceptions of these young adults about the way television represents Malaysian national identity. Fourthly, to investigate the extent to which ethnicity influences their perceptions of the representation of national identity on television. The methodologies used in this study involved, firstly, undertaking a critical review of the literature with regard to the relationship of national identity and television, both internationally and with reference to Malaysia. Secondly, a short exploratory survey was used to establish background information on the young adults' viewing habits. Thirdly, focus group sessions were used to collect in-depth data on how young adults from different ethnic backgrounds related to television images of national identity. This thesis concludes that ethnicity played a decisive role in shaping these young people's perceptions of national identity through television. Thus whilst the NCP and subsequent government policies have sought to utilise television in the promotion of national identity, this research suggests that such efforts may have only partly succeeded in producing images that have a positive resonance with young adults in Malaysia.

This thesis examines the role and work of the Royal Commission on the Ancient and Historical Monuments of Scotland from a geographical perspective in the period 1908 – c.1975, with especial reference to the historical geographies behind the production of the national inventory of Scotland’s ancient and historic built monuments. The thesis examines the sites of practice where the Commission produced the national inventory to explore the doing of the inventory. Fieldwork is a central concern of the thesis. Attention is paid to the spatial aspects of Commission’s work both in the field “out there” and in the office “in here”. The thesis discusses the methods and technologies which fostered the development of fieldwork practices rooted in the office and in the field. The Commission was always ‘doing fieldwork’ and this thesis brings into focus the relationship between the different spaces and places where the Commission undertook what might be labelled as work in the field. The thesis is comprised of nine chapters. An introduction and literature review are followed by an examination of the history of antiquarianism relevant to the establishment of the Commission. A further two chapters provide an overview of the Commission’s history, arranged chronologically, and its archive, understood in relation to relevant archival theory. Three chapters consider the development of the Commission with particular attention paid to fieldwork techniques and methods, the development of rescue archaeology, and the associated technologies which facilitated the Commission’s work within a rescue paradigm before turning, finally, to examine the Commission’s database, Canmore. Examining the Commission in this manner has drawn attention to the ways in which geographers and others conceive of fieldwork and how the development of the Commission was inherently linked to ways of doing work in the field. Through examining the history and geography of the Commission’s work the concern of this thesis is to study how ‘antiquarian research’ was carried out in the field “in here” and “out there” simultaneously. The thesis suggests that narrow definitions of fieldwork overlook the nuances of how ancient Scotland was revealed through suites of different practice. The thesis argues that more fine-grained approaches to understanding the how of the doing of fieldwork might lead to reconceptualisation of the place of work in the field, recognising that different practices helped constitute both ancient and historical Scotland as the object of the Commission’s work and the Commission itself.

The outcome of such meeting is the Paris Principles adopted by the United Nations Human Rights Commission Resolution 1992/54 of 1992 and the General Assembly Resolution 48/134 of 1993. ENGLISH ABSTRACT: The South African population involves huge numbers of young people. The majority of these young people are unemployed and unable to make a living as a result of the inability of the economy to absorb them into the labour market. Other young people attempt to make a living through entrepreneurship. However, the participation of young people in entrepreneurship is very low. Young people face many challenges associated with lack of funding and business development support services, technical skills and development. The problems facing the country substantially caused socio-economic challenges resulting in a shrinking economy. This translated into an inability of both the private sector and government to create and sustain jobs. The government of South Africa established the National Youth Development Agency (here called the Agency) with the mandate to reduce poverty by making sound investments. This facilitates opportunities for young people to acquire skills, promote creation of jobs or pursue meaningful self-employment opportunities through various enterprise development initiatives. The agency developed the Enterprise Development Finance Programme as an economic development approach. The agency provides access to financial and non-financial services to the previously disadvantaged youth in a sustainable manner that improves and promotes sustainable livelihoods for the low-income groups. The study evaluates the effectiveness of the EDFP. The public and private sector offers different programmes aiming at equipping aspiring and established entrepreneurs with skills, knowledge, and motivation to enable business development and growth in the country. However, the challenge is that many do not have entrepreneurial minds. Those who have entrepreneurship knowledge do not know about the programmes, or the programmes are not easily accessible particularly to people in the rural areas. In addition, these programmes are not co-ordinated and as result we are not in a position to tell immediately as to who is doing what and where. This also makes it difficult to identify gaps and to maximise the impact of the programmes. There is a need to audit all programmes aimed at improving the economic development of the country. The government of South Africa must instil a culture of entrepreneurship at all levels to promote and nurture entrepreneurship skills. Vigorous entrepreneurial activity and innovation is needed to alleviate high unemployment levels through a combination of improved quality education and skills development. Promotion and support of entrepreneurship should form an important component of policy options considered to increase economic growth for the long term. The Economic Development Finance programme provides SME and microfinance funding which is seen as an important strategy for economic growth. Education and skills development is an important tool that supports the culture of entrepreneurship, as it contributes to the success of businesses. The private and public institutions should intensify their involvements and consider both financial and non-financial support for youth enterprises and entrepreneurs equally. The support for entrepreneurship should be holistic and cover funding, technical training, training in business and financial management, and business linkages.

The contrast between the recently adopted UN resolution UNSCR2250 in which youth are recognized as key stakeholders in democratic and peace processes and the social structures that historically have excluded youth from meaningful participation in decision-making in Myanmar - paired with recent changes in the country including the adaptation of Myanmar's first national youth policy and changing attitudes towards youth participation has left the government in need of guiding research that allows for data driven policy making. One sub-category of youths who have been left unattended in research post national youth policy adoption is youth leaders in a process of transitioning into a role of power. If future youth, peace and security policy is to facilitate their transition to power, and be in accordance with these recent changes, it is to be driven by data. Myanmar will continue to face changes - in light of these changes, this research attempts to identify the needs of these youth leaders through key informant interviews and application of a new analytical framework - political socialization paired with generational change. It attempts to determine whether cultural structures of old are hindering their progress as well as how to best facilitate their transition to power.

As the realm of social life where public opinion forms, the public sphere has been the focus of much theoretical debate and empirical operationalization in political sociology. However, by conceptualizing the public sphere as a nationally circumscribed and normatively defined space that excludes governance institutions, much existing research provides a limited set of tools to define and assess the structure of a supranational public sphere. A deeply integrated supranational polity, the European Union (EU) provides a revealing terrain for tracing the structure of a public sphere emerging between national politics and supranational institutions. In this dissertation, I delineate the contours of the supranational public sphere in the EU by exploring the subjective meanings, national political influences, and institutional interpretation of public opinion about political integration in the EU. I answer the following questions: (1) How salient is EU political integration among Europeans, and what does this concept mean to them? (2) How does Europeans' awareness about EU political integration vary across policies, time and social strata? (3) How is public opinion on EU political integration shaped by national political discourse, as reflected in the positions of national parties? (4) How do officials at the European Commission (EC) measure and interpret public opinion data, and to what extent are these data used to construct an image of the European public and an EU public sphere? Based on quantitative survey data and on interviews with French and Romanian citizens, I show that political integration in the EU remains a distant and abstract concept to which citizens attribute personalized or nationalized meanings. Longitudinal panel models show that public opinion on EU policy often relies on cues from national party discourse. Moreover, interviews with EC staff revealed that, because of logistical and institutional constraints that stifle civil servants' analytical aspirations, public opinion data collected by the EC fail to define a European public and to construct a supranational communicative space for this public. The EU public sphere is a product of supranational polity, but its public is absent and its structure remains nationally embedded.

Abstract:
The promulgation of the 2010 Constitution of Kenya introduced socio-economic rights (SERs) amid widespread poverty and rising inequality. This study seeks to answer the overarching question, what role can the Kenya National Commission on Human Rights (KNCHR) play in promoting, protecting and monitoring SERs in Kenya? Further research questions included whether the KNCHR has the requisite powers to perform its mandate and what lessons could be learned from the South African context. The research sought to understand how the local context affects the ability of KNCHR to carry out its mandate. Likewise, it analyses some of the contributions KNCHR has made in the promotion and protection of SERs while identifying the challenges the Commission faces in carrying out its mandate. Several methodologies were utilised to answer the research questions above. The methodologies included the doctrinal method, analysis of secondary sources and interviews with key informants. A comparative legal research methodology was also employed, with the SAHRC being used as a case study on how NHRIs can promote, protect and monitor SERs. The findings from the research argue that the Paris Principles provide the minimum guidelines on the establishment of NHRIs. Compliance with these Principles has not necessarily guaranteed the effectives of NHRIs. Any assessment of an NHRI should be based on its performance and legitimacy considering the local factors obtaining within its jurisdiction. The domestic protection and judicial enforcement of human rights in Kenya, though crucial to the realisation of SERs, has been fraught with challenges. These challenges have meant that the realisation of SERs has been curtailed and necessitated complementary institutions for human rights to be realised. Given the country’s constitutional architecture, the KNCHR was one such institution that could complement the role of the judiciary given its wide mandate. With SERs a new feature of the 2010 Constitution, the KNCHR had to find ways to promote SERs in the country considering the local peculiarities such as poverty, a highly political climate and lack of political goodwill from the legislature and executive sometime characterised by open hostility. These challenges and the new nature of these rights called for a comparative study with the SAHRC given some similarities between the two jurisdictions. The SAHRC provided valuable lessons having had more experience in dealing with SERs while navigating similar challenges the KNCHR faced or might face. The findings of the research prompted recommendations directed at the KNCHR and other stakeholders, specifically the legislature and executive on how to address the challenges curtailing the performance of the KNCHR in general and particularly ways in which the Commission could go about in promoting, protecting and monitoring SERs.

The present thesis was begun in October 1996, with the aim of exploring the relationship between Cyprus television and aspects of the national and cultural identity of Cyprus youth. The thesis consists of seven chapters in all, which can be summarized as follows: In the first chapter, a survey of the historical, political and media realities in Cyprus establishes the ground for the present study, while in the second chapter, a literature review presents the writings on culture and identity, media theories and their development, with a discussion of important theoretical concepts and perspectives, like Cultural Studies, identity theory, globalisation versus localisation, postmodernism with its fragmentation and concepts of "otherness," as well as the relationship of all these concepts to Cyprus realities. A review of the relationship between television and media research to young audiences — internationally and locally - and a final discussion of quantitative and qualitative methodologies, ends Chapter two, foregrounding, at the same time, the third chapter on Methodology. The choice of the mixed paradigm — quantitative (statistical) and qualitative (Text and Discourse analysis of television programmes, and interviews and group discussions with the sample) is discussed, explained and documented in the third chapter. The fourth chapter consists of the presentation, statistical correlation and discussion of the results from the Statistical Field Survey, which rendered insights into the sample's attitudes and mapped the ground for the next two stages — the Programme analysis and the Interviews, by offering cues and clues for these stages. The fifth chapter presents a textual and discourse analysis of the first five programmes leading the sample's preference list in the Field Survey, while chapter six discusses the interviews and group discussions which were both cross-fertilized by the results of the Statistical Survey and the Programme Analysis. Finally, in the seventh chapter the conclusions from the Research are discussed in the light of the initial aims and goals of the study and suggestions are made for future research which can both derive from, and continue to add to the issues which have been investigated in the present project. The present Research Study did not aim at validating or corroborating one or more hypotheses, as it used a mixed paradigm with different methodological approaches, which could not, as a result render thoroughly congruent or consistent results. It did seek, however, through the use of its progressive, longitudinal research model conducted at different time periods, to empirically draw to the surface, as consistently and extensively as possible, answers to the goals and aims established initially in the thesis, which answers have rendered complementary conclusions throughout the stages of the cross-paradigm used.

At a lecture presented in London on June 5, 1994, Jacques Derrida discussed the complexities of the meaning of the archive. He described the duality in meaning of the word archive-in terms of temporality and spatiality-as a place of "commencement" and as the place "where men and gods command" or the ''place from which order is given". As the place of commencement, "there where things commence" the archive is more ambivalent. It houses, what could best be described as 'traces" of particular objects of the past in the form of documents. These documents were produced in the past and are subjective constructions with their own histories of negotiations and contestations. As such, the archive represents the end of instability, or the outcome of negotiations and contestations over knowledge. Yet as sources of evidence the archive also represents the moment of ending instability, of creating stasis and the fixing of meaning and knowledge.

Youth unemployment is a global problem, but more-so in Southern globally positioned countries such as South Africa. The government of South Africa has implemented different interventions that attempt to alleviate national youth unemployment. Some of these programmes, such as the National Rural Youth Service Corps (NARYSEC), specifically target youth in rural and peri-urban areas. NARYSEC aims to develop skills of the youth in rural and peri-urban areas as well as assist in rural development. Despite the introduction of NARYSEC, unemployment among the youth continues to be a problem. Against this background, this study sought to examine rural youth and development interventions implemented by NARYSEC in peri-urban Buffalo City Metropolitan Municipality. Furthermore, the study assessed the extent to which NARYSEC interventions are contributing to rural youth and development in peri-urban Buffalo City Metropolitan Municipality. Lastly, the study examined the limitations of NARYSEC interventions in peri-urban youth development. To achieve the above objectives, the study used a qualitative research approach. The sampling procedure was purposive as the research required specific participants who have gone through NARYSEC training. A total of 24 respondents were eventually selected. In-depth, semi-structured interviews and key informant interviews were the primary data collection tools. Some of the main findings are that NARYSEC provides various skills training programmes which prepare young people for the labour market. NARYSEC interventions are also helping communities to reduce crime through providing youth employment opportunities. Furthermore, some youth actively participate in rural development projects such as rehabilitation of local clinics and construction projects. However, the study also found that there are a number of limitations and challenges that are experienced in the implementation of the NARYSEC programme. These challenges include lack of strategic planning in the programme, irregular stipend payments, strained professional relationships between NARYSEC programme facilitators and youth participants, limited passion and commitment to the programme by both youth participants and facilitators.

Following the demise of apartheid, legislative, political and social practices were dramatically changed to promote equality and shared access for all South Africans. Newspapers and other mass media texts give insight to the co-construction of ethnic identity post-apartheid and evidence the emergence of a new dominant cultural narrative. In this new dominant cultural narrative, the trope of a colorblind national identity is frequently referenced. Another key component in this narrative construction is the memorialization of past traumatic events. This dissertation examines the news coverage of the 30th anniversary of the Soweto Uprisings, which occurred on June 16, 2006. The Soweto Uprisings will be framed as a "cultural trauma" (Alexander et al., 2004) and methods of critical discourse analysis will be used to examine the public construction of national identity in the post-apartheid era.The following questions guide the analysis of news media discourse: What changes to the South African national identity are evidenced in news stories covering the anniversary of the Soweto Uprisings? Do racially distinctive communities participate equally in the creation of this media discourse? In what ways are South African ethnic minorities "othered" in news features? How did/does the dominant cultural narrative evidenced in the media discourse influence the construction and management of racial identities in the larger context of South African society? The examination of the co-construction of national and racial identities in these news features draws upon an amalgamation of CDA methodologies outlined in Fairclough (1995, 1999), van Dijk (1988, 1991), and Wodak (Wodak & Weiss, Eds., 2003). The creation and re-creation of a shared history from the collective trauma of forcefully imposed, restrictive racialized communities is a dimension of national identity construction saliently evidenced by changes in the public discourse or dominant/counter narratives. Media discourse illustrates the emergence of colorblind national identity as the desirable, or default, national identity in post-apartheid South Africa and highlights the journalistic role in the creation and management of racial and national identities, liberation narratives, and reconciliatory discourses.

The purpose of this dissertation was to understand how Canadian sport system stakeholders select the international youth events in which athletes will take part. The first part looked at the policies and processes consistent among all national sport organizations (NSOs) using a policy-based approach. The second part focused on how NSOs responded to these demands in conjunction with pressures stemming from their specific sport communities and stakeholders, and analyzed the NSOs’ governance structures and processes in doing so. A conceptual framework composed of the governance, stakeholder theory and policy diffusion literatures guided the study and a qualitative methodology was used. Sport Canada and Own the Podium (OTP) played a steering role within the event selection process. NSOs faced numerous pressures such as learning, coercion, imitation, and competition, which they responded to by creating policies and processes for their organization and through selecting events for their athletes that best responded to these pressures. The final findings found the policies and processes were created using a network governance approach, taking into consideration NSOs’ sport-specific needs, which included, but were not limited to, the NSO’s organizational capacity, the number of athletes competing in the sport, and the depth and field of competition within Canada. Two key concepts outlined as best practices among successful NSOs and as an area for improvement for the Canadian sport system overall were alignment and communication.

Truth commissions have been identified as a key to uniting, reconciling and helping the people to confidently deal with their past. Whilst these are noble notions, practically, truth commissions face serious challenges. The dissertation shall seek to highlight these problems and offer recommendations. ... The dissertation is divided into five chapters. Chapter one is the general introduction. It gives a brief political history of Ghana and South Africa and their impact on the enjoyment of human rights. The chapter shall also discuss the need for national reconciliation in both countries. Chapter two discusses truth commissions in contemporary societies. It briefly discusses the establishment of national reconciliaton commissions and their mandates. Chapter three focuses on the laws establishing the TRC and NRC of South Africa and Ghana respectively. Monitoring and evaluation has in recent years been embraced by the South African government as a key feature of public service delivery. This has been used to promote efficiency in service delivery, good governance, to promote transparency in expenditure and promote financial accountability, so that set objectives can be achieved objectives. However, implementing Monitoring and Evaluation has also been challenging as a result of poor policy design, poor policy implementation, the lack of accountability and the lack of exemplary systems. The issue of service delivery efficiency remains paramount in South Africa, due to the increasing inequality gap, high levels of unemployment, service delivery protests and rising poverty. Assessing policy outcomes and impact is a weak point and major gap in policy evaluation in South Africa. This is reflected in the manner in which duplicate policies are continuously being created instead of making existing ones work, or improving upon them. More efforts should be invested into policy monitoring and evaluation instead of policy development. The study will investigate the above assertion by investigating monitoring and evaluation policy and practice in the National Youth Development Agency. The structure of this framework will be examined against the Government-wide Monitoring and Evaluation framework established by the South African government. The research will also examine monitoring and evaluation practice as carried out by the United Nations and the World Bank as they have a long history of practice. This investigation will look at activities, inputs, outputs, implementation constraints, outcome and impact assessment; it will also discuss monitoring report and policy/programme evaluation. The study will adopt a descriptive case study investigation by drawing on the viewpoints expressed by various scholars. It will also highlight policies which support and enable the practice of M & E in South Africa. This research is noteworthy in the sense that it bridges the gaps between Monitoring and Evaluation literature and Monitoring and Evaluation practice in an institution. Furthermore, it explores the complexities of Monitoring and Evaluation implementation in a department running various programmes.

The thesis deals with volunteer bodies in India from the end of the Great War to c.1947. It examines the genealogy of these bodies as a projection surface for ideal citizenship, a space to experimentally put those ideas into practice and as site of a mobilisational drive ‘from below’ rendering these bodies contested spheres of national self-definition. The energies of ‘Youth’, both feared and desired by many actors, were sought to be disciplined into volunteer corps and utilised for the building of a disciplined ‘modern’ nation. ‘Youth’ and ‘volunteers’ thereby become mutually related categories, the former needing to be transformed into the latter. Several groupings of ‘volunteers’ appeared at the time, such as the Seva Dal, the Rashtriya Swayamsevak Sangh, the Khaksars, and the Muslim National Guards, all of which were provided paramilitary training and were available for use not only for various ‘social service’ activities, but also political intervention and, when necessary, for displays of violence, the latter feature most evident during the Second World War and the communal violence leading up to Partition and Indian Independence. Three levels of analysis are undertaken herein: the first, of event history, which aims not at a comprehensive narrative but to provide illustrations of the operation and dynamics of youth and volunteer movements. The second is an intellectual history (or genealogy) of the movements, outlining a series of engagements with ideas relating to modernity as well as to organicist ideas of the nation as a body with its citizens as component parts. The third is a structural analysis of volunteer groups with their tendency to resemble one another. Such ‘family resemblance’ also reopens the question regarding the greater ideological formations of the first half of the twentieth century.
