Abstract The comparative analysis of the sources preserved at the Archivio del Gran Priorato di Lombardia e Venezia and the Archives of the Order of Malta in the National Library of Malta, have made it possible to quantify and identify the lands owned by the Order of Malta on the Venetian mainland – the Terraferma – between the 16th and the 18th centuries. The archival documentation, further corroborated by research in the Archives of Venice, Padua and Verona, uncovered a vast range of situations, yet to be studied and linked to the properties owned by the knights in Veneto. Furthermore, the documentation sheds some light not only on the knights to whom the Commanderies were assigned, but also on the vast number of people who actively participated in the life and administration of the properties owned by the Order of Malta in the Terraferma.

Abstract:
During the Seventies, in the stormy Mediterranean theatre, many events endangered NATO’s positions all along the Southern flank and threatened to jeopardize the stability in Europe and thus the Détente itself. In this scenario, Italy played a dual role. On the one hand it contributed to increasing the risks of instability with its own internal instability. During the so-called Years of Lead, Italy was affected by social turbulence, political terrorism, and violence, while at the same time going through economic decline and skyrocketing inflation. In the meantime, a sharp increase of votes for the Italian Communist Party (PCI) ignited fears that the PCI might be close to taking power, thus being able to further weaken the Atlantic Alliance by pushing Italy out of it. On the other hand, Italy was pivotal in serving the interests of the Alliance in the Mediterranean, avoiding an alteration of the military balance in Southern Europe by keeping Malta from shifting towards the Soviet Union. The Italian-Maltese agreement signed in August 1980 was the climax of this process. In addition to literature, this paper relies on documents, both edited (Foreign Relations of the United States) and unedited (held by The National Archives in London, the NARA II in Washington D.C., the Gerald Ford Presidential Library in Ann Arbor, the Jimmy Carter Presidential Library in Atlanta, the Archivio Centrale dello Stato in Rome, and the National Archives in Rabat, Malta). Abstract The objective of this paper is to analyse how European Union (EU) supranational terms related to consumer protection transfer into domestic legal systems of three English-language jurisdictions (the UK, Ireland and Malta) during the transposition of EU directives. Transposition is a process of incorporating EU directives into national law and capturing supranational terms during their entry into national legal systems. We adopt a mixed-method approach of corpus linguistics and legal analysis of terms, working with a corpus of five directives and their UK, Irish and Maltese transposing acts. Distinguishing between a term and a concept level, we propose a categorisation of transfer techniques arranged along a cline from foreignization to domestication. They involve imports, modifications (non-denominative and denominative variants), localisations and zero transfer both at the term level and the concept level.

La documentación sanjuanista (AHN y National Library of Malta), complementada por la información de los fondos del reino custodiados en el Archivo General de Navarra, revela un intenso período de cambios en la orden a partir de 1433 y durante los tres lustros siguientes. Ello invita a pensar, teniendo en cuenta la compleja situación peninsular y navarra del primer tercio del siglo XV, en el interés que manifestó una de las facciones nobiliarias del reino de Navarra, la de los Beaumont, por controlar la dirección y organización del priorato sanjuanista.</p>

Background. Non-small-cell lung carcinoma (abbreviated as NSCLC) progresses rapidly and lacks appropriate biological markers. Recent studies have shown that long noncoding RNA metastasis-associated lung adenocarcinoma transcript 1 (MALAT-1) has potential application value for clinically diagnosing lung carcinoma. Thus, this study conducted a systematic review and meta-analysis for assessing if MALAT-1 has a relationship to NSCLC outcome. Methods. This study conducted the search of China National Knowledge Infrastructure, China Science and Technology Journal, SinoMed, EMBASE, Cochrane library, Web of Science, Wanfang database, and PubMed from inception to September, 1, 2021. The published article about MALAT-l expression for NSCLC patients was analyzed. We used combined hazard rates under the confidence interval of 95% for examining the relationship of MALAT-l and NSCLC.Results. In this meta-analysis, we found that 10 studies were included, and MALAT-1 expressions were distinctly related to an unfavorable overall survival (HR: 2.34 (1.65, 3.33); I2 = 76%). Considering the merger’s clinical heterogeneity, for meta-analysis, we used the random-effects method. Conclusion. Overexpression of MALAT-1 showed correlations to the less effective outcome of NSCLC. MALAT-1 might be a new NSCLC prognosis marker.

The relevance of the study lies in the facts that it explores the issues related to the global significance of Dostoevsky’s literary heritage and interdisciplinary approaches to analyzing Russian literature. The significance of the study is stipulated by the current state of scientific knowledge concerning a particular role of literary works in describing and interpreting global political and state processes. The aim of the study is to reconstruct and map Dostoevsky’s geopolitical worldview based on the analysis of his literary and journalistic works. To consider the writer’s works from the standpoint of his involvement into the political issues is the first attempt within Dostoevsky studies. The analysis of Dostoevsky’s literary heritage from a geopolitical perspective was carried out on the basis of Statisticheskiy slovar’ yazyka Dostoevskogo [Statistical Dictionary of Dostoevsky’s Language]. However, since this book does not contain draft notes and earlier versions, preliminary drafts and notebook materials, these texts were intentionally explored. This is the first literary study of its kind which is based on a variety of modern statistical methods. This fact makes it possible to state that the obtained results present new knowledge about Dostoevsky and are of undisputed novelty. The study is focused on big geopolitical subjects, i.e. countries, transnational and national unions, prominent regions; therefore, the present article is only the first stage of the study. Introdução: As lesões por pressão advêm da pressão contínua exercida por proeminências ósseas no tegumento premido contra uma superfície. Aparatos e dispositivos têm sido aventados, na tentativa de mitigar a pressão destas áreas, a maioria, de alta complexidade e custo elevado, o que dificulta a adesão ao tratamento, especialmente após a alta hospitalar. Objetivo: Realizar revisão da literatura e busca de anterioridade sobre malhas ou vestuários para prevenir lesões por pressão nas regiões de proeminências ósseas do quadril. Método: A busca abrangeu de abril de 1988 até julho de 2020. Foi realizado levantamento da literatura nas bases de dados (Cochrane Library, Lilacs, Scielo, Medline, Web of Science e SCOPUS), tendo como critérios de inclusão vestuários que visassem prevenção das lesões por pressão na região de proeminências ósseas do quadril; não houve critérios de não inclusão. A busca de anterioridade foi realizada nos sites de patentes: LATIPAT (Espacenet Patent Search), Google Patent Search, USPTO (United States Patent and Trademark Office), WIPO (World Intelectual Property Organization), JPO (Japan Property Office), CNIPA (National Intellectual Property Agency – China), and INPI – e-patents (Instituto Nacional de Propriedade Intelectual). Resultados: Foram encontrados dois vestuários nas bases de patentes. Conclusão: Não foi encontrado nenhum resultado para as buscas com os descritores “prevenção”, “lesão”, “pressão”, “vestuário”, “malha” e termos correlatos na literatura científica. Recently, the notion of arts as therapy has been of growing interest to sociologists. The aim of this article is to evaluate community-based arts funded projects in terms of their priorities and effectiveness and discuss possibilities for enabling Arts on Prescription schemes in Malta. Thematically, this article explores discourse on the potential of the arts on promoting well-being. Methodologically, this article draws on primary data collected from focus groups, interviews and an online survey with project leaders and artists of funded arts projects targeting mental health, disability or old age. Specifically, this research evaluates all national funded community-based arts projects in Malta between 2014 to 2018 under a national scheme of the President’s Award for Creativity fund, managed by the national Arts Council Malta. Analysis of this data was used to inform the new national cultural policy on the implantation of the Arts on Prescription scheme in Malta.

Abstract:
In February 2013 Malta's new national Curriculum, entitled 'A New National Framework for All' was launched. It was the end result of almost three years of meetings, debates, discussions, consolations and draft documents. This paper first gives a brief description of the historical background of Curricula in Malta, all of which eventually lead up to the present one, and then goes on to discuss specifically history in Maltese Curricula. Today it is no exaggeration to say that, of all school subjects history is the one which has undergone the most radical transformation as far as its pedagogy is concerned. History teaching in Malta now focuses on the learning of specific history skills and concepts, and analyses and interpretation of primary and secondary sources. However, history does not have a high status in the Maltese educational system and there were clear intentions in the initial stages of the creation of the new curriculum to eliminate the subject. This paper describes the advances in history pedagogy experienced in Malta in the past 20 years and the endeavours of the writer to retain history as a separate academic subject in the new curriculum.

Abstract In the years following its independence from Britain in 1964, Malta experienced several changes socially, politically, economically and culturally. In part, these arose from the fact that after independence Malta, as a small Mediterranean island-country, had to take full control of its own destiny, including its economy and politics. At approximately the same time a band called The Malta Bums was set up and eventually gained popularity both locally and further afield. Their 1967 release of ‘Viva Malta’ achieved unprecedented success and is still hugely popular today. This article analyses this song in its historical, cultural and social context. It discusses how and why this track became so popular at that time and is still popular nowadays. For that purpose, it scrutinises its music and lyrics, as well as the production process and how each one of these built on the familiar to convey sentiments of national unity central to the loyalty that the lyrics call for.

Abstract:
Malta is a small country in the middle of the Mediterranean. It is a member of the European Union and has a population of around 400,000. The culture is European, and around 99% of the population is Roman Catholic. There are no studies on the prevalence of schizophrenia in the Maltese population, but it is most likely that it is about 1%. During the last few years, thousands of illegal immigrants from Africa have been arriving in Malta especially during summer. It seems that the prevalence of schizophrenia in this subgroup is more than that in the local population. Studies are needed to study this phenomenon further to see if this is the case, but they are definitely being a big burden on the local psychiatric services. The National Health Service in Malta provides all treatment for schizophrenia free of charge. The pharmacological management of schizophrenia is similar to that of other European countries. Oral atypical antipsychotics are available within the National Health Services, but depot preparations are not yet available. For admissions there is a main Psychiatric Hospital, Mount Carmel Hospital, and two units in two General Hospitals. Community services are in the process of being developed. An NGO association, the Richmond Foundation also provides community and rehabilitation services. The Maltese family is still a relatively strong unit, with a lot of support in times of help being provided by the extended family. Thus in most psychosocial interventions, the family plays a central role.

The marine fisheries catches of Malta were reconstructed for the period 1950-2014, including for reported and previously unreported commercial large- and small-scale catches, unmonitored fisheries catches, i.e., subsistence and recreational fisheries, as well as major discards. The present study updates and improves a previous catch reconstruction for Malta for the 1950-2010 time period. Reconstructed marine fisheries catches for Malta are nearly 1.3 times the official landings reported by the FAO and national authorities on behalf of Malta, increasing from around 1,200 t·year-1 in the 1950s to 3,700 t·year-1 in the 2010s. The discrepancy between reported and reconstructed total catches is mostly due to the subsistence catches estimated, which here consist exclusively of on-board consumption and take-home catch of commercial fishers. While the Maltese fisheries statistical system includes procedures to estimate ‘unmonitored’ commercial landings, this contribution documents that it would be beneficial to also account for non-commercial catches.

PurposeThe purpose of this paper is to analyse the results of two surveys conducted at the University of Malta Library, 2003‐20044 and Lanchester Library, University of Coventry, 2005‐2006. Relationships between library staff and their customers are explored using a customer relationships management (CRM) framework.Design/methodology/approachFocus groups were used to ascertain customer and staff perceptions of the quality of library service and the existing nature of customer/librarian relationships.FindingsCRM was a useful framework for analysing the perceived worth of university libraries. In the contemporary competitive environment, librarians needed not only to ascertain and meet customer need, but to form active collaborations with their customers if the true market potential of academic libraries is to be realised. Good communication strategies are essential for CRM to be successful. Training for staff and customers in information skills and/or new systems is an essential element of a CRM approach.Research limitations/implicationsFurther large‐scale research is desirable to test the basic premise and the methodology employed in greater depth.Practical implicationsInvolving customers actively in the design and delivery of library services has positive benefits vis‐à‐vis the perceived worth and value of the service within the wider institution.Originality/valueDemonstrates the value of adopting a CRM strategy within university libraries.

This study exploits the rare opportunity of a national representative sample, and explores the attitudes of adults towards trade unions in Malta. Data were gathered through a telephone survey carried out among a sample of 1512 persons, representing the Maltese working-age population. Respondents have an overall positive opinion of trade unions, which are seen to carry out important functions in Maltese society. However, slightly fewer than half of the respondents claimed to be satisfied with the work of trade unions, indicating that they are less confident about the unions’ role in offering individual services to their members. A number of suggestions are given in order to stem or reverse the apparent erosion of confidence in Maltese trade unions.

However, most loneliness prevalence studies have focused on particular age groups, thus overlooking how loneliness differs across the lifespan. This study assessed loneliness prevalence in a nationally representative sample ( n = 1,009) of the Maltese population aged 11 years and above using the 11-item De Jong Gierveld Loneliness Scale, while also identifying associations between loneliness and sociodemographic factors. Results demonstrate that 43.5% of the Maltese population experiences some form of loneliness. The association between loneliness and age demonstrates a nonlinear relationship, with elevated loneliness rates among adolescents, which decrease slightly in early adulthood, before slowly increasing from age 35 onward. Loneliness is also significantly associated with education level, employment status, household composition, mortgage payment status, perception of income, presence of a disability, active citizenship, as well as self-rated physical health, coping ability, and subjective wellbeing. These findings indicate that loneliness is experienced in significant rates across the lifespan, and intervention efforts should be targeted toward individuals of all ages.

Abstract Malta has been at the forefront in aging policy and healthy aging development. It was the first country to highlight the need of a United Nations-led international action plan aimed at meeting the needs of an emerging global aging population. Through a number of initiatives, Malta has managed to put aging as a top priority on its national policy agenda. The country boasts of the longest life span spent in good health among all European Union countries with its inhabitants expected to live a significant portion of their life free of disability. Malta’s ranking in the Active Ageing Index experienced consistent improvements in the past decade, registering the sharpest progress in the European Union. In response to an increase in individuals with dementia, Malta was also among the first countries to adopt a national strategic policy for dementia. Notwithstanding such significant progress, Malta still lags behind in developing policy directions addressing gender inequalities and minority groups’ interests among its older population. Similar to other Southern European countries, Malta’s accelerated rate of population aging raises concerns with regard to economic growth, sustainability of effective health care and pension systems, and the well-being of older persons. Gender will also feature prominently in the future planning of long-term care policy as older women are projected to increase threefold in the foreseeable years with the high risk of poverty associated with older single and widowed women, implying that a few would be able to opt for private care.

The aim of this paper and research was to analyse the efficiency of the compiler-generated code for the graphics library and to present results obtained by optimization for the MIPS (Million Instructions Per Second) architecture. Libpng is the official Portable Network Graphics reference library for use in applications that read, create, and manipulate PNG (Portable Network Graphics) raster image files. Given the data structure in the PNG files, as well as the capabilities of the MIPS instruction set, it was expected that significant improvements could be made. Graphic library libpng is optimized by using MIPS instruction set extension and tested on MIPS Malta 74K platform. Test results show, that by using MIPS optimization test, execution times are substantially improved. Our libpng optimization have achieved performance increase of 10 %–78 % depending on optimized routine.

The purpose of the study is to understand the mission of national library in the system of national security of Russia. The author formulates definition of national security basing on the analysis of state concepts and doctrines of national security. The national library is conceived as a humanistic resource of national security, which is protected from information wars. The author considers the components of national security: the nation at the level of individual, society and state; national values in the form of demographic stability, cultural heritage, favourable environment; hazards — hostile phenomena detrimental to the nation; types of security — the types of activities necessary to overcome external and internal hazards; resources — social institutions that ensure the integrity and sustainable development of the nation. The paper proposes definition of bibliosphere as a super-system (system of systems), carrying out production, preservation, use and further development of the national book communication. The components of bibliosphere are: professionally specialized social institutions (publishing, printing industry, book trade, librarianship, bibliography); bibliophile social and cultural movement; commercial and non-profit associations; government authorities and censorship, etc. Considering the doctrine of information security, the author notes that bibliosphere is not an element of information sphere and an object of information security. Culture is presented as a key factor in national security. The paper characterizes the dilemma of militarization and humanization of society in the post-industrial era and emphasizes the urgency of formation of moral and creative individual. The author grounds the new understanding of social mission of the national library.

The practice of building bridges has been attributed to the profession of architects and civil engineers. The theory underlying their design is reserved to researchers mainly in academia. Metaphorically, bridge building is a term used to establish communication and, in particular, to develop friendly relations between parties, a role played by diplomats, especially ambassadors. A contemporary professional who is an architect, an academic and a diplomat is Lino Bianco, the present ambassador of the Republic of Malta to the Republic of Moldova. Based on literature available at the library of the University of Malta and on the internet, the article presents a comprehensive overview of the professional and academic work of Professor Bianco, work which has been acknowledged at both academic and diplomatic levels. It concludes by arguing that he is essentially a renaissance man.

EQAVET, the quality assurance tool in vocational and educational training, was developed in response to the need for a supply of a trained workforce for labour market needs. Implementation of EQAVET at national level, however, remains a challenge. The research reported here focused on the implementation of QA processes by VET providers in 4 countries: Malta, Italy, Turkey, and Sweden. Data was collected through a questionnaire with 62 VET providers. Responses showed that there is an overall commitment to quality. There is, however, little knowledge of EQAVET across the countries, with the exception of Malta. None the less, all VET providers have implemented some aspects of EQAVET, even if not always intentionally. The situation is, however, far from EQAVET being fully implemented. Reflections are made on whether the EQAVET model specifically or qualification assurance principles assurances should be promoted across Europe.

The obligation to preserve underwater cultural heritage is a core principle of the UNESCO Convention on the Protection of the Underwater Cultural Heritage. A key element of this obligation is a balance of scientific research, protection, and the promotion of responsible access to underwater cultural heritage sites. Such a balance requires the setting up of a network of communication between the tourism and heritage sectors on the one hand and the maritime and diving communities on the other hand. A variety of approaches have been developed to promote responsible access to underwater cultural heritage sites, and since the vast majority of the public does not dive, this also includes the development of virtual access. In Malta, maritime archaeology can be traced to humble and sporadic beginnings in the 1950s. The following decades brought a growing interest in diving activities and a rising number of diving schools and clubs. Whilst Malta has today established itself as a diving tourism destination, responsible access to underwater cultural heritage sites was not always entrenched in dive operations or institutionally recognized. The protection and management of underwater cultural heritage has recently been firmly established within Heritage Malta, the national agency for museums, conservations, and cultural heritage. This paper is intended to outline the trajectory of Malta’s underwater cultural heritage management and to present the innovative and state of the art public access system that is managed by the Underwater Cultural Heritage Unit within Heritage Malta.

Introduction: Malta is a small island in the middle of the Mediterranean with a population of 514,564 inhabitants and is served by one public tertiary hospital, Mater Dei Hospital. The Vascular unit was set up in 2007. The aim of this review is to analyse the work related to peripheral arterial occlusive disease (PAOD) in Malta with an in-depth focus on amputations and revascularisation procedures since the introduction of the Vascular unit. Method: Various sources of data have been interrogated to address this subject. Population and prevalence data on obesity and type II diabetes mellitus from 2003 to 2019 was obtained from the National Statistics Office, the World Health Organization, and the International Diabetes Federation, respectively. The Maltese Vascular Register (MaltaVasc), and in-hospital reports from 2003 to 2019 was used to obtain data on revascularisation procedures, major amputations and minor amputation rates in Malta. Results: Malta has one of the highest rates of obesity in Europe. In 2015, the prevalence rate was 30.6%. Similarly, data from the International Diabetes Federation Atlas showed that the prevalence rate of T2DM among adults was 14% in 2017. There was a mean of 33 open/hybrid procedures per 100,000 population (28–38, 95% confidence interval) between 2005 and 2009 and a mean of 57 endovascular procedures per 100,000 population (46–68, 95% confidence interval) during the same time-period. From 2009 to 2019, there was a mean of 16 major amputations and 78 minor amputations per 100,000 population. Conclusion: A significant reduction in major amputation rates with an increase in minor amputation rates and revascularisation rates has been noted since the establishment of the vascular unit in Malta. During this period, there has been an increase in prevalence in obesity and T2DM together with an aging population.

Specialist nurses play a significant role in healthcare. This study investigated and evaluated the primary and extended roles and the development of specialist nurses in Malta. Methods: A qualitative case study design and purposive sampling techniques were used to gain a deep understanding of the complex issues surrounding specialist nurses from multiple data sets. A survey of the total specialist nurse population in 2013 (n=27), in-depth interviews with a group of specialist nurses (n=9) and four focus groups with key professionals and policy stakeholders (total n=28) were carried out. Data were collected between 2013 and 2015 and analysed using thematic analysis. Findings: Three themes emerged: the roles and attributes of specialist nurses in Malta; the development of specialist nurses; and the influences on the advancement of specialist nursing practice in Malta. Although these data are nearly a decade old, no further research has been carried out. Conclusions: A legally accepted set of definitions as well as preparation and evaluation of the specialist nurse role from a national policy perspective is needed. Attitudes and systems that limit specialist nurses need to be challenged.

Schoolbag weight in schoolchildren is a recurrent and contentious issue within the educational and health sphere. Excessive schoolbag weight can lead to back pain in children, which increases the risk of chronic back pain in adulthood. There is limited research regarding this among the Maltese paediatric population. A cross-sectional study was undertaken across all schools in Malta among students aged 8–13 years (inclusive). Data were collected using a questionnaire detailing schoolbag characteristics, self-reported pain and demographic variables, such as age and gender. Structured interviews with participants were also carried out by physiotherapists. A total of 4005 participants were included in the study, with 20% of the total Malta schoolchildren population. Over 70% of the subjects had a schoolbag that exceeded the recommended 10% bag weight to body ratio. A total of 32% of the sample complained of back pain, with 74% of these defining it as low in intensity on the face pain scale–revised. The presence of back pain was statistically related to gender, body mass index (BMI), school and bag weight to body weight ratio. After adjusting for other factors, self-reported back pain in schoolchildren is independently linked to carrying heavy schoolbags. This link should be addressed to decrease the occurrence of back pain in this age group.
