Abstract:
This thesis evaluates the National Library of Wales (NLW) from conception to realisation. It adds to the limited existing work on the library by positioning it within the political and cultural environment from which it emerged, posing new questions about its relationship with Welsh national identity. Although there is some work which looks at national identity in relation to national library projects, nothing of this type and depth has been done before, and not in relation to Wales. The first section investigates the early calls for a NLW and explores why the campaign made significant progress from the 1890s. The focus then shifts to an interrogation of the British government’s decision to locate the library in Aberystwyth, challenging the important role previously assigned to the campaign group’s application. Chapter three analyses the library building fund’s subscription drive and argues that the campaign was not the result of a mass movement, but orchestrated by a group of elites. It evaluates the decision made by the library campaign committee to evoke momentary patriotic sympathies among potential subscribers, rather than extolling the virtues of the library as a long-term educational resource. Chapter four is an analysis of the library’s buying policy and argues that an overrepresentation from key academic disciplines on the committees may have created a bias towards certain subjects. The final chapter compares this vision with how the library’s services were utilised by three user groups: reading room users, tutorial class attendees and Ruhleben camp internees. Reading room usage generally concurred with the founders’ overall vision for the library. In contrast, remote users attending tutorial classes were given the opportunity to curate their own reading which resulted in a more wide-ranging collection. The thesis concludes with an assessment of the library’s development and role as a key element of Welsh nation-building at the beginning of the twentieth century.

Abstract:
Traces the history of organized document collections of India from very ancient times, the contribution of Europeans especially the British rulers of India for systematization and conservation of such collections, and the origins of public library systems that culminated in the establishment of the National Library of India. Critically evaluates the National Library system of India as well as its present set up, resources and services. The paper argues that the main characteristics of a national library, which distinctly delineate it from other types of libraries is its specialization in a particular geographical area for its content. It should achieve maximum reliability of the collection in that mandatory area. The paper points out that in coverage and reliability in the mandatory areas as well as in extending services to the expected users including those living in remote villages; Indian National Library has failed. The study suggests decentralization of the resources by physically spreading it among the regions of concerned languages, establishment of subject specific divisions and other measure that can enable the National Library of India to fulfill its objectives.

Abstract:
The research question was to determine if it is possible to develop a systematic approach to the managed entry of new drugs into a National Health Service( NHS), using Malta as a case study. In early 1999, Malta had major problems with the managed entry of new drugs into the NHS. Some essential processes such as medicines registration did not exist, and the processes that existed were not systematic. The policy for the introduction of new drugs resulted in a large number of non-formulary requests for individual patients, with such applications rising to 14,129 by 1998. There were no set criteria for assessing these applications and this together with internal and external influences led to inequity of access to drugs within the NHS. A case study was conducted. A descriptive evaluation was undertaken and a logic model was used to represent the case as in June 1999 (baseline). Areas for change were planned and prioritised. An action evaluation was undertaken and action research was implemented as an intervention for change. A second descriptive model was developed to represent the processes at the end of the action evaluation (December 2001). An outcome evaluation described the changes that took place during the action evaluation. A number of improvements supporting a more systematic approach were achieved. Several policies were revised and new policies developed where appropriate. The outcome was that new drugs were to be approved on the formulary for groups of patients (rather than individuals) that met specific criteria. Due to limited NHS resources inequity remains. However, the approach is now systematic which has made the processes more transparent. Recommendations for further development of the systematic approach were made with the aim of further reducing inequity.

Abstract:

With the advancement of information technology, national library websites have become an essential vehicle for their users to access official information and library resources. They serve the general public from different countries, age groups, ethnicities, and educational levels. The purpose of this dissertation research is to examine the usability, user experience (UX), and information architecture (IA) of national library websites in different countries. Focal areas of investigation include: (1) the primary content elements on national library websites' homepages, (2) the extent to which various quantitative measures of heuristic evaluation and IA assessment overlap with those measures from task-based usability testing, (3) the extent of the impact of cultural and national origins on participants’ assessment of usability of national libraries’ websites. The research design of this dissertation study features (1) a content inventory of 28 national library websites, (2) a web IA assessment and a usability evaluation of five national library websites, and (3) usability tests for three national library websites involving 30 participants. The key findings of this dissertation research help to establish a list of common content elements on the homepages of national library websites worldwide and provide a concrete, practical, and feasible procedure to evaluate such websites. The results show statistically significant differences in task performance with the use of national library websites between different groups of users, such as those from different genders and educational backgrounds. Significant correlations were found between the overall participant satisfaction of a national library website and multiple variables such as the content, visual design, and information architecture, as well as between heuristic evaluation scores and participants’ ratings of some aspects of the websites.

Based on the specific results from various phases of the research, this dissertation presented detailed recommendations that could help to make national library websites more usable for all its users, including the first-time users across different genders, age groups, and educational backgrounds. Furthermore, in order to achieve a high level of satisfaction, it is recommended that national libraries focus on six factors affecting participants’ satisfaction: the quality of information, the trustworthiness of the content, the credibility of the content producers/providers, the website’s overall structure, the design, and the aesthetics of the website.

Another significant contribution of this dissertation research is its use of various methods used to evaluate national library websites and its integration of the results of the different methods to obtain a broader and more comprehensive understanding of these findings. Future UX research on national library websites could expand the research by incorporating the methodology used in this research, testing a greater number of national library websites around the world, and involving users from all walks of life.

Abstract:
The Public Library in Cape Town was founded in the earliest days of British civil rule in Southern Africa, as a Government-funded free library of reference with the purpose of educating and enculturating the 'youth' of the Cape Colony along European (especially English) lines. Government funding being withdrawn in 1829, the Library became an autonomous subscription library while continuing to provide access to its reference collections free of charge. During the ensuing 125 years the Library (known as the South African (Public) Library) becameincreasingly dependenton Government financial aid to provide certain 'national' functions. By 1954 it was the pre-eminent research library in sub-Saharan Africa and enjoyed total autonomy within the limits of its 1893 Act of the former Cape Colonial Parliament. This study follows the transformation of the South African Library into a Stateaided national library after it had divested itself of its local circulating services in 1955 and its subsequent existence with limited autonomy and increasing financial difficulties. During the transformation process, the National Party came into office in 1948 and introduced its authoritarian, centralizing style of administration. Many of the new Government's policies conflicted with the ethos and practices of the South African Library, particularly the promotion ofWhite Afrikaner culture in the place of the Library's generally White Anglophile culture, and the implementation of racial policies in the place of the Library's non-racialism. By the time the implications of National Party 'apartheid' policies became evident, it was too late for the Library to revert to its previous state. The scope of this administrative history of the Library in this era is limited to an analysis of themes which illuminate the relationship between the State, the Library, the Library's users, and the library profession at large during the development and eventual downfall in 1994 of National Party rule. The central themes are the Library's struggle to retain maximum professional autonomy in the context of its almost total dependence upon the State for its funding; the degree of State funding being determined by Government's perception of the Library's legitimacy and contribution to its policy priorities. Despite providing distinguished services to research (both formal and informal), especially in the humanities, and having perhaps the best collection in the country of published and manuscript material relating to Southern Africa, the South African Library was unable to attract the funding needed to sustain its rapidly growing collections and overwhelming amount of use. When the National Party left office in 1994, the Library was already on the point of financial collapse, and the incoming African National Congress Government had more pressing priorities. The South African Library failed, and in 1999, together with the State Library in Pretoria (which was itself in difficulties), became part of the National Library of South Africa in a development which, fifteen years later, must still be considered a compromise. Since the author considers the two-site compromise to be unsustainable, the study concludes with a review of various proposals which were put forward by library professionals between 1955 and 1994 which may profitably be revisited. The research was based on documentary records in the extensive administrative archive of the South African Library. This has been supplemented from published sources and recollections of the author and former colleagues.

Die vorliegende Arbeit beschreibt das Bibliothekswesen auf den Maltesischen Inseln. Einleitend werden Länderinformationen, Informationen zur maltesischen Sprache und zu Schul- und Berufsausbildung gegeben, gefolgt von einem Überblick über die maltesische Druckgeschichte, dem Buchmarkt und der Pflichtexemplarregelung auf den Inseln. Im Hauptteil wird auf Unterhaltsträger von maltesischen Bibliotheken eingegangen und alle bekannten Bibliothekstypen vorgestellt. Innerhalb der verschiedenen Bibliotheksgruppen wird mindestens eine Bibliothek anhand ihrer Funktion, Mitarbeiter, finanziellen Situation, vorhandenen Sammlungen, Erschließungsinstrumenten und Benutzungsmodalitäten detailliert dargestellt. Andere Bibliotheken des gleichen Bibliothekstyps werden genannt, Besonderheiten werden erörtert. Des Weiteren wird ein Überblick über die Möglichkeiten bibliothekarischer Ausbildung gegeben. Die beiden bibliothekarischen Berufsverbände MaLIA und MSLA werden kurz anhand ihrer Aufgaben und Tätigkeiten dargestellt. Ausführliche Informationen über die Literaturversorgung der Malteser durch Bibliotheken und die Struktur des Bibliothekswesens in Malta werden in der Zusammenfassung erörtert. Der Text wurde gelegentlich durch graphische Darstellungen ergänzt. Im Anhang der Arbeit befinden sich unter anderem Adressverzeichnisse der bekannten öffentlichen und wissenschaftlichen Bibliotheken sowie Karten im DIN A3 Format, auf welchen die Bibliotheken verzeichnet wurden. Abstract:
There are several reasons why national libraries have emerged. In some countries, they were established as symbols of national prestige and status, while others feel that a modern country should have a national library. Given the economic, social, cultural and political conditions in the developing countries that affect the establishment and maintenance of national libraries, the numerous functions of national libraries need to be assessed from these countries’ point of view. There has been a debate on whether the developing countries should have national libraries and alternatives such as university libraries were suggested. This thesis therefore aims at gaining an understanding of the establishment and development of the National Library of Uganda (NLU) as an institution. The study tries to examine the factors that influenced the establishment of the NLU; the motivations, actions and roles of the politicians and the professional library community that led to establishment of the NLU. It also investigates the present conditions shaping the NLU after its establishment and how it in turn shapes the library environment in the country. I have chosen new institutional theory by DiMaggio and Powell, to analyse the reasons and process of the institutionalization of the NLU. The conceptual framework is drawn from Scott’s institutional change perspective who argues that institutions do not emerge from a vacuum, but borrow from previous institutions and to a certain extent displace them. Oliver’s pressures of deinstitutionalization provided the lens through which to analyse the political, social and functional pressures that triggered off the process of the institutionalization of the NLU. Additionally, I chose the coercive, mimetic and normative mechanisms through which institutional isomorphic change occurs as identified by DiMaggio and Powell. These helped me to analyse the institutional process and change in the library and information sector during and after the institutionalization of the NLU. The theoretical contribution is derived from adapting this theoretical approach which has for the first time been applied in a different context in the field of Library and Information Science. It has been used on the development of a national library in a developing country, Uganda. The study is based on qualitative research consisting of in-depth face to face interviews of twenty (20) library professionals, purposefully selected as they held a leading position in the institutions involved in the establishment of the NLU or were directly affected by its establishment. I analysed documents such as the Hansard to study the political process of the enactment of the National Library Act, 2003 and other legal and primary sources. I made some observation of four (4) public libraries to find out their state after the decentralization process. The findings revealed that the factors that led to the establishment of the NLU were the decentralization of the public libraries to the districts which weakened the Public Libraries Board (PLB) and the staff were to be retrenched; Makerere University Library (MULIB) and the Deposit Library and Documentation Centre (DLDC) have weak, outdated legal deposit laws and inadequate resources to perform the national library functions efficiently and effectively. The politicians approved and enacted the National Library Act, 2003 mainly to support the decentralized public libraries. During the process of the institutionalization of the NLU, the library professionals tried to imitate other national libraries which they perceived to be successful in terms of legal deposit laws. Other ideas such MULIB and DLDC to update their legal deposit laws and collaborate with NLU; MULIB to become the second national library; the NLU to house the copyright office, ULIA to be represented on the NLU Board were rejected. The NLU apart from the collecting and publishing the National Bibliography of Uganda, is still performing most functions of the PLB such as supporting the public libraries, improving the reading culture, and participating in adult literacy campaign with the support of the development partners.

Abstract:
The building of the National Library of Kosovo in Pristina by the Croatian architect and theoretician Andrija Mutnjaković was conceived in 1971 and its project is based on compositional principles that reflect cultural trends and movements active in Yugoslavia in the 60s and 70s that have had intense ties and relations with the European and international debate of those years such as: the “Neo-Avant-Garde in the visual arts” in Zagreb, “Biourbanism” and those currents ascribable to Reyner Banham’s book “Megastructure”. Firstly, the National Library of Kosovo was evaluated as a “Neo-Avant-Garde artistic expression”. It must be noted that Mutnjaković himself was a participant and observer of Neo-Avant-Garde culture in Zagreb since the end of the 1950s. His early works directly reflect the compositional principles of this culture such as the projects for Novi Beograd (Biocity for Belgrade, New Belgrade, 1965), Tel Aviv (Tel Aviv City Center 1963), Pittsburgh (Pittsburgh City Center, 1964). The series of study sketches for the Library proceeds by defining the layout and profile of the building by adopting different principles of the “Neo-Avant-Garde”, more precisely the Enformel and New Tendencies within the context of visual arts: the open form in continuous evolution through the automatic (computer) development of “informal geometric textures”. Secondly, the National Library of Kosovo is analysed as a “biourbanistic center” or a “megastructure”: the unrealized project of the university campus - of which the only built object is the library, clearly follows the principle of “Biourbanism”, a theoretical work by Andrija Mutnjaković (1982). The campus is modeled according to a “natural” design with a tendency toward openness and spontaneous growth. The “biourbanist” ideal is present in the aspiration for a dynamic equilibrium between society and untouched nature. The urban structure is presented as an aggregate of relationships between all the elements that define the specific socio-economic circumstances. Mutnjaković aims to create the campus as a city – an organism of mutually “interconnected” spaces with a free composition organically integrated into the landscape, consisting of “biological urban units”. With the avant-garde movements of the 1960s, the concept of megastructure was proposed and practiced mainly in the academic field where Banham has nevertheless identified some projects as the expression of a “megastructural” idea, consisting of interconnected modular buildings and environments oriented towards almost exclusive pedestrian traffic. Referring to this matter, as part of Mutnjaković’s biourbanist projects, the entire master plan of the university campus in Pristina is an organic “megastructure” with the National Library of Kosovo as its “nucleus” in the biological sense of the term. Thirdly, the National Library as the center of the ideal city where Mutnjaković analyzes the Ducal Palace of Urbino and the Diocletian’s Palace to furtherly understand the idea and approach behind their ideal city. The National Library project acts as a research idea of regional architecture as a basis for the creation of contemporary architecture, and that through architecture one could somehow show the user’s identity and create a previously nonexistent form. An idea of the city represented in a single building; a palace in the form of a city. Concentrating on the National Library of Kosovo as Neo-Avant-Garde, a megastructure, a biourbanistic center, and a center of an ideal city, this thesis deepens the knowledge of the compositional principles and the authentic approach developed by Andrija Mutnjaković in this internationally often neglected but original and highly creative seminal Yugoslav work.
L'edificio della Biblioteca Nazionale del Kosovo a Pristina dell'architetto e teorico croato Andrija Mutnjaković è stato concepito nel 1971 e il suo progetto si basa su principi compositivi che riflettono tendenze e movimenti culturali attivi in Jugoslavia negli anni '60 e '70 che hanno avuto intensi legami e rapporti con il dibattito europeo e internazionale di quegli anni quali: la “Neoavanguardia nelle arti visive” di Zagabria, “Biourbanismo” e quelle correnti ascrivibili alle “Megastructures” del libro di Reyner Banham. In primo luogo, la Biblioteca Nazionale del Kosovo è stata valutata come “Espressione artistica della neoavanguardia”. Bisogna ricordare che lo stesso Mutnjaković è stato partecipe della cultura della “Neoavanguarde” nelle arti visive di Zagabria tra la fine degli anni ’50 e l’inizio degli anni ’70 e i suoi primi lavori riflettono direttamente i principi compositivi propri di questa cultura come i progetti per Novi Beograd (Biocity for Belgrade, New Belgrade, 1965), Tel Aviv (Tel Aviv, City Center 1963), Pittsburgh (Pittsburgh City Center, 1964). La serie di schizzi di studio per la Biblioteca procede definendo l’impianto e il profilo dell’edificio adottando diversi principi della “neoavanguardia” nelle arti visive, più precisamente “Enformel“ e “Nuove Tendenze“: la forma aperta in continua evoluzione attraverso lo sviluppo automatico (informatico) delle “trame geometriche informali”. In secondo luogo, la Biblioteca Nazionale del Kosovo come “centro biourbanistico” o “megastruttura”, progetto del campus universitario - non realizzato – di cui l’unico oggetto costruito è la biblioteca, segue chiaramente il principio del “Biourbanismo”, altra opera teorica di Andrija Mutnjaković (1982). Il campus è modellato secondo un disegno “naturale” a crescita aperta e spontanea. L’ideale “biourbanista” era che la società raggiungesse un equilibrio dinamico come si vede nella natura incontaminata. La struttura urbana è presentata come un aggregato di relazioni tra tutti gli elementi che la definiscono all’interno di specifiche circostanze socioeconomiche. Mutnjaković si propone di creare la città come un organismo di spazi reciprocamente “interconnessi” con una libera composizione integrata organicamente nel paesaggio, costituita da “unità urbane bio-logiche”. Con i movimenti d’avanguardia degli anni ‘60, il concetto di megastruttura è stata proposto e praticato principalmente in ambito accademico dove Banham ha tuttavia identificato alcuni progetti “megastrutturali”, costituiti da edifici modulari interconnessi e ambienti orientati alla quasi esclusiva circolazione pedonale. Riferendosi a questa materia, nell’ambito dei progetti biourbanistici di Mutnjaković, l’intero masterplan del campus diviene una “megastruttura” organica della quale la Biblioteca Nazionale del Kosovo costituisce il “nucleo” nel senso biologico del termine. Nella terza parte, Biblioteca Nazionale come centro della città ideale dove Mutnjaković analizza il Palazzo Ducale di Urbino e il Palazzo di Diocleziano per capire l’idea e l’approccio alla base della loro città ideale. Il progetto della Biblioteca Nazionale come un’idea di ricerca dell’architettura regionale come base per la creazione dell’architettura contemporanea, e che attraverso l’architettura si potesse in qualche modo mostrare l’identità dell’utente e creare una forma che prima non esisteva. Un’idea della città rappresentata in un unico edificio. Palazzo a forma di città. In this global information age many technological advances have changed approaches to education and the way libraries are managed. The massive increase of unfiltered information has resulted in high demands for information literacy programmes. Therefore, students need to be assisted throughout their learning process. The result of this change is the shift from teacher-centered type of learning to student-centered learning. The gap between the library and the classroom needs to be bridged by insisting on the use of information literacy skills and by promoting cooperation and collaboration of efforts between the teaching staff and the library. The learning organizations need to realize the need to embed information literacy within their curriculum to enhance quality education. The transformation requires libraries to embark on student learning and empower students with necessary information literacy skills. This issue of empowering students with necessary skills had become a motivating factor that drove me to carry out this research in order to find out the status and level of information literacy for postgraduate students of NUL. Information literacy standards were used as a measure. The study used a combination of both qualitative and quantitative research methods. A questionnaire was used as a main data collection instrument and the results were measured against the American Library Association (ALA) information literacy standards. Interviews were also conducted at NUL to supplement the main data collection instrument. Findings reflect a moderate to poor performance of a group of postgraduate and senior Law students who participated in this survey study. Findings from interviews provided evidence that NUL is aware of the concept of information literacy.

The History traces the development of libraries in Jamaica from the late seventeenth century to the present day. It examines reasons for the spate of anti-popery material in the earliest collections, and treats the subsequent story within the context of socio-economic conditions. Note is taken of the efforts of Ministers of Religion to inculcate the habit of reading among both the white and black population, as a means of improving their minds and strengthening their moral fibre. Increasing respect for books and demand for information appear, as the country puts aside its colonial status and assumes responsibility for its own destiny. The History documents the growth of the Jamaica Library Service, the emergence of the National Library of Jamaica, and the establishment of NACOLADS (the National Council on Libraries, Archives and Documentation Services) now regarded as a model for such development in the Third World.

In this thesis we aim to study the librarians’ and library users’ views on librarianship and the library at National University of Rwanda. Accordingly, we have gathered information from these groups. The information is based on qualitative interviews as well as observations and participation in a work group for library promotion. The latter made it possible to investigate how respondents consider these issues and how librarians’ self image is expressed in their daily work and in promotion. We analyze the most important frame factors that impede on librarians’ self image and library users’ perception of library services. This makes it possible to understand what probably affects the actual situation at NUR’s library. Marked impeding frame factors established are for example the economy and the organization. Information provided through this thesis could to be shared among library personnel and used as a base for their further development of library services. Our thesis points out library users’ opinions about the library in general as well as the areas that are most critical to improve. These areas are service at the circulation desk, acquisitions and courses in how to retrieve information. It also points out the need for a more explicit professional librarian identity and that the librarians need to work more as knowledge librarians. An explicit identity would imply unified library personnel that would make it possible to work towards common goals and clarify how to conduct daily work.

The development of library Consortia in Zimbabwe was necessitated by the need to reduce subscription costs and to widen access to electronic resources as well as implement new technologies among academic libraries. The development of Zimbabwe University Library Consortium (ZULC) and College and Research Library Consortium (CARLC) enabled libraries to cooperate and collaborate in building capacity to support teaching, learning and research through access to quality scholarly information. The trajectory of consortia development in Zimbabwe since 2002 has however been characterised by a focus on the academic sector to the exclusion of other types of libraries. The future development of library consortia in Zimbabwe can be better envisioned when correlated with the country’s national development agenda. While not made explicit, this agenda is underpinned by the idea of access to information. This study investigated how the benefits of the existing library consortia can be harnessed to promote the achievement of Zimbabwe’s national development goals. More specifically, it examined the ways that the development paths of ZULC and CARLC can be transformed to support the country’s national development agenda and programmes. This culminated in a model that will accelerate and guide the future development of its library consortia to facilitate a supporting developmental role. The novel aspect of this study is that it seeks to integrate library consortia into the national development plans of a developing country and to extend their benefits as widely as possible. An extensive literature review of the characteristics, models, and development of consortia in selected countries was complemented by an empirical mixed-method component that generated data through interviews, questionnaires, observation, and the analysis of key documents. A special feature of the study is a detailed analysis of the successes and challenges of library consortia in other countries and in the Southern African region to supplement the empirical data that informs the proposed model. The main finding is that a model with a multi-type structure and a National Coordinating Committee is best to transform the development paths of Zimbabwe’s academic library consortia to support the country’s national development agenda. The model’s key elements are finance, structure, governance, functions, and special features.

The Russian National Public Library for Science and Technology is the leading scientific and technical library in Russia. It has a long tradition of classifying literature according to the UDC which started back in 1963. For many years the Library provided support for classification by UDC and also assisted in the areas of research and information while also acting as a supervisor in the matter of indexing for the network of scientific and technical libraries of Russia and the USSR. This article focuses on the activities surrounding the National Digital Library Program (NDLP) at the Library of Congress (1995-2000) to identify modalities of successful innovation and the characteristics of creative decision making. Theories of social change and organizational rationality, and the social construction of technology (SCOT) approaches provided the theoretical basis for this study. The underlying design for a phenomenological approach is discussed, together with the method for constructing a descriptive narrative that synthesizes the phenomenon under study (an emergent national digital library program). Theory, methodology, data collection, and the summary of findings with implications for practice are presented here. The accompanying article (Part II, dLIST item number 1635) presents the narratives of development, applying the interpretive phenomenological framework to document the innovators' perspectives about this formative event.

This article discusses digital library development at the Library of Congress focusing on institutional processes associated with technological innovation in the library context and key transformative event, the completion of the National Digital Library Program (NDLP) (1995-2000). Interviews with seven key participants of the program conducted in 2002 at the Library of Congress (from policy-makers to digital library developers) are interpreted here in terms of loci of control (external/internal) shaping the process of innovation and its institutionalization â the coercive and normative pressures of society, and the professional field of librarianship. The perceptions of individuals are synthesized into a realist narrative in which their voices are still recognizable. Their tales of development show that organizational change driven by external forces and involving individuals who crossed boundaries of organizational fields can be very successful in forcing organizational isomorphism and integration of digitization in the library processes. The accompanying article, Part I, presents theories of social change and organizational rationality, and the social construction of technology (SCOT) as well as the methodological framework for this phenomenological study.

Traditionally, exhibition only plays a very limited roly in library’s functions, that’s why this study try to focus on it and extend exhibition into a strategic on the function of public library. This study analyzed and compared on the exhibition items among the National Taiwan Library, National Library of Public Information and Kaohsiung Public Library .The research method used for the study is based on the qualitative approach with case study and in-depth interviews. This study also refered to the exhibition service of British Museum as a benchmark, attempting to discuss four parts that in the exhibition of metropolitan public library : Planning and Implementation, Theme Types , Educational Activities and Services to understand the demand factors in setting the exhibition space and providing the exhibition service in the public library. According to the results of this study, conclusions can be shown as follows : 1.To improve the professionalism in exhibition planning and implementation. 2.To provide a friendly visiting environment on exhibition service. 3.To chosse more commonsensible exhibition themes. 4.To enhance the interest and knowledge of exhibition educational activities. Nowadays, art can be found almost everywhere in daily life. It can be encountered anywhere from exhibition centers to outdoor spaces, and found emergent around many public construction sites. Although public art appears around our daily lives, it''s often criticized for ignoring the feelings and perspectives of those to whom it meant to serve. Institutional managers usually don’t have plans for long-term management and maintenance of artworks. According to relevant laws, newly built public libraries must implement plans for the development of public art. Although libraries aren’t open all day, public art in public places has the opportunity to be appreciated at all time. The purpose of this research is to explore the public art of public libraries in Taiwan and understand the attitudes of librarians and users towards public art in public libraries. Data gathered through the general public generate insights into public perception and opinion, leading to avenues of improvement for public art to reach full potential. In this study, national public libraries were the main research field, librarians and users were the research subjects. Research methods such as semi-structured interview, questionnaire and non-participant observation were used to collect data. Four librarians were interviewed, 317 copies of questionnaires were returned and 110 copies of observations were recorded. Interview data, observation records and open-ended questions were arranged into text files and analysed. Data from closed-ended questions were encoded using IBM Statistical Product and Service Solutions (SPSS) and analysed by descriptive statistics, Chi-Square test, and Independent Samples t Test. All data were combined together for analysis before the conclusion was drawn from the results. The results showed as the followings: 1. Public libraries with public art are located in the north, center and south part of Taiwan. Most locations of public art are nearby the main entrance; sculptures and furniture facilities are the most common types. Public libraries, public art and relevant activities are not integrated strongly: a guided tour of the artwork is typically the only activity for now. 2. It’s not difficult for librarians to interpret public art, they hope public art could be integrated with libraries and become an eye-catching focus. Librarians think that activities that can be combined with public art are mostly static forms. 3. While having difficulties in appreciating and deciphering the deeper meaning of the artwork, most users acknowledge that better integration of public art with the library could increase their willingness to stay at library. The types of public art which users look forward to are sculptures and amenities with a water view. 4. Most users didn’t pay attention to activities involving public art, only a few have had previous experiences. Users look forward to participating in public art activities such as exhibitions, artwork guided tours and public performances. Activities which can make users feel full participation are creative conferences, workshops, exhibitions and course work. Activities that should be highly valued by the general public are creative conferences, symposiums and seminars. Librarians should hold appropriate public activities at different times, basing on the needs of users and incorporating a guided tour of public art as a regular part of its programmes. The study proposes the following suggestions for public libraries in Taiwan: 1. To establish a way for public libraries to facilitate the exposure of public art. 2. To provide librarians opportunities to develop further professional competency with respect to the Arts. 3. To plan and implement long-term funding for public arts management and maintenance 4. To take the initiative to provide information on public art. 5. To continue to promote public art and hold relevant activities, basing on the needs of its users.

As libraries are making great efforts to provide user-oriented services at present, whether users experience uncomfortable feelings resulted from encountering library staffs, library collections, library building, and library facilities has caused growing concerns among librarians. The purpose of this study is to examine if library anxiety is present among academic library users, and to discover whether groups of users experience different levels of library anxiety. Meanwhile, it also investigates the views of users and librarians about library anxiety. The study conducted a case study at the National Chung Hsing University. The study included literature analysis, survey method with a questionnaire and interview. The purpose of literature analysis was aimed to explore the significance and context of library anxiety, and use library anxiety scale to assess levels of library anxiety experienced by users. From 300 copies of questionnaire distributed, 222 valid questionnaires were returned, with a return rate of 74.0%. Then, there were interviews with thirteen users and nine librarians, to get in a more depth opinions on library anxiety. The major findings of this study were listed as follows: 1.Library anxiety is not an overwhelming phenomenon, only few users are high-anxious users; 2.There are significant differences for some dimensions among the variables of academic user’s gender, college, and year of study; 3.Users who display signs of library anxiety tended to experience significantly higher levels of library anxiety associated with mechanical barriers than general users; 4.Librarians perceive users experience library anxiety, but consider that their level of library anxiety are not serious. Based on results of the study, the author made the following suggestions: 1.Libraries should implement user study on a regular time to understand users’ feelings; 2.Library instructions should be customized to meet individual user’s requirements, to improve their abilities to utilize the library; 3.Libraies should actively promote library services, to raise users’ familiarity with the library services; 4.Librarians should enhance professional image and abilities, to encourage users’ willingness to interact with librarians; 5.Public services division should improve communication with technical services division, to reduce library anxiety among users.

National Libraries are the highest institutions of national heritage for research and collection. In order to preserve the books, allowing focused studies without being disturbed, the resources of the libraries are generally provided for researchers and scholars rather than the general public. However, with the gradual rise of democratic consciousness, the service object of the national libraries, which are established and maintained with the government’s funds, has been under discussion; thus, the national libraries are bound to open up some resources for the general public. This study takes four renowned national libraries - Staatsbibliothek zu Berlin, Bibliothèque Nationale de France, The British Library, and Bibliotheca Alexandrina – for case studies. The design methods that response to the external architectural strategies, the management of public spaces and the accessibility to the internal spaces, allowing the libraries to not only support the existing collections and keeping the nature of research institution but also opening some of the resources to the general public are discussed in each case. Through the analysis and discussion of the indoor and outdoor of the national libraries, the strategies are summarized for the national libraries once facing the openness issue. It focuses mainly on the spatial responses for the opening activities, allowing the libraries to reflect them on the architecture when changes of the attitude towards the open issue occur.

National reading ability is a very important competitiveness of a country, and it is also a most effective investment for a country. Internet promotes global village living area more closely, so the individual should have the ability to solve problems. In order to face the diversity and rapid changes in information generation, it is nessary to have the ability of reading comprehension. Middle school students are at the run-in period between children and adults period, changes of the physical edffect psychological needs and knowledge needs. With the coming of 12-year compulsory education policy, the teacher-student interaction mode has also been changed. One way mode that teachers teach and students learn amended, and it’s necessary to cultivate the information literacy of middle school students. To improve students’ information literacy do need the coordination and cooperation between the public libraries and the national middle school libraries. Both of the libraries can provide library and information services to the students on hardware part, and provide curriculum and teaching design or library instruction on software part. And both parts are the basis of information literacy. National middle school libraries service mainly on teachers and students, so the government funding and resources are indeed limited. The main target of public libraries is the entire population, and compared to school libraries, government funding and professional capacity are abundant. If middle school libraries and public libraries can share the resources with each other, and also implement the information literacy curriculum with spiral planning at the same time, the scholarly community can be created and middle school students can be cultivated with reading comprehension ability. This study investigate the resources sharing between national middle school libraries and public libraries of overseas areas, South Korea, Singapore and Hong Kong and also three domestic areas including Taipei, New Taipei and Kaohsiung. Through the literature review of resource sharing between libraries, and compared it with the situation of keelung, a better future plan can be make. Although there is a Taiwan's first private public library in Keelung and it has historic location, the humid and rainy weather and the frontier location of Taipei City affecte the middle school students’ opportunities of outdoor activities. Therefore, national middle school libraries and public libraries have the responsibility to increase students' leisure activities places and meet the students need of reading. The results found that: (1) 40% national middle school libraries and the public libraries share community resources. (2) the main types of shared community resource is the speech of "about the writer." (3) the motivation and demand of community resources sharing between national middle school libraries and public libraries are very strong. At the end of this study, issues of the community resources sharing between national middle school libraries for follow-up study are suggested.

In response to the change of time and the development trend of information society, the patrons have a higher and higher requirement on the website function and service quality. In this environment, as the National Central Library plays an important role in data provision, its website becomes an important pivot for the patrons to inquire information. For that reason, it becomes an important subject for the website operator of National Central Library to establish good quality website that conforms to the patrons’ requirement. According to such relationship, this research aims to discuss the importance the patrons attach to the website function and service provision as well as their cognition conformity degree during using it. First, this research analyzes some literatures to parse and construct four aspects of the library website, including website content, website structure & navigation, website design, website service & promotion, involving totally 41 indicators. At the same time, this research analyzes the research literatures about the domestic and foreign libraries applying Library 2.0, and the Library 2.0 services provided by the website of Library of Congress, United States. Bases on the above analysis, this research tries to advance some suggestions on the services of Library 2.0. This research designs a questionnaire based on the combination of the above two points, and takes the patrons of National Central Library website as the research objects, in order to discuss the importance the patrons attach to the National Central Library website function and their cognition conformity degree during using it, and discuss the patrons’ attention degree and demanding degree if Library 2.0 services are provided by the National Central Library in the future. Through the research, it is found that the patrons attach the most importance to the content quality and resource searching function of National Central Library website. However, there is an obvious difference between their attention degree and cognition conformity degree to the website content, suggesting that in the patrons’ opinion, there is a difference between the website content and the real information as for the content correctness and timeliness. For the patrons who have some basic concepts of Web 2.0, that National Central Library provides Library 2.0 services in the future should be emphasized and needed. Among them, the function of providing blogs as a channel for the library and the patrons to make academic communications is most emphasized and required. This research result can be used as a basis for the National Central Library to adjust and enforce the website function, as a reference for the business decision maker or website maintainer to establish related service strategies, and as a reference to establish and update library websites of all kinds, thus improve the website service quality and the patrons’ satisfaction.

In the past years, there have been a number of new college library buildings or reconstructing current libraries. This reflect the emphasis of these schools on the library and information resources. When mapping out college libraries, space allocation such as design of each area has to be focused on. One also has to pay attention to planning of physical elements in space such as lighting, sounds, temperature, moisture, selection of locations and others. Moreover, space planning has to be adjusted in accordance with education goals, size of collection and seats of each college. To fully develop the functions of college libraries to meet users’ needs, we need to adopt post occupancy evaluation to discuss the architecture design and practice performances of college libraries as well as reviewing the gap between college library construction and users’ needs. The combination of survey on library users’ behaviors will assist libraries and architects in making the best judgment in planning. The study aims to understand the results of the efforts of National Cheng Kung University Library in the past years. Post Occupancy Evaluation is adopted to discuss the elements such as architecture space and facilities performances of National Cheng Kung University Library, give questions and offer suggestions to serve as reference for library manager in construction planning and researchers when planning and designing college libraries. Literature is reviewed used with case study to discuss theories on architecture and post occupancy of domestic and foreign libraries. With questionnaire survey, space occupancy satisfaction is explored. In-depth interview serves to further understand National Cheng Kung University Library and explore comments and suggestions of related personnel after occupancy. At last, analysis and generalization is made to offer concrete suggestions to National Cheng Kung University Library on post occupancy evaluation. Based on the research findings, the conclusions include planning of National Cheng Kung University Library is based on the different needs of humanist, scientist and artists; 2) characteristics of National Cheng Kung University Library are matrix design, clear route arrangements, diverse reading space and establishment of compact bookshelves; 3) National Cheng Kung University Library is considered under long study, full participation and careful integration; 4) the art space enjoys the highest satisfaction; 5) the service space experiences the lowest satisfaction; 6) the public space completely expresses the design concept of National Cheng Kung University Library; 7) the discussion space effectively integrates the needs of education and research; 8) physical environment and facilities require improvement; 9) National Cheng Kung University Library has the building of beauty of modernity and tradition; and 10) the building expresses the spiritual and symbolic meanings of National Cheng Kung University. Based on the above results, we offer the suggestions: 1) Construction Planning is the material for the Library to enhance supervision on design, management and development; 2) Planning and design of the Library shall be made in the principle of professionalism and rationality with information of limitation conditions; 3) Construction Planning and Consultation Team shall be established; 4) Construction of the Library shall be in line with overall campus development; 5) Physical environment has to be cautiously evaluated; 6) Indicator system identification space has to be established; 7) Space planning and management shall be flexible and 8) Post occupancy evaluation has to be conducted periodically.

Each kind of World Wide Web emphasizes diversification, immediateness, convenience, and interaction, and have gradually become the education resources for all levels of education organizations. When universities face the fundamental influences with technical evolutions and social transitions, and keep up with the current situation, to carry on reforms with great exertion, the university libraries also must improve their effectiveness in the information service methods and the patterns to satisfy information needs for teachers and students in the activities of research and teaching. This research discusses the related issues about the digital library, the digital museum, the web-based instruction, and e-learning and investigate on the basis of the reinforcement for promotion and utilization of "Digital Library and Virtual Gallery" implemented by National Taiwan University of Arts(NTUA) Library, the feasible models and effectiveness analysis for university libraries integrate learning environment and the establishment of the online education resources system according to the needs of universities in teaching and research, so as to be useful reference for NTUA to design online education resources system and for other academic organizations as the impetus to similar projects in the future. The first chapter shows the research motivation, purposes and brings up the research questions. The second chapter explains the meanings and universal developments of the digital library, the digital museum, and the web-based instruction and illustrates the developments and system functions of "Digital Library and Virtual Gallery" of NTUA library. The third chapter explains the research methods, limitations, the selection of respondents for in-depth interviews, and stages of the study. The fourth chapter presents the conclusions of the interview notes. In the end, the fifth chapter brings up conclusions based on the results of this research and offers the suggestions for the future growth according to the promotion of "Digital Library and Virtual Gallery" of NTUA library and services of online education resources.

Previous studies of government performance management mostly focused on the vertical control within organization, rarely discussing what stakeholders outside the organization affect the organization performance. Therefore, this study makes use of the framework of performance regime proposed by Colin Talbot as well as the perspectives of accountability and use of performance information to analyze the performance of National Central Library and Taipei Public Library. According to the main purpose of this study which is based on the theory of performance regime, the scope of the study is divided into three levels: first, to identify which external organizations or stakeholders affect the performance of the libraries; second, to understand how those external organizations or stakeholders influence the performance of the libraries; finally, how the libraries respond to it so as to generate a sort of performance complexity. The study finds that both National Central Library and Taipei Public Library belong to a performance regime in which experts enjoy a high degree of autonomy. Those experts who have professional knowledge concerning the management of library have much power to define the performance standard of library. There are two reasons to account for this phenomenon. First, there is no sufficient manpower for the higher authorities to take charge of the subsidiary agencies, so the former cannot effectively control the latter. Second, there are too many socio-education institutes under the jurisdiction of the higher authorities and the natures of these institutions vary from each other so widely that it is difficult to compare their performances. Due to these two reasons, the higher authorities give these subsidiary agencies more managerial autonomy. Although the two libraries share a similar performance regime in which experts enjoy a high degree of autonomy, their expert-led decisions and service delivery mechanisms are obviously different. Fundamentally, the two libraries are facing different customer groups, National Central Library facing is professional minority, Taipei Public Library facing is the general public. That is why there are varied thoughts behind the expert decisions.

The human resource management can improve the quality of human power and obtain the best performance by the scientific method. Further, it can be upgrade the service quality continuously. The human resource management of the library volunteer whether is successful or not which is the key point of the library career development. The thesis describes the management and operation about the volunteer human resource of National Taiwan Library. The existing phenomenon and problems of volunteer operation for the past three years can be understood via the analysis of the statistical data of the volunteer services. It indicates the flexible application trends of the human resource to make a proposal that promotes volunteer operation efficiency. The results of the research can be regarded as the overall resource distribution performed in macroscopic fields, it also can be regarded as the internal resource distribution, the function of service and the implementation of human performance in microscopic fields.

Through description, interpretation, juxtaposition, and comparison, this study research the concepts of the digital preservation projects from Library of Congress and National Library of Australia, which include the role, the mission, the legal deposit policy, the background, and the relevant factors of the digital preservation standards and strategy. During these interactions children use concrete experience and thinking to solve problems, and use concrete operations to assist cognition. Thus, childhood is the stage with the most plasticity and educability. Correct learning and education that guides accurate life perspectives, form individual behavior, and improve the quality of the public is a topic that governments in different nations should focus on. In addition to family and school education, libraries, as a social education institute, should bear educational, cultural, and dissemination responsibilities. At the same time, libraries should reflect local culture and strengths. The research intends to analyze, through field study and in-depth interview, the current condition of the Resource Center for Parents and Children of National Taiwan Library on the basis of Environment and Behavior study and service design. The result can serve as a reference for libraries and authorities for future studies on children education. The research found that: The use of environment and expectations: the distance between users’ homes and the library affects the frequency of utilizing children library. Providing an independent and age-differentiated environment along with diverse resources for children can not only fulfill post-school children’s needs in learning and reading, but also become an incentive that pushes users to utilize the library. This will help elevating children’s environmental affordances and their ability to learn independently and to explore the environment.

E-book service rejuvenates in public libraries in recent years. Reviewing literature in library and informational field in Taiwan, there is few in-depth discussion and research on studies related to the public library e-book ervice. The study adopted “Informational System Success Model” proposed by Delone and Mclean in 2003 to evaluate the system quality, information quality, service quality, user satisfaction, willingness to use, and net benefits of the e-Book online service offered by National Taichung Library. The study analyzed the user evaluation outcome on the e-Book online service based on these constructs. It aims to serve as an reference a for librarians in public libraries in the design and improvement for e-Book online service functions, andto offer more appropriate e-Book services to readers. The study employeed questionnaire survey. The research objects are the users of e-Book Online Service at National Taichung Library. A total of 385 questionnaires were collected and 324 of them were valid. The study results were analyzed through descriptive statistics and inferencial statistics using SPSS. The study results showed that the constructs of e-Book online services performed well. The evaluation results show that the collection of e-Book library has room to improve. The users’ evaluation on system quality, information quality and service quality will affect their satisfaction while the evaluation on information quality and service quality, the willingness to use. User satisfaction shows significant impact on the willingness to use while the net benefits have significant impact on user satisfaction and the willingness to use. In terms of the analysis for personal background variables and usage of users, the study result showed significant difference in the results of evaluation on education level and system quality. User age, the average time and frequency of use spent on reading e-Books from e-Book Online Service have significant difference with the evaluation of user satisfaction. Gender, the time and frequency of use spent on reading e-Books daily, and methods of reading e-Books have significant difference from the results of evaluation on net benefits. The study proposes the following recommendations for public libraries and system manufacturers based on the study results: 1. Speed up the collection of e-Book Online Service soon possible to improve the system quality and service quality. 2. Offer readable e-Books for mobile devices to increase the utilization of e-Book Online Service. 3. To strengthen the system quality, information quality, service quality of e-Book Online Service, and thereby increase user satisfaction and the willingness to use, improving the e-Book Online service. 4. To carry out promotional campaigns for e-Book Online Service constantly. 5. Establish the evaluation mechanism for e-Book Online Service by conducting periodic system evaluation. 6. Prepare periodic budgeting to implement system improvement and promotion plan for e-Book Online Service. 7. Make recommendation to system manufacturers based on the results of evaluation on e-Book Online Service by proposing a service plan for system improvement to the library.
