Abstract:
PurposeThe purpose of this paper is to examine the impacts of the ongoing freight market deregulation in the European Union (EU). Specifically, this case study focuses on cabotage penetration rates in Germany, the largest logistics market in Europe. In light of the upcoming trade barriers, we intend to move this topic forward by emphasising its interdisciplinary nature.Design/methodology/approachBased on the analysis of Eurostat data, expert interviews and a review of related literature, we elaborate and discuss four propositions related to the factors affecting cabotage penetration, future cabotage levels and the effects on modal split and empty runs.FindingsWe found that cabotage in Germany plays a more important role than officially reported and has increased drastically since 2008. Given our analysis, increased cabotage penetration seems to thwart efforts within the EU to promote a modal shift from road to rail and increased national empty runs are the future outcome of current regulations. In Germany, the cabotage share is likely to reach 16% in the next five years.Research limitations/implicationsThis paper highlights the need for incorporating a more contextual understanding in freight carrier selection theory development in general as well as country-specific investigations in particular.Practical implicationsLogistics managers and policymakers looking at future strategies are advised to take the ongoing deregulation trend into consideration. European freight movement using cabotage operators may represent significant cost savings; however, these cost savings come at an environmental and social sustainability price as the modal shift to rail and fill rates suffer.Originality/valueThis paper represents an empirical and unbiased point of view, in contrast to the reports of the European Commission (pro-deregulation) or the reports of the haulage associations and labour unions (anti-deregulation).

Abstract:
Shipping between domestic ports must be transported by ships with Indonesian flags and operated by national shipping companies, meaning the cabotage principle. The aim is to prevent and reduce dependence on foreign ships carrying out Indonesia's maritime territory. However, in regulating and implementing the cabotage principle, it is not sure that it can be applied absolutely, which can be interpreted as not reflecting legal certainty. This study aims to analyze the legal certainty of implementation of the cabotage principle in Indonesian territorial waters. This research is a normative study that uses legal, historical, interpretation and case approaches. The case and interpretation approaches are used to examine the cabotage principle concept in legislation and several relevant cases brought to Indonesian courts. The results shows that the regulation of the cabotage principle on sea transportation is found in the form of laws, presidential regulations, presidential instructions and ministerial regulations. However, in other various regulations, the cabotage principle does not apply absolutely (semi-protectionist) or inconsequently. On the one hand, this is because it prohibits foreign ships from operating in Indonesian territory to carry passengers and/or goods between islands or ports. On the other hand, foreign ships are allowed for other activities that do not include carrying passengers and/or goods with certain conditions and approval from the government. The application of the cabotage principle based on judges' considerations in cases submitted to the State Administrative, Supreme and the Constitutional Courts has fulfilled legal certainty according to the Shipping Law. However, the protection of national Shipping must be prioritized, and the use of foreign ships should be considerably tightened unless Indonesian-flagged vessels are not insufficiently available.

ABSTRACTSThis study aimed to determined the implementation, constraints and assesed the impact of the cabotage principle and sea toll program on regional resilience in Anambas until the beginning of 2019. Archipelagic districts that had 238 islands in the border region needed ships to supported the development of other sectors and connectivity of disadvantaged, remote, outermost, and border areas (3TP).This study used qualitative descriptive methods in the form of maps, tables and graphs. Data was obtained through observation, in-depth interviews and documentation in Tarempa, Matak Base, sea toll vessels and the Directorate of Sea Traffic and Freight, including literature studies and internet data. The result of this studi showed that cabotage principle succeeded in increasing the number of national commercial fleets fivefold since 2005-2018. The upstream oil and gas company at Anambas complied with cabotage and was not subject to operational disruption.The existence of national ships in Indonesian waters contributed to the aspect of defense security as a source of information. The implementation of the sea toll route to Anambas until the fourth year had not succeeded in reducing the price of goods but maintaining the stock of logistics, especially during extreme weather, supporting food security. Cabotage was important for economies and defense security meanwhile sea tolls contributed to inter-regional connectivity to supported the development of remote, frontier, disadvantaged and borderareas (3TP). Both were encouraging national sea freight to dominated the domestic market share.ABSTRAKPenelitian ini bertujuan untuk mengetahui implementasi, kendala dan mengkaji dampak implementasi asas cabotage dan program tol laut terhadap ketahanan wilayah di Anambas hingga awal tahun 2019. Kabupaten kepulauan yang memiliki 238 pulau di wilayah perbatasan membutuhkankapal untuk menunjang pembangunan sektor lain dan konektivitas daerah tertinggal, terpencil, terluar, dan perbatasan (3TP).Metode yang digunakan adalah deskriptif kualitatif dalam bentuk peta, tabel dan grafik. Data diperoleh melalui observasi, wawancara mendalam dan dokumentasi di Tarempa, Matak Base, kapal tol laut dan Direktorat Lalu Lintas Angkutan Laut dilengkapi studi pustaka dan data internet.Hasil penelitian menunjukkan implementasi asas cabotage berhasil meningkatkan jumlah armada niaga nasional 356 persen pada tahun 2005-2018. Perusahaan hulu migas di Anambas mematuhi cabotage dan tidak terganggu operasionalnya. Keberadaan kapal nasional di perairan Indonesia mendukung aspek pertahanan dan keamanan sebagai salah satu sumber informasi. Implementasi tol laut trayek Anambas hingga awal tahun 2019 belum berhasil menurunkan harga barang tetapi menjaga stok logistik terutama saat cuaca ekstrim, mendukung ketahanan pangan. Cabotage penting bagi perkonomian dan pertahanan keamanan di laut sedangkan tol laut berkontribusi pada konektivitas antarwilayah mendukung pembangunan daerah 3TP. Keduanya mendorong kapal nasional mendominasi angkutan laut dalam negeri.

Coastal shipping in Chile has a long tradition, and national cabotage laws continue to protect the domestic shipping market. The country's extensive coastline, the population concentration along the coast, and a lack of connecting rail networks might make coastal (short sea) shipping seem to be a viable option as part of an efficient and sustainable freight mobility strategy for Chile. This paper examines the potential for coastal shipping in Chile. It evaluates freight structure, demand and modal split, and the supply of shipping services over the past decade. Three markets are presented—a northern corridor, a southern corridor, and a combination of the two—and evaluated for adequate demand for coastal shipping. Six conclusions are drawn about the promise of short sea shipping developments in Chile, including identifying a future research agenda and filling missing data gaps.

Since the national policy the principle of cabotage was carried out, the development of the shipbuilding industry has not been able to keep up the growth of ocean freight industry and experiencing obstacles, because the lack of Government support both in the funding, regulation and also the construction of the infrastructure. East Kalimantan province has some of potential shipping industry in supporting the development of leading sectors. Research objectives are; identify the potential and the problem, as well as industry development strategy of formulate shipyards for Government and industry peers. Methods used through observation, interview against the perpetrators of the object of research, analyze and formulate strategy. Results of the study indicated the ship industry production costs still high, a factor restricting the price of domestic-made ships more expensive around 10%-30% in comparison with imported products. In addition to the production time, relatively longer because of the lack of support and other supporting components industries.

Abstract:
The thesis describes conditions for carrying out cabotage in road freight transport, in comparison to current and past development at the EU level, and in transport policy of the EU described in the primary law. The most current changes at the field of cabotage are a good precondition for the future growth of this type of transport. The issue of cabotage could be described in three groups of topics, the first being the unified EU regulations of cabotage and conditions set for carrying out cabotage, the second concerns topics, that are similar in every EU country due to harmonization of national law, for example the payment of VAT, admission to the occupancy of road haulier or technical conditions for vehicles. The third group deals with matters that are different in every EU country, e.g. toll systems. Carrying out cabotage is therefore to be adjusted to all aforesaid conditions, which have a direct influence to the economical background of cabotage transports.

Syftet med denna studie är att undersöka hur den fria leken på svenska förskolor är begränsad för att gå i linje med förskolans uppdrag som det är presenterat i läroplanen. För att uppnå detta har vi intervjuat sju förskollärare på två svenska förskolor angående deras syn på den fria leken och hur den är begränsad. Det insamlade materialet är sedan analyserat med hjälp av Michel Foucaults teorier samt Jennifer M. Gores mikro-praktiker om makt för att synliggöra hur den fria leken är begränsad och varför. De tre centrala teman som presenteras i läroplanen är: säkerhet och välmående; grundläggande och demokratiska värderingar samt lärande, utveckling och livslångt lärande. En hierarki bland dessa teman blev uppenbar där säkerhet ses som viktigast följt av de grundläggande och demokratiska värdena och sist lärande, utveckling och livslångt lärande. Vi fann även att förskollärarna hellre reglerar leken så att den stämmer överens med läroplanen än att bryta den samt att läroplanens tolkningsbarhet leder till olika strategier bland förskollärarna för att uppnå deras önskade resultat.

Canada geese (Branta canadensis) recently have become management problems in some areas due to overpopulation At Fish Springs National Wildlife Refuge (NWR). managers are concerned with the opposite situation Despite attempts to boost production, only 18 to 34 goslings of the western Canada goose (B. c. moffitti) were produced per year, from 1989 to 1993. I studied the breeding population from March to July in 1996 and 1997. Results suggest that production is limited in 3 ways: low gosling survival. low nesting success for ground nests, and low number of breeding pairs Gosling survival to fledging was 25% in 1996 and 52% in 1997. I examined the potential causes of low gosling survival, especially the effects of saline drinking water. Specific conductivities in the spring-fed marshes of the desert refuge range from 3.0 to 25.0+ μS/cm. conducted an experiment on captive wild-strain goslings. Three groups received different levels of saline \\ater as measured by specific conductivity: control (0 63 μS/cm), intermediate 12.0 ~1Slcm). and high (18.0 ~1Slcm) I found mortality only at the high level Effects on growth were growth were evident at both the intermediate and high levels, although statistically significant only at the high level. To examine the effects of saline drinking water on survival of free-ranging wild goslings, I collared and radio marked breeding adults, then monitored brood location and gosling numbers. I found that mortality was independent of specific conductivity levels on the brood-rearing impoundments. Observations suggest that the primary causes of low gosling survival involve predation and human disturbance. l compared my results lo the results of other studies. Accuracy of results appears to be related to the estimation technique used. Radio tracking of broods has the potential to be very accurate. Al Fish Springs NWR. l monitored nesting pairs. nests, and broods throughout the breeding season. Ground nests had lower nesting success in both years (56%: 41 %) than artificial nesting platforms (90%, 83%). The number of nesting pairs was 26 and 34 in 1996 and 1997, respectively. Based on these results, l made several management recommendations, including installing more artificial nesting platforms. and minimizing human disturbance.

Objective: To project the proportion of population 65+ years with severe long-term activity limitations from 2017 to 2047. Design: Large population study. Setting: Population living in private households of the European Union (EU) and neighbouring countries. Participants: Participants from the EU Statistics on Income and Living Conditions aged 55 years and older and living in one of 26 EU and neighbouring countries, who answered the health section of the questionnaire. Outcome: measures Prevalence of severe long-term activity limitations of particular subpopulations (ie, 55+, 65+, 75+ and 85+ years) by sex and country. Results: We find a huge variation in the prevalence of self-reported severe long-term limitations across Europe for both sexes. However, in 2017, about 20% of the female population aged 65 years and above and about 16% of their male counterparts are expected to report severe long-term activity limitations after accounting for differences in reporting. Accounting for cultural differences in reporting, we expect that European countries will have about 21% (decile 1: 19.5%; decile 9: 22.9%) of female and about 16.8% (decile 1: 15.4%; decile 9: 18.1%) of male 65+ years population with severe long-term activity limitations by 2047. Conclusions: Overall, despite the expected increase of life expectancy in European countries, our results suggest almost constant shares of older adults with severe long-term activity limitations within the next 30 years.

In der Privatwirtschaft ist Geschäftsprozessmanagement (GPM) mittlerweile verbreitete Praxis. Mit den stärker wirkenden demografischen Veränderungen, dem zunehmenden Kostendruck, dem daraus folgenden Ressourcenmangel sowie den gestiegenen Dienstleistungsansprüchen der Verwaltungskunden nimmt die Bedeutung von Wissensmanagement und GPM auch in der öffentlichen Verwaltung zu. Trotz eines größtenteils einheitlichen Gesetzesrahmens werden in der Verwaltung Geschäftsprozesse unterschiedlich ausgestaltet. Zwischen Projekten, die Verwaltungsprozesse zum Gegenstand haben, gibt es zu wenig Austausch von Expertise und Erfahrungen. Die Erkenntnisse aus der erfolgreichen Umsetzung von Prozessmanagement in der Privatwirtschaft sind nicht ohne weiteres in die Verwaltungspraxis übertragbar. Daher widmen wir uns in einem zweiten Beitrag verschiedenen Umsetzungsstrategien von GPM in der öffentlichen Verwaltung in Europa. Vor dem Hintergrund der derzeitigen Implementierung bzw. des Reifegrads von GPM in einzelnen Verwaltungen ist GPM längst kein integraler Bestandteil der Organisationen. Insbesondere ist die Bereitschaft, Wissen über Geschäftsprozesse zu teilen, ist sehr begrenzt. Wir untersuchen in einem weiteren Beitrag, welche Umstände, Treiber und Hemmnissen den Prozesswissens-Austausch in öffentlichen Organisationen beeinflussen. In einem abschließenden Beitrag stellen wir die wesentlichen Bausteine eines föderalen Informationsmanagements in der öffentlichen Verwaltung in Deutschland dar. Dabei haben wir untersucht, wie Daten und Informationen aus den Bereichen Leistungen, Prozesse und Formulare der öffentlichen Verwaltung miteinander zu kombinieren und zu integrieren sind.
Business Process Management (BPM) is already widely used in the private sector. The importance of knowledge management and BPM in the public administration also increases due to the advancing demographic change, the increasing cost pressures, the consequent lack of resources as well as the increased demand of customers for administrative services. Despite a uniform legal framework, the business processes are executed differently in different administrations. There is little exchange of expertise and experience between BPM projects. The goal of the research project “National Process Library” (NPL) is to create a platform to exchange and reuse processes and BPM expertise about and among German administrations. For the dissertation at hand, essential design elements of this platform have been designed and have been subject to a first evaluation. Many findings about the successful implementation of process management in the private sector cannot be directly transferred to the public administration, as there exist important differences. Hence, the second contribution focuses on the different implementation strategies of BPM in public administrations in Europe. The current degree of implementation and maturity of BPM in public administrations is generally low. Many administrations face similar challenges and offer identical or overlapping services. However, the willingness to share knowledge about business processes is very limited. Therefore, the exchange of process knowledge could lead to immense savings. The third contribution investigates the circumstances, drives and inhibitors to improve process knowledge sharing in public organizations. This paper describes how Natural Capital Accounting (NCA) can be integrated into economy wide analytical frameworks to enhance evidence based decision making. Examples from applications of the Integrated Environmental Economic Modelling (IEEM) Platform show how explicitly accounting for the contributions of the environment to the economy in economic forecasting can lead to substantially different policy recommendations, overcoming some of the scope limitations of traditional economic performance analysis. Furthermore, the paper describes how NCA can be integrated into more traditional economic performance measurements, such as the System of National Accounts and their indicators such as adjusted Gross Domestic Product and Genuine Savings. Integration of natural capital into economy-wide analytical frameworks leads to better policy uptake of research findings and it empowers policymakers to avoid short-sighted decisions, which, although they can generate short-term economic gain, can have adverse consequences for economic, social, and environmental sustainability in the long run.

Innovation has been shown to be a key factor in determining a country’s competitiveness and economic growth potential. Through investments in education and research and development, many developing countries have tried to avoid the “middle income trap” of stagnation by working to create high-value employment opportunities. To better understand country-level readiness to innovate, we have compiled a set of publicly available data indicators and created a data tool to illustrate innovation capabilities and infrastructure by country. Our approach builds on and advances existing national innovation metrics by constructing transparent, publicly sourced indicators that emphasize changes over time and interrelationships between different indicators, as opposed to creating simple indices across groups of indicators. This occasional paper is targeted to an applied audience, explaining the methods used to assemble the data, an overview of the indicators, practical applications of the data, summary statistics, and data limitations. The data are not intended to be a tool for providing answers about innovation, but rather a starting point for future work including market landscaping, country-level diagnostics, and qualitative protocols for research.

Human well-being at the national aggregate level is typically measured by GDP per capita, life expectancy or a composite index such as the HDI. A more recent alternative is the Years of Good Life (YoGL) indicator presented by Lutz et al. (2018; 2021). YoGL represents a refinement of life expectancy in which only those person-years in a life table are counted that are spent free from material (1), physical (2) or cognitive limitations (3), while being subjectively perceived as satisfying (4). In this article, we present the reconstruction of YoGL to 1950 for 140 countries. Since life expectancy – as reported by the UN World Population Prospects in fiveyearly steps – forms the basis of our reconstruction, the presented dataset is also available on a five-yearly basis. In addition, like life expectancy, YoGL can be flexibly calculated for different sub-populations. Hence, we present separate YoGL estimates for women and men. Due to a lack of data, only the material dimension can be reconstructed based directly on empirical inputs since 1950. The remaining dimensions are modelled based on information from the more recent past.

While Thailand has achieved high levels of economic growth in recent decades, poverty at the local level has been increasing. Indicators of human development at the national level often mask the differences in well-being across communities. When responding to the need for sustainable development research, the heterogeneity of a population should be emphasised to ensure that no one is left behind. The Years of Good Life (YoGL) is a well-being indicator that demonstrates the similarities and differences between subpopulations in a given sociocultural context over time. The data used in this analysis were collected from Chiang Rai and Kalasin, which are provinces located in regions of Thailand with high poverty rates. Our main results indicate that the remaining years of good life (free from physical and cognitive limitations, out of poverty and satisfied with life) at age 20 among the sample population were 26 years for women and 28 years for men. The results varied depending on the indicators applied in each dimension of YoGL. Our analysis of the YoGL constituents indicated that cognitive functioning was the dimension that decreased the years of good life the most in the main specification. This study demonstrates the applicability of the YoGL methodology in investigating the wellbeing of subpopulations.

In recent years, mission-oriented approaches have received growing interest in science, technology and innovation (STI) policies against the background of two developments. First, while so-called “horizontal” or “generic” approaches to research, technology and innovation policies have largely been successful in improving the general innovation performance or the rate of innovation, there are perceived limitations in terms of insufficiently addressing the direction of technological change and innovation. Second, “grand societal challenges” emerged on policy agendas, such as climate change, security, food and energy supply or ageing populations, which call for thematic orientation and the targeting of research and innovation efforts. In addition, the apparent success of some mission-oriented initiatives in countries like China, South Korea, and the United States in boosting technological development for purposes of strengthening competitiveness contributed to boosting the interest in targeted and directional government interventions in STI. Against the backdrop of this renewed interest in mission-oriented STI policy, the OECD has addressed the growing importance of this topic and launched a project looking into current experiences with Mission-Oriented Innovation Policy (MOIP). The present study on MOIP in Austria was commissioned by the Austrian Federal Ministry for Climate Action, Energy, Mobility, Environment, Innovation and Technologiy (BMK) and comprises the Austrian contributions to this OECD project. The study aims at contributing Austrian experiences to the international debate and to stimulate a national debate on MOIP.

This working paper predicts the fiscal and public health outcomes from a change in the excise tax structure for cigarettes in Ghana. More than 5,000 people are killed by diseases caused by tobacco every year in Ghana (Tobacco Atlas 2018). Currently the country has a unitary tax administration approach, with a uniform ad valorem tax structure on all excisable products, including tobacco. However, the ECOWAS directive on tobacco control, in line with the WHO Framework Convention on Tobacco Control (WHO 2003), recommends a simple tax structure – using a mixed excise system with a minimum specific tax floor to overcome the limitations of an ad valorem system on tobacco products, especially cigarettes. The study therefore simulates mixed tax policy interventions, and assesses their effect on government revenue and public health relative to the current ad valorem tax system. Primary data collection of tobacco prices in three geographical zones of the country was conducted in February 2020, across both rural and urban localities. This was supported with secondary data from national and international databases. Based on the assumption that Ghana adopts a mixed tax structure, the simulation shows that, if the government imposes a specific excise tax of GH₵4.00 (US$0.80) per pack in addition to the current ad valorem rate of 175 per cent of the CIF value, the average retail price of a cigarette pack would increase by 128 per cent, cigarette consumption decrease by 27 per cent, tobacco excise tax revenue increase by 627 per cent, and overall tobacco-related government tax revenue increase by 201 per cent.1 Additionally, there would be significant declines in smoking prevalence (3.3%), smoking intensity (1,448 cigarettes per year), and 3,526 premature smoking-related deaths would be avoided. The paper advocates for a strong tax administration and technical capacity, with continuous commitment by the government to adjust the tax rate in line with the rate of inflation and per capita income growth.

Highly imperiled Oregon white oak ecosystems are a regional conservation priority of numerous organizations, including Oregon Metro, a regional government serving over one million people in the Portland area. Previously dominant systems in the Pacific Northwest, upland prairie and oak woodlands are now experiencing significant threat, with only 2% remaining in the Willamette Valley in small fragments (Hulse et al. 2002). These fragments are of high conservation value because of the rich biodiversity they support, including rare and endemic species, such as Delphinium leucophaeum (Oregon Department of Agriculture, 2020). Since 2010, Metro scientists and volunteers have collected phenology data on approximately 140 species of forbs and graminoids in regional oak prairie and woodlands. Phenology is the study of life-stage events in plants and animals, such as budbreak and senescence in flowering plants, and widely acknowledged as a sensitive indicator of environmental change (Parmesan 2007). Indeed, shifts in plant phenology have been observed over the last few decades as a result of climate change (Parmesan 2006). In oak systems, these changes have profound implications for plant community composition and diversity, as well as trophic interactions and general ecosystem function (Willis 2008). While the original intent of Metro’s phenology data-collection was to track long-term phenology trends, limitations in data collection methods have made such analysis difficult. Rather, these data are currently used to inform seasonal management decisions on Metro properties, such as when to collect seed for propagation and when to spray herbicide to control invasive species. Metro is now interested in fine-tuning their data-collection methods to better capture long-term phenology trends to guide future conservation strategies. Addressing the regional and global conservation issues of our time will require unprecedented collaboration. Phenology data collected on Metro properties is not only an important asset for Metro’s conservation plan, but holds potential to support broader research on a larger scale. As a leader in urban conservation, Metro is poised to make a meaningful scientific contribution by sharing phenology data with regional and national organizations. Data-sharing will benefit the common goal of conservation and create avenues for collaboration with other scientists and conservation practitioners (Rosemartin 2013). In order to support Metro’s ongoing conservation efforts in Oregon white oak systems, I have implemented a three-part master’s project. Part one of the project examines Metro’s previously collected phenology data, providing descriptive statistics and assessing the strengths and weaknesses of the methods by which the data were collected. Part two makes recommendations for improving future phenology data-collection methods, and includes recommendations for datasharing with regional and national organizations. Part three is a collection of scientific vouchers documenting key plant species in varying phases of phenology for Metro’s teaching herbarium. The purpose of these vouchers is to provide a visual tool for Metro staff and volunteers who rely on plant identification to carry out aspects of their job in plant conservation. Each component of this project addresses specific aspects of Metro’s conservation program, from day-to-day management concerns to long-term scientific inquiry.
