Thesis submitted for the degree of Doctor of Philosophy at Sydney University. Ann Wansbrough March 1999 The National Council of Churches in Australia has undertaken, in its constitution, to speak out on matters affecting oppressed people and Aboriginal and Torres Strait Islanders, and more generally on issues related to justice, peace and integrity of creation. This thesis offers a possible methodology for investigating the issues, as the basis for speaking with one another as churches, with the poor and oppressed, and with the policy-makers. The focus is on issues related to economic, social and cultural (ESC) rights in the international human rights instruments. Part 1 examines the criteria that a methodology must meet if it is to be consistent with the NCCA constitution. The rest of Part I is devoted to the policy context. Chapter 2 looks at some of the issues being examined by church agencies. Two case studies in the Appendix look in more detail at two specific questions. Chapter 3 examines the public policy process. Chapter 4 looks at the international human rights instruments that Australia has ratified, and what mechanisms in Australia are used to implement those rights. Part II has separate chapters on the traditions of the Orthodox, Anglican, Roman Catholic and Uniting Churches, as well as the international and Australian ecumenical tradition. These chapters attempt to deal faithfully with the different approaches of the different traditions, while asking a common set of questions of each. What does this tradition see as the role of the church in the public arena? What is the attitude of the church towards human rights? Does the church adopt a critical attitude towards its own life as well as the life of the world (does it have a sense of selfsuspicion)? What does the church say about its methodology for thinking about what it should say and do? What methodology is implicit in actual documents about public policy issues? Case studies in an appendix supplement these chapters by examining over 30 examples of church documents dealing with public policy issues. A number of common themes emerge which provide the basis for the methodology proposed in Part III. Part III begins with the ethics of public policy debate. What is required to debate policy issues in an ethical manner in a pluralist society? The final three chapters (11-13) are devoted to the methodological proposal. Chapter 11 proposes a hermeneutic circle that is an elaboration of that proposed by Juan Segundo. His circle was for liberating theology; the elaboration in the thesis is for policy work in the light of theology. Chapter 1 1 also looks at the appropriateness of using such a circle for ecumenical work. The methodology is not dependent on the validity of Liberation Theology, since it is based on the analysis of church traditions in Part 11. Discussion of the methodology begins with a recognition that there are many competing realities in pluralist Australia. The methodology gives priority to the reality experienced by those whose human rights are violated or at risk in public policy: Indigenous people, the poor, and so on. The role of the church is to provide and promote an alternative discourse. The rest of the chapter looks at the methodology required to provide that alternative: ideological suspicion and critique. It includes an examination of the nature of ideology. Three elements of ideological critique are discussed: human rights analysis, structural analysis (the analysis of power relations in the policy process) and policy analysis (the validity of policy proposals). Some suggestions are made about the types of questions required to move from abstract methodology to concrete method. An appendix provides more detailed examples. Chapter 12 looks at theological suspicion and analysis. There are three tasks. First, to recognise and critique the way theological concepts have been appropriated into the dominant discourse to give it legitimacy. The second task is to recognise that ideological ideas sometimes become incorporated into theology in a way that undermines its integrity. So there must be critique of theology itself. The churches need a sense of self-suspicion, as some of their documents acknowledge. The third task is to renew the theological tradition in the light of questions of justice. In this task there is substantial help available from those biblical scholars who use a “double hermeneutic”, that is, who in their scholarly study of Scripture bring reality and tradition into dialogue, to discover elements of the tradition that have been neglected or not fully understood in the past. Chapter 13 looks at the outcome of the process. It suggests that the contextualised process of chapters 11 and 12 needs to lead to middle axioms (i.e. general directions, policy principles, criteria). The thesis thus draws together the two major strands of ecumenical method historically: middle axioms and contextualisation. Middle axioms provide the criteria for evaluating public policy and for suggesting alternatives. The point of the whole process is action. In this way the hermeneutic circle becomes praxis. The methodology is a circular process, so that the various parts interact and understanding is deepened over time. A brief fourth appendix discusses some questions arising from the thesis itself, such as “Is it possible to talk about method?”

Abstract:
The relationship between media and religion has been influenced by many factors in history. The Church of Jesus Christ of Latter-day Saints has received a great deal of media attention throughout the world in the past five years. In Italy, the Church National Council of Public Relations worked to provide the media with the necessary information to report accurate news about the Church. This thesis collected the information provided to the Italian media by the Church National Council and analyzed the main topic and the level of accuracy reported by the Italian media on Church-related news. The results show that Italian media tend to use the information provided by the Church only when discussing the Church in Italy, but still report a great deal of inaccurate or misleading information when discussing the Church in the world.

This essay is mainly about the Church of the Goths and about the Russian Orthodox Church, and their conflict. The essay will be focusing about important persons in these two churches. This essay will be tracing back the roots of the Church of the Goths, since it is a church, that is unknown by most people in this world. My research will be making a distinction of the differences between the Church of the Goths and the Russian Orthodox Church. This essay will also be discussing the heritage of the Gothic people and the theories of the Goths.The methods in the essay, is academic sources, information from the Church of the Goths and from the Russian Orthodox Church. The results shows how the information was found, and now it is published for the first time about the Church of the Goths. This means the Church of the Goths has a stronger ground than first expected. The methods were comparing what the different sources says, and if it was possible to connect the Church of the Goths to the Metropolitanate of Gothia, and so on.

Abstract:
Using previously unresearched archives from the British Council of Churches (BCC), a constituent assembly of the World Council of Churches and the established vehicle for communicating official non-Catholic approaches of the nuclear dilemma, this thesis raises two questions: (1) How did Christians in the BCC evaluate the role of the British State and their responsibility as citizens in the Cold War years 1945-59? (2) How did such evaluations affect a Christian policy-making process that aimed to influence Western defence attitudes? Answers are provided by analysing the BCC's role in developing and promoting the limited war nuclear strategy, a just war alternative to the Macmillan Government's formula of massive retaliation. The study contends that the British Churches' stance vis-à-vis the ethics of nuclear deterrence was largely influenced by judgements on the legitimacy of the State and its compatibility with Christian values. These judgements determined the nature of advice offered to Government and favoured the articulation of an 'Augustinian' form of political realism. The thesis makes two substantive claims. On one hand it suggests that the significance of the BCC approach lay, not in its challenge to Government policy, but in its role as a counter to the radical idealism represented by the Campaign for Nuclear Disarmament. On the other hand it argues that the just war should be conceptually located within the realist rather than idealist theoretical frameworks. The study concludes that discussions of just war cannot be separated from qualitative judgements about the character of the State. Christian attitudes to war are grounded in particular assumptions about legitimate social authority, the right of the State to determine policy, personal and collective political responsibility.

Strictly speaking, it exercises a political and administrative function. The first one is understood because, by the rule of the Constitution, it exercises power of institutionalized determination and directs its decisions in accordance with ideological and juridical principles and values provided in said text. Abstract:
The thesis explores the manner and extent of World Council of Churches activities that reflect the obligation in its original constitution to develop ecumenical consciousness among the members of the churches. The study explores the possible original meaning of ecumenical consciousness and the implications of widening understandings of ecumenism and develops a working definition of ecumenical consciousness. That definition is seen as having particular significance not only for the structures and activities of the WCC but for the ecumenical movement as a whole. Social movement analysis is used to seek to understand better the nature of the ecumenical movement and its relationship to the World Council. Whilst not completely identifying the ecumenical movement as a social movement, it is suggested that an understanding of participation, the framing of issues of contention and the purposes of social movement organisations can all contribute fruitfully to understanding the ecumenical movement. This perspective leads to questions about whose ecumenical consciousness needs to be addressed and about cognitive and emotional mobilisation. These questions provide a framework for engaging with the stated understandings of the educational and formational activity of the World Council from its foundation to the Porto Alegre Assembly in 2006. From the Library and Archives of the World Council, the research draws on the official documents of Assemblies and Central Committee meetings and perhaps, more significantly, on reports of less high profile consultations and papers of staff discussions. Because of the way in which the World Council operates, this historical analysis is divided into the periods between Assemblies. The conclusion reached is that periods of creative thinking about people’s involvement and participation which might lead to the formation of ecumenical consciousness have alternated with reversions to more formal processes of teaching about the ecumenical movement. The expectations of the member churches of the World Council have been directed more towards being supported in their separateness than being challenged ecumenically. The demands of particular issues (ecclesiological and justice/peace) have led to a greater concentration on content rather than process. The value of ecumenical experience has been recognised but not always the necessity of learning through reflection on that experience. It is suggested that these and other tensions have resulted in the World Council being unable to benefit from the potential of an ecumenically conscientised constituency. The thesis concludes with a chapter considering the implications of these conclusions for the future work of the World Council, arguing that, both for its own good and that of the ecumenical movement, it needs to work to develop an ecumenical consciousness in the people of its whole constituency as well as in the institutional churches and their leaders.

The Baccalaureate Nursing program in San Antonio, Texas experienced a decrease in National Council Licensure Examination for Registered Nurses (NCLEX-RN) on the first attempt for students graduating between 2009 and 2014 without a clear explanation for the decline. The purpose of this quantitative non-experimental correlational study was to analyze retrospective data from the school of nursing in San Antonio to determine the extent to which multiple variables (age, gender, race/ethnicity, cumulative pre-nursing GPA, cumulative GPA of nursing courses, remediation, and the Assessment Technologies Institute (ATI) examination predicted NCLEX-RN performance. The research question was: Is the ATI comprehensive examination a significant predictor of the NCLEX-RN performance of graduating nursing students in the San Antonio, Texas nursing program, either (a) on its own; or (b) in combination with other independent variables. The statistical problem was directed toward identifying the significant variables that predicted the NCLEX-RN performance of graduating nursing students between 2009 and 2014 using binary logistic regression analysis. The proportion of N = 334, nurses who passed the NCLEX-RN was n = 232, 69.5%. The answer to the research question, based on odds ratios (OR) was that NCLEX-RN performance could not be predicted solely by using the ATI predictor examinations. The ATI examination score was the strongest predictor of passing the NCLEX-RN (OR = 1.59) Ethnicity (OR = 1.38) and the combined pre-nursing and nursing GPA (OR = 1.28) were also found to be predictors of NCLEX-RN performance. The proportions of NCLEX-RN failures and need for remediation were highest among the African-American students. The gender and age of the students were not significant predictors of NCLEX-RN performance. The results of this research can be utilized by the San Antonio nursing program, as well as other nursing programs, to identify and address the factors identity of those graduating nursing students who are at risk of failing the NCLEX-RN. The researcher has shown that the predictor variables of the ATI predictor examination, cumulative college and nursing GPA’s, and ethnicity have a statistically significant correlation and therefore have impact on first time NCLEX-RN test takers passing the exam. It is recommended that Bachelor Degree Programs in Nursing focus on specific strategies within their institutions that would have a direct impact on these variables.

The Western Province Council of Churches (WPCC) is an ecumenical organisation based in Cape Town which promotes ideals of justice. From 1971 to 1995 it was a branch of the South African Council of Churches. The WPCC regards itself as a non-governmental organisation (NGO), and it is part of the NGO sector. It is funded by foreign donor agencies. This thesis studies the transformation of the WPCC as an organisation. This occurred as a direct result of the political transition in South Africa between 1990 and 1994. The main forces pressing change upon the WPCC during this period were: (i) its commitment to retain relevance in a changing political and social environment according to the principles of contextual theology; (ii) its need to adapt its mode of operation following considerable changes in the context of its work; and, (iii) the most powerful force, the influence of foreign funding agencies upon the nature of its activities.

O presente trabalho tem por objetivo analisar as mudanças institucionais ocorridas no Conselho de Segurança Nacional dos Estados Unidos entre 2001 e 2016. Ele se enquadra nas Resoluções nº 114/2014 e 115/2014 da Câmara de Pós-Graduação da Universidade Federal do Rio Grande do Sul e, portanto, é dividido em três partes. A PARTE I é composta por uma contextualização do objeto, contendo uma descrição geral do objetivo do trabalho, bem como a delimitação do objeto, marco teórico, e marco temporal. A PARTE II é comporta pelo artigo em si, que analisa as mudanças no sistema do Conselho de Segurança Nacional dos Estados Unidos através das administrações dos presidentes George W. Bush (2001-2008) e Barack Obama (2008-2016). O objetivo é demonstrar que mudanças em agencias de segurança nacional podem ser pontuais ou incrementais, dependendo das suas causas e consequências. Para tal, foram utilizadas técnicas de analise qualitativa e teoria do equilíbrio pontuado no exame de documentos oficiais e registros públicos. Primeiro, uma matriz institucional formada por normas, organizações, regras, capacidades e incentivos foi usada para comparar as mudanças no Conselho de Segurança Nacional para comparar as mudanças nas duas presidências. Em seguida, possíveis causas de mudanças selecionadas foram identificadas – design original da agencia, interesses dos atores burocráticos, ou eventos externos –, e finalmente, determinamos as consequências que essas mudanças podem ter para instituições ou politicas. A PARTE III apresenta a descrição da agenda de pesquisa a ser seguida.
This paper aims to analyze the institutional changes that took place in the National Security Council of the United States between 2001 and 2016. It is in accordance with Resolutions 114/2014 and 115/2014 of the Universidade Federal do Rio Grande do Sul, and therefore is divided into three parts. PART I is composed of a contextualization of the object, containing a general description of the objective of the work, as well as the delimitation of the object, theoretical framework, and time frame. PART II is composed by the article itself, which analyzes the changes in the system of the United States National Security Council through the administrations of Presidents George W. Bush (2001-2008) and Barack Obama (2008-2016). The objective is to demonstrate that changes in national security agencies can be punctual or incremental, depending on their causes and consequences. In order to do so we used techniques of qualitative analysis and theory of punctuated equilibrium in the examination of official documents and public records. First, an institutional matrix consisting of norms, organizations, rules, capabilities, and incentives was used to compare changes in the National Security Council to compare changes in the two presidencies. Then, possible causes for selected changes have been identified - original agency design, bureaucratic actors’ interests, or external events - and finally we determine the consequences that such changes can have for institutions or policies. PART III presents the description of the research agenda to be followed.

The post-colonial quest to reorganise and restructure missions became focused on the question of how the International Missionary Council (IMC) should relate to the World Council of Churches (WCC), as international symbols of a recovered relationship between mission and church. The desire to rehabilitate missions led to the more fundamental questioning of how mission should be redefined. This thesis demonstrates, through a study of Newbigin‘s involvement in the integration of the IMC with the WCC, how, after Tambaram (1938), church-centric missiology was redefined. The thesis seeks to ascertain what Newbigin contributed to integration; and secondly, how the process of integration affected Newbigin‘s theological reflection on the nature of mission. The study takes seriously the fact that Newbigin was a task theologian, and, through the use of extensive archives, seeks to bridge the gap between Newbigin‘s theological construction and the organisational embodiment of his convictions in integration. The thesis demonstrates how Newbigin‘s early experiences, in the Student Christian Movement, and as a missionary in south India, imbued him with convictions on the missionary nature of the church, which influenced his leadership of integration. The theological foundation for integration that Newbigin provided at Rolle (1951) and Willingen (1952) is assessed, as is Newbigin‘s tenure as general secretary of the IMC. The relationship between mission and church in Newbigin‘s theologizing is examined. The thesis demonstrates the process of how Newbigin made the significant shift from addressing the structures of mission to exploring the substance of mission, constructing a trinitarian foundation. Newbigin‘s emphasis, to facilitate integration between mission and church at the level of the local congregation, is evaluated, as is his response to the challenges posed by secularization. The outcome of integration is considered, in particular the role of mission within the WCC and the ongoing dichotomy between ecumenicals and evangelicals.

A tese busca demonstrar que a atuação do Conselho Nacional de Justiça criou um novo equilíbrio interno entre os órgãos do Poder Judiciário nacional. Para isso estabelece os padrões gerais dos institutos da Democracia, da Separação de Poderes, da Jurisdição e dos institutos da independência dos juizes, dos poderes processuais, da conduta individual externa e interna. A partir desses parâmetros estabelece um exame da estrutura atual do Poder Judiciário, com incursão na formação histórica, o que explica algumas das características atuais dos problemas que são enfrentados, como a demora na prestação jurisdicional e a conduta dos juizes. Focalizam-se os Princípios de Conduta Judicial discutidos e formalizados em Bangalore, Índia e que constituem um marco fundamental para a atividade dos juizes em todo o mundo. Como um documento de natureza diplomática, busca conciliar as diversas tradições jurídicas, quer européias ou americanas ou de outra influência, como Índia, Malásia e paises africanos. Também ocorre a análise dos princípios éticos aplicados no Brasil. No capitulo final adentra pela análise da atuação do Conselho Nacional de Justiça, fincando suas raízes históricas, inclusive como fruto do processo de globalização, capitaneado pelo Banco Mundial, examinando os diversos casos enfrentados pelo Conselho e enfatizando aqueles de maior repercussão para o equilíbrio interno dos órgãos do Poder Judiciário. Conclui-se que o CNJ é o guardião da administração do Poder Judiciário nacional e que o controle dos seus atos, realizado somente pelo Supremo Tribunal Federal, tem redundado em sua legitimação, o que é resultado da análise dos diversos precedentes examinados no curso da pesquisa.
The thesis seeks to demonstrate that the performance of the National Council of Justice has created a new balance between the internal organs of the national judiciary. For that establishes the general standards of the institutes of democracy, the Separation of Powers, Jurisdiction and the institutes of independent judges, procedural powers, the conduct of individual external and internal. From these parameters provides an examination of the current structure of the Judiciary, to foray into the historical background, which explains some of the current characteristics of the problems that are faced, as the delay in the court and the conduct of judges. They focus the Principles of Judicial Conduct discussed and formalized in Bangalore, India and constitute a milestone for the activity of judges around the world. As a document of a diplomatic nature, seeks to reconcile the different legal traditions, whether European or American or other influence, such as India, Malaysia and African countries. It also occurs to analyze the ethical principles applied in Brazil. In the final chapter enters by analyzing the activity of the National Council of Justice, deeply rooted historical, including as a result of globalization, led by the World Bank, examining the different situations faced by the Council and those emphasizing the greater impact to the internal balance of bodies of the Judiciary. We conclude that the CNJ is the guardian of the administration of the judiciary and the national control of their actions, carried out only by the Supreme Court, has resulted in his legitimation, which is a result of the analysis of several previous research examined the course of.

Governance is a predominant paradigm in political science, characterizing how current regimes are increasingly steered by multiple societal actors and structures. The specific purpose and processes of such arrangements however, remain vague in theory and in practice. This thesis relies on narratological and ethnographic methods to describe how motivations, goals, and interactions of collaborative governance arrangements advance theoretical and empirical definitions. The focus of this paper is the Swedish National Innovation Council (NIC), which provides a rare case of collaborative governance at the national government level. By interpreting the active narratives of this council, theoretical definitions of collaborative governance are stabilized. I rely on semi-structured elite interviews and document analyses to gain access to the council’s otherwise exclusive arrangement. I find that this constructivist approach adds sociopolitical dimensions to the concept of collaborative governance, including a deeper understanding of collaboration, change and contribution. These theoretical findings are grounded on empirical observations, including my concept of ‘bilateral opportunism,’ the semantics presented in the concept of change, and the reconceptualization of public service. The will to improve expressed by the NIC has political and democratic implications that this thesis will discuss.

The available literature on Mary Mcleod Bethune is very similar. Though it may look at various aspects of her life, it does so on the same plane. It gives an overview. In other words, it skims over her life, focusing only on the very narrow - and positive - aspects. She was the founder and president of a black college. She was head of a federal agency during the New Deal. She was head of a million member black women's organization. But what do these "highlightings" tell of Bethune and the world in which she worked? The point of this paper is to vary a little from the present literature. By taking a closer look at two of Bethune's organizations: the National Council of Negro Women and the Nation Youth Administration's Division of Negro Affairs, perhaps we can tell a little more of who Bethune really was and how important her work was to her. By "humanizing" Bethune, we may get a better understanding of what it meant to be a minority in a racist nation during a trying time.

The purpose of this study was to examine efficacious instructional strategies that the New England Community College (NECC) nursing program could implement in the curricula to improve National Council Licensure Examination Registered Nurse (NCLEX-RN) first-time pass rates. Effective strategies from students and nursing program faculty had used were investigated. Such strategies support student nurses in their efforts to succeed on the first administration of the exit examination. The rationale for this study and resulting project was that they could improve NCLEX-RN first-time pass rates and positively impact the local hiring of qualified nurses. Guided by Knowles's adult learning theory, key results of the study and resulting project were developed from effective instructional strategies discovered from former NECC students. The central research question focused on identifying which teaching-learning strategies in the NECC nursing curricula improved students' critical thinking skills and problem solving skills. A qualitative case study design was employed with a purposeful sample of 15 former NECC nursing program graduates. Participant focus groups and annual program/accreditation documents were used to collect data to address how student nurses learn best in order to be successful on the exit examination. The project was the creation of a 3-day seminar in the first semester curriculum that focuses on effective licensure preparation instructional strategies to establish and maintain high NCLEX-RN pass rates. Implications for positive social change include, but are not limited to, improving students' problem solving skills and application of critical thinking strategies in order to positively impact the lives of the patients whom they will serve.

The United States continues to be affected by a severe, long-standing nursing shortage that is not projected to resolve within the next 10 or more years. Unsuccessful passage of the National Council Licensure Examination for Registered Nurses (NCLEX-RN) among graduate nurses remains one of several key contributors to the nursing shortage. The goal of this study was to identify if either cumulative fall semester GPA; the overall prenursing science, mathematics, and English GPA; type of high school background; TOEFL score; clinical pass or fail; and on-time program completion best predicted passage of NCLEX-RN. Archived records from the academic years of 2006-2010 of students/graduates of a small, private BSN program were analyzed. A nonconcurrent, prospective design of secondary data was guided by the theoretical implications of the Seidman retention formula that surmises that early identification of academic problems is a necessary precursor to implementations that promote academic success. Significant, positive correlations were found between GPA of prenursing courses and achievement in clinical courses and on-time nursing program completion. Forward and backward, logistic regression procedures revealed that clinical performance was the strongest predictor of NCLEX-RN success but with an inverse relationship. Implications for positive social change include retention of BSN students to improve graduation rates. This ultimately will foster achievement on the NCLEX-RN, resulting in more graduates will be able to competently serve the health care needs of individuals and communities and alleviation of the nursing shortage.

Little information is available regarding the consequences of new nursing graduates who fail the National Council Licensure Examination for Registered Nurses (NCLEX-RN). The purpose of this study was to understand how these graduates could successfully pass this examination in subsequent attempts. Guided by Fisher's personal change model, the key research questions addressed the consequences of failing the NCLEX-RN exam and the actions the new graduate took after failing it. A phenomenological design was employed with a purposive sample of 17 new nursing graduates in the metropolitan area who had failed the NCLEX-RN. An inductive approach using a constant comparison, content analysis was used to analyze data. NVivo software was used to assist in identifying and clustering codes to form a thematic label. Emergent themes were extracted and then triangulated with those themes emerging from each respondent's interview. Results of the study indicated that students who failed the NCLEX-RN exam were depressed, isolated, and financially strained as they continued to pay their student loans during their unemployment. The findings indicated that schools of nursing seldom offer support for graduates who do not pass the exam. This finding informed the development of an NCLEX-RN preparation course to aid students to pass the NCLEX-RN exam, either on their first attempt or after failing the exam. Positive social change may occur as nursing school program directors and faculty use the results of the study to modify curriculum and develop strategies to ensure higher NCLEX-RN success rates.

ENGLISH ABSTRACT: This dissertation has been motivated by the prevailing trends of violence in Nigeria and the detrimental effects on human dignity as understood from a theological perspective. The call for peace building by the Decade to Overcome Violence (DOV) programme of the World Council of Churches (WCC) is an important attempt to address the issue of violence which should be taken seriously by the Christian church in Nigeria in its own efforts to address this problem. The increasing deteriorating relations and persistent inter-religious, socio-economic, political and cultural violent strife constitute primary contributing factors that threaten peace in Nigeria. For a long time, this concern has necessitated careful, honest and sincere revisiting. This research which is based on the DOV is motivated by the framework of the global human community which has been marked by numerous structures of violence, injustice, oppression and discrimination causing suffering to millions of men, women and children. Violence, whether physical, structural, psychological or in other forms, is shown to be a denial and abuse of life. Affirming human dignity, the basic rights of people and their integrity, shows that justice is vital to lasting peace and that the denial of the dignity of others serves as motivation for and usually also constitutes the first casualty of any form of violence. Violence, therefore, reaches beyond physical harm to the violation of the personhood of the other. Victims of violence referred to in this study are mostly the innocent and the powerless whose dignity is being violated by religious, social, economic and political structures. Nigerian history testifies to such denials of human dignity through the deplorable and persistent violence in the country. Furthermore, the world is responding to this situation, and similar situations elsewhere, with growing concern and determination. Since 2001, the World Council of Churches has been addressing violence in many different ways. It has generated significant alliances and measures to prevent violence and educate people on peacemaking, by declaring 2001-2010, the Decade to Overcome Violence. Through the DOV, the WCC has declared prevention of violence a public and organisational priority, thus, requesting all member states to establish violence prevention programmes within their ministries. One of the questions posed at the onset of the programme is whether it is possible to eradicate violence completely and establish world peace within a decade. However, the initiative does not actually claim that it would overcome all forms of violence. At the end of the Decade, violence might still be witnessed, but by participating in this global movement for peace, the churches would have become sensitised to situations of violence within and around them and would have been sufficiently motivated to participate in the task of healing the brokenness around them. The desire and aspiration to overcome the spirit, logic and practice of violence in a Christian and ecumenical spirit, however, is rooted in the gift and promise that Christ made to his disciples: “My peace I give you”, and “blessed are the peacemakers…” (Matthew 5:9). Against this background, engaging Hans Küng’s work becomes consequential, since a number of key implications for the Nigerian church and society have emerged in the attempt to consider Küng’s Christology of peace as a framework. Küng’s work is employed as the basic framework of this research as he provides us with a Christology of active non-violence and an ideology of peace. He presents us with a historical Jesus who demonstrated peace building and reconciliation in his ministry. Therefore, if the Christian tradition wants to contribute to peace in the contemporary world, then it needs to rediscover the radical non-violence of its founder and take seriously his disclosure of God. For Küng, peace can only have its root in the world (and that includes Nigeria), if it is established through radical humanism, transcendence, love and obedience.
AFRIKAANSE OPSOMMING: Die motivering vir hierdie tesis het ontstaan in die heersende tendens van geweld in Nigerië en die nadelige impak wat dit het op menswaardigheid, soos verstaan vanuit `n teologiese perspektief. Die oproep vir vrede deur die Dekade om Geweld te Oorkom (DGO) programme van die Wêreldraad van Kerke (WVK) is `n belangrike stap in die poging om die kwessie van geweld aan te spreek. Dit moet ernstig opgeneem word deur die Christelike Kerk in Nigerië en deel vorm van die kerk se pogings om hierdie probleem aan te spreek. Die toenemend verslegtende verhoudings en volgehoue inter-religieuse, sosio-ekonomiese, politiese en kulturele geweldadige worstelinge vorm deel uit van die bydraende faktore wat vrede in Nigerië bedreig. Hierdie bekommernis is al vir `n geruime tyd een wat versigtige, eerlike en opregte aandag nodig het. Hierdie navorsing is gebaseer op die DGO en is geinspireer deur die raamwerk van die globale menslike gemeenskap wat gekenmerk word deur verskeie strukture van geweld, onreg, onderdrukking en diskriminasie – wat lei tot die lyding van miljoene mans vroue en kinders. Research problem: The restructuring of an organisation can be classified as a transformational intervention (Litwin & Burke, 1992). As such is it has a potential to significantly influence key employee attitudes that are related to employee and organisational performance. Any deterioration in these attitudes could impact negatively on organisational outcomes. As part of the monitoring and review of change interventions, management needs to understand the change in employee attitudes towards their work and management in their business units and towards the broader organisation in order that, if necessary, corrective action can be taken. Research objectives: To address the research problem, research objectives and questions were established. The main objective of the study was to investigate whether there has been a change in attitudes of employees in two business units of a South African National Science Council after the implementation of restructuring in the organisation and the business units. The key attitudes to be measured are job and management satisfaction, perceived organisational support, organisational commitment and a dimension of employee engagement, dedication. Research questions: Four research questions were established and these were; What is the change in employee attitudes post-restructuring? In particular what is the change in employee job satisfaction; management satisfaction, employee engagement, commitment to the organisation and perceived organisational support? What is the relationship between the sub-groups, distinguished by gender, occupational level, race, home language, age, number of years of service and business unit, and employee attitudes pre-restructuring? What is the relationship between the sub-groups distinguished by gender, occupational level, race, home language, age, number of years of service and business unit, and employee attitudes post-restructuring? What is the relationship between the sub-groups distinguished by gender, occupational level, race, home language, age, number of years of service and business unit, and the change in employee attitudes pre and post-restructuring? Research design: The nature of this research is descriptive. In order to solve the research questions the researcher used a pre-test and post-test measurement of employee attitudes. A survey using a structured self-administered questionnaire was used to collect information regarding employee attitudes before and after the restructuring of the organisation and business units. Major findings: The results from the survey showed that there was a change in the levels of organisational commitment, job satisfaction and management satisfaction at the National Science Council after the restructuring had taken place. Also, the impact of the sub-groups in the organisation on affective factors was evident in the level of occupation and employee engagement, race and management satisfaction, the business unit and the levels of perceived organisational support, management satisfaction and employee engagement, home language and employee engagement, the number of years the employee had worked for the organisation and management satisfaction, age and job satisfaction and employee engagement.

ENGLISH ABSTRACT: Aim: To investigate whether Mpumalanga Province's representation in the NCOP can be improved. Problem: The Mpumalanga Provincial Legislature is not performing as expected in the NCOP. The views of Mpumalanga Province are not articulated well in the NCOP. This may be as a result of a lack of research capacity within the Provincial Legislature. The available researchers are not experienced in the political and policy environment. The NCOP meeting cycle or timetable also does not allow enough time for the provinces to adequately prepare for pieces of legislation. There is further little or no interaction between the chairpersons of the Provincial Portfolio Committees and their counterparts in the NCOP. There is poor coordination, planning and communication within the provincial legislature. The Mpumalanga NCOP Liaison Office in Cape Town is not adding value to the information flow from Parliament to the Mpumalanga Provincial Legislature. It is acting as a post box by passing information on without any further research and analysis. The research question is: How to improve the effectiveness of the Mpumalanga representation in the National Council of Provinces? Hypothesis: The role of the Mpumalanga NCOP Liaison Office in Parliament needs to be redefined, and the research capacity of the Mpumalanga Provincial Legislature needs to be enhanced, in order to increase the effectiveness of the representation of Mpumalanga Province in the NCOP. Methodology: The following methods were used in this study; • Face to face interviews with the Chairperson of the NCOP, Ms N Pandor. • A structured questionnaire was sent to the Chief Whip of the NCOP, Mr. E Surty and selected members from the Mpumalanga Provincial Legislature. • Participant observation was used, as the researcher was, at the time of this study, an employee of the Mpumalanga Provincial Legislature stationed at the NCOP. • A literature study was also undertaken. Scope: The study concentrated on the Mpumalanga Provincial Legislature while lessons were drawn from other provinces. There is no universally agreed upon criterion to judge what constitutes organizational effectiveness. Evidence from the literature revealed that in order to improve organizational effectiveness, the Goal Attainment, Systems and Strategic Constituencies Approaches to organizational effectiveness need to be combined. These approaches are not mutually exclusive. The focus of the Goal Attainment Approach is mainly on ends while the Systems Approach concentrates on means to achieve the ends. The Strategic Constituencies Approach seeks to appease those stakeholders, in the environment, with potential to threaten organizational stability. Major Findings: Observation, personal experience and the responses from the informants tended to confirm the hypothesis. This study revealed that the researchers of the Mpumalanga Provincial Legislature were not empowered to deal with legislative matters. Major ConclusionslRecommendations: The most important recommendations are; .:. That Parliament should introduce legislation that will enable Provincial Legislatures to confer authority on their delegations to cast votes uniformly on their behalf in the NCOP . •:. That the brief of the provincial research unit be clearly specified. That a research agenda for each session of Parliament be set. .:. That the role of Regis House staff be expanded to include research, administration and liaison work. .:. That all researchers and senior staff of the organization be re-briefed on the functioning of the Provincial Legislature . •:. That comparative research be conducted on KwaZulu Natal and Western Cape who seemed to produce the best results.
AFRIKAANSE OPSOMMING: Doelwit: Om ondersoek in te stel of die Mpumalanga Provinsie se verteenwoordiging op die Raad van Provinsies verbeter kan word. Probleem: Die Mpumalanga Wetgewer presteer nie na verwagting in die Nasionale Raad van Provinsies (NRVP) nie. Die sieninge van die Mpumalanga Provinsie word nie goed weergegee in die NRVP nie. Dit mag wees as gevolg van 'n gebrek aan navorsingskapasiteit in die Provinsiale Wetgewer (PW). Die beskikbare navorsers het nie ondervinding in die politieke en beleidsomgewing nie. Die NRVP siklus of tydskedule gee nie genoeg tyd aan provinsies om behoorlik vir wetgewing voor te berei nie. Daar is min of geen interaksie tussen die voorsitters van die Provinsiale Portefeulje Komitees en hul kollegas in die NRVP nie. Daar is ook swak koordinasie, beplanning en kommunikasie in die Provinsiale Wetgewer. Die Mpumalanga NRVP se skakelkantoor in Kaapstad voeg geen waarde toe tot die vloei van inligting van die Parlement na die Mpumalanga Provinsiale Wetgewer nie. Tans dien dit net as 'n posbus, wat inligting deurgee sonder verdere navorsing en analise. Die navorsingsvraag is, hoe kan die verteenwoordiging van die Mpumalanga Provinsie in die NRVP verbeter word? Hipotese: Die rol van die Mpumalanga skakelkantoor in die Parlement moet herdefinieer word en die navorsingskapasiteit van die Provinsiale Wetgewer moet versterk word, om die effektiwiteit van die verteenwoordiging van die Mpumalanga provinsie te verbeter in die NRVP. Abstract:
Teacher preparation programs in special education are responding to demands for quality. Sources inside and outside the field of education have called for change. In 1986, the National Council for Accreditation of Teacher Education (NCATE) accreditation redesign was implemented. The Council For Exceptional Children (CEC) adopted Standards for the Preparation of Special Education Personnel in 1983 and these standards for special education programs have become a part of the NCATE redesign. This study proposes to answer the question of whether these professional standards and the NCATE redesign have had a direct impact on masters level special education teacher preparation program quality and development.;Research was conducted on a national level surveying teacher preparation programs for the mildly and moderately handicapped. The sample of 150 included members of NCATE due for program review in 1987-88 and those in 1990-91, as well as a sample of programs that are non-NCATE members. Analysis viewed differences in NCATE/non-NCATE teacher preparation programs, programs being reviewed for continuing accreditation in 1987-88 and 1990-91, and the extent to which the CEC standards for the Preparation of Personnel and Code of Ethics are addressed when comparing the NCATE and non-NCATE accredited institutions.

The National Guard and Reserve components of the United States Armed forces are not fully able to receive access to treatment for post traumatic stress disorder (PSTD) to the same degree as their Active component counter partners. One of the main reasons for this occurrence is that Active Duty military soldiers return from the war zone to their Army Post communities. The Active Component have available to them all of the Army’s resources and personnel at their deposal. But National Guard and Reserve components return back to their local communities without access to the resources and personnel to assist them with their PTSD related problems. If the resources are available they often fail to take advantage of them, because of their lack of knowledge of the available resources. Additionally, the shame and stigma associated with receiving mental health assistance often causes soldiers to refuse to accept the available help. Families, churches, and communities often don’t have the knowledge base for accessing resources for the soldiers’ treatment. This Doctor of Ministry project developed a training program to train families, churches, and communities to recognize the signs and symptoms of PTSD. This program will provide them with avenues to access and receive the available resources. The researcher believe that if families, churches and communities receive awareness training about PTSD, service members will have people they trust assisting them with their war related problems upon their return.

Abstract:
Pentecostals have conventionally been defined as a group who avoid critical reflection on the biblical text in favour of Spirit-led experience. This weighting encourages a general anti-intellectual disposition often taken as representative or defining of the movement. While this description may well be a matter of stereotyping, it is a view that holds considerable force. This thesis explores the nexus between the practice of a Pentecostal academy and Pentecostal ecclesial praxis within the Australian context and their role in influencing or maintaining this view. An initial intuition of incompatibility between Pentecostal academia and Pentecostal ecclesial praxis inspired the design and distribution of a survey in an attempt to understand and explain the perceived incongruence. An analysis of the survey results highlights what I take to be the underlying issue, namely, a matter of hermeneutics. Accordingly, the thesis examined the discipline of hermeneutics and the philosophical issues that exert influence on the Pentecostal interpretation of the biblical text. This examination emphasised the importance of pre-conceptions, one’s contextual situatedness, along with the possibilities and desirability of multi-vocality in interpretation with respect to Australian Pentecostalism. Having canvased the development of Australian Pentecostalism with an eye to the pre-conceptions embedded in biblical interpretation, the tension between Pentecostal academics and ecclesial practice is shown to be a constant theme throughout the movement's history and something which contributes significantly to an anti-intellectual disposition. However, what has not, I suggest, been explored in sufficient detail elsewhere is the character of academic engagement with the biblical text that has occurred since the inception of Pentecostalism. Accordingly, the thesis considers the development of Pentecostal hermeneutics and establishes that while certain evangelical approaches to and perspectives on critical biblical scholarship may have helped Pentecostals establish academic credibility and acceptance, that same partnership downplayed the significance of spiritual experience in the overall hermeneutical process. This exploration emphasised the need for ongoing exploration of a distinct and distinctive Pentecostal hermeneutic. To contribute to this discussion, I explored the Catholic tradition’s approach to hermeneutical issues relating to the interpretation of the Bible to offer a counterpoint for Pentecostal reflection. Having explored the documents that led to the Second Vatican Council and those that emerged subsequently, the thesis does not propose a “framework” within which Pentecostal interpretation can be controlled. On the contrary, it looks to stimulate discussion on frameworks that might shed light on how specific and often unidentified hermeneutical issues can be identified and discussed. The principle analytical issue is one of hermeneutics, and the search for a hermeneutical framework that is appropriate to and defining of the Pentecostal community in Australia. The thesis, then, is not an attempt to resolve or dissolve a problem. It is instead a contribution to a rigorous definition of a problem and an invitation to a process of discernment in which the question is what remains to the fore and guides investigation and reflection.

Safety culture and safety climate are terms that are used often in the context of safety management but are not very well defined or differentiated. This research concentrates on safety climate, a summary concept of employee perceptions of safety management practices within their organisation. There is a common assumption that a positive safety climate results in better safety performance outcomes, yet there is little research evidence to support this notion.
Despite being defined as a summary concept, much of the research on safety climate has been empirically driven and has concentrated on identifying the number and content of the dimensions/factors that contribute to the safety climate. Due to a lack of theoretical input in the field, the use of proprietary instruments which are unavailable in the public domain and varied developmental histories of these tools, the findings of past research has been mixed.
This research addresses several of the limitations in the literature on safety climate by using the National Safety Council of Australia’s Safety Climate Survey. The research centres around two main issues; the dimensionality and factor structure of safety climate; and investigation of the applicability of a framework linking safety climate to safety performance.
The project was divided into two studies. Study I is based on archival data collected by the National Safety Council of Australia (NSCA) (N=215, N=127, N=90). Study II utilises data collected specifically for the purposes pf this research (N=226). The survey instrument was further developed for Study II to include scales that allow for a more complete investigation of a framework linking safety climate to safety performance.
A comprehensive validation of the NSCA safety climate survey was conducted. Structural Equation Modelling was utilised to examine various models of the factor structure of safety climate. It was found that safety climate is best understood as a second order concept comprised of several specific first order factors. The factor structure remained consistent across several samples however the strength of the individual factors varied in each sample.
Structural Equation Modelling was also used to investigate the framework of the relationship between safety climate and safety performance. Evidence in support of his model was obtained however some variations to the model were necessary to achieve this support. Reinforcement for the influence of general organisational climate in providing a context for safety climate was revealed. Given that it was not possible to include all aspects of the framework within the statistical model these findings provide a good impetus for further research in this field.

Abstract:
Since the mid-20th century in the United States, there have been several reform movements within mathematics education; each movement has been subject to its own unique socio-cultural and -political forces. The National Council of Teachers of Mathematics’ (NCTM) Standards documents—Curriculum and Evaluation Standards for School Mathematics (1989), Professional Standards for Teaching Mathematics (1991), Assessment Standards for School Mathematics (1995), and Principles and Standards for School Mathematics (2000)—not only represent the most recent of these reform movements but also the most enduring. Collectively, these documents have formed a discourse (cf. Foucault, 1969/1972)—Standards-based mathematics education—that has guided mathematics education through the 1990s and beyond. This study uses Foucaultian archaeological and genealogical methods (cf. Foucault, 1969/1972, 1975/1995) to explore Standards-based mathematics education as a “discursive formation” (Foucault, 1969/1972) and the complex power relations (cf. Foucault, 1976/1990) that made it possible for the formation to become The discourse of school mathematics, making others impossible. Data for the exploration includes the Standards documents, earlier histories of the NCTM Standards moment, scholarly and policy literature surrounding the NCTM documents, and oral history interviews with several of the writers of the NCTM documents. The study presents a historical narrative of mathematics education in the 20th century that both contextualizes Standards-based mathematics education and problematizes NCTM’s efforts; a key focus is the strategy that NCTM deployed to maintain the viability of Standards-based mathematics education as a discourse. Foucault’s (1984) “author function” is used to address the ways that the writers, externalities, and NCTM as an organization “authored” the Standards documents. The study concludes arguing that perpetuating the discursive formation of Standards-based mathematics education is neither good nor bad but only dangerous; therefore, it requires mathematics educators to maintain a sense of pessimistic activism related to present and future reform efforts (cf. Foucault, 1983/1997).
