Abstract:
The study investigated the role of the library on national security in Nigeria. It was carried out to identify the extent the library can contribute to national security effectiveness through information sharing, information provision, and public education. This is because if the problem of insecurity must reduce in our society, all the stakeholders, including the library has positive roles to play. The study highlighted the strategies adopted by the library in promoting national security. They include: Moral boosting strategy, selective dissemination of peace information/ education strategy, transformation and change strategy, peace and reconciliation strategy, social integration strategy, national development strategy, and free access to information resources strategy. Based on the these, it was recommended that security agencies should be as a matter of deliberate government policy, work closely with the library in the war against insecurity; library should design a blueprint for security consciousness; and rural libraries/mobile libraries should be more functional to distribute literacy materials to help rural dwellers be better information sensitive in this information driven society.

The growth of any economy in the world will happen on the back of the needed infrastructural facilities. And to build the needed infrastructures for national development requires a lot of money and time. There have been incessant concerns of the citizenry on the present level of infrastructural neglect and decay in Nigeria. The infrastructural decay in Nigeria ranks very high when compared to the national resources to the availability and quality of the needed infrastructure. The availability of needed infrastructures will enhance ingenuity, novelty, employment, self-confidence, wealth creation, and social security. However, it is wretched to note that the dire infrastructure in Nigeria is in a bad state thereby creating an evolving crisis. The inability of the government of Nigeria to maintain and endure her perilous infrastructure such as; road rails and pipelines network, the micro small and medium enterprises will require developed and scalable transportation infrastructure ( Land, Air, and Water), Electricity energy ( power for industrial and domestic use), Educational infrastructure ( Schools, Research and instructional materials), Health infrastructure ( Hospital, trained personnel, and Equipment), Security infrastructure ( Police, Military and Para-military). This study aims to explicate the potential of Sukuk as an alternative and sustainable financial vehicle for financing infrastructural development in Nigeria. The study is library-based and analytical and evaluation approaches are used to explore related library-based data on the causes and effects of infrastructural development in Nigeria. The study investigates and describes how the Nigerian government can utilize the potentials of Sukuk investment for infrastructural development across the nation.

Journal of the Medical Library Association, 108(3), 398–407. https://doi.org/10.5195/jmla.2020.607 Abstract Objective – This study examined the field of medical librarianship as it is currently practiced in Nigeria. Design – Mixed methods: electronic survey and in-person interview. Setting – The survey was advertised via an email list and a WhatsApp discussion group, both based in Nigeria. The interviews were requested directly by the authors. Subjects – Librarians working in medical libraries in Nigeria for the survey; library heads for the interviews. Methods – The survey was created in Google Forms and shared via the Nigerian Library Association’s email discussion list and the WhatsApp Group for the Medial Library Association of Nigeria. Question categories included personal and library demographics, library patronage/social media use, library services for users, and librarians’ training and challenges. Most questions were closed-ended. Survey data was analyzed in SPSS for response frequencies and percentages. The interviews were conducted in person. Questions covered topics such as demographics, challenges, and prospects (for medical librarianship in Nigeria). Interview transcriptions underwent thematic content analysis. Main Results – The majority of the 58 survey respondents (73%) reported seven or more years of medical library experience. There was no consensus on classifications schemes used throughout medical libraries in Nigeria, with 43% using the US National Library of Medicine classification and 32% using the Library of Congress. Social media use also varied, but the majority (approximately 45%) reported using social media less than monthly to promote their libraries or programming. Monographs were the main collection material reported by roughly 35% of respondents. Journals followed at approximately 24% while only 10% reported electronic resources as the main collection material. The majority of respondents (53%) noted that their library did not offer specialized services. Others (31%) reported “selective dissemination of information, current awareness services, or reference services” (p. 402) as specialized services; 7% reported literature searching. The majority of respondents (70-75%) rated their skill levels in evidence based medicine and systematic reviews as beginner/intermediate. Half of respondents reported that their libraries had not held any training programs or seminars for library users in the six months prior. Interviews with library heads revealed that they all had high hopes for the future of medical libraries in Nigeria but also noted many challenges. These included a lack of cooperation between libraries, a lack of interlibrary loan services, budget deficiencies, and insufficient access to the internet. This mirrored survey responses, 50% of which noted access to electronic information was a “significant barrier to improved services” (p. 402) along with a lack of training (53%) and low library usage (57%). Conclusion – Medical libraries in Nigeria face multiple challenges. Budgetary constraints, a lack of library cooperation, and internet accessibility limit the availability of electronic collections. The authors suggest that library associations in Nigeria focus on education and training opportunities for current and future medical librarians.

Finally, recommendations are made for a viable indexing service for the nation.

Few Nigerian libraries index daily and weekly newspapers. The qualified and unqualified staff who do the indexing use various entry formats and structures, provide several access points and also maintain several catalogues. The number of subject headings to be assigned per item is determined by policy in most of the libraries. Subject headings are determined with or without subject heading lists. To achieve a uniform indexing system, the National Library of Nigeria should formulate indexing standards, compile and publish indexing terms, index newspapers and publish subject indexes.

Abstract:
Purpose The purpose of this study is to determine the type of information Library and Information Science professionals share in the WhatsApp groups in Nigeria. Design/methodology/approach The study adopted a quantitative content analysis research design. With a total of 739 participants, 1,385 posts of six different WhatsApp groups of Library and Information Science professionals for three months were analyzed. Findings The study found that the most shared information among the Library and Information Science professionals in Nigeria is post on professional information. This demonstrates that librarians are determined to share professional information among them to promote the profession. This was followed by political information basically on the Nigerian Library Association national executives’ election, and job advertisements related to the library. Although a few members violate the rules by posting the kind of information not required in the WhatsApp group, the erring members are quickly called to order and warned by the WhatsApp group administrator. Social implications Professional ties can grow among information specialists and library practitioners through participation in virtual communities such as WhatsApp group. The implication of this work is in showing that social media especially WhatsApp groups can be used as a knowledge sharing mechanism to share timely, current and relevant information among professionals in different occupations. Originality/value Findings on the use of WhatsApp group in sharing professional information will inform several other Library and Information Science professionals in other countries of the need to adopt this channel to disseminate timely information related to up-coming conferences, training opportunities, workshops, call for papers and so on among the professionals. The results of this paper are valuable for anyone interested in an avenue to share or receive much quicker and pertinent information that saves the time of professionals in any occupation.

Abstract:
This paper examined hate speech as a threat to Nigeria’s national unity and national integration. It is designed to x-ray people’s understanding of what constitute hate and the role of Media and Information Literacy (MIL) in promoting national unity and integration in Nigeria. Qualitative research method was adopted in conducting the research. Data was collected using interview and descriptive method was used in the analysis. A total of 72 participants were purposively selected for the interview from the six geo-political zones in Nigeria. The findings show that majority of the respondents were not familiar with the concept of MIL; the study also showed that effective implementation of MIL competencies will not only curb the spread of hate speech in Nigeria but also ensure national unity and national integration. The paper concludes by recommending that there is need for sensitisation among Nigerians on the dangers of hate speech and the remedy provided by MIL in order to produce citizens who will harmoniously work together to build the country.

Abstract:
The study examined the effectiveness of the National Youth Service Corps programme in Nigeria in relation to its major objective which is to help bring about national integration. Specifically, it has attempted to find out the attitudes of a sample of graduate youths from the Hausa and Yoruba ethnic groups towards the Igbos and the country, and to assess whether participation in the National Youth Service Corps programme produces a change in their attitudes. The major hypothesis for the study - those who have served in the National Youth Service Corps programme will have a more positive attitude towards national integration as measured by the National Identity Scale, than those who have not served in the scheme - is supported. The favourable change in attitude however is moderate (P <.01). The results indicate that the respondents' job satisfaction, as typified by the significance of the jobs assigned to them, rather than participation per se is a better predictor of national integration in the present study. Quasi-experimental design was adopted. Evidence of the corps members' attitudes towards the Igbos and the country before their participation in the one year national programme serves as a baseline for measuring change. Four major scales are used. The National Identity Scale in the form of Likert-type attitude scale; Marriage Choice Scale - a modified Bogardus' Social Distance Scale. Socio-metric-type questions form the Friendship Choice Scale. Osgood's semanticdifferential scales of 'a typical Igbo' make up the fourth attitude scale. 460 randomly selected respondents form the sample. 260 are the experimental group, while 200 are the control group. Questionnaire and interview methods are used to collect data from the experimental group before and after their service in Imo state. Only the questionnaire is used to collect data from the control group. For data analysis, Factor analysis, t-test, (and One-way Analysis of Variance, where appropriate) and Step-wise Multiple Regression analysis are employed. The mean difference between the experimental and control group is examined in terms of participation and non-participation in the NYSC programme. Comparisons are also made between the entire sample as categorised by such biological/demographic factors as sex, ethnic origin and religion of respondents. For the experimental group only, the possible effect of such factors as frequency of contact with their host community - the Igbos, job satisfaction in their place of assignment, language acquisition (Igbo) and location of their assignments in terms of urban/rural environment are also examined at the end of their service year. This is done in order to determine the most effective factor/s within the context of the National Youth Service Corps programme that help reduce prejudice, and therefore increase national integration.

In the last two decades, the federal government of Nigeria has employed several strategies in an effort to resolve the ongoing crisis in its Niger Delta Region. Two main approaches were adopted concurrently by both military and civilian regimes within the period of study, diplomatic and non-diplomatic. Unfortunately, both strategies failed to resolve the crisis. This thesis explains why the strategies failed, arguing that combination of an overly high military with low civil counterinsurgency strategies during the military regimes of 1990-1999 allowed an excessively repressive approach that did not only fail to end the crisis but eventually fuelled it to transform agitation into insurgency. In addition, the civilian regimes of 1999-2009, which engaged low military and relatively high civil counterinsurgency strategies, have also not been able to resolve the crisis. The study hence suggests a moderate approach comprising of both strategies; a professional military approach with moderate civil counterinsurgency strategies, and adopting measures that would assist the government to isolate its counterinsurgency strategies from political groups' interference, and resist responding to all pressures and complaints likely to sabotage its strategies.

Abstract:
This thesis evaluates the National Library of Wales (NLW) from conception to realisation. It adds to the limited existing work on the library by positioning it within the political and cultural environment from which it emerged, posing new questions about its relationship with Welsh national identity. Although there is some work which looks at national identity in relation to national library projects, nothing of this type and depth has been done before, and not in relation to Wales. The first section investigates the early calls for a NLW and explores why the campaign made significant progress from the 1890s. The focus then shifts to an interrogation of the British government’s decision to locate the library in Aberystwyth, challenging the important role previously assigned to the campaign group’s application. Chapter three analyses the library building fund’s subscription drive and argues that the campaign was not the result of a mass movement, but orchestrated by a group of elites. It evaluates the decision made by the library campaign committee to evoke momentary patriotic sympathies among potential subscribers, rather than extolling the virtues of the library as a long-term educational resource. Chapter four is an analysis of the library’s buying policy and argues that an overrepresentation from key academic disciplines on the committees may have created a bias towards certain subjects. The final chapter compares this vision with how the library’s services were utilised by three user groups: reading room users, tutorial class attendees and Ruhleben camp internees. Reading room usage generally concurred with the founders’ overall vision for the library. In contrast, remote users attending tutorial classes were given the opportunity to curate their own reading which resulted in a more wide-ranging collection. The thesis concludes with an assessment of the library’s development and role as a key element of Welsh nation-building at the beginning of the twentieth century.

Traces the history of organized document collections of India from very ancient times, the contribution of Europeans especially the British rulers of India for systematization and conservation of such collections, and the origins of public library systems that culminated in the establishment of the National Library of India. Critically evaluates the National Library system of India as well as its present set up, resources and services. The paper argues that the main characteristics of a national library, which distinctly delineate it from other types of libraries is its specialization in a particular geographical area for its content. It should achieve maximum reliability of the collection in that mandatory area. The paper points out that in coverage and reliability in the mandatory areas as well as in extending services to the expected users including those living in remote villages; Indian National Library has failed. The study suggests decentralization of the resources by physically spreading it among the regions of concerned languages, establishment of subject specific divisions and other measure that can enable the National Library of India to fulfill its objectives.

For nearly 60 years since rich countries started channeling foreign aid resources to Nigeria, aid effectiveness is still being contemplated. This study sought to determine the impact of national culture on aid effectiveness, in order to develop frameworks for aid effectiveness in Nigeria. A combination of the Geert Hofstede’s dimensions of national culture; the Paris Declaration’s principles of aid effectiveness as well as the Easterly and Pfutze’s best practices of aid were used to underpin the study. The analytic survey research design was adopted. Data was collected through computerized self-administered Qualtrics web-based survey, using Likert scale questionnaire. The questionnaire was distributed to all 846 aid workers that composed the sampling frame across the six geographic regions of Nigeria. Out of this number, 416 were returned valid and analyzable. Descriptive (frequencies) and inferential (Chi-square and ANOVA) statistics were utilized for data analysis. In order to increase statistical rigor and control for biases, the Kruskal Wallis test of variance and Mantel-Haenszel procedures were conducted. Of the five principles deployed in this study, participants perceived aid effectiveness in four principle areas. That is, aid alignment to country systems, managing aid for results, country ownership of aid, and mutual accountability of aid. Harmonization of aid emerged from this study as ineffective. Of the four principles of aid effectiveness that were perceived to be effective, country ownership of aid had significant relationship with national culture. Therefore, culture sensitive institutional framework, as well as a conceptual framework for aid effectiveness were proposed for implementation to improve the effectiveness of aid; particularly, promoting culture sensitive ownership and harmonization of aid in Nigeria.

This thesis examines the social character of petroleum-related grassroots struggles in Nigeria’s oil-producing region. It does this against the background of the dominant scholarly narratives that portray the struggles as: a) a disguised pursuit of an ethnic/sectional agenda, b) a 'minority rights' project, and c) a minority province’s protest against 'selective' environmental 'victimisation' by the majority ethnic nationalities. While the dominant scholarly analyses of the struggles are based on the activities of the better known activist organisations operating in the oil region, this thesis focuses primarily on the everyday 'grammar' of discontent and lived worlds of ordinary people vis-à-vis upstream petroleum operations and petroleum resource utilisation. The aim has been to gain an understanding of the forces driving community struggles in the oil region and their wider societal significance. Examined alongside the narratives of ordinary people are the legal/institutional framework for upstream petroleum operations and the operational practices of the oil-producing companies. Using primary data obtained through ethnography, focus group discussions, in-depth interviews and visual sociology, as well as relevant secondary data, the researcher constructs a discourse matrix, showing how grassroots narratives in selected oilproducing communities intersect with contemporary civic discourses in the wider Nigerian context. The thesis highlights the theoretical and policy difficulties that arise when the social basis of petroleum-related grassroots struggles and ordinary people’s narratives are explained using an essentialist idiom. It reveals, above all, the conditions under which so-called 'locale-specific' struggles in a multi-ethnic, oil-rich African country can become a campaign for the emancipation of ordinary people in the wider society. This research extends the existing knowledge on citizen mobilisation, extractive capitalism, transnational corporate behaviour, and Nigeria’s contemporary development predicament. It sheds light on some of the processes through which ordinary people are forcing upon the state a change agenda that could drive the country along a more socially sensitive development and democratisation trajectory.

Food insecurity is a condition of insufficient access to quality nutritious food; it is often rooted in shocks that interrupt the food production/distribution system in an area. Amidst the capabilities of Nigeria's agricultural system, the number of households across Nigeria experiencing food shortages has increased rapidly. The main reason for this increase were price shocks. This incident highlighted a huge vulnerability in Nigeria's food system, the vulnerability to price shocks. Incidences such as poverty and conflicts magnify the frequency of food insecurity. The ability to reduce vulnerabilities while addressing existing issues in food production and supply depends on a stable economy and innovative policy. As a major oil exporter, Nigeria's economy is affected by oil price fluctuations. This paper analyses the extent of the effect and how such volatility could increase vulnerability in the food system. The analysis in this treatise examines economic and agricultural factors to identify trends that negatively affect Nigeria's current food system.. Oil prices were significant in explaining variation in food price shocks and Gross Domestic Product (GDP). Food price shocks are one of the symptoms of economic downturns. Agricultural innovation, and economic policies need to be formulated to prevent such shocks in the future. Given the dependency of economic performance on oil prices, a major move would be to diversify the Nigerian economy; with adequate attention being paid to agriculture.

Abstract:

With the advancement of information technology, national library websites have become an essential vehicle for their users to access official information and library resources. They serve the general public from different countries, age groups, ethnicities, and educational levels. The purpose of this dissertation research is to examine the usability, user experience (UX), and information architecture (IA) of national library websites in different countries. Focal areas of investigation include: (1) the primary content elements on national library websites' homepages, (2) the extent to which various quantitative measures of heuristic evaluation and IA assessment overlap with those measures from task-based usability testing, (3) the extent of the impact of cultural and national origins on participants’ assessment of usability of national libraries’ websites. The research design of this dissertation study features (1) a content inventory of 28 national library websites, (2) a web IA assessment and a usability evaluation of five national library websites, and (3) usability tests for three national library websites involving 30 participants. The key findings of this dissertation research help to establish a list of common content elements on the homepages of national library websites worldwide and provide a concrete, practical, and feasible procedure to evaluate such websites. The results show statistically significant differences in task performance with the use of national library websites between different groups of users, such as those from different genders and educational backgrounds. Significant correlations were found between the overall participant satisfaction of a national library website and multiple variables such as the content, visual design, and information architecture, as well as between heuristic evaluation scores and participants’ ratings of some aspects of the websites.

Based on the specific results from various phases of the research, this dissertation presented detailed recommendations that could help to make national library websites more usable for all its users, including the first-time users across different genders, age groups, and educational backgrounds. Furthermore, in order to achieve a high level of satisfaction, it is recommended that national libraries focus on six factors affecting participants’ satisfaction: the quality of information, the trustworthiness of the content, the credibility of the content producers/providers, the website’s overall structure, the design, and the aesthetics of the website.

Another significant contribution of this dissertation research is its use of various methods used to evaluate national library websites and its integration of the results of the different methods to obtain a broader and more comprehensive understanding of these findings. Future UX research on national library websites could expand the research by incorporating the methodology used in this research, testing a greater number of national library websites around the world, and involving users from all walks of life.
