Abstract:
Granting family residence rights to third country national EU family members is a controversial issue that has been the object of a lively debate, especially in recent years. The debate has been particularly focused on the role played by the Court of Justice of the European Union in deciding cases involving EU citizens and their third country national family members. The Court has been criticized for inconsistent judgments and providing a lack of legal certainty. The object of this thesis is to analyse the intricate jurisprudential scenario of family reunifications between EU citizens and third country nationals. In order to do so I will place the Court’s case law in its broader historical context. Through my analysis, I will show how the phenomenon of family reunification between EU citizens and third country nationals is the fruit of a development that, starting from the legislation of the first post World War II era reached its climax in the more recent judgments of the CJEU. Using a historical prospective, I will outline that the original meaning of the first family reunification legislative provisions, their more recent CJEU interpretation and the new application of the concept of EU citizenship find their ground on specific trends that have characterized the process of European integration for years. I will look in particular at the development of the Common Market project, focused on eliminating obstacles that would hinder the right of free movement of workers and at the strengthening of the rights deriving from the EU citizenship status. I will also show how since the oil economic crises these two currents begun to clash with the stricter immigration policies adopted by some Member States. I will argue that the approach of the Court can be better appreciated when placed at the interplay of this clash.

Abstract:
Family and children are brought to the front in contemporary Russia and constitute an important policy area. Manifesting the centrality of family and children, the period 2018―2027 has also been officially proclaimed “the decade of childhood”, leading to numerous policy initiatives and momentous media attention. The thesis explores this current development with a particular interest in what role the family plays in asserting and negotiating (state) power and in the overall national project of constructing Russianness. The aim is thus to examine the articulations of Russianness and family in policy and media in contemporary Russia. The analysis is conducted mainly at the level of discourse and is inspired by Laclau and Mouffe’s discourse theory. Applying constructivist theories of nationalism in conjunction with feminist theories that critique the concepts of the nation and the state, the thesis demonstrates how the discourse articulated in policy documents and state-controlled media interconnects “family”, “tradition”, and “Russianness” and what possible effects are produced as a result. It also discusses how categories of gender, class, ‘race’/ethnicity and sexuality inform the articulated national identity. The thesis argues that despite civic “Russianness” (rossiyskaya naciya) being furthered as the desired national project, a number of articulations clearly point to nation’s ethnic character. As “Russianness” and “tradition” are loosely defined the viability of such articulations is questioned, given both Russia’s history and the coming transformations of the Russian welfare state.

Abstract:
The relationship between media and religion has been influenced by many factors in history. The Church of Jesus Christ of Latter-day Saints has received a great deal of media attention throughout the world in the past five years. In Italy, the Church National Council of Public Relations worked to provide the media with the necessary information to report accurate news about the Church. This thesis collected the information provided to the Italian media by the Church National Council and analyzed the main topic and the level of accuracy reported by the Italian media on Church-related news. The results show that Italian media tend to use the information provided by the Church only when discussing the Church in Italy, but still report a great deal of inaccurate or misleading information when discussing the Church in the world.

The study outlines five areas of intervention in the development of women&rsquo
s studies and politics on the continent. Firstly, it examines the problematic construction and the inclusion of women in the narratives of the liberation struggle in South Africa. Secondly, the study identifies the sphere of intellectual debates as one of the crucial sites in the production of historical knowledge about the legacies of liberation struggles on the continent. Thirdly, it traces the intellectual trajectory of Charlotte Maxeke as an embodiment of the intellectual contributions of women in the struggle for liberation in South Africa. In this regard, the study traces Charlotte Maxeke as she deliberated and engaged on matters pertaining to the welfare of the Africans alongside the prominent intellectuals of the twentieth century. Fourthly, the study inaugurates a theoretical departure from the documentary trends that define contemporary studies on women and liberation movements on the continent. Fifthly, the study examines the incorporation of Maxeke&rsquo
s legacy of active intellectual engagement as an integral part of gender politics in the activities of the Women&rsquo
s Section of the African National Congress. In the areas identified, the study engages with the significance of the intellectual inputs of Charlotte Maxeke in South African history.

Le concile de Constance est convoqué par le pape Jean XXIII en vue de mettre un terme au schisme qui déchire la chrétienté occidentale depuis 1378. Les Pères conciliaires sont également désireux de réformer l’Église et de mettre un terme aux abus qui y règnent. En tout état de cause, rien ne laisse supposer d’un premier abord que le concile de Constance soit l’occasion pour les Français qui s’y trouvent d’affirmer et de construire leur identité nationale. Pourtant, l’organisation du concile en nations favorise le regroupement des Français et rend nécessaire des prises de décisions communes. Entre 1415 et 1417, si les divergences existent entre les membres de cette nation composite, le sentiment national et la défense d’intérêts communs prennent une place croissante. Par ailleurs, la translation de la guerre de Cent Ans au concile rend les relations des nations anglaise et française de plus en plus conflictuelles. L’alliance du roi des Romains Sigismond avec Henri V isole les Français au concile. Pope John XXIII convened the oecumenical council of Constance to end the schism splitting the western Christianity since 1378. The council Fathers were also eager to reform and rid the Church of the prevailing influence peddling. Anyhow, at first glance nothing suggested that the council of Constance would give the attending French party an opportunity to assert and build up their national identity.Still, the council’ organisation around nations prompted the French to pool together and called for common stances in decision-making. Between 1415 and 1417, while differences still existed amongst the members of this composite nation, a feeling of national loyalty and the fight for common interests became increasingly important.In addition, due to the emergence of the 100 years’ war in the midst of the council, the French-English relationships became ever more conflicting. The French were isolated in the council as a result of the Roman king Sigismond’ alliance with Henry V.As a result of these mishaps, most members of the French nations felt prompted to unite and stand solidly behind Charles VI’ ambassadors.In the name of their pledge of allegiance to the Crown, the French king’s embassy endeavoured to gain control of, and orientate the French nation’s decision in a sense favouring the king’s interest

Abstract Policymakers across Europe have increasingly emphasised the importance of paying close attention to the social dimension of higher education and taking further steps to ensure that the composition of Europe’s universities more adequately reflects the diversity of the wider population. While there have been a number of studies that have explored this through analyses of European- and national-level policy and others that have assessed a range of quantitative indicators related to student diversity, this chapter assumes, in contrast, an interpretivist stance; it is interested in the perspectives of those studying and working ‘on the ground’ within the European Higher Education Area. Specifically, we seek to answer this research question: To what extent do students and staff, across Europe, believe that higher education access and experiences are differentiated by social characteristics (such as class/family background, race/ethnicity/migration background, gender and age)? In doing so, we draw on data from a large European Research Council-funded project, including 54 focus groups with undergraduate students (a total of 295 individuals) and 72 in-depth individual interviews with members of higher education staff (both academic and non-academic). Fieldwork was conducted in three higher education institutions in each of the following countries: Denmark, UK-England, Germany, Ireland, Poland and Spain—nations chosen to provide diversity with respect to welfare regime, relationship to the European Union and mechanisms for funding higher education. We explore commonalities and differences between staff and students and between different countries, before identifying some implications for policymakers keen to promote further social inclusion within Europe’s higher education institutions (HEIs).

This chapter discusses the issue of authorial rights and privacy. It considers Tolstoy, who represented a unique example of a writer who voluntarily doomed himself to the torture of private life devoid of privacy. During his lifetime, his family estate was turned into a museum; his every step and word were immediately recorded, transmitted by telegraph wires, and divulged by the press. His death was watched, commented on, and discussed in newspapers and on the street. The chapter asks, what is more valuable for society—to secure the personal rights of authors and their relatives or to satisfy the needs of science and public education? Finding the balance between these exigencies was at the center of the debates on copyright in the press and—when plans for the new law on copyright entered the legislative process—the Third State Duma, then followed by the State Council.

In addition, the importance of family centred care and a multicultural approach to care will be discussed. Some of the skills outlined in this chapter may be classified as advanced skills, for example, caring for a child on parenteral nutrition, and therefore you should seek appropriate guidance/ supervision when undertaking these practices. Moreover, it is essential that the student follows appropriate care plans, works within his/her scope of professional practice, and adheres to local policy in relation to carrying out nursing care (Nursing and Midwifery Council (NMC), 2007). This chapter will enable you to: ● Briefly describe the anatomy and physiology of the gastrointestinal system. ● Understand the procedures outlined in the chapter. ● Explain the rationale for the care you provide. ● Understand the importance of the holistic needs of the child when carrying out procedures. ● Understand the importance of family centred care and a multicultural approach to care. Knowledge of national and local policies and guidelines are recommended to enhance learning, e.g. National Institute of Health and Clinical Excellence (NICE) guidelines. Where reference is made to national guidelines, students are advised to refer to them for more detailed information. In this chapter, we consider Niebuhr’s views of the nature of the world community, the United Nations, globalization, and the potential for national transcendence, or the likelihood of nations laying down their interests for a higher international good. Niebuhr would have viewed globalization positively, as a way to advance functional cooperation between nations. A strong supporter of the United Nations, he viewed the UN Security Council veto as an important tool, allowing cooperation among the powers but blocking forward movement on issues the great powers could not agree on. Despite his liberal internationalism, he did not believe national transcendence was likely given all he said about power, moral dissonance, and groupism, nor would he have found world government attractive given the fallibility of human nature, particularly if one considers dystopian tales such as Orwell’s 1984 or Rand’s Atlas Shrugged.

In many fast-growing cities around the country, up to three- quarters of the land zoned for residential use is reserved for detached, single-family dwellings at suburban densities. This is both a climate justice and racial justice issue as it has the doubly negative impact of artificially constraining housing supply and driving up costs, forcing many lower and middle income families farther away from job centers and imposing on them long, costly, and carbon-intensive com- mutes. Single-family zoning was also used as an explicit tool to segregate the U.S. by race starting in the 1920s and, in the process, denied countless people of color access to home- ownership, the most powerful wealth-building tool available to U.S. families. This is a significant factor in the stark racial disparities in household wealth that we see today.This paper outlines the findings of a nationally cited report on single-family zoning released by the Seattle Planning Commission, which advises the City Council and Mayor on land use and housing policy and of which the author is a member. It also reviews a collaboration between the com- mission and a graduate research-based architectural design studio and seminar co-taught by the author. This collabo- ration re-envisions urban, single-family neighborhoods to be more equitable, sustainable and livable while engaging students in a national policy dialogue in the process. The results of the studio will advance the commission’s efforts to advise Seattle’s elected officials in revising public policy to be more aligned with the city’s climate and racial justice goals.

Violence against women, which is accepted as a violation of human right in Turkey and in whole world for many years, causes physical and mental harms by practicing all kind of personal and collective behavior including force and pressure. Femicides have increased 1400% in the last seven years and one of every three women is subjected to violence. It is doubtful that in international law; Convention on the Elimination of All Forms of Discrimination against Women and Council of Europe Convention and in additional to this in national law; The 1982 Constitution and The Law to Protect Family and Prevent Violence Against Women can provide effective guarantee to protect the place of woman in Turkish Society or not? Despite all of the legislative regulations, the violence against women in Turkey increasingly goes on. For this reason it is crucial to evaluate the articles no 5th, 10th, 17th, 41st and 90th of Constitution which compose the legal basis for preventing violence against women. Republic of Turkey’s founding philosophy bases on equality of women and men, which means equal rights for every single citizen. To end this violence against women; can be achieve only through provide this equality legally and defacto, and also, apply social state’s principles in real life. Because in social states, struggling against this violence should be accepted as government’s policy. The state should be in cooperation with all women's organizations and provide training for related trade bodies.

The objective of this article is to discuss the progress of the globalization in the field of architecture, its signs, and its processes. The article also demonstrates how the aspect of localities has been affected by the global forces which will be done through two case studies: Algiers and Istanbul. The results expose that Globalization approach can be defined from various perspectives, but what common in these viewpoints is the "Mobility" of thoughts, objects, people, and ideas between regions, nations, and continents. The stereotype aspect of global cities which characterized by tall-sized buildings, the new materials, the sophisticated facades, new technologies etc., has impacted on the priorities of people and authorities of various countries like Algeria, and Turkey.

Abstract:
This paper outlines a demonstration project planned and implemented at the Canadian Centre for Housing Technology (CCHT) in 2006. The CCHT, located on the campus of the National Research Council (NRC) in Ottawa, Ontario, Canada maintains two identical, detached, single-family houses that have the capacity to assess energy and building technologies in side by side comparisons with daily simulated occupancy effects. The paper describes the residential integrated total energy system being installed in one of the homes at the CCHT for this demonstration, consisting of two one-ton ground source heat pumps, an air handler with supplemental/back-up hydronic heating capability, a natural gas fired storage type water tank, an indirect domestic hot water storage tank and a multistage thermostat capable of controlling the system. There is also a description of the bore-field, consisting of three vertical wells arranged to suit a typical suburban landscape. Two of the wells serve the heat pumps; the third well is arranged between the other two to sink the waste heat from a cogeneration unit. The 6 kWe cogeneration unit to be installed in May 2007 is also described. The heat pump system was deliberately sized to satisfy the cooling load in Canada’s heat dominated climate, leaving room in the operation of the system to accept waste heat from the cogeneration unit, either directly or indirectly through recycling the heat through the ground to the heat pumps. This paper presents and discusses preliminary testing results during the fall of 2006 and modeling work of the ground heat exchanger component of the system and therefore sets the stage for performance modeling work that is currently underway at Natural Resources Canada (NRCan).

The labour migration in Europe is a phenomenon with multiple effects, both positive and negative. Money sent by emigrants to their families is increasing their quality of life and has positive effects on the family relations; therefore it can be identified an increasing interest in the literature in studying such aspects. The purpose of the paper is to conduct a comparative analysis of the migrants’ propensity to sending money to the origin country. The study is based on data coming from the National Immigrant Survey of Spain (in Spanish: Encuesta Nacional de Inmigrantes – 2007). A total of 15,475 interviews were carried out. Moroccans, Romanians, and Ecuadorians represent 30% of the total number of immigrants resident in Spain. We employ a binary logistic regression model in order to identify the impact of socio-demographical factors on the probability of sending money abroad from Spain. Our aim is to identify cultural discrepancies in remittances sending, according to origin of migrants. We are mainly focusing on two large groups of respondents, which are North African and South Eastern Europe migrants. The variables employed are age of respondent, education, Intention to return in the country of origin, The period spent in Spain, gender of respondent, and the relation with the country of origin defined by the frequency of visits in the country. We identified similar patterns and also significant differences among the two groups.

With the society and economy of China entering the transition period, people's requirements for urban life show a trend of diversification and high standards. Urban design is no longer limited to physical space but starts to carry out multi-angle and multi-level comprehensive consideration on the social and spatial problems of symbiosis. In this context, the innovative social governance and the quality improvement of urban public space that highlights the role of the public have become hot topics. As the main body of city users, ordinary people entering into the deep and substantial participation from the superficial and symbolic is the only way for urban design to transform from the expert-led "optimal scheme" to the "reasonable scheme" recognized by pluralistic bodies. In the process of western democratic politics, the participation theory that focuses on the construction of micro democracy is prevalent, and the public participation based on pluralism has become the theoretical basis for the planning participation. Besides, the concept of communicative planning and collaborative planning, which emphasize cooperation and consultation, also enriches the connotation of multiple participation. Due to different systems and awareness, it is difficult to promote public participation under China's national conditions. Community building, the interdisciplinary product of urban design and social governance under communities, is regarded as the experimental field for participating in the reform. Therefore, under the current administrative system and regulations, this paper tries to make use of the grass-roots management mode with Chinese characteristics to establish an inclusive multi-participation mechanism. It allows residents of different ages can go deep into the process of community building by taking the family unit. Meanwhile, some suggestions and strategies are raised for effective participation. We hope the bottom-up process of urban design in microscale can be an effective instrument to reflect the public's will and repair social relations at the same time, while explore and solve urban problems in diverse cooperation.

Recent research in developing countries suggests that a considerable number of young women may experience forced sex within marriage, but most women may be inhibited from reporting these experiences due to shame, fear of reprisal, or deep-rooted unequal gender norms. In September 2003, a global consultative meeting on nonconsensual sex among young people in developing countries was held in New Delhi, India. The meeting was organized by the Population Council in collaboration with World Health Organization/Department of Reproductive Health and Research, and Family Health International/YouthNet. Participants included researchers, legal analysts, representatives from community-based NGOs, policy-makers, and young people themselves. Papers highlighting the nature and prevalence of coercion among married young women were presented. Sessions examined the following issues in relation to nonconsensual sex: experiences of young females and males: prevalence, forms, and contexts; youth perspectives; patterns of transactional sex; roles of the legal system; outcomes of coercion at the individual and community level; interventions to prevent nonconsensual sex and to support and treat victims; and research design and methods. Several recommendations for action to address factors that heighten young women’s vulnerability to coercive sexual relationships within marriage were presented.

Karnataka is one of the high HIV prevalence states in India. Results from the National Family Health Survey indicate that 0.69 percent of adults aged 15–49 were infected with HIV in 2005–06. According to sentinel surveillance system data, HIV prevalence among pregnant women receiving antenatal care (ANC) in Karnataka was 1.3 percent. Further, 18 of the state's 27 districts have recorded HIV prevalence of more than 1 percent among pregnant women receiving ANC in sentinel sites. Strong male migration patterns are evident in some of the state’s high HIV prevalence districts. According to the 2001 census, Karnataka ranks fourth in terms of total in-migration, with 2.2 million men on the move from 1991 to 2001. These northern districts are particularly vulnerable to HIV infection. To inform HIV prevention efforts, the Population Council studied patterns and motivations related to migration of male laborers and their links with HIV risk. As part of this study, the Council conducted a systematic analysis of 2001 census data on migration and district-level sentinel surveillance data on HIV prevalence. The purpose of the research was to document patterns of male migration and determine whether there was a relationship between migration and HIV prevalence.

Maharashtra was one of the first states to be affected by HIV in India. Results from the National Family Health Survey (NFHS-3) in 2005–06 indicate that 0.62 percent of men and women aged 15–49 years were infected with HIV, as compared to the national average of 0.28 percent. HIV sentinel surveillance data from sites across Maharashtra indicate that 1.3 percent of pregnant women receiving antenatal care (ANC) and 10.4 percent of patients receiving treatment for sexually transmitted infections in 2005 were infected with HIV. At the same time, Maharashtra ranks first nationally in the proportion of total migrants, and there is a growing consensus among policymakers and program managers that migration could be a major contributor in the spread of HIV in the state. However, empirical evidence to support or refute this conjecture is limited. To address this research gap, the Population Council studied the patterns and motivations related to the migration of male laborers and their linkages with HIV risk. The purpose of the research, as stated in this brief, was to document patterns of male migration and determine whether there was a relationship between migration and HIV prevalence.
